ANILA, Philippines The Philippines is the 11th most dangerous country for tourists, according to the 2017 Travel and Tourism Competitiveness Report of the World Economic Forum.



The report was prepared before a disgruntled gambling addict stormed Resorts World Manila in Pasay City, killing 37 people before taking his own life.

Based on the report, the Philippines was in 126th spot among 136 countries when it comes to ensuring the safety of tourists.

“Security concerns remain high and diminished protection of property rights, less effective judicial system and stricter rules on (foreign direct investments) have reduced the conduciveness of the business environment,” the report said.

The 10 most dangerous countries in the world are Colombia, Yemen, El Salvador, Pakistan, Nigeria, Venezuela, Egypt, Kenya, Honduras and Ukraine.

Maute bomber Plagiarized? nabbed in CDO MANILA, Philippines - The Department of Tourism (DOT) is reviewing its campaign ad “Sights” to see if its producer, advertising agency McCann Worldgroup Philippines, should be punished for allegedly copying South Africa’s 2014 marketing pitch.

The newest tourism ad drew flak from netizens due to the plagiarism issue.

DOT Assistant Secretary and spokesman Ricky Alegre said Secretary Wanda Teo called representatives of McCann because they were not aware of the similarities between the ads of the Philippines and South Africa.

“We were presented three samples (and) this one stood out. We did not know that there had been previous materials similarly situated and it is now something that has to be reviewed,” Alegre said yesterday during the weekly Kapihan sa Manila Bay forum in Manila.

Alegre said they would also review McCann’s P650-million contract with the DOT, which they inherited from the previous administration.

“Sights” featured visually impaired Japanese retiree M. Uchimura and is McCann’s second of four promotional videos set to be released by the DOT this year.

The first video, entitled “Anak,” was aired during the Miss Universe pageant last January.

He said “Sights” was chosen among the three samples presented to them because it presented an actual character, which is the strength of the story.

Alegre said the ad aims to encourage retirees to experience the Philippines as their place of destination for their retirement, noting that this is a booming sector in the country.

He noted that retirees prefer to stay in the Philippines because of the Filipino’s hospitality and good food, and that they want to stretch the money they have to spend and live better in the country.

Based on the DOT’s record, there are 27,000 registered retirees in the Philippines from 120 countries.

On a lighter note, Alegre said netizens’ mixed reactions to the ad somehow helped promote their video, as it was viewed more than two million times and shared more than 46,400 times as of yesterday.

It has also garnered 2,300 comments and 53,800 reactions since it was posted on the agency’s official Facebook page (@DepartmentOfTourism) on Sunday.-Philstar

Law enforcers arrested Thursday a suspected bomber of the Maute terrorist group in Cagayan de Oro. Mohammad Noaim Maute, alias Abu Jadid, was arrested in Barangay Macasandig around 7:00 am, according to Philippine National Police Regional Office 10 spokesperson Supt.

US Pacific Fleet chief reaffirms defense ties with Philippines MANILA, Philippines - As American forces continued to assist the Philippine military in the campaign to end the Marawi siege by militants, US Pacific Fleet Commander Adm. Scott Swift concluded his three-day visit yesterday with a renewed commitment to strengthen his country’s defense and counterterrorism partnership with the Philippines.

“I’m very pleased to have had the opportunity to visit with senior government and military leaders here in Manila.

We continue to build on the strong relationship we have and to reaffirm our commitment to working together to face shared challenges,” Swift said.

During his visit, Swift met with Foreign Affairs Secretary

Alan Peter Cayetano, Defense Secretary Delfin Lorenzana, Armed Forces of the Philippines chief Gen. Eduardo Año and Philippine Navy Flag Officerin-Command Vice Adm. Ronald Mercado.

“The Philippine Navy is a valued and enduring ally of the US Navy and a close partner of the Pacific Fleet,” he said.

The long-standing alliance between the Philippines and the US, he stressed, has contributed to peace, stability and prosperity in the Asia-Pacific region for more than 70 years.

Also part of their security partnership is the US commitment to help improve the Philippines’ capability to respond to natural disasters, piracy and other transnational crimes.

US Secretary of State Rex Tillerson said on Monday that the US “proudly stands” with the Philippines as a longstanding ally and supports the government’s operations against the Islamic Statealigned Maute militants in Marawi City.

The US embassy in Manila confirmed that US special operation forces are helping the AFP end a siege of Marawi City by militants.

Malacañang clarified that US forces were only providing technical support and no American soldier was directly involved in combat operations.

Eating cardboard boxes Camalia Baunto keeps a desperate vigil for news of her husband, trapped just a short walk away in brutal fighting between Islamist militants and government forces that has ruined a Philippine city.

He is among hundreds of civilians pinned down in pockets of Marawi that are controlled by the militants, and they are facing an onslaught of deadly threats including bombs, sniper fire, hunger and a lack of medical care.

Some have made a twokilometer (1.2-mile) sprint to safety during the three weeks of conflict, risking being shot at by the militants, and Camalia waits every day at a secured government building nearby hoping her husband will run into her arms.

“It’s really painful for me. I’m always scared he’ll be hit,” Camalia, 43, told AFP on Wednesday in a soft voice as she held back tears and anxiously fixed her hijab.

“He is too traumatized to escape. Even we on the outside are afraid because you don’t know which direction the bullets are coming from.”

The fighting began on May 23 when hundreds of militants belonging to the Maute group rampaged through Marawi, waving the black flags of the Islamic State (IS) group.

They have since withstood a relentless, US-backed bombing campaign and intense ground battles with Filipino troops that have left large parts of Marawi resembling devastated cities in war-torn Syria and Iraq.

One of the keys to their survival has been the trapped civilians, who are acting as human shields in stopping the military from completely destroying the small areas controlled by the gunmen.

