Schools Parents work feverishly for new elementary and to move kindergarteners back to HCE In recent months, much progress has been made in relieving the overcrowding at Hollywood Central and other southeast Broward elementary schools. Through the combined efforts of PATTY TURNER parent volunteers, SCHOOLS Hollywood City officials and the Broward County School Board, a new elementary school will be built at Lincoln Park area to relieve not only Hollywood Central overcrowding, but also Oakridge, Dania, Hallandale, Colbert and Hollywood Hills. Building the school will be approximately a two-to-three year process. The acquisition of the existing residential properties has begun with appraisals and offers to homeowners expected by March 1. This location was chosen for a variety of reasons, with the number one reason being its central location within the area of all these above-mentioned crowded schools. The City of Hollywood has stepped up to the plate by agreeing to a “joint use” venture of Lincoln Park with the

County School Board. In addition, they have been holding a series of community meetings to inform the residents (both homeowners and renters) that will be displaced about all the available options. Until the new facility is open, more immediate overcrowding relief is needed. The Hollywood Central Elementary (HCE) kindergarten is currently being housed at Dania Elementary in Dania Beach. Our active parental community has been trying to make sure next school year that the kindergarten is brought back to the HCE campus. The HCE school parental community recommended several boundary changes in order to return our kindergarten to the Hollywood Central campus and recently the School Board tentatively moved forward with a boundary proposal to move over 100 children to Colbert Elementary, along with returning the kindergarten campus to HCE. Remember, it’s our community and our tax dollars that pay for our public schools. We have every right to demand high-quality, public education for our children in our own community, but positive changes require input from the community!

Starting Place celebrates 35 years in the community, plans for expansion The Starting Place, Inc., at 2057 Coolidge Street in Hollywood, is a nonprofit, Department of Children and Families-licensed facility that provides therapeutic, prevention and intervention services as well as rehabilitative and educational counseling to those affected by substance abuse and other behavioral health issues so that they may lead productive drug-free lives. The organization was established in 1970 by a group of volunteers as a teen rap center to address a growing drug problem among Broward County’s youth. The Starting
Place, Inc., which has been under the leadership of Sheldon Shaffer since 1970, has expanded from a volunteer agency to an organization providing a broad range of services by a professional staff. This fall, the Starting Place will celebrate its 35th anniversary and has announced plans for expansion. Associate Director Mark Casale comments, “The Starting Place is a cooperative community program that rehabilitates the patient and his or her family for long-term health. Through our sponsors, grants, and fund raiser
programs, we can care for the family and assist the communities in which they live.” The new expansion program includes a new building located west of the current location in order to provide outpatient and assessment services to make it easier for those who live in the western part of the county. “We’ve been working around the clock to secure grants, donations, and sponsorships to reach our goal. We are just simply tapped out with our resources and, after years, desperately
need to expand,” said Casale. “A capital fundraising campaign will continue until all funds are secured for the $1 million expansion project.” Fund raising activities include the annual movie benefit program with AMC theaters on Friday, April 23 as well as direct marketing to donors and municipalities. Downtown calendar full for March Residents and visitors alike can enjoy all the exciting things to do in downtown Hollywood this March. The Downtown Hollywood Community Redevelopment Agency has a complete line-up of great events to make this month the most exciting of 2004. The popular Design & Wine series, with patrons enjoying samples of delectable wines while shopping at unique Hollywood stores, will take place on Wednesday, March 24 6 p.m. to 9 p.m. Starting at Now Art Café & Blue Martini Bar, 1820 S. Hollywood Circle, participants purchase handpainted wine glasses for $12 each and then receive a map of the stores where wine is available, compliments of Southern Wine & Spirits. Participants then have the opportunity to stroll through downtown, enjoying fine wines and superior shopping. March’s Design and Wine event will feature Downtown Hollywood’s unique art and gifts stores. On Saturday, March 27, begin at the Downtown Hollywood Neighborhood
Green Market and Antiques & Collectibles Show. LIFE INSURANCE AS A GIFT There are many financial and estate planning benefits to gifting away life insurance policies, some of these advantages include: 1. Life insurance gifts incur a gift tax on only the lifetime value of the policy, while serving to remove the death benefit from the insured's gross estate. 2. If the donee pays the premiums (or a portion thereof), it increases the donor's spendable income. 3. By transferring life insurance, there is a greater piece of mind (although no guarantee) that the donee will not surrender the policy, since it's worth so much more by holding onto it until the donor's death. 4. Giving life insurance creates instant liquidity to help replace wealth lost to expenses. 5. Giving life insurance provides income tax free cash at the donor's death. There are however, some important items to keep in mind when giving life insurance. First, the donee must have an "insurable interest" in the donor. Second, the donor must survive the gift by at least three years, or the proceeds will be includable in his/her gross estate. Third, the donor must give up ALL rights to the policy. Finally, the gift is valued at the cost to replace the policy with an identical policy at the time of the gift, not merely the cash value. Although gifts of life insurance are subject to federal gift taxes, these can be reduced or eliminated in a couple of ways. First, the gift will qualify for the annual gift tax exclusion ($11,000) which can be expanded (to $22,000) if the donor's spouse elects to act as if the
gift was made one-half by each of them. By giving the policy to a spouse or to a public or private charity, the gift can usually qualify for the gift tax marital or charitable deduction, respectively. The most important advantage of giving life insurance is the wealth-transferring benefits. Life insurance has a very low present value compared to its estate tax value. Therefore, by giving the policy (and living three years) the donor can reduce his gross estate by an amount substantially larger than the amount of the taxable gift. Let's look at an example. Fred owns a $500,000 insurance policy on his life. His daughter Pebbles is the named beneficiary. His annual premium is $2,300 per year. Fred has over $4 million of other assets, all of which will be left to Pebbles at his death in 2003. If Fred retains the ownership of this life insurance policy until his death, his estate will be in the 50 percent estate tax bracket and it will owe $250,000 of estate taxes on the life insurance proceeds. If Fred gives the policy to Pebbles now, on the other hand, and lives three more years, he will remove the future value of the policy from his gross estate and increase the amount that Pebbles will receive by $250,000. Of course, this brief article is no substitute for a careful consideration of all of the advantages and disadvantages of this matter in light of your unique personal circumstances. Before implementing any significant tax or financial planning strategy, contact your financial planner, attorney or tax advisor as appropriate or you may contact my office for a free consultation.

