Hollywood will soon be home to the country’s largest coral reef research center dedicated to the advancement of crucial research, education and conservation efforts pertaining to these invaluable and fragile marine ecosystems. Nova Southeastern University is currently constructing the $30 million Center of Excellence for Coral Reef Ecosystems Science Research Facility at its 10-acre Oceanographic Center, a world leader in marine biological research, and its National Coral Reef Institute (NCRI) that was established by Congressional mandate in 1998 to help understand and protect these vital marine assets for generations to come. The new state-of-the-art coral reef research center, which will open in 2012 on the Port Everglades side of the NSU campus, will be a nine-story,

an essential role in fish reproduction, water filtration for enhanced near-shore water quality and clarity, coastal erosion prevention and shoreline protection from harsh ocean storms and floods. Home to more than 25 percent of all marine life, coral reefs are a significant economic resource that supports a variety of commercial and artisanal fisheries, and attracts millions of scuba divers, snorkelers and other tourists annually. But coral reefs and the abundant marine life they sustain are under threat from a host of natural and humaninduced factors, and as a result are undergoing large-scale ecological and physical changes. Researchers at the National Coral Reef Institute are exploring scientifically sound approaches to understand, assess, monitor, restore and mitigate injured coral reefs. “I am thrilled that Nova Southeastern University has this opportunity to continue its leadership role in Florida’s and the nation’s science and research economy,” said NSU Chancellor Ray Ferrero Jr. “This type of research infrastructure is urgently needed to support economic growth and environmental sustainability in our region.” NSU is using a $15-million federal stimulus grant, the largest grant in the university’s history, and its own matching funds to build the coral reef research facility. NSU was one of 12 universities out of 167 that applied nationwide to receive the competitive and prestigious grant from the U.S. Department of Commerce’s National Institute of Standards and Technology. NSU was one of only two universities to receive the full amount of $15 million. Construction on the coral reef research center began in March. The facility is expected to create
22 new academic jobs and 300 construction jobs, employ 50 graduate students and preserve 22 existing academic jobs. “This center is going to be a great asset not just to have in the City of Hollywood but to have in the State of Florida,” said Mayor Peter Bober. “The marine environment is a huge part of life in Florida and one of the biggest reasons people from around the world come here. Not only is this $30-million construction project creating and preserving jobs, it will become an international resource in the study of coral reef ecosystems. We know it will open doors to many exciting partnerships.” Established in 1966, the Oceanographic Center has a long history of conducting ocean research on a variety of topics and offers academic concentrations in marine biology and observational and theoretical oceanography. In addition to the National Coral Reef Institute, the center is home to the Save Our Seas Shark Center and the Guy Harvey Research Institute for fish research and conservation. The Oceanographic Center also implements the Broward County Sea Turtle Conservation Program, which is dedicated to the protection and improved understanding of endangered and threatened sea turtles. The Oceanographic Center’s facilities include a marine science research library, conference room, classrooms, staging area, electron microscopy laboratory, darkroom, machine shop, electronics laboratory, computer center, wetlab/classroom coral workshop, filtered seawater facility and research laboratories, and a large marina that affords immediate access to coastal and open-ocean environments and ecosystems. A national, regional and community resource for information, the Oceanographic Center’s regions of interest extend beyond Florida’s coastal waters to the continental shelf/slope waters of the southeastern U.S., the Caribbean Sea, the Gulf of Mexico, and the Antarctic, Atlantic, Indian and Pacific oceans. Dear Editor, I am the proud wife of a Captain on the Hollywood Fire Department and a resident in the City of Hollywood for more than 12 years now. For the past 18 years of being married, I have grown to love the fire department family that has become a huge part of our lives. We attend each other’s weddings, birthday parties, BBQs, baby showers and even close family members’ funerals. Having the privilege of being a part of this family has allowed me to learn a great deal about their values and how much they contribute to our community. Through the many stories I have listened to regarding their experiences at work, I have been exposed to the harrowing details of their job, which the common citizen isn’t aware of. Whether it’s the memory of a fatality because of a gruesome car accident or the details of a horrific murder scene, I have heard the pain in their voices as they recall these experiences. I remember a phone
