Hollywood to sue pension boards over "13th check" perk The Hollywood City CORRESPONDENT dvolz@hollywoodgazette.com Commission has authorized the city attorney to file lawsuits against the Fire, Police and General Employee Pension Boards to prevent them from issuing 13th checks to retirees. The Commission is arguing that under state statue and city ordinance regarding the supplemental pension check, the boards cannot send the 13th checks to the retirees. It is likely that the city’s legal representation will argue that state law was violated when the police and fire pension boards sent 13th checks to their members because the funds had not performed well enough in the markets for the checks to be sent. During the recent meeting commissioners expressed concern that the 13th check program is costing the City too much money and may make it hard for the City

to provide adequate pensions for current personnel. Commissioner Patricia Asseff said the 13th check program is not viable and that the city cannot afford it. "We have an unfunded pension liability of more than $490 million. The 13th check creates a deficit in the pension fund for people who are working now,” said
Asseff. The police pension board and the fire pension board have approved and issued supplemental distribution checks to their pensioners for the years 2012 and 2013.The general employee’s pension board did not issue a 13th check. The pension funds have done well recently but still have actuarial losses to
make up from previous years for poor investment performance. The 13th check was added as a benefit for fire department pensioners in 1998, police department pensioners in 2000 and general employees’ pensioners in 2002, according to Raelin Storey, spokesperson for the City of Hollywood.

The City of Hollywood is facing a large budget gap and is looking for
ways to close this gap. One option that is being researched is dissolving the Community Redevelopment Agency (CRA) Beach District. Despite tremendous growth in taxable value the City is still facing a significant budget deficit due to legacy costs and structural imbalances. The success of the CRA Beach District has led to exponential growth in the tax increment but basic expenses are outpacing revenues. CRA tax revenue is unavailable to help the City as a whole. If the Hollywood Commission decides to dissolve the CRA Beach District, many steps and negotiations would need to take place. The City and Broward County would need to discuss items such as paying off existing Beach District debt, transition of employees, beach maintenance and other services, according to Joann Hussey, spokesperson for Hollywood. The City is doing its due diligence in researching options to close the budget gap during the few weeks the Commission is on break. Options will be presented to the Commission when they return August. 26th.

New art center in Downtown Hollywood to foster supportive artist community BY CARON CONWAY

Dorandy Mercado and Laura Gasper know firsthand what it’s like to be struggling young artists. Now the two women are seeking fellow artists who share a passion for their work to be part of their new joint venture, L.Mercado Studios, a working artist community opening in August in the Downtown Hollywood arts, music and entertainment district. L.Mercado Studios, at 2000 Harrison St., will feature space for artists in a variety of mediums to create, display and sell their work in a supportive environment. The 3,000-square-foot art center will be home to a dozen full-time 2-D and 3-D Artists in Residence who’ll receive assistance in promoting and selling their work. Artists in Residence will create in private studios and benefit from exposure in gallery shows, on the L.Mercado Studios website and at events that bring people to Downtown Hollywood, such as the monthly ArtWalk series, where visitors will be able to watch artists at work in the open studio. “We want to showcase people that share that same passion that we do,” Gasper said. “We know what it’s like to be young artists and struggle.” The gallery space will spotlight local and national artists in addition to the Artists in Residence, with the objective to provide a range of styles, techniques and subject matter. Some open studio space will be available for artists seeking rental space with access to tools and materials where they can just create. L.Mercado Studios also will offer both 2-D and 3-D art instruction for all levels of experience. Gasper said there already has been a huge response from artists wishing to teach classes for “anybody who wants to learn and experience art.” “It’s overwhelming how much support we’re getting and all the people inquiring about getting a space,” said Mercado, a visual artist specializing in ceramics who lives in Hollywood. “They like the sense of community that we are offering.” Mercado met her future business partner about three years ago at MIY Ceramics and Glass Studio in Hollywood, where Mercado is a studio assistant director, ceramics instructor, and accomplished ceramics and sculpture restorer, and Gasper was a studio technician. Gasper has owned Gasper Arts LLC, specializing in ceramics, pen-and-ink drawings and murals, since 2010, and she also is a dance instructor at West Broward High School in Pembroke Pines. Gasper and Mercado have exhibited, separately, in galleries in both the U.S. and

abroad, and numerous custom commissions include chopstick holders that Mercado created for the Seminole Hard Rock Hotel & Casino’s new Japanese restaurant, Kuro, in Hollywood. Both Mercado and Gasper hold degrees in Studio Art Ceramics and together are striving to expand the reach of clay from a “craft sense” to a “relatable medium” that tells stories, projects emotions, and displays multiple techniques and ranges, said Mercado, who, like Gasper, draws artistic inspiration from her life experiences. Mercado’s brother Evoca1 (née Elio Mercado), a prominent street artist, is assisting the art center with donations of prints and art merchandise for financial supporters. Evoca1, founder of The ArteSano Project, an art festival in the
siblings’ hometown in the Dominican Republic, saw his career take off after working on some of the first outdoor murals in Downtown Hollywood. Mercado and Gasper decided to open an art center downtown after seeing the positive response to interactive hands-on art activities that Mercado conducted during ArtWalk, a free event presented by the City of Hollywood Community Redevelopment Agency (CRA) from 7 to 10 p.m. every third Saturday. ArtWalk features art exhibits, live painting, live entertainment and complimentary refreshments at art galleries and participating businesses. “Dorandy is the one that really opened my eyes to people that wanted to have this interactive exposure to the arts in Downtown Hollywood,” Gasper said.
She and Mercado believe that the tremendous potential for the arts in Downtown Hollywood – which features art galleries and studios, the innovative ArtsPark at Young Circle, the Art and Culture Center of Hollywood, Cinema Paradiso art-house cinema, the Downtown Hollywood Mural Project (DHMP) and numerous cultural events – makes it the ideal location for their new venture. “I want to help Hollywood promote the arts. I want to be a part of something big,” Mercado said. “There are a lot of different cultures and there’s increased foot traffic downtown. I feel like we’ll fit right in.” There is no charge for on-street downtown parking between 8 p.m. and 8 a.m. Free on-street parking is available in three-hour increments between 8 a.m. and 8 p.m. Garage parking is available for $1 per hour at the Municipal Garages located at 251 S. 20th Ave. (between Harrison and Van Buren streets) and 251 N. 19th Ave. (between Tyler and Polk streets). Commission lobbied to consider new red light camera deal BY DAVID VOLZ CORRESPONDENT

