Hollywood Commissioners no longer able to do business with the City Residents who serve on the HolCORRESPONDENT dvolz@hollywoodgazette.com lywood Commission and own businesses will no longer be able to enter their businesses into contracts with the city. This will have the most effect on Vice Mayor Peter Hernandez who owns Govea Trucking and has been contracting with Hollywood for nearly 13 years. The ordinance brought forth last month came after the commission approved a $78,645 sewage sludge-hauling contract with Govea Trucking earlier this year. The contract raised concerns from both Hollywood Mayor Peter Bober and Commissioner Richard Blattner who opposed the deal. As a result, Bober said he wanted a strict prohibition by commissioners and staff doing business with the city enacted immediately. Hollywood Commissioner Keith Wasserstrom went to jail in 2007 for having ties to a company that won a city contract. "Commissioners banned from doing business with their own cities is a nobrainer," said Broward Beat columnist Buddy Nevins. So at a September meeting, the Hollywood Commission agreed on first reading to an ordinance that will prohibit Commissioners from doing business with the City of Hollywood. This followed a lengthy discussion where staff members said they

were uncomfortable criticizing the work of a company owned by a member of the commission, fearing offending someone who is ultimately their boss. "Hernandez is engaged in the worst type of double-dipping," said Nevins. "Receiving a Commission salary while also having a contract with the city." Hernandez defends the deal. “I have kept the same price for the past ten years.

The out-of-towners cannot beat our prices and they must be using their political clout to try to take a local company from bidding.” There were only two bids for the sludge-hauling service contract and the second bid was more than double the bid from Hernandez’s company. His contract with the City will be up in a year and a half, then it comes before the commission for a two-year renewal. After

that his contract is eligible for two, two-year renewals. After this period, if Hernandez is still a commissioner, he will not be able to enter into another contract with Hollywood. Hernandez is up for election in November in District 2 with two opponents on the ballot - Timothy Burton and Maria Jackson.

Gov. Rick Scott authorizes additional $25 million to combat Zika virus Last week, Governor Rick Scott announced that $25 million in state funds will be authorized to support research to develop a vaccine against the Zika virus and enhance Zika testing methods. According to the Centers for Disease Control, there's no vaccine or specific treatment. Instead the focus is on relieving symptoms and includes rest, rehydration, and acetaminophen for fever and pain.Governor Scott said, “We must focus on finding a vaccine and enhancing our Zika testing capabilities to further protect pregnant women and their developing babies.” The $25 million in state funding will be allocated following a competitive grant process by the Florida Department

of Health. This funding goes directly to Zika research, including: expediting the development of a vaccine to prevent Zika infection; and the development of innovative, cost-effective Zika testing methods. To date, Governor Scott has used his emergency executive authority to authorize $61.2 million in state funds for Zika, including $26.2 million in July, $10 million last week for Zika preparedness and preparation and $25 million today for research and development. Florida has a Zika Virus Information Hotline managed by the Department of Health that can be reached at 1-855-6226735.

Pension task force created to mitigate Hollywood's ballooning post-employee benefit costs The City of Hollywood faces financial challenges due to high pension costs and Other Post Employment Benefits (OPEBs). OPEBs, like health care benefits, have created a liability to the City of about $500 million, more than all 30 other Broward cities combined. As of July 2015 Hollywood's unfunded pension liability was more than $490 million, with all three of the city's pension plans funded at less than 57 percent, according to the Sun-Sentinel. To address this, a pension task force has been established for each of the City's pension plans: police, fire, and general employees. The task forces will comprise one each of the following: • City representative • Pension administrative representative • Actuary • Trustee (pension board member) • Retiree receiving pension

The task forces which are currently being established will begin meeting on October 1, as the new fiscal year begins. During a recent Hollywood Budget meeting, City Manager Dr. Wazir Ishmael explained that the Hollywood’s generous pension plan for retirees is creating major difficulties for Hollywood. The current annual contribution for pensions is $53 million, more than half of ad valorem tax revenue collected by Hollywood, according to Ishmael. Also, health care costs for City employees and retirees increased by about $6 million last year, to an annual total of about $28 million. This City is self-insured for this benefit and is experiencing double digit annual cost increases, which cannot be sustained. The City is also in litigation and conflict resolution with all three pension plans over the 13th check, a bonus check sometimes sent to retirees at the end of the fiscal year.

