seem to be enforced. Violators will be faced with fines of up to $500 or up to 60 days in jail. There will be final reading on the ordinance at an upcoming meeting.

At a recent commission meeting, Hollywood’s Green Team Advisory Committee proposed an amendment to tree regulations in the City as current code has fallen below county standards lagging behind other cities. The Green Team wants modified and more flexible requirements for replacement trees to encourage better tree canopy. They propose maintaining larger specimen trees with diameters of 18 inches or more, with an emphasis on improving the quality of trees used for replacement and special treatment for trees of significance. The proposal would require planting larger trees as replacement canopy trees when trees are removed under city permit process. Because there is currently no distinction between species and non-species trees, there is a loss of good tree canopy in Hollywood. Also, there would be a concerted effort to preserve trees of significance including very large trees, older trees and trees known as Champion Trees.

Middle school sweethearts celebrate 43 years of business at Masquerade Costumes on Hollywood Boulevard

Her office is decorated in a purple New Orleans Mardi Gras theme, and his is filled with Beatles memorabilia. She takes French and modern dance lessons, and he studies the ukulele. They share a love of travel and do so whenever they can. She does most of the design, buying and merchandising in the store, and he’s the numbers guy, who also buys makeup, masks and boas (the scarves, not the snakes). Who are these people? They’re Indee and Lenny Rapp, long-time Hollywood residents, middleschool sweethearts and second generation owners of Masquerade Costumes on Hollywood Boulevard, and they’re just the loveliest, quirkiest, most perfect people to own one of Hollywood’s longest-running family-owned one-of-akind enterprises. Strangely enough, the thing the Rapps hear most from walk-in customers is “I’ve been living in the area for many years, I’ve seen you here forever, but I never came in,” and “Now that I know you, I’ll definitely be back!” said Indee, whose mother started the business 43 years ago. “And that’s our greatest joy,” she added, “When people come back with friends and family.” Once there, almost everyone becomes en6

chanted with the old-school set up and the wide selection of unique costumes for men, women and children. Indee and Lenny met three times when they were in different middle schools in south Florida before they realized that they’d found their soul mates. When Lenny’s family moved to Texas, they had regular “long-distance” phone calls and when it came time for college, Indee enrolled in school there so they could be together. When Lenny’s family moved back to Florida, the young couple stayed on and married, and with the birth of their first child Jason, they returned to Florida and their families. Indee took jobs in property management and advertising sales, and Lenny worked as a tax accountant. Soon after, their daughter Scarlett was born. Meanwhile, Indee’s mother, Barbara, an extremely talented seamstress, had built a small business sewing pageant gowns and costumes for local schools and dance groups. By 1974, she had opened a storefront location at 5723 Hollywood Blvd., and soon noticed an ongoing demand for more generic costumes. In 1991, Barbara helped her daughter set up a retail costume shop in Lauderhill, and in 1996, Lenny joined the business at the Hollywood location, turning it too into a retail space. The entire enterprise was renamed Masquerade Costumes.

In 2001, the Hollywood store moved to its current location at 5801 Hollywood Blvd. The building itself has a quirky history, having served over the years as a home, a spiritual center, a warehouse, an optical shop, a restaurant, a fabric store and a funeral home. In 2013, after 22 years in business in Lauderhill, the store was merged into the Hollywood location. Lenny and Indee run the place together and look forward to another Halloween, the 43rd consecutive year of the family business. “I didn’t inherit my mother’s amazing sewing talents,” said Indee, “but I did get her love of costumes.” Today, the business thrives as one of the very few year ‘round costume stores in south Florida, and the only one in Hollywood. Among Masquerade Costumes’ non-Halloween busy times are religious holidays, including Purim, the Jewish dress-up holiday and the second-busiest time of the year, Christmas, Easter, July 4th, Memorial Day, Labor Day and Veterans’ Day. The Renaissance Festival is always a huge draw – Masquerade carries a huge collection of skirts, corsettes and Steam Punk accessories -- as are Mardi Gras parties, Masquerade Balls and the frequent ‘20s, ‘60s and ‘70s parties 3-inch platform shoes for men and small to HUGE afro wigs which would make any