What To Eat Where
Finding good food at local pari-mutuels is no gamble Bet on fun & fare at Gulfstream Race Track, Hollywood Greyhound Track, and Dania Jai-Alai They say March comes in like a lion and out like a lamb. If that's true, my advice is: beware the Ides (March 15) and listen to the Leprechaun when everything goes LAURA BURDICK green a couple of days SHERMAN DINING COLUMN later. Speaking of green, try to earn some extra greenbacks by heading out to a trifecta of local gambling eateries just as I did. Unlucky at bets, but lucky at dining, I picked all the wrong numbers, but right on the food. The Royal Palm restaurant at GulfStream Park turned out to be a great pick. The dining room is a class act, white linen tablecloths, and I felt more like a have than a have not, despite my two buck losing exacta. Outside, there's the Royal Palm Terrace with the same menu but allows smoking. Feature plates are a bit pricey but the ambiance is so upscale for lunch, you probably won't care. Those who like a light flavor will be pleased with their classic Caesar Salad with Shaved Reggiano and Homemade Crouton ($8). The Seared Boneless Rack of Lamb in Natural Lamb Jus with Mascapone Polenta ($24) was very good. My husband devoured the almond crusted Florida flounder with Jasmine rice cake and lemon thyme butter ($20). There are a number of interesting grazing plates that looked good including the Thai lettuce wraps ($14), and the house smoked breast of duck with dried cherry compote with a pomegranate glaze ($16). Those who want to spend less can enjoy a roast beef and argula wrap ($13) or a hamburger on a kaiser roll ($11). Looking around, I saw the fresh tropical fruit plate and mango sorbet ($13) on nearly everyone’s table so we ordered it. The fruit was very fresh and juicy. The Turf Club is a small, private, join only restaurant with roughly the same menu but you can try it for a day for $10. The Roof Top restaurant offers a 360degree outdoor view with a Floribbean cuisine. . TV’s on all the tables giving you a chance to bet on nearly every track you can think of. Roaming tellers come around to take your bet or if you prefer, you can go to a betting window, or try the self-betting machines. A full bar is available along with champagne, white and red wines are for sale to celebrate or

