Despite Duterte’s pronouncement, Aguirre backs impeach rap vs VP MANILA, March 26 (PNA) – Justice Secretary Vitaliano Aguirre II said he will support House Speaker Pantaleon “Bebot” Alvarez on his planned impeachment complaint against Vice President Leni Robredo despite President Rodrigo Duterte’s pronouncement to end to any ouster move against the Vice President. “I am going to support it. Ang alam ko si Speaker ang nagsusulong… Si Presidente (Duterte) naman, personal opinion niya lang yun. But it will be the power, it will be a congressional call not

MANILA, March 27 (PNA) – Malacañang on Monday welcomed a TIME Magazine online poll on the world’s most influential people which showed President Rodrigo Duterte leading early results, saying it only attests to the strong support of Filipinos to his agenda of real change. “We note that President Rodrigo Roa Duterte has been included in TIME magazine’s annual list of the 100 most influential persons in the world. President Duterte is grateful to the Filipino people all over the world for their support for him and his agenda of real change in Philippine society,” Presidential Spokesperson Ernesto Abella said in a statement. Early TIME online survey results on the world’s most influential people showed Duterte garnering 4 percent of the votes, leading other prominent figures such as the Pope and Facebook founder Zuckerberg with 3 percent each. Human Rights Watch says Duterte’s ‘murderous ‘war on drugs’ is in fact a ‘war on the poor’ MANILA, Mar 27 (Mabuhay) – “The war on drugs is not targeted at any particular segment of society.” That was Malacañang’s response to Human Rights Watch (HRW) Deputy Asia Director Phelim Kine who claimed that President Rodrigo Duterte’s recent statement shows “his murderous ‘war on drugs’ is in fact a war on the poor.” Kine, who has been closely monitoring extrajudicial killings linked to the government’s anti-illegal drugs campaign, posted the statement on social media after Duterte said in a speech, “I’m sorry. SANGLEY POINT, Cavite, March 27 (PNA) – Helicopter carrier JS Izumo, one of Japan Maritime Self-Defense Force’s largest vessels, will pay a visit to the Philippines this coming June. “The JS Izumo, the largest of the Japan Maritime Self-Defense Force’s vessel, will be visiting Subic Bay, Philippines this coming June and we’re looking forward to that visit,” Philippine Navy (PN) flag-officer-in-command Vice Admiral Ronald Joseph Mercado said after the turnover ceremony of the two Beechcraft King Air TC-90 aircraft in Sangley Point, Cavite on Monday. MANILA, March 27 (PNA) – The Philippine National Police (PNP) has neutralized a kidnapping-for-ransom (KFR) syndicate victimizing Indian nationals. �I am pleased to announce the neutralization of a kidnapping for ransom syndicate led by an Indian national that victimizes fellow Indians who are doing business in the country,� said PNP chief Director General Ronald “Bato� Dela Rosa in a press conference Monday in Camp Crame, Quezon City. Singh was identified as the suspect who received the ransom payment from the family of kidnap victim Harvinder Singh who was abducted on March 9, 2017 in Barangay Sta. Barbara, Llanera, Nueva Ecija and was freed only last Saturday (March 25). During the same press conference, Dela Rosa presented to media the members of the KFR suspects led by the Indian national who were arrested in Nueva Ecija. �This successful operation was made possible through the cooperation of the victim’s family who immediately reported the kidnapping to the PNP. This goes to show how the police can work effectively with the cooperation of the victims,� Dela Rosa said.