Hollywood moves forward with 19-story Young Circle Commons development Developer to preserve facade of Great Southern Hotel site slated to become residential condos, retail space and Hilton Garden Inn Construction planned for a new CORRESPONDENT dvolz@hollywoodgazette.com 19-story building to be known as Young Circle Commons in Hollywood to set to begin in a year. The project will incorporate the Great Southern Hotel, the historic landmark hotel that was home to workers who built Hollywood in the 1920s. In recent years the dilapidated structure has become an eyesore, remaining vacant since 1991. The Great Southern Hotel is one of four hotels built by Hollywood’s founder, Joseph W. Young. Most of the new building’s space is dedicated to residential condominiums, however the first eight floors are set aside for a Hilton Garden Inn. Construction will take between 18 to 24 months and is the culmination of 15 years of planning by developer Charles BY DAVID VOLZ

“Chip” Abele. The project will cost about $100 million and include 166 residential units, 103 hotel rooms and 391 parking spaces. The hotel will occupy the first eight floors and the residential section will occupy the top 11 stories. More than 10,000 square feet is devoted to retail space. Developers expect that the Hilton will be about 90 percent occupied, translating to increased customers for the Downtown district. Anne Hotte, CEO/ Executive Director for the Greater Hollywood Chamber of Commerce said she looks forward to a new upscale hotel in Hollywood believing it will bring more money to the City. Mayor Peter Bober believes this project will help Hollywood. “We need expand the tax base in Hollywood and this project help do that,” he said. Commissioner Traci Callari said she is excited about the possibilities this project will mean for Hollywood. Commissioner Biederman is also strongly in favor of the project. “I think it is a great project and is long overdue,” he said. The city came under scrutiny and last month, when code compliance officers were discovered to have been posing as potential home owners in order to find cite code violations. “While I strongly support enforcement of ordinances designed to protect both buyers and sellers, the techniques that brought this issue forward are absolutely wrong, even if they may be legal,” said Commissioner Dick Blatter. “Lots of people have a role to play here, including realtors, who often assume all improvements were permitted and performed by competent and licensed contractors; sellers who make changes but want to avoid the admittedly arduous process, and contractors who encourage homeowners to skip the permit phase.” John Chidsey, Hollywood’s code compliance manager, gave a presentation on the creation of an internal codecompliance task force at a recent commission meeting in response to the issue. illegal conversions, unsafe structures, and unpermitted building. Chidsey explains that property owners trying to fix up and sell property very quickly resort to unlicensed work, putting the safety of renters or buyers at risk. Another issue is the permitting problem itself. "One of the most important things we have to do, as a Commission, as a City, is to improve the permit process," said Blattner. Vice Mayor Peter Hernandez said it is important to get a sense of what can be done and what can’t be done. “We need to get a program that works for everyone and make it more effective.” Commissioner Patricia Asseff said she wants to have a meeting with the Board of Realtors. “They want to talk with us. We need to work hand in hand with the realtors. We need to have cooperation and work collectively,” she said. The City will give home owners one year to bring their homes into compliance. Those who fail to do so in the allotted time face fines and potentially up to 364 days in jail.

Hollywood passes tight budget for FY 2017 with cuts in all departments, 48 positions frozen and a reduction of services BY DAVID VOLZ

At a recent hearing, Hollydvolz@hollywoodgazette.com wood Commission members agreed upon and passed a tight budget for Fiscal Year (FY) 2017. The millage rate remains 7.4479 as it has been for the past six years. “The budget development process for Fiscal Year 2017 has been an unusually difficult one,” said City Manager Dr. Wazir Ishmael. In June, the City was reported facing a $20 million shortfall. More recently the shortfall was actually found to be around $24 million. Major cuts were made in the FY 2017 budget including the freezing of 48 positions, of which nine were sworn police officers; 14 were civil service personnel in the police department and seven were certified fire fighters. Department heads had to cut their budgets by five percent. Hollywood leaders believe they can save $705,000 by reducing training and travel expenses. Also, the City hopes to collect about $400,000 with their newly instated ambulance transport fees. When a resident calls 911 and needs basic care but does not need to go the hospital, residents will be charged $160 and non-residents will be charged $200. The City realized reductions in the debt services millage, which decreased from 0.3198 to 0.2884 mills due to the refunding of outstanding FY 2005 General Obligation Bonds. This decreased the overall millage rate to 7.7363. down from 7.7677 as compared to FY 2016. The fire assessment fee is increasing slightly to $222 per residential unit for FY 2017 from $209 in the previous fiscal year. The Fire Inspection Fee remains unchanged at $17. For the first time in Hollywood’s history, the ‘All Funds Operating BudCORRESPONDENT

