We have pleasure to present You the english version of “Railway Report”, only polish magazine under the patronage of PKP SA, Instytut Kolejnictwa and Urząd Transportu Kolejowego, issued on the occasion of the InnoTrans 2016. Our bimonthly, although dedicated to the Members of the Chamber and its sympathiser, is also addressed to all those professionally related to the railway transport market. “Railway Report”contains interviews, opinions and reports on fairs, conferences and meetings. It presents wide-ranging reports on the Chamber’s operations. The magazine is not a commercial publication and much like in the case of the Chamber, its basic task is to support promotion and development of the Polish railway transport. The bimonthly is also meant to be the voice of the over 190 members of our selfgovernment and entities cooperating with our local government. We hope you will find our magazines enjoyable and do not hesitate to visit our stand in the hall no 11.2 stand 201.

Polish Chamber of Railway Producers The Polish Chamber of Railway is a self-government and a non-profit institution which tencompasses business entities connected with the railway market. The Chamber’s principal goal is to represent, protect the interest of our members as well as inspire and promote development of rail transport in Poland.
The Chamber was established in 1999 based on the Chambers of Commerce Act by 101 entities connected with the railway market. The Chamber’s registered office is in Bydgoszcz. The Chamber currently encompasses 180 entities. Our activity is based on organising thematic conferences, seminars, economic missions, training courses, workshops and exhibition activity at such trade fairs as: TRANSEXPO, INNOTRANS, ENERGETAB, ENERGETICS and
other fairs which offer a great opportunity to present our activity to a number of customers operating not only in the railway business. We also conduct information and publishing activities. Our bimonthly magazine “Raport Kolejowy” (Railway Report) is widely recognized by the industry. It contains interviews, opinions, reports from conferences and meetings as well as trade coverage. A yet another of our magazines, ‘Katalog Firm’ (‘Business Directory’), is published in 7 thousand copies and delivered free of charge to a number of companies some of which are not connected with the railway business. ‘Katalog Firm’ is the symbol of the Chamber and its Members. It is also an information medium for potential customers and contracting parties.
We also render services within the scope of consulting, market research, searching for and acquiring business partners and promotion in Poland and abroad. The Polish Chamber of Railway Equipment Producers and Railway Service Providers became a recognized brand and a strong player on the rail transport market throughout 15 years of its operations. We are a connector between companies operating in the railway business, scientific institutions and representatives of the authorities. Having the interest of companies connected to us in mind we cooperate, among others, with the PKP Group, Ministry of Transport, Construction and Maritime Economy, the office of Rail Transport and the railway institute.

Transporting 1.1 million passengers is an operation on an unprecedented scale
The success we have achieved during World Youth Day would not have been possible without the effective cooperation and integration of all railway-related entities. We have shown that our actions were correct – says Mirosław Pawłowski, the President of Polskie Koleje Państwowe S.A. Raport Kolejowy: The pilgrims who came to Poland gladly travelled by train. It was a period of intensive work for the PKP Group. Mirosław Pawłowski: The celebrations in Cracow, attended by the Holy Father and pilgrims from all
over the world, were one of the biggest mass events in the world and the biggest one in Poland in the last quarter of the century. A total of 1.1 million pilgrims used rail transport to arrive in Lesser Poland as early as several days before July 25 and then leave from July 31-August 1. It is one and a half times more than the number of passengers handled every day across the country. I am convinced that the railways of most European countries have never faced such a challenge before. For in-

In 2001 performed the post of prime manager for economic-financial in PKP SA, where was responsible for a train infrastructure. For 8 years, from 2001, he occupied a position of the member of the management board for economic-financial in PKP Polski Linie Kolejowe, where restored the financial liquidity of the Company. At the same time in years 2006 - 2009 was a Vice-chairman of the management Board of the Association of Train Employers. He also managed business entities from other industries. In final years he managed for example one of companies of the energy sector. He has a broad experience in the scope of investment budowalnych, both as ordering, as well as contractor. It is possible to rank the comprehensive accomplishment of the structure among the biggest projects carried out by him.

