Chris O’Brien Named Chief of Hollywood Police Department On Thurs., Feb. 22, Hollywood dvolz@hollywoodgazette.com City Manager, Dr. Wazir Ishmael announced the appointment of Chris O’Brien as Chief of Police of the Hollywood Police Department, effective Mon., Feb. 26. O’Brien had been serving as the Interim Police Chief since former Police Chief Tomas Sanchez retired in early February. He has served as acting Police Chief over the past several years. "I was pleased to announce my appointment of Chris O’Brien to the position of Chief of Police of the Hollywood Police Department," said Dr. Ishmael. "Chris has been serving as the department’s Interim Chief and his exceptional leadership and stellar performance made him the finest choice for this important position. Through Chris’ leadership, I have no doubt the department will continue to serve the citizens of Hollywood with distinction." O’Brien began his career with the Hollywood Police Department in 1998 and quickly rose through the ranks to Major. A Hollywood native, the new chief of police is a graduate of Hollywood Hills High School and holds a Bachelor of Science Degree in Criminal Justice Management and Administration from Union Institute and University. Upon completion of a twelveweek Southern Police Institute’s Administrative Officers Course in 2012, O’Brien received the Director’s Award for Academic Excellence for graduating with the highest GPA. In addition, he is a graduate of Police Executive Research Forum’s Senior Management Institute for Police 59th session. In 2014, O’Brien held dual responsibilities as Acting Assistant Chief of Operational Bureau and in 2015 was promoted to Assistant Chief of Police. O’Brien has served with distinction having been awarded "Officer of the Month" and has earned several Community Involvement awards, the Chief’s Supervisory Leadership Award and Departmental Commendations and Letters of Appreciation. Pinnacle at Peacefield Rentals for Seniors

In January of 2017, the Hollywood Commission joined in an agreement with Pinnacle Housing Group and the City of Hollywood to provide a local government loan for the development of an affordable senior rental housing project on 5 ½ acres on Adams Street from Dixie Highway to South 24th Avenue. The project, called Pinnacle at Peacefield, (named after the Presidents Adam's family home, Peacefield) is totally on track. “The overwhelming support of the local government played a big part in our getting approved for this project,” explained Pinnacle regional VP Timothy Wheat. Pinnacle had actually applied for the project several times before being approved this time. Pinnacle had also been the builder, or in reality the rebuilder, of the Crystal Lake development in Liberia after it had been declared unlivable and had to be razed and reconstructed.

There will be an application process which will be announced well in advance of the completion of the building. While a preference for Hollywood residents is desired, fair housing rules prohibit preferences granted based solely on geography. However, the project is for seniors and will have income level restrictions. 6

According to Wheat, Pinnacle at Peacefield will be comprised of three noncontiguous buildings, each with its own common areas, services and amenities including libraries, card rooms, computer/internet lounge, fitness center with private areas for medical screenings, some types of outdoor fitness areas, and senior programming, including health classes and other activities designed uniquely for seniors to get to know their neighbors and promote the social aspect of independent senior living. The development will include 120 apartments -- 72 one-bedrooms and 48 two-bedrooms -- plus open space and 157 parking spaces.


Affordable Housing Options Emerging in Hollywood BY ROBIN KERR DRULARD MANAGING EDITOR robin@hollywoodgazette.com

At every city meeting, in every major publication, affordable housing, or the lack of it, is a big subject of discussion. And it’s worse here than in most of the country. A recent Harvard University study reported that the South Florida metro area has above-average housing costs and below-average incomes. While South Florida’s rental stock has increased 24 percent in the past 10 years, the share of units renting for $1,000 a month or less has declined by 12 percent. Not just renters are struggling. The report shows that more than a

third of owner households in South Florida exceed 30 percent of their incomes when it comes to housing expenses. Combine that with Hollywood’s preponderance of homes in disrepair and we’ve got a full-blown housing crisis affecting both groups. According to the article, only New York, Los Angeles and Bridgeport, Conn., are worse. What’s a city to do? Here in Hollywood, where home values are slightly lower than other coastal South Florida cities but quickly on the rise, the City government and supporting agencies are both building new, affordable housing and helping homeowners and renters bring their living quarters up to better