get’ surpassed half a billion dollars, totaling $509,521,122. The General Fund Operating Budget alone totals $239,369,585. Hollywood taxpayers will pay $53 million over the next year for pension costs for police, fire and general employees. “Staff did an amazing job with this budget,” said Commissioner Traci Callari. But at the hearing City Manager Dr. Wazir Ishmael stressed that this year’s scramble shouldn’t be repeated. “This ad hoc short term approach to planning, organizing, financing and implementing the operations and services of a large full-service city cannot continue. The city is at a pivotal crossroads in its life,” said Ishmael. Also worth noting is the City’s underdeveloped and imbalanced tax base. Ishmael explains that these problems must be addressed in the coming fiscal year Ishmael to ensure a financially sound municipal corporation. “These changes will involve difficult recommendations, decisions and actions for elected officials, city administration, staff, labor groups, pension plans and residents of Hollywood,” said Ishmael. The gradual increase of pension costs, health care benefits and Other Post-Employment Benefits (OPEBS), is becoming difficult for the city keep up with. • Fire pension costs, $2.5 million • Police pension costs, $618,000 “The budget is as good as it gets," added Commissioner Kevin Biederman. "I would have taken money Biederman out of the reserves to pay for things that were cut like parks and recreation programs and events. You cut now and add later. People will appreciate it more when they get it back,” he said. Most of the money for the General Fund comes from property taxes and for this year, the amount collected from property taxes for this Fund will be just over $95 million. The taxable value of property in Hollywood is around $13.2 billion. Downtown Hollywood zoning approved for major development

Lifeguards continue to patrol, Hollywood residents’ voices heard Thanks to the concerted effort of Hollywood residents, weekday beachgoers will continue to have their lives guarded. Following protests from residents, plans to cut 31 part-time lifeguard positions were abandoned. This idea came about in an effort to save money, during a tight budget year. The plan would have left the north and south end of Hollywood beach lifeguard-less on weekdays. More than 1,100 people signed a petition on change.org asking city admin-

istration to not eliminate these lifeguard positions. Many residents also called city officials, personally expressing their concern. Ed Galindo, who organized the effort, is satisfied with the result. “We need these lifeguards and it would have been a bad idea to eliminate these positions,” he said. Vice Mayor Peter Hernandez said he is glad that the lifeguards remained on the job. “We need to have those lifeguards on the beach,” he said.

Previous zoning regulations didn't allow for a focus on large-scale urban design and planning, leading to isolated developments with no regard to the Downtown area as a whole. Earlier this month, the Hollywood Commission passed on first reading an ordinance to rezone the Regional Activity Center (RAC) in Downtown Hollywood to encourage attractive and functional mixed living, working, shopping, education and recreational activities of regional importance. Hollywood's RAC covers an area of over 1,450 acres that includes Downtown Hollywood and the key commercial and residential corridors of Federal Highway, Dixie Highway, and a portion of Hollywood Boulevard. At recent community meetings, residents expressed concerns that the area will end up overdeveloped. They fear that with so many large projects planned, Downtown is becoming too metropolitan and lacks the infrastructure BY DAVID VOLZ

to accommodate a large increase in population. Citizens worry that the larger buildings will impact the quality of life for current residents. At a community visioning session in February, one of the major things residents say they love most about living in Hollywood is the small town feel. Cliff Germano, president of North Central Hollywood Civic Association, said residents should've received more notice of the upcoming RAC plans. The City and Community Redevelopment Agency (CRA) staff have been hosting public meetings to explain the rezoning process and gather public input since November of 2014. Located east of 1-95 and west of 17th Avenue, the RAC is a high intensity, high density multi-use area deemed appropriate for growth by the local government. The goals of the Hollywood RAC are to encourage the development and redevelopment of the Downtown area, to facilitate mixed-use development, encourage mass transit, reduce the need for cars, and to create regulations that promote quality development. DENTAL HEALTH UPDATE