RAILWAY REPORT stance, during the last EUFA EURO 2016 in France matches took place in several cities and football fans were transported on a number of routes and over a period of several days. We, on the other hand, had to transport pilgrim groups from many cities to Lesser Poland and then provide them with effective public transport in the agglomeration. It was a logistic and organisational operation on an unprecedented scale. It should be emphasised that it was a successful one as we have not observed any transportation difficulties. RK: What actions made pilgrim transportation efficient despite the operations being complicated? MP: The companies of the PKP Group were thoroughly prepared for WYD and, consequently, tackled the challenge well. Nearly 2,600 schedule PKP PLK trains and 400 special trains requested by dioceses travelled to and from Lesser Poland. PKP Intercity also deserves special praise as it transported over 250 thousand pilgrims and provided ad hoc trains and trains with extra carriages. This permitted to ease the flow of passengers returning from Cracow on July 31. Another success was placing 100 mobile ticket vendors at railway stations in Cracow – they quickly helped reduce congestion at ticket offices. Whereas PKP Informatyka ensured uninterrupted operation of the ticketing system, PKP cargo provided 60 safety locomotives. I should also mention the role of 200 guides at train stations and specially trained staff at the Cracow Main Station who helped almost 120 persons with reduced mobility during WYD. RK: It seems that the greatest effort related to WYD was made by the infrastructure management. MP: Yes, this was clearly the case. Prior to WYD PKP PL renovated parts of railway lines crucial for the transportation of pilgrims, e.g. the Cracow node. It also built a footbridge over the railway lines in Łagiewniki and an underpass in
Częstochowa Stradom. On July 25 we opened a new station stop – Kraków Sanktuarium (Cracow Sanctuary). The said projects were accelerated in view of WYD, but they will improve the comfort of using railway infrastructure for years. A yet another task PLK was responsible for was managing train traffic during WYD which, as mentioned before, was a serious challenge. In some cases pilgrims returning from Brzegi showed up in places we did not expect them to be, e.g. Wieliczka. PLK stopped long-distance trains for them. We have observed a total of 55 cases of unplanned stops. Additionally, PLK and other carriers provided 49 additional ad hoc trains oscillating in the Cracow Agglomeration. This reduced congestion at stations. The infrastructure management was also responsible for the maintenance of the railway lines. 330 technical units and 80 maintenance trains were on standby to remove failures during WYD. Fortunately they were not needed. Operational activities were coordinated for 19 days by the Railway Crisis Management Team at the Main PLK Dispatcher.. RK: Autonomous carriers also played an important role during WYD. MP: Congratulations are also due to them. They did an excellent job. Eight regional carriers handled a total of 350 special trains. A total of 10 thousand railway employees – representatives of the PKP Group and autonomous carriers - participated in all activities related to passenger service. The success achieved during WYD would not have been possible without the effective cooperation and integration of all railway-related entities. RK: What was most difficult for Polskie Koleje Państwowe during WYD? MP: I would not refer to it as a difficulty, but providing pilgrim safety was a challenge. An important challenge because during the weeks preceding WYD we have observed increased terrorist threats in Euro-
pe. When starting preparations for WYD, the media criticised some of our decisions. Since the whole event was peaceful and safe, I have no doubt that our actions were justified. I would like to applaud the work of the Police Force, the Internal Security Agency, the Fire Department, the Gendarmerie and, of course, the Railway Protection Guard and three thousand of its officers who were on duty during WYD.. RK: What measures ensured safety of passengers? MP: As part of the preparation process for WYD we carried out specialist hazardous situation management training for the security staff and train station staff. A Centre for the Safety of Railway Stations has been operating irrespective of WYD. The key train stations were guarded by pyrotechnics, luggage scanners and gateway metal detectors. Police and gendarmerie officers were accompanied by hazards specialists in plain clothes. More than 5 thousand persons were inspected for hazardous materials and tools. On average, one person was inspected every three minutes. Our operations have revealed several individuals who posed a threat. It is possible that these safety measures prevented events the consequences of which are difficult to imagine. RK: Will the experience acquired during WYD improve the operation of the railways on a day-to-day basis? MP: We will implement procedures that have proven their worth during WYD. For instance, we have decided to use mobile ticket vendors more often. Personally, I would like to see the railways operating like an integrated unit more often. We have seen the positive effects of that during pilgrim transportation. At the turn of July and August, railway employees have demonstrated that they treat they work as more than a job. RR

Chamber of Railway Equipment Producers and Railway Service Providers. ERKO assortment consists of more than 3,000 cable terminals and connectors of different type and size, for crimping on copper and aluminum wires of cross sections from 0.14 to 800 mm2. Products are manufactured according to European standards, and materials are sourced from proven and recognized European suppliers.