Even so, entire streets are now just full of rubble and the military’s bombs have not always hit their targets -- with one strike going astray and killing 10 soldiers.

Most of the city’s 200,000 residents fled during the early stages of the fighting. Authorities say anywhere between 300 and 1,700 civilians remain trapped in the militant-held areas.

Camalia’s family was visiting a nearby town when the clashes began but her husband, Nixon, returned to check on their home and their hardware store.

Since then Nixon has been able to call her occasionally and report terrifying snippets of survival.

“He hasn’t eaten. He hasn’t slept. A bomb here, an explosion there. He is getting weak,” she said at the provincial government office’s entrance, from where she could see military helicopters bomb militant-controlled areas.

Eating boxes Twenty-six civilians have been confirmed killed in the fighting.

But local officials and aid workers believe dozens more have likely died, with their corpses rotting in the militantheld areas, and that conditions are growing increasingly dire as food runs out.

“Some residents are eating (cardboard) boxes. They just dip it in water to soften the material and eat it,” provincial crisis management committee spokesman Zia Alonto Adiong told AFP, recounting testimonies from people who escaped.

“It’s heartbreaking. It’s almost unbelievable to think that people are living this way.”

The military has also reported that the militants are using some civilians as slaves, making them cook and carry munitions.

One survivor who escaped on Tuesday, Christian housepainter Nick Andeleg, 26, said he and his colleagues decided to flee after coming to the realization that waiting any longer would certainly lead to death.

“We thought we were the

only ones left trapped. We felt it was better to try escaping. If we died outside our house, at least we tried to save ourselves,” Andeleg told AFP as he recounted watching bombs destroy houses around him. —Agence France-Presse

odd news Lawmaker mistakenly hands out document with porn references PROVIDENCE, R.I. (AP) — A Rhode Island lawmaker is acknowledging he mistakenly gave his colleagues a handout that showed open web browser tabs referencing pornographic content.

State Rep. Ramon Perez brought printouts of a Wikipedia article Wednesday to give to House Finance Committee members as part of his testimony in favor of a bill.

The screenshot reportedly showed multiple open browser tabs with titles referencing pornographic material. No images could be seen.

A House spokesman confirmed Perez gave the document to the clerk, who made copies and distributed them. The clerk collected the handouts from members when the tabs were discovered. Perez submitted a new handout the next day.

Perez says the incident was “a mistake.” He says the handout was provided to him by a friend whom he’d asked to research the information.

Mom charged after boy’s teeth pulled in Walmart restroom SALT LAKE CITY (AP) — Authorities say a Utah woman pulled two of her son’s teeth in a Walmart restroom.

Prosecutors said Monday that the 47-year-old woman bought hand sanitizer and needle-nose pliers from the store, then took them into the restroom and pulled two of her 7-year-old son’s teeth.

Police in American Fork, Utah, say the boy’s older brother heard the child screaming and got him out of the restroom on April 2.

Charging documents say the boy told his brother that one of the teeth was loose, but the other was only slightly loose. Prosecutors say the woman didn’t use any kind of anesthetic.

The woman was charged with felony child abuse.

No attorney was immediately listed for her in court records.

The Associated Press is not naming her to avoid identifying the child.

DICT: No hacking happened at BPI sci-tech Department of Information and Communications Technology (DICT) chairman Rodolfo Salalima assured the public that the outage of Bank of the Philippine Islands’ online facilities last week was not an act of cybercrime.

Salalima told GMA News’ Dano Tingcungco that an initial investigation involving BPI’s cybersecurity officer and personnel in charge of the bank’s internal processes showed no apparent hacking had taken place.

Instead, the glitch—which left an undisclosed number of depositors unable to access their accounts online—was attributed to an internal process error.

“What happened was

an internal transaction entry error. On the basis of what (BPI officials) told us, there was no cybersecurity infraction,” Salalima told Tingcungco.

Although BPI has declined to divulge specifics of the glitch to GMA News Online, an independent expert agreed that it was unlikely that foul play was involved.

“The symptoms of the incident point towards an error in the bank’s automation. With some people saying that their accounts are being flooded with money and others saying that their accounts lost money, an error in batch processing appears to be the most likely cause,” Democracy.net.ph cofounder and cybersecurity advocate Pierre Tito Galla told GMA News Online in an earlier interview.

PHL among top prospective destinations for FDI, UN trade body says

The Philippines is among the top propective destinations for foreign direct investments (FDI) in the world, the United Nations Conference on Trade and Development’s (UNCTAD) World Investment Report 2017 has indicated.

Data from UNCTAD report showed, the Philippines figured as one of multinational enterprises (MNEs) top prospective host economies for 2017 to 2019.

“Top executives maintain their confidence in developing Asia’s economic performance and are also forecasting investments in the south-eastern part of the region, with Indonesia, Thailand, the Philippines, Viet Nam and Singapore,in that order, still figuring among the most promising host countries,” the UNCTAD report said.

“Top prospective destinations are still emerging markets and the United States. The favourite FDI destinations remain the United States, China, and India,” the report added.

Data from the Bangko Sentral ng Pilipinas showed the country’s FDI net inflows in 2016 reached $7.9 billion, up 40.7 percent from a year earlier.

“In South and South-East Asia, several countries, including Bangladesh, Nepal and thePhilippines, are expected to receive more FDI in years to come, especially from within the region, in line with a division of labour between more devel-

oped countries (increasingly focusing on goods with higher value added) and less developed countries (increasingly focusing on labour-intensive activities),” UNCTAD said.

“This may continue to strengthen these countries’ positions in regional production networks. For instance, five Chinese companies plan to invest $10 billion in the aviation, downstream oil, renewable energy, iron and steel, and shipbuilding industries in the Philippines,” it added.

