Welcome to the September issue and thank you for picking up a copy. The school summer holidays are drawing to a close but lets hope it doesn’t mean that summer is over... I feel positive that we may have an ‘indian summer’ and let’s hope the warm days continue through to the end of September or even October. This months issue is packed with news and information and a big ‘shout out’ to all budding authors to check out the competition advertised on page 2. Saturday the 23rd September is “Isle of Wight Day”. It’s a time when the whole community is encouraged to celebrate everything that is good about the Island. There are events happening in towns, communities and villages and you will find a full list of events at www.isleofwightday. com and on pages 14 and 15 you will find the ‘Dates for your Diary’, which gives information on events happening throughout the whole month. Totland Parish Council News Colwell Common The grass cutting to the top section of the Common commenced early August and the forward plan will be to continue cutting the whole area regularly. The areas where the wild and rare orchids are will be left and the contractors will cut around. Thank you all for your comments which have really split the community with half liking the long grass and wild meadow look with the other half not. The Parish Council has Turvills Field and One Horse Field for those of you who would like to enjoy the meadows and quieter areas. Weston School Field The grass cutting stopped once the school closed and this has caused a thatch problem. The Parish Council’s Open Spaces Committee will be working with our Contractors to sort this out as soon as possible. Volunteers A small team started work on clearing the roundabout at the bottom of The Broadway during August and Councillors would like to thank the volunteers for their help. They want to start a rota for twice a year to tidy this area and the next date will be March/ April 2018.

Vandalism Some mindless vandalism has occurred to a sign and dog bin on the Recreation Ground during August. The dog bin can be adjusted, however, the sign may need replacing. Events: Car Boot Sales on Colwell Common The next date is Saturday 9th September, refreshments will be available and Councillors ask you to spread the word about this event. Thank you in advance for supporting we would like to continue this next year. Mosaic Project Sessions are being well attended and we would like to have the first panel installed as soon as possible. If you are interested in being part of this project please telephone the Parish Office for full information. Arts & Crafts on Colwell Common – Isle of Wight Day It is still possible to have a stall at the new Arts & Crafts on Colwell Common. This event will take place on Saturday 23rd September alongside Isle of Wight Day, between 10am and 4pm. A Fun Day alongside this event to raise awareness and funds for the future Carnivals will also take place.

Men in Sheds The Parish Council have financially helped with the new roof on the shed and they continue to meet every Thursday from 2pm on Turf Walk, all are welcome for a cup of tea. News Report from Councillor George Cameron Email:- george.cameron@iow.gov.uk Mobile 07701011481 The month of August will definitely go down in record as being one of the wettest months for many years. I mention this because Freshwater Parish Council installed new playing equipment on Stroud field which will be reported on by the Parish Council but our children will have to use it in between the wet spells. I am proud to say that we have a brilliant and active Parish council and things are getting done daily to improve our quality of life in Freshwater. I have spent the weekend of the 5-6th August at the Chale Show and I was impressed by the attendance and the weather was kind to us for a change, I was unaware that this year the show was held for the 91st time, this is absolute community commitment. Long may it carry on. One of the outcomes of my walkabout with Island Roads was that the trees at the top of The Sheilings which were unsafe have now been removed and cleared from the site. If you notice any unsafe trees in your area please contact Island Roads to report it or contact me and I will action the issue. Another walkabout I went on is with Southern Housing representatives, this was interesting and I think working together as a team works well and although a couple of issues arose from the inspection, there were no major issues to resolve. Island Roads, working in partnership with the Isle of Wight Council and Freshwater Parish Council are upgrading and enhancing 10

Avenue Road in September. The work is proposed to commence on the 11th September and is expected to last for ten weeks, weather permitted. Obviously due to the nature of the works there will be restricted vehicular movements throughout the ten weeks and alternative parking arrangements will be in place for residents. Pedestrian access will be maintained at all times. Please look out for notices and road signs, if you have any problems in particular please contact Island Roads, Freshwater Parish Council or myself. As a trustee of our local community bus (FYT Bus) I appeal to everyone who can spare some time volunteering to drive for us. With drivers moving away or simply just having a break we are in the process of recruiting drivers. This is a rewarding task and all our volunteers enjoy their weekly scheduled drive. Training is provided and if you are interested to drive please get in touch with FYT Bus direct or contact me for more details. On a lighter note and to end my report, I must inform you that in my role as Vice Chair for the Isle of Wight Council I was roped in to do the Ryde Slide on Sunday 16th July for their local charities and they raised just over ÂŁ5,000 on the day. This is another fine example of good Island community spirit.

Happy Birthday to The Liquidator Since opening their doors 2 years ago, The Liquidator has grown in size, is holding more stock than ever and has just taken over a large contract which will see a great range of furniture, tools and DIY items coming to their Newport premises very shortly. The Liquidator works alongside ex-catalogue stores and takes delivery of their stock to be sold at competitive prices. Redundant stock, deleted lines and goods with damaged packaging can be found in their showroom. Report from Cllr Stuart Hutchinson: White Acre, Main Road, Wellow, Yarmouth PO41 0TD Tel:760048 email stu.hutch@btinternet.com. This month I’ll take a look at Planning. Planning permissions don’t affect most people most of the time, but when there is an application nearby which people don’t like, they will often ask me to oppose it. Conversely, when someone seeks approval for something, they will sometimes ask for my support. Most applications are from householders for small developments such as an extension, a garage, or to put in a driveway, or convert a loft. That sort of thing usually only affects immediate neighbours. There are lots of applications, around two a week in my ward and most don’t cause any problem. About 90% are dealt with directly by the Council’s Planning Officers, following the policies set out in the Island Plan and the guidance in the National Policy Planning Framework.

I can speak at the Committee for or against and get just 5 minutes to do it. If the decision is in favour of the applicant, there is no appeal from objectors (other than by judicial review which is costly and so rarely used) but if the decision goes against the applicant, he can appeal. The appeal is reviewed by a national Planning Inspector and his or her decision is final – except, again, by judicial review. I can support either objectors or applicants at planning appeals, and am pleased to say that on the three times where I have felt that to be necessary, on each occasion the Planning Inspector’s decision supported my view. One was in favour of the Council’s position and two differed from it. Just because I’m a Member of the Isle of Wight Council doesn’t mean I always have to agree with them.

Whilst, as a Councillor, I can express an opinion, that doesn’t influence the final decision any more than anyone else’s. The decision is made by a planning officer, and validated by a senior member of the planning staff. However, where there is a lot of opposition to an application, I will receive a copy of the draft report recommending approval or refusal. If I think that the decision doesn’t properly reflect local circumstances, I can ask for it to be referred to Planning Committee for a decision. But I can only ask, not require, and before doing that, I have to prepare a case saying why I believe, on material planning grounds (not my personal opinion!) the planning officer’s proposal should go to Committee. Having done that, the Chairman of the Planning Committee and the Chief Planning Officer will review the proposal and decide if it should. Ordinarily, only substantial decisions with considerable impact will be put to Committee.

I’m also sometimes asked why nothing has happened after an approval has been given. That’s up to the applicant. It’s usual to allow up to 3 years from a decision before the work has to start, and if there are conditions attached which require approval before a start can be made, there can be another two years before those are agreed - so in some cases up to 5 years. Some permissions never get built, and some are started by doing work on site like access or foundation work. That reserves the position pretty much permanently, and still no build. There is a planning permission for 3 wind turbines on Cheverton Down which was started by putting in foundations so the permission still exists, but that was 24 years ago!