Congress urged to pass Expanded Maternity Leave Law MANILA, March 27 (PNA) – More than a hundred expectant mothers on Monday held a forum urging the House of Representatives (HoR) to pass the Expanded Maternity Leave Law as it was done in the Senate. The forum, which was held in Barangay Commonthwealth, Quezon City, was led by Sen. Risa Hontiveros, Laguna 3rd District Rep. Sol Aragones, Akbayan Partylist Rep. Tom Villarin and Quezon City Vice Mayor Joy Belmonte in a bid to sustain the momentum for the passage of a law. The law seeks to double the number of paid maternity leave days of women to 120 days with pay and an option to extend it for another 30 days without pay. The 30 days can also be allotted to fathers and alternate caregivers. Hontiveros, who is also the chair of the Senate Committee on Women, said that contrary to criticism, the passage of an Expanded Maternity Leave law does not mean a vacation for mothers. “It is not a vacation that mothers and women are asking for but recognition of their role as child-bearers. We want women to have the chance to take care of their children and their health and well-being without worrying about the economic costs of being away from employment,” Hontiveros said. The neophyte senator further explained that the Expanded Maternity Leave law was at par with international standards and which can truly address the physical, mental and economic burden of pregnancy is long overdue. “We need a new maternity leave

policy that will provide adequate paid maternity leave days for working mothers to fully recover from childbirth, properly care for their child and establish a stronger mother-child bond through breastfeeding,” she added. Under Hontiveros’ leadership, the Senate has already passed on third and final reading the Expanded Maternity Leave Law of 2017. However, the measure’s counterpart bill in the House of Representatives is still waiting approval from its members. The Buntis Congress was organized by the offices of Hontiveros and Belmonte in partnership with the Department of Health (DoH)-National Capital Region, Senate Gender and Development Focal Point, House Committee on Women and Gender Equality and Akbayan Women. It provided free medical services for pregnant women such as pre-natal checkup, ultrasound, laboratory examination, dental health care and counselling. A Lamaze session was also conducted.

Peña faces second Comelec complaint over ‘midnight appointments, transfers’ MANILA, March 27 (PNA) – The city government of Makati has filed a second complaint against former acting mayor Romulo “Kid” Peña for his “blatant disregard of the law” in issuing letters of appointment effecting the promotion and transfer of personnel during the election period. In a letter to Comelec Law Department head Norina Tangaro-Casingal, Makati City Legal Officer Michael Arthur R. Camiña requested assistance “in taking the necessary legal actions” against Peña for issuing appointments on February 1, 2016 and March 1, 2016. The letter, dated March 15, 2017 was received by Comelec Law Department on March 17, 2017. In the letter, Camiña cited three city employees promoted and transferred by Peña whose appointments were subsequently invalidated by the Civil Service Commission (CSC) for being “not in order.” Based on records of the city Human Resource Development Office (HRDO), Jeffrey M. Samson, Clerk III under the Education Department, was transferred to the HRDO with the position of Administrative Assistant VI-Clerk III effective February 1, 2016. On March 1, 2016, Fordeliza N. Silva and Aileen M. Soriano were promoted and transferred. From her previous position of Accountant IV under Accounting Department, Silva was promoted to Chief Administrative Officer-Cashier V under Finance Department. Soriano, on the other hand, was promoted and transferred from Budget Officer IV under Budget Department to Accountant V under Accounting Department.

Banks and credit card companies have told us how important it is to maintain our credit, honor our obligations, pay on time, but what if we suddenly canâ&#x20AC;&#x2122;t pay on time, then what? What if I lose my job, and canâ&#x20AC;&#x2122;t pay anyone right now, where does that put me? The answers may surprise you: Q: My wife recently lost her job. My income goes to food and rent. We havenâ&#x20AC;&#x2122;t paid our credit cards for several months, and one account is with a collection agency. What can we do? A: That depends on how long you think it will take for your wife to find a job, how much you owe, and whether your creditors will actually sue, and garnish your wages. Generally speaking, if payments to your credit card debts are more than 30% of your take home pay, youâ&#x20AC;&#x2122;re in trouble. There are several things you can do. (1) Do nothing â&#x20AC;&#x201C; thats easy, but in the long run, does little to solve the issue that just gets bigger, in the sense that your credit report and fico score continues to escalate downwards. (2) Call creditors, tell them your wife has lost her job, try to get them to forgive part of the debt. (3) Since your wife is unemployed, you could also consider filing bankruptcy. With only one wage coming in, you undoubtedly qualify, and the threat of a possible bankruptcy gives