New southbound exit at Ft. Lauderdale/Hollywood airport causes significant slow downs near intersection at U.S. 1 and Griffin Road

BY WILLIAM HLADKY, FLORIDABULLDOG.ORG The new southbound exit ramp out of the Fort Lauderdale/Hollywood International Airport funnels vehicles to an intersection so congested it is rated near the bottom for traffic flow, according to a study commissioned by state transportation officials. The intersection is at U.S. Highway 1 and Griffin Road. The conclusion is from an exit ramp assessment prepared for the Florida Department of Transportation by KimleyHorn Associates at a cost of almost $87,000. Kimley-Horn is a national firm headquartered in North Carolina with offices in South Florida. Shortly after the assessment was released, the Broward County Aviation Department emphasized in a September slide presentation to county commissioners that Kimley-Horn supported its position that the new exit ramp was the best of four options considered by the county. What the aviation department didn’t include in its presentation was Kimley-Horn’s finding that the intersection at U.S. 1 and Griffin Road would operate at a poor “level of service” on opening day, with projected growth later causing it to get permanently worse. The Highway Capacity Manual, published by the Transportation Research Board of the National Academy of Sciences, grades highway levels of service from A to F, said Adam Kerr, the report’s co-author. A service level of “E” is next to the bottom of the scale. It is characterized by unstable, irregular and slow traffic flow with no usable gaps to maneuver in traffic. Traffic incidents create serious delays and leave drivers with a poor level of comfort. An “F” service level means motorists will move in lockstep, with frequent slowing, unpredictable travel time and constant traffic jams. THE WAY SOUTH Traffic leaving the airport today enters a three-lane bridge that veers left and north toward Interstate 595 and to northbound U.S. 1. To go south, a vehicle must make a hard right onto a one-lane exit ramp as the bridge curves left. The exit ramp, which opened last month, funnels traffic southbound onto an improved NE 7 Ave, with a single lane that eventually curves westbound onto Northeast 10th Street to U.S. 1 where a traffic light controls when vehicles can turn south or cross to Griffin Road. Broward County Mayor Tim Ryan will hold public meeting about the airport expansion project at 6 p.m. Wednesday, Feb. 18, at the Greater Fort Lauderdale/Broward County Convention Center, 1950 Eisenhower Blvd. The meeting will address the southbound ramp and other concerns of residents. Ryan has experienced airport area slow downs first hand, especially during rush hours, when he takes U.S. 1 south to go home. He said he has to wait through several traffic light cycles, or between six to eight minutes,

before he can make it through the congested intersection. FDOT did not design or build the exit ramp. County contractors built it as part of the Broward Aviation Department’s ongoing $800-million airport expansion program. FDOT District Director James Wolfe said in a July 2014 email to then state Rep. Joseph Gibbons, D-Hallandale Beach, that his

department “did not review and approve the design…since the ramp is located outside the department’s right-of-way.” State Sen. Eleanor Sobel, D-Hollywood, asked FDOT to conduct an independent study into whether the ramp was the safest and best option. Sobel made the request amid public protests last year over the elimination of the old more direct southbound ramp that was torn

down to make way for the extended runway. She could not be reached for comment. Former Rep. Gibbons, a critic of the new southbound exit ramp, told FloridaBulldog.org, “How do you start out with a brand new road which is a failure from the start…There could be a more direct route.”

