MUNICIPALITIES do not comply to the Municipal Financial Management Act (MFMA) by repeatedly spending money on irregular expenses, fruitless/wasteful and unauthorised expenditure. A staggering R6 billion are shown to be wasted by municipalities. Moqhaka is third with these expenditures in the Free State, said Stephan Kau, a representative of the Free State Legislature. Even though Moqhaka is one of the culprits, the financial statements and reports were submitted on time. The financial reports of 2009, 2010 and 2011 were audited. The current financial statement of 2012 has not been addressed in his feedback at the recent council meeting. Kau said that the auditor general’s (AG) reports and the said expenditures had accumulated to R6 billion. A committee has been appointed to investigate the functionality of the municipalities. Unauthorised expenditures can only be adjusted by a special adjustment and it has to be addressed by a council decision. “Municipalities drag on and on and do not take depreciation into account. Along with non-cash items and maintenance, these three factors are known as the three musketeers of bad AG reports,” Kau said. The committee has attended ward meetings and were surprised that no councillor pitched at such meetings. “This is wasteful expenditure.” Furthermore, accommodation and travel expenses that are paid to councillors are misused for other business on council expense and is also an example of fruitless expenditure. Even if a councillor attends a course and fails, the money paid for the course must be recovered from the particular councillor. These measures are clearly set out in the MFMA Systems Act. “A councillor does not owe the council any money for more than 90 days. All unauthorised expenses must be dealt with and a report must be put to council. It was the first time that Moqhaka has submitted their financial reports on time,” Kau said. In 2009-’10 the chief financial officer pointed out gaps in depreciation and acting allowances. This can only be corrected by a budget adjustment. “All expenses must be value for money,” Kau added.
