From the General Manager I always look forward to March as Spring is one of my favorite times of the year. Management is still working on and scheduling new projects and upgrades to Corte Bella. 1. Fitness Center’s new cardio equipment will be installed this month. Leann Blue, General Manager
A big thank you to all those homeowners who have welcomed me and helped me get through my first 8 months of being your community manager. I can’t tell you how much each one of you has done for me. This community would not be the great community it is without your kindness, compassion, and general passion for your community and neighbors. This community is the Best is the West. Have a wonderful March, and remember to stay safe, stay healthy, and please be kind to one another.

New Visitors Management System (VMS) is being installed.
6. New entrance and exit gates will be installed once the VMS system is completed. The Pickleball (left) and Tennis (right) courts resurfacing projects are complete. The courts look fabulous. If you haven’t had a chance to see them for yourself, here are a few photos below.
The Association’s annual membership meeting process has begun. The annual meeting will be held on Thursday, March 3, 2022, at 6:00PM in the Bella Stanza room. We will have a presentation from your current Board of Directors, an update from FSR Management on all the progress over the last year as well as a raffle prize to be awarded at the end of the meeting. You must be present to win. I hope that you will attend this very important event. Those who wish to volunteer to count election ballots will be asked to put their name in a hat. Names will be drawn at random. If you are interested in helping with the ballot count, make sure to put your name in. We will need 18 counters. I would like to thank all Corte Bella volunteers for your hard work and dedication to the community during the last year. It’s you who make a difference in the community and keep Corte Bella the most desirable community in the West Valley.

Board Talk March 2019 We hope everyone is taking advantage of your right to vote in the upcoming Board of Director election. We have eight candidates running to fill three open board positions. Thanks Michael McVeigh, CBCCA Vice President to the eight candidates for your willingness to serve our community in a responsible way. I’m confident in knowing our new board will continue to move our beautiful community forward in a positive way. We have so many great things happening here in Corte Bella that the next board will be challenged in many ways. By the time you read this, our “Meet and Greet the Candidate Nights” are behind us and I’m looking forward to the next year working with our new board members. All Director election ballots are due at the Association office no later than March 3rd at 12:00 P.M. (Noon) local time.
Our “Annual Membership Meeting” will be held on March 3rd at 6:00 PM, and one of the most important items on the agenda will be the presentations from all chartered committees on project status, past 2021 accomplishments, and 2022 initiatives. This is your opportunity to learn what our community volunteers are doing on your behalf. Please make plans to attend this important meeting and show your support. The 2022 elected Directors will also be announced. The Years 2020 and 2021 were extremely difficult years for our community and all around the nation. The COVID impact was devastating to our budget and also our personal lives. I’m pleased to say that our community operated at a slight improvement in 2021 over 2020 for the entire year, and this is a remarkable accomplishment by your community leadership. The next important meeting will be the Organizational Meeting in April. The Organizational meeting will determine who the Board officers and committee liaison assignments for the next year will be. We have many challenges in 2022 with the next phases of our long-term planning projects which have been highlighted in the recent town hall meeting hosted by Archicon. Thank you to all volunteers for giving your time and talent. Your thoughts, opinions, and concerns are very important to me as your CBCCA Board Vice President. From the Editor’s Desk It’s March and it’s an anniversary for this publication. In March of 2008, the first edition of our community magazine, The CB Times, made it off the presses. You can view that first edition on the CB website (resource center -> community publications -> CB Times Magazine -> 2008 March CB Times). For 13 years, this magazine has provided our community with the Linda Wright, Editor CB Times opportunity to celebrate the Corte Bella lifestyle. The CB Times provides residents with important information about the state of our homeowner’s association from many aspects – our board governance, the work of the association’s committees, activities of chartered clubs and interest groups, laudable charity work by community groups, focus on interesting residents and their lives, as well as promoting our amenities and all the many lifestyle events offered each month.
It’s important to recognize that this publication is basically a volunteer-based effort. The content contributors, the photographers, and the editorial staff (copy editors and editor) are all residents who do this work because they love Corte Bella and want to show it off in the best possible manner. Our publisher, Lion Tree Publications, provides the expertise and the professional services to bring you the best possible results with each issue you receive in your mailbox. Did You Know? Corte Bella Architectural Review Committee (ARC)
It is very important to know the difference between the Association’s Board of Directors, the HOA management team, and the ARC. ARC members are not Board members! ARC does have a Board Liaison, but that person is not an ARC member and does not have voting rights. ARC members do not give out homeowner violations of design guidelines or levy fines. That is the responsibility and function of the HOA management.
The ARC Charter states:
“The purpose of the Committee is to serve in an advisory capacity to the Board with respect to architectural and landscaping issues, including the approval of applications from residents in this regard and the over-all implementation of the Design Guidelines approved by the Board, as same may be amended from time to time.” ARC members are your friendly neighbors simply serving the community by working with you to approve your exterior projects as they fall within the Architectural Guidelines.
The Process: •
Homeowners submit their request for change to the HOA office.
•
A file is prepared for the ARC to review Once it is confirmed the change is within the established Guidelines, the ARC approves the submittal. All submittals required a quorum vote.
•
The file goes back to the HOA office and a letter is mailed to the homeowner with the approval and any stipulations.
•
Once the project is complete, the homeowner submits a project completion form to the HOA office.
•
The ARC members receive the project completion files at their monthly meeting and assign them out for post project inspections.
•
Once the inspection confirms the project was complete as approved, the homeowner is notified (by email or phone) that the inspection has passed, and the file is kept on record for the address.
•
Sometimes things don’t go so smoothly. In this case, the ARC continues to work with the homeowner in these situations to resolve the issue(s).