During last month's meeting, the Hollywood Commission agreed to a resolution to terminate the agreement with American Traffic Solutions for the Photo Red Light Enforcement Program. There was no discussion on the matter. But later in the meeting, attorney Alan Koslow, retained by American Traffic Solutions, made the Commission an offer: give ATS two months to develop a contract that would not cost Hollywood any money and Hollywood could avoid paying for the cameras for the next two months. ATS would waive the final two months of the payments, approximately $49,000 per month during the 60 day notice period required under the current contract to end the contract, potentially saving Hollywood $100,000. Mayor Peter Bober was impressed with offer and liked the fact that it could save the City money but this led to a long argument as residents complained bitterly about the program and asked the commission to end it. Commissioner Patricia Asseff was pleased that a new contract with ATS could save the City money. She believes the program saves lives. But Commissioners Traci Callari and Peter Hernandez were opposed to the deal. The Commission ultimately voted to consider the offer by ATS. ATS indicated they would like to continue negotiating with the City to determine if a revised contract can be agreed upon that would be cost neutral to the city. If no agreement
is reached, then the current contract expires in 60 days. If an agreement is put forth that Hollywood staff feels is worthy of the Commission’s consideration, then it will be put on an upcoming commission agenda. Hollywood was operating 18 red light cameras at intersections that were considered dangerous. The Hollywood Police Department supported the program and police officials cited statistics showing that people were less likely to run red lights and that there were fewer serious accidents at intersections where the cameras were in place. But the cameras were unpopular with the public and did not generate as much revenue as expected. Also, Hollywood lost an appeal involving a man who was cited for running a red light after being caught on camera. Hollywood had stopped issuing citations based on the red light cameras. Hollywood staff recommended the discontinuation of the red light camera program because of the impact of the 4th District Court of Appeal (DCA) ruling and the changes to the business practices the City would be required to make under the current contract would create additional expense for the city. The program is already costing the city more than it is bringing in. Due to the ruling, the City stopped issuing red light camera violations in April, but Hollywood has still been paying the contractually obligated fees to ATS. The City had been negotiating with ATS during this time to revise the contract to be less costly. When the City could not negotiate a new agreement, staff moved forward to recommend ending the contract and brought it to the Commission on July 8 for consideration.

Note that most "revenue neutral" contracts which pay the camera companies less than their normal rip off fees when the total ticket payments are too low are illegal in many places and should be illegal everywhere. They form a kind of ticket quota because the money grab camera companies will be tempted to push through marginal or even false citations to get the total revenue as close as possible to their total rip off fees. Red light cameras should be banned by law in every state, as they are in some already. NSU shark tagging program invites public to assist research and conservation teams BY CARON CONWAY

South Florida residents and visitors who have a fascination with sharks and an interest in their conservation can assist researchers in tracking sharks’ movements as part of a unique program conducted by Nova Southeastern University’s Guy Harvey Research Institute (GHRI), a worldwide leader in shark tagging and research. Researchers say tagging and tracking efforts provide much-needed data on shark migration patterns and behaviors that are critical to the conservation of threatened species. Since the NSU/GHRI program, which began in 2009, was opened to the public, several thousand adults and students have worked alongside researchers during day trips in the Atlantic Ocean, where sharks are humanely caught, tagged and immediately released back into their natural habitat. Once on the boat, amateur shark enthusiasts help put fishing equipment together, bait hooks and place the gear in the water. Once a shark is caught and safely brought on board by the research team, guests help measure and tag the animal, collect tissue samples and take photos before the shark is released back into the ocean. The cost of this rare experience ranges from $150 to $200 per person, depending on the group size, which is capped at 30 individuals per trip. Excursions are offered multiple times a month from May to October or November, departing from Dania Beach or Pompano Beach. The Dania Beach location includes an informative behind-the-scenes tour of the Guy Harvey Research Institute and NSU’s Oceanographic Center.
The local trips employ plastic “spaghetti tags” that each bear a serial number and link the tagged shark to NSU. The program relies on fishermen and charter boat captains who catch tagged sharks to report their location and spare the animals’ lives. “We’re a big catch-and-release proponent,” said Joe Donzelli, NSU’s associate director of public affairs. Shark experts stress that tagging causes no pain to sharks, as the sensory receptors (known as nociceptors) responsible for feeling pain in humans and other mammals are not present in the sharks studied to date. Research also shows that shark fins have no nerve supply, and attaching tags causes no permanent damage that can impact shark survival. Hollywood students find success through internship Now more than ever high school students are turning to summer internships in an effort to get into better colleges and gain early job experience, which explains why experts reported in 2014 that 89 percent of companies believe a high school internship will give students a competitive advantage to secure a college internship or full-time job. This summer, two Hollywood students that come from different walks of life share one common thread, an eight-week paid internship at a local nonprofit/charitable organization with three other students. Both of them say this experience played a major role in discovering and inspiring the path they want their careers to go in and equipping them for success: Alexander Baikovitz who resides in Hollywood will enter his senior year at American Heritage High School this fall and is passionate about giving his time to others, serving as a volunteer
for WECARE Food Pantry, Insight for the Blind, Relay for Life and Study Buddy. Alexander even founded his own organization Bingo for Babies. Rayna Lunn, from Hollywood and a graduate from Pine Crest Preparatory is passionate about her involvement with Camp Friendship, a year-round sleep away camp for people of all-ages who have developmental, physical or learning disabilities. As a volunteer, Rayna has worked with her fellow couns elors to foster a welcoming and warm environment full of love and understanding. National Flag Football offers girls-only program BY DAVID VOLZ CORRESPONDENT