old hippie or disco star proud. Kids always need costumes for plays, careers days and heritage days and teachers for presentations. People come in for costumes and wigs for comic, anime and cosplay conventions. In addition, many city and county agencies use Masquerade to fulfill their costuming needs for local events. “We also get a lot of people buying costumes for cruises, when frequently they have theme nights, plus we work with a lot of amateur and professional theatre groups, who often take advantage of our rental costumes, which are generally made more like real clothes, with richer fabrics and more ornate trims,” noted Indee. But it’s Halloween, of course, which remains the core business at Masquerade Costumes. The rush begins as early as August for ideas and begins in earnest by late September. The store carries a full range of costumes for newborns to plus and XXL sizes. Customers always praise the knowledgeable and friendly staff at Masquerade Costumes. Everyone on staff has been working for the store for years, knows the stock, and works closely with the customers to help them find a costume that makes them feel fabulous. “Nothing makes me happier than to help a customer find their “inner Halloweenie,” said Robin, a salesperson

One of the perks of the costume business, noted Lenny, is the ability to predict the outcome of elections. “Last year, we sold one more Trump mask than Hillary mask,” he said. “And see, the results were just that close!” This year, the Rapps took on their newest identity: Grandparents! The couple are hopeful that Carter, the newly born son of daughter Scarlett and her husband Chris, will one day become the fourth generation costume store

owner in the family. At the same time, their son Jason just became engaged to Nguyen, a lovely woman he met while teaching English in Southeast Asia. While sorting a huge shipment of wigs, Indee wonders what to dress her new grandson in for his first Halloween, while Lenny figures out how he’ll get his daughter away from her baby and into the store for the Halloween rush this year. Clearly, it’s the Rapps’ love of costumes that makes Masquerade Costumes one of the best places to shop for Halloween and any other costuming needs

throughout the year. Lenny and Indee really live and breathe the costume industry all the year through. Between buying trips, special events and using the down times to organize the warren of rooms behind the main shop, it’s clearly their focus all year long. And it shows, for anyone who enters the store, definitely returns. But alas, most people wait till the last minute, when the store has, even with extended hours and extra staff on hand, lines out the door. Coming in person -- far in advance of need -- and trying on remains the best way to buy any costume, said Indee. “We get so many people who tell us that they bought a costume on line, and that when it finally arrived, it didn’t fit,” she proclaimed. “Then they come here, and it’s often already late in the season.” Masquerade Costume encourages customers to try on their costumes and again, to come early for the best selection and fit. LIOTTA AND CAMEJO: THE HEART AND SOUL OF

LOCAL BUSINESS CORRESPONDENT What is a CRA anyway? I was excited to meet with Jorge Camejo of the Hollywood CRA. I know he is very respected in the city as a man who gets things done, but what I really wanted to know was, what does CRA stand for and what exactly do they do? When I met with Jorge, the Executive Director of the Hollywood CRA, and Lisa Liotta, the Redevelopment & Operations Manager, I learned about that and a whole lot more. CRA stands for Community Redevelopment Agency. Under Florida law, the local government must survey the proposed redevelopment area to determine that the required conditions (slum and blight) exist. The local government may create a CRA to provide the tools needed to foster and support positive redevelopment of the targeted area. The Downtown District was created in 1979 and the Beach District was created in 1997. Slum and Blight? East of Dixie in Hollywood? The definition, said Jorge, is broad. For example, Hollywood Beach, before the Broadwalk was built, was the qualifier. The

local governing body adopts a community redevelopment plan, and the CRA implements the plan for a turnaround with a financial structure. The district’s taxable value is identified in the base year – in our case, ’79 and ’97. While the property values grow, the difference in taxes collected is what funds the CRA. “Many cities have them, and we had the forethought to apply and get them set up a long time ago,” said Jorge, “We’re now grandfathered in under existing financing structures which are favorable to the city. “We are the poster child of a successful CRA,” he says proudly. “It’s a self–funding economic engine as long as you have continuity and the value keeps growing.” The CRAs in Hollywood have been around now for so long that it’s hard to find a program that they’ve NOT been a part of, from the protection of the sea turtle nests to the Hollywood Trolleys to the current $1.4 million Downtown lighting projects, including lighting the alleyways in the commercial areas, Liotta new street lighting in the residential areas and the new Festoon lights in the Hollywood beach core. Currently Jorge and Lisa are working diligently with the Department of Trans-

