This is not genuine – there is NO fine for not having a Covid pass – DO NOT click on the link • Another warning to be careful if you receive any emails from friends and contacts asking for money. It is highly likely their account has been hacked and the message will be from a scammer – not a friend. If you aren’t sure pick up the phone and call your friend, you will be doing them a favour as they probably wont even know that their account has been compromised. NEVER respond immediately to any request for financial help even if you know the person well – it is likely to be a scammer posing as them. 2

elcome and can you believe this is the December issue and Christmas is very nearly upon us.
I can feel the excitement in the air in the build up to the big day and our ‘Dates for your Diary’ section is brimming with events happening both locally and across the island. There is a Christmas Fayre or event for everyone, whether you’re a Christmas fanatic or best friends with the Grinch! Although we still have a long road ahead of us regarding Covid, at least we are in a better place than we were this time last year and we can get to spend time with family and friends over the festive period. December is the start of winter and I remember back when we had that week-long heat wave in summer, I was wishing for the colder weather... as they say, be careful what you wish for!! With the weather set to turn cold please remember to check on others, especially if you have elderly neighbours or anyone on their own. Winter is a lonely time for many and just 30 minutes of company can be the difference between a good day and a bad day. On another note... who spotted the typo in last month’s sudoku puzzle? Thanks to Nathan for letting me know and my apologies to everyone for this oversight and I hope it didn’t puzzle you too much. I hope you all have a great December and I wish you A Very Merry Christmas and I look forward to catching up with you again in the New Year.

News report from Cllr Andrew Garratt for Parkhurst & Hunnyhill Email: andrew.garratt@iow.gov.uk - Tel: 01983 524623 This is my first article for Island Magazines. Since May 2021, I have represented Parkhurst & Hunnyhill ward on both Isle of Wight Council and Newport & Carisbrooke Community Council. Before that I was the councillor for Parkhurst ward, which covered a slightly smaller area, since May 2017. Parkhurst & Hunnyhill is geographically a large ward. The eastern boundary is mostly the river Medina running up to Northwood. The boundary then runs westward to Mark’s Corner, then south along the west of Parkhurst Forest, east a little along Forest Road before cutting south to follow a small stream back to the bottom of Hunnyhill. This means the ward has great diversity from forests and woodlands, green fields, farms and waterways, to industrial estate businesses, the hospital, prison, Isle of Wight college, and local schools. And, of course, about 1,500 homes. This diversity brings many different issues to tackle. I’m sure everyone has had some experience of one of the biggest local issues of recent years – the construction of the new St Mary’s junction which was finished about a year ago. I am keen to hear people’s experience of using it, whether in a vehicle, as a cyclist or as a pedestrian. One particular concern is the safety of the new pedestrian crossing on Forest Road, where there have been reports of near misses. 4
Since the junction was built there has been the widening of St George’s Way. And following this, in the coming weeks, work to replace the traffic lights on Coppins Bridge. This will include a period when traffic is diverted via Hunnycross Way to the dual carriageway while Newport High Street is closed. This is likely to see even more congestion at the two mini-roundabouts. The one near Lidl is a popular crossing point, and together with other local councillors I have been pressing for the council to make it safer to cross. Another big local change now underway is in the roads around the prisons. These are unadopted roads, mostly owned by householders with the rest owned by the Ministry of Justice (MoJ) until earlier this year. In March, Isle of Wight council agreed to take over responsibility for most of the MoJ-owned roads. The agreement included a payment to the council of about £6 million for improvements. The first major phase of these is the renewal of street lighting that is getting underway. An even bigger change could come over the next fifteen years, if proposals to allocate land for new housing gets the green light. These are in the council’s draft planning strategy which was out for public consultation till 1 October this year. In our area, the set aside land is for 1,440 new houses – 1,200 on MoJowned land at Camp Hill, 100 on Noke Common, 115 on Horsebridge Hill and 25 on the former library HQ off Parkhurst Road. continued over the page

Like me, many people are worried about the impact this amount of development would have on the environment, especially close to Parkhurst Forest, and on our road network and local services. The council is now analysing all the comments that have been made before making final recommendations for all councillors to vote on.

