I think I need to accept that the weather is likely to stay more suited to Autumn. I’m certainly not complaining as I think our Island is beautiful whatever the season. Freshwater Parish Council Working For The Community Cllr Gill Kennett
Avenue Road Resurfacing Works - As you read this road works in Avenue Road, Freshwater should be well underway. The project, which has been planned in three phases by Island Roads, has been in the planning stage for several years but because of the complexity of disrupting this area of Freshwater it has taken some time for the work to start. Freshwater Parish Council has funded free parking for one hour in Avenue Road car park during the work and this car park will remain open and accessible for the period of the work.
Local Open Spaces - As we move into Autumn the Parish Council will be undertaking our annual budget review. Many assets in the Village, which were previously managed by the Isle of Wight Council, have been devolved down to the Parish Council which gives us an opportunity to talk to Freshwater residents about how they might like to see some of the open spaces in Freshwater managed. Cllr Carol Bray has also been working with a tree specialist to develop a survey of all the trees under the management of the Parish Council so that we are aware of the trees on manorial land and their condition. It is the policy of the Parish Council that if we need to take a tree down because it is unsafe then we will replace it with a sustainable indigenous variety of tree. Granny’s Mead is being managed as meadow, we recently put out a request to ask if anyone had sheep that might like to graze in the meadow to keep down the grass – if you have some sheep in your back garden that we could borrow please let us know! 4
Afton Marsh and Golden Hill - The Parish Council have met with Gift to Nature, a charity, who have taken on the management of Golden Hill and Afton Marsh from the Isle of Wight Council. We hope to be working closely with them in the future. Regeneration - You must all have noticed the number of empty shops appearing in the Village. We met recently with the Regeneration Team at the Isle of Wight Council to understand what their role is and how we could work with them around some of the issues we are facing in Freshwater. Local Pharmacies – Members of the Parish Council attend the Patient Participation Group at Brookside Health Centre. This group enables joint discussion around what is happening at the health centre and feedback from the community. One of the issues discussed at the recent meeting was the importance of supporting our local pharmacies because of their role in giving advice and support to local people around their medication. We are very fortunate in having two pharmacies in Freshwater and a pharmacy in Yarmouth. West Wight Local Councils – Freshwater Parish Council is a member of the West Wight Councils group. The Town and Parish Councils in the West Wight regularly meet together to discuss issues that affect the whole area. An example of this is the current concern for the future of the Military Road due to the further cliff falls that we saw over last winter. By working together we believe we have a stronger voice in lobbying the Isle of Wight Council around issues that affect us all in the west.

In October, the Council starts to focus upon the budget issues for the next financial year. That’s because it takes several months of discussion and negotiation to arrive at recommendations. Those recommendations go to full Council at it’s meeting next February and become effective from 1st April following. Last year, we set a medium term financial strategy to carry us through the next 3 years. We were able to do that in part because Government had offered a deal which if accepted -and we did- would give certainty as to the level of government support over the next few years. Normally we have to wait until nearly Christmas before we know what we are working with. Having a longer term deal gives us more time to plan. That still doesn’t make it any easier, it simply means we know what we are facing. And what we are facing is pretty grim. We have to find around £19M of savings over the next three years. That’s on top of the nearly £60m already managed. Next year we shall have to find £7.5M , the same again the following year, and £4M in year three. The main reason for the need for savings is the reduction in the Government Revenue Support Grant. All Councils are facing this, and the need for savings is affecting all public bodies. I have said before that the only way the Government can attack the huge £1.7 trillion structural deficit - resulting largely from the bank bailout in 2008 - is threefold: raise taxes, grow the economy, or cut spending. There is a fourth option, which is to restructure the debt and pay over a longer period. That’s what Greece has had to do. 8
But with a deficit the size of the UK’s we would be paying forever, and paying interest is wasted money. One of the things the Council is doing to help its finances is embarking upon a programme of investment. We have agreed to spend up to £100M to invest in solid property purchases giving proven returns and where possible with capital appreciation as well. How you may ask, can we do that if we are having to cut expenditure? This is where we begin to get in to the oddity of government finance. Because Government and Councils offer gilt edged security we can borrow at amazingly low rates, around 2%. That money will, if invested wisely in low risk instruments, give a net return of around 4.5 to 5%. You can see that if we can get a return of that size, then next year, instead of finding £7.5M in savings, the income will reduce this to finding around £2.5 to £3m. That helps us to preserve services. We are not inventing something new here, some councils have been doing this for several years. Fareham now earns as much from its investments as it does from its Council Tax income. But we are being cautious, and following a path successfully trodden by others. My only worry is that when you find a good investment you have to do essential checks very quickly and then make a decision. The decision can’t wait for a Committee meeting and has to be taken by Senior Officers and Councillors. In this case our Chief Executive, Treasurer and me, as Cabinet Member for Resources. I can see a few sleepless nights on the horizon!

