Public hearing set for April 14th to determine ordinance to govern transportation network companies Transportation Network Companies CORRESPONDENT dvolz@hollywoodgazette.com (TNCs) remain a concern for the Broward County Commission. Many people like TNCs like Uber but taxi cab operators consider them to be unfair competition. The Broward Commission is working to identify standards for an ordinance that will govern these companies and has set April 14th as the date for public hearing for that proposed ordinance. The commissioners generally agreed to a proposal that would require TNCs to obtain an operating license. Drivers would have to register with the county and vehicles would have to carry operating permits and undergo inspections like taxi companies. TNCs would have to maintain a local office with a customer service telephone number and website under the proposal. TNCs are currently regulated under the County's motor carriers ordinance. Commissioners are now focusing on a broader, more comprehensive ordinance to specifically govern transportation network companies. Commissioners have individually

provided details of what they would like to see in the finalized version of the proposed TNC ordinance. Commissioners favored an ordinance that, in some areas, exceeds current county motor vehicle for hire requirements and regulations. Commissioners asked that the new ordinance require strict but efficient federal level two background checks for TNC drivers and discussed mechanical inspections by certified mechanics. Also discussed was a need for fare regulations, pick up fees at the airport and limiting the number of vehicles on the road, regulations that taxi companies now follow. Penalties for non-compliance may also be included in the new TNC ordinance. The Broward County Attorney's Office will also study the feasibility of an ordinance that would permit companies to use commercial vehicles not privately owned to operate under the same or similar rules such as TNCs using similar internet applications. Unlike taxi companies, TNCs use an internet application to match up drivers in private vehicles to customers who are seeking transportation. Broward County Commissioner Beam Furr supports transportation network companies like Uber if they are willing to

meet certain conditions. He believes these companies have something to offer consumers and that the competition they bring to the market will improve transportation in general. “I think Uber is an innovative platform. It is part of a wave of what people call the sharing economy which is manifesting itself in numerous ways,” said Furr. “For Uber drivers, it is a lifeline and helps them find jobs that were not available them. People are using technology to communicate quickly and bring services and people together.” The challenge is that this new technology is outpacing the current regulatory environment. And Furr believes these companies need to be regulated. He believes that all transportation network companies should undergo a background check, carry insurance and have their vehicles inspected for safety. “These are very low thresholds and I think drivers should be able to meet them,” said Furr. Another concern for Furr is that transportation network operators are not paying airport fees for picking up passengers at the airport. Taxi drivers are and this money is used to pay for the maintenance of the airport. He also concerned that if there are too many ride sharing companies at the airport,
there will be chaos there. But he believes that taxis with their long held monopoly should either expand the number of medallions granted to people or that more opportunities should be available to people who want to enter the business. “I think the competition has forced taxis to raise their game. They have enjoyed a monopoly and become complacent. Now we are seeing taxis push customer service, using apps and improving their cars,” said Furr. Negotiations among the taxi, limousine and transportation network companies are ongoing. Other concerns for Furr include the fact that too much garbage is now going to landfills rather than being incinerated. Furr also believes Broward County leaders need to establish more plans for the projected rise in sea levels. This may mean leaders will have look for different water resources and will have to prepare the beach areas for the rise in seawater. The April 14th public hearing on the TNC ordinance will take place at 2:00 p.m. at the Broward Governmental Center, 115 S. Andrews Avenue, Room 422 in Fort Lauderdale.

Hollywood Invaded by Crafting “Ducks”: The 5th Annual Odd Duck Bazaar

If you have strolled along the streets of Downtown Hollywood recently, you may have noticed colorful, yarn-covered bicycles. This is a part of the Broken Bike Project, as well as a signal that the fifth annual Odd Duck Bazaar will soon waddle into Hollywood! The Broken Bike Project began last year when artisans salvaged unwanted bikes and covered them in colorful patterns of yarn. The “Odd Ducks” have continued this new tradition this year as a way to add more art to Downtown Hollywood and to promote the upcoming event. Where does the quacking name come from? According to their website www.oddduckbazaar.com, since the artisans make unquie crafts and “strive to be different and stand out from the rest”, the creators thought the name was extrememely fitting. The Odd Duck Bazaar is home to approximately seventy different independent artisans and is a fun experience the whole family can
enjoy! The bazaar is completely family friendly, and has previously featured fun activities such as doit yourself crafts, facepainting, photo booths, and live music, so this year can be expected to be just as entertaining! Artisans from Hollywood have been hand selected to participate in this great event and will be selling unique handmade items, food, art, and much more. This is a great way for artisans to promote themselves and their business while strengthening the art and culture of their community. The Odd Duck Bazaar will be held at the Fred Lippman Center, 2030 Polk Street, in the newly bicycleclad Downtown Hollywood on April 11th and 12th, from 12pm-6pm each day. There is a five dollar admission fee for adults, and kids under the age of twelve are free. Visitors may want to 'duck in' early, because the first fifty shoppers each day will get a free “swag bag” filled with goodies! If you attend the Odd Duck Bazaar, snap a quacktastic picture and post it to Instagram with the hashtag “HGOddDuck”