you and your attorney a lot of leaverage in negotiating with creditors. Also bear in mind, that when your wife finds a job, and contributes to household income, you become more vunerable to judgement lawsuits. Q: Will filing for bankruptcy ruin my credit forever? A: No, in fact it will actually start to improve it. If you cannot make ends meet, your debt to income ratio is too high. At that point your prospects of getting more credit is zero. A bankruptcy cures the debt to income problem, discharging debt and leaving income. This gives you access to a number of credit card providers and other lenders who literally target people with bankruptcy discharges. See next question! Q: Will anyone issue me with a credit card, when I have a bankruptcy on my report? A: Yes, there are many banks and other lenders who specialize in doing business with bankruptcy debtors. You can qualify for loans secured by collateral, such as auto loans, home loans, even credit cards, secured by a savings account. Their main motivation is targetting a niche martket for higher interest rates. They want to charge you a little extra, and there is no real risk involved. After bankruptcy, you cannot file again for eight years. You have no other debts, which gives an excellent debt to income ratio. Bottom line â&#x20AC;&#x201C; you can afford to service a new loan. Q: How long does it take to get unsecured credit at the same cost as before my bankruptcy? A: Anywhere between 60 days and two years, depending on what you are looking for. Several department stores will give you a store account, if you have a major credit card. You can easily start out with a secured visa card, then open a store account. Within a short period of time, your fico score starts to climb. Mortgage companys are looking for two years of some credit history from the date of a bankruptcy discharge. Q: How long does it take to get a
bankruptcy off my credit report? A: The law permits credit reporting agencies to report your bankruptcy for up to 10 years. This does not mean that is has to stay on for ten years though. By using special credit repair strategies, you is sometimes possible to get the credit reporting agencies to delete all reference to your prior bankruptcy, before the 10 years are up! Q: We were just sued by our neighbors who are claiming $60,000 in compensatory damages. We just want to move away. Our house is up for sale, but I was wondering, if we donâ&#x20AC;&#x2122;t sell it on time, before the judgment, can I quitclaim the house to my mother. Will this protect our equity? (about $50,000.00). A: No. You cannot give away your assets as a way of protecting them from a lawsuit. The court will rescind any such transfer, and you may end up in far worse trouble â&#x20AC;&#x201C; accused of a fraudulent conveyance. Your best course of action is not to sell the house at all, at least not yet. The house is the best â&#x20AC;&#x153;bankâ&#x20AC;? you have, because you can protect your equity as a homestead exemption. If you sell the house and get the money, it may be seized or attached by the plaintiffs. By keeping the house, you could file a bankruptcy on the judgment, and then sell the house. House sale proceeds that come in after the bankruptcy are all yours. BANKRUPTCY OPTIONS Admittedly, most people filing bankruptcy, file under Chapter 7, (The real bankruptcy) that discharges all unsecured debt. However, there are people with problems that are best resolved through Chapter 13. This chapter is used primarily by those who either have problems making payments on secured debt, and want to keep the collateral (House, Auto, other) , or perhaps, have plenty of assets that are very difficult to liquidate. Chapter 13 is also used by individuals who simply earn too much money to qualify for a chapter 7, (based on the cost of living index and other criteria, but not enough money to service their bill). This type of bankruptcy can provide creditors with a partial payment plan over 60 months. Depending on the debtors disposable income after approved living expenses, the plan could provide a 5% or more, for the duration of the plan. The balance of the debt is then discharged, just like in a regular bankruptcy. Most of the chapter 13â&#x20AC;&#x2122;s filed in my office, are clients who are late on their mortgage, and want to avoid losing their home through foreclosure. Since the mortgage is a secured debt, they only two choices, pay the debt or give up the house, but there is help. Chapter 13, enables you to amortize the mortgage arrearages in a 60 month plan, and in most cases, discharge unsecured debt at the same time. By discharging unsecured debt, your ability to service the mortgage is improved, and hopefully, you can stay in your home. Q: Can I make lower house paySee ALLEN, page 5

Reports showed that allies of Pres. Duterte have expressed plans to file an impeachment complaint against Robredo for sending a video message to the United Nations Commission on Narcotic Drugs where she criticized the conduct of the administration’s campaign against illicit drugs. Pres. Duterte, however, asked them to stop any ouster move against the Vice President. Malacanang has also confirmed that the President did invite Robredo to dinner with their families.