The UNCTAD also cited the Philippine government’s policy measures that can attract foreign investments such as the “Project Repeal: The Philippine Red Tape Challenge” to clean up regulations by revoking provisions that are no longer necessary or that may be detrimental to the economy.

It also took note of the countries FDI liberalization efforts such as allowing 100 percent foreign ownership in insurance adjustment companies, lending companies, financing companies and investment houses.

Nevertheless, Salalima said that the DICT will still look into whether or not the system glitch inadvertently exposed any private information to would-be hackers.

“I asked (National Privacy Commissioner) Mon Liboro if personal sensitive data was compromised. He will conduct a formal inquiry—it’s not an investigation, because

there is no crime,” he explained.

Talagang mas marami silang makukuha. And I think tungkol sa buhay, tungkol sa relasyon, mas maraming tanong itong movie na ito,” he shared.

Even though it’s only been less than a year since they were first paired together onscreen, the actor revealed their working relationship still feels natural. “Yun yung maganda kay Arci kasi kahit yung first movie pa lang namin, yung unang eksena pa lang namin sobrang naging kumportable ako agad dahil kung anong klaseng tao siya, very humble, very approachable and then mas sobrang naging kumportable sa set,” he admitted.

MANILA, Philippines — Harry Styles will be taking center stage in Manila for a solo concert on May 1, 2018 at the Mall of Asia Arena.

Popularly known as British pop boy band One Direction member, Harry took to Instagram on Thursday to announce his self-titled world tour itinerary, which includes a one-night gig in the country. It will mark Harry’s first tour as a solo artist.

Harry will be bringing American indie rock band Warpaint as his special guest.

After celebrating their fourth wedding anniversary last week, Richard Poon said they just enjoyed a low key affair. “Actually may small and very simple dinner lang kami with yung pinaka-important lang namin na married mentors slash ninongs and ninangs. Kasi ganun akong tao eh,” he shared during the launch of their new Mocha Bourbon cake last week in Quezon city.

Richard said one way that keeps him bonded to wife Maricar is exercising at home together. “It’s very hard. I’ve gained a little bit nga pero we have a treadmill at home para kesa lumabas pa kami, sa bahay na kami together and then we watch something together so mas nag-ba-bond kami. We treadmill together so may time. Kasi kung aalis ka papunta gym, traffic pa lang, parking then babalik ka so nag-invest kami sa magandang treadmill and then we watch movies. So ang nangyari, nag-ba-bond pa rin kami as you try to burn off the food that you eat. Kami halos in a week four to five times kaming nag-te-treadmill mga one hour or an hour and a half. Pero palitan kami. Pag-nag-tre-treadmill ako, siya marami siyang mga Crossfit exercises na ganun,” he shared.

After launching their Chocolate Liquor cake business less than two years ago, Richard said he is happy to have discovered his wife’s true passion. “I finished business pero ang ending ko sa music. Siya naman medicine and then ang passion

I can still remember the slogan “There is no life like it” as the posters and commercials showed men and women proudly wearing military uniforms. I was so excited when I was accepted and even started exercising before my training began.

The training that I had taken, better known as boot camp, was an experience in itself. It was during those few months when I learned to swim. Put

In all seriousness, we are to honor our fathers, and our mothers, and this day in June (18) is set aside for us to honor the fathers in this country. But we are to honor our fathers, not because it’s a holiday, not because it’s a tradition, not because there are sales going on all over the country, but because God said so.

In fact, he said so very specifically. The bible tells us in Ephesians 6:1-3, “Children, obey your parents in the Lord, for this is right. 2 “Honor your father and mother”—which is the first commandment with

a promise— 3 “that it may go well with you and that you may enjoy long life on the earth.”

Notice that it doesn’t say, honor only good moms and dads. It doesn’t say, honor them if you like them. It doesn’t say, honor only the right ones. It says “honor your father and mother.” So, today, we ought to honor all fathers.

We are involved in a war today, and the battleground is not in Iraq or Afghanistan. The

battleground is in our homes.

And what’s at stake is not our land, our property, our freedoms. It’s more important than that. What are at stake are our children.

And believe me—it’s a war, it’s an important war, and in this country, we are losing the battle. Children are turning from the faith in record numbers. It’s as if as soon as they leave home and go to college

rom criticizing the administration for denying the presence of the Islamic State in Mindanao to accusing President Duterte of exaggerating the IS threat to justify the proclamation of martial law, the pendulum has again swung to the other end.

This time, the President is being criticized for failing to grasp the magnitude of the IS threat because of his singular preoccupation with his war on illegal drugs.

Now that even the international community is expressing concern about the possibility that IS might be able to set up a base if not a caliphate in this part of the world, all eyes are on the response of the Philippines to the threat. It is not surprising that IS would pick the southern Philippines as its hub for outsourcing terrorism.

Certain parts of Mindanao are showcases for the weakness of this republic – places with high levels of poverty and yawning income disparities, where there is no gun control to speak of and where laws are broken with impunity.

IS and its acolytes in the Maute and Abu Sayyaf groups also apparently enjoyed support from certain sectors in Marawi City, where government forces are still trying to exterminate the terrorist infestation. Many of the reasons for the terrorists’ decision to target Marawi are also present in certain other areas in Mindanao. While President Duterte makes good on his promise to “pulverize” the terrorists, he must also confront the factors that make Mindanao a soft target for IS expansion.-Philstar

Time to condemn the Human Rights Commission!

S

upposedly this week, the Supreme Court (SC) would listen to the arguments of the so-called “independent minority bloc” at the House of Representatives who challenged the Martial Law declaration in Mindanao that Pres. Rodrigo “Digong” Duterte declared last May 23rd.