Our Safety Tip for this month is: How to Secure Your Home (Part 1) This article provides tips on how to better secure your home, but by no means is it all-inclusive. Let’s begin with the outside of your home and the importance of lighting up the exterior (staying within the current HOA/ARC guidelines). Typically, criminals do not like homes that are well-lit. We all know that criminals like to enter homes through doors and windows. If you have the original windows installed by Pulte from Atrium, these windows have plastic locks which are easily broken. If replacing these windows is not within your budget, one of the things you can do to make it more difficult for criminals to get in is to install a ¼” PCV Pipe cut to fit snugly in the tracks between the window and window frame. This will work for both sliding and double-hung windows, thus making it difficult for anyone to get into your home.
Our original door locks are construction-grade and are susceptible to picking, bumping or drilling. Bumping is where criminals put a key or other hard substance into the key slot, hit it with a hammer thus breaking the lock. We recommend that you consult with a locksmith to install a high-security door lock that resists picking, bumping, and drilling. Also, have the locksmith replace all door hinge screws with 3” screws which will make it more difficult to kick your door in. Make sure you follow any further recommendations which the locksmith might have. If you have a garage side door, make sure it gets the same level of security attention from your locksmith. Important to remember: If a criminal enters your garage, they are in your home! Therefore, always lock the door which leads from the garage into the interior of your home, especially at night.

Core to the Finance Committee’s mission, and our job during these challenges – continue to invest short-, mid-, and long-term funds as wisely as possible
On January 7, 2022, the Corte Bella Finance Committee, represented by Jesse Young, Chair, made a presentation to the CB Board of Directors to discuss several important topics:
•
Map out expenditures year-by-year for maximum return with predictable risk.
•
Weigh increasing risk in reserve funds from 15% to 20% for long-term requirements*.
•
Although counter-intuitive, accelerate spending where it makes sense.
•
Optimize communications across HOA committees and our board.
•
The impact that inflation and continued low interest rates may have on our HOA.
•
The purpose of each of the three reserve accounts.
•
Suggest ideas to address the current economic backdrop.
The CB Finance Committee and Investment Subcommittee, with a combined 100 plus years of financial experience covering financial advising, financial planning, auditing, and financial reporting, includes Kathy Carmickle, Tom Cerny, Peter Diamond, Bonnie Gentry, Lisa Klein, Jack Serino, Ron Tchorzewski, and Jesse Young. The Finance Committee is further strengthened by the Board Liaison and Board Treasurer, Dave Thomas, and the Board Assistant Treasurer, John Mestermacher. We can all agree that the current macro-economic situation is troubling. The 2021 Consumer Price Index rose a full 7% in 2021, while the 2021 Producer Price Index increased 9.7%. As consumers, we only need to reflect on the pain created by areas of our lives that have experienced above average inflation, such as medical services and college tuition. Others may remember the extremely high inflation period from 1973 to 1982. We can expect inflation to impact most every product or service that our HOA purchases.
In summary, if we pay attention to the changing financial backdrop, we will: •
Have reasonable HOA assessment increases.
•
Continue to maintain and improve the Corte Bella community.
•
Contribute to a healthy real estate environment.
•
Continue to be the preferred age-restricted community in the West Valley.
*A change to increase the portion of our reserves invested in stock and bond funds from 15% to 20% was approved by the CB Board of Directors during the January 2022 meeting.
We are also continuing to see very low investment returns on our reserves that are invested in certificates of deposit (CD) and money market funds. As of this writing, a one-year CD yields only .3% and a two-year CD yields .75%. The return on money market funds is currently earning from .4% to .5%. We hear a lot about the Federal Reserve planning on interest rates hikes this year. It is uncertain whether the rate hikes will occur, and even more uncertain whether we see interest rate returns on CDs and money market funds increase accordingly. The HOA Investment Policy permits up to 15% of our reserves to be invested in a managed account consisting of stock and bond funds. There are further restrictions on the “at risk” portion of our reserves. We currently have approximately 10% in stock and bond funds. This account earned 11% in 2021. We can also invest in market linked CDs, which have protection, though are not advisable for short and mid-term needs. The current reserve structure was addressed in an article in last month’s CB Times, and we ask that you reference the article or discuss your questions with any CB Board or Finance Committee member. We had a reserve balance of $6,661,615.69 as of 11/30/2021.