Bato dela Rosa hopes Robredo will take new PNP figures positively MANILA, Mar 27 (Mabuhay) – Philippine National Police chief Director General Ronald dela Rosa expressed hope Monday that Vice President Leni Robredo would now be clarified on the number of drug-related killings with the figures released by the police. “Hopefully that report will arrive to her positively. Sana, how I wish she should take it positively,” Dela Rosa said at a press conference. During the press briefing, the PNP chief said that 6,011 homicide cases have been recorded from July 1, 2016 to March 24, 2017, contrary to the 7,000 deaths being claimed by some sectors. He added that only 1,398 or 23.2 percent of those cases are drug-relat-
ed and 828 or 13.8 percent are not. Sixty-three percent or 3,785 cases, meanwhile, have yet to be determined if related to drugs or not. Dela Rosa said they released the figures to correct the perception of the public, including Robredo. “Hindi po kami naninira sa kanya. Mataas respeto namin sa kanya bilang bise presidente pero gusto lang namin ma-correct yung sinasabi n’ya para na rin naman sa kanya. She is the Vice President so dapat tama yung data na manggagaling sa kanya. Tinutulungan namin siya para ma-correct,” he said. The PNP chief said the homicide cases being investigated are not necessarily the direct result of the ongoing anti-drug campaign.
ALLEN ments if I file a Chapter 13 repayment plan? A: If you have a second mortgage, we might be able to strip that off the property, which would lower your monthly payments. As far as the first mortgage is concerned, you may also be eligible for one of several loan modification plans that we work with. If you are not eligible for a loan modification, you must make the regular scheduled payments. However, as mentioned above, the delinquent portion can be spread out over the chapter 13 plan that gives you 60 months at a nominal interest rate. Q: What does Chapter 13 do to my credit card debts? A: That depends on your income level. For most people, their unsecured debt, like credit card debt is wiped out. This in turn helps to pay the mortgage arrears. Q: Can a Chapter 13 stop lenders repossessing my automobile? A: Yes, it will stop the repossession, and your monthly payments can be lowered, based on the depreciated value of the automobile. Q: Can a Chapter 13 help me with debts to the IRS or student loans? A: A Chapter 13 can be very helpful with debts that are not dischargeable in a regular Chapter 7. These types of debts can only be discharged if they are past their respective statute of limitations. A chapter 13 will allow you to pay these debts over a period of time, and limit future interest accruing on the debt. Q: What’s the main difference between Chapter 13 and Chapter 7? A: Chapter 7 will discharge all unsecured debts, but does not resolve problems associated with arrears
on secured debts. (Such as late payments on the mortgage or car). Q: I filed Chapter 7 last year, can I file Chapter 13 now? A: Yes. Although Chapter 7 bars you from re-filing again for eight years, a Chapter 13 can be filed every three years. Q: I own a house together with my brother. We want to file a Chapter 13 to stop a foreclosure, do we both have to file? A: No, only one of you need file, preferable the party that owes the most in unsecured debt, and thereby has the most to gain. Q: I have no equity in my home. MANILA, March 27 (PNA) -- The Court of Appeals issued a temporary restraining order (TRO) stopping drug mule Mary Jane Veloso from testifying in the criminal case against her recruiters from her detention cell in Indonesia. In a three-page resolution dated March 24 penned by Associate Justice Associate Justice Ramon Bato Jr. and concurred by Associate Justices Manuel Barrios and Renato Francisco, the CA’s 11th Division granted the immediate relief sought in the petition filed by Veloso’s detained recruiters, couple Ma. Cristina Sergio and Julius Lacanilao for it to issue a temporary restraining order and or writ of preliminary injunction for the deposition set for April 27 as ordered by Nueva Ecija Regional Trial Court Branch 88 Judge Anarica Castillo-Reyes. “Finding the instant petition to be sufficient in form and substance, in order to maintain the status quo ante as well as preserve the rights of the parties during the pendency of the instant petition and not to render ineffectual whatever judgment that may be rendered by this Court, let a temporary restraining order be issued, effective for 60 days from notice hereof, unless sooner lifted, enjoining and directing the respondents to cease and desist from implementing the assailed resolutions during the effectivity thereof and until further orders from this Court,” CA said. The TRO specifically directed Castillo-Reyes and the government “to cease and desist from implementing the assailed resolutions
during the effectivity thereof and until further orders from this Court.” The CA explained that the TRO was necessary “in order to maintain the status quo ante as well as preserve the rights of the parties during the pendency of the instant petition and not to render ineffectual whatever judgment that may be rendered by this Court.” Sergio and Lacanilao, who are facing human trafficking charges filed by the family of Veloso, earlier argued that securing a written deposition would be prejudicial to their constitutional rights to confront the witnesses face to face which they added is guaranteed under Section 14, Paragraph 1 of the Constitution. They said allowing the deposition would also be contrary to the previous ruling of the Supreme Court in Vda De Manguerra vs Risos wherein the high court categorically declared that taking of deposition through written interrogatories is applicable only in civil cases and not in criminal cases. Meanwhile, lawyer Edre Olalia, president of the National Union of Peoples’ Lawyers, which is representing Veloso in the case expressed disappointment over the CA resolution. ”It is with utter disappointment and unfathomable frustration to learn that the Philippine Court of Appeals, upon the instance of the recruiter’s defense, just recently issued an order restraining the long overdue deposition of convicted migrant worker Mary Jane Veloso in Indonesia,” Olalia said in a statement.