Our products meet the technical requirements and have the required certificates and approvals. Opinion of the Electrotechnical Institute in Warsaw allowed ERKO cable terminals and connectors to be used in power networks. Cable terminals have the approval of the Polish Ships Register for use on boards of ships. In 2003 our products have received GOST-R and UkrSEPRO certificates. The production process in the company operates on the basis of the implemented and certified Quality Management System and Environmental Management System, in accordance with ISO 9001, EN 9100 and ISO 14001. ERKO offers integrated system of cable connectors and tools for any electrical work with the processing of cables and wires - from small hand crimping tools for crimping connectors on wires, to large busbar processing stations. Complementing the offer of terminals and connectors is a wide range of ERKO crimping tools – adjusted for cross sections of crimped elements. The use of hand crimping tools is recommended for small cross sections of the terminals and the use of hydraulic tools for larger cross-sections. Hydraulic tools allow termination or connecting cable of cross section from 6 to 625 mm2. For this group, we offer a wide range of dies for crimping cable terminals and connectors, and also dies for terminating of solid sector conductors without use of cable terminal. Considering the speed and required efficiency of installation work and service, we continuously improve tools and devices dedicated for electricians. At present, our offer has been extended with a line of battery powered tools for crimping and cutting wires.
The new line of hydraulic tools for crimping has been designed on the basis of flip top head. The head is forged, what ensures increased durability. The flip top solution enables easy and fast die exchange and crimping, and therefore improves productivity and efficiency of work. Die exchange or placing head on crimped terminal can be performed using one hand. Unification of ERKO dies with tools available on the market enabled to apply the dies with tools of similar dies structure. It is also possible to use ERKO tools with dies of other manufacturers. The most important features of battery powered tools are fast batteries charging, and durable construction. Battery powered tools are equipped with automatic switch-off ending cycle after crimping, there is also low battery indicator and the required periodic service indicator. A wide range of ERKO products with terminals and connectors, tools and dies allows us to meet the diverse needs of our customers while ensuring the long-term and reliable operation. For 35 years we provide quick response to market needs, customized solutions and the highest quality at the stage of design, technical supervision, production, sales and services. Without employees’ commitment, there would be no development or success We spoke to the President of PESA Bydgoszcz SA, Tomasz Zaboklicki, about PESA’s pioneer years, the most important moments in the company’s history, success on the Polish and foreign market and plans for the future. Raport Kolejowy: First, we would like to congratulate you on taking the honourable post of the Vice-President of Employers of Poland. What does this appointment entail and will it translate into your activities in the railway industry? Tomasz Zaboklicki: Thank you very much. It is a great honour for me and I regard it as a responsibility. Employers of Poland is one of the most important organisations bringing together employers. Its voice is heard and I assure you that I will act as an advocate not only for the railway industry, but also our sub-suppliers and contractors, of which PESA has more than 1,800 throughout Poland… RK: On August 17 it will be fifteen years since Zakłady Naprawcze Taboru Kolejowego in Bydgoszcz was transformed into Pojazdy Szynowe PESA Bydgoszcz SA. In the same year, the company started the construction of the ‘Partner’ railbus. How did PESA and its vehicles change over these fifteen years? TZ: These fifteen years were a technological advance. We covered a distance for which our foreign competition had decades. We started as a company on the verge of bankruptcy. We decided then that we should change the company profile from modernisation to manufacture of rail vehicle. I remember numerous experts thinking that were crazy and telling us that we would fail. Today PESA employs 3.5 thousand employees in Bydgoszcz and 900 in Mińsk Mazowiecki in a plant saved by

us. With more than 300 engineers and constructors, we have the largest Department of Research and Development in this part of Europe. Our trains and trams are used in European capitals – Warsaw, Moscow, Berlin, Sofia and many other cities and regions. We made it, but the next challenges are already emerging. RK: You have been with the company (at that time ZNTK in Bydgoszcz) since 1983. Was there any particular event in the company’s history that was symbolic not for the company’s development, but for you alone? Can you tell us about it? TZ: I remember well that no bank wanted to talk to us and we, as the Board of Directors, asked our employees to give up a part of their wages so we could continue purchasing materials for the construction of new railroad cars… After years, when I was receiving the prestigious Financial Times award in London, granted to PESA in the Entrepreneurship category, I was thinking and reminiscing about the crew because without them, without their commitment, there would not be any development or success. I will also always remember the moment of handing over the first diesel LINK that was approved for services in Germany. The ceremony in Berlin was attended by the Deputy Prime Minister, Mateusz Morawiecki, and when the train made in Bydgoszcz, Poland, arrived at the station we were all aware how special the moment was. I felt the same way when watching the World Youth broadcast and seeing Pope
Francis riding our ‘Krakowiak’ train on his way to meet young pilgrims. RK: How would you assess the position of the company on the national railway market? Which Polish companies do you cooperate with? TZ: Today PESA Bydgoszcz is a leader among Polish rolling stock manufacturers and started to compete successfully on foreign markets. As I have already mentioned, it translates into more than 3.5 thousand employees and approximately 80 thousand jobs in Polish companies cooperating with us. Our greatest treasure comprises our designs, technical solutions and experience. I could talk about our success for hours, but we are also aware of new challenges, we constantly learn, correct mistakes and implement changes. We have managed to keep the company going by using only Polish capital and wish to continue developing it further. RK: PESA has been very successful on foreign markets. You recently presented in Vilnius your 730ML diesel vehicle that will run to Klaipėda and DMU Link was approved for services in Germany. Can you tell us more about these and other foreign projects pursued by PESA Bydgoszcz? TZ: As mentioned before, our vehicles are used in more than a dozen countries. There are new supplies for Germany ahead of us. We are strengthening our position on the Italian market and constantly seeking clients on the Western market. We are about to deliver
RAILWAY REPORT new trams for Sofia and hope that supplies to Moscow and Kiev will be restored. Our marketing specialists are soliciting orders in numerous European countries, but I would rather wait to see the results before talking about it in detail. RK: That is understandable. Your vehicles are used in such countries as Lithuania, Germany and Italy. What is the difference between vehicles ordered for foreign markets and vehicles ordered for the Polish market? Which foreign carriers would you like to cooperate with in the future?
and use subsidies. We did it. The vehicles were delivered, EU funds were used, everyone celebrated the success and we were left with fines. I am convinced that we will solve this problem during negotiations. It is in the past and we are already looking into the future. There are still organisational changes, work on improving quality and customer service, investments in the new Research and Development Centre, construction of prototypes of several vehicles and a yet another marketing campaign ahead of us. All with the goal of seizing the opportunity offered by the ‘Luxtorpeda
2.0’ and ‘Innotabor’ government programmes as many of our new projects will be possible thanks to grants and the state’s support. We are glad that the government noticed the potential of PESA and the Polish companies cooperating with us. We have been saying for a long time that the rolling stock manufacturing industry can be one of the most important export branches of the industry. I am convinced that success is within our grasp. by LS
TZ: The key markets include Germany, Italy, Hungary, Bulgaria, Romania, Ukraine and Russia. We wish to strengthen our presence on the said markets. Our objective is to build up a market presence in Scandinavia or, possibly, Iran and other countries in this part of the world. RK: In the recent years, PESA has received numerous awards. This includes iF DESIGN AWARD, a prestigious distinction in industrial design granted for PesaDART. How do these awards and distinctions influence everyday work in the company? Do they motivate the team to come up with even better solutions? TZ: Awards are very satisfying because they confirm the validity of decisions regarding production, projects and research. They are, above all, a reward for the crew and all employees. They are a symbol of gratitude and a source of pride. The PESA team constantly needs motivation and awards are very helpful in that regard. RK: What are PESA’a plans for the upcoming years? TZ: Well, first we have to tackle last year’s problems. They are mainly caused by the fact that the EU funds for the rolling stock were spent very late. We decided to execute such risky projects to help local governments, e.g. in Cracow, to secure

