elcome to the February issue and thank you for picking up a copy.

February is the last month of Winter before we move into Spring and hopefully it will be a mild month for us. I don’t mind the cold, as long as it doesn’t rain and I’ll even be happy if we have a scattering of snow. On page 14 you will find my article on e-bikes and whether they are good or not... there has been a lot of hype about cycling on the island and specifically about e-bikes and how they are good for our mental and physical health. You may have had to do a double take of the front cover this month... don’t worry you aren’t seeing things, that really is a fox in the basket of a bicycle. You can read more about Marley on page 8. We have many of our regular features inside, including the latest news reports for the area, puzzle pages and business editorials. Covid is still a threat to us all and the island has really pulled together and worked as one big community in getting so many people vaccinated and boosted and we must give a shout out to everyone who has volunteered and worked at the vaccination centres. We have appointed the architects for 64 High Street, who have a good understanding of how the building needs to function and can now start their plans on making that happen. The Christmas pop-up shops, Shaping Newport put on with support from Newport and Carisbrooke Community Council went very well and that is the kind of activity we want to do more regularly, supporting small local businesses, as well as events and our meetings. Our budget will be set on February 14th, and we are aiming for a very modest rise more or less in line with inflation, probably adding just a few pence a week to what the current precept is for Newport and Carisbrooke households.

the monument in Church Litten, it has 4 faces, 3 of which are blank, so it’s logical to continue our public remembrance. A big focus is going to be on HM Queen Elizabeth II Platinum Jubilee weekend celebrations, truly a once in a lifetime event, Newport and Carisbrooke Community Council, IW Council and Newport Business Association (Shaping Newport) will be having events from Thursday June 2nd to Saturday 4th June. Sunday is The Big Lunch where we can have our street parties and get togethers. The programme is being put together at the moment, but we’ll announce what is going to happen as soon as possible. Please save the date for now! The Saturday Market returns this month 26th February with a host of stalls - I hope the handmade chocolates come back. Everyone loved the boxes I bought as gifts!

For that we’ll continue to deliver projects, services and events for our residents. A big expense is going to be the refurbishment of 64 High Street, but that is investment into a long-term public asset for Newport and creating a vibrant place on our High Street.

Look out for the consultation on the High Street Heritage Action Zone People First Zone proposals to make the central High Street area a better place for pedestrians. It’s a great opportunity to have your say on the future of how we use our town.

2022 is The Year of the Child in Newport, commemorating 200 years since the death of Valentine Gray “The Little Sweep” and we are looking to partner with the Youth Trust to deliver mental health support and events to support our young people, as the impact of the pandemic has caused a lot of anxiety and worry among the young. We will also be creating a new inscription on

The application for City Status went in and the IW Council will be publishing it soon for the public to read, it’s a great piece of work and will impress any sceptic who doubts Newport and Carisbrooke’s credentials in becoming a city.