These petitioners are led

by Albay Representative Edcel Lagman, Rep. Tomasito Villarin, Rep. Gary Alejano, Rep. Emmanuel Billones, Rep. Teddy Baguilat Jr. and Rep. Edgar Erice. The fact that they can make this petition before the SC is proof that the Martial Law declaration that Pres. Duterte made is not the same kind of Martial Law of the Marcos Dictatorship that these opposition groups are peddling to the Filipino people.

In short, our democratic way of life is intact and I’m sure that the Supreme Court Justices are aware of this fact.

This is the whole trouble with Philippine politics today, we are suffering the same fate in Marawi City in the hands of ISIS-inspired Maute terrorists just like the Syrian cities of Raqqa, Palmyra, Aleppo and the City of Mosul in Iraq because the ISIS has established a Caliphate in those cities. This is exactly what they are trying to do in Marawi City to establish

Rather than blame the Maute terrorists for violation of human rights and the destruction and the killing of civilians and soldiers in Marawi City, the CHR chose to blame the Duterte government. the first such Caliphate in the Southern Philippines and in Southeast Asia, thinking that the Philippine military isn’t strong enough to stop them. This reminds me of what happened 76 years ago to the United States of America when the Japanese Imperial Navy bombed Pearl Harbor on Dec. 7, 1941. World War II was already raging for two years in Europe, but America took a Pacifist stand until Pearl Harbor was bombed. A day later, US Pres. Franklin Delano Roosevelt spoke before a joint session in the US Senate and Congress and made his stirring “A Day of Infamy” speech.

That speech by Pres. Roosevelt stirred a tsunami wave of patriotic fervor with Americans and resulted in hundreds of thousands of Americans volunteering to fight in World War II. America’s great economic machine was geared to strengthening and preparing

Alas, the opposition has chosen not to unite with the people of Marawi City and the majority of the Filipino people who wants this war to end at all cost; yet these opposition leaders opted to continue with their political agenda. I dare say that these opposition figures ought to visit Marawi City and console with our Muslim brethren who are suffering and getting sick everyday in the evacuation centers. If they won’t then woe

Then there’s more disturbing news coming from the ultra noisy Commission on Human Rights (CHR) which was headlined in The Philippine Star last Sunday entitled, “Stop Airstrikes in Marawi, CHR urges gov’t” written by Janvic Mateo.

As the report goes, the CHR called upon the Duterte government to stop using airstrikes to defeat the Maute terrorists holed inside Marawi City. Unfortunately, our Star reporter did not quote a single person from the CHR organization. But whoever made this announcement is clearly hiding behind the CHR. What a coward!

Let me take a quote from that article, “While stressing that it

supports the government’s efforts to impose peace and order in the city, it reminded the military that it should take every precaution to avoid harming civilians and infrastructure. The airstrikes have not only caused the destruction of buildings and civilian property, but, worse, have resulted in the killing of innocent civilians, including children, and even our own troops.” So now the CHR is blaming the airstrikes for the destruction of buildings and civilian property. What stupidity coming from that unknown voice from CHR. Rather than blame the Maute terrorists for violation of human rights and the destruction and the killing of civilians and soldiers in Marawi City, the CHR chose to blame the Duterte government. Then the CHR continued to say, “The commission believes that, in times of conflict and violence, the State must always ensure to limit the effects of armed conflict, especially for the vulnerable and marginalized sectors.” This is exactly what Pres. Duterte said a few days ago, that he could have wiped out the Maute terror group in a few days, but because we live in a civilized society, we have sacrificed the lives of our soldiers in order to protect our civilians. IS link to magnify siege as rebellion

HE IMPOSITION of martial law in Mindanao is likely to be upheld by the Supreme Court – if Malacanang could prove that Islamic State leader Abu Bakr al-Baghdadi “ordered the conduct of terroristic activities in the Philippines,” as claimed Sunday by President Rodrigo Duterte.

Areas outside Mindanao could even be added later to the emergency coverage if the IS-instigated terrorism develops into a full-blown rebellion and spreads. Rebellion is one of only two situations (the other one being invasion) that could justify martial law.

The question that the Supreme Court must resolve within a 30-day deadline is whether or not there was a rebellion on May 23, 2017, when the Commander-in-Chief (the President) signed Proclamation No. 216 imposing martial law in Mindanao.

We hope we are wrong in thinking that images of the brutal Islamic State spreading its control over Muslim Mindanao on its way to establishing a global caliphate could cause concern and influence the judgment of normally staid magistrates.

Even without the reported IS intrusion in the South, Mr. Duterte’s proclamation could stand on its own legal leg if he could prove that a state of rebellion exists. He said he would obey whatever SC ruling is handed down, although he actually has no choice.

POSTSCRIPT The evaluation of the factual basis of martial law is a subjective process. If majority of the 15 justices of the Court say a rebellion has been ongoing in Mindanao, then it must be so.

As seasoned lawyers, they can argue any proposition either way.

Aside from their appreciation of the facts of the case, the perceived prevailing mood in the country and the level of trust that each of the magistrates has on President Duterte could swing the decision.

In Cagayan de Oro City over the weekend, President Duterte told reporters of the supposed order of the Islamic State leader to “conduct of terroristic activities in the Philippines.” He did not refer to Marawi or Mindanao, but to the Philippines.

He said: “We had known all along the buildup here in Marawi. That is why if you were tracking my statements in public, (what I said) was, ‘Do not force my hand into it.’

Because there were already terroristic acts… the victims were innocent men and women and children.