Crispus Commons I and II

Crispus Commons, a row of privately-owned single-family homes on Evans Street and Southwest 12th Avenue in Liberia, was a development of Henry Graham and Liberia Economic and Social Development, Inc. (LES). The same group is now about to break ground on Crispus Commons II, 12 townhouses right across the street from the original development, which will be built in partnership with BAND, the Broward Alliance for Neighborhood Development, a 501(c)3 non-profit organization dedicated to providing housing to low- and moderate-income people. The proposed project is in the final stages of the development approval process. It’s on the March 8 Planning and Development Board meeting agenda for approval of site plan and design. Each of the new townhouses is set to include three bedrooms, two-and-a-half baths, and a one-car garage, with between 1,400 and 1,600 square feet of living space. Basic amenities include ceramic tile floors, Energy Saver appliances, central air and heat, backyard, private entry and room to park 2 cars. While there is lots of buyer interest, the units are being built "on spec" and will be sold to eligible low- and middle-income buyers later on in the process, possibly as rent-to-own or by utilizing some of the government programs described here.

The newly formed City Office of Communication, Marketing and Economic Development has begun a new Business Retention and Expansion Program, designed to attract businesses to the city, and increase jobs and wages for local workers. Programs such as Operation Paintbrush help homeowners with care and upkeep at low to no cost. But incomes still are not rising as fast as real estate, mortgage rates, insurance, maintenance costs and rents. In Hollywood, where lots of people want to live, we typically see low rental vacancy rates which drive rents even higher, and many people just getting by, who never even see themselves as potential homeowners. Low-income housing, while sheltering them in the short term, can become a crutch. “It’s not a perfect system,” stated Shiv Newaldass, Chief Development Officer for the Office of the Hollywood City Manager. “The public Housing program has defects, because it can create almost an incentive to remain in that demographic, as you don’t want to lose your great rental deal.” “The right way is to do different types of affordable housing,” he continued. “There’s a way to do affordable home ownership, a full continuum -- transitional, for when people need additional care, to rentals to home ownership -- that enables people to move up the socioeconomic ladder. BUILDING / REBUILDING THE CITY The City of Hollywood has a variety of programs to help people become homeowners, and to help existing homeowners protect their investments. “There’s the NSP, the Neighborhood Stabilization Program,” explained Community Development Manager Clay Milan, referring to a United States Department of Housing and Urban Development program established by Congress for the pur-