What I love most about my job and publishing this magazine is I get to meet some amazing people and animals and the opportunity to support some amazing projects. Today is no different and I have just come back from meeting Marley the fox and Pauline. Marley the fox is nearing her second birthday and she had a tough start. At just 2 weeks old she was abandoned by her mum and was found alone, frightened, and crying on Sandown Seafront by a couple taking a stroll. As there are no dedicated fox rescue centres on the Island, Pauline, who has rescued numerous animals over the years was called and she took in the tiny cub who was covered in flies and ticks, had worms and wouldn’t have survived the night. At the time we were in a full lockdown and getting any help and assistance was proving difficult for Pauline but with the help from a mainland charity, Fox Angels Foundation, Pauline was able to assess that Marley had a few health issues including a problem with her kidneys which still needs treatment every 4 – 6 months. During the rehabilitation process it became apparent that Marley would never survive being released back into the wild as each day and week that passed, she grew more dependent on Pauline and a bond formed that could never be broken and it was at this point that both Pauline and Marley settled into a routine with each other, and it has been this way since. Pauline is extremely Pauline is aware that if any other avenue had been taken adamant that foxes should then Marley would have been put to sleep, but it is clear to NOT be pets and that she see that although she does have health issues Marley is is in no way glorifying the happy and living the best life she could with Pauline, her situation and just because five rescue dogs and numerous other animals. she has a fox it doesn’t mean others should do the same. As there is no longer a dedicated fox rescue facility on the Island, Pauline is creating a dedicated rescue centre aptly named ‘Marley’s Haven’ so she can continue to provide a safe place for cubs and foxes to be cared for, rehabilitated, and released. For this Pauline must expand her current facilities, provide separate units for veterinary care, cub nursery and rehabilitation areas including indoor and outdoor exercise areas. Pauline has the land to accommodate these extra measures and is getting some support from ‘Keep the Ban’ but desperately needs more help to be able to care for multiple animals at a time. She needs various materials for the units, incubators, heat lamps, bedding, medication, and food. Pauline has set up a GoFundMe page for Marley’s Haven and at this stage every pound helps so please donate as much as you can to this great project. Pauline is available for any rescues (and knowing Pauline it won’t just be foxes) and if you come across an injured fox call Pauline on 07902 148415 and she will do everything in her power to collect, care and release them. It should also be noted that if you find a cub on its own, nine times out of ten it is best to leave the cub as the mother will most likely come back to it. Watch and monitor from a distance but if the mother does not reappear or the cub looks sick/injured then please call Pauline in the first instance. News report from Cllr Andrew Garratt for Parkhurst & Hunnyhill Email: andrew.garratt@iow.gov.uk - Tel: 01983 524623 In a few weeks’ time, we’ll be getting our council tax bills. These reflect decisions made not only by the Isle of Wight Council, but also Newport & Carisbrooke Community Council, the Hampshire and Isle of Wight Fire and Rescue Service, and the Hampshire and Isle of Wight Police and Crime Commissioner. The greatest part of our council tax goes on Isle of Wight Council services. Decision day on its budget is 23rd February. Two things are certain – bills will go up and services will suffer as the government continues to squeeze council funding. If you have thoughts on spending priorities, please let me know so I can lobby the Alliance administration that now runs Isle of Wight council. Last time, I reported that I wanted clarification from the Alliance administration on regeneration of land owned by the Ministry of Justice (MoJ) on and around the Camp Hill prison site. The leader of the council’s response was that, as the MoJ is in midst of a national review of lands it owns, she wanted to focus staff time on sites in Lake, Gatcombe and Totland which have recently got nearly £1 million of government funding. Her approach seems sensible to me. In the meantime, I have written to the MoJ asking for more information on when their review will be completed. I am also pressing for those who talk of potential for housing at Camp Hill site to be clear if they mean just the old prison site or the wider MoJ land, much 12

of which is green fields going up to the edge of Parkhurst Forest. Developing this land would have a massive impact on the ecological interdependence between the forest and the fields. Also in my last report, I highlighted the problems faced by pedestrians crossing by the mini roundabout near Lidl. I explained that the next step is a pedestrian count. This could now take place in February after I made recommendations about dates and times for the counts. We’ve now had a full calendar year of the new St Mary’s junction. I’m grateful to residents who have given feedback on how it is working. A particularly worrying issue has emerged related to the new pedestrian crossing at the top of Hunnyhill. There have been reports of drivers going through this when the lights are red. If this has happened to you or anyone you know please get in touch. Litter and fly-tipping continue to be a problem across the Island, and Parkhurst & Hunnyhill ward is no exception. A recent example was several dumped black bags just off Hookes Way that I reported to Island Roads for clearing. Isle of Wight council takes these issues seriously and has set up a task group to find ways of tackling them more effectively. I am a member of the group and will report back as it makes progress. News report from Cllr Andrew Garratt for Parkhurst & Hunnyhill Another group that I attend is the Newport Rivers Group. Its work is particularly important in Parkhurst & Hunnyhill ward. The eastern boundary is the Medina, including Dodnor Creek. Much of the southern boundary is Gunville Stream, and just to the south is Towngate Pond. And there are many small streams that flow through and out of Parkhurst Forest. There is a very informative website at www.islandrivers. org.uk which includes information on the rivers and streams in and around Newport.

On your Bike… I last rode a bike in 2009. After the event my husband said never, ever again would he ride with me and promptly put my bike outside the front gate with a “free to good home” sign attached to it. To be honest I was rather pleased as I hated every minute of it… Now fast forward to early 2021. I started having thoughts and daydreams about bikes again but this time electric assist bikes! I researched and researched, and I truly believed this was the answer to all my crazy cycling fantasies.

I can describe the whole experience in just a couple of words… Epic, Amazing, Fantastic to name a few. I was well and truly hooked. 25 miles later I was having the time of my life, albeit it was rocky to start with until I had gotten the hang of it. The electric assist bikes aren’t cheating; you still have to pedal, and the assist only comes in when going up a hill. Even now I hardly ever use the full assist.

Obviously, the only option was to buy our own, and 6 months later I am still loving my bike rides. Surprisingly cycling has not had I presented any detrimental effect on my asthma, in my facts and fact I actually feel there is an findings to improvement.