To floss, or not to floss… I, like 4 out of 5 dentists am appalled by a recent article written by Catherine Saint Louis and published in The New York Times on August 2, 2016. In the article she states that flossing is “overrated” and calls the evidence supporting flossing as “mediocre”. As I field calls from concerned patients regarding this subject and as I contemplate the consequences of the article I keep asking myself this question: Why would a respectable paper choose to publish this article and whom does it benefit by doing so? First, let’s examine why this article surfaced. The author bases her argument against flossing in the fact that in the latest dietary guidelines for Americans, the Departments of Agriculture and Health and Human Services quietly dropped any mention of flossing. The author contends that there is really not a “proper” scientific paper demonstrating the need and advantages of flossing vs not-flossing. I don’t intend to be political but, in this world of corporate lobbying and conflict of interests, every time our government makes a decision we have to question the intention behind it. It is well known that there is an epidemic of obesity and diabetes in this country, and even so, with our government’s subsidy programs it is far cheaper to buy a Double Cheeseburger than a healthy salad. In schools, the government school lunch programs consider French fries as a serving of vegetables, they believe that as French fries come from potatoes, they are

is important in reducing tooth decay and gum disease and that it cannot be replaced by rinsing with a mouthwash. He concluded “Dentist and Hygienist have been telling their patients for decades to floss daily; they have been doing so for good reason. The benefits of flossing are real – they are not a ‘myth’.” One of my favorite quotes comes from Miguel de Cervantes (Don Quijote) “Facts are the enemy of Truth”. technically a vegetable. They disregard the fact that deep frying removes considerable nutrition and adds fat to the basic potato - not to mention that ketchup will add salt and high fructose corn syrup-. Who in their right mind would consider French fries a healthy vegetable for regular consumption by our children? It is the same people that believe that a cheeseburger should be cheaper than a salad and that flossing is overrated. There is plenty of evidence that supports flossing. In June 2004, Pfizer Inc, launched a consumer advertising campaign labeling Listerine “as effective as floss” in fighting plaque and gingivitis. They claimed “clinical studies prove it”. McNeil-PPC, sued Pfizer alleging that their advertising was false and misleading. U.S District Judge Denny Chin ruled after McNeil-PPC Inc, and ordered Pfizer to stop the advertising campaign stating the campaign was false and misleading and posed a public health risk. The judge further said “substantial evidence” demonstrates that flossing

The facts as evidenced daily on any dental practice are this: • People who floss properly have much better oral health than those who don’t. • Flossing -at first- is really difficult and only about 8% of the people in my practice routinely floss. • Most people feel bad or ashamed when they go to the dentist or hygienist and confess that they have not been flossing. Some patients feel they have to lie about it or tend to exaggerate their flossing practice. • We can tell when a patient has not been flossing, we can see it in their gums and we can see it in their teeth, we can see it in the x-rays as cavities and tartar build up. • Along with brushing, flossing is the number one thing you can do to prevent gum disease and tooth decay. This topic touches me personally. Being a father and a dentist, I considered it crucial to keep my children cavity free for life. My oldest daughter went away to college and decided that

brushing was enough; she decided not to floss for the last two years. To her surprise, this last examination with x-rays revealed 4 cavities (all in between the teeth). I was not there to remind her to floss every day and even though she had plenty of fluoride growing up, the college diet and lack of flossing proved to be an unbeatable combination. I feel terrible about having to drill my daughter’s teeth and it could have been prevented if she would have been flossing. I encourage you to talk to your Dentist and hygienist even though it may be uncomfortable to discuss your own oral hygiene practices. If by any chance you are feeling guilty, ashamed or embarrassed, just remember that when we push you to floss, we have your best interest in mind and are only trying to help you have healthy teeth and gums for life.

