City considers P3 proposal to redevelop 105 acres of Orangebrook Golf Course During a North Central CORRESPONDENT dvolz@hollywoodgazette.com Hollywood Civic Association meeting on April 25th, Vice Mayor Traci Callari announced that a major developer has submitted a public – private partnership proposal (P3 proposal), to build an entertainment-based amusement park on 105 acres at the Orangebrook Golf and Country Club. The City will not formally accept the proposal until they can ensure that the submission meets city and state ordinance requirements. Gardens Group Development has paid a $25,000 fee to the City staff to review the proposal that was submitted last week. BY DAVID VOLZ

What do they want to develop? Gardens Group Development intends to create a public space in Hollywood that is open and active on a daily basis with a variety of things to do. The developers stress that the Hollywood Gardens project will fulfill on the ‘Public Space Bill of Rights,’ drafted by the Project for Public Spaces, a long-standing planning and advocacy non-profit group. Their proposal calls for plans to develop 105 acres to include golf, a water park, hotels, restaurants, a movie theater, bowling and a zip line. It is likely that at least part of the golf course would remain, probably 18 holes. “We are passionate about Hollywood Gardens and what it can do for Hollywood because we believe strongly that it can fulfill for the community each of the points made in the Public Space Bill of Rights,” said Chuck Mineo, a principal in Gardens Group Development. “And, if each of those points is considered to be a good thing and we can accomplish them at Hollywood Gardens, then Hollywood Gardens must be a good thing for Hollywood too.”

About Orangebrook Golf & Country Club The Orangebrook Golf and Country Club is a public course in Hollywood and it unlikely that golf will be completely eliminated from the property. Currently Orangebrook, which contains two 18 hole

courses is being managed by JCD Sports Group. This past year there were about 70,000 rounds of golf played on the two courses. A round of golf at Orangebrook is considered affordable by locals, ranging from $19 to $28 at Orangebrook.

Many nearby residents strongly oppose development of any kind on the site. But the City of Hollywood is facing financial difficulties and could use the additional money.

Nine-year-old Bella Rose Olson was born with a condition that meant oral surgery may be in her near future. Bella’s family lives in Downtown Miami but her insurance did not offer an oral surgeon whose qualifications they felt comfortable with. “I started investigating pediatric oral surgeons in Broward and was fortunate enough to learn of Jason Portnoff,” recalls Bella’s mother Jody Olson. “Portnoff is a fantastic pediatric oral surgeon who had the experience and training I was looking for.” Once they met with Dr. Portnoff, only the choice of where to have the surgery was left.

And then she saw an ad about clowning. “I didn’t like clowns as a kid but took the course,” Lotsy says. “I came to Joe DiMaggio’s in 1992 and we just had so much fun with bubbles, magic, hugging and singing. I felt so blessed and so privileged that they chose to take a chance on me. I’m a respiratory therapist who took a clown course and loved what happened from the day I walked into the building.” Olson shares that Bella had told Lotsy Dotsy that she loved her crazy socks, and Lotsy said she’d be right back. “With brand-new crazy socks with tags on them for all the kids in the area. She was so outstanding and loving,” Olson says. Lotsy says taking care of the whole family builds the trust, security, warmth and service necessary to help make the children and families feel better for just a little while. I learned she was there for over 30 years, at first part-time, and the hospital received such good feedback from the kids, many of them so ill it was the only time they smiled or had something to look forward to, that she was kept on indefinitely and transitioned to full time.” Then, just before Bella’s surgery, the anesthesiologist came to visit to introduce himself. He was so kind.” Olson got to speak with Dr. Elf as long as she needed to. “It was strange, you’re lucky if a physician does a drive-by to introduce themselves. Hollywood Police reduce crime with license plate readers The Hollywood Police Department CORRESPONDENT dvolz@hollywoodgazette.com is reporting a lot of success with its automated license plate reader and CCTV camera program. Since the program went into effect in the parking area of North Beach in 2016, crime, especially car burglaries and thefts has gone down by about 90 percent in the first quarter of 2017. In 2016, during the first quarter, there were 20 car burglaries and in the first quarter 2017, there were two car burglaries. There had been many vehicle burglaries in the North Beach parking area over the years. Also, the City of Hollywood has placed signs in the parking lot stating that the area is under video surveillance. Phase one in North Beach has been completely installed. Phase two will soon be installed in downtown Hollywood and phase three will be placed on Federal Highway. Eventually the license plate readers will be placed throughout sections of western Hollywood. The cameras are mounted on police cars, mobile units or on poles. Police officers have access to the reports BY DAVID VOLZ