High school and middle school girls who want to develop their flag football skills will now have an opportunity to do so. The National Flag Football program is starting a girl’s only league that will prepare girls to compete at the high school level. The co-ed league for young people aged four to fourteen will continue as well. The new program will be offered to girls age four to fourteen. “Flag football is new to South Florida and we are offering girls an opportunity to play the game before they get to high school,” said Francis Meram executive director for National Flag Football. “We received quite a bit of interest from the high school and middle school athletic departments on offering a program for middle school and high school girls to help prepare them for the high school girls flag football season,” said Meram. “We are excited about
this new program within National Flag Football as this is the first of its kids within our organization. If it goes well in South Florida we would look at launching it nationwide.” The program had more than 300 players during the past spring and Meram is hoping for a bigger turnout this fall. The season will begin on October 18. It is the largest NFL affiliated program in the nation. “The biggest advantage to our program is that kids can learn to play football in a safe environment. They can work in the mechanical and technical components of football. They can refine their game. When they are physically ready, they can play tackle football,” said Meram. During the past year, the flag football program was offered at Brian Piccolo Park. The program is looking for an additional field in east Hollywood. The goal is to have two locations in Hollywood.

2016 budget workshop set for August 27 During the July meeting, CORRESPONDENT dvolz@hollywoodgazette.com the Hollywood Commission set the Not-To-Exceed millage rate at the current operating millage rate, plus the voter approved debt service. This means there will not be a tax rate increase for the City of Hollywood for fiscal year 2016. There was no discussion on this issue. There will be a Budget workshop for the commission on August 27 from 3:00 to 5:00 and then there are the two public BY DAVID VOLZ
budget hearings in September on the 15th and the 28th at 5:30 p.m. The operating millage is 7.4479. The voted debt service millage is 0.3528. The total proposed (“not to exceed”) millage rate is 7.8007. Also, the Commission passed a resolution designating Patricia Asseff as the voting delegate for the Florida League of Cities 2015 Annual Conference to be held in Orlando in August. The Commission approved a resolution for a contract between Hollywood and Giannetti Contracting Corporation for construction services related to the Water Main Replacement Program from Hollywood Boulevard to Sheridan Street and between Federal Highway and the Intracoastal Waterway. The contract is for $13,689,489.

Broward County Public Schools Superintendent Robert Runcie recently visited the White House to participate in a panel discussion known as Rethink School Discipline. Runcie spoke on the District’s intervention programs which have reduced student misdemeanor arrests by 63 percent, expulsions among general education students by 27 percent and 54 percent among exceptional education students, and suspensions by about 30 percent. “We were the only major district to participate in this conversation,” said Runcie. “I promoted our Preventing Recidivism through Opportunities, Mentoring, Interventions, Support and Education (PROMISE).” Runcie wants to reduce the number of Broward School District students who are being suspended or expelled from schools. He believes it is important to move away from zero tolerance policies to programs that identify root causes of disciplinary problems. He is proud to say that the number of suspensions in Broward has gone down since he became the leader of the District.