National Flag Football is beginning an eight week flag football league at Brian Piccolo Park on Sunday afternoons beginning on March 15. In addition, National Flag Football announced a donation of $20,000 worth of flag football equipment to 100 elementary schools in Palm Beach and Broward counties. Each school is also receiving a curriculum guide to help physical education teachers incorporate flag football activities into their program. They include increasing the number of exit ramp lanes to two, reducing the exit ramp’s “departure angle” from the bridge, diverting ramp traffic away from NE 7 Ave. to its own roadway, increasing the number of southbound turn lanes at the U.S. 1-Griffin Road intersection from two to three, and building a flyover at or near Griffin Road to allow airport traffic to bypass the intersection. The report notes that even if a third left turn lane is added, “the overall intersection will still operate” at a level of service of “F.” Aviation department spokesman Greg Meyer, noting that level of service ratings applies to the intersection and not the ramp, took issue with the report’s suggestion that adding another lane to the exit ramp lane would improve traffic flow. “We don’t have a need for two lanes at this time,” he added. A 2011 aviation department study recommended the ramp be widened to two lanes when the number of passengers boarding aircraft at the airport reaches 17.3 million. The Federal Aviation Administration said the number of passengers boarding aircraft in 2014 was 12.3 million and won’t reach 17 million until 2029 or 2030. Meyer pointed out the aviation department has installed 32 concrete light poles and is now upgrading signage along the southbound exit route. He said the opening of the southbound ramp was accelerated at the urging of local residents and towns. Between the day the old ramp was torn down and the new ramp was opened, southbound drivers had to travel north on U.S. 1, make a U-turn and then head south on the highway and through the Griffin Road intersection. The U-turn option still exists. Meyer said the aviation department has entered into an agreement with FDOT to study ways to improve the intersection. The two governmental entities are splitting the $250,000 cost of the study. Mayor Ryan said many of the report’s suggestions to improve the intersection’s traffic flow would face obstacles to implement. “If there is anything I could criticize, (not having two lanes on the ramp) would be the most obvious,” he said, adding that the new southbound ramp “doesn’t look like the best way to go in the long term.”

We want children to enjoy

football at a young age. We will teach the basics of throwing, catching, running routes and flag pulling,” said Meram. The Broward School District is pleased with the donation. “Our physical educators found immediate uses for the National Flag Football equipment. They were anxious to try out the skills learned from flag football training and to incorporate the equipment into suggested lessons from our standards and research based curriculum,” said Charmain Sutherland, PEP Grant Facilitator, Physical Education Broward County Schools. Football has always been a rough and tumble game. But with all the recent reports of concussions and other severe

injuries, a growing number of parents no longer want their children to play traditional football. And this has people who love football concerned. State Road A1A Turn Lane Project at Sheridan Street On Schedule for Mid-April Completion In order to improve the overall safety, functionality and traffic flow on Sheridan Street at the intersection of State Road A1A, the Florida Department of Transportation began work in the area on August 18, 2014. FDOT contractors completed the rehabilitation of the Intercostal Waterway bridge earlier this month. The bridge rehabilitation included applying a non-skid coating on the roadway surface to improve vehicle traction and safety. Crews also have installed the necessary signage, conducted asphalt milling and re-paving, applied striping and installed ADA compliant curbs, ramps and sidewalks. In late 2014 contractors stopped short of working on the intersection

of A1A and Sheridan Street after the discovery of utilities that were in conflict with two of the drill shafts locations. Crews have since cleared the utilities and work got underway to construct the two shafts in late January. Upon completion of the shafts, the contractor will erect all mast arms and pull the signalization cables. Once completed, the contractor will have the new signal working by the end of February. The entire project is scheduled for completion by mid-April. The Hollywood Gazette recently asked our readers on Facebook what restaurants in Hollywood they considered to be “dog friendly.” We received many responses, and I headed out to visit some of the suggested restaurants with possibly the best critic available - Bear, the adorable two year old Cavapoo! First, Bear and I went to J28 Sandwich Bar, located at 1854 North Young Circle Drive, to eat some sandwiches - actually, I was the only one eating, but J28 had a bowl of water out for Bear, so he was a happy camper! According to manager Carmen Spangaro, “Dogs are allowed outside, and service dogs are allowed inside,” since the philosophy of owner Javier Ron Don is that the whole family should enjoy the experience. “A dog is a part of the family, and we welcome the entire family,” said Spangaro. Bear and I then headed over to Menchie’s Frozen Yogurt, right next to J28 at 1866 North Young Circle Drive. Menchie’s also had a water bowl placed outside for all of their four legged visitors. While there is a sign stating that dogs must remain outside, it is for their own good. According to employee Mary Perez, “We do not allow pets inside because the ingredients are out, but they are welcome outside!” She added that she enjoys seeing everyone’s dogs that owners bring with them to get their froyo because the pups are always happy! To finish off our night, Bear and I set out for The Tipsy Boar Gastropub, located at 1906 Harrison Street, where Bear was welcome to sit right next to me as I ate outside. Employee Lemuel “Lem” Swain stated that many of their regulars enjoy bringing their dogs with them to eat, and that The Tipsy Boar is completely dog friendly. Bear got lots of love and attention the entire night, which he may have enjoyed more than getting to smell all sorts of delicious food! There are many ways that you can