generated by the cameras, according to Hollywood Police Detective Daniel Justus. Hollywood police also gain information from other cities that have license plate reader programs. They can be on the lookout for stolen cars that might come from other cities. “We get monthly license plate readouts. It lets you know about stolen vehicles," said Justus. "If a car is stolen, the license plate is entered into a national data base and it can be tracked as soon as it gets to Hollywood.” All Hollywood Police Cars have access to license plate readers. An officer on patrol can know immediately if a stolen car is being driven nearby. There is software installation for the license plate readers in all police vehicles. “We have tripled the number of arrests for car thefts. We are focusing on areas that have had many car thefts,” said Justus. CCTV cameras allow Hollywood Police to observe crime as it is happening. A police officer can watch multiple areas through the CCTV cameras can call dispatch if a criminal act is observed. This program is considered successful.

SIGN OF THE TIMES: Should Hollywood street names get updated?

Many cities in the southern U.S. dvolz@hollywoodgazette.com have had the often painful task of considering streets in their communities named after Confederate soldiers, which at one time likely lauded by their local community, today may be viewed negatively. CORRESPONDENT

Hollywood is an inclusive and diverse city and you can’t honor someone who is not honorable.” - Commissioner Kevin Biederman While Hollywood leaders continue grappling over street signs, a group of residents attended a recent workshop to deal with a possible name change of three roadways, including Forrest Street — named for Nathan Bedford Forrest, a Confederate general and a founder of the Ku Klux Klan. The two other streets named for Confederate generals being considered for change are: Lee, named for General Robert E. Lee, and Hood, named for John Bell Hood. The city's African American Advisory Council agrees to the name changes. Benjamin Israel is a longtime advocate of changing the street names. He has made multiple presentations to the Commission asking the names be changed. He believes some of the commissioners are too concerned about preserving the status quo, not unlike political leaders in the 1950s. While there are people in Hollywood who want the names changed, it may not be so easy to do. At least

five of the seven members of the City Commission must agree to change the names of the streets; at least two-thirds of the property owners on those streets must sign a statement supporting the name change; and a street naming committee, which has not yet been formed, must review everything before selecting new names for the streets. “I think history belongs in a museum,” said Commissioner Kevin Biederman, who said he believes the street names should be changed. “These names are offensive to a good portion of our population. Hollywood is an inclusive and diverse city and you can’t honor someone who is not honorable.” Biederman believes the City should help the residents on these streets with a transition period. “There would be duel names on the signs for a time and eventually the streets would have new names,” he said, and suggested the streets be renamed for early Hollywood mayors. The street name change would affect 335 homeowners on Forrest Street, 375 homeowners on Hood Street and 803 homeowners on Lee Street. Changing the names would mean some inconvenience for homeowners who would be required to change their address on driver’s licenses, official property documents and mailing address. Vice Mayor Traci Callari said the City should follow its process with a change in street names. “I understand the history behind it and the reason people want the names changed. It is a really tough decision. I think the residents on the streets need to be informed,” Callari said. “They need to understand the reasoning behind the street name changes.” During community and commission meetings, some residents and community activists spoke in favor of changing the street names. Others said they believe the names should remain in place as a way of remembering history, even if that history was not pleasant. Some meeting attendees said that Lee, Hood and Forrest were honorable military leaders who should be respected. Also, residents on the affected streets have said they like the names of their streets and don’t want them changed.

Comrades in Arms sometimes come with the loss of limbs—in the case of Mike Sulsona and Hollywood resident, Sabino Carona; that was indeed the case, with a healthy dose of Semper Fidelis (Always Faithful) in the mix. The two Marines meet in Okinawa in 1969, where Mike served as Sabino’s Squad Leader and boxing coach—an unbreakable bond was established. In 1971, when both of Mike’s legs were blown off above the knee in Danang (Vietnam), and after he’d been read his Last Rights three times (in Vietnam, Guam and Philadelphia), the squad leader sent word to the front lines of Khe Sanh, that Sabino’s presence was desired. In short order, the soldier was at the bedside of his squad leader… The friendship has never stalled. It had been, however, twenty-years since the two had met face-to-face. That all changed on April 22nd at Holly-

Arts for the Future Scholarships awarded to local students

Thirty seniors from 13 Broward County Public Schools, including Krista Nickle from McArthur High School received Arts for the FuKrista Nickle ture Scholarships during the 18th annual Stars on Parade extravaganza at the Broward Center for the Performing Arts. The scholarships allow the seniors to continue their studies in the visual, performing and technical arts at colleges, universities and educational training institutions. The Arts for the Future Scholarship Fund is a community-wide initiative to promote artistic career opportunities for graduating seniors. One of the largest programs of its kind in the nation, the fund has bestowed scholarships to more than 850 talented high school seniors since 1999.