“We suffered several casualties. I did not expect it to be that serious. Now, lumabas na

President Duterte was correct when he said that he did not talk to any American for the US to give the Philippine armed forces brand-new weapons to fight terrorists. The delivery was made under standing mechanisms without the President having to ask for them. si Baghdadi mismo (it turned out that Baghdadi himself), the leader of the ISIS, has specifically ordered terroristic activities here in the Philippines.”

Mr. Duterte said earlier that local terrorist Isnilon Hapilon had been named local IS leader.

There are reports that Hapilon and some Maute terrorist lieutenants are among those still cornered in Marawi, which might explain their fighting ferociously.

• Is Duterte ready to admit a rebellion?

ONE DILEMMA of the Duterte administration is whether or not to admit that a rebellion is raging in Mindanao.

Such disclosure could damage its ambitious peace and development national agenda.

Malacañang has to declare the existence of a rebellion to justify martial law and use it in quelling lawlessness and terrorism. Such move could help instill fear among enemies of the state and justify police and prosecution shortcuts in anticrime operations.

But will its contributing to faster police action offset the negative effects of a rebellion or a martial law situation on

foreign investments, tourism and the overall image of the country?

With the widely publicized cases of extrajudicial killings and violations of human rights, the Philippines has dropped in the latest scoreboard of the Global Peace Index to second to the least peaceful nations in Asia-Pacific.

The Philippines ranked second only to North Korea. It is in the company of Myanmar, China, and Thailand among the top five least peaceful countries in the region. How will admitting a rebellion in the President’s own bailiwick – just to justify martial law – affect its standing?

• US attitude to IS intrusion watched DESPITE the entry of a still unverified number of foreign jihadists, with one security analysis placing them at 1,400, the Philippine government does not call the reported IS intrusion an invasion.

One good reason is that it is not. There are no physical signs of any invasion. Another reason is that making such an admission is fraught with seri-

ous political, diplomatic and security implications.

Under the 1951 Phil-US Mutual Defense Treaty, for instance, the two allies are committed to rush to the defense of the other if attacked, on the principle that an attack on one is considered as an attack on the partner.

Interpretation, however, depends on what the treaty partners want to do together. They could enforce the contract any way they both want, provided they do not stray from the spirit of the agreement and still leave room for a different response in the future.

The Trump White House has been pivoting inward, cutting to a minimum its security entanglements abroad. It is not likely to allow an expanded interpretation resulting in US troops being sent to help fight IS-inspired terrorism in Mindanao.

The US personnel reportedly seen in Marawi were not combat troops sent in response to an attack under the MDT. They are just a handful of technicians helping their Filipino counterparts zero in on targeted terrorist lairs.

Dashcams, mounts allowed in

revised Anti-Distracted Driving Law T he Department of Transportation (DOTr) has finally released the revised set of Implementing Rules and Regulations (IRR) for Republic Act 10913, or the Anti-Distracted Driving Law (ADDL).

This comes more than three weeks after the agency suspended the law due to confusion surrounding its implementation. With the finalization of the new IRR, the ADDL will no longer cover dashboard cameras, ornaments,

and toys placed on the dashboard or hanging from the rearview mirror. It is limited to “mobile communication devices and electronic entertainment gadgets.” It will still cover both private and public vehicles.

“The use of dashcams is not covered by Anti-Distracted Driving Act. To date, there is no legislation regulating the use of dashcams. However, for safety purposes, drivers are encouraged to mount their dashcams at the back of the rearview mirror,” said the agency.

You may place your smart-

phones and gadgets on the dashboard, or even on suction mounts on the windshield, provided the device will not interfere with your line of sight. Yes, line of sight—they’ve finally defined it.

A gadget will be considered as “interference to the line of sight” if the highest point of said device is more than four inches from the vehicle’s dashboard. Anything past that and you’ll have to resort to hands-free methods of operating your smartphone such as voice command or earphones.

So yeah, four inches people.

The agency also says that it will not split hairs over those four inches,

too. As long as your device is not blatantly out of the prescribed area, you’re fine.

Busy with work and studies, actress Bela Padilla said that she is still not ready to enter a relationship for now. The actress, who wants to study directing, announced her separation from longtime boyfriend Neil Arce in January.

When asked by reporters after the press conference for My Dear Heart’s finale if she has no time for love, Bela said yes, adding, “Honestly po, talagang literal. She may no longer be portraying Darna, but Angel Locsin proved that you don’t need a costume to help out those in need.

The “La Luna Sangre” star handed out food packs and school supplies to those affected by the Marawi clash. Together with charity group Rural Missionaries of the Philippines, Locsin visited on Friday a temporary refuge camp that houses 283 individuals.

NoKor releases American student as Rodman returns to reclusive nation

It was supposed to be just a short trip and tour of North Korea for Otto Warmbier.

His journey came through

Young Pioneer Tours, a group that specializes in trips to places considered difficult to access because of political or eco-

nomic strife, and its slogan is “Budget tours to destinations your mother wants you to stay away from.”

Warmbier’s visit turned into a yearand-a-half nightmare. The college student received a 15-year prison sentence for what the communist country called a crime against the state. In reality, he admitted, he tried to steal a banner from a hotel. Warmbier was sentenced in March 2016, about three months after his arrest.

On Tuesday, finally came news that the 23-year-old had been released and late that night had arrived in his native Ohio. But in a statement to the Associated Press, his parents disclosed that their son has been in a coma since his sentencing. They also revealed they learned of his medical condition last week.

“We want the world to know how we and our son have been brutalized and terrorized by the pariah regime,” Fred and Cindy Warmbier said. “We are so grateful that he will finally be with people who love him.”

The news of the release also came amid a bizarre coincidence: the arrival of former basketball star Dennis Rodman, who had landed in North Korea

on Tuesday.

Rodman had tweeted a link with a photo of himself holding a ticket for Air Koryo, North Korea’s state-owned airline, and wrote, “I’m back.”