make sure a restaurant is dog-friendly before you arrive. Websites such as dogfriendly.com give dog owners the guildines for each area when it comes to eating with their four legged friends, and other websites such as bringfido. com allow dog owners to see a list of dog friendly restaurants in any zip code. All of the restaurants Bear and I visited were truly dog friendly and shared the same idea - that when dogs are happy, their owners are too! Bear would also like to give every restaurant we visited four paws up! The Art and Culture Center of Hollywood was named 2-1-1 Broward’s “Non-Profit Organization of the Year – Arts” at the Fifth Annual Non-Profit Academy Awards presented on Feb. 13 at the Seminole Hard Rock Hotel & Casino. The Center was selected by an independent panel of judges from a group of finalists that included Business for the Arts of Broward and the Fort Lauderdale Children’s Theatre. In addition to winning this prestigious recognition, the Center received an “Oscar” and a $1,000 prize. According to the awards program, “The award celebrates an arts organization that has significantly contributed to the health and vibrancy of the larger community through arts programming.” “We are pleased to receive this recognition and prestigious award, which recognizes our contributions to the community,” said Art and Culture Center of Hollywood Executive Director Joy Satterlee. New Resource Available for Broward County Residents with Hearing Loss at No Cost State Nonprofit Brings Innovative Amplified Phone Technology to Florida to Help Millions with Hearing Loss For residents of Broward County who are among the three million Floridians with hearing loss, help has arrived. Florida Telecommunications Relay, Inc. (FTRI), the non-profit distributor of amplified telephones for people with hearing loss and speech challenges, is now offering an innovative new amplified telephone at no cost to local residents with hearing loss. Amplified phones serve as lifelines for people with hearing loss, keeping them connected and engaged to loved ones. FTRI is making the XLC3.4, developed by Clarity, available to residents for free. It is an easy-to-use cordless phone with talking Caller ID that 10

boosts incoming sounds up to 50 decibels. The XLC3.4 is designed to meet varying degrees of hearing loss—from moderate to severe. To obtain the phone, permanent Florida residents who are certified as having a hearing loss must complete an application found at www.ftri.org or call 1-800-222-3448. FTRI has more than 30 regional distribution centers throughout the state, including centers that serve Broward County. Hollywood Commission begins holding quarterly 'community meetings'

During a recent meeting, the commission agreed to have four meetings; once a quarter. Each meeting will take place in a different part of Hollywood and all residents would be encouraged to come. During the first half hour, there will be a meet and greet and residents will be encourage to fill out cards with questions. Residents will have the opportunity to ask questions about any problems they might be having with the city such as taxes, traffic, crime and other issues. “This will give residents a forum to talk about matter that concern them,” said Commissioner Peter Hernandez. He is a strong proponent of the quarterly meetings. The first Commission in the Community Open Forum at the Driftwood Community Center was successful. Hollywood residents appreciated the opportunity to speak to members of the commission and to the mayor and to have their undivided attention. It was standing room only crowd. The

meeting took place in District Five. Residents spoke on a wide variety of topics including the possibility of moving from septic tanks to sewer service. They made suggestions for a shuttle from West Hollywood to the Beach and asked questions about what is taking place on State Road Seven. Questions were raised about tree trimming services and about lighting. There were also concerns about the possible funding for the Meyerhoff Senior Center. One resident shared her story about her neighbor and how she was trying to get help from Code Enforcement. The City Attorney explained the role of Code Enforcement and some options she may have to deal directly with her neighbor. Vice Mayor Kevin Biederman was pleased that many residents attended the Forum. He believed it was a good opportunity for residents to speak about things they want to see in the near future. It was also an opportunity for homeowners to learn about the correct way to maintain their properties. He believed it was a good community event. The next meeting is scheduled for June 24th in District One. The location has not been determined.