Dear Editor, Is the Hollywood Gazette a puppet for the teachers union? The August 2011 issue contained a couple stories that appear to have been written by the union or taken whole-cloth from their press releases. Nearly every resident in Hollywood contributes to their retirement (either through taxes, 401(k) or pension contributions). So when the State of Florida is the last state to require public employees to contribute anything, much less a meager 3 percent into their own personal retirement, it’s a bit biased and shocking to read your headline which equates such fiscal responsibility to a “3 percent retirement income tax.” Who knew my contribution to my 401(k) is a “retirement income tax?” The article was full of quotes from the teachers union but made no effort to provide diversity or a balanced explanation of the issue. Then there was an article, also quoting the teachers union, the headline of which stated “Advocates of education and religious groups file suit to challenge amendment on 2012 ballot.” Again, the article was tremendously one-sided, as if the press release from the “advocates” for education and “religious groups” were simply inserted into the Gazette (ironically, the only
call at 2 a.m. from a fellow fire wife who needed help because her firefighter husband was distraught after attending the funeral of a 2 year old who had been run over by a car. He was on the scene and witnessed her tiny body as it lay on the street lifeless. His memory forever traumatized. My husband responded to a call only to have gun shots fired at his rescue unit by some maniac. It’s not uncommon for them to try to help someone suffering from drug abuse, only to have that individual become out of control, violently attacking them or spitting in their faces. The risk of being exposed to and contracting dangerous communicable diseases is always present in their line of work. So you see, climbing a tree to save a cat is just a pretty picture that has been painted in our minds, but I know the real truth. Firefighters serve our City 365 days a year, on every holiday and through every hurricane. When they pin that badge of honor to their chests, they do it with pride and confidence ready to lay their lives on the line at any given moment. Therefore, it absolutely saddens me beyond belief that our City has abruptly reduced their salaries without warning. I know in these tough economic times it’s easy to question the level of compensation these public safety employees receive. On the surface, it seems as if they are well paid for their employment with the City of Hollywood. But before any judgment or criticism is rendered, one must consider

There was no effort to mention that what this amendment on the 2012 ballot does is eliminate an ugly part of Florida and our nations’ past, when bigotry against Catholics (a small “religious group” itself in case you didn’t know) was enshrined in Florida’s constitution, in what were then called “Blaine Amendments”…Google it if you doubt the bigoted history of these amendments). This “Blaine Amendment” provision, which remains in Florida’s constitution, is being used as we speak to deny “religious groups” from participating in government-funded programs to aid former prison inmates, the homeless and the hungry to name a few. One is wondering what “religious groups” (since they are never listed in your article) would participate in a lawsuit to deny them their right to provide services? But I think I know the answer: self-hating, loathing “religious groups” who want to cling to antiCatholic bigotry or hate speech against Christianity. And if this article wasn’t bad enough, it goes on to turn the issue on its head, “The provision, which is in Article I, Section 3 of the Constitution,