It quickly fueled speculation that Rodman had helped secure Warmbier’s release, given Rodman’s previous trips to the reclusive nation and his public support for President Trump.

But State Department spokeswoman Heather Nauert denied Rodman had anything to do with it, and when asked about his trip there, she said, “We strongly, strongly suggest Americans not travel to North Korea.”

Warmbier’s release came amid some of the most protracted tensions between the United States and North Korea in years. North Korea recently arrested another American and is testing missiles on a regular basis. U.S. Defense Secretary James N. Palace: President Duterte is well, still in Malacañang MANILA, Philippines — Malacañang on Thursday dismissed speculations on President Rodrigo Duterte’s health amid his absence in the public eye.

“The president is well,” presidential spokesperson Ernesto Abella said when asked if Duterte is sick.

Abella reiterated that Duterte is just resting but refused to provide a definite time when the president would be seen in public again. He also denied so-

cial media reports that Duterte is currently in Davao.

The presidential spokesperson said Duterte is just taking his time in Malacañang.

“The president needs [rest].

You have to consider that he has been on the road for at least 23 days regarding fulfilling his martial law supervisions. It has been really brutal so we have to allow him this kind of rest,” Abella said.

“He’s taking some time off to to rejuvenate,” he added.

Asked if the president has seen a doctor lately, Abella said he was not privy to the matter but he said he is sure that he has already consulted an expert.

Alejano slams Duterte’s absence from public Meanwhile, Duterte’s critic, Magdalo Rep. Gary Alejano, urged Malacañang to issue a regular update on Duterte’s health as he cast doubts on the president’s absence from the public.

“The absence of the president from the public is very un-

usual especially there is still an ongoing crisis in Marawi. Much more to be absent for a week without explanation except to rest,” the solon said.

“People can not help but speculate about the status of president’s health. Malacañang should be forthright in informing the public about this. President’s health is a national security issue,” he concluded. Article VII Section 12 of the 1987 Constitution also states that in case the president has a serious illness, the public shall be informed of the state of his health.

“The members of the Cabinet in charge of national security and foreign relations and the Chief of Staff of the Armed Forces of the Philippines shall not be denied access to the Philippines during such illness,” Abella previously said the president is in “excellent health” after he skipped the Philippine Independence Day rites last Monday.

Foreign Affairs Secretary Alan Peter Cayetano last Monday said that the president did not attend the June 12 ceremonies since he is not feeling well.

Golden State Warriors star Stephen Curry said Wednesday that if the team is invited to visit the White House after winning the NBA championship then he probably won’t go.

“Somebody asked me about it a couple months ago, a hypothetical, if a championship were to happen, what would I do,” Curry said. “I answered I wouldn’t go. I still feel that way today.”

With NCAA career on hold, Kobe Paras focuses on Gilas MANILA, Philippines – After several stints with the country’s youth basketball teams in various international tournaments, Kobe Paras will get his first chance to play for the senior team in the 2017 FIBA 3x3 World Championships in France that starts this week.

Not only that: Gilas Pilipinas coach Chot Reyes recently announced that Paras has been included in the national team pool, making it possible for Paras to play in either the Southeast Asian Games or the FIBA Asia Cup in August.

These are opportunities that Paras eagerly embraced, especially as it comes at a time when his collegiate basketball career has been put on hold.

The former La Salle Greenhills standout had transferred out of Creighton at the end of the NCAA season and just recently announced that he will now be playing for the CSUN Matadors.

Per NCAA rules, he will have to sit out a year before being allowed to suit up for Reggie Theus’ team.

“I was excited,” Paras said of his inclusion to the Gilas pool.

Mayweather, McGregor agree to August fight Undefeated boxer Floyd Mayweather and mixed martial arts champion Conor McGregor, two of the most popular athletes in their respective sports, have agreed to a crossover fight in the ring on August 26 in Las Vegas, Mayweather said in a tweet on Wednesday.

The fight is expected to gross millions of dollars with Mayweather a solid favorite.

Mayweather, 40, retired in 2015 with an unblemished 49-0 professional boxing record while boastful Irishman McGregor, 28, is the UFC’s lightweight champion.

“IT’S OFFICIAL!!!” Mayweather wrote on his Twitter account alongside a short video that included still photos of both fighters.

The two fighters have gone back and forth for nearly a year regarding a potential showdown with both men previously stating they each wanted $100 million for the fight.

UFC president Dana White told ESPN that the fight will take place at the T-Mobile Arena and that McGregor will weigh in at 154 pounds.

Mayweather Promotions will publicize the event, which will be available on Showtime pay-perview.

Gal Gadot: World’s most famous Israeli?

JERUSALEM (AP) — For a country that takes pride in even the smallest successes of its international celebrities, the debut of Wonder Woman has sparked an Israeli lovefest for homegrown hero Gal Gadot.

A huge billboard overlooking Tel Aviv’s main highway is tagged with a provincial “we love you” greeting, her Hebrewaccented appearances in the international media are reported upon daily and throngs of fans cheer wildly upon seeing her on the big screen. Even Lebanon’s ban of the film hasn’t dampened the mood in Israel, where Gadot’s superhero status has been embraced as a national treasure.

“It’s so cool that someone from here is succeeding and is famous overseas. Everyone in the theater was so excited,” said 20-year-old Ela Hofshi of Jerusalem, who watched the movie on opening night. “I think all the enthusiasm here is very supportive and encourages her to keep growing in the world and representing us.”

Eager for diversions from politics and conflict with the Palestinians, Israelis often rejoice when one of their own breaks through on the international stage, whether it’s Omri Casspi in the NBA, medal-winning Olympic athletes or bigname model Bar Refaeli. But Gadot’s ascendance to stardom has entered a whole new stratosphere as she has assumed the identity of Wonder Woman in a box-office smash that raked in more than $100 million in its first weekend in theaters.