FACE (French-American Culinary Experience) was one of 42 restaurants in the entire country and only four in Florida to be selected to participate in Goût de France/ Good France. “I am proud to represent French gastronomy in the USA and to represent Hollywood in the world,” said Executive Chef Michel Thomann, a native of France who opened FACE with his wife Kimy Thomann in April 2012. At the March 19 dinner, each participating chef will offer a French-style menu with a traditional French aperitif, a cold appetizer, a hot starter, a fish or shellfish dish, a meat or poultry dish, a French cheese selection, a chocolate dessert, some French wines and a digestif, or after-dinner liqueur on-site at their respective restaurant. While chefs are free to highlight their own culinary traditions and cultures, the cuisine must reflect the values of “good food” and the environment, with an emphasis on vegetables and reduced fat, sugar and salt. Participating restaurants also commit to donating 5 percent of the evening’s proceeds to a local charity working in the health and environment sectors. FACE’s Goût de France/Good France menu will include Chicken Liver Terrine

with green Thai peppers and a red fruit emulsion; Crab Strudel with a mango puree; Beef Bourguignon with mashed potatoes and root vegetables; Florentine-style Atlantic Salmon with candied asparagus; Grilled Brie with caramelized apple; and a specialty dessert. The menu price is $150 per person. FACE also has been recognized with Diners’ Choice awards by leading dining website OpenTable. The Thomanns pride themselves on the thoughtful preparation and beautiful presentation of their creative cuisine, the notable international wine list, attentive service and inviting “casual elegant” lounge ambiance. Chef Thomann uses only the freshest organic local ingredients in his unique blend of international and nouvelle cuisines. The extensive menu includes Coq au Vin, Seafood Bouillabaisse and Duck Confit; appetizers such as the Chef’s Foie Gras and Escargot, Burgundy Style; a variety of flatbreads; and desserts that include Chocolate Profiteroles and Crème Brûlée. “I have 37 years in the kitchen,” Thomann said. “Food for me is passion.” FACE is open for dinner from 5 to 11 p.m. Monday through Saturday. Broward PBA president borrows dirty tactics from defunct law firm playbook to target Hollywood Police Chief BY TORI BERTRAN OP-ED COLUMNIST

You've probably never heard of Lackie, Dammier & MCGill, a now-defunct Orange County California law firm. If you have, it’s probably from a scandal over police unions. City officials from several cities held a press conference and reported how their cities’ police unions intimidated council members, had them followed, bugged, and even tried to frame one official for drunk driving, all to secure more generous compensation packages. During the investigation, Lackie, Dammier & McGill (LD&M), which was made up of former police officers, briefly attracted some attention when it’s “bargaining manual” for police unions was made public. It was such an outrageous document, filled with dirty tricks, that Police Associations quickly distanced themselves from the law firm and it shut down. Closer to home, it looks like Broward Police Benevolent Association President Jeff Marano was a keen student of Lackie, Dammier & McGill, because he’s following the dirty tricks list like his own personal check list, particularly in his vendetta against Hollywood Police Chief Frank Fernandez. A few examples (LD&M in bold): The public could care less about your pay ... All they want to know is "what is in it for them." Any public positions or statements by the association should always keep that focus. The message should always be public safety first. You do not want wage increases for yourselves, but simply to attract better qualified candidates and to keep more experienced officers from leaving. Remember when Marano claimed “20” police officers were ready to quit because Hollywood “wasn't competitive with any other agency”? It didn't happen. The irony is that it’s Marano himself who encourages officers to leave Hollywood: “Currently there are 15 openings at BSO. We encourage the younger Hollywood PD members to apply as the mayor’s message continues to paint a bleak