He worked for the city of Boca Raton “for 28 ½ years” including for the CRA there, and was instrumental in the development of Mizner Park. He has four children in their teens and 20s. Lisa, a mother of two sons, 8 and 14, and a native New Yorker, came to south Florida in 1990, with the intention of continuing her career in medical equipment sales. Instead she went to work for the Miami Beach Chamber of Commerce and then for

the City of Miami Beach as a community resource coordinator. “Lisa is a truly dedicated member of our team,” said Jorge. “I wouldn’t be here if I didn’t love it,” she countered. She says of all the projects she’s worked on, she most proud, so far, of the progress made in the downtown corridor. With all the progress, have the Hollywood CRAs finished their work here? There are those who think it’s time to let them expire at the end of their current runs, in 2025 for the Downtown branch, and in 2027 for the Beach. In response, Jorge has created a financial refund plan which he feels is one of his greatest contributions. With the plan, 17% of all the money collected by the CRA would be refunded to the city outside of the CRA boundary. Based on projected income and cost expectations, that would amount to approximately $5 million. “I am most proud of this plan to help the city of Hollywood and Broward county share the benefits of the success we’ve created, and create a positive impact beyond the boundaries of our CRA,” he stated. We want students to learn two or three languages.” Estrella Malhao, who teaches the Spanish portion of the program, loves the concept. “I think it’s important that children learn to speak Spanish. They

are learning their academic subjects in Spanish. They can share what they’ve learned in school with their parents,” Malhao said. Louise McKelvey, who teaches the English portion of the program, is also proud to be a part of it. “This is really awesome. It’s good to see the students make progress in both Spanish and English. They’re learning so many vocabulary words in both languages.” The dual language program is growing in Broward County Public Schools. There are 41 schools throughout the County with it and more will be added to the program.

Broward County passes budget Broward County Commissioners have approved the fiscal year 2018 budget. Based on the Commission's direction, the proposed total millage (property tax) rate will remain the same as fiscal year 2017. The proposed combined millage rate for FY18 is 5.669 per thousand dollars of taxable value. Generally, homestead taxpayers will experience a slight increase in county taxes. The increase in assessed value for homestead property owners with the "Save Our Homes" differential is about $18 more than last year for a home with a taxable value of $148,800. For other properties, the change in the assessed value of each property will determine how much the property taxes will change. "This budget shows our humanity and assists some of the most vulnerable in our community including the elderly, those who are homeless and addresses the opioid crisis. I think this budget reflects our concern and our compassion for our community" said Commissioner Nan Rich. The General Fund budgets for the Broward Sheriff's Office, Property Appraiser and Supervisor of Elections, increased by $33.5 million including an additional $7.5 million for BSO to provide courthouse security and consolidated dispatch services. It's important to note that Broward County taxes consist of less than one-quarter of the overall tax bill, which also includes city taxes, school district taxes and special taxing districts.

That said, and despite the lack of power, the swirling howling winds, the fence taking off like Dorothy’s pad in the Wizard of Oz and all those palm fronds flying, we managed to dodge a bullet (so I’m told). But what was even more evident than the damage (or lack thereof) was the unity of folks—neighbors checking on neighbors—people helping one another. Boy-howdy, by the time the sun returned (not the power mind you) the upper crust and the hoi polloi were mingling like rum and coke (claustrophobia no doubt the mutual malady) at the Octopus. In these times of partisan politics and bitter finger-pointing and humans with softer shells than Maryland crabs, it was sweet to see caring and community at work—Bravo! Speaking of sharing and giving and cooperating in the Hip Hamlet of Hollywood, folks need know there are many venues offering free (or minimal cost) workshops and classes. Let’s start

Memorial Healthcare program helps kids and young adults transition from foster care to adulthood