all of the facts. It is not widely known that these employees pay a significant amount for their benefits. Hefty contributions from each paycheck go toward their health and dental coverage, as well as life insurance benefits. Their pension isn’t free either. A member’s pension contribution is more than double the amount state employees are required to make. I feel as if they earn all of these benefits through their valuable service to our City. As a resident, this injustice doesn’t sit well with me. Our city leaders are aware that we are in tough economic times, yet they continue to fund projects which deplete the City’s emergency funds and require reductions to employee salaries. We have police and fire employees working for $13 an hour while the City spends $700,000 on a project to paint a water tower. The City spends millions of dollars on projects to beautify the beach, yet these expenditures will do little to increase revenue to the City. Our public safety employees keep the streets safe, and that’s what draws business to Hollywood. If crime rates increase, business will be scared away no matter how pretty our sidewalks are. Without a doubt, these employees have earned their pay. Do we need another reminder of how willing these servants are to sacrifice their lives to keep us safe or was 9/11 enough? I will close this letter by first expressing my sincere apology to the Hollywood Fire Department. I am sorry

Am I guaranteed a right to “believe” in free speech or to actually practice it in the public square? Are my other civil liberties only protected in private or in the confines of my mind? Then why are they “civil” liberties? I think the Gazette can do a better job of balance and shouldn’t be so closeminded and one-sided. You should have more respect for diversity. Peter M. Dear Brett, Hollywood Chambers’ Thursday leads groups collected school supplies for students at Driftwood Elementary last month. Each month, the leads group – a group of professionals who meet each Thursday to network and share information – also collects money to donate to underprivileged students. I also want to add that the Hollywood Jaycees took 100 disadvantaged kids shopping at Kmart in Oakwood Plaza last month. Jim, the store manager, was great. He opened the store one-and-a-half hours early, fed the kids and gave them an extra 10 percent off so each of the kids got to spend $110 on clothing and school supplies. It was so rewarding. I went and assisted both days. This is what I love about Hollywood. The community believes in giving back to the community at large. Good afternoon and welcome to new readers. REFERENDUM: The referendum is on for Sept. 13. Quite a few people have sent in for absentee ballots. You can go online to Broward Supervisor of Elections and order yours today. This referendum is required by our Ordinances, when the City and its unions cannot reach agreement. The issue is pension change or reform, and the objective is to make changes that will save us $8.5 million total from our three union partners. Voting “YES” will result in these savings, and 150 to 170 employees will keep their jobs, including 25 recruits for police and fire (total) who cannot start without the YES vote. Voting “NO” will mean the loss of 150 of 170 jobs, including those recruits that both police and fire need. If you have any questions about this or anything else in this report, please

ANNOYANCE AWARD: For years, one citizen activist has been sending e-mails to elected officials in Hollywood, Broward County and the State. The volume is enormous, but he has first amendment rights to free speech. Problem is: Staff has to log in all calls, respond to them and sometimes put up with a lot of abuse. I won’t give out his e-mail address or name because he has privacy rights, but in one month, he sent more than 50 e-mails. Recyclebank has logged 85 phone calls and now refuses to take more. Nothing I can do about this; just thought you would like to know how some of your tax dollars are spent. After six weeks of no commission meeting, we go back in session Sept. 6. In addition to regular meetings, there will be two Public Hearings on the 2012 Budget…Sept. 12 and 19 at 5:30 p.m. in Commission Chambers. Thanks for reading.

Thank you for reading the first issue of Hollywood Gazette’s 11th volume, which marks 10 years of publishing in Hollywood. Ten years in business is a celebratory landmark for any business and warrants a bit of self-indulgence and praise. So please bear with me as I proceed to toot the Hollywood Gazette’s proverbial horn. For those of you who do not know our story, I’ll give you a brief history of Hollywood Gazette and how I came to own this fine publication. Hollywood Gazette was founded in September 2001 by Meredith Brown and her father, Michael Brown. I had the privilege of working for the Brown family for four years, Meredith Brown managing the paper before purchasing the company in February 2010. In honor of our 10-year anniversary, here are Top Ten things I am most grateful for and proud of at Hollywood Gazette. 