drown your sorrows ($5.75 - $12). Hollywood Greyhound Track has always held a special place in my heart and The Greyhound Dining Room in The Clubhouse (third floor) is a lot of fun. Shorts and casual attire are okay but tank tops are out. The New York strip steak ($14.95) was very tasty. Order it slightly rare to medium rare. Next time I’ll probably order the T-Bone with fried onions ($15.95) because that’s my preferred cut and it looked great. Try the very good grilled yellow tuna steak ($12.95). There's also a sautéed chicken breast francaise ($13.95), blackened dolphin filet ($12.95), and plenty of other dishes that sounded interesting and are extremely reasonably priced. Drinks are a bargain with wine splits for $3 a pop, if you don’t want a whole bottle ($10$16). Order the yellow rice. Saturday and Sunday feature a prime rib dinner for $12.95 that is said to pack them in. Regardless of when you come, you have a great view of the dogs either down below or on the table TV screen and you can bet Greyhound, Harness racing, or whatever at the sell-cash counter just a few feet away. A complimentary program comes with your dinner. A Piano Bar (Top of the Track) will be open by the time you read this and they’ll offer drinks, a dance floor, and some snacks (maybe). The Dog House Sports Bar offers no view of the dogs but features simulcast of any sporting event you can think of and serves many of the same entrees as the Greyhound Dining Room for a buck less along with a few sportier dishes like Buffalo Wings, meatloaf and Philly Cheese steak sandwiches under $10. Chef Ken Smaltz made dinner at The Clubhouse Restaurant at Dania JaiAlai a winner. The place is a class act with its dim lights, a dining/cocktail lounge atmosphere, no shorts and shirts with collar atmosphere. Again, you can watch Harness or Thoroughbred racing throughout the world on your tableside TVs. Betting messengers circulate to take bets but there’s a live teller steps away or you can use automated tellers. The food was exceptional, starting with the Buffalo shrimp appetizer ($7.95) laced in batter and placed in a tangy hot wing sauce. Sauce is the same for the Buffalo wings ($5.95) that came with very chunky blue cheese. The menu lists exotic sounding specials like “Hamburger Soup.”

Baked French onion soup ($3.95) was primo. The Caesar salad ($4.95) had a mixture of greens; grade A homemade dressing with shaved picarino cheese which can replace the standard green included with your entrée for only a dollar. The prime rib of beef was sensational, slow roasted with au jus (8 oz. $15.95, 12 oz $19.95). Instead of the baked potato, I selected the sautéed mixed vegetables that were excellent. My daughter loved her chicken parmesan, lightly breaded and sautéed, with parmesan, mozzarella cheese and pasta. ($12.95) There are plenty of sides for $1.50 to please younger kids. (They must stay with an adult in the dining room). The fresh baked Apple Pie ala Mode with cinnamon ice cream was equally delicious. This is a fun place with a terrific menu so even if Jai Alai isn't your thing, the restaurant is a real pick! Thanks for the read, check out my new photo and see you next Month with Spring picks.

