Councillor Luisa Hillard – County Councillor for East Cowes. Phone/ text: 07964 869341 or email luisa.hillard@iow.gov.uk I try to be positive and look for the good but it is increasingly difficult because this month the Council has to set a budget for the next financial year, which starts in April. Unfortunately, unless our appeals to government achieve action, it seems that the Council will soon no longer be able to afford to deliver even statutory services.

The Leader of the Council says: “My current priorities are twofold. Firstly is to secure the survival of the Council (not for the sake of it, but in order to ensure local provision of the services we must and should deliver to those who need them) and secondly to work on means by which we find ways to generate growth and regeneration to take us forward
If all goes to plan the EC Business Association will be hosting a Pancake Day Race for local children, so look out for posters to confirm this.
More locally I have been representing the needs of Dover Road residents and businesses in Trinity Wharf and Venture Quays who are being affected by the Solent Gateways Project. The Council has met with the businesses several times to try and find a solution to the Even if all remaining ‘discretionary services’ fact that they may require new premises if the (things that we don’t legally have to provide) Homes and Communities Agency (HCA) sells were cut (approx. £13 million) it still wouldn’t the current buildings for redevelopment as generate enough savings to bridge the gap in planned. funding (£17 million). Tuesday the 9th of February is Shrove Tuesday which always falls exactly 47 days before Easter Sunday and the date can be anything between 3rd February and 9th March inclusive. In the UK, Ireland, Canada and Australia, the day is known as “Pancake Day” as it is a common custom to eat pancakes as a meal. Pancakes are associated with the day preceding Lent because they were a way to use up rich foods such as eggs, milk, and sugar, before the fasting season of the 40 days of Lent. The fasting emphasised eating plainer food and refraining from food that would give pleasure: in many cultures, this means no meat, dairy products, or eggs. Shrove Tuesday was once known as a “half-holiday” in Britain. Revamp your wardrobe – live in the present By Maggie Currie – Life Coach Change how you feel about yourself with the practical task of revamping your wardrobe. This can really help to get rid of those winter blues and the aftermath of Christmas and the New Year. By ridding yourself of the unwearable rubbish, paradoxically you will find you have more of everything. • • • • •
More wearable, worthy clothes More time - you’ll get dressed so much quicker! More money - no more impulse buys More confidence More control
To totally revamp your wardrobe, you will need: • Best part of a day, uninterrupted • Bin bags, boxes • Coat hangers • Good, uplifting music (anything you like that motivates you) • Loads of energy and a positive attitude First, take every single thing out of your wardrobe. Make sure the whole thing is empty. Put everything on the floor or bed. You need to clear the decks. Next, create a reject pile and cast aside EVERYTHING that is: • Broken • Stained • Doesn’t fit and never will. • Baggy and shapeless • You have not worn for a year at least (be honest) • Does it still fit? • Is it flattering? • Totally not you. Take a step back and have a really good look at what is left. What are your clothes REALLY saying about you? Do you like what you hear? Is there anything not reflecting your true personality? If there is, add it to the reject pile. Be ruthless. Resolve now to live in the present. Let go of these clothes and make room for your new life.
6
Bag up your rejects right now and take them away. No regrets. Look to the future! Go and buy a few items that reflect the new you and you feel comfortable in. Add to these as and when you can afford to.

The New Microchipping Law From 6 April 2016 all dogs in England will be legally required to be microchipped and their details registered on one of the authorised databases. Under the law you are obliged to keep your details up to date on the database. Police and local authority employees will be issued with microchip reader scanners so that instant enforcement of the law can be carried out. A time window will be allowed for the owner to get the chipping done if their pet is caught without a chip. After which a £500 fine for failing to comply will be issued. If you sell or otherwise pass the dog on, you as the previous keeper are required to register the new keeper (the wording used is ‘keeper’ rather than ‘owner’ with regard to microchips). Similarly if your dog dies, you must inform the database that holds yourpet’s details.
but now there will be some redress against the perpetrator on behalf of society and – equally importantly - on behalf of the dog. Shockingly the National Dog Warden Association advises that around 40% of dogs it deals with that are already chipped have missing or inaccurate information. People must be encouraged and be reminded to keep their details up to date to give this law some force to do what it is intended for. To get ready for the 6th April 2016 if you have not already had your pet microchipped you can easily get this done by your vet and many organisation. There is a FREE dog microchipping event on Sunday 14th February 2016 between 10am and 12noon at Avenue Road Car Park, Freshwater. This event is open to all Island residents. There is no limit to the amount of dogs you bring.
Of course cats and other animals that are large enough to take the chip can be microchipped too, in case they get lost or stolen, and this is Puppies must be chipped at their second set recommended by welfare charities. There will of vaccinations – and around the time they are though be no legal obligation to have your cat weaned - at 8 plus weeks. - or rabbit or guinea pig - microchipped. With microchipping, keepers and their dogs will have an official relationship, rather as they did under the old dog licence. Additionally, the modern technology of microchipping will not only help lost dogs be re-united with their families, it will also connect liable human beings to abused animals. Mistreatment of animals will still happen even if dogs are micrcochipped, 10

East Cowes Business Association (ECBA) is made up of local business people who have come together to represent the business community in a variety of ways. Our members include hairdressers, shop owners, a solicitor, electrician, planning consultant, B&B owners, a recruitment consultancy as well as two of our town’s major employers, Waitrose and Red Funnel (and lots of others besides!) The committee of the ECBA meet at least once a month to discuss projects, member questions and concerns. Where and when appropriate, we take forward member views to the Town Council, County Council or any other body; over the last 12 months we’ve attended town council meetings, participated and made representations on the East Cowes Regeneration Project, taken part in meetings with the IW Council and their consultants regarding potential car parking solutions to the problems in the town and many more. ECBA has been trying to come up with new ways to promote the work we do; we’ve got a website, www.ecba.biz, a Twitter account @EastCowesbiz, and have a monthly enewsletter, but it is still surprising that many business people don’t know we’re here. We’re hoping that this page will become a regular feature, bringing you the latest news from the heart of the business community. As well as representing our members, we aim to promote our town as widely as possible, trying to encourage not just local residents to stop in the town for a little longer, but also visitors, who at this time of year are mainly visiting Waitrose.
ECBA is really pleased to announce that, in conjunction with Holy Cross Primary School and Queensgate, we’ve organised a pancake race for Tuesday 9th February (Shrove Tuesday) starting from 2pm in Kings Square (outside Waitrose). As this is the first one (we’re hoping to make this an annual event) we would really appreciate your support! Races are being held for Reception and Years 1 through to 6, with a trophy being awarded to the school with the biggest medal haul! In addition to this, it would be great if as many parents and friends could come along and cheer the kids on … and take part in the adult races afterwards! We’re looking to make this as fun as possible, so don’t be shy, just bring a frying pan and we’ll supply the rest! As well as the pancake race, we’re busy working on a St George’s Day celebration (23rd April) and are looking for other ways to promote our town. We’re really pleased that there are some new businesses opening shops in the town, amongst those new to our high street are a haberdashery, tattoo studio, locally handmade gift shop (with a beach theme) and a new beauty salon coming soon.
As a business association, we’re here to support any size business, but as well as that, we’re here to support and grow our town. If An archway is being installed very soon you have a business, or work in East Cowes and between the Welcome Co-op and the back of would like to see what we’re about, come along the big Co-op (which has taken years, literally, to our AGM at 6:30 on 2nd March in the library of planning and discussions).