1. Our team. Without the hard work, dedication and professionalism of our team, we would be just another publication that gets immediately tossed in the circular file upon receipt. Hollywood attorney wins $19 million jury verdit against Yamaha Motor Corp. Eric Ansel, local attorney and lifetime Hollywood resident, recently obtained a $19 million jury verdict against Yamaha Motor Corp. in favor of his clients, Daniel and Yvonne Perez. The Perez’s 14-year-old daughter, Jaysell, was killed while riding on a Yamaha WaveRunner in Palm Beach County on Easter Sunday in 2005. The historic wrongful death verdict was a major blow to Yamaha and other water scooter manufacturers and will likely set a legal precedent for years to come. Ansel, whose education started at Hollywood Central Elementary and followed through to McNicol Middle School and South Broward High before college and law school, pursued Yamaha in the court system for six years before a six-person West Palm Beach jury endured a grueling six-week trial and found Yamaha 88 percent responsible for the death of Jaysell. Jaysell died when the borrowed WaveRunner she was a passenger on collided with another vessel on the Intracoastal Waterway in Palm Beach when the driver of her craft lost the ability to steer clear of an approaching vessel after releasing the throttle to slow
down. Attorneys for both the driver, Samantha Archer, and Jaysell claimed Yamaha knew of the steering problem but failed to redesign the flaw and failed to provide proper warnings to riders. Ansel and his co-counsels – David Kleinberg of North Miami Beach who represented Samantha Archer and Robert Baker of Boca Raton who was co-counsel on behalf of both parties – argued that a novice operator like Archer would naturally let go of the throttle to slow the watercraft down. Keeping a hand on the throttle, which was required to maintain control, is counter-intuitive they argued. The jury also found Samantha 1 percent at fault, the owner of the WaveRunner who let the girls use it 1 percent at fault and Samantha’s mother 10 percent at fault for letting her daughter and Jaysell ride on the WaveRunner. Claims for both victims were tried together, with the total verdict being approximately $36 million. The verdict has already been listed in the National Law Journal as one of the “Top 100 Verdicts” in the United States. Samantha Archer, who survived the accident, suffered serious physical and emotional injuries and was awarded approximately
$17 million. Yamaha has since modified its WaveRunners so that most of them can now steer while off throttle. This modification, however, was not done until after 2001. The model the girls rode on was manufactured in 2001. “Suing a corporation as large as Yamaha is a very difficult task given the amount of resources at their disposal,” Ansel said. “But we felt very strongly about the validity of our clients’ claim, and in the end, the jury understood the preventable nature of this tragedy and the responsibility Yamaha had to take the proper steps to avoid it.” The Perez family had moved to South Florida from New Jersey in early 2002 to build a new life. They were a close-knit family, and the loss has caused an enormous amount of grief in their daily lives. “It is almost a rule of the universe that we are supposed to die before our children,” Ansel told the jury. “When this order is disrupted, especially from a violent, preventable and sudden death, it changes our whole perception of the world.” Ansel’s law firm partner, Ron Miller
– who is also a lifetime Hollywood resident and a Little League teammate of Ansel’s from childhood – was part of the Ansel decisionmaking process that led to pursuing the claim on behalf of the Perez’s and to hold Yamaha accountable for their actions. “Eric was a fighter in Little League and he is a fighter now,” Miller said. “I was confidant all along that he would obtain justice for the Perez family, and I see the case as a credit to our system that justice was finally accomplished.” For Ansel and his co-counsels, this is not the end of the story. Two Broward School Board members submitted letters of resignation last month. Jennifer Gottlieb, Countywide – Seat 8, and David Thomas, District 4, both cited family reasons for vacating their positions. Gottlieb, apologetic in her letter of resignation to Gov. Rick Scott, said she would not return for the 2011-2012 school year so she could spend more time with her family. “Over the summer, it became increasingly apparent to me how much this position interferes with my commitment to my family, especially now that both of our sons are in middle school,” she wrote in the letter. “The expansive obligations of serving on the School Board now take an unlimited amount of my time, which also precludes my pursuing any opportunities in the private sector. Although I am stepping down from my position as a member of the School Board, I will continue to support progress in education.” Thomas will not return because of a recent family medical situation, he