future for your career with the City. We have a BSO Deputy here at the PBA Office who can help you with your application and expedite the process.” Billboards - Nothing seems to get more attention than a billboard entering the city limits which reads that crime is up and the City could care less about your safety. Marano actually topped this one! Not only did his PBA put up a billboard on Pembroke Road claiming Hollywood had a high crime rate, he also took it to the next level and hired an airplane to fly a banner saying the same thing during the St. Patrick's Parade in 2014, naming Chief Fernandez as responsible. Politifact, a nonprofit fact-checking organization, has called the claim “cherry picking”, and pointed out that crime dropped in Hollywood 13% between 2012 and 2013. Work Slowdown - This involves informing your members to comply closely with Department policy and obey all speed limits. It also involves having members do thorough investigations, such as canvassing the entire neighborhood when taking a 459 report and asking for a back-up unit on most calls. Of course, exercising officer discretion in not issuing citations and making arrests is also encouraged. Marano hasn't called for a slowdown, exactly, but he made sure officers got the message about not working too hard either. From the Broward Police Benevolent Association Blog: “Keep on being proactive–and going above and beyond–to make FF look good[…]Keep on working hard in the neighborhoods who voted against you September 2011. Keep on believing the mayor who compliments you in person, who applauds you and your chosen profession in speeches, then turns around and slams pension costs in the quarterly “New Horizon” rag paper to the entire City. He has obviously set the tone for his re-election.” Public Ridicule - Blunders by the City Manager, Mayor, or City Council members or wasteful spending should be highlighted and pointed out to the public at every opportunity. Recently, Chief Fernandez was involved in a minor incident – it’s too minor to even call it an “accident” – during training, when another officer hit his

motorcycle. It resulted in less than $20 in damage to an amber light lens on the motorcycle and was fixed with existing spare parts. Nevertheless, Marano sent out a press release lambasting the chief, and sent a letter asking the mayor to investigate. The city of Hollywood has determined there was no wrongdoing. On the PBA Blog, Marano has criticized even Fernandez’s holiday party, (“You think a glutton who knocks down $830 a day… could spring for something better than a parking lot cookout. He is a classless act.“) Focus on an Individual - Avoid spreading your energy. Focus on a city manager, councilperson, mayor or police chief and keep the pressure up until that person assures you his loyalty and then move on to the next victim. After the billboard and the airplane banner, it’s obvious Marano has it in for Chief Fernandez. Almost all his ire is focused on him, going on record about Fernandez’s “poor leadership”, and “Nobody likes him”. Last year he even sent out a press release and a letter to the city manager claiming the chief offended the force by sending out a “Happy Father’s Day Email”. Nothing is not worth criticizing. Things haven’t quite reached New York City levels of antagonism, but it’s awfully close. The truth is that Marano’s real enemy is not the Chief, or the city at all. His enemy is reform. One of Fernandez’s first acts was to commission an audit of the police department. It found Internal Affairs files had been purged without investigation, almost a hundred rape kits left unprocessed for years. Police culture had allowed these things to go on, and Marano hates Fernandez for standing by the people of Hollywood, not the police culture he was hired to change. Its likely the situation between the civilian leadership in Hollywood and it’s police force will be rocky for quite some time. In December, it was revealed that the police pension fund is less than 60% funded. The next few years will determine who is going to pay for the shortfall – Hollywood taxpayers or the Police officers themselves. Marano, no doubt, will only be pleased if it comes out of taxpayer pockets. Politicians, who have to respond to their constituents, will be unlikely to acquiesce.