Tomas Sanchez named new Hollywood Police Chief Tomas Sanchez was recently appointed to the position of Hollywood Police Chief of the by Dr. Wazir Ishmael. The goal of the Broward County Academy is to educate participants on these issues and so many more. Broward County Academy is an eight-week interactive program where residents will learn how County government delivers services to enhance and promote the quality of life for residents, businesses and visitors. The goal of the program is to raise public awareness about County programs and services, and to increase community involvement and participation in local government. To be eligible for the Broward County Academy, applicants must be at least 18 years of age, reside in Broward County, have valid photo ID and provide driver’s license number. Interested applicants must also agree to background check and security screenings. Acceptance will be granted on a first come, first served basis and will be limited to only 30 students. There is no registration fee or cost to participants. Deadline for applications is August 10, 2015. Sessions will be held every Thursday evening for eight weeks and will culminate with a graduation ceremony. Participants must attend all sessions and be an active participant to graduate. Each session will last three hours, starting at 6 p.m. and ending at 9PM. Interactive sessions will offer a mix of lectures, presentations and tours. The Academy will begin on September 24, 2015 and end with the Graduation Ceremony on November 12, 2015. The curriculum will highlight the Airport, Port, Human Services, Emergency Management, Water and Wastewater, Cultural, Libraries, Parks, Community Wellness, Convention & Visitors Bureau, Enterprise Technology Services, Animal Care, Transit and several other Agencies. The Broward Academy will give participants a better understanding of what Broward County Government is, who it serves, how it serves residents, and what it does to improve the quality of life for all who live, work, and play here. The following are the agreement terms for Sponsor, Vendor or Exhibitor space at The South Florida Culture & Heritage Festival. As a Sponsor, Vendor or Exhibitor, your acceptance of these terms shall constitute a binding agreement. It is agreed that each Sponsor, Vendor or Exhibitor will abide by all terms listed in this agreement. 1. SFLICHF: The word “SFLICHF” as used herein shall mean the South Florida Italian Culture & Heritage Festival, their officers, agents and any employees acting for it, in the management of this event. 2. Eligible Sponsors, Vendors or Exhibitors: The SFLICHF reserves the right to determine whether any company or product is eligible under the standards for inclusion in the festival. 3. Eligible Products: All products and services to be sold, offered or referred to during the SFLICHF Must be included on the Reservation Form. SFLICHF reserves the right to exclude the sale of any product based on overall show presentation, or that are in conflict with exclusive contracts held by SFLICHF with other Vendors. Vendors will be notified in advance of any such exclusions and have the right at the time of the application to determine if they still want to participate. 4. Admission: Non-Gated event. 5. Limitation of Liability: The Vendor agrees to make no claim for any reason whatsoever, including negligence, against SFLICHF, its members, agents, employees or the owners of the Festival premises for the loss, theft, damage or destruction of property or for any injury to Vendor or its employees while in the Festival quarters. 6. Booth Information: All Vendors materials must be kept inside their tent space, and the sidewalks and streets must be kept free of materials. Distribution of samples and literature is strictly limited to the confines of the Vendor’s booth. Also, voice and/or music amplification must be kept to a sufficiently low volume so as not to disturb other vendors or attendees. Vendors agree to conduct themselves in a respectful, cooperative manner appropriate to the integrity of the attendees, fellow vendors and the show management staff. 6 A: Vendor requests the following tent dimensions: _________x _________feet. Vendor will pay SFLICHF a rental fee of $____________ for the booth space. Such space will only be provided during the date and hours that the Festival is in operation. 7. Booth Assignments: SFLICHF Staff will assign booth locations to Vendors. Consideration will be given to special needs, however we will assign according to the best interest of the show. 8. Insurance: Insurance is the responsibility of the Vendors and is recommended. SFLICHF is not responsible for the replacement of lost or stolen goods. Vendors are responsible for obtaining their own general liability insurance for the show, including set-up and tear-down. Vendors will indemnify SFLICHF for claims/suits arising between Vendors and attendees regarding exhibit rental. 9.Event Location: ArtsPark at Young Circle in Downtown Hollywood, Fl. 33020 10. Set-Up Hours: Sunday October 11, 2015, 9am.-8pm. * All booths must be staffed throughout the festival, and be staffed at 11:30 am. * Dismantling will begin at 8 pm. 11. Subleasing: Vendors may NOT sublet their spaces, or any part thereof. 12. Fire and Safety Laws: All Federal, State and city regulations pertaining to fire and safety must be adhered to. NO OPEN FLAMES, LIT CANDLES OR BURING OF INCENCE WILL BE ALLOWED. All electrical cords must be grounded and be UL approved. 13. Payment: Sponsors, vendors and Exhibitors must include all fees with registration form. 14. Cancellation Policy: There are no refunds for cancellation and for cancellation due to rain or acts of God. 15. Compliance with Laws/Standards. Vendors are responsible for meeting all City, State resale-licensing agreements. Vendor is responsible for collecting Florida Sales Tax and paying such tax to the State of Florida. SFLICHF assumes no responsibility for any tax liability incurred by Vendor from the sale of any goods at the Festival. Vendor further agrees to indemnify and hold harmless SFLICHF from any tax liability Vendor may incur from the sale of any goods at the Festival.

Pollinator gardens installed to slow decline of Monarch butterfly population

A group of volunteers with the Brighter Future Foundation recently installed a pollinator garden at the South Florida Wildlife Care Center with the goal is to plant 100 pollinator gardens throughout Broward County as part of the celebration of Broward County’s 100th anniversary. An important goal of this project is prevent the decline of the Monarch butterfly and other pollinator populations. In Hollywood, the Foundation has planted pollinator gardens at the Hollywood Women’s Club, the Kay Gaither Community Center and McNicol Middle School. “We are planting 15 out of 100 of these gardens,” said Stephanie Montalvo, executive director of the Brighter Future Foundation. “The gardens provide nectar, larval food, water and shelter for pollinators.”
The Foundation received a grant from the Broward Centennial Habitat Gardens Project. Organizations that contributed to this grant include NatureScape Broward, the Youth Environmental Alliance and the Natural Wildlife Foundation.

Real-time images aid surgery decisions, patient recovery The latest advancement in computed tomography (CT) technology is changing the way specialists at Memorial Regional Hospital perform surgery, leading to better outcomes for both doctors and patients. The hospital is the first in South Florida to utilize the Airo® Mobile Intraoperative CT, a mobile imaging system whose visuals are a significant improvement over the fluoroscopy x-rays commonly used during surgery. The new technology produces 3D patient images that provide real-time feedback on how procedures are progressing and are easily merged with pre-operative scans, aiding the decision-making process of operating room professionals. “It’s a clearer picture in real time that enables us to use significantly less radiation,” said Dr. Christopher DeMassi, a neurosurgeon in the Memorial Healthcare
System that was among the first to utilize the new technology. “The improved view leads to more accurate instrument placement, quicker procedures, and easier recovery Dr. Christopher for patients. In DeMassi complex cases, it means we’re able to operate on those whose poor anatomy would have otherwise made them an extreme risk.” To date, the Airo CT at Memorial Regional has primarily been used for spine procedures but Dr. DeMassi feels it could also be positioned to be effective during cranial surgery, including deep brain stimulation. Hollywood to sue pension boards over "13th check" perk The Hollywood City CORRESPONDENT dvolz@hollywoodgazette.com Commission has authorized the city attorney to file lawsuits against the Fire, Police and General Employee Pension Boards to prevent them from issuing 13th checks to retirees. The Commission is arguing that under state statue and city ordinance regarding the supplemental pension check, the boards cannot send the 13th checks to the retirees. It is likely that the city’s legal representation will argue that state law was violated when the police and fire pension boards sent 13th checks to their members because the funds had not performed well enough in the markets for the checks to be sent. During the recent meeting commissioners expressed concern that the 13th check program is costing the City too much money and may make it hard for the City