”We shall not stop exhausting all fair legal means in combination with decisive political action to ensure that she is allowed to speak the truth, the whole truth and nothing but the truth,” he added. He noted that a victim of injustice several times over, distressed migrant workers like Mary Jane expect from her compatriots not only to uphold fairness, reason and justice but also to demonstrate empathy and conscience at the very least. In its ruling in August last year, the RTC allowed the taking of Veloso’s deposition from the Indonesian jail by the Philippine consulate in the presence of the judge. The recruiters argued in their petition before the CA that the deposition would violate Section 14(2), Article III of the Bill of Rights in Constitution, which re-
quired that they confront Veloso face-to-face. Olalia said the Nueva Ecija court ruling would allow his client to “finally be given the opportunity to testify and tell her story.” Olalia said the local court was right in allowing the deposition since Veloso who is on death row in Indonesia cannot appear before the court to personally give her testimony. Veloso said she was duped by Sergio and Lacanilao into bringing the drug-laden luggage to Indonesia in 2010 where she was arrested upon her arrival at the Yogyakarta airport. The death sentence on Veloso was temporarily halted last April 29, 2015 after then President Benigno Aquino III appealed her case to Indonesian President Joko Widodo.
DFA: No irregularities when APO given green light to print passports MANILA, March 27 (PNA) – The Department of Foreign Affairs (DFA) on Monday reiterated that there were no irregularities when they allowed APO Production Unit to print the Philippine passport. “As far as we are concerned, there’s nothing irregular with our contract with APO. Everything is aboveboard,” DFA Spokesman and Assistant Secretary Charles Jose said in a text message. He said the DFA has no choice but to award the 10-year contract to APO after two government printing agencies refused to print the
new passport. “We can outsource the production of passports only to government printing offices. Bangko Sentral ng Pilipinas (BSP) which didn’t want to continue printing the passports for us, National Printing Office (NPO) which didn’t want the job and APO Production Unit,” Jose explained. In a recent press conference by DFA Acting Secretary Enrique Manalo , he said they have no other recourse but to award the project to APO because BSP and NPO refused to accept the job saying they are “work-loaded.”

MANILA, March 27 (PNA) – The Bureau of Immigration said on Monday it is set to deport soon a South Korean national who was convicted for violation of bouncing checks law or Batasan Pambansa (BP) 22. According to Atty. Antonette Mangrobang, BI Spokesperson, the deportation of Kang Tae Sik will be scheduled immediately as soon as the National Bureau of Investigation (NBI) issued a clearance on the matter. “Our deportation unit has requested NBI for clearance,” she said. Mangrobang added, “Essentially may bouncing checks siya. He was convicted on two counts.”