pose of stabilizing communities that have suffered from foreclosures and abandonment. The program provides funds to purchase and renovate these homes and sell them to people living in the community. “These are set up as zero percent deferred loans, which never need to be repaid until the property is sold. They provide money for down payment and closing cost assistance via second mortgages, which make it possible for a person to purchase a property and attain home ownership which might not otherwise be possible.” Milan noted that this program historically has worked very well, with little to no foreclosures or issues. Newaldass said he believes there is a 97 percent success rate. “I’ve seen people leverage their equity to start new businesses, to go back to school and do other things,” added Newaldass. “It’s a really good tool to help people move up.” In addition, the city and the federal government have provided similar funding -- interest-free loans that do not have to be paid back until the house is sold -- to tear down houses in Hollywood that have become so old to have been declared obsolete and replace them with new, updated and functional homes. The U.S. Census estimates that the median age of a home in Hollywood is 50 years, which is 11 years older than the County average and 18 years older than the State median. HOMEOWNER EDUCATION Henry L. Crispus Commons I and II This beautiful, gated, 190 unit rental community within the historic Liberia neighborhood in the City of Hollywood was originally a development of the Broward County Housing Authority. The buildings had fallen into such disrepair that they were razed and rebuilt in 2011 through a joint venture between Pinnacle Housing Group and the Broward County Housing Authority (via its affiliated non-profit, Building Better Communities). This was a Low-Income Housing Tax Credit project. The City Commission approved financing for the new development in 2006. Section 3 was a component of these projects, meaning that local subcontractor participation, as well as minority subcontractor participation, was required. With its distinctive Spanish Mission architecture, Crystal Lake became the focal point for the significant redevelopment of Liberia, and was recognized by the National Civic League, which named Hollywood as an All America City(R) in 2007. He was also the developer of Crispus Commons, a series of singlefamily homes on Evans Street and Southwest 12th Avenue, and is now about to break ground on Crispus Commons II, 12 townhouses across the street, which is soon to be built in partnership with BAND, the Broward Alliance for Neighborhood Development. Graham plans to have all his new projects set up as rentals with options to buy. “It gives us the opportunity to really evaluate the potential buyers, and helps us stabilize the growth of the community,” he stated. Most of all, Graham agrees with Milan and Newaldass about education. “When it comes to LMI -- Low to Moderate Income -- housing, we’re talking about a particular kind of education. We manage the Washington Park Villas on Wiley Street, and we’re setting up a mandatory meeting with all the tenants to teach them about priorities. Many of these people cannot meet their own immediate obligations. They have their rent, and then their things that come with it, lights, water, a vehicle if they have one -- and then they’re struggling because all it takes is one hiccup and you can’t make all your payments. And you want the landlord to understand why you can’t make your rent. They’re caught between a rock and hard place, and we will do everything we can before we bite the bullet and evict them, but sometimes they make bad choices. So we’re having a tenant/landlord meeting, the reason being they have to learn, some of them, that they have to put things in priority form, you don’t buy things that you cannot afford. I have to explain that your rent has to be your priority, not a brand new car

or all the channels on cable tv. And that when things break, they have to be fixed. We need to maintain these properties in order to avoid repeating the same problems. “And then,” he added, “There are those who have inherited homes and they don’t pay their taxes. They need to be educated on how to not lose their family homes. “We came here really to do social service,” he continued. “And the people said, we need decent housing. The city plays a vital part in getting this housing built. And we always get the neighbors involved because including the community in an development is to create security.” Keeping a city sheltered is a great challenge, but Hollywood is up to the task. Four major affordable developments -- Pinnacle at Peacefield (for low-income seniors), Washington Park Villas, Crispus Commons 1 and 2, and Crystal Lake -- are either up and running or in development stages, and there are many programs in place, as discussed above, to help homeowners pay rent, buy, fix or even rebuild their homes. “We do about 30 of those a year,” stated Milan. “The new houses plus the rehabilitation we do, which help preserve affordability as long as they remain in it.” Henry Graham believes that homeownership is important to continue to build community strength. “Many landlords and owners do not live in the immediate neighborhoods,” he stated, referring particularly to LMI areas. “Their concern is not as great as those who are continuously fighting for true community pride. And that’s all I’ve been trying to do.” “I think that homeownership certainly elevates a neighborhood,” agreed Newaldass, “and if you have an investment in the community, economic development spurs out of these programs, allows properties to come up to compliance in an affordable manner, so it’s really important that we can continue doing this.“

Plaques Dedicated Along Hollywood Blvd. by CRA and Hollywood Historical Society On Sunday, Feb. 4, the Hollywood Historical Society and the CRA dedicated seven new historical plaques placed on buildings along and off the North side of Hollywood Boulevard between 19th and 21st Avenue. The new plaques are in addition to the original eight plaques that were dedicated in 2016 The plaque project was spearheaded by the two groups along with some private history buffs, including mayor Josh Levy, before he was the mayor. Mayor Levy led the dedication ceremonies. Each of the plaques tells a bit of the history of the building and shows a picture of the building in its original state. Shown here, for example, is the plaque on 1903 Hollywood Blvd., current home of Whiskey Tango, which was originally a Lovett’s and then a Woolworth’s. Among the other new plaques are installations at Mickey Byrnes and Anniversary Park. This map shows the locations of all the plaques, making up a historic

walking tour for both residents and visitors to enjoy. The Historical Society also sells a book featuring a 50-site Hollywood walking tour, available for $5 by calling 954-9235590.