The Board of Trustees recently received the results for the independent audit conducted by Goldstein Schechter Koch. The report cited a FUNDED status of nearly 65%. Your statement reflects an "60% unfunded". I just wanted to clarify the actual funded status. In closing I am pleased to advise that the plan's investment rate of return has surpassed the assumed investment return on a one, three and five year basis. The City of Hollywood will hold its St. Patrick’s Day Parade and Festival on Sunday, March 15 from noon to 6:00 p.m. The parade will start at 1:00 p.m. and will take place on Hollywood Boulevard and Harrison Street between 19th and 21st Avenues. Radio personality Footy will emcee the parade featuring many floats, local marching band and bagpipe and drum corps including the famous New York Emerald Society Pipe and Drum Corps. The Parade Grand Marshal will be John Lipka and Parade Co-Grand Marshal will be Barbara Candelmo. Music will be provided by UV-U2 Tribute Show. The headliner is Blackthorn, an Irish Folk band from Philadelphia. The event will include games and crafts for children. Downtown restaurants will offer corned beef and cabbage, shepherd’s pie and green colored drinks. Each year the City of Hollywood and Hibernians of Hollywood team up to host this annual, free celebration of "all things Irish." Parade Grand Marshal: John Lipka John Lipka, of Irish descent, was born and raised in New Britain, Ct. He moved to Hollywood Florida in August of 1997, to attend Miami Dade Jr. College for air conditioning engineering. After college he was employed by a well established air conditioning contractor,Southern Atlantic Service Corp. During that time he obtained his State of Florida Air conditioning, Plumbing and Electrical contractors licenses. In 1997 he purchased E.H.Whitson Air Conditioning from the original owner, Mr William Whitson. E.H.Whitson Air Conditioing established in 1936, is a local Hollywood landmark. Since that time E.H. Whitson has expanded into the plumbing and electrical fields. Mr. Lipka has been a member of the Greater Hollywood Chamber of Commerce since 1997. He has been a major sponsor of events such as Grapes

for Grades wine tasting, Expo Alfresco, and was named the Greater Hollywood Chamber of Commerce Small Business Person of the Year, in 2011. Mr. Lipka is a member of the City of Hollywood Unsafe Structures Board, City of Hollywood Marine Advisory Board, Chairman of the Broward County Mechanical examining Board, and a committee member of the Fort Lauderdale Country Club. He volunteers as a baseball coach and is a continued sponsor of the City of Hollywood’s Rotary Park. Mr. Lipka is a Director of the Hibernian’s of Hollywood, which sponsors the City of Hollywood St. Patrick’s Day Parade. Due to his efforts and sponsorship, he has helped grow and make the parade the success that it is today. John still works and resides in the city of Hollywood. He is happily married to his wife, Cristin Lipka, and has two son’s, JT and Daniel Lipka. Parade Co-Grand Marshal: Barbara Candelmo Barbara Candelmo was born in 1923 in Providence, RI. Her family comes from County Roscommon Ireland. Barbara has been a Dania resident for over 45 years. She was in the hospitality field as a waitress and hostess for 40 years beginning with Jimmy’s Italian Restaurant from 1974-1984. Barbara went on to work for Conca D’Oro restaurant in Hollywood Circle for 30 years retiring at the age of 86. Barbara’s 4’11” Stature is full of personality. She loves people, has a kind, positive attitude and is a huge Miami Dolphins fan. Barbara has two daughters, Peg and Fran, and a son, Ernie, who is a 29

year veteran of the Hollywood Police Department. Barbara’s husband of 60 years and son John passed in 2002. Barbara has several grandchildren and great grandchildren. At age 91 Barbara is thrilled and honored to be part of the Hollywood St. Patrick’s Day Parade.

Middle and high schools were invited to display their LEEO programs at Coral Springs High School on February 24. Ted Davis, the magnet coordinator for South Broward High School said the school’s LEEO program is offering a new underwater robotics program. Students will learn how to inspect the hulls of yachts and will be able to qualify for high paying jobs at local marinas. The McArthur High School LEEO program was also present (pictured above). The program just received a $5,000 grant from Lowe’s Toolbox for Education to be used to purchase outdoor furniture for McArthur High School.

Andrew Van Dusseldorp loves media and technology. And he enjoys the television production class he is taking at Chaminade-Madonna College Preparatory School. He has learned the various positions involved with producing a television show. “Every week we switch positions. People learn how to work with the sound board, the teleprompter and the TryCaster System. I have been able to be an anchor,” said Dusseldorp. “I want to pursue a career in information technology.”

McArthur High School has an exciting program known as the Untouchables Dance team. The team has won three national dance championships at competitions in Orlando. But the most important purpose of the Untouchables program is to provide positive mentoring for young women at McArthur. “We check their school attendance and grades. We provide them with guidance and help prepare them for college admission, said Ingrid Clarke, a McArthur High School math teacher and a mentor for the Untouchables. The Untouchables visit colleges, give performances and complete community service projects. The dance activity is a reward for positive behavior and good performance in school, according to Clarke.