Corte Bella Vets Happenings Karen R. Starkman, Secretary There is still time to register for our 8th Annual Charity Golf Tournament on March 19th at the Corte Bella Golf Club. There will be a 18 hole 4-person best ball competitive flight and non-competitive flight. The fee is $95 dollars for members of the Golf Club and $150.00 for non-members. Handicaps will be required for the competitive flight, and there is a scramble format for the non-competitive flight. Your entrance fee includes a swag bag, the putting contest, prizes, a box lunch, and a buffet dinner. Beverage carts will also be available on the course to purchase a beverage. Specific information, including registration, sponsorships, and donations may be found on the Corte Bella Vets website at www.corteblellavets.org. Golfer registration deadline is March 10, 2022. Part I: Aging is Inevitable…Or is It? Dr. Tanya Carroccio, DNP The age-old question – is there a fountain of youth? Can we really stay biologically younger, longer? Good news, we do have control over how we age, at any age! A multitude of things can go wrong with our bodies, or more specifically, the cells that make up our body. Cells are the basic building blocks of all things living. Our body is made up of ~30 trillion cells, with an additional 39 trillion microbial cells including bacteria, viruses and fungi that live on and in us (called microbiome). These ‘good’ microbes help us daily to stay healthy. Our cells and microbiome provide structure for the body, take in nutrients from food, produce cell energy, and carry out numerous specialized functions. Science has been focusing more intently on how all these cells interact amongst each other and help, or hinder, cellular health or apoptosis (cell death). Cellular death and destruction are essentially what initiates the aging process and often leads to chronic illness, decreasing the life of cells. When enough cells die off that eventually leads to body shutdown and living ceases. This is where some amazing research is occurring in the field of anti-aging. I’m going to focus on the mitochondria (energy powerhouse inside of each cell), microbiome health (e.g., microbes in the gut) and telomere shortening (tip of cell chromosome) in this series. Each of these aging concepts provide an important message about our health, quality of life, mental state and
regression or reversal of disease. Next month, I will start with the importance of mitochondrial health in the aging well process. Specifically, the mechanism, theory behind and provide some science-backed solutions to keep your cells, and you, healthier. Corte Bella Adventure Group Steve Downing Little Jim Trail is a loop trail off of Castle Hot Springs Road, west of Lake Pleasant. Unlike many of our hikes, this trail is lightly used, only marked by cairns, and is very easy to get off-trail. The Trailhead is not marked, which may be why not many hike this trail. It’s very unique as you rarely pass another hiker. It’s wonderful for those that like solitude. The loop is six miles with an accumulated elevation gain of over 800 feet. Bob and Elaine Fletcher hosted a hike in North Scottsdale at Browns Ranch, an area highly used by hikers, mountain bikers, and equestrians. This area features rock formations that have taken on names by what they resemble, such as the Amphitheater, Balanced Rock and Cathedral Rock. Standout features are Granite Mountain, Cholla Mountain, Cone Mountain and Brown’s Mountain. Most trails have no large climbs so Brown’s Ranch Hike at the Amphitheater (can you see the face?) it’s great for those shorter, less strenuous hikes. Ford Canyon Loop in the White Tanks Regional Park is challenging if one does the whole loop and not just to the dam and back. Starting from Area 7, we took Waddell Trail to Ford Canyon Trail to