PKP SA - railway stations
PKP S.A. manages over 2,500 stations, of which about 600 handle passenger train traffic. In recent years, the company has initiated a wide-ranging programme of modernising railway stations. Its effects can already be seen throughout the country: a few dozen railway buildings have been completely modernised, including the ones in Wrocław, Gdynia, Malbork, Kutno, Brzeg, Przemyśl. Not only have they been adapted to meet the needs of today’s travelers, including persons with disabilities, but their historical architecture has also
been restored. The PKP intends to commence the modernisations of railway stations in, among others, Szczecin, Bydgoszcz and Ciechanów during 2013. Additionally, the plans assume the commissioning of the facilities in Kraków, Łęczyca and Jarocin – which will amount to a total of 20 renovated railway stations. To improve the management of railway stations, PKP S.A. will introduce the position of railway station manager. Railway station managers will appear on 13 key railway station facilities and operate within Customer Service Of-
fices. Their task will be to monitor the situation at the railway station, maintain it, ensure the proper level of service and to rapidly response to the comments and complaints made by customers. Regarding the railway stations that are not being trafficked, PKP S.A. has been implementing the „Take over a railway station” programme which means that a railway station property will be put up for sale to private individuals, enthusiasts or institutions. The company offer comprises 60 small stations located primarily along already inactive railway lines.

123 brand new vehicles at the Outdoor Display At InnoTrans today, on the rails tomorrow. That is the slogan of the international manufacturers who will be presenting 123 of the latestgeneration locomotives and rolling stock at the Outdoor Display. From 20 to 23 September on the 3,500 metres of track trade visitors will be able to see innovative models and products making their world debut from all areas of rail technology: from underground trains and trams to a 24-axle snable car for heavy load transportation and low floor, diesel-electric trains and high speed trains. Stadler Rail from Switzerland, for example, is presenting the new EC250 „Giruno“ train, which will come into service with Swiss Federal Railways (SBB) in 2017 and will begin operating in 2019 through the Gotthard base tunnel
which was opened at the beginning of June. Siemens is introducing its „Velaro Turkey“ high-speed train and the „Metro Riad“, which is intended for use in the Saudi Arabian capital and has been designed specifically for the climatic conditions in that region. Among the exhibits by the French Alstom group are a fuel cell powered zero-emissions regional train. The Czech manufacturer Škoda Transportation is featuring two exhibits that are making their world debut. One is the „ForCity Plus“ tram with a passenger capacity of around 350, and the second is the
double decker multiple unit for DB Regio push-pull services in Bavaria, on the Nuremberg - Ingolstadt – Munich route. A new low-floor diesel-electric train is being displayed by the Croatian manufacturer KONČAR, while the Romanian rolling stock maker Astra Vagoane Calatori is presenting its „Autentic“ tram, the prototype of which has been undergoing tests since May. One freight car that is certain to attract the attention of trade visitors is the 24-axle snable car for heavy load transportation from Kübler Heavy Rail.
Stadler is making it’s mark at InnoTrans Once again, Stadler will be presenting revolutionary rail vehicles at InnoTrans in Berlin.
Their technical innovations, high performance and environmentally friendly aspects really set these vehicles apart. Stadler Service will be presenting its spectrum of services at stand 238 on the outdoor exhibition area: maintenance, provision of spare parts, repairs and modernisation of rail vehicles. Stadler will also be offering information about education, studying and internships at the career point in hall 7.1 c.

EC250, the world’s first standard low-floor high speed multiple-unit train, will be cruising through the newly opened Gotthard base tunnel from 2019 and this is a highlight amongst the new products on display. Further innovations that will be presented on the outdoor exhibition area from the 20th to the 23rd of September include FLIRT for The Netherlands, the EURODUAL locomotive for the UK, the
VARIOBAHN for Aarhus/Denmark, the CITYLINK tram-train for Chemnitz/Germany and a sleeping couch for Azerbaijan. For the first time, a model of the new S-Bahn Berlin in a scale of 1:25 will be presented at the Stadler stand. Stadler will be presenting the following six vehicles on the outside area at the InnoTrans: - EC250, a low-floor high speed multiple unit train for SBB, Switzerland - FLIRT for NS Reizigers, The Netherlands - EURODUAL Locomotive for UK - VA R I O B A H N f o r A a r h u s , Denmark - CITYLINK for Chemnitz, Deutschland - Sleeping Coaches for Azerbaijahn