A Memorial Healthcare System program that aids some of the most vulnerable individuals in South Florida, children aging out of the foster care system, has won the American Hospital Association’s 2017 NOVA Award. The honor, earned by five or fewer entities nationwide each year, recognizes “effective, collaborative programs focused on improving community health status.” The Memorial program, Healthy Youth Transitions, was the only winner from Florida. Utilizing funding from the Children’s Services Council of Broward County, the program helps kids and young adults transition from foster care to adulthood by providing support before and after a person turns 18. Life coaches help those who’ve grown up on their own learn to be productive adults, with guidance on daily living challenges such as housing, health, social relationships, education, money management, career planning and work. “There are often nonprofits in the community that offer some of these services, but its very unusual for a healthcare provider to take on a comprehensive program like ours,” said Tim Curtin, administrative director for community services at Memorial Healthcare System. “We’ve been able to form community partnerships and bring everything under one umbrella for kids who have spent their childhoods in a constant state of flux.” 175 children, some of them with

babies of their own, have been coached on life skills since 2010. “All they want is a fair shot at having success in life. We’re their safety net at a time they have nowhere else to turn,” said Curtin. The NOVA Award, announced by the AHA at its Leadership Summit in San Diego, honors “bright stars of the health care field.” Winners are recognized for improving community health by looking beyond patients’ physical ailments, rooting out the economic and social barriers to care, and collaborating with other community stakeholders. “The programs recognized by this year’s AHA NOVA Award inspire us all with their collaborative, caring approach to improving community health and wellness,” said AHA President & CEO Rick Pollack. Since 1999, Memorial Healthcare System’s Community Youth Services (CYS), which oversees the Healthy Youth Transitions program, has partnered with nearly 30 communitybased organizations. It uses a targeted approach to tailor programs and services to meet the needs of the individuals it serves, using evidence-based prevention, early intervention, and treatment to help children and families. CYS has provided crucial no-cost, grant-funded resources to 185,000 young people and their families as they cope with crime, domestic problems, pregnancy, mental health, and substance-abuse issues. Hollywood waives permit fees for storm repairs In an effort to expedite repairs required as a result of damage caused by Hurricane Irma, the Building Division will implement the following changes to its permitting policies and procedures over the next 90 calendar day period effective Sept. 21. This 90 day grace period will assist the residents and commercial businesses of the City in restoring their property and returning to normal operations as quickly as possible. The following storm damage does not require a permit: • Minor repair to existing permitted fencing • Minor roof repair to individual shingle or tile pieces and roof membrane patches • Replacing the canvas or vinyl on awnings or canopies • Window and door component repairs (i.e. glass, screens, gaskets, seals, etc.) Note: Structural repairs involving removal/replacement of the window/door frame require a permit. • Replacement of screening on screen enclosures Permits are required for the follow-

ing but permit fees will not be charged for repair work due to Hurricane Irma: • Structural repairs to existing fences • A/C unit replacement • Structural repairs to windows and doors, replacements in existing openings • Structural repairs for roofing • Existing shed replacement, shed must be placed in the same location with same setbacks • Structural repair/replacement of existing carports/patio canopies, gazebos and awnings These repair permits will receive prioritized review and as per code, the work may be started with the permit application being submitted within 48 hours. Established by the Navy League of the United States in 1958 at the request of the Department of the Navy, the Sea Cadets are known to be the best youth organization around. And they have lots of fun, too. The Sea Cadets program encourages and aids American youth to develop an interest and skill in basic seamanship, and in its naval adaptations, to train them in seagoing skills, and teach them patriotism, courage, self reliance, and kindred virtues. “Our cadets experience the adventure of a lifetime when they become part of our organization and get to do what other children only dream about,” explains Lynn Atkinson, spokeswoman for the Spruance Division of the Sea Cadets. “After completing prerequisite training, classwork, and a two week boot camp, the real-world training possibilities for Sea Cadets are nearly limitless.

They can choose to spend some or all of their summer and winter school breaks on U.S. Naval or U.S. Coast Guard ships or stations, attend Navy, Marine Corps, or Coast Guard training in many different fields from aviation electronics and leadership to culinary and SCUBA.” Cadets may also choose to work alongside the Coast Guard on search and rescue missions, or travel to other countries on an exchange program with Sea Cadets from other nations.

