eep Southwater Green (KSG) have highlighted an important public hearing on the proposed Neighbourhood Plan you can attend on Friday 28th February - details on page 18. Ordinary members of the public can attend the hearing without prior invitation and will also have the opportunity to speak. KSG draw attention to the draft NP (Policy SNP2.1) that proposes to allow up to 450 new houses to be built on Great House Farm land – which by putting the Farm out of business would inevitably open the way for the 1200 or more new homes now being proposed for Southwater in HDC's local (ie. district) plan review. On page 28 there are details of Horsham District Council’s public consultation on the draft Local Plan with a drop in session on 4th March at Beeson House. The Government requires all local planning authorities

to build a significant number of new homes in the coming years. This will present considerable challenges for the Council. The Horsham District Local Plan will set out how the District will deliver these developments in a sustainable way and support the delivery of community infrastructures, transport links and opportunities for local jobs. Clearly any proposed developments will divide opinions with the need for housing being weighed against the need to protect the countryside and prevent the ever increasing strain on services. Most importantly you must take these opportunities to make your opinions heard and please write to me with your opinions regardless of which side of the arguement you stand? PUBLIC HEARING FOR PLAN

S

outhwater residents may be interested to know that a public hearing has been ordered by the Independent Examiner of the Parish Council's proposed Neighbourhood Plan (NP), to be held on Friday 28th February from 10.00 a.m. to 4.00 p.m. at Southwater Leisure Centre. The Examiner has explained that, though neighbourhood plan examinations are normally conducted on the basis of written representations only, having however considered the draft Plan, its supporting evidence base and the representations submitted during last year's consultation, he considers that a public hearing will be necessary to ensure the adequate examination of a number of the issues raised. Although Horsham District Council (HDC) will be sending invitations to specific 'interested parties', ordinary members of the public can attend the hearing without prior invitation and will also have the opportunity to speak (subject to the Examiner's agreement and sufficient time being available). Readers may be aware that the draft NP (Policy SNP2.1) proposes to allow up to 450 new houses to be built on Great House Farm land – which by putting the Farm out of business would inevitably open the way for the 1200 or more new homes now being proposed for Southwater in HDC's local (ie. district) plan review. These 1200 additional homes have in fact been ‘proposed’ to HDC by Berkeley Homes Ltd (BH), and though Great House Farm’s owner, the Aubrey Fletcher Trust, has already received a reported £36 million from the sale of Farm land to BH for its current housing developments, tenant farmer Barry

Notwithstanding the threat to the survival, not only of Southwater’s most important heritage asset, (the Grade II* Listed) Great House Farmhouse, but also of Courtland Wood Local Wildlife Site (at a time when we are all supposed to be more environmentally aware), some might welcome yet more major house-building in the Parish, in the belief that it would provide affordable new homes for local families. However, the evidence of current BH developments in Southwater might lead them to question the extent to which the proposed housebuilding will in fact provide such homes, as the bulk of such ‘affordable’ (rented/part-buy) housing as has been built has taken the form of one- and twobedroom flats rather than houses for families. It is therefore to be asked whether housebuilding on the scale proposed can be justified simply in order to provide yet more ‘executive’ homes for London commuters, though at the expense of existing residents’ quality of life, in terms of the resultant loss of green space, worsened air quality, increased traffic congestion and pressure on schools, sewage disposal and other services and infrastructure. BEEF IN GUINESS WITH HERB DUMPLINGS Prep time: 20 minutes. Cooking Time: 3 hours. Serves: 4-6 fkdobafbkqp=

For the stew 2 tbsp oil 1kg braising steak , cut into large pieces 2 tbsp plain flour , well seasoned 3 onions , sliced 500ml Guinness 2 sprigs thyme For the dumplings 75g butter, frozen and grated, or 75g suet 150g self-raising flour 1 small onion , grated 2 sprigs of thyme , leaves stripped and chopped. Water for mixing

jbqela= Heat the oven to 150C/fan 130C/gas 2. Heat a little of the oil in a large oven-proof pan. Lightly flour the pieces of braising steak and fry in small batches until well browned. Remove them with a slotted spoon and place them on a plate. Add the onions to the pan and fry on a fairly high heat until they soften and tinge brown at the edges. Pour the Guinness into the pan, letting it bubble up, then return the meat to the pan along with the thyme. Cover the pan and transfer to the oven for 2-2 1/2 hours or until tender. The sauce will sweeten and thicken during the cooking time. Make the dumplings (towards the end of the cooking time by mixing the grated butter or suet, flour, onion and thyme together and season well. Gradually add water to the dry ingredients until you have a soft dough. Divide into 12 balls. Place the dumplings on top of the casserole and return it to the oven, uncovered, for 25 minutes. Serve with shredded Savoy cabbage.

orsham District Council is currently preparing a new Local Plan which will guide future developments in the Horsham District until 2036. The public are encouraged to have their say on the draft Local Plan during the public consultation from 17 February to 30 March. The Government requires all local planning authorities to build a significant number of new homes in the coming years. This will present considerable challenges for the Council. The Horsham District Local Plan will set out how the District will deliver these developments in a sustainable way and support the delivery of community infrastructures, transport links and opportunities for local jobs. The full Draft Local Plan is on the Council’s website from 17 February 2020 at www.horsham.gov.uk/localplanreview. Copies of the Draft Local Plan can also be viewed at the Council’s offices, Parkside, Chart Way, Horsham, RH12 1RL and in all District libraries during normal opening hours. ncephalitozoon cuniculi is a parasite that infects rabbits and can cause disease which affects the nervous system and kidneys. Transmission occurs via spores shed in urine that are ingested or less commonly inhaled. The parasite can also be transmitted via the placenta during pregnancy. Over 50% of rabbits in the UK have been exposed however not all will develop clinical signs. Immunocompromised humans can be affected as the parasite is zoonotic. Clinical signs include: Increased thirst and urination, weight loss, reduced appetite, urinary incontinence, blindness, head tilt, loss of balance, hindlimb weakness or paralysis and seizures. A blood test can be performed to determine if a rabbit has been exposed to E.cuniculi but as exposure does not always result in clinical signs, a positive result is not proof of the disease. Treatment involves administration of a worming medication daily for a month, to stop multiplication of the parasite and reduce shedding of spores. Unfortunately if severe clinical signs are present, euthanasia is often kindest. In order to prevent disease occurring recently acquired rabbits should be treated with appropriate worming medication daily for a month to eliminate the parasite. This has no long term preventative effect and therefore treatment is advised every 3-6 months if rabbits may be exposed to spores. Disinfection of hutches with a bleach based product will reduce environmental spores and it is advisable to raise food bowls and use water bottles to minimise urine contamination. Held at Parkside Council Offices. Independently run, supported by Horsham District Council. 4 to 19 April – Easter Bunny Hunt An essential part of Horsham’s Easter, Town Centre businesses will host their annual ‘Bunny Hunt’ trail during the School Holidays. Accompanied preteenage children can visit a range of shops and draw ‘Find the Carrot’ cards to discover whether they have won a little treat and then find which Bunny is hiding in that shop. Organised by The Rotary Club of Horsham. Good Friday 10 April – One Good Friday Horsham Horsham’s Passion Play will be part of a national programme of performances of the Wintershall play on Good Friday 2020. Two free 90 minute performances are planned that will tell the story of the life of Christ spanning from the Bishopric to the Carfax. Organised by Horsham Churches Together. These will be interspersed with a musical programme to be confirmed. An event that occurs annually over Whitsun weekend at Wiston House. This small exhibition celebrates his passion with books and photographs. Major Abbey died on Christmas eve 1969.