to provide adequate pensions for current personnel. Commissioner Patricia Asseff said the 13th check program is not viable and that the city cannot afford it. "We have an unfunded pension liability of more than $490 million. The 13th check creates a deficit in the pension fund for people who are working now,” said
Asseff. The police pension board and the fire pension board have approved and issued supplemental distribution checks to their pensioners for the years 2012 and 2013.The general employee’s pension board did not issue a 13th check. The pension funds have done well recently but still have actuarial losses to
make up from previous years for poor investment performance. The 13th check was added as a benefit for fire department pensioners in 1998, police department pensioners in 2000 and general employees’ pensioners in 2002, according to Raelin Storey, spokesperson for the City of Hollywood.

The City of Hollywood is facing a large budget gap and is looking for
ways to close this gap. One option that is being researched is dissolving the Community Redevelopment Agency (CRA) Beach District. Despite tremendous growth in taxable value the City is still facing a significant budget deficit due to legacy costs and structural imbalances. The success of the CRA Beach District has led to exponential growth in the tax increment but basic expenses are outpacing revenues. CRA tax revenue is unavailable to help the City as a whole. If the Hollywood Commission decides to dissolve the CRA Beach District, many steps and negotiations would need to take place. The City and Broward County would need to discuss items such as paying off existing Beach District debt, transition of employees, beach maintenance and other services, according to Joann Hussey, spokesperson for Hollywood. The City is doing its due diligence in researching options to close the budget gap during the few weeks the Commission is on break. Options will be presented to the Commission when they return August. 26th.

New art center in Downtown Hollywood to foster supportive artist community BY CARON CONWAY

Dorandy Mercado and Laura Gasper know firsthand what it’s like to be struggling young artists. Now the two women are seeking fellow artists who share a passion for their work to be part of their new joint venture, L.Mercado Studios, a working artist community opening in August in the Downtown Hollywood arts, music and entertainment district. L.Mercado Studios, at 2000 Harrison St., will feature space for artists in a variety of mediums to create, display and sell their work in a supportive environment. The 3,000-square-foot art center will be home to a dozen full-time 2-D and 3-D Artists in Residence who’ll receive assistance in promoting and selling their work. Artists in Residence will create in private studios and benefit from exposure in gallery shows, on the L.Mercado Studios website and at events that bring people to Downtown Hollywood, such as the monthly ArtWalk series, where visitors will be able to watch artists at work in the open studio. “We want to showcase people that share that same passion that we do,” Gasper said. “We know what it’s like to be young artists and struggle.” The gallery space will spotlight local and national artists in addition to the Artists in Residence, with the objective to provide a range of styles, techniques and subject matter. Some open studio space will be available for artists seeking rental space with access to tools and materials where they can just create. L.Mercado Studios also will offer both 2-D and 3-D art instruction for all levels of experience. Gasper said there already has been a huge response from artists wishing to teach classes for “anybody who wants to learn and experience art.” “It’s overwhelming how much support we’re getting and all the people inquiring about getting a space,” said Mercado, a visual artist specializing in ceramics who lives in Hollywood. “They like the sense of community that we are offering.” Mercado met her future business partner about three years ago at MIY Ceramics and Glass Studio in Hollywood, where Mercado is a studio assistant director, ceramics instructor, and accomplished ceramics and sculpture restorer, and Gasper was a studio technician. Gasper has owned Gasper Arts LLC, specializing in ceramics, pen-and-ink drawings and murals, since 2010, and she also is a dance instructor at West Broward High School in Pembroke Pines. Gasper and Mercado have exhibited, separately, in galleries in both the U.S. and

abroad, and numerous custom commissions include chopstick holders that Mercado created for the Seminole Hard Rock Hotel & Casino’s new Japanese restaurant, Kuro, in Hollywood. Both Mercado and Gasper hold degrees in Studio Art Ceramics and together are striving to expand the reach of clay from a “craft sense” to a “relatable medium” that tells stories, projects emotions, and displays multiple techniques and ranges, said Mercado, who, like Gasper, draws artistic inspiration from her life experiences. Mercado’s brother Evoca1 (née Elio Mercado), a prominent street artist, is assisting the art center with donations of prints and art merchandise for financial supporters. Evoca1, founder of The ArteSano Project, an art festival in the
siblings’ hometown in the Dominican Republic, saw his career take off after working on some of the first outdoor murals in Downtown Hollywood. Mercado and Gasper decided to open an art center downtown after seeing the positive response to interactive hands-on art activities that Mercado conducted during ArtWalk, a free event presented by the City of Hollywood Community Redevelopment Agency (CRA) from 7 to 10 p.m. every third Saturday. ArtWalk features art exhibits, live painting, live entertainment and complimentary refreshments at art galleries and participating businesses. “Dorandy is the one that really opened my eyes to people that wanted to have this interactive exposure to the arts in Downtown Hollywood,” Gasper said.
She and Mercado believe that the tremendous potential for the arts in Downtown Hollywood – which features art galleries and studios, the innovative ArtsPark at Young Circle, the Art and Culture Center of Hollywood, Cinema Paradiso art-house cinema, the Downtown Hollywood Mural Project (DHMP) and numerous cultural events – makes it the ideal location for their new venture. “I want to help Hollywood promote the arts. I want to be a part of something big,” Mercado said. “There are a lot of different cultures and there’s increased foot traffic downtown. Commission lobbied to consider new red light camera deal BY DAVID VOLZ CORRESPONDENT