After a year of law school, a casting director invited her to audition for a James Bond movie. She didn’t get the part, but it led to her big Hollywood break in 2008 when she was cast in the “Fast & Furious” movie franchise as Gisele Yashar, an ex-Mossad agent.

She first portrayed Wonder Woman in last year’s “Batman v Superman: Dawn of Justice,” before headlining this weekend’s release of “Wonder Woman,” the first Hollywood film exclusively devoted to the DC Comics heroine.

In promoting the film, Gadot made the rounds of American talk and late night shows, charming the hosts with her down-to-earth personality. In an interview with ABC’s morning show, Gadot, who recently gave birth to her second child, joked that being pregnant as Wonder Woman was harder than being a soldier in the Israeli army.

Gadot, who performs her own stunts, has attracted fans with a public image that empowers women. For the film’s Los Angeles premiere, she showed up in $50 flats from Aldo rather than pricey heels.

When asked, she responded “it’s more comfortable.”

A Day of Celebration and Reaching Out

THE Philippine Heritage and Independence Day celebration is held annually at the Judy Silver Commons of Maples Collegiate. This year, it was held on Friday, June 9, 2017, presented by the Seven Oaks Filipino Employees Association (SOFEA) in collaboration with Maples Collegiate and the Seven Oaks School Division (SOSD). The celebration gave way to the free and creative expression of Filipino heritage, traditions and culture through a showcase of different activities and performances such as folksongs, riddles, cultural and modern dances, skit, cultural exhibit and so much more.

Doors were open at 5:00 p.m. for admission, exhibits, and photo booth. Performers, guests and volunteers were served with sumptuous Filipino dishes before the start of the program. At 6:00 p.m., the formal program promptly started with a warm welcome by the emcees, Mr. Ralph Abetria and Ms. Maribeth Tabanera, teachers from Maples Collegiate, and an opening prayer by Justine Castaneda. Mr. Fortunato Lim, principal of Riverbend Community School, gave welcome greetings and shared his personal journey understanding what really is in the heart of every Filipino. Mrs. Cory Juan acknowledged the invited guests and administrators from SOSD. This was followed by a showing of a video clip on what it means to be a Filipino/ Filipino-Canadian and the different cultural performances. To conclude the program, Dr. Porfiria Pedrina, president of SOFEA, invited the audience to continue valuing one’s own language, heritage, and culture as well as view multiculturalism as a mosaic of cultures of the people, for the people, and by the people that make up a unique, viable, and sustainable society.

The event was not only meant to celebrate but also to reach out through fund-raising to help fellow Filipinos living in the impoverished area in the Philippines. SOFEA yearly holds a school-supply drive for students in Panglao Elementary School, Panglao, Bohol.

SOFEA officers and members would like to thank the many people from the Filipino community and other cultures and groups who supported this idea and participated in this momentous event. Without the passion of the large number of Filipinos in the community and participation of different schools in Seven Oaks School Division, this event wouldn’t have been made possible. This celebration was enjoyed by many people and was a great inspiration to the Filipino Community to take pride in being Filipinos and to continue expressing their heritage, culture and traditions wherever they are. Indeed, the Philippine Independence Day Celebration at Maples Collegiate is a day worth celebrating.

Moms and dads you are at the front lines. This is a war, and we are called to be a part.

In this article, I want to give you your marching orders to tackle this important task of saving the children, and we are going to look briefly at a few steps that will help us to do so.

In attendance at my presentation in the Minto reserve armoire were members from Canada’s Airforce, Navy and Ground Forces along with some military personnel. A few others also were there, including two of my favourite MLAs, my daughter Cindy and long time family friend Jon Reyes.

How can we win the war?

We can win the war with our words. The Bible says “these commandments that I give you today are to be upon your hearts. Impress them on yourchildren.”

Among other things, I announced that Canada will be increasing the size of our reserve force by 1,500 and that PM Justin Trudeau is committed to increase the spending on our Canadian Forces by close to 70% over the next decade.

In a report called “Strong, Secure and Engaged” which was released on June 7 by the Department of National Defense, the department outlines Canada’s future role both domestically and internationally over the next 20 years.

This brings me to my second point which is how important it is that our military personnel represent our country’s diversity. I call Jon Reyes a family friend because I have known his parents for most of my political career. In fact I can remember when Jon’s mom first told me that her son joined the Navy.

She and her husband Reynaldo were so proud yet no doubt a little nervous and even a little sad about Jon’s departure. After all, there are no oceans close to Winnipeg.

Jon like many others came back to Winnipeg after serving a few years and I know like me, Jon treasures his experience.

Things are changing as we see more youth of Filipino heritage taking an interest and making the decision to become members of our reserves and regular forces. But we still need to do better.

I was told 30 years ago that

“there is no life like it” and I still believe it to this day.

If you know anyone who is interested or would like to encourage a son or daughter or a friend to consider the Canadian Forces as a career, I am available to be a part of that discussion.

You need to talk to you children. Be involved in their lives. Tell them about God, and tell them about the Bible.

Are you sharing your story with your children, what God has done for you? You need to, you ought to.

The Bible says, “Listen, my son, to your father’s instruction and do not forsake your mother’s teaching”.

Don’t let the schools be the only institution that instructs the children. Don’t even let the church be the only thing that instructs your children. And that’s not an indictment on the teaching ministry of any church, but mom and dad pastors are not responsible for raising your kids. Pastors will help you, but when the bible tells us to “Train up a child in the way he should go, and when he is old he will not turn from it”—that’s not to the church, that’s to the parents.