Oceanic murals, stainless steel and terracotta floors offer a sleek, modern edge to the nautical-inspired décor. The restaurant is surrounded by eight tvs and a 107–inch projection widescreen offering sports enthusiasts a total sports package. The restaurant/bar has a smoker friendly patio with alfresco dining and built-in high-pressure water mister to cool the patio on those hot Florida days. At the helm of the kitchen is Executive Chef/Owner Kevin Walker,
whose studied at Cordon Bleu University, Paris and stints at The Four Seasons, Lago Mar Resort and Lauderdale Yacht Club have earned him rave accolades from Food Arts and Bon Appetit magazines. The menu specializes in “Gourmet raw bar and Floribbean infusion cuisine.” One of Harpoon Harry’s specialties is Pan seared Black Grouper topped with lump crab and shrimp over roasted garlic smash potatoes finished with a Ponchatrain sauce consisting of a Lobstercognac parmesan cream with a hint of cayenne pepper and toasted almond crumb. Assistant city manager talks about Sox and the city Q. Do you plan on ever running for office? A. Anything is possible!
MESSAGE FROM THE EDITOR Rick Lemack has moved up the ladder of public administration fast and furiously. At only age 45, the Boston native has already held the position of assistant police chief at the Hollywood Police Department and is now one of City Manager Cameron Benson’s wing men in city hall. He serves on countless not-for-profit boards and personifies the concept of public service and “giving back to the community.” Currently overseeing the development of the multi-million dollar ArtsPark to be based at Young Circle Park, Lemack is widely known for his charismatic and friendly nature and for his team oriented management philosophies. The big question is what is next for Rick Lemack. Hollywood Gazette is pleased to introduce Assistant City Manager Rick Lemack as the March 2004 edition’s Face-to-Face Profile.
Q. What is your favorite part of your job? A. Being in a position to influence direction and make a positive difference in the community. I thoroughly enjoy transforming complex issues into successful outcomes. I take pleasure in the daily interaction with such a diverse range of people.
Q. What are the most significant challenges Hollywood is currently facing? A. The obvious answer is the ability to sustain revenue growth at a pace greater than expenses. This along with long range fiscal analysis is a planning guide that will evaluate escalating costs. However, other than financially, I agree with the City Manager that the long term fiscal factor is economic development and internally is our commitment to enhancing customer service.
Q. Please briefly explain your position and responsibilities as Hollywood’s Assistant City Manager. A. As part of City Manager Cameron Benson’s original reorganization he restructured city departments into two divisions, Operations and Administration. I am assigned to Operations which oversees seven city Departments and Offices. Additionally, I am responsible for assisting the City Manager with the day-to-day operations of the City. I develop operational policies, coordinating special projects and representing the City at local, regional, state and federal meetings. Furthermore, I am expected to develop and implement plans and programs which focus on achieving the goals outlined in the City Manager’s Strategic Plan. This Plan places an emphasis on customer service, fiscal responsibility, employee development, economic growth and neighborhood revitalization.
Q. What is your proudest accomplishment? A. My two daughters, Lauren and Brittany. Q. As a die hard Red Sox fan, how do you feel about the Boston Red Sox losing A-Rod to their hated rivals the New York Yankees? A. Sports fans in Boston are serious and it’s fun to watch. The Red Sox have a wonderful team and have made great acquisitions in the off-season and have better pitching than the Yankees. This leads to the point that even with A-Rod, a winning team must still have good pitching and the Yankees won’t have Clemens, Pettitte and Wells. The Yankees are good but certainly not invincible. The Marlins demonstrated last year that money doesn’t’ guarantee a championship and that having heart is priceless.
Q. You have a Master’s in Criminal Justice and Q. Do you think the Boston Red Sox will ever win Q. What is the best thing coming around the cornow you have returned to St. Thomas University studying for a second Master’s in Public Management. What do you hope to gain from this course of study? A. As an Assistant City Manager, it is a great opportunity to expand my knowledge in the field of Public Management. Formal education affords me the opportunity to network and stay abreast of local trends and business philosophies. I also believe that education never ceases and it is incumbent for leaders to continue to evolve and avoid stagnation.

Family tradition returns to Hollywood funeral home At a time when corporate giants are gobbling up funeral home businesses and operating them from afar, the new ownership of Fred Hunter’s Funeral Homes is bucking that national trend. Brothers Chip and Kevin Quinn, along with Chip’s son, Ryan, have taken over the venerable Hollywoodbased operation of Fred Hunter’s and have vowed to maintain the longestablished tradition of service to family in their time of need. “It’s all about families serving families,” said Kevin Quinn, 47, president of the firm that in January assumed ownership of Fred Hunter’s. “Essentially, we’re bringing Fred Hunter’s back to being a family business, to serve the people of the community, regardless of faith or denomination.” Chip Quinn, 51, the firm’s vice president, added, “Fred Hunter’s has long had a reputation for focusing on family service, and that is what we strived for and was our success in New Jersey – and it is what we are focusing upon here.”

