We have a special front cover this month and the star of it is Rookley and his mum Toggie. This little dancing, prancing kid is part of the 50 strong herd of Isle of Wight Dairy Goats, who reside at and belong to The Green Barn. The herd isn’t complete yet as at the time of writing this there are still a couple of mums waiting to deliver. They are the only commercial dairy goat farm on the Island and these little beauties are responsible for producing the freshest and tastiest goats cheese, milk and fudge on the Island. The Green Barn Isle of Wight Dairy Goats is open to the public and you too can come and see the goats with the kids. The day we went to visit we were lucky enough to have cuddles with some newborns and they are just the cutest. Obviously Rookley wanted to show us how entertaining he could be and was doing some leaps, jumps and generally playing around in his paddock much to amusement of us all. You can easily while away an hour or more just watching these fascinating animals. Whilst visiting the goats you can also visit their onsite farm shop for some wonderful hand crafted gifts as well as the delectable delights of fudge, cheese and milk. They are situated on the Main Road, Bouldnor, PO41 0XN and are open every day. 8

FRESHWATER PARISH COUNCIL On 15th March I presented the FPC Annual Report for 2015-16. This has been a busy year for all Parish and Town Councils. Freshwater PC has been no different and I am certain that the current year will be challenging. The Parish Council met on twelve occasions during the year in addition to the many committees and working party meetings. The Council acts on behalf of the local community on many wide and varied issues and welcomes views and opinions from our electorate.

Sandra Allen to produce our own newsletter called the Flyer which will be published four times a year. Another member of our team deserves a mention. Jenny Williams, our Parish Archivist has done a fantastic job. It is with regret that Jenny has decided to retire at the end of this month and we thank her for her enthusiasm and the order that she has brought to our Archives. We will be looking for someone to take on that important role.

Freshwater Parish Council is now a strong, well respected Authority. Consultation with This year we had a bit of a change with three the community has enabled it to grow in Parish Councillors resigning; Paul England, confidence and it is now recognised as being Krissy Lloyd and Colin Lillywhite, the latter able to work effectively in partnership with who had been a member for almost 16 the Isle of Wight Council in order to take years. It is acknowledged that we are elected by you, the Community, to represent your wishes to the best of our abilities. For a full list of Meetings and attendance by individual members of Freshwater Parish Council please visit our website www.freshwater-parish.org.uk.

Consultation Event In January we held a very successful Public Consultation Event at Freshwater Memorial Hall. We had over two hundred visitors despite the atrocious weather, including teachers and children from All Saints CE Primary School.

Our Freshwater Parish Clerk and Responsible This gave us the opportunity to set out Financial Officer is Michael Mills who is ably budgeted proposals on which the community assisted by Assistant Clerks Emma Carter and could comment. Sue Allen. Sue is working with Cllrs Anne Bamford and

FRESHWATER PARISH COUNCIL see it as of benefit. The feedback from this event helps us to make important decisions when considering potential acquisitions and levels of service which impact on the level of the Parish Precept. A comprehensive schedule of those comments is published on our website. The Parish Council will endeavour to carry out public consultations at regular intervals in the future.

We have also agreed to take over the management of the Public Conveniences at Moa Place and Gate Lane with the gift of freehold of the latter. FPC already owns the Moa Place building.

I would like to thank the Clerk’s Office and staff at Freshwater Memorial Hall for organising such a successful ‘Event’.

In addition we now have, at last, in place an Agreement on the future of Jubilee Field, Stroud Recreation Ground, the Multi Use Games Area (MUGA) and the Skateboard Park together with other parcels of land across the Parish.

Feedback Data This can now be viewed on the parish website. www.freshwater-parish.org.uk IWC Services As you are aware there has been much publicity concerning the need for the Isle of Wight Council to reduce its budget. This has involved much discussion and negotiation between FPC and the Isle of Wight Council in order that we might consider taking over the future management of certain ‘discretionary’ services and facilities with effect from 1st April 2016. I have previously tried to keep you informed of any progress. I am pleased to announce that we have now finalised agreements to acquire the freehold of the Freshwater Library and site, together with the ongoing provision of a Library Service in partnership with IWC. This has only been possible with the assistance of the Friends of Freshwater Library who will continue to be involved in the future management of the Library. We should all be indebted to their very significant contribution.

This will ensure these facilities will continue.

FPC is grateful for the cooperation and assistance given by Totland Parish Council and their Clerk, Helen Gibbs on joint projects. We will shortly publish on our website, a comprehensive Plan showing all areas where we now have direct responsibility. In addition to these facilities, FPC has been working with IWC and Island Roads in order to undertake improvement works to Avenue Road. These will include safety improvements such as wider footways in certain areas, pedestrian crossing points, increases to on street car parking provision and a degree of enhancement. This work is designed to improve the public realm and will assist local businesses and the community generally. It will be appreciated that such a scheme requires the need for safety audits and approvals. This has caused delay but is hoped that this work will be commenced prior to the summer. No progress has been made in respect of the three Public Car Parks in the Parish. The Isle of Wight Council is currently developing a

We are currently looking for suitable premises Subsequent to the Consultation Event, Freshwater Parish Council set the Precept for so we hope over the next few months that 2016-17 at £224,023 representing an increase you will become aware of the Just Ask project of 16.91% or approximately £9.40 per annum as it becomes operational in our area and we thank all of those people who have helped to per Band D household. take this forward.

Freshwater Neighbourhood Plan Freshwater Neighbourhood Plan is now approaching the stage where the Document will be submitted for consideration to IWC prior to a local referendum on its contents. It is important that this Document is comprehensive and with this in mind the period for consultation is to be extended in order that we are confident that we are in compliance with all the necessary regulations.