Little Jim Trail - climbing out of a wash Willow Trail, and finally reached Mesquite for the last 1.8 miles to Area 7. This hike is longer than most hikes we do as we reached the 10 mile mark with 1555 feet of accumulated elevation gain. Ford Canyon Trail takes hikers into the heart of the White Tanks, passing through the section of granite with all the tanks (depressions in the granite that hold water) which could possibly be how the White Tank Mountains got its name. This time of the year, the tanks were full of tadpoles; there had to be thousands of them. I know I have to hike this again to see all the frogs they’ve become - there will be tiny frogs everywhere! For those on YouTube, I’ve posted some of this year’s hike videos. This is new for me and I’m still learning the editing software. While not professional, I believe it does give a good sense of what we do and hopefully is a little entertaining. Search YouTube for Corte Bella Adventure Group. If you subscribe to the channel you’ll see when new videos are posted. Ford Canyon Trail – looking back I would like to send my heartfelt sympathies to the Ken Tremaine family. We recently lost Ken, a charter member of the original Corte Bella Hikers (since 2014), a very active participant in our hikes, and on our cycling and Colorado River Kayak adventures. I believe it was spring of 2021 when Ken and his son Jay were able to Kayak the Colorado with the Adventure Group. Looking back, I’m very thankful they had that adventure together. Janet Chapman: A Corte Bella Friend to All Deborah Damery Lazear, CSW Janet, a long-time Corte Bella resident, relocated from California with her husband Jonathan. Family and close friends were already here, so the move was easy. Janet enjoys golf, interest groups (SOuL), hanging with friends at the Anacapa, and charity fund-raising events like the CB Vets Golf Tournament. But, Janet’s true passion is animal welfare. She’s a believer that animals need an advocate and says “They have no voice, yet they speak to my heart.” Janet, California born and raised, graduated from Fremont High in 1974 and enlisted in the U.S. Army. She was stationed in Augsburg, Germany (south of Frankfurt) in 1975 as a Unit Clerk for a Medical Evacuation unit. Working with a helicopter unit, she assisted in rescue operations involving infants and females. Janet believes in military service and feels that it develops patriotism, and provides direction, discipline, and purpose to young people.
Janet’s network connections promotes adoption and fostering of animals in need of a permanent home. Her grass-roots efforts recently helped two stray dogs, dumped without collars in Corte Bella, to find permanent homes. Janet works to place animals not only within but beyond Corte Bella’s gates. In the future, she plans to be an animal shelter volunteer. Janet and Jonathan are beach bums at heart and they dream of unrestricted travel in their golden years. Janet craves “Vitamin Sea”. Janet’s philosophy is to respect all living creatures, and to respect other people without judgement. She celebrates our community’s diversity and supports harmony, saying she’s too old for drama. She pursued a career in sales from 1978 to 2017, working in the semi-conductor industry, home improvement media production, and with retractable sun screens. Janet’s true love is animal advocacy. A Wildlife World Zoo member, she donates to local animal shelters and rescue organizations, like Sun Cities 4 Paws and Sun Valley Animal Shelter, collecting unneeded animal care items to donate to those organizations.