A Few December Facts... December used to be the tenth month of the Roman year, and it gets its name from the word ‘decem’, which means ten. December originally had just 30 days according to the ancient Roman calendar. When the calendar was changed for the Julian calendar, December gained a day, making it the seventh and last month in the year with 31 days. In the northern hemisphere winter begins on either December 1st (if you follow the meteorological seasons), or after the winter solstice on the 20th or 21st of December (if you follow the astronomical seasons). There are fewer daylight hours in December in the northern hemisphere than in any other month. More than 80,000 people a year are rushed to hospital due to festive falls, Christmas crashes and decoration disasters! About 1,000 people a year are hurt by decorations alone, so be careful with the tinsel this year. The tradition of putting tangerines in stockings comes from the 12th-century French nuns who left socks full of fruit, nuts and tangerines at the houses of the poor. December 12th is Poinsettia Day. December’s flower is the narcissus or holly. December’s birthstones are turquoise, lapis lazuli, zircon, topaz (blue), or tanzanite. December 28th is considered by some to be the unluckiest day of the year. An ancient legend states that forest animals can speak in human language on Christmas Eve. However, it is bad luck to test this superstition. In 1647 Oliver Cromwell, English Puritan leader, banned the festivities of Christmas for being seen as immoral on such a holy day. Anyone who was seen celebrating was arrested! The ban was lifted in 1660. Father Christmas is a magical man of mystery, delivering presents to all the children in the world in just a single night! Researchers have found that his super sleigh would need to travel at 650 miles per second, and stop off at 822 homes every second, in order to successfully deliver every single present! No wonder he needs a whole year to recuperate! 6

With funding from Historic England from the High Street Heritage Action Zone project they have been able to bring in performers and activities to further enliven the Square. This is fulfilling one of the recommendations from the 2018 Shaping Newport place plan. “Spectacle, entertainment and activity… improve the vibrancy and diversity of Newport’s daily life in the quality and quantity of performance, spectacle, presence and engagement that exists in its public spaces.” 64 High Street has had a lick of paint inside and is getting ready for the Shaping takeover of pop-up shops in December, the first use of the former Edinburgh Woollen Mill shop, now owned by Newport and Carisbrooke Community Council. We will be engaging architects soon to plan the layout for the building, we need it to be a flexible space so it’s vital it’s done right. We want to incorporate a history centre, space for more pop-up shops, the ability to hold public meetings and events. The first pop up shops will be on December 7th for 3 weeks in the run up to Christmas. Our team will also be based here so the council is more accessible to Newport residents. We are about to put the submission into The Palace for the City Status application and we are asking to be called “City 8
of Newport and Carisbrooke” this incorporates the whole parish area and also means our post won’t go to the City of Newport in Wales! We have had to pull together lots of facts and figures about Newport and Carisbrooke and of course the application calls for evidence of Royal connections. This is easy to demonstrate in Newport and Carisbrooke - King Charles I being held a prisoner in the castle and the Treaty of Newport being signed at the Grammar School - Princess Elizabeth his daughter has a marble tomb in the Minster which was commissioned by Queen Victoria - Prince Edward is a trustee of the Minster - Lord Louis Mountbatten has a bust in St James’s Square and our library and Hospice named after the Mountbatten’s. Fingers crossed HM Queen Elizabeth II is impressed and we are part of her new cities for her platinum jubilee celebrations. Newport Business Association are looking to put on some celebrations in June for the jubilee and one of our ideas is to theme it around the sights and sounds of 1952, when HM Queen came to the throne. Lots of work to do but will be a great way to celebrate and hopefully the double celebration of city status too. Some of you may know Bob Nelson who has been the environment officer for Newport for many years. Bob is retiring in January and I want to say thank you for all the work he has done on behalf of residents and businesses of Newport.

Feel free to drop by for a chat with people in the community every Wednesday 2- 4pm at Gunville Methodist Church. It’d be great to see you there and meet some new faces when I can. An Island-wide speed limit review is due to have been completed by Island Roads at the time of writing this update. I’m told a report will be produced which I’m hopeful will include recommendations for 20mph speed limits around Carisbrooke & Gunville. I’m also informed that the list of proposed highway improvements for our area is close to being finished. My understanding is that this list will then go out to public consultation so that residents can input. To help inform Island Roads’ initial recommendations I’ve been attending road walks with representatives and local residents, to make sure Island Roads understand local issues with the existing highways. This will be my last update till the new year, so until then have a wonderful holiday season, stay safe and I’ll see you in 2022!