Commission considers establishing new taxing district in Emerald Hills would be part of this taxing district and 93 percent of the responses we got were in favor of creating the taxing district.” During the April Commission meeting, residents complained they had not been given enough notice about the possibility of the new district. They said that while a notice had been sent, it appeared more like commercial mail or junk mail rather than an official city document. Some residents said they did not believe their neighbors wanted a new taxing district. They said there was

no real need to have more law enforcement in the neighborhood because there was no major problem with crime. The Commission decided to continue the ordinance until the May 3 meeting. The Commission wants to hear more from residents in the community. There is a possibility that this question will be put on a ballot in 2018. If passed, the district will include the section west of 46th Avenue and includes 512 single-family homes.

This is the question now before the Hollywood Commission. Some residents are in favor of creating the Emerald Hills Safety Enhancement District because they believe their neighborhood is particularly a good target for burglars. Others believe it would only be an added and unnecessary cost. At the first reading in January, residents of western Emerald Hills spoke in favor of creating the district. For about seven years, a group of about 200 residents have been paying an off-duty Hollywood police officer to patrol their neighborhood during daytime hours. Interstate 95 expanded express lanes are coming

soon to Hollywood. The Florida Department of Transportation recently presented the City Commission with efforts to improve I-95 Express Lanes within the limits of Hollywood, phase two of a years-long project. The purpose of express lanes is to provide an alternative to congestion, and to serve drivers who are making long-distance trips. It will provide additional system capacity on I-95. The 1-95 project will run from south of Stirling Road to south of Broward Boulevard. Construction will extend south of Hollywood Boulevard to accommodate southernmost express lane entrances and exits. The I-595 project will run east of State Road 7 to east of I-95. Major improvements include the addition of two express lanes, one in each direction on I-95 from Stirling

Road to Broward Boulevard, including ramp signaling. There will be express lanes entering and exiting north of Hollywood Boulevard and north of Stirling Road; direct connections between northbound and southbound I-95 express and I-595 to and from the west; and a widening of the I-595 median. Improvements will also be made to the I-95/SR 84 interchange, including a new westbound SR 84 bridge over I-95 and a northbound ramp bridgewidening. There will be a widening of the I-95 bridges at Hollywood Boulevard, Johnson Street, the C-10 Canal, Taft Street, Stirling Road, the C-10 Spur Canal, Griffin Road and the Dania Cutoff Canal. The express lanes are priced to limit demand and maintain a minimum speed of 45 mph, resulting in a more reliable travel time. The express lanes can provide additional transit options such as express bus service and park-and-ride connectivity/multimodal connections.

Hollywood Beach Resort may be redeveloped BY DAVID VOLZ CORRESPONDENT

A group of developers is hoping to buy the Hollywood Beach Resort and build two luxury condominium buildings. Each building would have 500 units. The developers also would like to change the Hollywood Boulevard bridge and build a road so drivers could drive up to a new second-floor entrance. At this point, no plans have been submitted to the City of Hollywood. However, Mayor Josh Levy is excited about the possibilities and believes the property needs to be redeveloped. “The site is crying for improvement and there could be a consolidated group of owners who could make improvements that most of the residents would be glad to see. It could become a crown jewel,” Levy said. Levy said he believes that when the hotel was built in 1925, it was

a very high-end property and was considered a high-class resort at the time. Wealthy people enjoyed visiting the resort, built by Joseph Young, and it was a location for concerts. Karen Albertson, president of the Hollywood Historical Society, said she believes the property has historic value and she does not want the building to be demolished. Area developers have expressed a desire to rebuild the property. For a developer to buy the property, at least 80 percent of the condominium owners would have to agree to sell.