Serving underprivileged youth by providing them with activities every Saturday from 8 am to 1pm during the school year and 1-3 week summer training sessions during the summer, the purpose of the Sea Cadets Youth Development Program is not to train recruits for military but to build character and teach respect, teamwork, self confidence, leadership, and most important, to make the right choices in life that will guarantee success.

“When I first joined Sea Cadets, I didn’t think I would make friends, since I couldn't find a place where I belonged,” shared Sea Cadet Bianka Harris. “Or, maybe that was just me overthinking, as usual. But, I let that fear stop me from trying to improve myself. It did take time, but two years later, I have to say, I am a completely different person. Because of the Sea Cadets I’ve become friends with people who want me to reach my full potential. From increasing my confidence to building my trust in others, I can truly say Sea Cadets has changed my life.” The program welcomes boys and girls ages 10-18 and they learn ship and aircraft identification, rank and insignia, computer safety awareness, first aid, boating safety, fire fighting and more. Portable spay/neuter unit moves to Hollywood A portable spay/neuter unit acquired by Broward County Animal Care and Adoptions (BCAC) has been folded up and moved to the next targeted location, John Williams Park located at 6101 Sheridan St. in Hollywood. The Humane Society of Broward County is the service provider for the 400 square foot unit and appointments for free and low cost pet spay/neuters are now being accepted. The goal is to sterilize a minimum of 400 pets per month at this location. The custom portable unit will temporarily be in place at John Williams Park through a partnership with the City of Hollywood and surgeries

Chaminade-Madonna hosted the CM Cares Volleyball Tournament, which raises money for the fight against breast cancer. About 14 top notch teams from around Florida participated in this tournament. Holly Neher, the Hollywood Hills High School starting quarterback talks with her teammates during halftime. The Spartans won the game against Pompano Beach High School 51 to 27. 22

Commission votes 5-1 to rename Forrest, Hood and Lee streets in Hollywood

If you live in one of the disasterdesignated Florida counties and experienced property damage or loss directly caused by Hurricane Irma, register with the Federal Emergency Management Agency (FEMA) for disaster assistance – even if you have insurance. You may register for assistance at www.DisasterAssistance.gov. If you don’t have Internet access, you can call 800-621-3362. FEMA assistance for individuals may include grants for rent, temporary housing and home repairs to their primary residences, as well as funding for other serious disasterrelated needs, such as medical, dental or funeral costs. If you have insurance, FEMA may still be able to assist with disaster-related expenses that were underinsured or not covered by your policy. What to Expect After you apply, a FEMA inspector will contact you to schedule an inspection. The inspection generally takes 30-40 minutes or less and consists of a general verification of your disaster-related losses and a review of ownership or residence records. There

After about six hours of debate and discussion and hundreds of people speaking during public comments, the Hollywood Commission agreed 5 to 1 to change the names of the streets in Hollywood named for Confederate generals Forrest, Hood and Lee. Most spoke in favor of the signs being taken down with impassioned speeches against the Confederacy and the generals and soldiers who fought for the Confederacy. Local political leaders, including Congresswoman Debbie Wasserman Schultz, State Rep. Joe Geller, Rep. Shervin Jones and Commissioner Beam Furr spoke. They all said the signs represent hatred and oppression of African Americans and must be taken down. Benjamin Israel, a major leader of the movement to remove the signs, spoke on the importance of taking the signs down. He considers the inconvenience residents on the streets will face a minor thing compared to what African Americans experienced as slaves and during the Jim Crow period. During the meeting some residents expressed concern that the people on Lee, Hood and Forrest street were not permitted to vote on whether they wanted the names changed. Close to 200 people signed up to speak during the meeting.