Share a day on the links and raise funds for the Art and Culture Center of Hollywood at the Seventh Annual Golf for Art on Saturday, April 25 at the Hollywood Beach Golf Resort, located at 1600 Johnson Street. This fun-inthe-sun fundraiser features 10-time PGA Tour winner Mark McCumber participating in “Pay the Pro” and offering photo opportunities with golfers. Registration begins at 7 a.m. and includes complimentary Bloody Marys, Screwdrivers, and continental breakfast. Play starts with an 8 a.m. shotgun on the championship, par70, tree-lined golf course designed in 1924 by renowned architect Donald Ross. There will be three beverage stations, as well as fresh fruit available throughout the course. Golf for Art concludes with an awards luncheon featuring a live auction and door prize drawings. Mark McCumber will be on the course for “Pay the Pro,” in which registered participants can pay him to take a par-5 drive for them, as well as have their picture taken! Golfers can also play “Beat the Pro” by trying to place their shot closer to the pin than Matt Metaxas, Director of Instruction at the McCumber Golf Academy. Homeless shelter on Federal Highway officially closed; city's homeless coordinator settles into new position Sean Cononie is moving his COSAC dvolz@hollywoodgazette.com homesless shelter and Homeless Voice operation to an undisclosed location in central Florida. The homeless shelter that he ran at 1203 Federal Highway officially closed Friday, March 27. Cononie will led about 100 people on buses to an undisclosed location in central Florida. “The people who are going to central Florida are self-sufficient,” said Cononie. "The place we are moving to could hold more residents but we won’t have as many in the beginning.” A number of people associated with Cononie’s program will remain in Broward County. Cononie has property in Dania Beach and areas of unincorporated Broward County. He hopes to also house people in a Fort Lauderdale hotel. A small group of homeless people will remain in the Hollywood area. Cononie ran a homeless shelter operation at 1203 Federal Highway for years. He and residents of the facility raised money for the operation by selling the Homeless Voice newspaper. Over time, the homeless operation became controversial and Hollywood residents, business owners and leaders complained about the facility

and the residents who would come and go from it. Recently the City of Hollywood agreed to pay Cononie about $4.8 million to vacate its properties and not return for 30 years. It is anticipated that the property will be demolished and redeveloped. During meetings, Hollywood commission members said they wanted the land to be used for other purposes. Right now, Cononie and leaders of his organization are in the process of moving and saying good bye to Hollywood. Meanwhile, Laurie-Anne Walton is learning her position as homeless coordinator for the City of Hollywood. She is helping people who have found themselves homeless and want help. She has also learned to work with people who are more comfortable living outside. Walton is looking for ways to help those left behind from the COSAC shelter relocation and others. “I am placing some into assisted living facilities and am finding shelters for homeless people. I am helping them find jobs so they rent apartments. I can also provide bus transportation for the homeless,” said Walton. She is also working with the long term homeless, people who simply prefer living outside. She met with a Vietnam

War veteran who would make a camp for himself every night and did not want to live in a building. “He had been trained to live outside. He felt claustrophobic living indoors,” said Walton. The homeless problem may never completely go away. But Walton is doing what she can to help those without places to live.

Dharma Devi Kaur a recognized teacher living in Los Angeles is coming to South Florida the weekend of April 24-26 to share the powerful Shakti Dance™: the Yoga of Dance. Dharma Devi is a lifelong yoga practitioner, Kundalini yoga teacher, dancer, spiritual teacher and healer. She was trained as a classical Indian dancer before training and becoming one of the lead trainers of Shakti Dance™. She moved from Italy to Los Angeles in 2011, and facilitates classes, workshops and Teacher Training courses in the U.S. and Canada. She is the director of
Shakti Dance Training program in the U.S. She will be introducing students to the Yoga of Dance, which is the fusion between the creativity of dance and the wisdom of yoga. It is inspired by Kundalini Yoga as taught by Yogi Bhajan - Master of Kundalini Yoga - and has been founded by Sara Avtar Olivier from England. The City of Hollywood hosted the Spring Marshmallow Drop at Boulevard Heights Community Center. It was family event that included an Easter egg hunt for children and a chance to meet the Easter Bunny. There was a DJ, bounce house, free popcorn and other fun activities. Late in the afternoon, a helicopter dropped marshmallows. Hundreds of children ran onto the field where they were dropped and tried to collect as many marshmallows as they could. Children could win various prizes for turning in the marshmallows.

5K set for April 25 to honor Hollywood Central Elementary student and cancer survivor Hollywood Central Elementary PTA, is hosting the 1st Annual “Celebrate the Superhero” Family 5K Run/Walk and Kids Fun Run on Saturday, April 25, 2015, at 7:00 a.m. The race will begin at Charnow Park and continue north along the Broadwalk in Hollywood and will be managed by MCM Timing and will take place on a USATF certified course. The goal of this 5K is to encourage good health and wellness habits in the children of our community, to provide an opportunity for families to enjoy an outdoor fitness event together, and to raise money for HCE PTA.