Two weeks earlier, Ben Cohen, cofounder of Ben & Jerry’s Ice cream and founder of Stamp Stampede, joined American Promise to rally over 400 people in St. Petersburg Florida in support of a 28th Amendment. “Democracy is not what we heard about in grade school, said Ben Cohen, “but there is a chance now in Florida to help get it back.” Cong. Deutch is the lead sponsor of a constitutional amendment to overturn Citizens United with nearly 100 cosponsors in the U.S. House of Representatives. A Senate 28th Amendment bill has also been introduced with numerous cosponsors. "Americans across the country and across the political spectrum are working to win the 28th Amendment to take power back to the citizens from the big money that has taken over our democracy,” said Jeff Clements Co-Founder and President of American Promise. “Congressman Ted Deutch is listening to the people, and leading the charge to get this Amendment through Congress and on to the states for ratification." So far 18 states and over 740 cities

Citizen leaders, volunteers, and allies are gearing up to add Florida to the growing list of states calling for a 28th Amendment. and towns have passed 28th Amendment resolutions with cross-partisan support. In Montana and Colorado, voters have approved 28th Amendment ballot initiatives by 75-25%. In November, Washington State became the 18th State to call for the 28th Amendment, with a voter initiative passing by wide margins in every region and every Congressional district of the state. American Promise is leading the Citizen Uprising in Florida in hopes of giving voters the opportunity to weigh in on this issue on the 2018 ballot. “The one goal of this endeavor is to win the 28th Amendment to get big money out of politics so that people – not

Hollywood plans 2018 budget BY DAVID VOLZ

The City of Hollywood saved $234,000 in the first quarter of dvolz@hollywoodgazette.com 2017 by going to a four-day work week for most municipal employees. This savings was more than originally projected, and fewer sick and overtime hours were seen. However, the City is projecting a $8.571 million shortfall, which must be closed and a balanced budget reached by October 1. Hollywood’s proposed general fund revenue is expected to be $247,469,602 and proposed total expenditures are $256,041,000. The City Commission participated in its Annual 2018 Fiscal Retreat, in which an annual summary to update the Commission on the City’s financial position at this point in the current fiscal year was presented. The projections for the upcoming year, along with input on spending priorities, which will serve as a road map in planning for 2018, were given. The Fiscal year 2017 Total Operating Budget for all funds was $509,521,122 which is $19,897,842 more than Fiscal Year 2016. The proposed Fiscal Year 2018 General Fund Revenue is expected to be $247,469,602. In February, the Broward County property appraiser gave a presentation forecasting a 7 percent increase in property values throughout the county. This will mean more revenue for the City of Hollywood. CORRESPONDENT

Also at the meeting, the City’s Vision Hollywood 2020 aspirations were discussed. This includes: • A vibrant downtown featuring a food district with a culinary school • Enhanced public gathering spaces including concepts for new spaces such as a public pier and sports complex • More and higher quality recreational amenities and programs • The conversion of Septic to Sanitary Sewer in some areas • Middle class growth and strong neighborhoods • Lush landscaping, revitalized corridors and attractive neighborhoods • Robust public transportation and improved mobility for pedestrians and bicyclists • Fortified beaches

There is a desire to improve morale and have more team-building in government and to have more efficient and accountable government. There is a need to attract more business to Hollywood, develop the workforce and redevelop outmoded areas.

Letter to the editor

I read with interest your article indicating that the Commission is going to spend, again, taxpayer money on signs 'requesting' that people from all over the world, who we encourage to visit Hollywood, not smoke on the Broadwalk. How much did the Commission spend to post "NO DOGS ON BROARDWALK" signs only to have people like this [in top right photo] abuse the warning? I happened to approach these people and told them there are fines for taking dogs on the Broad- Hollywood Beach, FL walk and they totally ignored me. The Rangers we pay with CRA funds, which is also taxpayer dollars, are somewhat absent or enjoying their cell phones. By the way, the posting of the signs listing prohibited items on the beach are usually hidden by being placed on street sides with things in front of them. Hollywood wants a new train station The City of Hollywood CORRESPONDENT dvolz@hollywoodgazette.com is hoping for a train station that would serve passengers of Tri-Rail Coastal Link. It is not known if Tri-Rail Coastal Link will establish a train station in the city, but city officials want a station in the downtown area. The Commission passed a resolution to jointly apply for with the Hollywood Community Redevelopment Agency, and if awarded, to accept the South Florida Transit Oriented Development Grant to implement a station area master plan for an estimated cost of $205,000. This involves amending the Fiscal Year 2017 operating budget and authorizing a portion of the required 20 percent matching funds in the estimated amount of $16,400. The station would be located on Dixie Highway between Fillmore Street and Hollywood Boulevard. BY DAVID VOLZ

If your home is near a business or commercial property, the business must move its dumpster as far from your home as possible. That was a revision on the ordinance approved by the Hollywood Commission on second reading during a recent meeting. Complaints were received by homeowners that nearby businesses placed enclosed dumpsters too close to residences. The goal is to move the dumpsters away from homes. a green light from the City Commission and were issued a blanket purchase order for the supply and delivery of automotive and truck parts, accessories and supplies for an estimated expenditure of $190,000. The Commission also approved a resolution authorizing a donation of law enforcement forfeiture funds, involving Florida’s Contraband Forfeiture Act, in support of community organizations and local agencies that provide drug treatment, drug abuse education, drug prevention and crime prevention and safe neighborhood programs, in the amount of $79,000.