The best product in the Transport category One of the most prestigious world awards IF Design Award 2016 for the PesaDART Project Railway Report: Mr Piotrowski, in 2014 you won the Designer of the Year 2014 Award and now PESA will receive the IF Design Award. Do you still consider such awards a distinction or is it just a confirmation that your work is going in the right direction?
technical railway standards anymore. The market expects more – a properly defined and market-efficient product. Thus, the importance of a design is growing not only with regard to designing but also when it comes to managing the product manufacturing process.
Bartosz Piotrkowski: I believe that one results from the other. Of course, I feel honoured. However, I am aware that this is a result of a process which should guarantee the intended effects. Today, no-one familiar with the subject associates a design with the appearance alone, but rather with the product definition as a whole. The technology of completion, functionality, safety, ergonomics, method of production or servicing technical equipment – I try to handle all these aspects together with engineering teams. A technical solution is not a value itself if it does not fulfil any function which influences the objective value of a product. A design bonds these targets, wraps around them and organises the technology by creating a product dedicated for the target user - a passenger. The dominance of technology is tremendous in the rail industry, but it does not change the fact that nowadays nobody wants to purchase devices manufactured in accordance with
RR: IF Design is an award granted for the EMU PesaDART Project. Can you please tell us, how was it to work on this project with your team? BP: We did not have much time and the articulated IC class train was a challenge and new experience for us. Fortunately, we try to plan the development and define both short- and long-term objectives. Therefore, when proceeding with the project, we had a large base of ideas and conceptions awaiting completion, and finally we could set them in motion. Numerous final decisions were made jointly with IC, while touching up and customising the product according to the customer’s needs or expectations. A partner who proceeds with performance of an order after having acquired a lot of information about the demands of his customers, employees and the specificity of a given market, and who respects our ‘practical’ competences that we bring to the pro-
ject as a design and manufacturing company - this is also a significant aspect which influences the project process and performance. Fortunately, IC is an example of good and professional cooperation as regards defining assumptions and approving project decisions, as in the case of the ‘Krakowiak’ tram (DESIGN OF THE YEAR 2015 – the Minister of Economy Award, GOOD DESIGN 2015 – an award of the jury appointed by the Institute of Design). It is comfortable to work on such projects as you can feel a sense of common objectives and receive awards. This year closed with approx. 5.5 thousand projects entered for IF. All selected products across the globe were ‘pretty’ and ‘trendy’. I hope that the members of the international jury noticed something more in our project. RR: What makes DART special? BP: It is a vehicle designed for specific (e.g. Polish) conditions and combines a high standard of the interior of the IC class with speed that is slightly lower than in classic HS vehicles. However, it is not a compromise but a deliberate decision intended not to increase vehicle costs when such high speed cannot, in reality, be effectively used. I assume that Pe-

The interior includes two classes with comfortable, adjustable seats (the latest model of a renowned European brand), a food and beverage compartment as well as catering services delivered right to passengers’ seats. As a standard, there is TSI PRM with a zone for wheelchairs located next to a universal toilet and an entrance with a wheelchair lift. The vehicle is airconditioned, has full Wi-Fi coverage and is monitored. What I am particularly satisfied with are entrance zones, extended from the door and much more functional (entrance with luggage) than standard, usually narrower entrance zones in classic HS vehicles. The styling is dynamic and features an option to close the coupling seat in order to, for example, decrease high air resistance which occurs in this location in REGIO trains (up to 160 km/h). We are also planning to develop higher speed versions of PesaDART.

Ten years ago, when I was employed as the first designer in the company, it was hard to imagine the current R&D Department with more than 300 employees. It stems, primarily, from many years of working together. Yet, nowadays, the actions and values we follow are set up also by young designers. Some of them are my graduates. How do I choose them? I always look for determined and talented individuals with the best technical background. This applies both to junior assistants and more experienced designers. I need to know that they really care and need to believe in their talent – this cannot be measured on a 5-point scale. I always search for partners, not employees.
RR: Is the team led by you your own project? How do you select your co-workers?
BP: I have already touched upon this before. I always try to integrate a product. I am not an expert in many technical fields I deal with, but I need to understand their needs and specificity and know what is essential for them. One of our working

I provide pleasing appearance free of charge ;) RR: How do you react to competitive projects? Do you pay attention to details? Draw any inspirations? BP: We follow the activity of our competition very closely. The world is changing rapidly, new standards affecting the entire product are being set every day, manufacturers are coming up with new technical and technological innovations, regulations are changing. At the same time, requirements and demands of our customers change and increase, expectations of subsequent generations (X, Y, Z) vary. In our situation, it is not about inspiration but rather about a method, an approach to a known issue shared by the industry and about paying attention to a need that has never been noticed. When we enter a new market, we acquire information on its specificity. 10 years ago we wondered how similar we were and whether we would be able to move closer to the European competition. Today, I look at how different we are. We set our own standards to become better. RK

PLK’s investment offensive
During the press conference which took place on September 2 at the Head Office of the Ministry of Infrastructure and Construction, the President of PKP Polskie Linie Kolejowe SA announced that by the end of next year, approx. 60-70% of projects covered by the National Railway Programme will reach the stage of tender procedures. Thus, quite soon we can expect the investment process to accelerate.