Meet Hollywood Artist Alejandra Palacios BY CARON CONWAY CORRESPONDENT

When Hollywood resident Alejandra Palacios was a little girl in her native Mexico, she announced one day that she wanted to be an artist. Her favorite toy was a box of colored pencils that her father had given her. As a man of science, a doctor, he also gave her some advice: to first study architecture, what he called “the root of all art.” And so Palacios, now a designer of 3D architectural renderings at Hollywood-based Omquest Design Solutions, took a long and challenging route to becoming a working fine artist, amassing degrees along the way in Architecture, Art History, Drafting and Computer Assisted Design, and lastly, Animation Art and Design. Palacios worked as the project manager and designer for a construction company she founded in Mexico City, as a freelance architect, a digital interior design designer and an architectural digital designer before realizing her destiny decades after that childhood declaration. “Architecture gave me my living,” said Palacios, who is now living her dream with her career as an artist taking off. After displaying her colorful oil paintings with their signature geometric shapes at Hollywood City Hall, Atelier 3 Coffee Bar & Shop, Rocco’s Pizza on Hollywood Beach and the Greater Hollywood Chamber of Commerce, Palacios’ artwork has caught the eye of two of South Florida’s major corporate players: the Margaritaville Hollywood Beach Resort and Gulfstream Park in Palacios Hallandale Beach. Palacios’ work includes a sports series and pieces inspired by her Mexican homeland, but it is the Hollywood Collection that is unique as a striking showcase of the city she’s called home for the past 15 years and all it has to offer. These vivid snapshots of Hollywood life include a family cycling down the Hollywood Beach Broadwalk, the former Great Southern Hotel overlooking a sidewalk café, a majestic baobab tree in the ArtsPark at Young Circle, and a beach and undersea scene punctuated by sea turtles, Margaritaville and a stun-

ning sun. “Hollywood has so much potential, and this is how she views Hollywood,” said Brian McInnis, Palacios’ partner in business and in life. Dubbed the “Romero Britto of Hollywood” after the Brazilian neo-pop artist known for his bold, vibrant patterns and cubist details, Palacios’ work is distinctive in its mosaic-style details and color patterns, its energy and movement, and its inclusion of symbols, including Britto’s butterfly sculpture in the ArtsPark. “Symbols are objects very easy to recognize,” Palacios said. “I grab symbols.” She finds a source of energy, such as the sun, and builds on it. “I color each geometric shape a different color. In my work, I create a twist of colors to make the energy move,” Palacios said. “Then it becomes a colorful and happy composition for my painting.” After seeing the paintings displayed at the chamber thanks to CEO/Executive Director Anne Hotte, Margaritaville’s general manager, Cate Farmer, commissioned Palacios to create four art pieces. The first one, Destination Paradise, will serve as the artwork on the resort’s first anniversary invitation. Palacios will be on hand at the celebration for the unveiling of her original painting, the first one she

has sold outside of Mexico. Nancy Berry, Gulfstream Park’s senior racing ambassador and marketing coordinator, also saw Palacios’ original oil paintings at the chamber offices, and one in particular, The Golden Stride, stood out. The depiction of a jockey riding a thoroughbred was reproduced as 500 cutting boards tucked inside gift bags and as a limited-edition print for a drawing at the Girls Got Game Betting Challenge held Sept. 17 at Gulfstream Park. A horse trainer also has commissioned giclée prints of The Golden Stride with the jockey’s silks in the owner’s colors. “She’s a success story, coming here with nothing,” McInnis said of Palacios. Seeking “new opportunity,”

