THE PLANNING DEBATE

H

ousing development in Mid Sussex is becoming an increasingly thorny subject. On page 12 there is a fascinating history of Haywards Heath Golf Club, but as the latest update explains, its future existence is dependent on planning being allowed on the existing course so that it can move to a new site where Lindfield Golf Club sits when the current lease expires on 31st December 2022. Stop Haywards Heath Golf Club Development (SHHGCD) has been set up help build awareness and support for their campaign to oppose and update local residents of the planned development with a website at www.stophaywardsheathgolfclubdevelopment.co.uk Sarah Munday from SHHGCD commented: “We have received the leaflet and information

that Fairfax is starting a public consultation concerning their proposal to build 725 new homes on the golf course as part of their planned first phase. This is despite the fact the site has not been allocated for residential development in the recent Site Allocation Development Plan process. We understand Fairfax is planning to submit a planning application in February/March 2020.” Clearly any proposed development will divide opinions with the need for housing being weighed against the need to protect the countryside and prevent the ever increasing strain on services. free. Parkrun is open to everyone, whatever your age or level of fitness – families run together, parents run pushing babies in buggies, people run alone or with friends. There’s no pressure, it's just you against the clock. It’s sociable too - every week there’s a post parkrun coffee in a local café which you are very welcome to join. GOLF CLUB RAISES HUGE CHARITY SUM

N

ew Year’s Day marked a very special day in the calendar for Kangaroos. At the annual Captain’s Drive event held at Haywards Heath Golf Club on New Year’s Day, our Fundraising Coordinator, Samantha Norgate, was absolutely delighted to be presented with a cheque for a phenomenal £29,600. It really has been such a great start to 2020 for our charity, which relies significantly on fundraising by local businesses, community organisations and individuals. Having supported Kangaroos throughout 2019, Haywards Heath Golf Club raised this incredible amount from a variety of fundraising events and generous contributions from the members during the year. The club, which opened in 1922 and has been run by its members since 1974, is a pillar in the community, as is illustrated by their commitment to helping charities in the local area. Outgoing captains, Les Anderson and Janice Brooks presented Samantha with the cheque at the New Year’s Day event. We are so grateful to Haywards Heath Golf Club for their support and generosity. This will make such a difference to the young people with learning disabilities and their families that we continue to support. Despite New Year’s Day being a bit of a dull day weather-wise, it was certainly cheerful and bright in spirit. Samantha said, “It was a pleasure to see such a great turn out for the popular Captain’s Drive. I especially loved the Leprechauns! “We are so grateful to Haywards Heath Golf Club. It has been a real pleasure to work with such a friendly and committed bunch of people. I would like to give special thanks to Janice for all of her hard work and support. Here are some of the ways in which Haywards Heath Golf Club supported us in 2019: A hot and sweltering Captains Charity Golf Day last summer, which included an auction, regular raffles, coffee mornings, challenge events and ober January.

OBITUARY

MATTHEW JAMES GALLAGHER

I

t is with great sadness that we report the very sudden death of Matthew Gallagher on 29th December 2019 at Kings College Hospital, London aged 46 years. Whose funeral took place on Saturday 18th January 2020 at Holy Trinity Church Cuckfield attended by over 600 people. The funeral was a celebration of his life with music he had selected personally and tributes given by friends from around the world, his fellow professionals within the funeral profession and a family tribute detailing Matthews love of life and all the people within it. Matthew was born on 12th March 1973 in Richmond upon Thames and moved with his parents Pat & Sandy Gallagher to Cuckfield where he attended Holy Trinity Primary and junior school before moving on to Warden Park completing his GCSE’s before attending Varndean Sixth Form College in Brighton. Having completed his A levels he graduated from The University of Leeds with a BA Honours degree, Goldsmiths College, University of London gaining a post grad certificate in education. He taught in London as a supply teacher in many schools in and around London before entering the educational recruitment sector which after several years saw him move to Australia to expand and develop a new operation staying for four years before returning to the UK. He joined the family business in 2007 and became a director joining his parents and other board members at P & S Gallagher Funeral Directors with offices in Haywards Heath and Burgess Hill, Bowley