You will receive a letter by email or physical mail, depending on your preference, which outlines the decision about your claim. Know that you may receive a visit from more than one inspector throughout the recovery process. In addition to FEMA housing inspectors, representatives from the U.S. Small Business Administration, state and local officials and inspectors for private insurance coverage also visit neighborhoods in affected areas. Jones and Dr. Tameka Hobbs, professor of African American History at Florida Memorial University, expressed a need to remove the signs because they represent hatred and racism. Singing the Lift Every Voice and Sing, also known as "the Black National Anthem", and We Shall Overcome, the demonstrators were as passionate as they were peaceful. “There have been a couple of scary people who sounded aggressive and became insulting on the ‘against’ side, but the hearing is crawling with law enforcement, so they spoke and sat down,” said activist Lynare Robbins who attended the meeting. To celebrate national 'Thank a Police Officer Day' Hollywood residents Rhonda Hembd and Lisa Tsolis hosted a cookout to show their appreciation for police officers in the community and the work they are doing to protect Hollywood residents. People in the neighborhood were invited to stop in, have a hotdog and hamburger and enjoy some social time. Police officers were invited to stop and have dinner or even pickup dinner if they were unable to stay. The Hembd and Tsolis families include police officers and there are many officers who live in their neighborhood. It was a pleasant atmosphere and people enjoyed spending time -D.V. together.

She was the starting quarterback for Hollywood Hills High School in a game against Pompano Beach High School on Sept. 22. The Spartans won the game 51 to 27. Coach Brandon Graham is proud of Neher and said that she earned the position. “She's been playing very well and she earned the opportunity to start,” said Graham. Neher loves being a part of the team. “Playing quarterback is an amazing experience. I love my teammates. They are all like brothers to me,” she said. Neher enjoyed some success in her first start. Early in the game, she passed the ball to Alexander Shelton who scored touchdown. The touchdown was nullified because of a holding penalty. Later in the first quarter, Neher threw another pass to Shelton who then ran it in for a touchdown. Shelton also had a very impressive game. Emile Bien-Aime also played quarterback for the Spartans and performed well. Neher, who plays on the girls’ flag football

team during the spring season has insisted on no special treatment. When on the sidelines, she is just one of the players enjoys being a part of the team. Alexander Shelton may be best player in Broward County who is not as well known. He plays wide receiver and cornerback on the Hollywood Hills High School football team and scored five touchdowns during a recent victory over Pompano Beach. (Actually he scored seven but two of the touchdowns were called back.) Coach Brandon Graham was impressed and said that Shelton scored on pass receptions, run plays and on a punt return. “He is the best pure athlete I have ever coached. He is a great football player,” said Graham. Graham said Neher will continue to play a major role on the Hollywood Hills team. “Holly does what we ask of her. She stays after practice to get more throws in. She is playing well and understands the game plan,” he said. Emile Bien-Aime is also playing quarterback for Hollywood Hills. Ramon James, who was the leading quarterback at the beginning of the season is now playing receiver.

Brightline gears up to launch service later this year Brightline, the new privately funded express inter-city passenger rail service in Florida, will soon take delivery of its fifth trainset, BrightRed, from Siemens USA in Sacramento. Fabrication of the trainset was recently completed, and it is now on its way to South Florida traveling 3,052 miles via rail across eight states. The transcontinental journey is a milestone as it marks delivery of the final trainset for Brightline’s Phase 1 service between Miami, Fort Lauderdale and West Palm Beach. Brightline’s trains are built as integrated trainsets, comprised of two diesel-electric locomotives and four high quality stainlesssteel coaches. These clean diesel-electric locomotives will meet the highest emissions standards set by the federal government. The integration improves ride quality and makes for a quiet experience, while the bright yellow locomotive on each end offers high reliability and redundancy. “It is an exciting honor for Siemens to

build trainsets with such historical significance, serving the first privately-funded rail system in over 100 years,” said Siemens Rolling Stock President Michael Cahill. “I salute the Brightline team for their innovative and courageous approach and I am proud of the team of highly skilled employees in Sacramento and the suppliers across the nation for their significant contributions to this great American manufacturing success story.” Brightline’s trains abound with innovations and comfortable features, from automatic level boarding platforms and aisles that exceed ADA compliance standards to comfortable leather seats with multiple outlets for devices and complimentary robust Wi-Fi, powered by multiple antennas on every car. Brightline will provide a much-needed, hospitality-driven alternative to South Florida’s congested roadways. The company is anticipating an official launch of its service later this year.
