Sweeping Cha-cha eyed
MANILA - Speaker Feliciano Belmonte Jr. believes that the incoming Duterte administration must consider sweeping Charter changes when the Constitution is amended to switch to a federal system of government. “We need to look at the other parts of the Constitution that require change,” he said. Belmonte said the planned constitutional convention or con-con should not limit itself to the proposed shift to a federal system. “Yes, it will open a Pandora’s box, but I’m confident that the con-con delegates will do some improvement, not a throwback,” he said. Cha-cha should be done through a convention, not Congress sitting as a constituent assembly, since it would do a comprehensive review of the Constitution, Belmonte said. He said one of his biggest regrets was the failure of Congress to approve his Cha-cha proposal to lift constitutional restrictions on foreign ownership of certain businesses.
“For some reason, it didn’t happen. I really regret that,” he said. Belmonte said his proposal did not call for immediately lifting of restrictions but for authorizing Congress to consider relaxing or scrapping such limitations when needed. “Remember that legislation requires presidential approval, so it’s not only Congress that would be involved but the president as well,” he said. Belmonte said the president would have veto power over any congressional proposal to lift or relax a certain restriction. As of now, the limitations are inflexible and cannot be changed except by amending the Constitution, he added. Rep. Pantaleon Alvarez, the preferred speaker of presidentelect Rodrigo Duterte, said the next Congress would prioritize the shift to federalism either through a con-con or the legislature sitting as a constituent assembly. He would prefer a faster and less expensive mode, he added.Philstar
Duterte to declare traffic, crime crisis DAVAO CITY – Incoming president Rodrigo Duterte on Saturday said he would declare a “crisis” in transportation and criminality to address the longstanding problems plaguing commuters and citizens who are wary of their safety. Duterte said a crisis has to be declared as the government is trying to fight the problems “on so many fronts” despite limited resources. “I have to declare a crisis in the war against crime and also on the part of commuters, trains and all. I have a crisis there,” the next Philippine leader said. “My crisis begins with EDSA. The other crisis is there are a lot of drugs and we’re fighting them on so many fronts,” he added. To solve the country’s transportation woes, Duterte said he would build a railway system connecting Manila to Nueva Vizcaya. Railway systems would also be installed in Sorsogon, Batangas and the whole of Mindanao. “My first big project is the establishment of a railway for
the Philippines. Some are ready to help but we will ask what the payback is,” Duterte said. “It has to involve another country. We do not have money. I’ll tell you frankly, we do not have the money for it,” he added. When asked if the project would be undertaken with China, Duterte replied: “Maybe China.” Duterte, however, clarified that he would not set aside the Philippines’ territorial rights in the South China Sea because of the project. China is claiming about 90 percent of the resource-rich South China Sea while the Philippines, Vietnam, Malaysia, Brunei and Taiwan have overlapping claims. “Just because you’re building me the railway doesn’t mean that I am abandoning the Scarborough Shoal. I told you that is ours, you have no right to be there. And I said whether you believe it or not, that (it) would be the predicate of any further discussions about that territory,” the incoming presi-
dent said. “It involves the principle of the law of nations which says you have the exclusive right to develop and make use of your exclusive economic zone,” he
added. “If there is arbitration, we expect China to follow.” The government has been criticized for its failure to address traffic jams in Metro
Manila and the sorry state of the country’s train systems. Passengers also experience train breakdowns and flight delays, problems that affect productivity. Philstar

Asean adopts PH proposal on cyber security P1-B worth of liquid shabu found in Pampanga home MANILA - Police discovered Monday some P1 billion worth of liquid shabu inside a house in Angeles, Pampanga. The Philippine National Police Anti-Illegal Drugs Group (PNP-AIDG) raided the suspected shabu laboratory at the
Villa Dolores subdivision after a two-month surveillance. The residence is owned by a lawyer who reportedly leased it to several foreign nationals. The Villa Dolores Homeowners Association said the house
was often locked up. They also had difficulty collecting rent from the foreigners who were often not around. The PNP-AIDG expects the initial estimate for the confiscated drugs to rise after their ongoing inventory.ABS-CBN News
China must follow arbitration ruling, Duterte says DAVAO CITY – China must follow a United Nations-backed arbitration tribunal’s ruling on the Philippines’ petition to nullify its vast claims on the South China Sea, incoming president Rodrigo Duterte said Saturday. The arbitral tribunal is expected to hand out is ruling on the potential flash point region this year. China has built massive structures on reefs and outcrops to reinforce its claim while the United States has sent air and naval patrols to ensure freedom of navigation. Duterte said China must abide by the decision even as his government sought to partner with the superpower for sorely-needed infrastructure projects. “If there’s an arbitration, we expect China will follow,” the 71-year-old maverick mayor told reporters. “Just because you’re building me the railway, doesn’t mean I am abandoning Scarborough Shoal,” he said, referring to a Philippine-claimed outcrop that China has held since 2012, following a tense naval standoff. Duterte earlier said he would ride a jet ski to plant the Philippine flag on a Chinese-held reef in the disputed Spratlys even if
it would cost him his life. “I told you, that is ours, you have no right to be there,” he said on Saturday. China claims almost the entire South Philippine Sea, which is believed to hold vast oil
and gas reserves beneath major shipping lanes. Aside from the Philippines and China, Vietnam, Malaysia, Brunei and Taiwan also have overlapping claims in the area.Dharel Placido, ABS-CBN News
MANILA - Malacañang welcomed the Association of Southeast Asian Nations (ASEAN)’s adoption of the Philippine proposal, which called for the creation of a cyber security group in the Asian region. “We welcome the expression of support from our neighboring countries to deepen cooperation in strengthening cyber security due to the rising violations and abuse by lawless elements of digital technology,” Secretary Herminio Coloma Jr. of the Presidential Communications Operations Office said in a radio interview on Sunday. The proposal was made by Defense Secretary Voltaire Gazmin. Coloma said the establishment of a cyber security group was important amid the recent terror attacks worldwide,
victimizing innocent people. Coloma underscored the need for more effective cyber security cooperation among nations because the threat is global in scope. Cyber security is a major issue because it threatens many fields such as national security, livelihood and privacy of the people, according to Coloma. The Department of National Defense (DND) said over the weekend that Gazmin’s proposal for the creation of a cyber security group was approved by a panel of defense ministers of the ASEAN. The proposal was adopted during the ASEAN Defense Ministers Meeting in Vientiane, Laos on May 25. The DND said the group would promote regional cooperation in addressing cyber security challenges.Philstar