The conference was attended by Andrzej Adamczyk – the Minister of Infrastructure and Construction, Jerzy Szmit – Vice Minister of Infrastructure and Construction, Ireneusz Merchel – President of the Management Board of PKP Polskie Linie Kolejowe SA, and his deputy - Iwona Stępień-Pilipczuk.

Currently, the activities of the Ministry of Infrastructure and Construction and Polskie Linie Kolejowe are focused on speeding up the procedures and execution of projects on the primary National Railway Programme list. Additionally, preparations for launching projects on the reserve list have already started. This two-track approach will maximise spending and secure the liquidity of investment works. If any projects are removed from the primary list or savings for execution materialise, projects on the reserve list will be waiting in line. According to the latest estimates, by the end of 2016 PKP PLK’s investment portfolio will amount to 25 billion zlotys. It is anticipated that by the end of the year proceedings worth approx. 9 billion zlotys will reach the second stage of tender procedures (submission of tenders). Projects worth 10 billion zlotys are fully underway and project documentation for tasks worth approx. 5 billion zlotys has already been drawn up. In accordance with earlier updates, PLK will spend 4 billion zlotys this year. Moreover, PLK has savings exceeding 200 billion zlotys that will most probably be used next year. The effect of executing the National Railway Programme project will include a substantial improvement of the railway infrastructure. The investments provide for improving passenger traffic between the biggest cities and between individual regions, de-clogging the most important freight corridors, achieving the network effect and developing agglomeration railway transport.

A new vision of Poland’s development The Ministry of Development, in cooperation with other ministries, prepared the most important document indicating the directions of national development. The Responsible Development Plan was forwarded for public consultation. The creation of the document results from the conviction that Poland needs new impulses for development. The model prepared by the ministry provides for responsible development, i.e. development benefitting all social groups and providing for meeting the needs of the present generation without compromising the ability of future generations to meet their own needs. In this case, the key issues include proper development of relations between economy’s competiveness, concern for the environment and quality of life. The main objective of the Plan is to increase the income of Polish citizens with the concurrent increase of cohesion at the social, economic and territorial level. Its achievement will require three specific objectives comprising five pillars of the development of Polish economy (reindustrialisation, development of innovative companies, capital for development, foreign expansion and social and regional development). The Ministry of Development estimates that the total amount of resources for carrying out the Plan will be 1.5 trillion zlotys. This would be on the assumption that they will include both public and private resources. The key objectives of the Plan are to increase Polish citizens’ wealth and reduce the number of persons at risk of poverty or social exclusion. The most important forecasted result is to increase the average household income to 80 percent of the EU average by 2020 and to move towards the EU average by 2030 whilst at the same time aiming at reducing disparities in income between individual regions. Additionally, the number of persons at risk of poverty or social exclusion should decrease to 20-22 percent in 2020. Rail transport Government experts concluded that due to adverse external conditions and using up simple growth reserves (cheap labour, external
funding) witnessed in recent years, our economic growth slowed down. Thus, we need new impulses that will set the economy on a higher level of development, thereby increasing the quality of life and Polish citizens’ wealth. The Plan proposes a new development model, i.e. sustainable development benefitting all social groups and future generations. The Responsible Development Plan takes into account such areas as: human and social capital, energy, natural environment, national safety and transport. The widely understood transport and logistics sector corresponds to approx. 6.5 percent of gross value added (as per macroeconomic indicators of the Polish Central Statistical Office for 2015) in Poland. Road transport makes up the biggest share (84.1%) in freight transport (expressed in tonnes), followed by rail transport (12.4%). According to experts, the significant advantage of road transport over other types of transport gives rise to concern as it may entail numerous risks, e.g. excessive environmental impact. In comparison, the EU average road transport rate is noticeably lower (75.4%) and the rail one is higher (18%). The above data clearly indicates that the participation of the railway industry in transportation of goods in Poland is below the European Union average level by two percentage points, and even by four points, as far as the V4 countries are concerned (data according to Eurostat statistics). The decreased popularity of railway transport results from high costs of providing access to the infrastructure and complicated organization of freight transport (time and place of transhipment, safety of goods). Despite development barriers, rail freight transport has the potential and can be further improved. However, it is necessary to modernize the railway infrastructure, focus on
multimodality and implement transport containerization. Passenger transport services face certain problems as well, i.e. infrastructural (permissible train speed), organizational (insufficient train run frequencies) and technical (condition and equipment of smaller railway stops and stations) factors. The Responsible Development Plan introduces a set of activities with the aim of improving the current situation and stimulating the railway industry development. Integrated transport network Establishment of the integrated transport network requires a number of operations. The most important for the railway industry include: • the National Railway Programme intended to close any gaps and modernize rail connections, implement the European Railway Traffic Management System and increase the average passenger train speed, • the railway station rebuilding and management system, • the ‘Integrated Ticket’ project focused on ticket and sales integration, allowing passengers to purchase one ticket for the whole journey, regardless of the sales channel and the carrier, Ecological transport The Responsible Development Plan assumes improvement of the public infrastructure conditions, investments in ecological means of transport for agglomeration public transport services, and better integration of railway transport with municipal transport services. The following projects are scheduled for implementation by 2015: replacement of municipal transport rolling stock with ecological and low-emission vehicles (e.g. rail vehicles), building of new tram lines, introduction of the ‘Integrated Ticket’ project to agglomeration public transport and development of regional railway services.