Maribel Duran, Chief of Staff for the White House Initiative on Educational Excellence for Hispanics visited McArthur High School last month. Broward County Public Schools invited Duran to join School Board Members, Superintendent Robert Runcie and District staff to participate in the Exceeding Goals, Sobrepasando Metas Tour which included visits to Eagle Point Elementary School in Weston and McArthur High School in Hollywood, two schools that have large populations of English Language Learners in the District.

Opening reception for Jose Alvarez exhibit set for March 27 at Art and Culture Center of Hollywood Internationally-renowned artist Jose Alvarez (D.O.P.A.), whose beautiful, colorful mural graces the Art and Culture Center of Hollywood’s courtyard, will transform four of the Center’s galleries into a site-specific, multi-sensory environment for his exhibition, As Far as the I Can See. The Broward-based artist explores the construction of belief systems and his own personal journey, a complex intersection of science, mysticism, illusion, anthropological research, visionary ritual practice, and paranormal phenomena, giving tangible form to his visual inquiry between the fantastic and philosophical. Gov. Scott suspends 11th grade Florida Standards Assessment test following investigation by Education Commissioner BY DAVID VOLZ CORRESPONDENT

Florida Education Commissioner Pam Stewart released a report last month recommending a reduction in the number of tests Florida students in public schools are required to take after an investigation requested by Governor Rick Scott. Stewart said, “We worked closely with each school district to understand how many standardized tests are currently being administered. I appreciate that our state’s school districts took the time to provide the department with detailed information regarding the tests their students are taking. There is, without a doubt, an excess of testing in Florida schools, and I look forward to working with Governor Scott and the Legislature to ensure we strike the appropriate balance

between accountability and instruction.” During the Commissioner’s investigation, the department identified several opportunities where the state requirements should be reduced. In order for Florida to move forward with fewer, better assessments, the Commissioner recommends enacting four measures: 1. Issue an Executive Order to suspend the Grade 11 Florida Standards Assessment (FSA) for English language arts until legislation is enacted to eliminate the mandate. 2. Enact legislation to eliminate the Postsecondary Education Readiness Test (PERT) as a state mandate for grade 11 and make it optional. 3. Enact legislation to eliminate the current progress monitoring requirements. 4. Enact legislation to eliminate local final exams in courses/subjects

where there is also a statewide, standardized end-of-course exam. Also, Stewart recommends giving no more than one school-wide or district-wide interim assessment per course per grading period. She wants to end testing students for the purpose of evaluating teachers. Stewart wants to provide teachers, parents and students with information about how students are doing on each assessment used to monitor student progress. Driftwood Middle School teacher is recognized at the White House Linda Gancitano, a physical education teacher at Driftwood Elementary School in the Academy of Health and Wellness magnet program in Hollywood was honored for her development of the How Low Can You Go Energy Challenge. She was named a White House Climate Education on Literacy Champion of Change and was invited to the White House to participate in sessions on protecting the environment. She was honored at special White House ceremony. “It was a once in lifetime occasion,” said Gancitano. “It was incredible to be honored at the White House. I did not get to meet President Barack Obama but he was at the White House when we were there. I really enjoyed visiting Washington and especially seeing the Lincoln and Washington Memorials.” In 2008, Gancitano started the Driftwood Middle School Green Team. It connected environmental wellness to the school wide Health and Wellness Magnet program. She created the How Low Can You Go Energy Challenge. The student-run energy team, better known as the “DMS Chillers,” conducts energy 30

audits and leaves a painted paw print on the door saying “You’ve been Chilled!” when classroom lights are found left on. The “DMS Chillers” go into classrooms and make suggestions to teachers and students on how to conserve energy. The “How Low Can You Go?” Energy Challenge was so successful, that Gancitano expanded it to the entire District through a partnership with the Miami Heat during NBA Green Week. The initiative raised environmental awareness of the effects on the environment of CO2 emissions, and provided education on the potential financial savings through responsible energy consumption. In its inaugural year, 64 schools participated in the challenge, reducing energy use by 380,612 KWH and realizing a savings of over $34,000, for a one month period. The 2014/15 challenge has expanded to 80 schools and an energy reduction period of three months ending this month. The school with the largest energy reduction will be recognized at the March 29, 2015 Miami HEAT game and a school pep rally during NBA Green Week.