During last month's meeting, the Hollywood Commission agreed to a resolution to terminate the agreement with American Traffic Solutions for the Photo Red Light Enforcement Program. There was no discussion on the matter. But later in the meeting, attorney Alan Koslow, retained by American Traffic Solutions, made the Commission an offer: give ATS two months to develop a contract that would not cost Hollywood any money and Hollywood could avoid paying for the cameras for the next two months. ATS would waive the final two months of the payments, approximately $49,000 per month during the 60 day notice period required under the current contract to end the contract, potentially saving Hollywood $100,000. Mayor Peter Bober was impressed with offer and liked the fact that it could save the City money but this led to a long argument as residents complained bitterly about the program and asked the commission to end it. Commissioner Patricia Asseff was pleased that a new contract with ATS could save the City money. She believes the program saves lives. But Commissioners Traci Callari and Peter Hernandez were opposed to the deal. The Commission ultimately voted to consider the offer by ATS. ATS indicated they would like to continue negotiating with the City to determine if a revised contract can be agreed upon that would be cost neutral to the city. If no agreement
is reached, then the current contract expires in 60 days. If an agreement is put forth that Hollywood staff feels is worthy of the Commission’s consideration, then it will be put on an upcoming commission agenda. Hollywood was operating 18 red light cameras at intersections that were considered dangerous. The Hollywood Police Department supported the program and police officials cited statistics showing that people were less likely to run red lights and that there were fewer serious accidents at intersections where the cameras were in place. But the cameras were unpopular with the public and did not generate as much revenue as expected. Also, Hollywood lost an appeal involving a man who was cited for running a red light after being caught on camera. Hollywood had stopped issuing citations based on the red light cameras. Hollywood staff recommended the discontinuation of the red light camera program because of the impact of the 4th District Court of Appeal (DCA) ruling and the changes to the business practices the City would be required to make under the current contract would create additional expense for the city. The program is already costing the city more than it is bringing in. Due to the ruling, the City stopped issuing red light camera violations in April, but Hollywood has still been paying the contractually obligated fees to ATS. The City had been negotiating with ATS during this time to revise the contract to be less costly. When the City could not negotiate a new agreement, staff moved forward to recommend ending the contract and brought it to the Commission on July 8 for consideration.

NSU shark tagging program invites public to assist research and conservation teams BY CARON CONWAY

South Florida residents and visitors who have a fascination with sharks and an interest in their conservation can assist researchers in tracking sharks’ movements as part of a unique program conducted by Nova Southeastern University’s Guy Harvey Research Institute (GHRI), a worldwide leader in shark tagging and research. Researchers say tagging and tracking efforts provide much-needed data on shark migration patterns and behaviors that are critical to the conservation of threatened species. Since the NSU/GHRI program, which began in 2009, was opened to the public, several thousand adults and students have worked alongside researchers during day trips in the Atlantic Ocean, where sharks are humanely caught, tagged and immediately released back into their natural habitat. Once on the boat, amateur shark enthusiasts help put fishing equipment together, bait hooks and place the gear in the water. Once a shark is caught and safely brought on board by the research team, guests help measure and tag the animal, collect tissue samples and take photos before the shark is released back into the ocean. The cost of this rare experience ranges from $150 to $200 per person, depending on the group size, which is capped at 30 individuals per trip. Excursions are offered multiple times a month from May to October or November, departing from Dania Beach or Pompano Beach. The Dania Beach location includes an informative behind-the-scenes tour of the Guy Harvey Research Institute and NSU’s Oceanographic Center.
The local trips employ plastic “spaghetti tags” that each bear a serial number and link the tagged shark to NSU. The program relies on fishermen and charter boat captains who catch tagged sharks to report their location and spare the animals’ lives. “We’re a big catch-and-release proponent,” said Joe Donzelli, NSU’s associate director of public affairs. Shark experts stress that tagging causes no pain to sharks, as the sensory receptors (known as nociceptors) responsible for feeling pain in humans and other mammals are not present in the sharks studied to date. Research also shows that shark fins have no nerve supply, and attaching tags causes no permanent damage that can impact shark survival. Hollywood students find success through internship Now more than ever high school students are turning to summer internships in an effort to get into better colleges and gain early job experience, which explains why experts reported in 2014 that 89 percent of companies believe a high school internship will give students a competitive advantage to secure a college internship or full-time job. This summer, two Hollywood students that come from different walks of life share one common thread, an eight-week paid internship at a local nonprofit/charitable organization with three other students. Both of them say this experience played a major role in discovering and inspiring the path they want their careers to go in and equipping them for success: Alexander Baikovitz who resides in Hollywood will enter his senior year at American Heritage High School this fall and is passionate about giving his time to others, serving as a volunteer

National Flag Football offers girls-only program BY DAVID VOLZ CORRESPONDENT

High school and middle school girls who want to develop their flag football skills will now have an opportunity to do so. The National Flag Football program is starting a girl’s only league that will prepare girls to compete at the high school level. The co-ed league for young people aged four to fourteen will continue as well. The new program will be offered to girls age four to fourteen. “Flag football is new to South Florida and we are offering girls an opportunity to play the game before they get to high school,” said Francis Meram executive director for National Flag Football. “We received quite a bit of interest from the high school and middle school athletic departments on offering a program for middle school and high school girls to help prepare them for the high school girls flag football season,” said Meram. “We are excited about
this new program within National Flag Football as this is the first of its kids within our organization. If it goes well in South Florida we would look at launching it nationwide.” The program had more than 300 players during the past spring and Meram is hoping for a bigger turnout this fall. The season will begin on October 18. It is the largest NFL affiliated program in the nation. “The biggest advantage to our program is that kids can learn to play football in a safe environment. They can work in the mechanical and technical components of football. They can refine their game. When they are physically ready, they can play tackle football,” said Meram. During the past year, the flag football program was offered at Brian Piccolo Park. The program is looking for an additional field in east Hollywood. The goal is to have two locations in Hollywood.