said in his letter of resignation to School Board Chair Benjamin J. Williams. He felt the medical situation would hinder his ability to properly represent his constituents, he wrote. Both Gottlieb and Thomas’ resignations became effective Aug. 12. As for their replacements, the School Board of Broward County held a special swearing-in ceremony for newly appointed School Board members Katherine P. “Katie” Leach and Donna P. Korn on Aug. 29 after Gov. Rick Scott announced the two new appointments to the Board on Aug. 26. Leach will fill the At-Large vacancy created by the resignation of Gottlieb, while Korn will fill the District 4 vacancy created by the resignation of Thomas. Hollywood to hold special election for pension reforms on Sept. 13

The City of Hollywood will hold a Special Election on Tuesday, Sept. 13 for residents to vote on proposed changes to the pension plans covering all City employees. According to the City’s website, the proposed changes, if approved by voters,
would preserve the retirement benefits that have been earned by City employees prior to Oct. 1, 2011 and would revise the formulas for future benefits to save the City an estimated $8.5 million in pension costs during the 2012 budget year. Because the City Code requires changes in the pension ordinances be approved by a vote and because it allows for a referendum

More residents join Election 2012 race for City Commission Hollywood residents will vote for six new city commissioners and a new mayor in November 2012 and new candidates have joined the race. City Commissioner Heidi Marie O’Sheehan registered for re-election for District 3, and two residents registered to run against City Commissioner Linda Sherwood for the District 6 commission seat: Edward F. Holodak and Freddy Manuel Suategui. Mayor Peter Bober, Sherwood and resident Kevin Biederman previously registered with the City Clerk to run for office. Bober will once again run for mayor, Sherwood will run for her current District 6 position, and Biederman will run for District 5. And because residents voted for several amendments to city commission terms and limits in the Referendum Municipal Election on Nov. 2, 2010, Hollywood commissioners will have staggered terms. The mayor and the commissioners from even-numbered
districts will be elected for four-year terms on the presidential election cycle beginning in 2012. The commissioners from odd-numbered districts will be elected for six-year terms at the presidential election in 2012 and then for four-year terms on the gubernatorial election cycle beginning in 2018. Residents also approved the adoption of term limits during the Referendum Municipal Election. Now, a person cannot run for mayor if, by the end of the current term, the person will have served 12 consecutive years as mayor, and a person cannot run for commissioner from a particular district if, by the end of the current term, the person will have served 12 consecutive years as commissioner from that district. ‘Easy Street’ is a dead end for fitness BY SHONDELLE SOLOMON-MILES | shondelle@synergizeweightloss.com
Today I want to address a question I’ve been getting A LOT since I announced the launch of CrossFit 954 a few months ago at Synergize. And that question is: “Can I do CrossFit?” Or my translation: “Is CrossFit ‘Hard?” In a nutshell…Yes! CrossFit is NOT a walk in the park, and anyone who tells you otherwise is not on your side. I walked into a CrossFit “box” (a CrossFit gym is typically referred to as a box) exactly two years ago, and I’m not embarrassed to say it was one of the most humbling experiences of my life. Although I knew I had neglected my own fitness regimen for many months, I still considered myself to be in pretty decent shape. Boy was I wrong. In fact, looking back, I had allowed my apparently fit exterior to convince me (and
others) that I was in great shape. I was not. In fact, to my standards, I was nowhere close. After my first CrossFit workout, it would have been VERY easy for me to walk out that door and never look back. No one would have ever known that “Hollywood’s Top Fitness Expert” couldn’t complete one pullup, could only do pushups on her knees or couldn’t run a mile without stopping to walk. In a nutshell, that workout kicked my butt! No one would have known…except me. In that moment, as I walked pitifully and humbly back to my car with my lungs on fire and my muscles trembling, I knew I would have to swallow my pride, acknowledge my reality and get completely comfortable with being uncomfortable. Was it hard? Absolutely! Was I uncomfortable? Extremely! Did I want to quit? Every