McArthur High School Principal earns recognition
McArthur High School Principal Todd LaPace received a greatly coveted award last month. He was named Florida Association of Student Councils Principal of the Year for 2014 – 2015. What makes this award so special is that Student Government Association leaders worked very hard to ensure that he received it. “I think that the students here appreciate the amazing culture we have at McArthur High School,” said LaPace. Student leadership is something that LaPace strongly encourages. He is proud that the number of student organizations
at McArthur has increased from about 25 to more than 60 in a short time. “I want to see pride in leadership and there are many opportunities for students to become leaders at McArthur,” said LaPace. As a principal LaPace does not want to be someone that spends most of his day in an office. He wants to be in the halls and visiting classrooms getting to know teachers and students. He wants to be accessible and he insists on having an open door policy. LaPace wants students and faculty to be comfortable in approaching him if they have a concern or a goal they want to accomplish. “I believe in the teachers and students at McArthur. We have a dynamic staff here. I value my staff and I want to build strong relationships with people here. We have a great Student Government Association and we have students who are doing well,” said LaPace.

The Chaminade-Madonna baseball team is progressing well early in the season. Coach Mike Moss said the team has had an up and down season so far and that the team is young. Top players include Shane Stockman. He is a senior who plays centerfield and is batting .333. He has received interest from some small college baseball teams. Brenden Tuttle, a pitcher and designated hitter is also batting .333. Nick Izquierdo, a senior who plays first and third base is doing well and has received some interest from college baseball teams. Mike Callari is a strong pitcher who is playing well.

Simple Steps to Seed Starting Success Get a jump on the growing season by starting your favorite or hard to find plants indoors from seeds. Starting hard to find plants, like many of the heirloom or newly introduced varieties, from seed may be the only way you will be able to add these to your garden. Plus, you’ll be extending the growing season and bringing the fun of gardening indoors. All you need is a little space, a few supplies and of course seeds to get started. Broward Passes Resolution Opposing Concealed Weapons on College Campuses Broward County Commissioners are urging Florida state legislators to reject all bills that would allow guns and other weapons on college campuses. The resolution adopted today opposes Florida Senate Bill 176 and House Bill 4005, which would allow anyone with a concealed weapons permit to bring

concealed weapons on to college campuses. Commissioner Stacy Ritter brought the issue forward. "These bills defy logic. This seems so egregious that I wanted us to vote publicly on this and I would like the Florida Association of Counties to take a stand on this as well," said Commissioner Ritter.
The resolution was passed by commissioners last month on an eight to one vote with Commissioner Chip LaMarca voting against the item. "Our Second Amendment rights must be protected and preserved at all levels of government. I support the right of law abiding citizens to keep and bear
arms as their constitutional right. We must enforce the current gun laws and work to change the culture of v iolence so that we do not have more tragedies in our communities such as those occurred at Florida State University and Virginia Tech." The resolution notes that the Board of Governors of Florida's State University System and all police chiefs of twelve state universities have issued joint statements opposing the bills. Former Florida senator and current Florida State University President John Thrasher also opposes guns on campuses. "Mr. Thrasher and I may be on opposite ends of the political spectrum, but on this we agree. He opposed this while serving on the senate and now as FSU President," said Commissioner Ritter. The resolution refers to the Virginia Tech shooting in 2007 that killed 27 students and five professors, wounding 17 others and the 2014 Florida State University shooting where three people were shot a campus library before the gunman was killed by police. Broward County Sheriff Scott Israel and Fort Lauderdale Police Chief Franklin Adderley are also named in the resolution as opponents of concealed weapons on college campuses. Florida is one of twenty states that ban carrying concealed weapons on college campuses. Other states banning the practice are California, Georgia, Illinois, Louisiana, Massachusetts, Michigan, Missouri, Nebraska, Nevada, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, South Carolina, Tennessee, Texas, and Wyoming. Passage of the resolution directs the County Administrator to notify the Speaker of the Florida House of Representatives, the President of the Florida Senate, the Broward Legislative Delegation, the Florida League of Cities and all Broward cities of the Board's action. The Broward Commission also voted to notify the Florida Association Counties.

BCPS Expands Daily Universal Breakfast Program to All District Schools Broward County Public Schools (BCPS) will begin offering Universal (free) Breakfast to all BCPS students, as part of its National Nutrition Month Celebration, starting Monday, March 16, 2015, through the end of the 2014/15 school year. School breakfast provides the necessary energy to start a day of learning and achievement, providing 25 percent of the recommended daily allowance of protein, calcium, iron, vitamins A and C, and calories as well as meeting the U.S. Department of Agriculture (USDA) Dietary Guidelines for Americans. “With breakfast playing such a critical role in student achievement, we are proud that the District is able to now serve breakfast to all of our students, each school day, at no charge,” said Superintendent Robert W. Runcie. Breakfast is served before the start of the school day. Parents should contact their child’s school to confirm the time breakfast is served each day.