This means there will not be a tax rate increase for the City of Hollywood for fiscal year 2016. There was no discussion on this issue. budget hearings in September on the 15th and the 28th at 5:30 p.m. The operating millage is 7.4479. The voted debt service millage is 0.3528. The total proposed (“not to exceed”) millage rate is 7.8007. Also, the Commission passed a resolution designating Patricia Asseff as the voting delegate for the Florida League of Cities 2015 Annual Conference to be held in Orlando in August. The Commission approved a resolution for a contract between Hollywood and Giannetti Contracting Corporation for construction services related to the Water Main Replacement Program from Hollywood Boulevard to Sheridan Street and between Federal Highway and the Intracoastal Waterway. The contract is for $13,689,489.

Broward County Public Schools Superintendent Robert Runcie recently visited the White House to participate in a panel discussion known as Rethink School Discipline. Runcie spoke on the District’s intervention programs which have reduced student misdemeanor arrests by 63 percent, expulsions among general education students by 27 percent and 54 percent among exceptional education students, and suspensions by about 30 percent. “We were the only major district to participate in this conversation,” said Runcie. “I promoted our Preventing Recidivism through Opportunities, Mentoring, Interventions, Support and Education (PROMISE).” Runcie wants to reduce the number of Broward School District students who are being suspended or expelled from schools. He believes it is important to move away from zero tolerance policies to programs that identify root causes of disciplinary problems. He is proud to say that the number of suspensions in Broward has gone down since he became the leader of the District.
David Nash is the new president of the Hollywood Gardens West Civic Association He is pleased to have been elected to his new position and is hoping to increase membership. Nash praised the efforts of past president Idelma Quintano. “We are a new organization and I hope to build up the membership base and get more people involved. We have a newsletter coming out and a website,” he said.
Rabbi Jeffrey Salkin joins Temple Solel Rabbi Jeffrey Salkin is the new Senior Rabbi at Temple Solel in Hollywood. He will lead his first service on August 1. From Temple Beth Am in Bayonne, New Jersey, he is a well-known expert on Judaica and is known as an activist for Jewish ideas by his colleagues and followers. Rabbi Salkin has written articles that have appeared in The Washington Post, The Wall Journal and Readers Digest. Tomas Sanchez named new Hollywood Police Chief Tomas Sanchez was recently appointed to the position of Hollywood Police Chief of the by Dr. Wazir Ishmael. Sanchez had been TOP serving as interim police chief. Sanchez joined the Hollywood Police Department in May 1988 as a Police Officer. He has worked his way through the ranks of Police Officer, Sergeant, Lieutenant, Captain, Major, Assistant Chief, and his most recent position of Interim Police Chief. Sanchez has extensive experience leading numerous divisions and sections of the Police Department. Throughout his career, Chief Sanchez has received many honorable commendations from

Or maybe you’re curious about who keeps the buses and libraries running, who gets rid of mosquitos in your back yard, which agency measures the quality of the air you breathe, and which one maintains our beaches. What about money generated by the Airport, the Port and the Convention &
Visitors Bureau. Where does that money go? And what happens if there’s a hurricane heading for Broward? Who’s in charge of making sure Broward residents, business owners and visitors have the very latest information and can be directed to the help they may need?