How are you doing with your time? The Bible says: “Impress them (God’s Word, the Bible) on your children. Talk about them when you sit at home and when you walk along the road, when you lie down and when you get up. Tie them as symbols on your hands and bind them on your foreheads. Write them on the doorframes of your houses and on your gates.”

Dad’s, do you want to know what is important in your life

today? Look at your schedule, and where your time is devoted to, that’s what is important.

Unfortunately, many dads say that by their time they love their jobs. They love their hobbies.

They love their entertainment, their comfort. If you asked them if they loved their children, they would swear to you that they do. But their time doesn’t match up.

Time is a gift you give that you can never get back. You can give money, and always make more. You can give gifts, because you can always get new things anyway. But once time is given, it never comes back.

Time reveals the priorities in your life. And if you want to win the war for your children, you’ve got to invest time.

The way you live your life will be a direct reflection of how your children will grow up.

There’s a song called, “I want to be just like you.” It goes like this—I want to be just like you, ‘cause he wants to be just like me. I want to be a holy example for his innocent eyes to see.

Help me be a living Bible Lord, that my little boy can read. I want to be just like you, ‘cause he wants to be like me.”

What kind of example are you setting for your kids? You words may say some things about you, but your life declares who you really are. Are you fighting the war with your lives?

How are you fighting the battle? Maybe you need to start today, by apologizing to your kids, and starting anew. To all the dads, May God Bless you!

Pinoy gets 5 years for $9-M credit card fraud ring A Filipino man received more than five years in prison for running a $9 million stolen credit and debit card fraud ring in New Jersey, NJ.com reported.

In a news release, the US Attorney’s Office stated that Angelo Virtucio of Quezon City, Philippines was sentenced to 63 months in prison and two years of supervised release from the federal court of Newark.

Virtucio pleaded guilty to conspiracy to commit bank fraud in 2016, a year after his arrest in January 2015 in South Florida, a previous report on NJ.com said.

The Filipino purchased stolen debit and credit card numbers from computer hackers, encoded new cards with the stolen data, and made a series of unauthorized purchases and ATM withdrawals with his “global network of cashers.”

According to the US Attorney’s Office, the credit card numbers were primarily obtained through computer hacking while the debit card numbers were taken through ATM skimming operations.

MAFTI’s Active Participation in the 119th Celebration of Philippine Independence Day

THE Manitoba Association of Filipino Teachers Inc. (MAFTI) has participated in the Philippine Independence Day celebration since 1986. Among numerous educational and cultural programs of MAFTI is the teaching of Filipino Heritage language to both children in the elementary schools in some schools in the Winnipeg School Division. Students at these schools are not only taught Filipino language per se but also dances, poems, Filipino games, and music. In 1988 Anglong (bamboo instruments) was also taught at Wellington School and Rondalla (16 stringinstruments) every Saturday at St. John’s High School. Both mentioned musical programs were taught by Gory Parado, and many concerts were held and tours both in Winnipeg and out of town. This year MAFTI is fund-raising to revive both programs, although Rondalla has already started.

On May 23, 2017, MAFTI held its cultural preliminary activity in Dufferin School from 5:00 p.m- 7:00 p.m. with the purpose of shortening its formal cultural presentationfor the Philippine Heritage Week. This Kultura Filipino Canadian Night was held at Shaughnessy Park School from 6:00 -8:00. Representatives from five schools vied for prizes in the different categories both for the elementary and primary. Judges were the following: Bernadette Agpalza, past president, Gemma Dalayoan, internal consultant and MAFTI adviser, Vicky Cabrera, Rosario Solitario, and Carrie Barroga. Wayne Wyke, Principal of Dufferin School, gave the opening remarks.

SABAYANG PAGBIGKAS (Choral Poem) 1ST Dufferin 2ND Lord Nelson 3RD Sargent Park School First Prize Winners of the above were invited at the MAFTI Kultura Filipino Canadian Night at Shaughnessy Park on June 6, 2017 at 6:00 p.m to 8:00 p.m. to perform and receive their awards along with other winners; cash prizes were given at the end of the program.

The Welcome Address was given by Mr. Dennis Mogg, principal of Shaughnessy Park School. Opening Prayer was given by Clarita Manzano, MAFTI vice president and chairperson of the Filipino Heritage Language Program. Students from the different schools performed their dances and poems to the delight of the audience.

Schools that participated and their respective teachers were the following:

Namara - Janina May Corpuz Sargent Park – Gemma Claveria and Magdalena San Jose Lord Nelson - Glenda Medina Dufferin - Mary Jane Napolitano The Maples Collegiate Students under their teacher, Dr. Porfiria Pedrina and TFC director, Ernesto Ofiaza Jr, and students from Daniel McIntyre entertained the audience with their dramatic talents.

Teatro Filipino Canadian (TFC) is one of the programs of MAFTI teaching students speak Filipino as they act or perform in skits, dramas, created by them.

Guests were the following: Councillor Mike Pagtakhan, MLA Jon Reyes, MLA Nic Curry, Jodi Moskal PC candidate for

Point Douglas, School administrators; Wayne Wyke (Dufferin), Sandi Stevenson (Lord Nelson), Rogosky (Lord Nelson School), Dennis Mogg, (Shaughnessy Park School), Luba Krosney (Sargent Park School) Angela Perez, (Shaughnessy Park School).

Other guests were: Michele Namaka, Marianne Ferrer, Jacqueline Bays, and Tess Aleo.

The successful program was emceed by MAFTI president, Ernesto Ofiaza Jr. and AJ Salazar. Snacks were offered to the students and guests.

MAFTI has again fulfilled one of its mandates, that is, to share to the community and the Canadian milieu our Filipino heritage through music, poems, dances, and the Filipino theatrical arts.