In New Jersey, the Quinn brothers were the third generation in a family funeral home business that dates back to founding by their grandfather, John J. Quinn Sr., in 1914. They sold that business, Quinn Funeral Services, in 1997 and entered the consulting field. It was in that capacity that they were introduced to the Hollywoodbased operation of Fred Hunter’s. business in Detroit. His son, Fred Hunter Sr., grew the Hollywood operation and was an active member of the local business and civic community until his death in 1966. In the 1990s, the South Florida locations, including two in Hollywood and one each in Fort Lauderdale, Davie and Miramar, came under ownership of Erlanger, Ky.-based Prime Succession Inc., which suffered through some operational difficulties and eventually decided to sell the properties. The Quinns have plans not only to maintain a family service orientation but also to enhance the facilities. At the 70-acre main site just west of Florida’s Turnpike off Taft Street, a new mausoleum is planned, to serve the increasing number of families who are choosing that option over interment. At the Miramar location, where the focus had been on cremations, the

Chip and Kevin Quinn both are licensed funeral directors and have been for 30 and 25 years, respectively, as well as certified funeral service practitioners. Kevin Quinn also served on the New Jersey State Board of Mortuary Science. Chip’s son, Ryan, 23, who lives in Fort Lauderdale, graduated last May from Fairfield (Conn.) University with a double major in marketing and information systems and is applying that knowledge to the Fred Hunter’s operation. “I learned a lot in college, but I’ve learned the most from my family, growing up in this business and knowing just how important families are,” Ryan Quinn said. “Our family is here to serve families. It’s that simple.”

downtown and beach areas are going ahead with their special plans – even without the parade. “We are very disappointed,” said Colin Brown, bar manager at Kelly’s, where plans include live music. “It makes the thing fall a bit flat because there is no parade.” Just west of Kelly’s on Harrison Street, Shamrock’s is being joined by other downtown businesses in sponsoring an Irish-themed block party, replete with live Irish music, in the 1900 block of Harrison Street on Sunday, March 14, from 4 to 9 p.m., according to Roguey Doyle, special events supervisor for the Hollywood Department of Parks, Recreation and Cultural Arts. Doyle said she is sad there will be no St. Patrick’s Day parade in Hollywood this year. “Unfortunately, this is my favorite event, being a Doyle and all,” Doyle said of the parade. In addition to her city role, Doyle was a member of the Hibernians group until resigning recently. Doyle pointed to conflict in the organization, as did Mike Saffran,
treasurer of Hibernians of Hollywood and one of the members of the Hollywood police force who initiated the parade tradition. Saffran said the Hibernian group has more than half the $20,000 it takes to put on the parade, including costs for bands, security, portable toilets and insurance coverage. The organization gets its money through parade day concession sales plus an annual golf tournament and smaller fundraising functions. “Hopefully, we can come back next year and do it again,”Saffran said. Ten days after St. Patrick’s Day, on Saturday, March 27, the Hollywood-based Irish American Ceili Club is to put on a reservationsonly dinner dance at American Legion Post 92. The Black Diamond Band with Marty McAndrew and the Harling Irish Dance Academy are to perform, and ham and cabbage is to be served for dinner. “Actually ham and cabbage is the tradition of Ireland, not corned beef,” according to Maureen Carberry, vice president of the 33-year-old, 150member club that bears the name of “ceili,” pronounced “KAY-lee,” meaning “social gathering.”

says, “instead of going to preschool or daycare everyday, the children can socialize and play with older or younger children.” The mothers are the driving force behind the organization, adds Franco, who is also treasurer for the West chapter. “Everything is done by the moms,” she said. “You can volunteer or host an event whenever you want. Some may or may not cost anything, but it is entirely up to the members whether or not to go.” Other MOMS activities include mom’snight-out where members can enjoy a movie, or they can plan special outings at the monthly meetings like going to the fire station. “We recently went to the new fire station off of Stirling Road and it was a lot of fun. Kids got to see fire trucks and learn fire safety. It was excellent,” said Luz Nicollette, president of the 32-member West Hollywood chapter and mother of four.