First Watch Cafe Opens In Hollywood; Pre-Opening Event Proceeds to Benefit Joe DiMaggio Foundation First Watch, the breakfast, brunch and lunch restaurant with 14 locations in Southeast Florida, opened its new Hollywood restaurant on Monday, Feb. 12, at 7 a.m. The new eatery is located at 3256 Hollywood Blvd. and will employ about 25 people. Legado Restaurant Brings Authentic Chilean Cuisine to Downtown Hollywood South Florida diners can enjoy the “fresh fruits of the sea” from off the coast of Chile and much more at Legado Restaurant in Downtown Hollywood. Legado, which means “legacy” in Spanish, lives up to its name. Hollywood patrons are treated to the same authentic Northern Chilean cuisine served at the original Legado Restaurant that proprietor Luis Montenegro Carter opened in his native Copiapó in 2006. Launched Aug. 24 at 1824 Harrison St., the new location’s menu showcases the variety of foods that the Copiapó Valley region is known for, from fish and shellfish to premium meats. A gastronomy enthusiast who learned the secrets of the Northern cuisine as a child, Montenegro Carter had a dream of sharing the unique flavors and products of his homeland: abalones from Caldera, sea urchins and pink clams from Bahía Inglesa, salmon from Southern Chile, the country’s famous empanadas, and signature dishes like corn casserole and abalone stew. Legado’s patrons are drawn to the friendly, attentive service and homey yellow-and-red decor, as well as the food created by two chefs from Chile, said manager

The flavors are very different,” he said. “We have a mix of American and South American diners and a lot of repeat customers.” The menu, which includes some international offerings, features grilled meat and poultry dinner entrées ($19 to $44) served with mashed potatoes, rice or salad: thin skirt steak, strip loin, porterhouse, rib eye, filet mignon, rabbit, chicken breast with shrimp and scallop sauce and gruyere cheese, and boneless lamb marinated in honey, black beer and rosemary. Among the fish selections ($23 to $29.90) are Chilean sea bass,

corvina, conger eel, swordfish, tuna and salmon with a choice of sauce; fish fillet cooked in parchment; and seafood risottos. Starters, beginning at $3 for empanadas, include a variety of carpaccios, sea urchin or abalone with green sauce, ceviches, chopped marinated octopus, seafood soups, and beef and corn casserole. The menu includes salads, side orders and desserts ($4.90 to $7.50) such as chocolate mousse, egg custard with syrup and Chilean Thousand Layers Cake. A lunch menu ($10.95 to $15.95 till 4 p.m.) and a kids’ menu are also available. Montenegro Guggiana said the historic downtown arts, music and entertainment district was chosen as the home for a U.S.-based Legado Restaurant during a visit to South Florida in 2016. “We started to look for a location, and my father fell in love with Downtown Hollywood,” he recalled. “He found something special here.” Legado Restaurant is open from

in Hollywood. Chewy sells a huge variety of pet products and now employs more than 1,000 people at its Hollywood location. The company plans to hire 400 more people in the next six months. Most of the personnel there work in customer service. The center will run 24 hours a day, seven days a week. “We love working in Hollywood. The City has been wonderful to us,” said Durkin. “More and more people shop online and we have a great staff here

who are well trained to deal with them. We are shipping pet products all over the nation. When a customer places an order we can get the product to them in one or two days." The new Chewy location was once a mall and its former food court is now known as "The Chew," where employees can enjoy all their meals. Durkin said there are many opportunities for people to advance at Chewy. They receive extensive training and can work their way into management positions. “We are looking for people who are driven and like customer service,” she said.