Meet Loni Duek: Hollywood resident, mom, artist, certified meditation/ yoga/Reiki instructor and small business owner . Whew! She is one busy lady. Balancing family, kids and business is no easy feat but this ambitious and motivated soul still wants to do more. “Giving more to the community has always been a dream for me,” states Duek, who is committed to universal healing, nurturing and networking. “I believe in a strong support system to help the community grow and nurture one another.” Duek’s list of accomplishments and giving is quite impressive. She provides yoga instruction at Hollywood ArtsPark with the Brahma Kumaris group featuring Roz Reich and Etta Stevens; exhibits, guided meditation and healing at her Hollywood studio-Soulistic, located at 1909 Harrison Street in Hollywood; and she opens Soulistic every 3rd Saturday of the month to participate in Downtown Hollywood’s enchanting ArtWalk. “I open my studio from 5 to 10

ing sessions at Soulistic everyday by appointment, with yoga and healing on Tuesday and Friday mornings and a healing class every Thursday from 7pm9:30pm. “The class offers guided meditation, healing, sound healing and Reiki for all,” explains Duek. “I don’t believe in colors, sizes or shapes when it comes to people, rather unity.” A native of Argentina, Duek first moved to Miami Beach before falling in love with Hollywood. “I used to ride my bike through Hollywood Lakes,” recalls Duek. “It was so beautifull! I remember always saying to myself, I’m going to live here one day!” That day came about 10 years ago, when Duek and her husband bought a house on Tyler Street. “Then we had the kids. Tommy turns 10, May 14, and the twins, Mila and Maui, are 6. We started looking for a bigger home with a pool and we found one on Rodman Street in Hollywood.” The family has been there ever since. As for Duek’s accreditations, she volunteered for three years before

becoming certified in Reiki, Yoga and meditation. She offers private sessions at the studio which include: Reiki, sound healing, aromatherahapy, crystal and stone healing, meditation and card reading - oracle for guidance. “I want to bring together people throughout the community with a message of peace and unity, always,” said Duek. “My studio is open for Reiki Circle, yoga classes, group classes and special events – like wine and art, mate tea events. We also offer holistic practices, events on the go and rental space for private celebrations, practice, events, etc. It is a one stop healing place for the community.” It truly is. Soulistic offers a charming, quaint and peaceful vibe. Patrons who stop in can browse through candles, crystals, books, custom art and the warmth and vibrance that emanate from within. Commissioners agreed to a resolution to execute an agreement between the City and the Florida Department of Transportation for right-of-way acquisition professional services for Johnson Street from east of 31st Avenue to North Eighth Avenue. The Complete Streets Project comes with an estimated cost of $319,453. The Commission approved a three-party escrow agreement among the City, FDOT and the State of Florida Department of Financial Services to establish an escrow account for the project funding. The Commission also authorized an agreement between the highestranked firm and the City of Hollywood to provide a parking citation and database system. There is an option to add the license plate recognition system for the parking division for a five-year term at an estimated total of $446,632. Commissioners agreed to a work order between Tetra Tech and the City to provide professional engineering services for the Water Main Replacement

The Hollywood Commission also approved a number of vehicle purchases for the Department of Public Works. Commissioners agreed to a purchase order between Palmetto Ford Truck Sales and the City of Hollywood to buy one 2017 Ford F-550 4X2 truck with a crane body and a 5,000-pound crane for a total of $89,189. Purchase orders between Stingray Chevrolet and the City of Hollywood were also approved to buy four 2017 Chevrolet Colorado pickups in the amount of $88,956 and issue purchase orders with Auto Nation Chevrolet for the purchase of one 2017 Chevrolet Silverado 4X4 pickup, two 2017 Chevrolet 4X2 pickups and two 2017 Chevrolet Malibu sedans in the amount of $114,632. The total cost of vehicle purchases was $203,588.