PH slips a notch in global competitiveness
MANILA - The Philippines slipped one notch to 42nd in this year’s World Competitiveness Yearbook (WCY) rankings of the International Institute of Management Development (IMD) as the country weakened in the economic performance criteria of the report. The lower ranking positioned the Philippines in 12th place among 14 Asia-Pacific economies, one notch down from last year’s 11th place.? “The Philippines’ fall in the rankings reflects a general decline in the competitiveness of most Asian countries in the 2016 WCY. The rankings of Taiwan, Malaysia, Korea Republic and Indonesia also dropped markedly over the last year,” said the AIM RSN Policy Center for Competitiveness, IMD’s Philippine partner institute. The WCY ranked 61 econo-
mies based on 342 criteria which are clustered under four broad categories, namely economic performance, government efficiency, business efficiency and infrastructure. Among the four broad categories used in measuring a country’s competitiveness, the Philippines fared well in government efficiency, business efficiency and infrastructure but fell to 38th from 34th last year in terms of economic performance. “Ranking second in terms of resilience to external shocks and third in forecasted real GDP growth was not enough to make up for decreases in sub-factor rankings for prices – the country ranked 57th in food costs, and 42nd in international trade,” the AIM RSN Policy Center for Competitiveness said. -Richmond Mercurio

Google patents sticky car hood to trap pedestrians in a collision Google has a solution to help mitigate injuries in the event a pedestrian and a self-driving car collide: human flypaper. In a patent issued this week, the search giant describes a “system for protecting a colliding object from a secondary impact, after an initial impact with a vehicle.” The patent calls for a giant sticker to be placed on the front end of a vehicle, with a special coating over the layer that is only broken when something collides with the vehicle, exposing the adhesive and helping the colliding object to remain on the vehicle. The idea is to prevent a pedestrian from being thrown after the impact and potentially sustaining even more injuries. “In the event of a collision between a vehicle and a pedestrian, injury to the pedestrian is often caused not only by the
initial impact of the vehicle and the pedestrian, but also by the ensuing, secondary impact between the pedestrian and the road surface or other object,” Google writes in the patent. In the United States, more than 32,000 people are killed on the road every year, according to data from the National Highway Traffic Safety Administration. Google has said its self-driving technology could have the potential to drastically reduce the number of fatalities on the road. With 360-degrees of awareness, the self-driving cars are gaining new insights into dangerous driving behaviors, including drifting between lanes and running red lights -- both of which can contribute to accidents. Google said it has logged more than 2 million miles to date on the road.

PLDT, Globe to acquire San Miguel’s telecom business MANILA – (UPDATE) Philippine Long Distance Telephone Co. and Globe Telecom Inc. said Monday they were acquiring the telecommunication business of San Miguel Corp., which had backed out of its bid to challenge the industry duopoly. The two telecom giants said they would jointly roll out San Miguel’s assets after each acquiring a 50-percent stake in the business worth P70 billion. They will also return enough frequencies to the government to make way for a possible third player. San Miguel’s bid to challenge PLDT and Globe’s dominance ended after its talks with Australian telecom giant Telstra fizzled earlier this year.
“We take over the (San Miguel) companies, we have to take care of operating them and generate plans on how the companies will be integrated to our operations,” Globe President Ernest Cu told reporters. The sale was a “mutual agreement” with San Miguel, PLDT President Manuel Pangilinan said in a separate briefing. “I guess they (San Miguel) decided to divest out of the telco business. On our part, we are quite keen to acquire additional spectrum,” Pangilinan said, adding access to San Miguel’s 700Mhz frequency would enable its mobile unit, Smart Communications to offer faster connections.
“Moving forward, we expect to fully recover what we have invested over the past six years building our network. But more importantly, the public should expect to get faster, affordable Internet access very soon with this deal,” San Miguel President Ramon Ang said. Internet speed in the Philippines is the second slowest in Asia, next only to war-torn Afghanistan. It is also among the most expensive. Consumer groups have blamed this on a lack of competition. Incoming president Rodrigo Duterte said last week he would spur competition in the telecommunications industry to improve services and bring down prices. -Joel Guinto, ABS-CBN News

Dog day: Officer finds 911 caller, now both lost in woods
BIRMINGHAM, Ala. (AP) — A police officer dashed into the woods alone to search for a man who called 911 saying he ran into forest to escape two armed men. The gunmen were never found, and the officer soon located the distress caller, but now neither of them could find their way back to the street. And so it went for three hours in the forest in Birmingham, Alabama, where it took a police K9 unit to track them down. Birmingham media reported Friday that police would not identify the rescued officer. A spokesman tried to defend him.
Lt. Sean Edwards said “the woods are very difficult to walk through ... The officer was try-

party drug with elements of shabu, Ecstasy and Chinese Viagra is being eyed in the deaths of five persons aged 18 to 36 during a 10-hour concert Saturday night in Pasay City. The victims, who reportedly complained of difficulty in breathing, were rushed to different hospitals. Four died early Sunday; the fifth died yesterday. If the party drug is established to be the culprit, it won’t be the first time that prohibited substances have led to deaths. In the past decades, coroners have blamed drugs, often combined with alcohol, for the deaths of thousands of people including several world-renowned pop music superstars.

In the Philippines, tough drug laws and the threat of rotting in prison for life has not deterred major traffickers. Anti-narcotics officials say drug trafficking operations continue to be run by convicts serving life terms at the National Penitentiary. Massive proceeds from the illegal drug trade allow traffickers to bribe prison personnel and enjoy VIP treatment even while behind bars. There are people who do not grasp the impact of the drug menace on society. It is not a victimless crime; apart from engendering corruption, drug abuse can destroy families and the future of youths. As the tragedy at the Pasay concert showed, the dire consequences can be permanent. Rodrigo Duterte grasped the depth of the problem and campaigned for the presidency on a platform of law and order, with emphasis on confronting the drug menace. In previous years, authorities have resorted to summary executions and painting and branding the gates of drug dealers’ homes. Yet the illegal drug trade continues to thrive, corrupting cops and judges, destroying young lives and causing death. The nation awaits the battle that the incoming president has promised to wage.

his is it! Duterte – Robredo are the winners. Leni Robredo has finally made it as the new vice president. Will this duo work? Well, I sure hope so. They should create a clear road map for the Philippines. If they go opposite directions instead of moving forward together, then we are doomed. Duterte has a few more weeks left before he is officially sworn in as the President of the Republic. Does he already have all his Cabinet members lined up for his Administration? Was he careful in choosing them? Are they ‘trapos’ (traditional corrupt politicians)? Old dogs (who have been in government but have not proven themselves nor earned respect from the people)? Young blood? Or are they experienced professional experts in the field, who are highly skilled and can make a difference for the country? Will Duterte follow the footsteps of P-Noy and get his friends and classmates to be part of his team? Duterte’s transitional team (although some may become permanent) are the following: Atty. The change you don’t need In order to achieve this, President Rodrigo Duterte can use something he claims to have a lot of: Political will to do what is right and not what is politically correct. servants in the LTO, not everyone in the LTO is corrupt or incompetent. The agency has a greater number of good and knowledgeable people. The first problem is that most of their bosses are political appointees who don’t know the business and the culture both good and bad. To make matters worse, people higher up and outside the agency i.e. DOTC, politicians and influence peddlers have discovered that they can manipulate LTO business their way and make several millions on various projects and contracts. This is why the LTO has not been able to provide license cards, license plates etc. All these “supplies” used to be bought and bid out by LTO officials based on a calendar and projected consumption without external interference form the DOTC. But when the DOTC took over these functions, they created a stoppage of supplies, additional delays happened when
suppliers could not comply with specialized requirements, and eventually, when officials at the DOTC started doing their own rackets, legal issues began to pop up building delays of several years to work through. Of course big projects always attract big rats! Before the PNoy administration, the LTO managed to serve their clients in spite of occasional bumps in the bidding simply because every loser always had lawyers and Judges who are only too willing to issue TROs. This is one area that Duterte should really target because the ease of getting TROs in the Philippines is one major cause for making the ease of business in the country a constant problem! Yes the LTO needs to be overhauled or maybe even privatized. By cutting them up into small independent operations, the cut sizes for corruption-based profit would be smaller, easier to isolate

President’s may change but not the leaders in operations and the only time you see real reshuffles or replacements happens when there is a serious loss, abuse of privileges or a totally different direction being undertaken where the present crop don’t fit or won’t follow. Incoming President Rodrigo Duterte and his search team may want to consider how the private sector does things as they go about searching for new cabinet members. While trust is paramount, it can be earned through performance but good performance won’t happen unless they work with true professionals. You won’t get true professionals if you give out positions in government as rewards to political supporters. In order to achieve this, President Rodrigo Duterte can

ncoming President Rodrigo Duterte has labeled the LTO as corrupt and wants to dissolve the agency. This leads me to suspect that someone close to Duterte may already have an idea on what should be done about the agency: Privatize the LTO? If not – why not? Some legalists are saying he can’t do it but if states, cities or counties in the United States somehow managed to privatize their police force and other services, why not in the Philippines? If Duterte is dead set on Federalism, it would not surprise me if he federalized such agencies or privatized them. Right now, many LTO offices are actually set up on such “Business platforms” where “Investors” are leasing land or own commercial property that are leased or sub-leased to the LTO. In a manner of speaking almost half of the LTO services are already privatized. Fixers do the etching, private companies provide smoke emission tests, sell insurance for TPL etc., provide legal or notarial services, while serving brunch or lunch. Private companies also provide IT processing, and all these on “private land.” In defense of the true civil

AS A MATTER OF FACT Department of Agrarian Reform (DAR), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE), and Department of Social Welfare and Development (DSWD) have been offered to the Communist Party of the Philippines (CPP). As of press time, Duterte has yet to name his education secretary, DILG secretary, DND secretary, DOST head and PAGCOR head. Of course, this list may change from this time to the time he holds his first Cabinet meeting. Abangan! By the way, I hope the incoming president gives a serious thought to choosing those with laudable track records when it comes to public service. These people need not be politicians. They can be private citizens or even the “younger” generation who have the knowledge, the expertise, the competence, the vision, the passion, and social commitment for national progress and love of country. For instance for the DOST post, there is no question about the person fitted for this position – he is Dr. Mahar Lagmay. If Duterte hasn’t heard about this “wizard” somebody ought to tell him right now. Mahar Lagmay, was recently elected to the National Academy of Science and Technology (NAST), was the one who presented the technical arguments
We have a long road to take toward Federalism. What will be the role of the national federal government? Will there be a two-party system and parliamentary form of government? How will the infrastructure of the autonomous federal states or territories be like? to the UN for our successful territorial claim of the Benham Rise Region. The Philippine delegation used his technical papers about the Benham Rise. He is the science project lead for our submission to the South China Sea, the completed report of which the Aquino administration did not want to submit to UNCLOS in 2011. Lagmay was awarded Asia’s Top 100 scientists – ranked number 10 in (2016); UP Public Service Award (UP Program on Environmental Governance – 2016); the European Geosciences Union Plinius Medal (2015); Best Philippine Mobile App of the Year for ARKO (Product developed by Pointwest Technologies, in cooperation with DOST Project NOAH); ICT Awards 2015; 2014 UN World Summit Award (m-Inclusion & Empowerment Category) for DOST Project NOAH’s ARKO Mobile Application (November 2014); Professional Regulation Commission (PRC) Outstanding Professional of the Year Award in the field of Geology (June 20, 2013); Digital Heroes Awards (August 22, 2012) – The New Media Excellence award for the use of digital communications for rescue and relief operations in the Philippines. Of course, this is just a shortlist I’ve gathered. Lagmay is the man for the DOST. He will propel the vision of the Duterte administration in helping local technologies to be established in the barangay grassroots level and eventually create a countryside socio and economic progress and
development that will really help our farmers, fisherfolk, out of school youth and fresh graduates. I don’t see anyone as qualified as this man. Duterte’s team working on Federalism must make sure this form of government will work for us if the President wants to pursue it. In a federal form of government, distribution of needed resources and services equally in the region is the main driving force. Let us review the practical Federal autonomies of the regions. We can have Northern Luzon, Mountain Provinces, Central Luzon, Manila and Metro, Southern Luzon, Bicol region, Eastern Visayas, Western Visayas, Central Visayas, Northern Mindanao, Southern Mindanao and Bangsamoro. At this stage there is no need to define their Capital region. This can be considered after the team evaluates the true autonomous existence of these regions. What really matters is how proper studies must be made to review the practical ability of each region to be given autonomy and survive managing themselves as a Federal functional State. In Europe this was one of their big mistakes when EU incorporated countries not having stable economies. In the Philippines, if we want regional autonomy, we must move away from dependence towards the central government and ensure that each region can be developed to sustain their own existence with their productive resources to contribute and
maintain their own economic existence. At present they may not have these resources but with proper planning and enticing foreign investments (abolition of the 60/40 ownership limitation) they can be potentially capable to improve their productivity and ability to selfexist as a Federal State. It is important to mention foreign investment as our local investors have historically monopolized and stifle the market with improper remuneration with workers’ rights of self-progression and long term career existence. Their profit expectation is selfishly accumulated for self-glory rather than sharing their success with proper appreciation and remunerations to the very basis of their business existence which is their workers. They are quite naïve in realizing that company loyalty is an important corporate goal that brings longevity and stability to their business existence. We have to change the business culture of this country for everyone to benefit equally and fairly. This development is quite crucial for the practical existence of the autonomous Federal States. We have a long road to take toward Federalism. What will be the role of the national federal government? Will there be a two-party system and parliamentary form of government? How will the infrastructure of the autonomous federal states or territories be like? What about the structure of the national and state government? How can we change into a federal form of government? A Constitutional Convention is needed to rewrite the Constitution and legislation that is needed to implement federalism. The success or failure of such plan now lies in the hands of the incoming administration. As president, Rody Duterte

Not too long ago, they were a dime a dozen, and even well into the ’80s and the ’90s, models like the first-gen Mitsubishi Lancer were commonplace on our roads. With these workhorses now getting scarcer, it is very cool to see proper driven examples on the street.

And that’s how it was throughout my college days, until a friend of mine suggested that we put headers on it so that the engine could breathe better. After I installed the headers, it was downhill from there.” The car, as it now stands, is the result of a full restoration carried out from 2008 to 2009. The entire shell was scraped and repaired, while the engine was overhauled and rebored to 1,600cc; it has the same block, but with cylinder-head work, an upgraded carburetor, and high-compression pistons. Apart from a rally camshaft, other custom bits include headers, cooling and an oil cooler. The mill also runs on Motul
Phil De Lange’s 1979-model Lancer is not only pristine--it has also been built up as a reliable and fun car that is ready for both the daily grind and quick blasts up a mountain. It is no stranger to fun runs, and that goes to show the owner cares about getting the most out of the old-school ownership experience. The car had a 1.4-liter engine and a four-speed transmission when it was bought brand-new by Phil’s father in 1979. It was passed down to Phil when he was in high school, and it was his car all throughout college. This lucky guy obviously has a deep connection with his Lancer, and it shows in the build. “When I started working, I decided to fix up the car,” Phil shares. “I just wanted to convert it to the Japanese version,

those priorities will impact our city and province. For now I would like to focus on an issue that my office deals with every day, the “Manitoba Nominee Program”. The last Government over the past few years has not met the challenges of the program and for several reasons, that has led to what I believe is a program that is unfair in many ways and cruel in its administration with respect to the applicants and their sponsors. I am hoping that the new Government will fix the problems and it is my intention to meet with the new Minister who is responsible for the program in the near future. The nominee program is one urgent and crucial area that I would like to work with the province, as I did years ago while I was an MLA. I will do so because it is a federal/provincial agreement and more importantly, it is an important issue to my constituents. The importance of the nominee program has not been lost to Cindy as you can read below where one of her first series of questions dealt with the program, back on May 24. Ms. Cindy Lamoureux (Burrows): “Madam Speaker, it is well known that immigration is one of Manitoba’s principal engines of growth. Knowing how important the nominee program is to our province, in particular to so many families and the economy of Manitoba, I was disappointed to find that the mandate letter given to the Minister of Education and Training contains no reference to this critical program. With this in mind, I would like to invite the Minister of Education and Training to make a clear statement that he is committed to fixing the Provincial Nominee Program, and will he tell us why there seems to be no reference to it in the Throne Speech or his mandate letter?
Thank you, Madam Speaker.” Hon. Ian Wishart (Minister of Education and Training): “I thank the member for her question. And I certainly appreciate every Manitoban should be interested in immigration issues because it is one of the principal economic drivers of our community. We have benefited greatly from the PNP program in the past, in fact, a program that was originally put in place by a Conservative government. And we are committed to consult with immigration beneficiaries and those that wish to immigrate and their families to make sure that program works well into the future.” The bottom line is -- many people recognize the benefits of a sound immigration policy and how important it is to our province and country. Realizing that, I am suggesting that the program must be fixed. The top three things the minister should do: 1) deal with the length of time it takes to process an applicant; 2) issue a directive to prevent silly things that have caused people to be rejected like someone left out a birth certificate (they could ask for it but not reject the entire file); and 3) what should be standard is a direct phone line for inquiries and follow-ups. The third item above is exactly the essence of Cindy’s question to the Minister the other week: “While there are many more questions I would like to ask the minister regarding the Provincial Nominee Program, I will close with a specific request. At one point, there was a direct phone line that applicants could call to check in on the status of their applications. Madam Speaker, I ask the minister: Will he commit to restoring the direct phone line for applicants to check in on the status of their files in a timely manner?” In the next few months, I think we will see some changes. I hope the new PC government will seriously look at the flaws and deficiencies of the Program and pursue applicant-friendly solutions. (www.mpkevin.ca)

was completed “in record time” – three days, from last Wednesday through Friday. Gonzales said the canvass was conducted “in full view of the public and unimpeded by glitches and unresolved disputes.” “Resolution of Both Houses No. 1 embodies the election results and the true will of the people,” he said. Pimentel said the three-day canvassing “was the shortest in Philippine history.”
Brief interruptions
Before the resolution of proclamation could be approved, former Northern Samar representative Harlin Abayon made a scene by inquiring if his name was included in the roster of House members. Gonzales responded that it was not, since the House had recognized Raul Daza as the new representative of Northern Samar’s first district. When Abayon protested and insisted on speaking, Gonzales told him that his manifestation could no longer be entertained and that he was out of order, since Congress was holding its joint session as a canvassing board and not as a lawmaking body. The majority leader then
asked sergeant-at-arms Nicasio Radovan to escort Abayon out of the session hall, prompting Belmonte and Drilon to suspend session. After a short recess, the former congressman chose to keep quiet. Lawmakers said Duterte broke tradition by not showing up at his proclamation.
No disrespect
But Panelo stressed that Duterte did not disrespect the more than 16 million people who voted for him in the May 9 elections by refusing to attend his proclamation. The incoming spokesman said Duterte’s presence in the event is not required by law. Panelo said Duterte chose to stay in Davao City and complete the line-up of his Cabinet rather than attend his proclamation, which he considers only a “social formality.” He said thanking those who voted for him and doing his job as chief executive would be more an expression of respect. Panelo issued the statement after election lawyer Romulo Macalintal said Duterte’s presence in the proclamation rites was supposed to show his respect to Congress and to his supporters. “Duterte should not disappoint these millions of people and adoring fans in this once in a lifetime event,” Macalintal said. lubricants. “It’s an expensive oil, but it works to keep the engine safe,” Phil explains. What’s more, the car has an all-new and modern air-conditioner. Phil says his Lancer doesn’t overheat and can stay at 80 degrees all day. During a fun run in Tanay, Rizal, other guys driving newer Honda Civics couldn’t believe that he didn’t have to open the hood to cool down the engine during roadside breaks. Another interesting upgrade is the Per tronix ignition kit, which replaces the contact point normally found inside the distributor. A magnetic seal goes to the sensor and triggers the MSD Digital 6 control module. You don’t have to clean or replace the contact point anymore. And on a high-performance car, the contact point can’t open and close fast enough (“It bounces,” agrees Phil). The MSD unit was then fitted with timing retard to start the car, a high-speed step retard for high-rev runs, and a two-stage launch control. This unit is used for drag racing. Meanwhile, the transmission is a close-ratio five-speeder with a quick shift. It is now the holy grail among Mitsubishi guys, but it was relatively easy to find in Japanese surplus shops back in the day. Phil himself fabricated the quick shift and the shift knob. A roll cage was added to stiffen the body. “I don’t really race on the track, but it’s an old car with more power,” Phil points out. “The cage makes it stiffer and more solid.” Rounding out the package are the rear disc brakes, unusual with Lancers of this genera-
tion. Ano t h e r cool detail is the staggered wheel setup. Phil says that the brands are mismatched front and rear, but all four alloy rims still come as a set. The green centers match the cage, and they look really good against the car’s dirty-white paint job. It’s small details like these that make this Lancer such a nice conversation piece. This car is used a lot. The engine had blown up twice already--”It’s a long story,” Phil laughs--and he rebuilt it himself both times. Putting a modern turbocharged engine also crossed his mind, but didn’t happen. His advice to guys who want to pursue their first restoration project? “If you can do it yourself and you have the time, you can learn anything. You have to have that passion. If you don’t have the time to do it yourself, find a trusted shop. And then you will learn the easy way or the hard way that there is no cheap way to do it. You get what you pay for, basically.”(By Paulo Rafael Subido/Photos by Joserl Rabe)

Khloe Kardashian files for divorce from Lamar Odom for the second time Khloe Kardashian is ending her marriage to Lamar Odom for the second time. The reality star filed for divorce from the NBA pro on Thursday, citing irreconcilable differences once again, TMZ reports. The two are reportedly on good terms, however, and Odom was aware that Kardashian would be filing the papers. The 31-year-old first filed for divorce from Odom, 36, in December 2013. A few weeks before the papers were going to be finalized, Kardashian put the proceedings on hold. This came shortly after the former Los Angeles Lakers basketball player was found unresponsive in a room at the Love Ranch Brothel in Crystal Ranch, Nevada, last October. Kardashian supported her estranged husband throughout his recovery. “I’m there helping him and I love him and I’ve always loved him,” she explained at the time. “That will never change, and I just feel like it’s a really insensitive thing to fast forward a divorce.” Last month, a source close to Kardashian told ET that she would be filing for divorce again “soon.” Another source told us that she was “moving forward with the divorce.” Kardashian and Odom married in 2009 after a month of dating.-ET Online

Lumbar Disc Herniation
Your therapist may also teach you how to find your “pelvic neutral”which is the optimal position for your spine. Learning and using proper lifting techniques, as well as maintaining good posture will also keep your discs healthy.
A
disc herniation in your low back can cause severe pain and dysfunction. There are 5 vertebra bones in your lumbar spine, and in between these bones are intervertebral discs. These discs are filled with a jelly-like material, and they allow movement between the bones in your spine. Because of the jelly-like material in the centre of these discs, they are vulnerable to injury if they are exposed to excessive force. One of the most common mechanisms of injury is an improper lifting technique, typically a bend and twist of the spine. This can cause the jellylike material to be forced out towards the outer edge of the disc, causing a herniation. This may result in mild to very severe back pain.
The “Bird dog”
The “Plank”
The disc material can irritate surrounding nerve roots, which can cause symptoms such as numbness and/or tingling down the legs as well. Some of the many “red flags” which indicate you should seek immediate advice from a physician include bowel or bladder changes, sudden leg weakness, or saddle area numbness. One of the best ways to help prevent lumbar disc injuries is to maintain a strong core. Strong core muscles will help support the spine and therefore put less pressure on the discs. Your therapist may prescribe exercises such as:

Warriors take thrilling Game 7 vs. Thunder to reach NBA Finals The Golden State Warriors entered the Western Conference Finals looking to reach a second-straight NBA Finals that would help cement their status as one of the greatest teams of all-time. After a 3-1 start for the Oklahoma City Thunder, the 73-win juggernaut faced three-straight elimination games to keep their dream season alive. They will now enter a highly anticipated finals rematch with the East champion Cleveland Cavaliers having proven their ability to overcome adversity, defy extreme odds, and continue to win with the sort of threepoint shooting that the sport
has never seen before. The Warriors followed their thrilling Game 6 win in Oklahoma City on Saturday night with another memorable victory at Oracle Arena on Monday, defeating the Thunder 96-88 to become back-to-back Western Conference champions for the first time in franchise history (and earn the franchise’s first consecutive conference championships since before the NBA existed). Golden State struggled early to put up a postseasonlow 42 points in the first half but dominated the third quarter 29-12 to take control. The Thunder made a valiant effort to get back

were the difference. Curry (7-of-12) and Thompson (6of-11) followed the latter’s record-setting 11 three-pointers in Game 6 with 13 of the Warriors’ 17 total three-pointers. The greatest outside-shooting duo in league history made several extremely tough jumpers and carried the Warriors through several weak offensive periods, keeping pressure on the Thunder when they could have taken control early. It was only fitting that Curry came through with the series-winning dagger, making this three-pointer in the final 30 seconds to give the Warriors an insurmountable lead. Their reward is a quick turn-
around for Thursday’s NBA Finals Game 1 in Oakland. Cleveland will pose a different challenge for Golden State after gliding through three sub-contender opponents in the East, and the Warriors will not be able to rely on the successes of last year’s series now that Kyrie Irving and Kevin Love figure to be fully healthy for this matchup. Regardless, the Warriors will enter the finals with the full confidence that they can overcome any challenge that an opponent throws their way. Baron Geisler gets into another bar altercation In a new viral video, Baron Geisler got into another altercation at Tomato Kick, a resto-bar in Quezon City, evening of May 26. Some were quick to judge that the actor went on ‘beast mode’ again but it was clear in the video Baron was on the defensive mode this time when bar personnel and security escorted the man who tried to beat him up. According to some of the comments, Baron was only trying to defend the bartender who was being disrespected by the said customer. Baron recently patched things up with college student Khalil Versoza after the actor allegedly beat him because of a misunderstanding. In his statement, Khalil said everything is ok between him and the actor. “We’re all fine. I think Baron Geisler deserves enough.”

Did Denise Laurel turn down a ‘very mature’ project? Co-hosting with Sam Oh and Gretchen Ho on the newest talk show on Lifestyle Network entitled Modern Girls, Kapamilya actress Denise Laurel said that she is very excited for the project as people will get to see a new side of her. “Sobrang saya. If you guys want to hang out, have some girl talk or if you want to learn about women, join us on the show because we’re learning about women topics at the same time… Let’s celebrate women’s imperfection and loving it,” she said. This is not the first time that Denise will be hosting a show. She used to be a VJ for music channel MTV in Singapore and for Studio 23. “I think God is really positioning me in a way that I’m sharing my experiences and my imperfections and myself with people. Hindi ako naghirap in life for no reason. I think God gives us things that happened to us so that we can share it with other people. Maybe they’re going through the same thing or maybe something will happen to them in the future and they can learn from my shortcomings or my mistakes or things that I could have done better and I’m very excited to share that with everyone,” Denise said about her new hosting stint. Although she’s back doing one of her first loves, Denise, nonetheless, said that she will still do acting projects. “That’s my passion and that’s never going to stop,” she said, adding that she is also working on producing her own album. Meanwhile, the Kapamilya actress also talked about a project she feels hesitant to do. “I’m just waiting to do this one project, supposedly with Jericho Rosales but I think he’s doing another project now so I don’t know if we’re going to be doing that together. They offered me one project but I felt that maybe (I’m) not ready for it yet so this is the first time that I’m parang taking it slow pa but I’m never going to say I don’t want to do work. I love work,” she said. -Gary Ann Lastrilla

Andi Eigenmann on making Vanity Fair’s Best Dressed List: ‘It’s my dream’ that she wasn’t prepared at all, that she didn’t expect it. You know we were all just there to enjoy the experience and savor the moment that might never happen again,” she admitted. After her appearance at Cannes, some netizens commented that Andi has similarities to Game of Thrones actress Emilia Clark. “Wow, ngayon ko lang narinig yan and I’m so touched. Ang narinig ko parang Kristen Stewart kasi tomboy daw (laughs) pero other than that I would like to believe that because it’s really because of my passion for what I do. As long as they compare me to these amazing women for the right reasons, for the fact that we share the same passion in acting and film, sobra akong grateful for that,” she said. Being part of the prestigious film festival was an experience Andi said she would always cherish with her mom who encouraged her to go. “Ever since I was a little girl this was something that I have been dreaming about and my mom kept saying that she was there (to attend) for me because it wasn’t her first time. So she’s experienced it before yung international success na ganyan.” The Ma’ Rosa actress hoped that her mom’s achievement could give hope to other local artists to continue to strive to do their best. “I was so happy that I got the chance to come with my mom and yung pelikula pa na ginawa ko hindi lang ako kundi kasama ko rin yung nanay ko and yun yung feeling na sinasabi niya palagi it was for me, it was for my experience because she didn’t think that her experience from the previous year could go greater than that. And so, to win not only inspires me but also every other dreamer out there. To know that no matter what happens, no matter how big it is, it’s never impossible to believe in yourself,” she added.Rhea Manila Santos

Still on a high from being part of the film representing the country at the recently concluded Cannes Film Festival for the film Ma’ Rosa, Andi Eigenmann admitted she enjoyed the whole experience which included her mom Jaclyn Jose taking home the prestigious Best Actress award. “It was such a dream. I felt like I was dreaming with my eyes open [during] my entire stay in Cannes. Other than the fact that she was the first Southeast Asian (woman to win the award), it’s a big deal. I feel like because of the way that my mom shared her gratitude sa lahat was because napansin talaga ng mga tao na how big of a deal this is to our country,” she shared during the Ma’ Rosa homecoming dinner held by Solar Entertainment last May 25 at the Makati Shangri-la hotel. Another unforgettable moment in France for Andi was when she wore an all-white pantsuit by local designer Patty Ang which landed her a spot on Vanity Fair website’s Best Dressed List which also included fashionable Hollywood A-listers like Katy Perry, Chloe Sevigny, Marion Cotillard, and Kirsten Dunst. “It’s my dream and I wanted to make sure that as my dreams come true. Sobrang saya ko as in ang sarap. I actually met Kirsten Dunst and a lot of really beautiful women from Hollywood and around the world and it was just such a grateful feeling. It wasn’t about being best dressed, it was about the fact that they noticed me. And me as someone who was there to only represent the country,” she recalled. Meeting Kirsten Dunst was a highlight of Andi’s trip. Kirsten was also part of the jury which gave her mom the award. “I told her that I was a fan and sabi niya ang ganda (ko) daw (laughs). Pero it was more about her really being happy about my mom. Sabi niya ang cute daw ng mom ko kasi her speech when she got up the stage it was really so obvious

Also, the firms in the wholesale and retail trade sector were also more upbeat citing the same reasons such as a favorable summer season and elections spending, and more conscious efforts to achieve target sales in the automobile industry. Kaye, Paul Jake share
wedding plans MANILA -- Barely two weeks after their engagement, celebrity couple Paul Jake Castillo and Kaye Abad are rushing to get married. In an interview on “Magandang Buhay” on Monday, Castillo said this is because they would want to have a baby soon. Castillo recalled her mother asking her about their plans. “Sabi ko unahin ko na ‘yung baby. Nagalit siya eh, ayaw niya. So ‘yun, kailangan mamadaliin ‘yung wedding para sana makabuo ng baby,” the former “Pinoy Big Brother” housemate shared. He also said that he felt that the right time to ask for Abad’s hand in marriage was during her 34th birthday last May 17. “On that day lang talaga. ‘Yung mom ko nga nagalit. Sabi niya bakit biglaan, tapos sabi, why Tuesday na? Sabi ko kung hindi sa Tuesday kailan pa? Baka next birthday pa,” Castillo shared. The two are now choosing the right date for their wedding. “’Yung family namin kasi believes in feng shui. We are trying to look for right date na papayag ‘yung feng shui,” Castillo said, noting that Abad will be more involved in the wedding preparations. According to Abad, she doesn’t like pastel colors for her wedding gown. “Gusto ko dark tones, ayaw ko ng pastel,” she said. The actress also doesn’t like a beach wedding. “Baka pagkatapos ng kasal iba na ang kulay ko. Baka church,” she said. “Simple lang,” she said of the theme. “Ayaw ko ng puro flowers. Gusto ko may candles and lights.”abs-cbn.com

A chilling new photo from ‘Alien: Covenant’ Ridley Scott wants to hear more people scream in space in 2017, when he delivers Alien: Covenant, his second prequel to his 1979 sci-fi horror classic. And the film — whose production has indefinitely delayed District 9 director Neill Blomkamp’s Sigourney Weaver-led sequel — has now released a new, exceedingly familiar-looking still from the set. On the official Alien Facebook page, a snapshot of Scott’s in-action video monitor reveals a long, dark spacecraft corridor, at the end of which is ominous light and steam. That imagery directly harkens back to earlier Alien outings, and such connections are made even more direct by the shrouded-in-shadow foreground sight of new lead Katherine Waterston (Inherent Vice) with short hair and a tank top – a look that certainly calls back to the style sported by Weaver in her initial, star-making turns as alien-combatting Ripley. Alien: Covenant will focus on an intergalactic crew’s discovery of a fantastical planet – likely the home world of humanity’s creators, the Engineers, which is where Noomi Rapace’s astronaut Elizabeth and Michael Fassbender’s synthetic David were headed at the end of 2012’s Prometheus. While further plot details are scarce, we do know that Rapace won’t be returning for this saga, but Fassbender will play a prime role, as Waterston and company will find that David is the sole inhabitant of this strange new world. Alien: Covenant co-stars Danny McBride, Demian Bichir, Jussie Smollett, Amy Seimetz, Carmen Ejogo, Callie Hernandez and Billy Crudup, and docks into theaters on August 4, 2017. You can see the first photo from the film at its Facebook page.Nick Schager

use something he claims to have a lot of: Political will to do what is right and not what is politically correct. One agency that the Duterte administration needs to add to their cleansing program is the MMDA. When the PNP Highway Patrol Group or HPG was called in to fix traffic jams on EDSA, we all discovered that many MMDA enforcers regularly came late to work, stayed in the shade or simply did their own thing instead of cooperating with the HPG. Soon after that we learned how the HPG managed to clear many parts of EDSA of Illegal Jeepney and bus terminals, then I discovered how the MMDA turned a blind eye to various choke points or areas where traffic jams regularly happen because the MMDA choose not to enforce the law or regulate traffic particularly around commercial areas, private schools and business establishments. Apparently some of these establishments are paying what amounts to an “Immunity fee” or “unlimited use” of public streets. Last week I came to realize how the MMDA’s business of accrediting tow trucks has actually been a contradiction of law if not basis for graft charges. The MMDA has several hundreds if not thousand traffic enforcers with the power to issue tickets for traffic violations. About two months ago they revived their NoContact Arrest program to increase their efficiency. So why are “accredited” tow truck operators and drivers, literally jumping into private vehicles with drivers on board and taking these vehicles to impounding area to pay for towing as well as traffic violations. Tow trucks are for unattended, abandoned or stalled vehicles only! Who owns these tow truck companies and what are their relationships with MMDA officials?