Durkin said the company offers a family atmosphere and efforts are made to ensure the workplace is upbeat and fun. As a company for pet lovers, they even have one of their themed conference rooms called The Dog Park. People actually began working at the Hollywood location during the fall but the company wanted to introduce its new location in February, now that it is fully functioning. The very real threat of bullets bleeding out young life is oh-so real, and such a horrific cross for these youngsters to bear. Children don’t remain children, but they’re supposed to grow out of it, not have it snuffed out of them… Without further ado, I introduce Sophia and Francesca Pontet… Sophia is thirteen and Francesca is eleven. Both were born here in Hollywood (Memorial Hospital) and both attend the Hollywood Academy of Arts and Science. Sophia is a prodigious

Hollywood Students Demonstrate Against Gun Violence BY DAVID VOLZ

In the wake dvolz@hollywoodgazette.com of the recent mass shooting at Marjory Stoneman Douglas High School, students are demanding change. School administrators have encouraged their students to vent their feelings and to demonstrate against gun violence and some students have held demonstrations of their own outside of schools. Rachel Donly, a student at South Broward High School was demonstrating outside the school along Federal Highway. She was angry about the unwillingness of Florida legislators to do something about gun violence. “We are here to protest. The Florida House refused to hear a bill banning automatic weapons.” L’ Tavia Holmes, a student at Sheridan Technical College said, “We are students and we should be CORRESPONDENT

focusing on school work and proms. We need gun control now.” Mikaela Mackenzie, also a student at Sheridan Technical College said the gun violence needs to stop and legislators need to make changes in gun laws. Veronika Liskova, a student at South Broward High School said, “These gun attacks have happened too many times. This will happen again unless something is done,” she said. Lourdes Gonzalez, the principal at Hollywood Hills High School encouraged students to express their feelings about the shooting. Students who wanted to demonstrate were permitted to march around the football field and walk to the front of the school. They held signs and banners while chanting and spoke about their feelings about the situation. They were also encouraged to share their feelings during study hall periods.

“This is really tragic. I wanted the students to be able to have an orderly demonstration. The students are full of ideas and they say the time for change is now,” she said. Some of the students signed a banner showing their support for the students at Stoneman Douglas showing their support and concern. Aliyah Jackson, a leader at Hollywood Hills said, “We want to provide support to the students at Stoneman

Douglas.” Dametre Williams, also a student leader said, “This hits my heart. We want to see meaningful change to prevent this from happening again.” Many of the young people in the schools believe it is time for changes in gun laws and stronger background checks so that people with mental illness can’t gain access to guns.

