Spring is on its way and lets hope the weather improves, as at the time of writing it has turned cold again, but like most people I can cope with the cold as long as the rain stays away!!! Unfortunately we lose an hour of well earned sleep in March as the clocks go forward the last Sunday of the month, this being the 26th but on the other hand we will start to see the lighter evenings which is always something to be cheerful about. Monthly News Report by John Medland IW Councillor for Freshwater South. Tel: 07543 309 219 or email jcmedland@outlook.com We’ve had interesting times at IW Council. The independent Executive fell apart in a month around Christmas. As a result the Conservatives and their allies, who have had the majority of votes in the Council Chamber since May 2015, finally took control on January 18th. There will be elections for all 40 IW Councillors on May 4th. Cllr. Dave Stewart’s administration now has the hideous task of framing the 2017-18 budget. Despite the clever shifting of debt repayments to reduce the volume of cuts, reducing this year’s deficit target from £12 to £7.5 million, this is the time of the hardest choices. There are no more disposable reserves. Pretty much all the discretionary services that can be disposed of without creating increased costs have already been dropped. So I think the only way to set a legal budget is by reducing the standard and volume of the legally compulsory duties such as public health, social care and education. At the same time the public budgets of the Police and NHS are also facing cuts that cannot be met except through reducing their front line capacity. These are particularly hard times for all public services. The only public bodies that can raise more finance through precepts and borrowing are the Island’s local councils. There will be elections for every local parish and town council seat on May 4th. It is unpaid work. These councils need competent people with experience and enthusiasm to serve the public interest. Could this be you? If you are interested please get in touch with your town or parish clerk. One positive achievement of the last few years has been in the Island’s development of new methods of health and care. 82% of people 4
who have used the new service have reported an improvement in wellbeing. There has been an estimated 14% reduction in emergency hospital admissions. The pioneering combined emergency care ‘hub’ is now winning worldwide interest. Freshwater Parish Council has agreed to lead on further developing this new model in the West Wight. I was particularly concerned to learn that the rights of way budget is being halved from April 1st and then disappears altogether for four years. In this case who will repair the steps to Compton beach each year or clear and repair our footpaths and bridleways? I am continuing to work with groups like the Ramblers, Cyclewight, local councils and Visit Isle of Wight to improve cycling and walking access to and within the West Wight. The aim of developing the Island as a walking and cycling destination is to continue the upward rise in tourist numbers in recent years and to spread the visitor numbers all across the year. It is also to make a health improvement for the rest of us. In the UK 40,000 people die each year from the pollutants in traffic exhaust. Going off road is not only good for our lungs. According to the professionals in Public Health it is also critical in reducing the rising curse of mental illness. I also recently learned that BT plan to remove all their remaining telephone boxes. My feeling has always been that the red telephone box at Moa Place has become a part of Freshwater village’s visual identity. I believe the Parish should take over responsibility and keep the structure. Other local councils have done this and installed defibrillators. I feel it may be necessary to have a pay to use entry to deter vandals. However could the box could be used for a telephone charger and wifi access point for visitors?

Isle of Memories by Jo Cooper I was born and bred in Binstead, and attended the convent in Ryde but left the Island at the age of 18 seeking the illusive streets that were paved with gold in London. I stayed there for 47 years, and in this time I married a London Policeman, had 2 children and became a swimming teacher and tutor. Upon my return to the Island, I was seeking a new challenge. My late father was an amateur photographer and during my childhood he took plenty of pictures, processing them in the loft at our house in Binstead. I love these photographs, they are full of lovely memories. I decided that I needed to write about them so my children and grandchildren could understand the fun I had as a child growing up on the Isle of Wight. There were so many. The task was daunting. I don’t remember when I decided to put them into a book, but that is what I have done. I saw within each photo a story from my past and now my book is finally complete and aptly named, Isle of Memories. Totland Parish Council News The main topic from the February meeting was the setting of the 2017/2018 precept and although an increase is unavoidable Councillors want to ensure they keep giving residents of Totland value for money. It has been a year since the Parish Council took over the maintenance of the Public Toilets in Totland and Councillors are very pleased with the condition of the toilets and the cleanliness has improved 100%. The Recreation Ground is working well; repairs have been carried out to the play-builder equipment recently and further work is required to the matting around the small play area. The outdoor gym equipment also remains well used. One Horse Field is being managed and maintained with the help of Natural Enterprise and we are hoping for a management plan to be agreed very soon for this area. Colwell Common will be hosting several Car Boot Sales this year and Councillors are working with the 1st Freshwater and Totland Scout Group for these events. Long term support for the Sports and Community Centre has also been agreed as there service is a large part of the West Wight Community. The Weston School playing field and car park will also be maintained by the Parish Council and the contract will be signed soon. The Annual Parish Meeting will be Tuesday 25th April at 6.30pm and will be held in the Church Hall on The Broadway. All residents are encouraged to attend this meeting as it gives you a chance to speak to Councillors and to see what they have been doing over the year.

Martin was born in Brading and now lives in Ryde and he spent a lot of his earlier years at Brading Marshes capturing the wonderful wildlife that the Island is renowned for. He once filmed a cuckoo in the nest being fed by reed warblers which became quite a sensation and was used as part of an educational programme within local schools. This picture was taken at the Canoe Lake in Ryde and Martin has truly captured the beauty and grace of this swan as she gently glides through the water on her way to join her companions on the side of the bank. Martin is self-employed and his business, Martin Lane Electrician, takes him all across the island and he always makes sure he has his camera with him, as he never knows what he might come across. You can see more of Martin’s work on Facebook via the public group Isle of Wight Nature and let’s hope we get the opportunity to feature more of his stunning work.
Its time to get knitting... Local animal lover and knitter Samantha English needs your help in her mammoth task of supplying blankets to animals in need. She is collecting 6 inch squares or 12/18 inch strips from enthusiastic knitters or crotcheters across the Island which she will sew together into blankets to be sent to animal charities across the UK including ones on the Island. If you are a dab hand with a pair of knitting needles or a crotchet hook and have bits of wool that need using up then please consider helping these rewarding charities. The needy animals aren’t worried about colours or patterns but are just grateful for every square you can do for them. I took a week’s holiday in early January and came back to find that the Island Council’s administration had collapsed. I have before echoed Harold Wilson’s statement that a week is a long time in politics; how true that is! I try to avoid being political in this column, but it is also about news, so I report what happened as fact and without comment. The unprecedented and surprising collapse arose because the Island Independent’s Executive, always running a bit lean with only seven members, had lost 5 members through resignations in the space of a month. Most importantly, one of those resignations was the Leader. The Council’s Executive, sometimes called Cabinet - although the two descriptions refer to the same thing - is the team that, in law and through the Council’s constitution, takes the policy and major administrative decisions that allow the Council to operate. Each member of the Executive carries responsibility for a portfolio of services.
the May election. On Friday 20th January a new cross-party Cabinet was announced. Those chosen rapidly cleared space in diaries and the first meeting was held the following Tuesday. The first and most urgent task was to deliver a legal and balanced budget. That process usually takes 10 to 12 weeks. The new Cabinet had less than 2 and within that time had to identify the £7.5 M of spending reductions required to balance the budget. After long days of detailed discussions a budget was published on 31st January, ready for the following weeks Scrutiny Committee.
One clear thing emerged, which was that even with further reductions, there would be no option but to increase Council Tax. An increase of 2% was agreed to meet inflation pressures such as higher energy bills and the increase in the national minimum wage. Added to that would be the 3% addition allowed by government, passported directly to the Social Care budget.