Adam Przybyło: We are a selfgovernment body concentrating different business entities which is functional already on the market for 17 years. This period and activities caused Chambers, that from the year for the year a confidence of entrepreneurs in us had grown. RR: What action can a Chamber show off? From which you are particularly pleased? AP: From the beginning of our being we are organising a lot of undertakings associated with the market of the rail transport. This year next editions of the conference already took place „the computer science and the telecommunications on the train” and „Modernization of the rail transport”. The professionalism and the technical value of these conferences cause that next partners trust us. It is bringing effects in the form of next projects. This year among others for the first time we organised a conference „Automation and the telecommunications on the train”, and soon will be held „and technical-repair Conference PKP Intercity S.A.”. These conferences are an exceptional space for the exchange of experiences, establishing business
contacts and the promotion of new solutions and the technology in the rail sector. To it we are representing membership companies at the fair in Poland and on the international arena. We enable our companies self-presentation on shared, national stalls e.g. at the InnoTrans fair in Berlin. We are also a publisher of the periodical better and better associated „Railway Report”, monitoring the train market and providing with honest information. It’s difficult for me and so to choose one issue from which I am particularly proud. Because the chamber is strong as one organism in which individual parties are affecting the effect of the integrity. RR: What cells for itself is the Chamber erecting for the most immediate time? AP: We want to raise our prestige and the credibility, thanks to undertakings professionally organised by us. We want to be a platform of the development of the Polish industry. We want the Polish train industry to grow in strength, and our companies fully used possibilities which are swimming from the boom on this market, resulting from the inflow of large European funds. It can be only such a chance to give a kick the Polish economy so that Polish train companies are a driving motor for her through a lot, a lot of years.

PKP Group description The PKP Group was established in 2001 as a result of the restructuring of the Polskie Koleje Państwowe [Polish State Railways] state enterprise. The purpose of these changes was to separate railway transport from the management of railway lines and to establish independent commercial entities which could render services not only on the railway market. The PKP Group combines its public service with activity characteristic for a modern enterprise operating in the market economy. The PKP Group comprises PKP S.A., the parent company, and eleven companies that provide services, among others, on railway transport, energy and ICT markets (more information on the PKP Group companies can be found here). The activities of the Group companies are supervised and coordinated by PKP S.A. - it sets
objectives for the companies and ensures that they are implemented. The mission of the PKP Group companies is to build trust and improve the image of the railway, so as to enhance the role of railway transport in Poland, following the example of modern railways operating in Europe.

The Group does its best to be a responsible employer and does this by implementing the principles of corporate governance and quality policies. We are represented in all international railway organisations.

EUROPE 2020 Strategy The government adopted the National Reform Programme In April 2016 the government adopted the National Reform Programme, i.e. the primary tool for the implementation of the Europe 2020 strategy at the level of Member States. Europe 2020 is a 10-year strategy of the European Union for economic growth and increase in employment. It was launched in 2010 to correct the shortcomings of the European model of economic growth and to create an environment that will allow the model to act as a basis for sustainable and favourable social inclusion. The strategy comprises five leading targets – employment, research and development, climate and energy, education, social integration and combating poverty. Additionally, Europe 2020 includes seven flagship initiatives, based on which the European Union and the authorities of Member States will complement each other’s actions in key areas, i.e. innovations, digital economy, employment, young persons, industrial policy and resource efficiency. National governments update national programmes in April and submit them to the European Commission under the new mechanism for economic policy coordination – the European Semester. On April 26, 2016 the Polish government adopted the latest update of the National Reform Programme and declared that the following values
for the five leading targets of the strategy will be achieved in 2020: - 71% employment rate for the population aged 20-64; - 1.7% of GDP invested in research and development (R&D); - reduction of primary energy consumption to a level of about 96 Mtoe; - reduction of the proportion of early school leavers to 4.5% and raising the proportion of 30–34 year aged university graduates up to 45%; - reduction of the number of people at risk of poverty or social exclusion by 1.5 million. The challenges facing railway transport are among those that are shared by the Polish government, but not without reservations. What is particularly emphasised is the disappointment caused by the European Commission acknowledging very little progress in the implementation of the recommendation pertaining to removing barriers to investments in the railway sector. The Ministry of Infrastructure and Construction notes that in recent years Poland implemented a number of legislative and organisational changes with regard to the structure manager, i.e. PKP PLK S.A. The changes result in
better preparation and, consequently, management of the investment process. The European Commission has been repeatedly informed about this. Most recently, during the mission in Warsaw which took place in January. Yet, it was not noted in the European Commission’s document. Additionally, the Ministry of Infrastructure and Construction informs that the government, in cooperation with PKP PLK S.A., is analysing additional possible actions to improve investment processes at every stage. There are plans to implement actions aimed to reduce the number of procedures and delegate decision making, combined with financial improvements, to a lower level of management. This should result in greater flexibility and swift response to problems during project implementation. The Polish government also pointed out that the Investment Forum, the platform of dialogue with railway investment contractors, had been re-established. The objective of the Forum is to develop baseline documents the use of which will provide for better cooperation with contractors during implementation of particular projects.
NEWAG to modernise passenger cars for PKP Intercity On July 15, 2016, NEWAg S.A. signed a contract with PKP Inter city for modernisation of passenger cars. Under the contract, NEWAG will conduct the major P 5 overhaul including modernisation of 16 Type 111A economy class passenger cars. Following modernisation, the cars will be an open-coach eco