Palacios left Mexico for South Florida to study animation, design and 3D modeling at the Art Institute of Fort Lauderdale. Six years ago, Palacios and McInnis founded Omquest Design Solutions, where she serves as art director and he is the vice president and operating manager. Technology meets creativity in the computer-generated 3D photorealistic renderings that Palacios creates. Invaluable in getting projects approved, the renderings show the client exactly how the concept will become reality, from the materials, textures and colors to the interiors, windows and landscaping. Clients have included the Caribbean Resort on Hollywood Beach, The Crossings project in Hallandale Beach and the mixed-use Liberty Lofts Park project in Hollywood, for which the design team and architect Frank Costoya won a 2014 design award from the American Institute of Architecture. Palacios said she’s excited about the new interest in her artwork, which also draws attention to Hollywood. By deconstructing everyday scenes and creating a fresh new energy and movement of the same landscape, Palacios enables common sights to be viewed in an uncommon way. “We are really working for Hollywood to make an image. We work there, we live there,” she said. “I love Hollywood. And the love I’ve gotten from Hollywood is a lot.” Palacios’ works, which also include acrylics and reproductions on canvas, range from $80 to $3,000. Proposed penny sales tax promises city-wide improvements; vote Nov. 8 Broward County voters will see two, CORRESPONDENT interlocked questions dvolz@hollywoodgazette.com on the November 8th ballot, each asking for a half-penny sales tax increase. One proposal asks for a half-cent increase to finance countywide transportation projects. The second is a half-cent surtax to fund municipal infrastructure projects and came at the request of Broward cities. The proposed change represents an increase in sales tax of one cent to every dollar. The tax would apply only to the first $5,000 dollars of a transaction, meaning it would only negligibly affect larger purchases. The revenue from the half-cent city infrastructure tax would be shared by all of Broward's thirty-one cities based on population. A full one-cent sales tax would raise an estimated $310-million in the first full year and $12.4 billion over thirty years. Both proposals ask voters to increase the sales tax for thirty years and include the creation of an oversight board to monitor appropriate use of the money. Should voters approve only one of the requests, both will fail. Part of the proposed tax is a nine-member oversight board. This entity is designed to ensure the money gets where it's supposed to.

If they are approved, half the money raised would go to county-wide transportation improvements. Specifically, to reduce congestion, develop rail transit, improve bus transit, and enhance roads and sidewalks. This would include the addition of new bike lanes, and improvement of existing ones. The other half would go to Broward County’s cities and unincorporated areas. The money would fund infrastructure improvements such as public buildings and facilities, public safety equipment and parks. Hollywood's public safety stands to see a notable improvement under the new tax. Plans include new fire trucks and rescue units, police vehicles, and citywide CCTV. Parks and Recreation would also appreciate the funding boost. With it, Hollywood parks would soon feature new playground equipment, shade structures and improvements to the marina. The tax would go into effect in January 2017.

The Hollywood Election Candidates Forum at the Lippman Multi-Purpose Center recently provided a platform for candidates to share their visions for the city. The event brought in mayoral hopefuls as well as candidates for the District 2 Commissioner seats. Two of the three Hollywood mayoral candidates attended, Eleanor Sobel and Josh Levy. Three candidates remain running for Mayor of Hollywood. Orlando Raez has announced last month that he is dropping out of the race. Raez, who works as an urban planner struggled to raise financial support and could not develop an effective campaign. Even though he has dropped out of the race because it is late in the campaign

season, his name will appear on the ballot. Signs will be posted at polling locations and a note will be placed in absentee ballots saying a vote for Raez will not count. The remaining candidates include Commissioner Patricia Asseff, Josh Levy, and State Senator Eleanor Sobel.

From Germany with love: Hollywood’s Oktoberfest set for Oct. 8 & Oct. 22

It’s that time of year again, Hollywood – Oktoberfest, and it’s going to be wunderbar! This German beer-filled fest is celebrated around the world and features dancing, singing, food and yes, beer! Lots of beer! The next two dates are October 8th, and October 22nd. "Doors open at 5 pm and we run until midnight or so," shares Michael Haas, the first Vice President of the German American Society of Greater Hollywood (GASGH). "And because we celebrate in our Clubhouse (6401 Washington Street), we have two great advantages over other venues: we are on rain or shine, and we are under air!” The ceremonial tapping of the keg is one of the favorite Oktoberfest traditions. It is followed by a toast led by the President of the club which all patrons participate in and it ends with a German drinking song known as the Zicke Zacke Chant. “I’ve been attending events at the club since the age of two,” said Haas. “My grandfather was president for a few terms in the eighties and has been involved off and on up