Funeral Service in Hassocks and Bowley and Gallagher Funeral Directors in Preston Park, Brighton. Matthew has been instrumental in developing the business over the last few years expanding the company into Brighton and refurbishing and renovating all the premises throughout the company. He brought a refreshing and different insight into how he thought the modern day funeral directors premises of today should look and feel, his thought and vision has certainly left its mark within the family business, with bright modern facilities being created using colour and furnishing styles that have complimented the building the company use, being the envy of many other funeral directors premises. His demands and determination with his fellow directors and contractors alike have now been shown to be the way forward for the company, and it is his vision and creativity that will become his long lasting legacy within the family business. Alongside his role within the business he became a valued member and part of the governing body in The Independent Funeral Directors College joining in 2007, bringing the experience from an educational background in his previous career to the College and was paramount in his vision within the College, training as an Assessor and then Verifier two valuable positions within the education arm of the profession. He was also an Executive member of SAIFCharter the pre-paid funeral planning arm of the profession of which he was a staunch supporter sitting on the Executive and chairing one of the committees, he was also a qualified member of the Institute of Cemetery and Crematorium Management being the cemetery registrar for both Cuckfield and Walstead Cemeteries Matthew will be very sadly missed by his parents, family, colleagues and his many fellow professionals and friends around the world. Matthew legacy is love in his life-long friendships, he was proud of us all, knowing goodness will guide us, if love is inside us.

GOLF CLUB’S GREAT HISTORY COMING TO AN END? Haywards Heath Club was officially opened on 27th May 1922 and most will not be aware that the Club’s current lease is due to expire on 31st December 2022 after some 100 years. Here is a fascinating history of the Club up to the present day that requires development of the existing course to secure its long term future at a new location.

I

n the years immediately following the First World War, Haywards Heath was little more than a sleepy market town with a population of 5,090. The good rail link to London, however, was starting to attract an influx of new residents City workers who wanted the benefits of living in the countryside. Horace Finch, a local businessman, recognized the need to provide improved leisure facilities. Haywards Heath Golf Club was born when Finch bought Round Wood, some surrounding grazing land and two 18th century barns, which rejoiced in the name of Fatting Hovel. The barns became the Clubhouse and a nine-hole course was laid out with the help of Major I.G.H. Stenborough, a keen amateur golfer. The Club was officially opened on Saturday, 27th May 1922. The annual membership subscription was six guineas (£6.30). The Eighteen-hole Course James Braid (5 times winner of the Open Championship as well as a renowned golf course architect) was called in to advise on the extension of the course. It was decided to abandon the three holes to the south of the Clubhouse. Additional land beyond the ridge beside the present 16th hole was leased from Col. G.H. Stephenson Clarke, owner of the Borde Hill estate. The estate retained hunting and shooting rights on the land! Extra space was obtained by renting a small plot of land near the present 5th green from Lord Denman’s Balcombe estate.

Apart from the horses and carts used to move the earth, all the work was done by hand. The new 18 hole course was opened on 3rd June 1924. James Braid opened the course by playing in a four-ball exhibition match with the famous Harry Varden as his partner, against the Club Pro, George Stephenson, and Herbert Risborough from Littlehampton. The latter pair returned a better-ball score of

68, but it was no match for the 66 recorded by the two stars. The Limited Company is Formed In order to have a greater say in the running of the Club, members decided to buy it from Horace Finch. Haywards Heath Golf Club Limited was set up, purchasing the Club in 1927 and financing it by the issue of shares and debentures to members. A figure of ÂŁ7,500 was agreed for the Clubhouse and the land originally owned by Finch. Colonel Stephenson Clarke and Lord Denman agreed to extend leases on their land. Although membership rose steadily through the 1930's and after the end of World War II, the Club's finances remained on a knife edge right up to the 1960's. Fortunately, the Club had sympathetic landlords. Lady Denman came to rescue with offers of cash to cover urgent expenses, and on occasions agreed to forego rent. Colonel Stephenson Clarke also provided cash aid and further assistance by cutting rent on his land. Another benefactor was Sir Henry Price, of Wakehurst Place, who frequently made donations and loans to cover the Club's deficiencies. During World War II part of the course had to be ploughed up for agricultural use - by 1942, only 10 holes were still in play. German prisoners of war were employed to restore the course between 1946 and 1948. By the 1960's the Club's accounts began to show a modest profit. Debentures issued in the early days were redeemed and in 1967 there was sufficient capital for the Club to take the important step to acquire the area of the course previously leased from Colonel Stephenson clarke's Borde Hill Estate. Company (Haywards Heath Golf Club Limited) handed over operational control to members and granted a 15 year lease of land and buildings at a peppercorn rent. When the newly formed members Club finally came into operation, subscriptions and entry fees were raised and at last the annual accounts began to look healthier. In 1980 the Club was able to afford to buy additional land from the Borde Hill estate to create what is now the 8th hole. Former Ryder Cup player, Bill Cox, was brought in to handle the re-design of the course and the construction of the new holes and greens. A completely new hole (the current 8th) was created and the 11th, 12th and 13th holes were lengthened and re-designed. In addition, further development of the course was made possible when members provided capital through a compulsory loan scheme. The resulting revised course was brought into play in 1982 with a Charity Pro-Am Tournament. CONTINUED ON PAGE 15