Members of the Hollywood Run Club got together to participate in the Runway Run a 5K run that began on the new South Runway at the Fort Lauderdale- Hollywood International Airport. About 3,500 people participated in the run which raised money for the American Cancer Society. “This is a historical event and we are glad to be a part of it,” said Pete Camejo, a member of the Hollywood Run Club. About 35 members participated in the 5K. “It is an exciting opportunity to participate in the run,” said Iris Saleh, a member of the Hollywood Run Club. The Hollywood Run Club meets every Tuesday night at 7:00 p.m. and every Sunday morning at 7:00 a.m. The Runway Run was the first of its kind and may never be repeated because of the difficulty in closing off a major runway.

Leaders in the African American Community received a proclamation at the Hollywood Commission meeting. The Proclamation was in recognition of February as Black History Month and it was read during the commission meeting.

City of Hollywood community leaders and business professionals came together at a recent Party with a Purpose event at Mickey Byrnes Irish Pub. The social gathering was hosted by the Downtown Hollywood Business Association and it raised more than $1,100 for K-Sail which is a local non-profit organization that teaches at-risk young people how to sail. About 80 people attended the party. “The event was a smashing success. It was a lot of fun and we all had a good time,” said Marty Jacobsen, a member of the Association. The next event will be at the Greek Joint on March 11 from 5:30 p.m. to 7:30 p.m. This event will benefit Liberia Economic and Social Development and the Greater Hollywood Jaycees. ChaminadeMadonna appoints new school president Chaminade-Madonna College Preparatory announces the appointment of Dr. Judith Mucheck as the next President of ChaminadeMadonna College Preparatory, beginning July 1, 2015. Her appointment has been confirmed by the Marianist Province of the Dr. Judith Mucheck, United States of Incoming ChaminadeMadonna College America and by Preparatory School the ChaminadePresident Madonna College Preparatory Corporation. Dr. Mucheck will be the first lay President of Chaminade-Madonna since its founding in 1960. All previous Presidents were professed Brothers or Priests of the Society of Mary. Upon her appointment, Dr. Mucheck said “I am grateful to the Marianists for the opportunity to join the C-M family and I’m looking forward to reaching C-M’s great potential which can be realized with the effort of all stakeholders.” Dr. Mucheck brings a wealth of experience in Catholic School Education, having served as a high school teacher, university professor, education consultant, Principal, and President at several Catholic schools, as well as serving as Superintendent of Schools for the Archdiocese of Atlanta, Georgia. Her career in Catholic school education spans over thirty years. Dr. Mucheck is also a proud product of Catholic education. She has connections to the Marianists over the years in various ways, including as an alumna of the University of Dayton, where she obtained her Master’s Degree in Educational Leadership. She earned her Ph.D. in Educational Policy Studies from Georgia State University. Some of her professional memberships include: the National Catholic Educational Association, Phi Delta Kappa International, The College Board, and The Association for Supervision and Curriculum Development.

Hollywood Commission approves new city positions BY DAVID VOLZ CORRESPONDENT

Hollywood will soon have a new assistant city manager and two

new officers. During a recent meeting, the Commission approved a request from City Manager Dr. Wazir Ishmael to create a new position; Assistant City Manager for Finance and Administration. Two additional positions, Chief Civic Affairs Officer and Chief Development Officer will be created. Currently Hollywood has one Assistant City Manager, Frank Fernandez who serves as Hollywood Police Chief. There is also an acting Assistant City Manager for Sustainable Development, Lorie Mertens-Black. In addition to the current Assistant City Manager and Acting Assistant City Manager positions the new positions will report directly to City Manager. The job descriptions and salary ranges for the new positions are currently in development with Human Resources.