Some parting thoughts from a Hollywood ‘kvetch’
HERB SIEGEL CONTRIBUTING COLUMNIST
Dear Gazette Readers, This will be my final column in the Gazette for some time because I will soon be moving away for a while. But right now I am here, so I'll share with you some parting thoughts:
--Since the Democratic presidential primary occurs on the same Tuesday as the election of the city commissioners, past voting history has indicated that the turnout should be very high.However,without the influence of some external state or national election, our voter turnout is very poor. Hollywood’s citizens must become more involved in the affairs of our local governance. I hope that concerned residents will come forward to remedy this situation through activism.The place to begin is by joining the civic association of your district,or by starting a new organization for this specific purpose. --Regardless of who the Mayor is or who the City Commissioners are, I strongly recommend to them and to all Hollywood voters to learn about the platform of the Center for Voting and
Democracy (CVD), a nonpartisan, nonprofit organization dedicated to structuring political campaigns that are fair to both the voters and the candidates. To learn about CVD, visit: www.fairvote.org. CVD is headed by John Anderson, independent candidate for President in 1980 who garnered some 6 million votes. I had the opportunity two years ago of spending some private time with John, a highly respected man in the history of American politics. He may still be teaching at Nova Southeastern University; if so, I urge that he be contacted and invited to speak here about CVD; implementing its principles would bring Hollywood into the 21st century of positive “for all the people” campaign reforms. --Carry on with citizens’ Town Hall Meetings. I recall that the late and former Commissioner John Coleman had a big hand in organizing a successful one not that long ago.It would certainly be a nice tribute to his memory to continue a truly “vox populi” event. But with this caveat: Plan a date that does not conflict with a City Commission meeting. --There are many more suggestions I could mention, but due to space limitations I'll close with this one: Have a
Farewell for now to Gazette columnist On behalf of the publisher and the whole staff at Hollywood Gazette, I bid farewell to our friend and columnist Herb Siegel. Mr. Siegel has been MEREDITH BROWN contributing to the MANAGING EDITOR Gazette since the paper’s inception in 2001. With strong opinions about minority representation in City Hall and an uncanny ability to see both sides, Mr. Siegel has hit on some hard issues in his monthly columns as well as occasionally providing all of us a little

inspiration and humor with some of his more light hearted and satirical columns. He is a well-read and worldly wordsmith who sees Hollywood for its existing richness but also sees far into the future often citing Hollywood’s potential. He always writes on timely issues and offers insight into current events and the human condition. As an editor, I have to recognize Mr. Siegel’s diligence in always meeting deadline and always filling our opinion page with timely and thought provoking material. With deep thanks for his contribution and support of Hollywood Gazette, we bid you farewell Mr. Siegel and only hope you will return soon.

The truth about cooking oil

I think it’s time we found out what’s in the oil that we buy in the supermarket. I’m referring to refined, processed oils (such as soy, sunflower, canola, Mazola, safflower, etc.). Let’s take a tour
of an oil refinery. First step is extraction. This removes all but 15-20 percent of the oil in the “seed cake.” The next step is using a chemical solvent to get the remaining oil. Then the solvent is removed from the oil at a temperature of about 300º F. Didn’t we learn that heated oils become rancid? That’s right! So now, the manufacturers have another problem on their hand: they are left with a dark, rancid, tasteless oil. What do they do? Go to the next stages of degumming and refining (degumming removes phospholipids, including lecithin, iron, copper, calcium and magnesium). In order to refine the oil they use the base sodium hydroxide (a base is the opposite of acid. Sodium hydroxide is what they

use in ‘Drano’). If they were to leave the oil as it is, nobody would want it. Now, they have to bleach the oil. A certain clay-like substance is used, and it bonds with the colored particles. Then heat is used to get rid of the particles. This process removes the beta-carotene. The temperature used is 230 º F, the threshold at which fatty acids begin to become altered. By now I am sure that you are perplexed and are asking yourself: so, what do we use instead? There are many products that one can buy in health food stores and even in supermarkets: extra virgin olive oil, expeller pressed canola oil, cold pressed sesame oil, and cold pressed sunflower oil (a good source is the Spectrum brand name), to name a few. An additional source of cooking fat is ghee, which is clarified butter. During the clarifying process, all the milk protein is removed, and what’s left is pure butter oil. Because the smoke point is raised to almost 375ºF, ghee is practical for a variety of sautéing and frying uses. Ghee is mainly used in Indian cuisine.
