Dear Readers Welcome to the March issue which looks set to be a busy month, first we have Mothering Sunday on the 6th March and then on the 25th March is Good Friday and the start of Easter. Both of these events are early this year and lets hope we have good weather for both and that Spring will have finally arrived by then. The weather over the last month has been a good mixture of wind and rain. Our lovely Island took a battering from storm Imogen recently but we survived and surprisingly there was very little damage. In this months issue you will find the ‘Dates for your Diary’ on page 14 and we have teamed up with Lost Pets IOW in an attempt to reunite missing pets with their owners and you will find more information on this on page 9. The pets missing are from different areas on the Island so please spread the word to family and friends. The theme this month is transport, and why we must get better at providing Island based solutions. I shall start with Island Line, and before you ask what’s that got to do with West Wight? bear with me; there is a connection.

and so the subsidy could be much reduced. If the money from Network Rail could be redirected, that could deliver hundreds of thousands of pounds to other transport needs across the Island. It would require government intervention to achieve. We are told they are prepared to look at a wide range of options.

That connection is to do with the subsidised transport provision across the Island. We recently had an excellent report from Christopher Garnett, an Islander with great experience of managing railways at a very senior level. He has produced a detailed, unbiased assessment of the problems of managing the Island’s only railway. And he’s done it at no cost to the Council, so our collective thanks go to him for that.

Those other transport needs I’m thinking of, are improved bus services. Some villages in the West Wight have no buses at all and others only infrequently. That’s because operators will only run loss-making rural survices if they are subsidised by the Council. Although they make substantial profits on heavily used routes serving urban areas there is no cross-subsidy.

Essentially, the line has had no investment from South West Trains for very many years. It has rolling stock which is worn out and over 75 years old. It requires a revenue subsidy of about £3M every year just to keep going. The financing is complicated but most of the capital investment in maintaining the route, including the stations, has come from the public purse via Network Rail. A new franchise is being let next year, with only two bidders, so a high likelihood of SWT keeping it, as they have for the last 20 years. SWT is the most profitable franchise in the country. Island Line delivers just 0.1% of its revenue, but accounts for 0.2% of its costs. Being such a tiny fraction, and loss making too, means that little time or investment will be given. Unless a clear instruction is given from the Department for Transport when the new franchise is awarded, things are likely to continue as they are until the railway falls apart. Mr Garnett suggests that a more cost effective option is to run a tramway. Operating costs of a tramway are much less

The Council has to meet its statutory duty of paying for free bus passes first. That costs £5m a year. £1M of that is paid out for tourists who live elsewhere. With a reducing budget, the discretionary funding to support rural routes is lost. We have asked Government for consideration to us having a local Island Scheme. That might mean that those with free passes pay a bit towards their journey. Lots of constituents have said to me they’d be happy to do that if it kept the service. Tourists from other areas might pay the actual cost, as they do if they visit other Islands like the Channel Isles and Isle of Man, or if they go to Wales. The money raised from a reduced subsidy to the railway and increased income from bus passengers would more than cover the reinstatement of rural routes across the Island and provide support for the superb, volunteer run, local bus services like FYTbus. Totland Parish Council News Public Toilets - At the February Full Council meeting Councillors agreed they would take the two toilets, Totland Beach and Colwell Bay, from the Isle of Wight Council from 1st April 2016 and ensure they stay open. We are currently talking with cleaning suppliers to ensure minimal disruption from this date. MARCH 2016 FYTbus SCHEDULED SERVICES

operate to THREE scheduled timetables – Route A (between Freshwater Bay and Yarmouth) and Route B (around Freshwater, Totland, and Colwell) in the mornings, and Route C (between Yarmouth, Freshwater Bay, Freshwater, Totland and Colwell) in the afternoons. Catch us at our bus stops, or just hail us on those parts of our routes which do not have stops. Free bus passes are accepted. Timetables are available on our buses, or you can pick one up from our Totland office, as well as the health and leisure centres, libraries, newsagents and pharmacies in Freshwater, Totland and Yarmouth. The trial service we have been running between Freshwater, Brighstone and Shorwell, 3 mornings each week, is likely to become a regular scheduled service for FYTbus some time in March. Some changes may be made to the timings, but these will be published in a new timetable which will be available on our buses, on our website (see below) and from The Village Shop, Brighstone, The Crown Inn, Shorwell and The Sun Inn, Hulverstone, so please look out for it in early March if you are planning to use the service as a passenger.

MARCH EXCURSIONS.

As usual, these will be on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, do not hesitate to give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
