No one should have no-one, and yet 1.4 million* older people feel cut off from society. Most people will feel lonely at some point in their lives, not only can this define their lives, but it can also have a significant impact on their wellbeing. There are 2,585* lonely older people here on the Isle of Wight, an alarming statistic, but it’s important to know that you are not alone. Age UK Isle of Wight have been supporting older people on the Island since 1973, and offer services to help people stay happy, healthy and connected, they strive to combat loneliness and social isolation in older people on the Isle of Wight.
Active Networks Social Clubs – with FREE local door-to-door transport Age UK Isle of Wight run fortnightly social clubs for the over 65s in Cowes, Freshwater, Ryde and Ventnor, all of which offer FREE local door-to-door transport, thanks to funding they have received from Southern Water. The Social Clubs are a great way to meet new people, make friends, have a chat over a cuppa and enjoy a variety of inspiring activities. There are regular outings and visits from informative speakers. Refreshments are included, and groups are welcoming and friendly. Age UK Isle of Wight’s Active Networks Social Clubs run fortnightly from 14:00 – 15:45. Membership is £9 per month, which includes attendance at both fortnightly sessions each month. Refreshments are included, and the local door-to-door transport service is provided FREE of charge. Welcome and thank you for picking up a copy of the February issue of Island Magazines. We are slowly working our way into the new year and Spring is finally getting closer. I have already seen a cluster of crocus bulbs pushing through the surface looking for the sun. Let’s hope they don’t have too long to wait. Have you noticed that as soon as the shelves were cleared of Christmas goodies they were soon replaced with Easter Eggs. Is this good or bad? I’m not sure where I stand on this as on the one hand I think everything is getting too commercialised and happening much earlier then is necessary but on the other hand who doesn’t like chocolate and to be honest I am a creme egg lover and I don’t believe they should be just for Easter... they taste so much better in February!!!! This months issue as usual is packed with news and information from local councillors. Report from Cllr Stuart Hutchinson: White Acre, Main Road, Wellow, Yarmouth PO41 0TD Tel:760048 email stu.hutch@btinternet.com. This month I have to comment on the Council’s budget. The annual revenue and capital budgets are set at the Council Meeting towards the end of February, to allow all the detail be prepared and for the dreaded Council Tax demands - which we all enjoy receiving - to go out in March. We know that this year, setting a legal and balanced budget will involve difficult decisions. That’s been the case for several years now and each year the difficulty increases, simply because, like any household budget, once you have made a saving – say cutting out a holiday - you can’t make that saving again. To stay in balance that means you never have a holiday. If you are a family, you could put it on a credit card, but then you have to find the income to pay it back. The Council is not allowed to have credit like that, and if we borrow, we have to be able to show where we will get the income from to repay that borrowing. Over the last months we have been putting in place all kinds of schemes to increase income, and an increase in income means we have to cut services less. A good example is the new green waste scheme, and I’m delighted to say that 2000 households have already signed up for that in just the first three months. That saves householders having to make regular trips to the tip, so saving mileage, petrol and time. We make a small charge for that, but that small charge mounts up and overall we hope to get a return of about £150K a year. A small amount in the context of the Council’s budget, but as Mr Tesco says, “every little helps” Every service has to find it’s share of savings and one which I’m responsible for is Council
Tax support. I have to recommend at the next Council meeting that we reduce that level of support. We used to get the whole of the amount paid by government, but the grant for that has been reducing. A couple of years ago under the last administration the amount that could be given was up to 80% of the amount owed. We knew that would cause some problems, but far fewer emerged than was anticipated. A hardship fund was put in place of up to £250k, and officers were instructed to deal sympathetically with all claims. In the event, the amount claimed was only about £30k. We are looking to reduce the percentage to 70% which will contribute about half a million towards the savings target. But that still means that we shall be paying out nearly £11 millions to the most needy and we will be covering £7 out of every £10 owed. Pensioners are protected and will get the whole amount and we shall also ensure the hardship fund meets all claims. That money has to be collected from you and me before it can be given out. The likelihood is that there will be a recommendation that we increase Council Tax by the maximum the government will allow. That used to be a base rate increase of 2%, but because inflation is running at about 3% the government have allowed a similar increase. That simply keeps us where we are in terms of income, and we still have to meet the loss of government grant. In addition we are allowed a special increase to pay for the care needs of our elderly population. That’s a further 3%, and the whole of it must be used for social care. So, difficult times ahead, but I guess that’s no surprise to any of us.