Women’s month celebrated in women’s correctional MANILA, March 27 (PNA) – The Presidential Communications Operations Office (PCOO) on Monday held a celebration of the National Women’s Month at the Correctional Institution for Women (CIW) in Mandaluyong City filled with hope and compassion. “(H)appy women’s month po sa inyo... sa mga ginang po, sa mga lola po na nandito, na nag-aantay. Magdasal po tayo na makalaya po kayo,” Presidential Communications Assistant Secretary Marie Banaag said in her speech. Dubbed “BongGAD Ka, ‘Day! Part 2!”, the event served as a get-together with the CIW residents. Employees from various agencies of the PCOO performed song and dance numbers to the delight of female inmates. The program started with a Zumba dance workout led by the News and Information Bureau staff, followed by a series of dance numbers performed by volunteer employees of the Bureau of Broadcast Services (BBS), Radio-Television Malacañang (RTVM), National Printing Office (NPO), and Asian Productivity Organization (APO) Production Unit. An employee of the NPO serenaded the audience with his rendition of popular Original Pilipino Music (OPM) songs. A throwback video and short audio-visual plugs about women empowerment, produced by RTVM, were shown to inspire the audience. “BongGAD Ka, ‘Day!” is an outreach project of the PCOO and its attached agencies’ Gender and Development (GAD) Focal Point System, which aims to spread hope and love to residents of CIW. It was first launched in December last year where free medical and checkups, legal consultations, and health and wellness services were provided. As part of their GAD programs, the PCOO continues to assist women inmates in following up their “carpetas” and other documents necessary for their application for probation or parole. “Malaking bagay ang naitutulong ninyo, pakikiisa ninyo sa aming adhikain na maparamdam na sila ay may halaga, na sila ay may karapatang mabigyan muli ng pangalawang pagkakataon,” CIW Superintendent Elsa Aquino-Alabado said, expressing her gratitude to the PCOO for holding the second leg of the BongGAD project at the CIW. The PCOO, through the APO Production Unit, donated two wide flatscreen television sets---one to be set up in the stage area and the other to be placed inside the so-called “Bahay ni Lola” where old and frail inmates are confined. The BCS, on the other hand, distributed leaflets about women’s rights. As a finale, the female inmates performed a special number singing “Happy Birthday” to President Rodrigo Roa Duterte, who will be celebrating his 72nd birthday tomorrow, March 28. The National Women’s Month celebration, which is held every March, is part of the worldwide observance of the International Women’s Day.

MANILA, March 27 (PNA) – The Quezon City Health Department, Department of Health (DOH), Office of Senator Risa Hontiveros and Barangay Commonwealth held the “Buntis” Congress Monday to inform pregnant women, their husbands and relatives how the Expanded Maternity Leave Bill could empower every Filipino family. The Congress, held at the Commonwealth Barangay Hall, offered
the pregnant women free check-ups, dental service, vitamins and mineral supplements, and Lamaze sessions and discussed the status of the bill that aims to enhance the maternity leave benefits of pregnant women. In her speech, Hontiveros called on pregnant women and their families to back the passage of the bill at the House of Representatives, noting that once passed into law, it would strengthen the Filipino family. The bill seeks to extend the paid
maternity leave of women to 120 days from 60 days at present. It also aims to extend the paternity leave to 30 days from the present seven days. The Senate version of the bill has already been passed, while the House version is being pushed by Representative Emmeline Aglipay-Villar. Increasing the length of paid maternity leave is long overdue, Hontiveros said, noting that the last time it was done was 25 years ago. Akbayan Partylist Tom Villarin expounded on the benefits of the extended leave, which would enable

Earlier, Solicitor General Jose Calida said he will support Rep. Alvarez’s plan to file an impeachment complaint against Robredo over the latter’s video to the United Nations Commission on Narcotic Drugs where she criticized the conduct of the administration’s anti-drug campaign. “I fully understand and support the sentiment of Speaker Bebot Alvarez that VP Robredo should be rightfully condemned for slandering and selling out our country and its leaders before the UN Commission on Narcotics Drugs,” Calida said. “VP Robredo debased her office and herself by betraying the trust of our people. Worse, she shamelessly pandered to the desperate desire of Yellow Cult to depose President Duterte which if successful, will immensely benefit her. Obviously, the carping VP Robredo has joined the ranks of the destabilizers,” he added. Caldia said Robredo will reap the people’s wrath and contempt for her treasonous act. An appeal to help save Alvin De Guzman from a rare type of bone cancer Recently, this author has learned that two years ago, Alvin Dominick De Guzman, the son of this author’s friends, Alice Cavestany and Jun De Guzman, has developed a rare type of bone cancer