FVR quits as Duterte’s special envoy to China

Former President Fidel V. Ramos has resigned as the Philippines’ special envoy to China. President Rodrigo Duterte appointed Ramos as special envoy in July to thaw Philippines-China relations after years of tension over claims in

the South China Sea. “The moment the President came back from China from a successful state visit I resigned as special envoy to China because the officials have taken over,” Ramos told GMA News. 

ANILA – Bilateral trade between China and the Philippines could easily double or triple in the next few years, according to Trade Secretary Ramon Lopez, as the government’s efforts to revitalize relationship with the world’s second biggest economy have received backing from local business leaders.

China ships still guard shoal as Pinoys return CHINESE Coast Guard ships are still guarding Panatag (Scarborough) Shoal, although they have allowed Filipinos to fish “unmolested” for the first time in years, Defense Secretary Delfin Lorenzana and National Security Adviser Hermogenes Esperon Jr. said yesterday. The officials said this was shown in Philippine aerial surveillance photos of the shoal, which a UN-backed arbitration court had declared as a common fishing ground. Presidential Communications Office Secretary Martin Andanar and Lorenzana said the return of Filipino fishermen to the shoal, which China seized in 2012 after a standoff with the Philippines over its vessels in the area, was “a most welcome development” because it brought back their key source of livelihood. China granted access to the tiny, uninhabited shoal 123 nautical miles (228 kilometers) from Zambales after President Duterte reached out to Beijing and met Chinese President Xi Jinping and other leaders this month. After his China trip, Duterte announced without elaborating that Filipinos might be able to return to the shoal soon. A Philippine Navy plane spotted at least four Chinese Coast Guard ships around the shoal during a surveillance flight over the weekend, Lorenzana said, adding that an earlier report by the Philippine Coast Guard that the Chinese had left the area was incorrect. “Flybys of our planes reported Chinese ‘Halad’ or food offerings are placed on the tomb of dead loved ones during All Souls’ Day in Cebu. DFA: No Filipino casualties in powerful Italy quake MANILA – The Department of Foreign Affairs on Monday reported that there were no Filipino casualties in the powerful 6.6-intensity earthquake that jolted Norcia, Italy on Sunday. In a statement, the DFA also assured the public that the Philippine Embassy is making sure all Filipinos in Italy are safe after the tremor, reported to be the most powerful in 16 years. According to DFA statistics, Italy has the largest population of overseas Filipinos in Western Europe. There are around 155,945 registered or

documented Filipinos with valid permits to stay and work in Italy based on Italian Ministry of Interior records. On Sunday, Philippine time, a magnitude-6.6 quake hit the mountainous area in central Italy that straddles Marche and Umbria. Another earthquake was recorded in the same area on August 24 and left nearly 300 people dead. Almost 8,000 people have asked for assistance from Italy’s Civil Protection agency and are being housed in hotels and shelters after the two quakes. Philstar

Coast Guard ships are still there but our fishermen were fishing unmolested,” Lorenzana told The Associated Press. It’s unclear how long China would keep the shoal open to Filipinos or if there were any conditions attached. Duterte made clear that the dispute over the shoal was far from over. He said he insisted in his talks with Chinese leaders that the shoal belonged to the Philippines, but that the Chinese also asserted their claim of ownership. Esperon, for his part, said two Chinese vessels – a research ship and a Navy frigate – were seen in the shoal from Oct. 17 to 27 but Filipino fishermen were allowed to enter the area. “There are no written agreements or rules but Filipino fishermen who went there lately attest that they were not driven away nor were accosted. And for the record, from October 17 to 27, there had been only two Chinese ships in Bajo de Masinloc,” Esperon said, referring to the alternative name for Panatag Shoal. “That’s compared to daily average of five People’s Liberation Army Navy and four Chinese Coast Guard ships in the past,” he added. The research ship was spotted on Oct. 19 while the frigate was seen the following day. Last Friday, presidential spokesman Ernesto Abella announced that Filipino fishermen were no longer being intercepted at the shoal.

“I’ve done my job to... break the ice and to help restore the ties of goodwill and friendship,” he added in an interview after paying tribute to the departed Thai King Bhumibol Adulyadej at the Thai Embassy in Makati City. Ramos made the disclosure after writing several opinion columns criticizing Duterte. In a column published by Manila Bullentin early this month, Ramos on occasion of Duterte’s 100th day in office said the President did not hit the ground running during the first months of his administration. He said the government was “stuck in unending controversies about extra-judicial killings of drug suspects and in his ability at using cuss-words and insults instead of civilized language.” Ramos, a graduate of the United States Military Academy at West Point, also chided

Duterte for declaring a foreign policy independent from the US. Ramos said countries have become interconnected and that Duterte’s “independent foreign policy” may not be the way to go. Duterte, shortly after his electoral victory, credited Ramos for convincing him to run for President. “I still consider myself a part of the Duterte team whether they like it or not. But I am free to give friendly advice and that is part of our democratic culture,” Ramos said. The former President said his newspaper commentaries were meant to help solve the country’s problems. “You must consider me an older brother of the big, big, big Filipino family because of my long service in government,” Ramos said. “I must be considered by everybody, including the present President as an older brother of the family,” he added. “Those who wish the big Filipino family peace,

Bombing foiled in ARMM during Duterte visit COTABATO CITY, Philippines – Two bombs were found last Saturday near a compound in the Autonomous Region in Muslim Mindanao while President Duterte was there. The bombs were fashioned out of an 81-millimeter mortar round and a 105-mm howitzer cannon shell rigged with blasting mechanisms attached to mobile phones. Duterte was in the ARMM compound to meet with Gov. Mujiv Hataman. Authorities found the two improvised explosive devices before dawn Saturday at the hideouts of confessed Dawla Islamiya Fi Cotabato members Mohammad Chenikandiyil, Jackson Usi, Zacaria Lopez and Ansan Mamasapano in Broce district in Datu Odin Sinsuat town and in Cotabato City.

They were immediately taken to Davao City for interrogation. The Dawla Islamiya is operating in the fashion of the Islamic State. Key sources from the Police Regional Office-12 and the Army’s 6th Infantry Division told The STAR the prompt recovery of the IEDs and the arrest of the four were carried out with the help of Cotabato City Mayor Cynthia Guiani-Sayadi and Hataman. Guiani-Sayadi was one of the local officials with Duterte during his engagement on Saturday afternoon with ARMM officials and Governors Jim Hataman of Basilan, Rashidin Matba of Tawi-Tawi and Esmael Mangudadatu of Maguindanao. Representatives Ruby Sahali of Tawi-Tawi, Monir Arbison of

Sulu and Deputy Speaker for Mindanao Sandra Sema were also present at the event. Maj. Gen. Carlito Galvez Jr., commander of 6th ID, said he was thankful to Guiani-Sayadi and Hataman for helping thwart the bombing plots. Other Army sources said Guiani-Sayadi even counseled them on how to carry out the arrest of the four to avoid technicalities that they can use in court to secure their way out. The four suspects were accomplices of TJ Macabalang, Wendel Facturan and Musali Mustapha, who were all arrested here in early October for their involvement in the Sept. 2 bombing in Davao City that left 15 dead and injured more than 60 others. The 6th ID used members of its elite light reaction unit and the 5th Special Forces Battalion in the raids that led to the arrest of the four and the recovery of the IEDs. Galvez said the combined police and military teams that arrested the four were guided to their hideouts by soldiers equipped with night vision goggles and infrared optical devices. Police and Army intelligence sources said the foiled bombings were meant to create an impression that the earlier arrest of Macabalang and his cohorts did not weaken the collaborating Dawla Islamiya Fi Cotabato and the Dawla extremists in Lanao del Sur.

PAGASA: Expect up to 3 typhoons in November

A maximum of three typhoons may enter the Philippine area of responsibility (PAR) in November, state weather bureau PAGASA said Monday. PAGASA weather forecaster Meno Mendoza also shared the agency is currently monitoring a low pressure area (LPA) that was spotted 1,240 kilometers east of Mindanao, outside PAR. The LPA, he said, may intensify into a typhoon within 48 to 72 hours. In the meantime, an Intertropical Convergence Zone (ITCZ) will dump light to moderate rains over Visayas, Mindanao, Bicol Region and the provinces of Palawan, Mindoro and Romblon, Mendoza said. He added that Cagayan, Isabela and Ilocos Norte provinces will experience cloudy skies with light rains while Metro Manila and the rest of Luzon can expect partly cloudy to cloudy skies with isolated rains.-ABS-CBN News

Rody on Goldberg: He started the trouble MANILA – President Duterte has no kind words for US Ambassador Philip Goldberg, blaming him for the strained relations with Washington. “Goldberg? He did not know that he started this trouble. He made comments (during the campaign period) that were not supposed to be made by an ambassador,” Duterte said in Filipino. “I don’t want to insult him. He didn’t know that he started all this trouble,” he added.

Goldberg has ended his stint in Manila, returning to Washington last Friday. He is expected to be assigned to another country soon. Duterte said Goldberg seems to be “oblivious to the reasons” why he hated Americans. Duterte reiterated the hardships the Filipinos went through when the US colonized the Philippines. “Let me repeat this again for your education, so you will learn: you are criticizing my campaign against illegal drugs. I don’t want to kill people. Who would want to? But you picture me as if I enjoy killing my countrymen. This is why I’m having a hard time reaching out to everybody for peace,” he said. Earlier, Duterte referred to Goldberg as “gay” and a “son of a bitch” for calling his attention to the way the government was conducting its war against drugs. Duterte said the US has long insulted the Philippines and has threatened him of an end to the assistance it has been giving the country. He likened himself to a dog on a leash and tempted with bread thrown too far for the dog to reach. “You are like that. That is how low you look at us. Just because we were once your

colony, you think that we are still under your command. When you give aid, there are many conditions. As if we’re

treated like dogs on a leash,” Duterte said. Unlike Americans, Duterte said he could not accept an insult before the public. He then pointed out that while he was still mayor of Davao City, there were times when he called on the people for discipline. But when these people came with their children or wives, Duterte said he would simply tell them not to repeat the wrongs they have done. “I simply tell him not to do it again. I don’t want to embarrass him in front of his wife and children,” Duterte said. “For the Americans, it means nothing. But to us Orientals, especially the Filipino, we are sensitive to insults… so, that is the long and short of my quarrel with America. You do not know what dignity or pride of the person is,” Duterte said, reiterating the Philippines could survive without aid from the US. Duterte also told the Moros who attended the gathering to stop pinning their hopes on American financial aid. He said China and Russia have assured him of help and that all he needs to do is to talk to them. Goldberg is leaving the Philippines in November. Outgoing ambassadors traditionally receive the Order of Sikatuna award from the President as a token of appreciation for the service rendered to the country. Even without the Order of Sikatuna, Goldberg said he would be happy enough to leave the Philippines with his integrity intact.Philstar

Wall Street stumbles as FBI to review more Clinton emails

NEW YORK - U.S. stocks erased early gains and turned negative on Friday after the head of the FBI said it will review more emails related to Democratic presidential candidate Hillary Clinton’s private email use. Each of the three major indexes on Wall Street fell to session lows after FBI Director James Comey said in a letter to several congressional Republicans that the agency had learned of the existence of emails that appeared to be pertinent to its investigation. The election is scheduled to take place in 11 days, on Nov. 8. “The market turned south the minute the headline hit the tape that the FBI is all of a sudden looking at (Hillary Clinton’s) emails again,” said Ken Polcari, Director of the

NYSE floor division at O’Neil Securities in New York. “The fact they are looking again just raises the prospect that once again they might find something, so the market turned south because it is expecting a Clinton win.” Wall Street had been higher for most of the session after economic data showed the U.S. economy grew 2.9 percent in the third quarter, its fastest pace in two years, and upbeat earnings from Google parent company Alphabet Inc. Alphabet shares were up 0.6 percent at $821.85. While the report supports the case for an interest rate hike, the Federal Reserve is unlikely to make a move at its meeting next week, as it falls just days ahead of the U.S.

YaYa’s Thai restaurant in San Antonio posted its “WiFi password” just above the sign about minimum credit card purchase amounts, but the Internet access has proven difficult for customers to come by because the “password” is listed as a math equation. A photo of the sign was posted to Reddit, where users - even those well-versed in math -- were equally perplexed. Some users suggested the problem was a trick question, while others said the math equation appears to have several solutions. The user who uploaded the photo promised to attempt some of the suggested solutions and report back with his findings.-By Ben Hooper presidential election. Lawmakers file bills creating PHL Space Agency

The Philippines is one step closer to having its own national space agency. Filipino astrophysicist Dr. Rogel Mari Sese announced this week the filing of two bills in the Senate and Lower House for the establishment of a centralized Philippine Space Agency. “All the work that we have done in the past few years for the development of a national space program amounts to these two documents... House Bill 3637 and Senate Bill 1211 which both aim to legislate a Philippine Space Development and Utilization Policy and create a Philippine Space Agency,” Sese wrote in his Facebook account on Tuesday. Space utilization and exploration As the program leader of the National Space Development Program (NSDP) under the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), Sese and his colleagues have been lobbying for the Philippines’ active participation in space

exploration and utilization. In an earlier interview with GMA News Online, he pointed out that much of the technology we use and take for granted came from space research. He also warned that depending on foreign space technology is a risky proposition. “As a developing country and emerging economy, it is important for the Philippines to ensure its access to space for sustainable economic growth,” Sese told GMA News Online.

A matter of national security, development

He stressed that a solid space policy would pave the way toward ensuring national security and development, particularly in the areas of disaster management and climate studies. “Independent access to space is no longer a luxury but rather a necessity even for developing countries such as ours,” he underscored. Lovi Poe on doing a love scene with Christopher de Leon: IN the upcoming Regal Films project The Escort, Lovi Poe plays the role of Yassi, a simple hardworking receptionist for an escort agency. For the 27-yearold actress, doing the film was a way to educate the viewers of how life is for an escort in the country. “Well first of all when they told me it was going to be with Derek (Ramsay) and sir Boyet (Christopher de Leon) it’s already a given. It’s a definite yes already. Aayaw pa ba ako? (laughs) yung ganun. And aside from that the story is amazing. When I read it as in may mga parts na nagugulat ako na may mga ganun pala. I couldn’t say

no. What we can offer here is aside from the fact that we are actually opening everyone’s eyes to the escort business is the fact that there’s a real story behind every woman or every man kung bakit sila naging escort,” she shared. Lovi said she had no hesitation accepting the sexy role despite the possibility of criticism. “Ako I do things for the sake of art. So actually anything that comes in my way that I’m interested in, whatever it is, I will accept. In the film, there is a huge transformation for my character. Siguro gustong gusto nila si Yassi because she’s a virgin so parang they’ll show you the transition of someone who had to actually turn into an escort. In turns of movement and everything I can say that Yassi is very raw since this was her first time,” she explained. One of the sexy scenes she had to do in the movie was with veteran actor Christopher de Leon. “He was across the table and just drinking his scotch. Parang I got so intimidated. And then he started delivering his lines. It was just amazing. It

was just so different. I’m happy that we stuck with the script because he delivered it very amazingly,” she recalled. Working with Derek Ramsay for the first time was also memorable for Lovi. “Siyempre gustong gusto ko siya makatrabaho and then eventually it happened. He’s a very nice guy. We actually got along so well. Everything just came out naturally especially sa mga scenes na kailangan na medyo sensitive and sexy. He really took care of me. Alam mo kasi pag ang isang tao nag-te-take advantage sa iyo ramdam mo yun. So never. Not even with sir

Boyet at all. So I’m very thankful and I’m really grateful sa kanila kasi not once did I feel uncomfortable,” she admitted. The Escort actress said the movie isn’t just about her intimate scenes with her leading men but an eye opener for those who have no real idea what an escort’s life is all about. “Siguro maipapakita namin dito na kakaibang istorya ng babae na minsan ay luho minsan kapit sa patalim. So abangan nila yun sa pelikula na ito. It’s like showing the drama behind it. It’s not actually defending, it’s just stating facts I think. It’s a way of understanding how these women got into this business. I think it’s one way to redeem just the fact of the word the escort itself,” she said. -Rhea Manila Santos

Lauren Reid denies being courted by JC Santos AS one of the freshest new faces in showbiz today, Lauren Reid admitted it’s been a whirlwind experience ever since she decided to move to the country earlier this year. After having graced the cover of fashion magazines, she also has a Fujifilm endorsement just like her younger brother. “James is such a creative when it comes to photography. I think you can see it from his social media. He really puts a lot of thought and planning into that. Or maybe he doesn’t. It just comes naturally. But it turns out really well for him. For me, I’m more of point and shoot. If I find something beautiful or there’s a moment I want to capture then I’ll capture it in that moment. It’s brilliant. It’s really great working with Fujifilm. I use the Instax Mini very frequently actually on a daily basis. I have two of them,” she shared during the launch of Fujifilm’s Photo Diary held last October 27 in Ortigas. Even though she and James have always been very close, Lauren said she is not the typical strict older sister. She said she has not even watched the much talked about intimate scene between James and Nadine Lustre in a recent episode of Till I Met You. “Oh geez no I actually

wasn’t able to. I have been going to bed at like 8 pm every night because I’m so tired so I haven’t been able to watch Till I Met You lately,” she admitted. After a recent photo shoot with her and JC Santos, netizens were quick to point out the strong chemistry between her and her brother’s TIMY co-star. “You know what, that may be so. It was really fun working with him. Like with JC it came very naturally to do our photo shoot together. I can understand why people are saying that. We did a campaign together (for a local clothing brand). He’s a good person. He’s a lovely person,” she admitted. But when asked if rumors were true that JC was already courting her, Lauren laughed it all off. “I have not heard the rumors (laughs). Sorry I’m not up to date. But if that’s so I don’t know what to say. But no I haven’t heard of it,” she added. The new Fujifilm Photo Diary endorser said even though she and JC are just friends, she would look forward to getting the chance to work with him again some day. “Yeah sure. He’s hardworking and he’s a very humble person. Of course I’d work with him,” she said. -Rhea Manila Santos

Nominee Program ensures population stability

MMIGRATION from different countries into Manitoba has allowed our Province to grow. In fact, if it were not for Immigration, Manitoba’s population would have decreased. I attribute Manitoba’s population growth to one agreement that was signed back in the late 90s. Former Prime Minister Jean Chretien established the Provincial Nominee program and to his credit, former Premier Gary Filmon (the husband of our current Lieutenant Governor) made it a priority to sign and implement the agreement.

That agreement led to the “Manitoba Nominee Program”, a program that has brought over 150,000 immigrants to our Province with the Philippines being the number one source of immigrants.

I strongly believe that had it not been for the Manitoba Nominee Program, the following selected quotes from a speech delivered on Sept. 23 by Liberal MP Alaina Lockhart could have been said about Manitoba:

There is no doubt in my mind that it is the Nominee Program that has saved our province from the predicament that other Provinces have to deal with today.

“Ms. Lockhart moved the following motion. That the Standing Committee on Citizenship and Immigration be instructed to undertake a study on immigration to Atlantic Canada …”. The MP went on to say:

A promise to God

L

UCKY are those who have a direct line to God. President Duterte, returning to the country through Davao on Thursday from his visit to Japan, said he had promised God that he would stop using expletives. He had heard a voice on his return flight, the President said, warning him that if he did not stop using profanities, God would bring down the plane. And so President Duterte made a solemn promise. Whether he was serious or not, his announcement was met with applause. It was not the first time, however, that he had made such a promise. In December last year, he had vowed to donate P1,000 for every cuss word that he uttered, with the money to go to Caritas Davao. The expletives never stopped. When he assumed power, he also promised a “metamorphosis” – a process that people presumed would include an end to the cursing. People are still waiting for the metamorphosis.

Most people curse, although many hold back their tongue when speaking in public, especially if there is a possibility that children are watching. The President should be setting the example for exemplary behavior. Instead he has regarded his periodic public eruptions of profanities as his right. All rights, however, carry with them certain responsibilities. Many other people can control their choice of words; why not the President? To help him along, he can start reading prepared speeches at least during major events. He can’t go on with business as usual. If the expletives continue, children may start thinking that there’s nothing wrong with using cuss words. The President has no illusions about his resolve. After making his announcement, he reportedly advised the audience not to applaud too much or his plan “may get derailed.” But because he says he made the promise to his Maker, perhaps this time he will finally deliver on his promise. For the nation, it will be a welcome development.-Philstar

here have been recent concerns about the effect of the rhetoric of the Philippine President on foreign investments. There are certain things that the public needs to appreciate before engaging in this debate. First, most businessmen understand the difference between rhetoric and policy. Second, multinationals are clear about the definition of political risk which oftentimes is a misunderstood concept by the media and the public. This has nothing to do with the type of government in the country. Third, investments are made primarily on the basis of potential return on investments. Rhetoric by political leaders is not policy unless it is converted into laws or executive instructions. For example, anti-American rhetoric has not stopped American companies from investing approximately $75.56 billion in China. At the same time, while its political leaders may speak of possible war with the United States, Chinese investors are expected to invest $20 billion to $30 billion in the United States in 2016 compared with investments of $15 billion last year and $11.9 billion in 2014. An American iconic landmark, the Waldorf Astoria Hotel in New York City is now owned by a China-based family business group. In Iran, American leaders are often called Satan during

One interesting observation is that the level of political risk in a given country does not necessarily correspond to a high degree of political freedom. anti American rallies. Recently, it was announced that the Seattlebased Boeing has inked a deal to sell jetliners to Iran’s largest airline that could be worth up to $25 billion. It might be hard to imagine but even the most anti American Revolutionary Guards will be travelling in Americanmade planes sometime in the future. Investment decisions are made based on many factors; and, it is true that the level of political risk is one of the factors. But it is important to understand this concept. Bear with me a little because the definition is a bit technical. Broadly speaking, political risk may refer to any political change that affects the expected outcome and value of a given economic action by changing the probability of achieving business objectives. The focus is, therefore, the extent of government interference with business operations. Weston and Sorge wrote: “ Political risk arise from the actions of national governments which interfere with or prevent business transactions or change the terms of agreements or cause the confiscation of wholly or partially owned business property.”

One interesting observation is that the level of political risk in a given country does not necessarily correspond to a high degree of political freedom. Many business writers actually believe that some of the more stable states are authoritarian states. The risk here, however, is that in a politically oppressive environment, political stability is guaranteed for only as long as top down control is maintained. Ian Bremmer is one of the world’s foremost political consultants. Here is what he wrote in one of his papers: “Political risk is composed of two elements: shock and stability. Shock isn’t a particular useful object of analysis because there are so many kinds and most are difficult to forecast and impossible to model. Who knows when an earthquake will hit Pakistan, the Israeli prime minister will suffer a debilitating stroke or the Hungarian prime minister confessing to lies will be leaked to the media? Such events can change a country’s balance of power and send markets tumbling. By contrast stability is relatively easy to assess. Stability is the measure of a government’s capacity to implement policy during a political, social or economic

BREAKTHROUGH crisis. Consider this scenario: A presidential election in country X generates controversy when much of the population questions the legitimacy of the official outcome.“ Within this framework, the Philippine government, especially its economic managers, has so far shown that it has the capacity to formulate and implement the policies necessary to maintain a positive business environment. Types of country risks Country risk is a more general term than political risk and is used to refer to the risk of lending or investing in a country, arising from possible changes in the business environment that may adversely affect operating profits or the value of the assets of the business in the country. Investors also make a distinction between natural disasters and man-made risks. Natural risks refer to natural phenomena

such as weather, earthquakes and volcanic eruptions that may negatively impact business conditions. Among the man-made risks, there are two main groups: socio-political risks and economic risks. Socio political risks can be further divided into social risks, government policy risk and political risks. I have already discussed political risks. Social risks refers to actions to actions from other organizations outside the government such as trade unions or political groups or terrorist groups. For example, while most of the country may be politically stable, certain areas may have radical Islamic groups or rebel groups that may target foreigners for kidnapping and other criminal activities. Political mismanagement could also lead to heightened economic risks in the form of hyperinflation, sudden devaluation of the currency value and uncertainty in the regulatory environment of the country. Finally, the level of corruption is a major factor in determining the investment viability in any country. In terms of actual policies – setting aside presidential rhetoric – the Philippines is still considered as a politically stable economy; and, the economic managers have done their job well in maintaining a stable and investment friendly economic environment in the country.

Malacañang must learn from Beijing trickery

M

alacañang has had to deflate its party balloons. Days ago it was boasting of enticing $15 billion in investments from President Duterte’s China visit. But then a congressman-ally noted that two Chinese state firms with which Manila had inked major deals previously were entangled in sleaze, and a third one in Beijing’s illegal construction of artificial islands in Philippine seas. Well, er, uh, those were just memos of understanding, not final contracts, that were signed, shamefaced Palace officials stammered. The clarification tended to diminish the ballyhooed accomplishments. Still there’s a lesson learned. Duterte must proceed with caution in dealing with Beijing. More traps lie ahead. Most of them aim to trick Manila into yielding sovereignty over maritime resources. Gloria Macapagal Arroyo had fallen for it during her Presidency. Rep. Harry Roque exposes the three Chinese companies’ dark past. China Road and Bridge Corp. (CRBC) is to build the Fort-Bonifacio-Manila International Airport segment of Mega Manila’s bus rapid transit. In 2009 it was blacklisted from World Bank projects worldwide for bid rigging in several Philippine road works. Roque earlier had sued it for bagging the Catanduanes Circumferential Road contract despite exceeding the government budget. The deal was disguised as an executive agreement, which Roque likens to the $329-million National Broadband Network-ZTE Corp.

Well, er, uh, those were just memos of understanding, not final contracts, that were signed, shamefaced Palace officials stammered.

Jarius Bondoc

GOTCHA deal that had a 60-percent kickback of $200 million. In 2011 the WB also blacklisted CRBC’s mother China Communication Construction Company (CCCC) and all related firms up to 2017. The China CMAC Engineering is to go into renewable energy with a Filipino partner. It reportedly was involved in anomalous deals with the governments of Bangladesh, Nepal, Bolivia, and Zambia. Roque says it is a subsidiary of Sinomach, formerly CNMEG (China National Machineries and Equipment Group), which had contracted to build the North Luzon Railway from Manila to Malolos, Bulacan. Conceived in 2004, the $803-million project was never completed; yet the government repaid the Chinese loan and interest in 2015. (In 2004 the political opposition derided North Rail as the most expensive in the world. Ten years later those politicos, ascending as the administration, assigned the same work to Japan – for nearly thrice the amount, $2.255 billion.)

The CCCC Dredging Co., also with a Filipino partner, is to reclaim four islands in Davao City and a new international port in Cebu. Its subsidiary China Harbour Engineering Co. Ltd. also is involved. While reclamations produce billion pesos worth of new real estate, the Chinese constructor is an enemy of Philippine interests. Ships of CCCC Dredging and another subsidiary were reported in the IHS Jane’s Defence Weekly to have participated in the 2014 erection of military facilities on several reefs within the Philippine exclusive economic zone. The UN arbitral court has declared it illegal for encroaching on Philippine jurisdiction and destroying marine ecosystems. Roque says that, while favoring Chinese investments, he will monitor the activities of the three Chinese outfits. Sen. Leila de Lima wants a congressional inquiry into the $15-billion projects, plus $9 billion-loans that Duterte brought home. For there could be onerous strings attached. (Something needs to be pointed up, however, about the plans of De Lima, whom Duterte has accused of illegal drug links. As Secretary of Justice in 2010-2015 she played blind to the anomalous contracts of her Liberal Party-mates in the production of vehicle license plates and drivers’ licenses, and

air- and seaport constructions. She was then concurrently chairperson of the Office for Competition. Yet she allowed the rigged multibillion-peso contracting by LP-mates of the MRT-3 maintenance, and the purchase of substandard trains from China’s Dalian Locomotive and Rolling Stock Corp. Taxpayers continue to suffer to this day from those scams.) The anomalous projects that Roque recounts occurred during the Arroyo administration. Starting 2006 China committed $2 billion in loans to her every year for five years. At that time Chinese loans were being criticized worldwide for corrupting Third World governments, by letting leaders skim kickback. Among the loans were for the ZTE to mine gold in Mt. Diwalwal and the Customs bureau to purchase cargo container x-rays. In exchange Arroyo was made to sign with China a secret Joint Marine Seismic Undertaking. Under that JMSU, China explored 142,886 square kilometers of Philippine waters. Five-sixths of the area was Philippine EEZ; one-sixth, territorial waters in the Palawan Sea. The JMSU was unconstitutional on several grounds. It allowed a foreigner to explore Philippine natural resources beyond mere technical or financial

assistance. Arroyo kept it from Congress. She spent $5 million for it without Congress appropriation. The JMSU mislabeled the territorial sea as “disputed waters.” In the end Manila got no copy of the survey, for failing to renew the JMSU in 2008 when Congress discovered it. And yet China used the exclusivity terms of the JMSU to prevent a Filipino-British consortium from drilling offshore oil wells in the Recto (Reed) Bank over which it had a license since 2002. Worse, China used the survey in 2009 to file with the UN Convention on the Law of the Sea a claim over the entire South China Sea. The UN arbitral court rubbished that claim last July, in a case filed by Manila in 2013. Beijing refuses to accept the ruling. Duterte, overjoyed by China’s $24-billion commitments while in Beijing, remarked in a press interview: “It (China) has never invaded a piece of my country all these generations.” Supreme Court Senior Justice Antonio Carpio corrected him, stating that Beijing grabbed Scarborough Shoal in 2012 and has since barred Filipinos from their traditional fishing grounds. The shoal is 123 nautical miles from Luzon, well within the Philippine EEZ, but more than 500 miles from China, so outside its EEZ. Still Beijing insists on sovereignty over Scarborough, partly from the results of the JMSU.

Ecuador wins Miss Earth 2016 after PH bet crashes out

MANILA - Katherine Espín was crowned Miss Earth 2016 at the pageant’s grand coronation night on Saturday at the Mall of Asia Arena in Pasay City, succeeding Filipina beauty queen Angelia Ong. The Philippines’ Imelda Schweighart failed to make it past the first cut, while Sweden’s Cloie Syquia Skarne, the halfsister of actress and television host KC Concepcion, finished in the Top 8. Schweighart was gunning for an unprecedented third straight Miss Earth crown for the Philippines after Ong and 2014 titleholder Jamie Herrell. This is the second time Ecuador has won the Manila-based pageant. The other winners are: Miss Earth Air: Michelle Gomez of Colombia Miss Earth Water: Stephanie De Zorzi of Venezuela Miss Earth Fire: Bruna Zanardo of Brazil

A model and cosmetologist, the 23-year-old Espin said she joined the beauty contest to forward her advocacy of instilling in young students the importance of taking care of the environment. “I chose this because I believe that the best age to teach a person to have environmental conscience is at an early age because on their growing years they will learn to have respect towards the environment which will help to the future generations,” she explained. “I truly believe that there should exist on every academic pensum an environmental class and I will work hard on it to make it possible.” Earlier this week, the Philippines’ bet, Kylie Verzosa, won the country’s sixth Miss International crown while Nicole Cordoves placed first runner-up in the Miss Grand International pageant.-news.abs-cbn.com/

The 10 scariest things that can happen while you’re driving Driving a car, in some cases, is a scary enough prospect on its own. As anyone who’s driven for long enough will know though, unexpected things can and do happen when you’re behind the wheel. And yes, sometimes they’re enough to scare any driver down to their core. In the spirit of Halloween, here are the top things that can make a driver go pale as a ghost while they’re out on the road: Flat tire It’s a common problem, but one that can spell trouble for any motorist. First, there’s a question of whether the area they get stuck in is safe or not. Then, they start to wonder whether they have the tools or the know-how to change the tire. If it gets that far, they might even wonder what that noise was in the distance while they’re

working on their car. With so many things that could possibly go wrong, a flat tire is a pretty scary situation to be in. Brake failure As the movie Speed showed, driving without being able to slow down is a very difficult and dangerous thing to do. So if a car’s brakes fail, it’s frightening not only for the driver, but also for the other motorists and pedestrians in their way. Yikes. Passenger seatbelt warning goes off with no one in the seat. In modern cars, seatbelt warnings are a nice reminder to buckle up and stay safe. Sometimes though, these alarms can go off from the passenger seat even when there is no one sitting there. It could be that the driver placed something heavy in the seat, or a simple electrical malfunction. Or, just maybe, there’s an unexpected ‘guest’ who came along for the ride...

Flying ipis Walang

macho sa lumilipad na ipis (no one is tough when there’s a flying cockroach). It’s a fact of life. So seeing a flying little visitor in the car while driving is a sure-fire way to get a driver to unbuckle and flee the scene in a hurry. Issues with push-start cars Push-start buttons in affordable cars are a relatively new thing, so it’s hard to fault some drivers for not being used to them. There are a few things that can go wrong, like accidentally leaving the car with the engine running or driving out of your garage while the key sits at home. Cue ‘deer in the headlights’ look. When Waze brings you into serial-killer territory. We love you, Waze. We love how you can get us out of just about any traffic situation. Leaving your wallet (and license) at home. Imagine being pulled over or entering an expressway without your license or

cash. Yep. Hopefully, you have a ton of spare change from your last drive-thru lying around. Being surrounded by 12wheelers. There are always moments on the road where you’re completely helpless. This is one of them. All you can do is stay alert and hope they can see you none of them fall asleep behind the wheel. Yikes. Seeing that fuel light pop up in traffic. The ultimate “oh sh*t” driving moment. Friends, never ever underestimate your fuel gauge. If it’s lit, hindi na ‘yan aabot. Now imagine this happening without your wallet and in the middle of nowhere (courtesy of Waze). Bathroom emergencies in traffic. Kring-Kring: The storm surge brought water that covered the whole guest house. It was something we didn’t expect. Lampas-tao talaga. The wind was blowing so hard that the roof was shaking. We were afraid that it would fall on us and kill us, so we rushed outside. We hid inside the car, thinking that if the roof fell, at least we would be protected inside the car. Our driver told us that we better leave the house. The driver got the life vests at isinuot namin. At that moment, pagkasuot nila ng life vests, the water surged in. As the water got higher and higher, we got out of the car. We started to float and we held on to the posts at kung anu-ano pang nasa gilid ng wall.

Kring-Kring’s recurring nightmare

Where was Alfred all the while? Kring-Kring: He was roving around the city, checking on the residents. Our household staff who sought shelter at the guest house, fell on the hood of the other car in front of the car we were in, so that car blocked us from being swept by the surging water. Then we all held on to one another as we got stuck in that area.

The other night as in many other nights, newly-elected Tacloban City Mayor Cristina “Kring-Kring” Gonzalez-Romualdez woke up in cold sweat from a recurring nightmare which plays again and again like horror movie in her mind, with thousands of dead bodies in every nook and cranny of her beloved city turned into a wasteland by Philippine history’s deadliest lady, Supertyphoon Yolanda. Kring-Kring would check if her husband, former Tacloban City Mayor Alfred Romualdez, were fast asleep beside her, safe and sound, and then go back to sleep subconsciously wishing that the nightmare would go away. First thing Kring-Kring would do in the morning is peep into the

room of their daughters, Sofia, 17, and Diane, 13, and heave a sigh of relief upon seeing them in sweet slumber. On her third and last term as a topnotch city councilor when Yolanda paid Tacloban a lethal visit in Nov. 8, 2013, KringKring walked with Alfred on the long, painful road to recovery, seeing first to the needs of the survivors before their own. A few days ago, accompanied by Sofia, Kring-Kring talked to Conversations about Yolanda that almost took her and her family’s lives. We met mother and daughter at the coffee shop of the four-month-old Conrad Hotel that commands a breathtaking panoramic view of Manila Bay from all angles. The night before, Sofia recorded her first single for Viva Records with which she is the newest contract artist. What’s your recollection of that tragic night? Kring-Kring: Alfred and I were prepared for the worst. We made sure that the residents were cared for; many of them were at evacuation centers. We knew that Yolanda would be a supertyphoon, we expected strong winds but not a storm surge. At 11 o’clock the night before, I moved the family to the guest house farther back from our main house which was right in front of the sea. Alfred had a lot of extra life vests and speedboat. What about you, Sofia? Sofia: I wasn’t really traumatized. I didn’t sleep the whole night, I couldn’t sleep because I felt that something was wrong. The typhoon hit hard early in the morning, around 7 o’clock. I was scared. I didn’t want to die. I know how to swim but mom made sure that we were wearing the salva vida (life vest).

Kring-Kring: When we reached the Coca-Cola office, we chanced upon a military car and it brought us downtown. There was no way that anybody could rescue us, not even the policemen, because everybody was struggling against the flood. All I could do was pray and pray. I put my faith on the Lord na lang. At that moment, walang tutulong sa’yo, si Lord na lang. We were floating with debris, may mga daga at kung anu-ano pa, but we didn’t care. We thought only of survival. I was wearing slippers that I found along the way. The moving-on process must have been long and hard. Kring-Kring: The experience kept on replaying in my mind for months. We went through several debriefing with our doctor-friend from Manila and that helped. But still, I kept having nightmares every now and then. Our main house was totally destroyed, but the guest house only partially. How did that tragedy change the way you look at life? Kring-Kring: Well, that life is so short, that we are so fragile, that anything can happen anytime not only in Tacloban but anywhere. So whatever chance you have, show your love to your loved ones, your family, while you still can. And trust The Lord. How many casualties were there ba? Kring-Kring: I don’t know the exact number. Basta marami. Marami pang missing. How is Tacloban now? Kring-Kring: Okey naman ang recovery. Maayos na ang city. Before Yolanda, we had around 40 hotels. Now, we have more than 60, all new. (According to reports, more than a century ago, Tacloban was hit by a strong typhoon with storm surge and it wiped the city out.) -CONVERSATIONS By Ricky Lo

Rachelle Ann ready to shine as Saigon’s Gigi on Broadway “It’s a dream!” That’s Rachelle Ann Go’s answer when Funfare texted her how she felt about her debut on Broadway, reprising her award-winning role as Gigi in the long-running megahit Cameron Mackintosh musical Miss Saigon. “The first time I was in New York,” said Rachelle Ann, “I told myself, ‘I want to work here.’ I can’t believe that it’s happening.” It’s another dream come true for Rachelle Ann. She first watched Miss Saigon during her tween years and she also told herself, “Someday, I will be on that show.” That was a few years before she topped the Star For a Night talent search that paved her way to showbiz. Now playing Fantine

in Les Miz on London’s West End, the same role that won her Best Performance in a Long-Running West End Show from the Broadway World UK last year, Rachelle Ann revived the Gigi character also on West End where another Filipina, Isay Alvarez, originated it more than 25 years ago. Her performance as Gigi won Rachelle Ann Best Supporting Actress in a Musical from WhatsOnStage Award. As soon as she finishes her stint on Les Miz, Rachelle Ann will come home to spend Christmas and New Year with her family. Then she will fly to New York to start rehearsal for Miss Saigon which will run from March 2017 to January 2018. “I will have to rehearse

because the musical will have a new cast,” said Rachelle Ann. According to reports, Jon Jon Briones, another Filipino, will reprise his role as The Engineer for which he has also won awards, and FilAm actress Eva Noblezada as Kim. Jon Jon and Lea Salonga (who originated Kim on West End in 1989 and played the same role on Broadway) were among the first to congratulate Rachelle Ann. Asked by Funfare what pointers she would give Rachelle Ann, Lea texted “None,” adding, “She should just be her own awesome self and wow the audience that way!” After Broadway, what? Will Rachelle Ann realize her other dream — that is, to play Elphaba in Wicked? -Ricky Lo

Angelica Panganiban lauds Dingdong Dantes’ ‘inspired’ acting

ANGELICA Panganiban is very happy that she got the chance to work again with with Dingdong Dantes on their upcoming film The Unmarried Wife. Apart from Dingdong, Angelica will also be working with Paulo Avelino on the Maryo De Los Reyes film that is set to hit theaters on November 16. The actress revealed that Dingdong displayed a whole different level of acting on their upcoming film. “Ang laki na ng difference ngayon ni Dindgong. Talagang napapanga-nga ako sa kanya ngayon kapag umaarte siya,” she said. The Banana Sundae actress had a potential reason in mind behind the depth in his acting. “Hindi ko ine-expect --sobrang flawless nung performance na pinakita niya. Ang galing galing niya. Ang laki siguro nung natulong iyong sobrang tahimik at masaya iyong buhay niya --parang wala na siyang insecurities sa katawan niya,” Angelica said. While the actress lauded Dingdong’s performance, their director, meanwhile, couldn’t help but gush about Angelica. “Siya iyong dapat i-elevate na natin na superstars na,” he began. “Kasi kailangan i-akyat natin sila na.” Direk Maryo pointed out that it’s high time that we give way to other and newer stars. “We need space in the industry to move everybody kasi andami na ring mga bata na gustong pumasok. So we have to push,” he said. Maureen Marie Belmonte

Will Kylie Verzosa join showbiz? Miss International 2016 Kylie Verzosa has no definite plans on life after her reign, but if there is one thing she wants, it is to just be happy. “Pangarap ko na maging masaya lang, successful, the best version of me,” she said during an interview on ABS-CBN’s flagship news broadcast “TV Patrol” on Friday night. One of her goals was to become Miss International, she said, and she is content with having achieved this when she was crowned on Thursday in Japan, as it is “only once in a lifetime.” She wanted “to do more” when she was working as a model, she said, and joining pageants was a way for her to let her voice be heard. Being chosen to represent the country was an honor, she said, but was also definitely a surprise. “I’ve always said that the greatest things [you] have in life are surprises…if you just learn how to accept and receive them,” she said, noting that she never thought she would actually win the coveted title, despite having had to work hard to qualify. In the near future, Verzosa said she will strive to accomplish her duties as Miss International, and also work to promote her advocacies. “I am an ambassador of world peace and beauty—I will promote cultural exchange and international diversity. Pero sa Manila po, ang aking advocacy ay mental health awareness. Itutulak ko po ito,” she said.-ABS-CBN News

‘Pen-Pineapple-ApplePen’ sets Guinness world record TOKYO - A Japanese comedian’s nonsense tune that became an internet sensation after Justin Bieber recommended it has entered the Guinness World Records as the shortest song to break into the Billboard Hot 100. The video for the 45-second long “Pen-Pineapple-Apple-Pen” has been viewed more than 67 million times since hitting YouTube in August, going viral after pop giant Bieber tweeted it as his “favourite video on the internet”. “I’m surprised by this sudden popularity,” said the 53-year-old comedian, who goes by Pikotaro, just before receiving the award on Friday at a packed press conference. “Without Justin’s impact, I think only four people would have showed up in this room,” he joked.

Last week, the song entered the US chart at No. 77, marking the first time in 26 years that a Japanese singer made the Billboard Hot 100. The video features Pikotaro, dressed in his trademark garish animal print costume, dancing to nonsensical English lyrics such as “I have a pen. I have an apple. Apple pen.” But despite the global sensation, Pikotaro told reporters that his life had not changed at all since the song became “a worldwide phenomenon” last month. Pikotaro, who revealed he spent only 100,000 yen ($950) to make the video, hopes to do a world tour though doubts the global craze will continue. “I just want to quickly release many fun songs,” he said.-Agence France-Presse

4 intermediate TRX core exercises TRX suspension training is becoming more popular in all public and private fitness facilities. TRX is an adjustable strap that is attached to ametal beam when using indoors or on a sturdy tree, monkey bars or anything sturdy/metal structure that you can suspend 10-12 feet high. It was designed for Navy Seals to bring to their stations anywhere in the world to perform a full functional strength training program. Any exercises you can do using machines or free weights, you can perform on the TRX suspension training.

Benefits of using the TRX suspension training: • Targets core strength in all of the exercise performed • It’s ability to focus on strength training and cardiovascular training • Exercises are focused on functional movements • Easy to carry/transfer and can be used anywhere Here are four intermediate core exercises you can perform on the TRX suspension training. These exercises can be completed for three sets of 10 repetitions:

We have been using the TRX suspension training for four years now in our gym for fitness classes and personal training sessions. It targets your core strength with all of the exercises. The most challenging aspect of the TRX suspension training is its level of difficulty due to its instability while you perform the exercises with your upper body or lower body suspended onto the straps. Challenges using the TRX suspension training: • Body positioning • Body awareness while performing the exercises • Keeping your body completely still (not swinging) while performing the exercise • Difficulty of the exercises especially when your feet is suspended in the air

Kobe Paras ready to

make US NCAA debut

FILIPINO hoops sensation Kobe Paras is ready to make his debut at the US National Collegiate Athletic Association (NCAA) next month. Kobe, son of PBA legend Benjie Paras, will be playing for the Creighton University Bluejays. In a News To Go report on Monday the 19-year-old basketball standout said he made a good decision of withdrawing from the University of California (UCLA) in Los Angeles, and transferring to Creighton in Nebraska. “All we do is conditioning and I fit in there, I do hustle plays and I bring energy; so every time we’re running, I’m the type of person who uplifts everyone,” he said. Paras admitted however that he also had to make adjustments during the training. “It was difficult for me at first because

they had different plays that I don’t know of,” he said. Creighton is coached by Greg McDermott, the father of Chicago Bulls forward Doug McDermott, who also starred for the squad. Other notable Creighton alumni include former NBA player and coach Paul Silas, retired NBA center Benoit Benjamin, and Atlanta Hawks wingman Kyle Korver. Paras said he still hopes to play for the Gilas Pilipinas someday. “I really wanna be a part of the Gilas team and it’s been a dream of mine to represent my country,” he said. He also promised Filipinos following his basketball career that they will enjoy Creighton’s games. “Mga kababayan, salamat po sa lahat ng mga binibigay n’yo sa akin... Promise na promise ko na magiging masaya po kayo sa mga games namin,” he said. —Kathrina Charmaine Alvarez/ALG, GMA News

Pacquiao better than Rocky – Stallone Stallone, now 70, arrived at the gym as Pacquiao sparred with Mexican Rey Beltran. It was supposed to be a closed-door session. After the sparring session, Pacquiao came up to Stallone, and they posed for pictures. Stallone took videos of Pacquiao on his mobile phone as the 37-year-old boxer sparred with Beltran like it was an actual fight. The Hollywood superstar spoke briefly to ABSCBN and said Pacquiao just never fails to amaze him. “He’s the best fighter in the last 60 or 70 years. Period. For real. He’s better than Rocky Balboa,” added Stallone, a regular ringside fixture in Pacquiao fights. “He’s the best fighter ever,” he said. Move over Rocky.-Abac Cordero

Sitti marks 10th year with a show

Ten years ago, the local music scene embraced a young lady showcasing a sound that counterpointed to the rock and pop offerings of the time. Her name is Sitti and her music is bossa nova. She is a breakthrough act for having taken her genre into mainstream acceptance largely with her cool and soothing voice

and on-stage charm. Others followed suit but were quickly forgotten; perhaps the public so identifies bossa nova to Sitti it couldn’t take anyone else on board. Fast-forward to present scenario when the music landscape has changed. Some critics may expect to see Sitti still doing her bit day in and out, not needing

to change style since she’s the top act in her game. But nope, Sitti just actually made a big leap this year by announcing she’s going to do a concert wherein her love for electronic dance music (EDM) will be put on display with all the lights and sounds that go with it. The groundbreaking act of 2006 is once more making a move to

make heads turn. “I’m having fun with EDM and I listen to it when I’m running and driving. I hope people will be receptive to me performing in this form,” Sitti stated. To emphasize how serious she is, the high school valedictorian and UP economics grad already wrote a couple of songs, Tangled and Bid You Love. And she’s actually working on an album of EDM music — the extent of her collaboration with EDM artist DJ Silverfilter. The concert is dubbed ElectroSITTI, scheduled to happen on Nov. 25 and 26 at the Music Museum, with rapper Looney and balladeer Jason Dy as special guests. The UST Percussion Ensemble is, likewise, on the bill. In other words, the country’s premier bossa nova singing act will celebrate her 10th anniversary in the music scene in electrifying fashion. The out-of-the-box two-night offering is her official party in thanking fans and believers who have helped her in her journey to become who she is now. On the flipside of the coin, she wants to take her talent to a new level and hopes to please more younger generation music fans. Sitti pointed out, “It’s both exciting and challenging to do something you’re not known for. Ganun naman tayong mga artists, we experiment but we don’t forget our roots. One more thing, EDM is vocallydriven that it attracts me to it.” Truly enough, she thought of embracing the EDM genre and tied it up with the 10th anniversary of the release of her first album Café Bossa which spawned hit singles including Para Sa Akin and her versions of I Didn’t Know I Was Looking For Love and Tattooed On My Mind. The album was certified Double Platinum, with more than 60,000 units sold. The concert will also serve as Sitti’s birthday party, an intimate spectacle both paying homage to her bossa nova roots, which means her singing the hits that made her and other bossa nova-rendered numbers, and then her experimentation on EDM. The first half of the show is expected to be laidback and groovy, the second half loud and danceable. Now happily married, Sitti appears visually glowing and more mature in her outlook as artist. She’s more excited to go home after a gig and spend time with the love of her life, businessman Joey Ramirez. After her wedding last year, Sitti came down from Baguio an even more confident and contented woman, “Being married makes me more courageous in trying new things and mas masarap umuwi at matulog after the gigs,” she noted. Sitti, a familiar face on TV especially after becoming a Sessionista on ABS-CBN’s ASAP, is managed by Asian Artists Agency and is signed with internationally backedMCA Music which by coincidence asked her to employ electronic music for her new album. -DIRECTLINE By Boy Abunda

Herbert Bautista says he and Kris Aquino are on ‘discovery’ level ‘Friendzone!’ This was the reaction of Quezon City Mayor Herbert Bautista when asked about his ‘friendly lunch’ with Kris Aquino. It can be recalled that in a presscon, Kris revealed that the comedian/politician invited her for lunch in Makati City. Kris made it clear then that it was not a date. ‘Napag-usapan namin lahat ng kapalpakan, pagkakamali, and all. ‘And the one thing from that lunch that came out of it was that we both realized, if you want a relationship—I’m not talking about him, ha, kasi nasa friendzone na kami—kung gusto mo talaga magka-chance, keep it to yourself, lalo na if you

are public.’ At the QCinema International Film Festival 2016 awards night held in QCX Interactive Museum, Quezon City on Wednesday night, October 19, the mayor said Kris’s recent statement took him quite off guard. He quipped, ‘Nagulat nga ako e. ‘Friendzone lang kami ngayon. ‘Matagal na kaming friendzone.’ Turning a bit more serious, he told PEP.ph (Philippine Entertainment Portal) and other press that the Kris he recently had lunch with was more composed. ‘It’s nice kasi ano ngayon

e mas kalmado siya. At saka andun siya sa point ng, para sa akin, the way I look at it, selfdiscovery which is also good for her.’ One of the things they talked about was Kris’ showbiz career plans. The 48-year-old politician related, ‘She’s in a self-discovery mode and, you know, for the longest time, talagang tuluytuloy almost every day, di ba? Biglang boom! ‘So yung hiatus na yun gave her a break with various elements—discovering herself as a person, discovering herself as a mother, discovering herself and her nucleus in the family. ‘Tamang-tama, wala rin si PNoy [former President Noynoy Aquino] ngayon, regular, hindi siya presidente. ‘And then, nagbigay rin ng pagkakataon sa kanya to look forward ano yung mga dapat gawin? ‘And then yun, yun yung mga pinag-usapan namin.’ Herbert underlined Kris’s positive attitude. ‘The way I look at her, she’s a very positive person. ‘First, she’s a strong person. ‘Second, she has a very positive outlook in life and that is what makes her Kris Aquino, e.’gmanetwork.com

few years,” Lopez said. “Huge opportunities still await that can easily leap frog the level of Chinese business transactions with the Philippines,” the country’s trade chief said. Business leaders are lauding the government’s efforts for actively re-engaging with China as they see it resulting positively for the Philippines’ trade and investment landscape. Philippine Chamber of Commerce and Industry (PCCI) honorary chairman Sergio Ortiz-Luis Jr. said the private sector is optimistic that President Duterte’s recent China visit would open up more doors in terms of trade and investments to the country.

accident as it involved those at the tail-end of his convoy. He did not even know that the accident caused a monstrous traffic jam along the Diversion Road. Finance Secretary Carlos Dominguez, one of those in Duterte’s party that met Hamidi and Mulia at the airport, figured in the accident and his vintage Mercedes-Benz was a total wreck. He told The STAR that his car was following the vehicles used by the security assigned to Hamidi and Mulia. Edith Regalado/Philstar

Chief Superintendent Manuel Gaerlan, Davao Region PCCI president George Barcelon said about $10.93 billion of trade and investment projects encompassing various areas as well as more than two million jobs can be generated from the 16 memoranda of agreement and understanding signed during the trip. Barcelon said the $10.93 billion is part of the reported $24 billion of new investments, expansion programs, and financing facilities earlier reported by Lopez. PCCI chairman emeritus Francis Chua, meanwhile, said Lopez was key in encouraging businessmen to join the China trip, which he cited as the very first state visit of Duterte supported by a busi-

police director, likewise said the vehicle of the security escorts of the Malaysian officials suddenly stopped, which caused the seven other vehicles at the rear to hit those in front of them. Dominguez, who was unharmed, said he had to take a taxicab back to Marco Polo Hotel, where his mother was celebrating her 93rd birthday. Gaerlan said no one was hurt in the incident, but the Toyota Innova used as backup for Dominguez was also totaled. Witnesses said two police cars, as well as two other vehicles were also hit in the pileup. -Edith Regalado/Philstar

ness delegation. About 500 entrepreneurs participated as members of the business delegation, the biggest business delegation ever organized in the history of Department of Trade and Industry (DTI) as it surpassed the 2011 presidential visit to China with accompanying business delegation of about 230 entrepreneurs. Apart from the private to private agreements, Lopez said the DTI and Bank of China have also agreed to explore new modes of cooperation and services to assist the small and medium enterprises of both sides and to exchange knowledge on best practices on SME strategies.-By Richmond Mercurio

DAVAO CITY, Philippines – At least eight vehicles in the convoy of President Duterte figured in an accident along the Diversion Road in Davao City on a rainy Saturday night. Duterte met Malaysian Deputy Minister Ahmad Zahid Hamidi and Speaker of Parliament Pandikar Amin Mulia at Davao International Airport at around 7:15 p.m. Saturday. From the airport, they motored to the Matina Enclaves Residences passing through the Diversion Road that was slippery since it was raining. Duterte was unaware of the

leaving the workforce than we have entering the workforce, and this is compounded by outmigration.

versity of Prince Edward Island, looked at the socio-economic profiles of immigrants in the four Atlantic provinces.

To paint a picture for members who may not be familiar with the realities of the situation in Atlantic Canada, I ask them to consider these facts. Statistics tell us that in New Brunswick, we now sustain more deaths than births. The Atlantic region has the second-lowest fertility rate in Canada, and the population in the Atlantic region has aged twice as fast as Alberta since 1971, meaning that the median age is now eight years older than in Alberta.

The report shows that immigration has actually been working in our favour.

The other factor we must consider is that Atlantic Canada has not kept up with the rest of Canada when it comes to immigration. In 2006, Canada received 250,000 immigrants. Although Atlantic Canada makes up roughly 7% of the total Canadian population, less than 2% of immigrants declared Atlantic Canada as their intended destination. Of those, only 40% were expected to stay, and 90% intended to live in urban areas of the region. We have passed the point where we can repopulate without intervention. We will not naturally become a younger society again. Our workforce will not naturally expand, and investments will not come easily to our region if we stay the course. A research paper funded by Citizenship and Immigration Canada conducted in December 2008, and written by academic experts from Saint Mary’s University in Halifax and the Uni-

The report states that immigrant inflows in Atlantic Canada have helped slow population decline. Had there been no immigration between 1996 and 2001, the region’s population decline would have been 16.5% higher than the actual decline. From 2001 to 2006, this decline would have been 93.6% higher without immigration. My own research suggests that from 2006 to 2011, immigration contributed to 53% of the total population growth in Atlantic Canada. Atlantic Canada has a long history of being resilient, a region settled by a distinct mix of British, Scottish, Gaelic, and French immigrants. The time has come for us to encourage the new visitors to stay and begin a new chapter in the history of the east coast.” As I listened to the debate, it re-enforced to me the fact that if it were not for Manitoba’s nominee program, the motion we debated in Ottawa for two hours could have just as easily applied to our province. I would like to conclude this article by appealing for unity among all the stakeholders in Manitoba who believe as I and many others do, immigration matters and we need to develop a long term strategy on the future and impact of immigration to our province.