Totland Parish Council News Memorial Hall: Totland Parish Council is a one third owner of the Memorial Hall in Freshwater along with Freshwater Parish Council owning the rest. Totland had commissioned a company to carry out a 5 year report on the hall in order to keep the building safe and usable. This report has now been completed and once the Parish Councils agree the Priorities works will commence in order of need. This is a great asset for us all and is available to hire for one offs or weekly/ monthly events. For further information please speak to the Administrator on 752956. Stoke Green Steps: Works are also being carried out to the steps that lead down to the Pier Café this month and so they will be closed for a day or two, this work is necessary in order to keep them in a good condition for us all to carry on using. Public Toilets: Work was carried out during December to the Totland Beach toilets with roof repairs, replacement of soffits and fascias, guttering and downpipes. Further works inside will be carried out before Spring. The Wallgate units have been serviced and have all passed in good working condition. Projects: The Mosaic project continues to run on Tuesday and Wednesday between 2pm and 4pm and we have spaces available on the Wednesday sessions. If you are interested come along and have ago, full training given and no experience is necessary. A couple of residents have notified the Parish Office of a vehicle driving over the Recreation Ground and causing some damage. The Clerk has spoken to this group and has been informed this will not happen again. Thank you for informing the office. Councillors with the Responsible Financial Officer have been working on the budget for 10
2018/2019 and the precept is likely to raise, however, the Parish Council want to keep things open, maintained and used in Totland and continue to offer excellent value for money. Freshwater Parish Council Working For The Community Cllr Gill Kennett
Parish Council Budget Consultation 2018/19 Thank you to everyone who responded to our budget consultation, either through attending one of our consultation events or by filling in our survey monkey online form. This is the first time we have undertaken an online survey and we had a really good response so many thanks to all residents who took the time to fill it in and send back to us. The feedback that we received will enable the Parish Council to understand what is important to Freshwater residents and what we should give consideration to when we set the budget.
With the budgetary restraints being experienced by the Isle of Wight Council (IWC) increasingly the Parish and Town Councils on the Island have taken responsibility for a range of facilities previously supported by the IWC. The Parish Council will agree the 2018/19 budget at our February meeting and I hope that we can support those services that you have told us, through the survey, are important to you. Avenue Road Resurfacing Works – The refurbishment of Avenue Road finished, as predicted, on the 1st December, and I hope residents are pleased with the way the road now looks. The Parish Council has put additional funding into the scheme to provide enhancements to the road such as planters, rose beds, new trees and seats. Avenue Road Car Park now has one entrance and exit and the scheme has enabled more on road parking. 14
The contractors involved in the refurbishment, Crown Park and Island Roads probably found that the work was a bit more complicated than anticipated, due to this level of rebuild had not having been undertaken for many decades. We would like to thank the contractors for their work. I would also like to acknowledge the input on this scheme from Cllr Mike Wheeler whose background as a roads engineer really helped develop the vision for the scheme. Gate Lane Traffic Order Many of you may be aware of the traffic order published on the 15th December 2017 which would, if implemented, place double yellow lines down Gate Lane severely restricting on street parking. A public meeting, arranged by Cllr Brian Hinton was held on the 2nd January 2018 at Dimbola and approximately 120 people attended. There was a real strength of feeling from the attendees that parking restrictions in Gate Lane could impact adversely on the businesses in Gate Lane and could also have the affect of increasing parking in Guyers Road, Victoria Road, Blackbridge Road and The Square. The Parish Council has written to the IWC asking that the traffic order be aborted and a full consultation with the Parish Council and local residents be undertaken. We have received many letters from local people all asking that this proposed traffic order be withdrawn.

Many residents do support the proposals for double yellow lines along Afton Road from its junction with the Bay and the provision for a coach parking space. We await the outcome of the Isle of Wight Council’s deliberations and we hope that good sense prevails. Freshwater Bay
The Parish Council is currently in discussion with the IWC about the management of the grassed area behind the promenade to include the Boat Park. We hope to be able to obtain a lease from the council so that we have management of that area before the spring.

FYTbus timetables for our scheduled routes are available on our buses and on our website (see below), or you can pick one up from our Totland office, Brookside Health and Leisure centres, libraries, pharmacies and shops in Freshwater, Totland and Yarmouth, and The Village Shop, Brighstone, The Crown Inn, Shorwell and The Sun Inn, Hulverstone. Look Out for our new Timetable which will be starting in March, and will be available from the usual outlets before the end of February.

We have a wide range of books, toys, games, puzzles, bric-a-brac, CDs, DVDs, clothing, household linen, etc., on sale at affordable prices - something for everyone’s taste! ........................ You will be very welcome to call in and browse. EXCURSIONS - Our excursions and shopping trips are always on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