SOuL Celebrates with Pizza Linda Wright, SOuL Member Corte Bella’s ladies charity support organization Smiling Out Loud (SOuL) held a Pizza Party celebration after their January 20th regular meeting. The group, currently 94 women strong, enjoyed Caesar salad and freshly-baked pizza from the Anacapa kitchen. After the group’s very busy and successful Christmas holiday season filled with fund-raising activities, the SOuL Board wanted to reward the membership with this special event. Each of the attendees also received a delicious and beautifully decorated cookie shaped like a blue ribbon award crafted at Heidi’s Sweet Shoppe by the daughter of SOuL member, Sunny Stiener. Raffle prizes were given out to a dozen lucky winners to round out the party. SOuL meets year-round on the third Thursday of every month at 10:00 am in the HOA Social Hall. All Corte Bella women interested in supporting worthy organizations and institutions in the West Valley are welcome to join this group.

March 2022 Update Two Corte Bella Wine Tasting Group events were held in February. Group A met at the home of Randi Bedayan, who teamed up with members Denise and Greg Paley. Our hosts offered seven selections from recent highly rated Wine Enthusiast picks. Beginning with California Chardonnays from Sonoma, we moved to Italy and tasted a Reserve Chianti Classico, followed by four exquisite red varietals from Sonoma and Paso Robles.
The main objective of the CB Winetasting group is social, with the idea that you can enjoy the company of others while learning about wine along the way. The group meets the second Saturday of each month in a host’s home, rotating across all members. Group B met at the home of Lag and Mike Feeney. Their focus was on Zinfandel, which has a very rich history. They also offered a mix of varietals to taste.
Time to Vent! Ask Agnes Spring is in the air! It’s time for checking inside and outside of your home for repair, items to replace, and those to consider for renewal.
How long has it been since you cared for your dryer vent hose? More than a year? It’s time to check that too. Dryer vent hoses can be ‘cleaned’ with a little bit of time and effort. Often this is messy! I prefer to replace. An easy way to replace the hose is buying a kit from vendors like
Home Depot or Lowes. Pricing is around $25 for a new hose and comes complete with clamps to fit to your dryer, regardless of make or model.
Remove the old hose. Discard. You may have to cut the new one to shorten the length. This is easy to do with scissors.
Use one adjustable clamp to affix the hose to the wall vent pipe. Then allow for enough length to reach the dryer vent opening. Clamp the hose to the dryer vent. Push the dryer back into place. That’s about it. Note: YouTube.com has videos to help with the exact process.

Corte Bella was so excited to be able to return to this venue after a two-year hiatus! What a wonderful way to spend a Saturday afternoon than at this Arizona tradition – musical entertainment by the Barleen Family and their delicious family-style lunch!

These young performers made the music of our youth come alive again during this wonderful concert. For us Rock and Roll aficionados, this was the perfect concert with the best music of all times.

As always, this comedy event is just what the doctor ordered. The three comedians who worked the Corte Bella stage, each with their own brand of comedy, had everyone laughing the whole evening long.

Beginner Clinics: If you wish to learn how to play the game, and are not a current member of the Corte Bella Pickleball Club, you are welcome to attend a clinic. New Beginnings for the Drop-In Tennis Group Donna Norton, Corte Bella Tennis Club The resurfacing of our sports courts went extremely well. Many of the ladies of the West Valley League have made positive comments regarding the “new look,” including a desire to check with the vendor selected. Many thanks to the HOA Management Team for providing a vendor that was on time and on schedule, with a great outcome. Upon arriving in Corte Bella 8 years ago, I was fortunate enough to meet a man who welcomed everyone to the court: Ken Egide. He has been a mainstay of the Corte Bella Tennis Club for many years; he was welcoming and organizing anyone wishing to play on Monday, Wednesday, and Friday mornings. Greeting everyone with a smile, Ken has made Corte Bella Tennis good for all of us who play this game. Unfortunately, Ken is hanging up his racket after much thought. He tells us that having turned “80”, he believes his body is telling him to quit “chasing fast moving balls” and take on sports that are more “controlled,” like swimming and utilizing fitness equipment.
CB Tennis Club thanks Ken Egide for his many years with the club. As Charles M. Shulz, a favorite of Ken’, wrote: “In life, it’s not where you go - it’s who you travel with.” Thank you, Ken, for being on the journey with us.

The frozen tundra of the north certainly provides people with a reason to take off and visit our warm and lovely location. That said, you may be busy entertaining friends and relatives visiting you in Corte Bella. If they are golfers, be sure and come out to enjoy the course. For those of you within the HOA who have reached out with questions, comments, and thoughts about our club and course, thank you. As I said last month, your feedback is important and especially so as I begin my third month at the golf club. The Golf Course: I’ve received inquiries about palm trees on the course. We will be cleaning them up this summer, and we will be cleaning up all of them, over all 18 holes. We also continue to research solutions for the red rock erosion. Those efforts will take place in the summer as well.

Accessing the Course: I’m sure most of you know this, but for those who do not, the golf course is for golfers only. Please do not access the golf course to walk the paths, hit a few practice shots, or allow children to run around on the course. It’s a safety hazard for anyone doing so and a disruption for golfers playing the course. Thanks.