nomy class adapted to transpor ting skis and bicycles. Air-conditioned, modern inter iors equipped with ergonomic chairs and ameni ties will ensure passengers’ com fort while travelling. Passengers will also be able to use wi-fi and electric 203V sockets undr each chair to charge their mobile pho
nes and laptops. Passenger cars will be equipp ed with modern retent ion tank toilets, modern monitoring and passenger infor mation system. The total gross value of the con tract is PLN 53 096 640.00. The deadline for contract implemen tation is 31 March 2017.

Bombardier Confirms Rail Vehicle Service Contract in Lower Saxony Contract covers maintenance for 257 TWINDEXX Vario double-deck coaches and TRAXX locomotives. As announced on June 29, 2016, rail technology leader Bombardier Transportation is proud to confirm that it has received an order from German regional rail authority Landesnahverkehrsgesellschaft Niedersachsen mbH (LNVG) to provide rail vehicle service and fleet maintenance. Bombardier also assumes, for a period ending 2035, the registered keeper role of a total of 220 BOMBARDIER TWINDEXX Vario double-deck cars, 29 BOMBARDIER TRAXX electric locomotives and eight TRAXX diesel locomotives from LNVG’s vehicle pool. Hans-Joachim Menn, Chief Executive Officer of LNVG, the company who organizes local rail traffic in Germany between Harz Germany

and the North Sea, emphasized the importance of the order, saying, “The high availability and efficiency of our rail passenger locomotives and double-deck cars is an important prerequisite for passenger satisfaction. We will reach an unparalleled level of availability and this will have a positive impact on ridership.” Michael Fohrer, President, Locomotives, Light Rail Vehicles and Services, Central and Eastern Europe, Bombardier Transportation, said, “This truly proves our ability to identify key areas on the value chain where we can provide added value and benefits to our customer. For many years we have been a strong partner to LNVG and the region of Lower Saxony and are proud to once
again have been chosen to provide our strong services offering to increase reliability and service in the region.” LNVG has outsourced their fleet maintenance to Bombardier since delivery of the first trains in 2003. The now-signed service and maintenance contract covers the complete lifecycle of LNVG’s vehicles with an economic lifetime of around 30 years. The takeover of the registered keeper role for the vehicles and the consequent Entity in Charge of Maintenance (ECM) responsibility is a first for Bombardier. In future public rail transport award procedures LNVG can now deploy the vehicles to the selected railway companies in full legal compliance.

Pendolino high speed trains reach 10 million kilometres in Poland Alstom’s Pendolino high speed trains owned and operated by PKP Intercity have covered 10 million kilometres in revenue service since the service started in December 2014. The trains have made over 21,000 journeys and carried 5.7 million passengers. Pendolino for PKP is the first high speed train in Poland, linking the country’s key metropolitan areas. It has set a new standard for railway travel, offering passengers enhanced comfort, safety and shorter travel times between cities. In December 2015, PKP Intercity extended the routes of the trains to Rzeszów, Bielsko Biała and Gliwice. Regular maintenance is conducted at Alstom’s Train Technical Service Centre in Olszynka Grochowska (Warsaw). Over the last 18 months, Alstom’s professional team have conducted over 1,300 regular check-ups, working 50,000 hours, to ensure 100% availability in line with the PKP IC commercial programme. Alstom focuses on the highest EHS standards. There have been no accidents at the Pendolino Service Centre for over 1,000 days, i.e. since the start of operations. “Alstom is proud of the success of this project in Poland. Pendolino trains have proven their reliability over the last 18 months, operating in all kind of weather conditions regardless of heat, snow or sub-zero temperatures, and always providing comfort and safety to passengers,” said Artur Fryczkowski, Services Director for Alstom in Poland. Pendolino is one of the most proven high-speed trains in the world, crossing today seven European borders and operating in 14 countries worldwide. As part of Alstom Avelia range, Pendolino benefits from four decades of experience in high speed with more than 1,400 trains sold. Today, more than 1,200 of these trains are in commercial service which represents around one third of the world’s high speed fleet.

Complex ICT solutions for Warsaw railway node BKT Elektronik, a Polish company from Bydgoszcz, is a producer and supplier of complex solutions for Telecommunications, Information and Communication Technologies and Automatics. The company has experience in cooperation with demanding B2B clients by providing technical support and design consultancy. BKT Elektronik participated in the project for modernizing Warsaw railway node - one of the most important investments in railway in 2015. The scope of works included modernization of the Machine Vision Surveillance System (CCTV), creation of Access Control System (SKD), Unauthorised Entering Signalization System (SSiW), Radiation Measurement System including installations that take measurements of radioactive substances at given Warsaw railway node Stations.