The goal of the Broward County Academy is to educate participants on these issues and so many more. Broward County Academy is an eight-week interactive program where residents will learn how County government delivers services to enhance and promote the quality of life for residents, businesses and visitors. The goal of the program is to raise public awareness about County programs and services, and to increase community involvement and participation in local government. To be eligible for the Broward County Academy, applicants must be at least 18 years of age, reside in Broward County, have valid photo ID and provide driver’s license number. Interested applicants must also agree to background check and security screenings. Acceptance will be granted on a first come, first served basis and will be limited to only 30 students. There is no registration fee or cost to participants. Deadline for applications is August 10, 2015. Sessions will be held every Thursday evening for eight weeks and will culminate with a graduation ceremony. Participants must attend all sessions and be an active participant to graduate. Each session will last three hours, starting at 6 p.m. and ending at 9PM. Interactive sessions will offer a mix of lectures, presentations and tours. The Academy will begin on September 24, 2015 and end with the Graduation Ceremony on November 12, 2015. The curriculum will highlight the Airport, Port, Human Services, Emergency Management, Water and Wastewater, Cultural, Libraries, Parks, Community Wellness, Convention & Visitors Bureau, Enterprise Technology Services, Animal Care, Transit and several other Agencies. The Broward Academy will give participants a better understanding of what Broward County Government is, who it serves, how it serves residents, and what it does to improve the quality of life for all who live, work, and play here. The following are the agreement terms for Sponsor, Vendor or Exhibitor space at The South Florida Culture & Heritage Festival. As a Sponsor, Vendor or Exhibitor, your acceptance of these terms shall constitute a binding agreement. It is agreed that each Sponsor, Vendor or Exhibitor will abide by all terms listed in this agreement. 1. SFLICHF: The word “SFLICHF” as used herein shall mean the South Florida Italian Culture & Heritage Festival, their officers, agents and any employees acting for it, in the management of this event. 2. Eligible Sponsors, Vendors or Exhibitors: The SFLICHF reserves the right to determine whether any company or product is eligible under the standards for inclusion in the festival. 3. Eligible Products: All products and services to be sold, offered or referred to during the SFLICHF Must be included on the Reservation Form. SFLICHF reserves the right to exclude the sale of any product based on overall show presentation, or that are in conflict with exclusive contracts held by SFLICHF with other Vendors. Vendors will be notified in advance of any such exclusions and have the right at the time of the application to determine if they still want to participate. 4. Admission: Non-Gated event. 5. Limitation of Liability: The Vendor agrees to make no claim for any reason whatsoever, including negligence, against SFLICHF, its members, agents, employees or the owners of the Festival premises for the loss, theft, damage or destruction of property or for any injury to Vendor or its employees while in the Festival quarters. 6. Booth Information: All Vendors materials must be kept inside their tent space, and the sidewalks and streets must be kept free of materials. Distribution of samples and literature is strictly limited to the confines of the Vendor’s booth. Also, voice and/or music amplification must be kept to a sufficiently low volume so as not to disturb other vendors or attendees. Vendors agree to conduct themselves in a respectful, cooperative manner appropriate to the integrity of the attendees, fellow vendors and the show management staff. 6 A: Vendor requests the following tent dimensions: _________x _________feet. Vendor will pay SFLICHF a rental fee of $____________ for the booth space. Such space will only be provided during the date and hours that the Festival is in operation. 7. Booth Assignments: SFLICHF Staff will assign booth locations to Vendors. Consideration will be given to special needs, however we will assign according to the best interest of the show. 8. Insurance: Insurance is the responsibility of the Vendors and is recommended. SFLICHF is not responsible for the replacement of lost or stolen goods. Vendors are responsible for obtaining their own general liability insurance for the show, including set-up and tear-down. Vendors will indemnify SFLICHF for claims/suits arising between Vendors and attendees regarding exhibit rental. 9.Event Location: ArtsPark at Young Circle in Downtown Hollywood, Fl. 33020 10. Set-Up Hours: Sunday October 11, 2015, 9am.-8pm. * All booths must be staffed throughout the festival, and be staffed at 11:30 am. * Dismantling will begin at 8 pm. 11. Subleasing: Vendors may NOT sublet their spaces, or any part thereof. 12. Fire and Safety Laws: All Federal, State and city regulations pertaining to fire and safety must be adhered to. NO OPEN FLAMES, LIT CANDLES OR BURING OF INCENCE WILL BE ALLOWED. All electrical cords must be grounded and be UL approved. 13. Payment: Sponsors, vendors and Exhibitors must include all fees with registration form. 14. Cancellation Policy: There are no refunds for cancellation and for cancellation due to rain or acts of God. 15. Compliance with Laws/Standards. Vendors are responsible for meeting all City, State resale-licensing agreements. Vendor is responsible for collecting Florida Sales Tax and paying such tax to the State of Florida. SFLICHF assumes no responsibility for any tax liability incurred by Vendor from the sale of any goods at the Festival. Vendor further agrees to indemnify and hold harmless SFLICHF from any tax liability Vendor may incur from the sale of any goods at the Festival.

Pollinator gardens installed to slow decline of Monarch butterfly population

A group of volunteers with the Brighter Future Foundation recently installed a pollinator garden at the South Florida Wildlife Care Center with the goal is to plant 100 pollinator gardens throughout Broward County as part of the celebration of Broward County’s 100th anniversary. An important goal of this project is prevent the decline of the Monarch butterfly and other pollinator populations. In Hollywood, the Foundation has planted pollinator gardens at the Hollywood Women’s Club, the Kay Gaither Community Center and McNicol Middle School. “We are planting 15 out of 100 of these gardens,” said Stephanie Montalvo, executive director of the Brighter Future Foundation. “The gardens provide nectar, larval food, water and shelter for pollinators.”
The Foundation received a grant from the Broward Centennial Habitat Gardens Project. Organizations that contributed to this grant include NatureScape Broward, the Youth Environmental Alliance and the Natural Wildlife Foundation.

MEMORIAL REGIONAL HOSPITAL 1ST IN SOUTH FLORIDA TO USE AIRO MOBILE INTRAOPERATIVE CT
Real-time images aid surgery decisions, patient recovery The latest advancement in computed tomography (CT) technology is changing the way specialists at Memorial Regional Hospital perform surgery, leading to better outcomes for both doctors and patients. The hospital is the first in South Florida to utilize the Airo® Mobile Intraoperative CT, a mobile imaging system whose visuals are a significant improvement over the fluoroscopy x-rays commonly used during surgery. The new technology produces 3D patient images that provide real-time feedback on how procedures are progressing and are easily merged with pre-operative scans, aiding the decision-making process of operating room professionals. “It’s a clearer picture in real time that enables us to use significantly less radiation,” said Dr. Christopher DeMassi, a neurosurgeon in the Memorial Healthcare
System that was among the first to utilize the new technology. “The improved view leads to more accurate instrument placement, quicker procedures, and easier recovery Dr. Christopher for patients. In DeMassi complex cases, it means we’re able to operate on those whose poor anatomy would have otherwise made them an extreme risk.” To date, the Airo CT at Memorial Regional has primarily been used for spine procedures but Dr. DeMassi feels it could also be positioned to be effective during cranial surgery, including deep brain stimulation. Brainlab, the company that manufactures the equipment, says its mobility “helps expand the use of intraoperative imaging . . . including neurosurgery, orthopedic and trauma surgery.” “I’m thankful to be operating in a place that understands the value of medical technology and has a real commitment to being the best,” said DeMassi.
