The precept was set at £296,298, an increase on the previous year allowing for the services taken over from the Isle of Wight Council. The average Band D household will pay 38.40 pence per week. A chart showing the precept since 2008 when the council began, was shown, demonstrating that the precept was more or less the same for 6 years and has only increased as more services were taken on. This shows that we have been a fiscally responsible organisation and one that has grown organically in order to provide the services which our residents value. There are some exciting projects coming forward this year and I look forward to us working together to get them completed.

Movement Growing Against Oil and Gas Extraction on the Island Licenses awarded for oil and gas drilling on the Island In December 2015 a license was awarded to UK Oil and Gas Investments (UKOG) and Solo Oil to explore for oil in a 200 sq km area on the Isle of Wight. This decision came just days after the close of COP21, the historic United Nations Climate Change Conference that resulted in a historic agreement by 195 countries to tackle climate change. To keep to this commitment and safeguard our future we must keep fossil fuels underground, meaning no new oil and gas wells, not here, not anywhere.
To frack or not to frack? This is not the question In late January UKOG announced their 16, Pier Street, Ventnor, PO38 1ST intentions to move forward with applying for Public liability: ISCOMBL16973989 permission to drill for oil in Arreton. Despite the beautiful rural character of the village the company has described this as a “brownfield” project. Due to this well having first been drilled in 1974 the company is able to move straight through the exploration phase to the appraisal phase. This could be just one step from commercial exploitation of the site. UKOG has said that they plan to drill without “massive” hydraulic fracturing (commonly known as fracking), but indicated they would use limestone stimulation techniques (commonly known as acid fracking). For all possible extraction techniques there is growing evidence of serious and sometimes irreversible impacts to landscape, groundwater, air quality, roads, environment and human health. Island beauty spot also threatened The second spot identified by the license holders as having significant potential is the Mprospect, an offshore site near Compton Bay. A place dear to the hearts of many islanders, more than 130 people came together on January 31st, 2016 at Hanover Point to demonstrate our opposition to this project and others around the world. This year the scheme has a new strand to it, the Taste Buddies Challenge has been introduced to help parents try new foods with their children. Children who enjoy a wider variety of foods are more likely to enjoy a healthy balanced diet and be ‘better eaters’. The challenge will encourage children across the UK to broaden their diets by trying a wider variety of foods by going on a flavour-inspired tasting adventure. Using research to find out key food groups that children typically struggle with, Sainsbury’s has identified five gateway foods, using the five key taste areas, which will help parents introduce their children to these tricky food types. They found that over 50% of children are more likely to try new foods when they help cook it themselves. Helpful toolkits including exclusive recipes for each of the gateway foods for parents to cook and try at home with their kids, have been created and are available on the Active Kids website. Pan Country Park Allotments A new provision of at least 30 allotments will soon be available at a site on the edge of Pan County Park. The Parish Council, and in particular Cllr Lumley, have successfully negotiated a 49 year lease for the site. For more details or to be added to the waiting list please contact the Clerk. Victoria Recreation Ground The Recreation Ground will have international recognition this month when ‘House Hunters International’ film an episode in the grounds. The USA team are on location all over the Island and have chosen the Ground for their round up interview with the family. We hope to have the episode on our website once it is completed. Donations At the February meeting a donation of £500 was allocated to 1st Newport Scout Group (Old Guard) as match funding for a range of projects in readiness for their 110th anniversary on 10th February 2018. The Scout Group has regularly supported the Parish Council with their events and Councillors were pleased to be able to help with the upcoming milestone. Once again, for 2016/17, the Parish Council will have a community donation budget of £5000 to be allocated to groups or individuals who are operating for the benefit of the community. Monthly News Report for Carisbrooke by John Hobart. South Farm, Sandy Lane, Whitecroft. E-Mail: john.hobart@iow.gov.uk Mobile: 07717 716 663 After months of debate the planning application at Ash Lane finally came before the IOW Planning Committee at the February meeting where it was granted conditional outline approval. I know that there have been very mixed feelings in the community about this development, but a good thing to come out of this is the serious review of the drainage and flooding issues in this part of Gunville. It is apparent now that Southern Water will be involved in the project, upgrading the sewers in the area, which will be of benefit to properties here. I have also pressed Island Roads into looking at this area in more depth in order to address the road flooding that occurs on the corner of Ash Lane and Forest Hills. I’m pleased to say that they have tasked one of their surveyors to produce a full surface water drainage report and I am waiting to hear what the result of this will be and how they intend to improve the situation.

In October 2015 a grant of £1.5m was awarded to the IOW AONB to invest in their East Wight Landscape Project, ‘Down to the Coast’, a holistic programme of improvements, conservation, access and education that will benefit IOW residents and visitors alike.
The New Carnival Company (who helped us with our snowman festival in Gunville) gave us a presentation at the AONB AGM and told us they had received a £20k HLF (Heritage Lottery Fund) grant to help with their research and learning project linked to the commemoration of the 400th anniversary of the death of William Shakespeare.