moment! Do I have any regrets? Absolutely NOT! You see, today not only do I look fit, but I am fit. Not only do I teach fitness, but I live fitness. Not only can I take YOU out of your comfort zone, but I can spend time there almost every day. I’m not saying this to boast but to make this point: In order to progress, grow and transform in any way, you have to accept that it’s usually not going to be easy and simply agree to DO IT HARD! If transformation and growth were easy, we’d all be prancing around in our dream bodies and living our dream life (applause to you if you are; its means you are or were willing at some point to Do It Hard). The bottom line is that most people want AMAZING results, but very few are willing to do the work and make the sacrifice to get it. Most people want to take Easy Street rather than Hard Boulevard (Lol). Easy Street is a dead end. So, to conclude my very longwinded answer to the question ‘“Is CrossFit Hard?” Yes, CrossFit is a
challenge. CrossFit will push you to your limits and often times beyond, but I can assure you that what you will be able to do and the person you will become in the process will absolutely AMAZE you. So, whether you’re 18 or 68, 130 pounds or 330 pounds, a complete beginner or an elite athlete, a housewife or police officer, or any other “person” you choose to categorize yourself as, you can CrossFit! Will you do it? It all depends on how willing you are to Do it Hard and how committed you are to transformation. It’s all up to you. One thing I do know for sure: Nothing worthwhile is ever easy. Art and Culture Center of Hollywood launches creative connection initiative for baby boomers The Art and Culture Center of Hollywood seeks individuals 55 and older to become part of Creative Connection, a multi-faceted new initiative that engages the skills and ingenuity of the baby boomer generation to improve the quality of life in Broward County through the arts. Creative Connection invites retired and soon-to-retire boomers to be part of activities and projects that have a positive impact on health and wellness, youth education and personal enrichment. To launch this innovative program, the Center is currently asking boomers to complete a survey to determine their areas of interest and expertise. The survey is available online at http:// artandculturecenter.org/creative and at the Center, 1650 Harrison St. Boomers can request to have a survey mailed to them by calling 954-921-3274. The Center is kicking off Creative Connection by hosting a free open house and reception at 6 p.m. on Thursday, Oct. 6. Many baby boomers are entering a period of their lives when they have more time for community engagement and personal enrichment. Research shows that active participation in the arts promotes physical health, enhances a sense of well being and improves learning outcomes. Through Creative Connection, people from all walks of life will share their talent and experience in a variety of ways. For example, Creative Connection is providing boomers with opportunities
to apply their skills on a project basis at the Center. As part of an enhanced Volunteer and Ambassador program, boomers can contribute in specialized areas such as marketing, public relations, special events, gallery exhibitions, theater operations and youth education programs. Creative Connection is also seeking boomers to create an arts social group that will develop and coordinate activities on an ongoing basis. This self-directed group will foster creativity and community engagement through activities such as a boomer chorus (rock, jazz, country, etc.); organizing workshops in areas such as the visual arts, narrative writing and scrapbooking; starting arts appreciation groups, including film, music and books; hosting presentations by professional artists; and more. Beginning this fall through Creative Connection, the Center is presenting after-school arts enrichment programs for youth at Women in Distress, Hispanic Unity and HANDY (Helping Abused Neglected Dependent Youth). More than a dozen boomer artists and educators will lead two-hour classes in poetry, drumming, drawing, dance and acting that encourage empathy, teamwork and positive outcomes. Creative Connection welcomes boomers from all walks of life to share their talent and experience to mentor youth, enhance or gain a skill and express themselves in new and fulfilling ways. There, he seeks to major in aerospace and mechanical engineering, but just like every other college-bound student, Trevor had to find a way to pay for the high cost of college. With his impressive roster of grades, AP classes and extracurricular activities, Trevor made it happen – with a little help that is. He was selected as a Hollywood Florida Scholarship Foundation (HFSF) scholarship recipient. “I am so thankful that the Greater Hollywood Chamber of Commerce and the Hollywood Florida Scholarship Foundation [through Grapes for Grades] were able to recognize and reward my persistent efforts to improve myself and other students through academics and extracurricular activities,” Daycock 28

Social Media is here to stay and should be an important component of your overall marketing strategy. I recently ran across some of these tips on a blog I follow called www. simplemarketingnow.com and wanted to share it. I know a lot of business owners feel overwhelmed and have no idea where to start, so here is a simple guide that anyone can benefit from: 1. Start small and steady. Commit to 15 minutes per day exploring, learning and getting engaged with social media. 2. Pick a topic you care and know something about. It can be work-related or not. 3. Explore that topic on Google Blog Search, Alltop and Technorati. Check out as many blogs as you can and experience firsthand several valuable resources for discovering blogs. 4. Experience what makes each blog that intrigues you unique. Is it the tone of the article? Is it the images used? What do you notice in the sidebar? Are there interesting links to other resources? Sept. 19, 2011 marks two important deadlines for homeowners in Broward County: deadline to appeal assessed property value and deadline to file for exemption or change of classification. For many Broward County homeowners, property taxes are a bit mysterious and daunting. Unfortunately, once certain deadlines pass, whether you understand how property taxes are calculated and what your rights as a homeowner are makes no difference. With some basic information, navigating the annual process will be a snap. Property tax season kicks off with the mailing of a “Truth In Millage” (TRIM) Notice” from Broward County. At the top, the notice states it is not a bill, but it does show proposed property taxes. The TRIM Notice informs you of your rights as a taxpayer. TRIM Notices are sent to property owners every August for taxes payable in November and are due no later than April. Bonus: if property taxes are paid early, a discount is applied up to 4 percent of the total tax obligation. To protect your rights as a taxpayer, the TRIM Notice tells you: 1. The proposed market value and assessed value of your property this year compared to last year, 2. Tax-saving exemptions, if any, on your property this year and last year, and 3. The tax amounts and special fees proposed by each of your various taxing authorities (School Board, County Commission, City Commission, etc.); a comparison of the proposed new taxes versus last year’s taxes; and the locations and dates of the public hearings where you can voice your views on the proposed rates. (See www.bcpa.net for more information.) Taxes are calculated using this formula: TAXABLE VALUE x TAX MILLAGE RATES + SPECIAL ASSESSMENTS = TAX BILL There is indeed a lot of detail included in the TRIM Notice. It includes a booklet to walk homeowners through each section and contains detailed explanations. Should you have questions, the Broward Country Property Appraiser website has an excellent Frequently Asked Questions, or FAQ, section and a friendly staff available via phone or e-mail. They are even open for a “Working Saturday” on Sept. 17 from 8:30 a.m. to 5 p.m. The Property Appraiser determines the market value of your property but does not set any tax rates. Tax millage rates and non-ad valorem fees are set by the various governmental taxing
authorities (School Board, County Commission, City Commission, hospital district board, water management district, and so on) listed on the TRIM Notice. The 2011 TRIM Notice contains proposed tax rates set by the named taxing authorities (i.e., School Board, County/City Commission, etc.). Properties in Broward dropped in taxable value this year by 1.6 percent on average countywide. Ten Broward cities saw their property values slightly increase this year, while 21 cities experienced value declines of varying amounts. Because of these economic conditions, several taxing authorities in Broward are proposing tax rate increases. If you want to question your proposed tax rates, the non-ad valorem fees and special assessments, or services being cut from local budgets, you should contact your elected officials who serve on those taxing authorities and attend the public hearings in September. Your TRIM Notice lists the hearing dates, locations and contact phone numbers for each taxing authority. The TRIM Notice reflects The Broward County Property Appraiser’s assessment of your property as of Jan. 1, 2011, as required by Florida law. The new assessment does not – and by law is not supposed to – reflect the market value as of mid-2011. For most non-homesteaded property, the assessed value is identical to the property’s market value. For homesteaded property, the assessed value is the “Save Our Homes” value. The market value (“just value”) by law is determined a year in arrears by using a mass-appraisal process largely based upon sales of comparable properties during calendar year 2010.