A new 15 year lease, again at a peppercorn rent, was granted in May 1990. In 1996 a General Meeting of the members was held to consider ambitious plans for the development of the Clubhouse. It became clear that members were reluctant to sanction major expenditure without the security of a long term lease. The matter was finally resolved and a new long term lease at a commercial rent was agreed in September 2001. As a result, members agreed to a major extension and refurbishment programme for the Clubhouse, financed by loans from members and a loan from Barclays Bank. This work was completed in May 2003. The Club has increased its land ownership in recent years. In 1997 it bought the freehold of the land encompassing the 5th green and 6th tees, previously leased from the Denman Estate. In 1998 the Club purchased 13.5 acres of land to the south of the 8th Green. 2020 And Beyond? The Club’s current lease with its landlord, Haywards Heath Golf Club Limited (HHGCL), expires on 31st December 2022. The Club has a 21% shareholding in HHGCL and, as mentioned above, owns three parcels of land but the major part of the course is owned by the landlord. The majority of the shareholders in HHGCL (basically all except the Club) have accepted an offer from property developers to sell their shares, conditional on the developers obtaining planning permission for housing to their satisfaction on the HHGCL land. In addition, the landlord has made it clear he will not extend the lease beyond the end of 2022. The continuation of the Club beyond 2022 at its current location is thus very much in jeopardy and outside the Club’s control. developers to conclude a contract whereby the developers would (subject to obtaining satisfactory planning permission) purchase the Club’s shares in HHGCL and the Club’s land. In advance of the sale completing, the developers would fund the acquisition of the land on which the existing Lindfield Golf Club sits, together with some adjoining land, and develop the combined site into an exciting new golf course with extensive practice facilities and a brand new clubhouse. All the major terms of the contract were agreed by the Spring of 2019, but the developers would not proceed until Mid- Sussex District Council included the landlord’s and Club’s land in its Site Allocation plan. As at January 2020, this has still not happened but the developers continue their efforts to persuade MSDC to approve the development of the course and thus secure the future of the Club at the alternative site just three miles away. The Club, which currently has over 700 members, will celebrate its centenary in May 2022. It is hoped that, besides celebrating 100 years of golf in the Haywards Heath area, the Club will also be looking forward to a longterm future at its new location. We have conducted hundreds of valuation days all over the UK, and we often turn up some very rare and interesting items from the public at these events. One item in particular, a unique gold coin from the Dark Ages, was brought along to a previous event. The owner was not aware of the value of it and we later sold it on its owners’ behalf at auction for over 19 thousand pounds. am concerned that I might have tax to pay because I have contributed too much into my pension scheme. I have not received any details from my pension provider. What should I do? ^kptboW

f you have contributed more than a particular threshold you would be subject to an annual allowance tax charge.

• Your contributions means both your input, your employers and any final salary (defined benefit) top up. • The relevant threshold varies from person to person between £4,000 and £40,000 depending on your specific details • If the annual allowance charge applies this would trigger additional tax which can either be paid directly to HMRC or in some cases via a “scheme pay election” in which the tax is taken directly from your pension scheme. In order to assess and calculate whether you have exceeded the threshold, full details of your contributions would be required. A pension statement is a summary of such details.

annual allowance is tapered down to £10,000 if your income is sufficiently high. In some cases the Money Purchase Annual Allowance of £4,000 applies, which typically happens when you’ve flexibly accessed your pension. The pension scheme provider may not be fully aware of all of your income streams so it would not be possible for them to know whether the tapered allowance applies to you or not. For any of these reasons, it is perfectly possible that your total pension contributions have exceeded the available annual allowance without triggering an automatic issue of a pension input statement from any of the schemes that you are a member of. Despite no pension statement being provided to you automatically, it is entirely reasonable for you to request one from each of your pension scheme administrators. When making your request, you may wish to cite Regulation 14B SI 2006/567 and or the Revenue manual PTM167300. A2300 PREPARATION WORK COMMENCES The second phase of essential preparation work starts soon along the A2300 in Burgess Hill, clearing the way for a major highway improvement scheme

T

he clearance of trees and vegetation, and site-enabling works, started on 10 February. None of the trees are subject to Tree Preservation Orders and an ecologist was at the site, which is between the A23 at Hickstead and the proposed Northern Arc site access roundabout (west of the junction with the A273 Jane Murray Way). There should be little impact on traffic. The construction phase of the A2300 improvements scheme is expected to start later this year and will widen around 2.5km of single-lane road to a dual carriageway. Pookbourne Lane/Stairbridge Lane junction will be amended to become a left-in/left-out only junction and Bishopstone Lane junction will turn into a left-out only junction. Minor alterations will also be made to the A23 roundabout at Hickstead and Cuckfield Road roundabout to accommodate the new dual carriageway. A new off-road shared footpath and cycle path will be provided to the north of the dual carriageway. The project is forecast to cost around

£23million with the majority of the funding provided by central government through the Coast to Capital Local Enterprise Partnership, with the rest coming from developer contributions (S106 money) and the county council. The first phase of preparation works was in September/October 2019. Background The A2300 links Burgess Hill to the A23/M23 strategic road corridor and is an important route for people commuting to and from Burgess Hill. In 2011, Mid Sussex District Council’s Transport Study identified that the A2300 would require improvements to increase its capacity to support the planned development in Burgess Hill. West Sussex County Council (WSCC) subsequently commissioned a feasibility study to explore possible improvement options. Coast to Capital Local Enterprise Partnership (C2C LEP) identified Burgess Hill as a priority in its 2014 Strategic Economic Plan with the objective of generating economic growth through housing and employment. £17m was allocated by central government through the C2CLEP Local Growth Deal as a contribution to the A2300 corridor improvements scheme, conditional on delivering the business case and value for money. WSCC is the scheme promoter and responsible for delivering the scheme. Proposed scheme The proposed scheme, based on the outcomes of the options assessment process, traffic forecasting and economic assessment, is the upgrade of the existing single carriageway to a dual carriageway between the A23 and the proposed Northern Arc roundabout. It will involve the construction of a two lane new carriageway immediately north of the existing road and: • to the existing carriageway to form the new westbound carriageway • modifications to the existing roundabouts with the A23 at Hickstead and Cuckfield Road to allow for the dualling • closure of the central reserve at the Pookbourne Lane/Stairbridge Lane junction and • conversion to a ‘left-in/left-out’ arrangement • left-out only arrangement at Bishopstone Lane junction • a 2.5m wide central reservation with vehicle restraint barrier • improvement to access arrangements on the south side of the A2300 • associated surface water drainage and planting measures. • a 3m wide shared use footpath and cycle path on the north-side between the A23 and the proposed Northern Arc site access roundabout • a 2.5m wide shared use footpath and cycle path on the south-side of the A2300 between the A23 and Pookbourne Lane/Stairbridge Lane junction and also between Bishopstone Lane and Cuckfield Road roundabout. Scheme aim The primary aim of the proposed scheme is to support delivery of the C2C’s Strategic Economic Plan and the Mid Sussex District Plan by enabling the delivery of new homes and jobs in Burgess Hill. Scheme cost The estimated cost for the proposed scheme is £23m and it is jointly funded by the Department for Transport, WSCC and developer’s contributions. Public engagement A public engagement was completed in autumn 2018. Programme update West Sussex County Council are currently waiting for the Department for Transport to approve the full business case for the scheme. Now that further vegetation clearance and site enabling works has started mid-February 2020, it clears the way for commencement of the construction later this year. BEEF IN GUINESS WITH HERB DUMPLINGS Prep time: 20 minutes. Cooking Time: 3 hours. Serves: 4-6 fkdobafbkqp=

For the stew 2 tbsp oil 1kg braising steak , cut into large pieces 2 tbsp plain flour , well seasoned 3 onions , sliced 500ml Guinness 2 sprigs thyme For the dumplings 75g butter, frozen and grated, or 75g suet 150g self-raising flour 1 small onion , grated 2 sprigs of thyme , leaves stripped and chopped. Water for mixing

jbqela= Heat the oven to 150C/fan 130C/gas 2. Heat a little of the oil in a large oven-proof pan. Lightly flour the pieces of braising steak and fry in small batches until well browned. Remove them with a slotted spoon and place them on a plate. Add the onions to the pan and fry on a fairly high heat until they soften and tinge brown at the edges. Pour the Guinness into the pan, letting it bubble up, then return the meat to the pan along with the thyme. Cover the pan and transfer to the oven for 2-2 1/2 hours or until tender. The sauce will sweeten and thicken during the cooking time. Make the dumplings (towards the end of the cooking time by mixing the grated butter or suet, flour, onion and thyme together and season well. Gradually add water to the dry ingredients until you have a soft dough. Divide into 12 balls. Place the dumplings on top of the casserole and return it to the oven, uncovered, for 25 minutes. Serve with shredded Savoy cabbage.