Orange Brook Elementary Students Install Hydroponic Garden Students and teachers at Orange dvolz@hollywoodgazette.com Brook Elementary School are focused on learning about the environment. In December of 2017 they were named one of six schools in Florida to earn the Green Apple designation through the Florida Green School Designation Program and now, they’ve created a hydroponic garden with a solar powered irrigation system. “This garden gives our students an opportunity for hands-on learning,” said Monika Moorman, a fifth-grade teacher at Orange Brook. She began the Green Team at the school and recently lead a group of students and their parents on a beach cleanup project. Earlier in the school year, the students planted a garden to grow cauliflower, tomatoes, green peppers, onions, okra and other plants. “All the students, from the youngest to the fifth graders, are working on this garden,” said Moorman. “Even the youngest students can water the plants.” The hydroponic garden is offering the students a chance to see a different approach to growing food. This garden includes watermelons, basil, cucumbers and lettuce. A solar panel provides heat which creates power for an engine that moves water throughout the garden. Police Cars, Active Shooter Kits Top List of Purchases Agreed to by Hollywood Commission The Hollywood Commisdvolz@hollywoodgazette.com sion approved a number of large purchases during their first February meeting. The largest purchase approved is for the Hollywood Police Department, which will receive 48 new vehicles to replace others which are aging out. The Hollywood Commission agreed to a resolution to allow city leaders to arrange financing for the purchase of the vehicles with Americredit Financial Services, Inc. (doing business as GM Financial) for the purchase of vehicles for the police department at a cost of $1,904,186. The City can obtain more vehicles with the limited available funding through this creative financing mechanism and the spread the cost over a longer time frame with this agreement. The financing for these vehicles is at an interest rate of 3.860% for a total of five years. The vehicles to be purchased include three 2018 Toyota Camrys for the Investigation and Support Services Bureau, and 45 2018 Chevy Tahoe 1500s for the Patrol Services Bureau. In the other purchases approved at the meeting, city leaders have been authorized to issue a purchase order with Sunstate Meter & Supply, Inc. for the purchase of Neptune meters for an estimated annual amount of $588,856. This is part of the Public Utilities routine water meter replacement program for meters to measure the flow of water through individual properties. Also, the Commission agreed to allow a purchase order to Ranch Cryogenics, Inc. for on-site Cryogenic Oxygen facility services for an estimated annual expenditure of $131,666. It agreed to authorize city leaders to apply for and if awarded, accept, a Victims of Crime Act Grant Proposal to the Office of the Attorney General, State of Florida for the funding for a Police Department victim advocate in the amount of about $71,547, and to authorize the in-kind match requirement in the amount of $17,886. In addition, the Commission agreed to increase the estimated annual expenditure of $30,000 to $70,000 with Boyd Accessory & Design, for the remainder of the initial one year contract period, to provide lettering of police and general fleet vehicles. First kidney transplant performed at Memorial Regional Hospital “How I Married My Kidney," was the name dvolz@hollywoodgazette.com of the presentation given at the Hollywood Chamber of Commerce Women's Luncheon this month, in honor of the first kidney transplant performed at Memorial Regional Hospital. The transplant was the initial surgery of the recently announced kidney transplant program being developed for children and adults at Memorial. A woman received the kidney from a live donor, announced Sherry Alvarado, RN, administrative director of the Memorial Transplant Institute. "This is a major accomplishment for Memorial Healthcare System," she said. During the first year, Memorial plans to do about eight kidney transplants, and eventually increase to about 30 or more. During the Greater Hollywood Chamber of Commerce Women’s Luncheon, Alvarado spoke about the importance of organ donation. She said that many people need the organs. “Don’t take your organs to heaven because heaven knows we need them here,” she said. Businesswoman Sage Hoffman, the keynote speaker, spoke about her experience of donating a kidney to a friend who she later began dating and ultimately married. “I am a living donor and I have one kidney," she said. Kelsey Haynes named Hollywood Hills High School valedictorian Kelsey Haynes is a leading student dvolz@hollywoodgazette.com at Hollywood Hill High School. A young woman with a pleasant personality, she is the valedictorian of the Class of 2018 with a GPA of 5.3. Her goal is to become a neurosurgeon and intends to study neuroscience and mathematics in college. She recently gave an inspirational speech at the Multicultural Show. “ I love numbers and studying algebra and calculus. I also like psychology because I enjoy studying the brain and I love learning.” Haynes said she is a perfectionist and believes it is important for everyone to do the best job possible. The president of the Hollywood Hills National Honor Society, Haynes is actively involved with the robotics program. Auston Borens, a 2017 graduate of Hollywood Hills High School and a graduate of the YSN Sports Broadcasting Academy, has secured a college internship at ABC affiliate WLPG Channel 10 in Miami, Florida. Auston is currently enrolled at Broward College and will enroll as a sophomore at Florida State University in the Fall of 2018. “I am so excited to be offered such an amazing opportunity,” said Borens. ” I know this internship will help me tremendously as I continue to plan for my future.