Totland Parish Council News Welcome to the October update on information for Totland Parish Council. We welcome a new Councillor who was coopted last month, Councillor Gareth Wyre. Gareth moved to the Island in 2015 after visiting since 1995 with his wife, daughter and grand-daughter. It has been two years since the new path from Totland Bay to Colwell Bay reopened and we all continue to enjoy this. Throughout the year the contractor has visited the path and further drainage was added earlier this year to help. Car Boot Sales on Colwell Common have been very popular this year and we are coming to the end on Saturday 14th October. The Parish Council will continue with these events starting in April next year. This time we are hoping the West Wight Nursery will be helping for much needed funds. We would like to take this opportunity of thanking the 1st Freshwater/ Totland Scout Group for all they did this year. Mosaic Project - The Parish Council and Volunteers have been working very hard with local artist Helen Goodman who has been helping with this project. You can keep up with the progress we are making through our website or Facebook page and of course you are welcome to drop into the Parish Office to have a look as well. We hope to install the first panel during this month. Men in Sheds - The Parish Council have financially helped with the new roof on the shed and they continue to meet every Thursday from 2pm on Turf Walk, all are welcome for a cup of tea. 12
West Wight Skate Park, Moa Place - Repair works took place during August to this facility and the annual competition was held on Monday 28th August, this was very well attended by all ages and a great afternoon. However, we still need to finish the repairs and are in need of a couple of volunteers who can spare a weekend to make this happen. Vandalism - Some mindless vandalism has occurred again during September this time it was smashed glass bottles on the play equipment on Totland Recreation Ground. The area was cleared and washed down immediately. The sign that had been damaged has been repaired and we are still waiting for Island Roads to adjust the dog poo bin. This area is for all to enjoy, please keep your eyes open and report any vandalism to the Parish Council in order that we can catch these vandals. Summers Lane - The Parish Council have been working with the Isle of Wight Council with regards to the 20 mph along Summers Lane and an instruction has been issued to Island Roads regarding this. The Parish Council had hoped this instruction would be activated sooner. The statutory consultation period will start soon and all representation will be considered. After the consultation period a report will be produced. This is a long process and further information will become available on the website and Facebook site shortly. Hare Today Gone Tomorrow... Except this isn’t the case with Nick Edwards and his hares which he continues to frequently photograph following a distribution survey conducted by the Isle of Wight Natural History and Archaeological Society. Nick took up the challenge of locating a stable colony of hares to study and photograph at dawn and dusk on a friendly farm in Cowes. Nick began his passion for natural history and photography from a very young age, following in his father’s footsteps; a gifted photographer and wildlife artist himself. Nick is a founder member of Isle of Wight Ornithological Group and was a volunteer for National Trust at Newtown. As usual, these will be on a door to door basis, with the minibus picking you up from and delivering you back to your home. If you would like more information, give us a call, between 09.45 and 12.30 any weekday, or leave a message on our answering machine and we’ll call you back. Remember to book early if you would like to travel on one or more of our trips, by phoning our office on 01983 752917. If a minimum number of bookings is not achieved for an excursion, we might have to cancel it (as you will appreciate, we have to cover our costs), but we will always let you know. Excursions will be confirmed (or cancelled) by phone, one day before departure. Please note that bus passes are not accepted on our excursions.