"Our club is reminiscent of a German beer tent. ing, procurement, entertainment, and what they can do to improve year after year. “We hire entertainment especially for our Oktoberfest event,” shares Haas. “Bob Houston has been our featured entertainer and we feel honored that he books with us. We mix it up so everyone can have a great time, no matter what your musical tastes may be.” The Oktoberfest also features traditional dancers that come every year and perform German dances. It is a highlight of the night that many people look forward to. “We feel we present the most authentic Oktoberfest experience available in South Florida,” said Awve. “Our food is prepared on sight by long-time members, using recipes handed down throughout their generations; our merchandise is hand crafted by members, representing the German culture and heritage; and lastly, we run our Ms. Oktoberfest contests.” So come on out, Hollywood, and experience a real Oktoberfest Oct. 8th and 22nd! Hollywood Commission passes resolution to eliminate free on-scene ambulance care To mitigate the problem of people calling 9-1-1 for minor injuries or health problems, Hollywood residents who call for an ambulance will now have to pay for the service, even if they don’t go to the hospital. Historically there has been no fee for responding to an emergency unless you are transported to an area hospital. The Hollywood Commission passed a resolution last month to revise the fees for Emergency Ambulance Transportation, introducing fees for non-transport treatment services by the Hollywood Fire Rescue and Beach Safety Department. This means if an ambulance responds to distress, the patient pays whether they go to the hospital or not. Facing a tight budget in FY 2017, the City hopes to collect about $400,000 with the new fee. When an individual calls 911 and needs basic care but does not need to go the hospital, residents will be charged $160 and non-residents will be charged $200.

Minor injuries or health problem emergency calls lead to less ambulances being available for more serious emergencies and longer wait times. Hollywood Fire Department Lieutenant Diana DeAbreu weighed in on the debate that ensued on social media regarding the new rule. "Our city only has 8 rescue trucks for the entire city. This is one of the busiest cities in the nation for emergency calls. There are many times a rescue is on a non emergent call in a district when another true emergency comes in. This means that a rescue possibly from across the city has to run this call and when minutes matter this is not a good practice. I think they are trying to teach people only to call 911 for a true emergency instead of tying up a rescue for a non life threatening situation." For a short while, when Sal Oliveri was Mayor, the City changed its long-standing policy and charged people for calls that didn’t result in transport to a hospital. As soon as I was returned to office as Mayor again in 1992, I had that eliminated, because there were too many elderly and poor people who would not call 911 EARLY enough, for fear it wasn’t necessary and they would be charged. Why? Because if they are taken to the hospital, their insurance pays. If they aren’t, they are stuck with a cost they cannot afford. So they don’t call or they wait to be SURE it’s necessary. PEOPLE DIE when they wait too long! Sometimes it could be a panic attack, and the EMT just has to show them they can breathe into a paper bag. Sometimes it is fear that drives them to call. What has happened to this City I love and served for 20 years, that the highly regarded Hollywood Police Department makes residents pay for Private Duty Police instead of sending on-duty Police Officers at times when it is the City’s duty to supply Police;

and when one of the best Fire-Rescue Departments in the world charges residents for calls instead of working with the community to explain the importance of NOT calling for help for minor things? I don’t blame HPD or HFD. I understand Budgetary problems. But I blame City Management for doing more to cut costs by cutting services instead of increasing the tax base by working with residents and business people to improve neighborhoods Citywide, which would increase the taxable value of properties all over the City. The Mayor and Commissioners should REJECT this current approach. Unfortunately, the Mayor and Commissioners and some City Boards, as well as staff, have approved some poor development that added nothing to the vitality of the City, much less to its tax base. In my opinion, THE CITY COMMISSION SHOULD REVERSE ITSELF ON THIS ONE! - Mara Giulianti

Hollywood Hills residents oppose Chaminade-Madonna’s football field lighting plans A group of residents recently met with officials from Chaminade-Madonna on Sept. 13 to discuss installation of lights at the school's stadium. Chaminade-Madonna is lobbying for the lights so that they can hold football games in the evenings when it's cooler. At the moment, Chaminade-Madonna hosts their football games at 4:00 p.m. on Fridays, where temperatures have been recorded above 100 degrees. Their concern is that the heat, combined with the strain of the sport, is putting students' health at risk. Many residents who attended the meeting are against the installation of the lights. Their concerns stem from

the idea that, equipped with lighting, Chaminade-Madonna might rent the field and host more events. This would be fun for event-goers, but not so much for occupants of the surrounding single-family homes. This influx of people would cause extra traffic and noise in the area. Opponents of the lights claim that Chaminade-Madonna has been less than honest with residents regarding their plans for the field. A letter sent by Chaminade-Madonna in June said that lighting would allow for a much wider range of athletic events. At this point, the school has not submitted plans to the City of Hollywood.