called “mesechymai chondrosarcoma,” which causes sudden paralysis of his legs and it reaches up to his chest. Currently, his cancer has progressed and it has now spread on to his liver, lungs and bones. Alvin Dominick De Guzman was born in the Philippines on Dec. 31, 1978, but he was raised here in the US where he attended the Holy Trinity Catholic School in South Pasadena, for his elementary education and the Los Angeles High School in the City of Venice for his secondary education. Extreme vetting in entering the US Question: I have already received my visa at the Consulate. Now I have heard about this extreme vetting and do not know what it means. Will I no longer be able to come to the U.S.? Answer: Secretary of State has issued a memorandum to the Consulates in order to somewhat define how and what will fall under this ‘extreme vetting’. However, it does not and has not revoked non-immigrant visa categories. Trump could not simply do that with an executive order. There would need to be congressional action whereby the House would need to amend and pass new laws regarding non-immigrants and then it would have to be passed by the Senate and then signed by the President. As we have just seen, the fact that it is a Republican President with a Republican House and a Republican
Senate does not ensure passage. Even though the Republicans have a majority in both houses, the bill itself will not simply be rubber-stamped because Trump wants it be approved. Thus, the fact that Trump would want his ‘ban’ and people from different countries to be excluded did not work and was enjoined from proceeding by the Courts. Likewise, a large segment of our population consists of non-immigrant workers coming in from all around the world in a variety of different capacities. It goes on and on as to the different and varied types of people who will come into the U.S. as a non-immigrant. Question: Who exactly does this extreme vetting cover? Answer: It is a bit hard to say at the moment, but it seems to heavily concentrate on the middle eastern countries. Of course, it might be later expanded. Question: Does this mean my visa will be denied? Answer: No. In actuality, it will still go forward. However, procedurally, and especially if you are from one of these middle eastern countries, you will have more questions and a more in-depth interview. It will take longer. However, by no means does it mean your visa is not valid and that
you will be denied entry to the U.S. Question: What is a few months has passed from the interview and they still have not made a decision? Answer: In that case, you always have the option to bring a Writ of Mandamus against the Department of State. In fact, they have a duty to make a decision and cannot sit on the decision month after month and just claim it is in ‘administrative review’. You have put an application in front of them and they have a duty to adjudicate the application in a reasonable time period. SSS eyes mandatory OFW coverage MANILA, March 27 (PNA) – The state-run Social Security System(SSS) said it is asking the help of lawmakers to implement the mandatory coverage of Overseas Filipino Workers (OFWs) following its goal to expand its members’ coverage while providing security protection for the country’s new heroes. SSS President and Chief Executive Officer Emmanuel F. Dooc said the shift to mandatory OFW coverage is one of the provisions of the proposed charter amendment the pension fund is pushing in the legislative stage. “Our objective is not just to strengthen enforcement of compliance for the coverage of employers and employees in the private sector, but also to encourage self-employed individuals and voluntary members like OFWs to register and be active in the system” he added. Latest data from the Philippine
Statistics Authority (PSA) showed that OFW statistics stood at 2.4 million as of 2016. Of this number, about 20 percent only were paying-members of the SSS or about 500,000 OFWs, with contributions reaching PHP4.64 billion. This number, however, represents only 13 percent of the estimated 3.84 million Filipinos working on temporary status abroad, as per latest data of the Commission on Filipinos Overseas (CFO). He emphasized that the mandatory coverage of OFWs would increase the number of members of the pension fund on the back of SSS’ efforts for universal coverage. On the other hand, SSS has disbursed PHP779 million in benefits to OFWs in 2016. These include initial and lump sum benefits fore retirement, death, (funeral with grant) and disability, and short-term benefits for sickness and maternity (for female workers).

Troops rescue 3 remaining Malaysian hostages By Darwin Wally T. Wee
ZAMBOANGA CITY, March 27 (PNA) – The three remaining Malaysians abducted by the Abu Sayyaf were rescued Monday as government troops continue to relentlessly pursue the bandits in Sulu province, top military officials said. “Unrelenting massive search and rescue operations by sea, air and land units of the Task Force Sulu led to the rescue of the three kidnapped Malaysian boat crewmen,” Col. Cirilito Sobejana, Jr., Joint Task Force Sulu commander, said. He said they were rescued at around 11:30 p.m. Sunday at Poblacion Punay in Panglima Estino, Sulu province. