S. Korea to preemptively strike N. Korea in imminent nuke attack SEOUL, Oct. 10 (PNA/Xinhua) – South Korea’s defense ministry said Monday that its military would preemptively strike North Korea in case of an imminent nuclear attack. Seoul’s defense ministry spokesman Moon Sang-kyun told a press briefing that preemptive strike would be possible for self-defense in case that there are signs of North Korea’s use of nuclear weapons. His comments were a response to rising voices in the United States claiming the need for preemptive strike against Pyongyang following the country’s fifth nuclear test a month ago. On Sept. 9, North Korea announced its successful test of a nuclear warhead that can be mounted
on ballistic missiles. It came just eight months after its fourth nuclear detonation in early January. Preemptive strike against North Korea’s nuclear facilities has long been shunned by previous South Korean governments as it can lead to an all-out war on the Korean peninsula. However, the advances in Pyongyang’s nuclear and missile capabilities caused super hard-line calls from a fraction of conservative figures, with some even demanding a nuclear armament of South Korea. Duterte threatens telcos with competition from China MANILA, Oct 8 (Mabuhay) –President Rodrigo Duterte has threatened telecommunications companies to improve their services or face new competitors under his administration. Duterte: China-funded rehab center almost complete MANILA, Oct 8 (Mabuhay) – A drug rehabilitation center in Nueva Ecija funded by the Chinese government is set to be completed, President Rodrigo Duterte has said. In an expletive-laced speech on Friday directed at the United States (US) and the European Union (EU), Duterte lauded China for helping the Philippines in its war against illegal drugs without “any publicity.” “Four million drug addicts is no joke. We are not a rich country. It is only China who has helped us. I requested the military to open

Sebastian tags ex-aide-witness in affair with De Lima MANILA, Oct 10 (Mabuhay) – Joenel Sanchez, the former security aide of Sen. Leila de Lima who accused her of having an affair with her driver-bodyguard, turned out to have been in a relationship with the former Justice secretary as well. This was the allegation made by New Bilibid Prison inmate and convict Jaybee Sebastian, who appeared for the first time on Monday at a House inquiry into the alleged proliferation of illegal drugs inside the New Bilibid Prison. In his testimony, Sebastian recounted an instance when De Lima was visiting him at the national penitentiary, accompanied by her then security aide, Sanchez. “Habang kami ay nagkukuwentuhan, nakita namin sila [De Lima at Sanchez] na nag-holding hands,” said Sebastian. MANILA, Oct. 10 (PNA) -- Operatives of the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) have arrested a suspected terrorist who has links with the terrorist Abu Sayyaf Group (ASG) in Barangay Culiat, Quezon City. In a press conference on Monday, PNP-CIDG Director Chief Supt. Roel Obusan identified the arrested terrorist as Mohammad Amin alias Aklam Amin. Obusan said that Amin was arrested last Saturday based on the warrant of arrest and search warrant issued by the court.
The PNP-CIDG chief believes that they have thwarted the possibility of executing the bombing plan of the ASG in Metro Manila.

Ormoc farmers start harvesting after 16-year struggle ORMOC CITY, Oct. 11 (PNA) – Rosenda Apay could not hide her happiness as they started harvesting on Saturday after having been deprived entry for 16 years to their awarded land under the Comprehensive Agrarian Reform Program’s (CARP’s) land acquisition and distribution component. Apay, 56, was one of the 21 members of the Bugho Farmers Association (BFA) who were successfully installed by the Department of Agrarian Reform (DAR) in June to the 25-hectare lot within the Fran Farm in Matica-a village in this city after several failed attempts. “We are happy because we are back working in our farm. Now, we are already harvesting. The happier we are,” Apay said. According to her, they will be harvesting rice in the 25-hectare lot until the
last week of October. Their initial harvest produced 60 sacks. She also disclosed that they decided not to sub-divide the 25 hectares covered under a collective certificate of land ownership award (CLOAs) to keep it intact, preventing the sale of any portion of it by a member of their association. What they are going to divide is the produce, according to Apay. DAR identified BFA members in late 1990s to be the beneficiaries of lots with a combined total area of 46 hectares. But when CLOAs were registered in 1999 in the names of the BFA members, the Fran Farm Workers Association (FFWA) questioned in court as to who should be the rightful beneficiaries of the said lots which dragged on for 16 years resulting to animosity among them.
During this period, BFA was deprived entry into the contested landholding. The case was resolved only when the BFA in a rare gesture of magnanimity and grace, offered the 21-hectare lot to the rival group while retaining the 25-hectare lot to themselves leading to a compromise agreement in March this year. Both groups were finally installed to their respective farm lots on June 13 and started cultivating. Apay thanked DAR, the non-government organization RIGHTS and the Philippine National Police, which continue to provide security in the area to maintain the peace and order situation. DAR Eastern Visayas Regional Director Sheila Enciso directed concern officials to hasten the delivery of necessary support services needed by these farmers.
11 (PNA) – Librarians in Eastern Visayas have been collecting untold stories of super typhoon Yolanda survivors to come up with a book. The 100-member Philippine Librarians Association Incorporated and the Eastern Visayas Regional Librarians Council (EVRLC) plan to build public libraries in the region from the net proceeds of sales of books with compilation Yolanda survivors’ stories. Aside from the construction of libraries, they will also archive stories not just in print, but in web-based form for easy access. “This is good because people not just in our coun-

GENERAL SANTOS CITY, Oct. 11 (PNA) – Around 9,000 kilograms of tilapia were destroyed as another major fish kill hit Lake Sebu in South Cotabato. Rudy Muyco, lake warden of Lake Sebu town, said Tuesday the ongoing fish kill started in parts of the lake last week as its dissolved oxygen dropped anew to the critical level due to the onset of the rains in the area. Citing their monitoring, he said the decline in dissolved oxygen levels affected about 50 percent of the 354-hectare lake. “At least 9,070 kilos of tilapia were so far destroyed because of the fish kill,” Muyco said in a radio interview. The Bureau of Fisheries and Aquatic Resources in Region 12 earlier reported that 19 fish cages owned by nine operators in Barangay Poblacion were affected by
the fish kill. Muyco said other fish cage operators at the lake were forced to conduct emergency harvests to avoid further losses. As a result, the price of tilapia from Lake Sebu in the local markets dropped to as low as PHP50 per kilo. Lake Sebu Mayor Antonio Fungan clarified that the tilapia from the emergency harvests that are being sold in the markets are safe for consumption. To address the fish kill, the mayor said he has ordered the continuous cleanup of water hyacinths in portions of the lake. Fishery officials earlier noted that the presence of water hyacinths in Lake Sebu compounded the occurrence of “kamahong,” a phenomenon caused by the sudden rise in the water’s temperature. “Kamahong,” which usually occurs during the rainy season, triggers the rise of
sulfuric acid in the lake’s waters that eventually caused the massive fish kill. The Office of the Provincial Agriculturist said the phenomenon occurs when cold rainwater, which is heavier than warm water, settles at the abyssal zone of the lake. It causes the upturn or upwelling of warm water carrying silts, sediments and gases such as hydrogen sulfide, ammonia, sulphur and methane gas produced by the decomposing organic matter such as fish feeds. Such situation results in the reduction of dissolved oxygen in the water, “forcing fishes to take in oxygen directly from the atmosphere and eventually die,” it said. From April to June, around 14,000 kilos were also destroyed in a series of fish kills blamed on “kamahong.” The municipal government reported the first fish kill in January.

MANILA, Oct. 10 (PNA) – Senator Francis “Kiko” Pangilinan on Monday urged the government to build more water impounding stations noting that only a fraction of rainwater is harvested for useful purposes. Pangilinan, Chair of the Committee on Agriculture and Food, made this recommendation during the Senate committee hearing on the proposed 2017 budget of the four agricultural agencies under the Office of the President. These agencies include the National Food Authority (NFA), Philippine Coconut Authority (PCA), National Irrigation Administration
(NIA), and Fertilizer and Pesticides Authority (FPA). “In terms of actual volume of water that can be utilized, both (rainwater and traditional water systems) can be a source of irrigation, flood control management, and power,” Pangilinan said. In the same hearing, Pangilinan sought for comparative data on rainwater harvest for irrigation versus traditional irrigation systems. The senator is set to file the Water Impoundment Act of 2016, which seeks to provide more water systems apart from existing traditional irrigation. He stressed the importance of knowing how much
volume of water is utilized for agriculture per specific sets. National Irrigation Administrator Florencio Padernal, meanwhile, said that the agency will support Pangilinan’s call for free irrigation if a covering legislation and the appropriate budget are met. Irrigation service fees are used to pay the maintenance of national irrigation systems. The actual cost of irrigation maintenance vary nationwide. The Senate Committee on Finance committed to provide an additional Php2 billion in the NIA budget to cover said irrigation maintenance fees.

Manufacturing sustains growth in August 2016 MANILA, Oct. 11 (PNA) – Manufacturing sector output continued to grow in August 2016 due to sustained production of capital goods and growth in volume of export-oriented products, according to the National Economic and Development Authority (NEDA). “Manufacturing output sustaining positive growth despite the weak global economy is driven by the increase in new orders and sales volume as well as expansions of new manufacturing firms,” said NEDA Officer-in-Charge (OIC) and Deputy Director-General Rosemarie G. Edillon. In the Philippine Statistics Authority’s Monthly Integrated Survey of Selected Industries for August 2016, the Volume of Production Index (VoPI) grew by 13.5 percent. This is an improvement from the 2.2 percent growth in August 2015. “We expect the firms to remain in the expansion mode in the coming months due to the increase in their operating capacity and purchasing
activities,” the NEDA official added. This VoPI growth also pushed the three-month moving average growth rate grew further at 11.8 percent, a sign of expansion and recovery of the sector from the relatively weak performance last year. Meanwhile, the Value of Production Index (VaPI) also grew by 8.4 percent, a turnaround from the 5.8 percent decline in August 2015. The three-month moving average grew by 7.0 percent. For consumer goods, food subsector recorded double-digit growth in August, posting 11.1 percent and 13.3 percent growth rate in volume and value of production, respectively. These are improvements from the -14.5 and -14.8 percent growth rates last year.The beverages subsector also recorded 16.1 percent and 21.3 percent growth rate in volume and value of production. These are also improvements from -7.5 and 0.7 percent performances last year. For intermediate goods,
petroleum products subsector recorded 2.3-percent and -6.8-percents growth rate in volume and value production, also improvements from -6 and -28 in the same period last year. “In order to sustain and further boost the performance of the manufacturing sector, the implementation of support programs and projects especially in low-income and low-productivity areas must be continued and expanded,” said Edillon. Also, she added that increased investments in research and development activities must be prioritized. This is to enhance the productivity and competitiveness of local products and processes, especially from micro, small and medium enterprises. “What is important is that industries are able to produce quality goods and services at affordable prices, thus enabling more Filipinos to attain their aspiration, which is reflected in AmBisyon Natin 2040,” said Edillon.
SAN MIGUEL, Oct. 10 (PNA) – The local government here and its corporate partner, San Miguel Corporation (SMC) will turn over housing units this month to residents of the town that are living in danger zone. The turn over was originally scheduled on Sept. 28 in time with the town fiesta, but it was moved to this month considering the availability of top SMC officials, said Mayor Cheeryl Enrica Esperas. The company pledged to build 100 houses, but due to limited land area, the developer only completed 98 houses. Of the number, more than half are already completed. Habitat for Humanity supervise the construction
of the houses at the Cayare Hills Subdivision in Cayare village, near the town center. “Hopefully, we can turn over the houses this month or at least before the third anniversary commemoration of super typhoon Yolanda,” Esperas said. The donor, Habitat for Humanity and the social welfare officer from the provincial government pre-identified the beneficiaries. Recipients include indigent families and those living in flood-prone and danger zones. Esperas said the local government and the donor, in consultation with potential homeowners, drafted a policy and guidelines that beneficiaries need to follow
in order to preserve the dignity of the community. These includes banning the wearing of sexy or revealing clothes, smoking, drinking in public places and bringing livestock animals within the housing project compound. Beneficiaries of the housing projects will also undergo livelihood training programs, values formation and training for responsible parenthood. “Once they received the houses, it does not mean that we will already stop helping rather it is just the beginning of the programs that the local government and its partner the San Miguel Corporation and Habitat for Humanity,” she added.

Sen. de Lima says she has no plan to run away following lookout bulletin By Azer N. Parrocha
MANILA, Oct. 10 (PNA) – Lookout bulletin or not, Senator Leila de Lima said Monday she has no plan to leave the country to dodge allegations against her after the justice department issued an immigration lookout bulletin order (ILBO) against her and five others. In a chance interview, de Lima said the bulletin against her and five others who are allegedly involved in the proliferation of illegal drugs inside the New Bilibid Prison (NBP) in Muntinlupa City, was “unnecessary”. The senator said in previous interviews that despite the prodding of her relatives and friends for her to leave the country, she preferred to stay because she had nothing to run away from. A lookout bulletin order is issued to subject persons to at least monitor the itineraries of their flight, travel, and/
or whereabouts. It allows a person to travel with permission from the Department of Justice. Duterte boosts cops’ morale amid ongoing war on drugs MANILA, Oct. 11 (PNA) – President Rodrigo Duterte visited on Monday Police Regional Office 9 in Zamboanga City to show solidarity with policemen in the ongoing government war on illegal drugs. “Kaya ako dumaan dito to show my camaraderie with you,” the President said in a speech before the policemen. He said he was happy to personally visit law enforcers in Zamboanga City. The President instructed law enforcers to do their job well by arresting suspects or subduing them if they show resistance. But he reminded police officers to always think of their safety during police
raids because they are facing violent individuals. The Chief Executive also warned “ninja cops” or those officers involved in illegal drug trade, reiterating his offer of a PHP2 million reward to anyone who could identify policemen connected to narcotics trafficking. At the same time, the President also expressed his dismay over groups such as bishops complaining about deaths in the administration’s war against illegal drugs. Noting that he is losing two policemen a day all over the country in the ongoing anti-illegal drug war, he said the drug problem must be confronted head-on.
According to the President, he takes time to visit dead policemen in different areas not only to condole with their families but also to show solidarity because of the high public expectation to stop the problem as soon as possible. The drug problem in the country is so huge that it needs drastic action and pausing at this time would be devastating for the nation especially for the next generation of Filipinos, he stressed. The country is now breaching the four million mark in the number of drug addicts comparable to that of Indonesia, the President said.
Police kill vice mayoralty aspirant in anti-drug operation; seize SAF-44 machine gun PIKIT, North Cotabato, Oct. 11 (PNA) – A defeated vice mayoralty candidate here was killed while the son of a town police deputy chief was arrested during a big time anti-drug operation early Tuesday morning, police said. Killed was Dindo Piang, 45, former town councilor and defeated mayoralty aspirant, who opened fire on lawmen during the 4 a.m. raid. Supt. Maximo Sebastian, chief of PNP-12 Regional Anti-Illegal Drug Special Operations Task Force
(RAIDSTF) said a cal. 45 pistol was seized from Piang. The police, backed by Army’s 7th Infantry Battalion, were armed with six search warrants against Piang and six others. During the operation, police also searched the house of Nasser Karim, son of Senior Inspector Sindatu Karim, Pikit town deputy chief. Seized from Karim’s house was a cal. 60 machine gun which police later traced to be assigned to one of the 44 Police Special Action Force who died in a
clash with Moro bandits in Mamasapano, Maguindanao in January 2015. The elder Karim refused to issue a statement on the arrest of his son, but said he will let the law takes its course. “Karim did not resist arrest and voluntarily surrendered but Piang opted to trade shots with arresting officers,” Sebastian said in a phone interview. As of posting, the raiding team members are still conducting inventory of contraband seized from Piang and Karim’s houses.

MANILA, Oct. 10 (PNA) – The Metropolitan Manila Development Authority (MMDA) has suspended one of its traffic enforcers for allegedly selling illegal drugs while administrative charges were filed against four others for extorting money from motorists as part of its stronger efforts to cleanse its ranks. In a statement released on Monday, the agency said it has
imposed a 90-day suspension against Dexter Lucas, 43, a member of the MMDA Motorcycle Unit after he was caught selling a sachet of shabu worth PHP500 in a sting operation by anti-narcotics agents in Quezon City early on Sunday. He also introduced himself to undercover police officers as a member of the Philippine National Police- Highway Patrol Group. He was previously suspended for operating a colorum
vehicle last July. Lucas is now detained at the Quezon City Police District detention center as the agency conducts its own investigation into the matter. More barangay officials getting involved in illegal drug trade: PDEA MANILA, Oct. 9 (PNA) – The Philippine Drug Enforcement Agency (PDEA) said on Sunday that more barangay (village) officials are getting involved in the illegal drug trade in the country in the last three years and they are considered high-value drug personalities. Based on the data consolidated by PDEA, 65 barangay officials, composed of six barangay chairmen and 59 barangay kagawads, were arrested for drug-related offenses in 2015. “This is 18.18 percent higher than CY 2014 where 55 village officials (10 barangay chairmen and 45 barangay kagawads) were arrested for violating the anti-drug law and the highest since 2013 wherein 11 barangay captains and 29 barangay councilmen or 40 barangay officials were taken into custody,” said PDEA Director General Isidro S. Lapeña said, adding that the numbers have
increased significantly each succeeding year. “It is alarming that an increasing number of barangay officials are getting involved in illegal drug activities. It is a shame that they are the highest elected officials in their communities but they are the ones pushing illegal drugs, instead of taking care of the welfare of their constituents,” the PDEA chief said. From January to October 2, 2016, 11 barangay chairmen and 40 barangay kagawads, or 51 barangay officials were already arrested for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. “Out of the arrested 51 barangay officials, six barangay chairmen and 14 barangay kagawads, were nabbed during the intensified anti-drug campaign of the government of President Rodrigo Roa Duterte,” Lapeña said.
In the past two weeks, PDEA, in collaboration with other law enforcement agencies arrested two barangay captains in Zamboanga del Norte and Camarines Norte and four barangay kagawads in Lanao del Sur, Romblon, Butuan City and Oriental Mindoro. Lamberto Villa, a barangay chairman cum drug group leader was neutralized after he shot it out with lawmen in his house utilized as a drug den in San Carlos City, Pangasinan last September 21. Meanwhile, the Senate and the House of Representatives have both agreed to reschedule the 2016 barangay and Sangguiniang Kabataan (SK) elections to next year. Earlier, President Rodrigo Roa Duterte favored the postponement, stressing that drug money may seep into the electoral process and may be used by narco-barangay officials in order to stay in their posts.

Duterte: Mindanao key to driving developments in PHL agriculture

MANILA, Oct. 9 (PNA) – President Rodrigo R. Duterte is bullish about agriculture in the country saying Mindanao will be the key to driving developments in Philippine agriculture. While mining industries and export processing zones can sprout everywhere, the President said, “what would make the industry valuable is actually (agriculture in) Mindanao, and only in Mindanao.” During the closing ceremonies of the 2016 Banana Congress held in Marco Polo Hotel, Davao City on Friday, President Duterte said he sees that the agricultural sector will “make it big…in the span of the next 30 years,” provided the country is able to iron out law and order and stop extortion attempts of bandits on farm owners. He also acknowledged that the banana industry is hampered by the continuous harassment of lawless groups in Mindanao. “The greatest challenge of the banana growers in the Philippines is really the law and order. Until and unless you can put together a country that’s bereft of any revolutionary tax, extortion and everything, sinusunog ang property, it’s all because of the taxation. If it’s not taxation of the communists, it’s extortion of the roving bandits in Mindanao,” he noted. Organized for government policy makers, business leaders, technocrats, farmers and other stakeholders of the banana industry, the two-day congress served as a venue for the participants to share information on best practices in pests and disease management, value chain development, technology updates, maximizing benefits from trade and tariff agreements and market standards compliance. Some of the industry stakeholders, particularly big banana plantations, have been seeking government support in fighting extortionists from the communist rebel group New People’s Army (NPA) who are demanding revolutionary taxes. Dole-Stanfilco, a multinational company, recently shut down its plantation and packing plants in Surigao del Sur after the rebels torched container trucks early this year due to the company’s refusal to pay the revolutionary taxes. The rebels have torched 19 of Dole’s container trucks since 2010. The trucks are used to transport bananas from the Surigao del Sur plantations to Davao City. The closure affected over 1,500 workers. The most affected sector of the insurgency in Mindanao is the hundreds of thousands of farm workers in the plantations -- not the multinational companies and their executives. The farmers have appealed to the government to do something about them. Banana plantations in Mindanao cover about 83,000 hectares and estimated to employ more than 330,000 workers supporting a total of two million people. Shipping lines carrying agricultural exports from Mindanao indicated that banana exports account for more than 60 percent of the total volume shipped out of Mindanao. The insurgency problem affects almost all industries in Mindanao. It has been a major problem in the last five decades caused by the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF). Their atrocities involve arson, extortion, harassment, black propaganda, infiltration of labor unions, meddling with agribusiness venture agreements, among others. There are 52 communist fronts nationwide -- 24 are in Eastern Mindanao or 46 percent, while the remaining 28 fronts (54 percent) are scattered in the rest of the country. Most of the big industries in the countryside are located near rebel bases. They are vulnerable to the insurgents-initiated violent and non-violent attacks. Rebels also harass smaller businesses in the areas where they operate. Last year, the NPAs attacked Mindanao plantations almost on a monthly basis beginning in January until November. The NPAs burned heavy equipment, container vans and cargo trucks loaded with bananas in various parts of Mindanao, such as T’boli and Surallah in South Cotabato; Barobo and Lianga in Surigao del Sur; Quezon, Bukidnon; Maco, Compostela Valley; and Maasim, Sarangani Province. After a lull in December because of the annual ceasefire, the NPAs have stepped up their violent activities against the plantations starting late January. The attacks covering the period January 22 to March 15, 2016, have already surpassed the number of attacks for the whole of 2015. The turbulent situation in Mindanao could stop further expansion of the plantations, at the very least, but it could worsen when industries start packing up and leaving for other countries eyeing to grab the lucrative fruits export market in Asia and the Middle East from Mindanao exporters. The President said that even before he took his oath of office, he tried to reach out to the communist rebels. “And right at the start of my administration we’re also starting the talks. I’m very happy. Now, we are freed of the countryside vis-a-vis itong Communist Party of the Philippines (CPP), NDF (National Democratic Front), NPA,” he said. The President said that “Mindanao remains to be a valuable agricultural land.” “I’m saying this because you are into expansion. If you are into banana and you plant bananas in 20 hectares in 10 years, ay huminto ka na lang. Malulugi ka na lang kung ganon. In banana, in plantations and any other business you have to expand. If you do not expand, babagsak ka. So it’s either we succeed on the talks or we don’t move at all. Because limitado, there cannot be full use of the land until we have the peace that we all desire,” he noted.

MANILA, Oct 10 (PNA) –Senators on Monday reacted to a French newspaper that tagged President Rodrigo Duterte as a “serial killer president” amid unresolved deaths linked to the administration’s intensified anti-illegal drug campaign calling it unfair and exaggerated. “Before we make unfair headlines, we (would) have investigated,” Senate President Aquilino “Koko” Pimentel III, ally and party-mate of Pres. Duterte told media in an interview. He was referring to French newspaper, The Liberation which published a banner story describing Pres. Duterte as a serial killer president last Friday (Oct 7). Pimentel said that he did not know what made the editors of that newspaper “jump to a hasty conclusion” that the President is a serial killer “without basis.” “…For a French newspaper to label our president as a serial killer, the question is: What’s their basis? Did they send an investigative reporter here?” the Senate President said. He said that the newspaper probably “needed to sell some issues.”
Senator Panfilo “Ping” Lacson echoed Pimentel noting that the report was “unfair” and “exaggerated.” “I think the way he was described was exaggerated. I think it’s unfair to tag our President as a serial killer. It’s not good to accuse our president a serial killer just because 3,000 drug pushers are being killed,” Lacson said. Senator Vicente “Tito” Sotto III meanwhile quipped that not all French newspapers understood English and noted that the Pres. Duterte would not waste time on people against him. “That’s their opinion so they can do what they want. Why waste time on comments of people who are against you?” Sotto said. The senators, reacting to a local actress Agot Isidro’s remarks about the President being a “psychopath”, meanwhile said that critics were entitled to their own opinions. ”Only a psychiatrist can say so after but any person is entitled to their own opinion. But me, I would describe someone as psychopath if there is an evaluation conducted on the person by a competent authority,” Lacson said.

MANILA, Oct 10 (Mabuhay) – Malacañang on Monday said former President Fidel V. Ramos’ assessment on the first 100 days of President Rodrigo Duterte in office is “worth looking into.” “Like I said, he’s a senior statesman. And he has his opinion and he has concerns, especially regarding foreign relations and these are also worth looking into,” presidential spokesperson Ernesto Abella told reporters in Malacañang. Abella was responding to a column by Ramos where he said the Philippines “is losing badly” under Duterte based on the principles of leadership and teamwork. Abella said Ramos, who is Duterte’s special envoy to China and who urged Duterte to run for president in the May 2016 elections, was just referring to public and foreign relations. “He’s not referring to the actual actions. He’s referring to the public relations, foreign relations that
tend to be affected by the President’s language,” he said. While Abella said that Malacañang understood and appreciated where Ramos was coming from, he said Duterte’s vision for the country must be noted. “I think what the public needs is a better appreciation of the President’s vision for the nation, which is that we come into our own and we truly have an independent mindset, independent spirit, and that we truly embrace our being Filipino,” he said. Antonio Trillanes IV on Monday said he agrees with the assessment of the Duterte administration’s first 100 days by former President Fidel V. This is a huge disappointment and let-down to many of us,”

PALO, Leyte, Oct. 11 (PNA) – Trinidad Barbosa, 52, still cried as she vividly recalled the devastating scenes after supertyphoon Yolanda hit the central Philippines nearly three years ago. In the soft launching of the “Yolanda survivors: Show and Tell” organized by the Eastern Visayas Region Librarians Council (EVRLC) on Monday in this town, Barbosa was in tears as she shared her story to the audience. The sharing of stories was done after the opening of the exhibit of photos and stories at the venue. Barbosa, a resident of Guadalupe, a coastal village in Baybay City, recalled that her husband died at around 1 a.m. on Nov. 8, 2013. His death made it hard for her and her children to leave his dead body at their house when they were told to evacuate. “I am sickly and it kept my children worried. I don’t want to leave my deceased husband alone in the house. I kept on crying that my son had to carry me to transfer to the evacuation center,” the mother of eight narrated in vernacular. She said her children tied her husband to the bed then tied the bed to another bed. After the fury of the cyclone waned around 12 noon, she found there was nothing left of their belongings except the bed and her husband. “All were washed out,” recalled Barbosa, whose story left the audience misty-eyed. Elizabeth Mondoza, representative of Natalia Llieva, executive assistant to the Secretary-General of Asia-Pacific Broadcasting Union (ABU) said that “disasters happen anytime, God forbids, and we are here to help you archive your stories so that others will learn from your experiences.” Yolanda (internally known as Haiyan) was the strongest typhoon to hit land in history and hearing stories and archiving it is very important. “We are here because you never wean the past. Life goes on and your stories are to be told in all forms of media. We have to broadcast, print and digitalized it. If one has no internet connection at least you have the printed materials in your hand,” said Mendoza

Pedro Millado lost his child at the height of the typhoon in Palo, Leyte. He kept his wife and 11-month old baby in the water drum so that the four hours that they were soaked in the neck-deep waters, both could survive by breastfeeding the baby in the drum in the middle of the storm. He and his four other children were hanging in the window grills of a government office in Candahug village, Palo town. But their six-year-old child didn’t survive. Hiroshi Kawamura, vice-president of Assistive Technology Development Organization extended support to typhoon victims a few weeks after the disaster hit the country. He also met with the officers of the Philippines Librarians Association, Inc. (PLAI) of which the EVLRC is a member organization. “Mr. Hiroshi was the person who encouraged and pushed us to have this project “show and tell” of people’s experiences after Haiyan including affected librarians,” said Erlinda Ayles, president of PLAIEVRLC and chief librarian of Eastern Visayas State University main campus in Tacloban City. “The earthquake and savaged tsunami hit Japan in 2011 that left thousands dead narrated Hiroshi, that is enough reason for me to stay and standby and help you people,” Hiroshi said. “Today, we listen to survivors relive their painful endeavor after the typhoon. But this sharing of stories is very important because Yolanda was record-breaking in strength and your stories will help scientific observation,” Hiroshi added.

Expectant parents Paolo Valenciano and Samantha Godinez is excited about their coming bundle of joy, Nathaleia, their first. Samantha is expected to give birth this month. “When we were thinking of a name, we weren’t sure pa if girl or boy siya. Pero noong nalaman na namin, sabi ko, ‘The name has to be Leia,’” Paolo said in an interview. Leia is the first grandchild on both sides of the family and Paolo anticipates everyone will spoil her. “We practiced first with puppies for a year and all the puppies are very spoiled. We don’t know, she might be a little spoiled,” he said. It has been three years since Paolo and Samantha tied the knot. Not having a baby right away was a choice. “A lot of our married friends said na ‘Maghintay lang kayo. Don’t get pregnant right away so that you can enjoy each other.’ So, that’s what we did. It was late last year na sabi namin na maybe it’s time,” he said.
Samantha added, “I was also getting emotional because my mom’s getting old. Well, not that old, pero nagpaparinig sila.” Things seem to be going smooth for the expectant mom, while Paolo has been craving. “I could not stop eating chocolates to the point na ’yung tiyan ko sobrang lumaki,” he attested. Asked if they’re ready for shorter sleeping hours, the two shared, “We already sleep late and short. Hopefully, that helps.” His wife’s pregnancy has changed Paolo’s perspective and priorities. “Ever since noong nalaman ko na buntis siya, everything changed. Like, I collect action figures, toys. All of a sudden, I thought I need to sell these things because I need to build a room for my baby. Your perspective on life change. I think na a lot of parents are like that in that you kind of stop thinking about yourself, your own needs,” he said. Both look up to their parents as role models in raising a family. “One thing I learned from both our parents is that they really went out of their way to make sure that they get to spend time with us,” Paolo said. “And they really worked hard to make sure that we have a good life. I think that’s one thing that I sort of picked up from both sides. Now it all makes sense and I have more respect for my parents because of the hardship they went through just for us. DOH seeks for SC reconsideration on ‘unrestrained’ enforcement of Reproductive Law By Leilani S. Junio
MANILA, Oct. 10 (PNA) – The Department of Health (DOH), through the Office of the Solicitor General Office, on Monday filed a motion for reconsideration (MR) on the decision of the Supreme Court not to lift the temporary restraining order (TRO) on implants. “The DOH is here to act on President Rodrigo Duterte’s directive for the full implementation of the Responsible Parenthood and Reproductive Health (RPRH) Law (Republic Act 10354) ,” said DOH Secretary Dr. Paulyn Jean B. Rosell Ubial in a press briefing held at Max Restaurant, UN Avenue, Manila. Ubial said that the need for removal of roadblocks would be of great help to the efforts in the prevention in the maternal and infant deaths in the country. In this light, Ubial also appealed to the public for full support and understanding, which are vital to succeed in the battle against those hampering the RH implementation into full force by continuing to limit the choice of women. The “MR” also sought to contest the decision of the 2nd Division of the Supreme Court which continue to restrain the Food and Drug Administration (FDA) from certifying the use of contraceptive products. The decision also restrains the DOH from buy-
ing, selling, distributing, promoting and dispensing the contraceptives implants, Implanon and Implanon NXT. The ruling also barred re-certification as well as certification of new contraceptives. Atty. Jose Calida, Solicitor General of the Philippines, who joined the filing, said that he normally did not do such thing personally but because of his full support for the rights of women in the country (to plan the number of their children through informed choices and availability of family planning commodities and services). “I’m also here to signify the unwavering support of our President Rodrigo R. Duterte for the implementation of RH Law as it should be,” Atty. Calida said. It can be recalled that President Duterte in his State of the Nation Address (SONA) last July called for full implementation of the RPRH Law. The SC TRO decision was issued last Aug. 24. The TRO was issued in response to petitions of “prolife” group Alliance for Life and the Family, Inc. (ALFI). “The SC decision could result in over 900 additional maternal deaths every year arising from almost 1 million unintended pregnancies that could had been addressed by the full implementation of the Family
Planning Program,” Population Commission (PopCom) executive director, Dr. Juan Antonio Perez III. Dr. Perez added that SC decision, if not lifted, could also result to possible rise of family planning commodities in the coming years. “By the end of 2017, more than half of the contraceptives will lose their registration and Filipino consumers will be faced with more expensive products while the government will also be limited in the choice of methods to procure,” Perez added. He said that scenario was a far cry from the expectation of the people in 2012 when the law was approved by the people’s legislators. Although, RH Law as passed in 2012, and its IRR was approved in March 2013, there have been restraints through TROs on its implementation since the said period up to now.

Tobacco firm supports Duterte’s smoking ban pronouncement MANILA, Oct. 10 (PNA) –British American Tobacco Philippines (BAT) announced today that it supports the strict nationwide implementation of a smoking ban in public places, that will be embodied in a proposed Executive Order (EO) that is expected to be signed by President Duterte this month. According to Health Secretary Paulyn Jean Ubial, the President is set to sign the EO banning smoking in public places. “The no-smoking policy being implemented in Davao will also be enforced across the country,” said Ubial in an interview. Duterte has been known
to implement a tough public place smoking ban in Davao City, where he was a long-time mayor. He had previously indicated that smoking in public places would be looked into by his administration. BAT CEO James Michael Lafferty said while the government is yet to spell out the details of the proposal, BAT would have no issue with the implementation of such a ban. “Such bans are already being implemented throughout the country at varying degrees of enforcement, as already enshrined in Republic Act (RA) 9211 or the Tobacco Regulations Act of 2003. We don’t see any
issue with the new administration pushing for a more uniform enforcement across all LGUs,” Lafferty said. RA 9211 prohibits smoking in the following public places: schools and centers of youth activity; elevators and stairwells; locations in which fire hazards are present; within the buildings and premises of public and private hospitals, health centers and similar institutions; public conveyances and public facilities including airport and ship terminals and train and bus stations, restaurants and conference halls, except for separate smoking areas; and food preparation areas.

UTREACH PHL economic managers to US business, Fil-Ams: Govt to focus on reducing poverty, inequality WASHINGTON, D.C. – The Philippine Secretaries of Finance, Budget and Management, and Socioeconomic Planning discussed the Duterte Administration’s plan of action to reduce poverty and inequality during engagements with the business and Filipino-American communities on 05 October 2016. In a special edition of the Talakayan sa Pasuguan, Socioeconomic Planning Secretary and National Economic and Development Authority Director-General Ernesto Pernia expressed the need for innovative statistics that will accurately track how economic growth is distributed across geographic regions and income classes. “Poverty- and inequality-reducing economic growth requires a rebalancing of the economy,” said Secretary Pernia in reference to programs aimed at expanding development from the National Capital Region to rural areas in other parts of the country. “Our policies and our plans are certainly aimed at reducing the differentials between the growths in the regions,” added Finance Secretary Carlos Dominguez. Secretary Dominguez noted how the concentration of investments and infrastructure in Metro Manila has resulted in two-thirds of gross domestic product
being produced in this area. He likewise cited the huge gap in the gross national income per capita between Metro Manila (Php 100,000/ year) and the Autonomous Region of Muslim Mindanao (Php 26,000/year). “This is what we are addressing. This is what the electorate is asking us. This is why they elected the three top officials of our country from Mindanao,” the Finance Secretary stated, referring to the President, the Senate President and Speaker of the House. Critical to the Administration’s socioeconomic agenda is improving infrastructure, to which more resources will be committed, according to Budget Secretary Benjamin Diokno. “From 2017 to 2022, we’re spending around Php 8.2 trillion for public infrastructure,” Secretary Diokno said. This is to be achieved, he said, by “changing the way we budget,” in that only projects that are shovel-ready will be included in the budget; doing projects in Metro Manila, Cebu and Davao on a non-stop basis; and using technology, such as drones and Google Maps, to boost monitoring capability. “There will be no ghost projects under the Duterte Administration,” the Budget Secretary stressed. He also explained that a large part of the budget will be invested in education,
health and nutrition, and social services, in order to develop the Filipino youth into a competent, healthy and agile workforce. In a separate briefing for the business community, Secretaries Diokno and Pernia discussed how reforms in government procurement and cutting bureaucratic red tape can enhance the competitiveness of the Philippine economy and boost its attractiveness to foreign investments, as well as will result in more affordable services for individual citizens and businesses. The economic managers gave the assurance that previous initiatives that have yielded positive results for the economy will be carried on by the present Administration. They cited the strong macroeconomic fundamentals and drivers for growth that continue to attract foreign investments into the Philippines. Secretaries Dominguez, Pernia and Diokno are in the US capital to attend the 2016 World Bank Group and International Monetary Fund (WBG-IMF) Annual Meetings from 05 to 08 October 2016.

MOTORING Cadillac unveils Escala concept, previewing future design direction The Escala Concept debuts in California tonight, introducing the next evolution of Cadillac design and previewing the craftsmanship and technology being developed for many future models. Following a series of private previews, Escala will be displayed this weekend at the annual Pebble Beach Concours d’Elegance. The Escala Concept previews the design and technical ideas driving the next phase of Cadillac’s ongoing expansion. “Escala is a concept with two clear objectives,” said Johan de Nysschen, president of Global Cadillac. “First, Escala is a statement of intent for the next iteration of the Cadillac design language, and also technical concepts in development for future Cadillac models. Secondly, Escala builds Cadillac’s aspirational character, signaling the brand’s return to the pinnacle of premium.” Cadillac has released a new slate of models bristling with expressive design and
exhilarating performance, driver’s cars taking Cadillac into a new chapter of its storied 114-year history. “Escala is a concept car, but one based upon the unrelenting rise of our product substance,” de Nysschen said. “Depending on the development of market segment for large luxury sedans, Escala is a potential addition to our existing product plan.” Escala — Spanish for “scale”— is a concept for a larger, more elite and expressive companion to the recently launched 2016 Cadillac CT6, the brand’s remarkable new range-topping prestige sedan. Escala is also the third in a series of concepts Cadillac has debuted at Pebble Beach in recent years, following the Ciel convertible (2011) andElmiraj coupe (2013). Escala is designed to be both a driver’s car and an indulgent flagship sedan. The large 4-door sedan features an expansive liftback design emphasizing the car’s considerable scale and ver-
satility. At 210.5 inches in overall length, Escala is roughly 6 inches longer than today’s CT6. Escala features a new and evolved face of Cadillac design that will begin appearing on production models soon. This includes a new expression of Cadillac’s vertical lighting, a brand signature since 1948. Organic light emitting diode (OLED) lighting elements are thinner and set deep within the fascia, creating a sinister look, day and night. The concept’s details invite closer inspection, including a three-dimensional precision pattern in the grille design and 22-inch wheels with two layers of spokes. “This concept shares how Cadillac will bring forward a new experience that is uniquely American, and unmistakably Cadillac,” says Andrew Smith, executive director of Cadillac Global Design. “Escala is an expressive symbol of reward and an exhilarating driving experience. Jaybee Sebastian denies being a gov’t asset SEBASTIAN MANILA, Oct 10 (Mabuhay) – Convict Jaybee Sebastian denied Monday that he was a government asset as earlier claimed by Senator Leila de Lima. “No. Yun ang gusto kong linawin dito,” Sebastian told Rep. Reynaldo Umali, House committee on justice chairman, when asked on the matter. Sebastian was accompanied by his legal counsel, Laywer Eduardo Arriba. Prior to his testimony, Arriba said his client would be testifying among others, that Sebastian gave former De Lima P2 million after the Dec. 15, 204 raid at the NBP, and another P2 million after the grenade blast at the NBP on Jan. 8, 2015. Justice Secretary Vitaliano Aguirre II, however, said the Department of Justice is still not convinced that Sebastian should be placed under the Witness Protection Program. “There are many things more that they should testify on and if he could convince the DOJ, we might consider him putting him under the WPP of the department. Pero as of today, sa panignin namin kulang po,” said Aguirre. Asked by the panel, Sebastian said he is interested in seeking immunity for his testimony. It was during her press briefing on Sept. 22. that De Lima disclosed that Seresentatives Committee on Justice at the resumption of the congressional inquiry into the alleged drug trade in the New Bilibid Prison.
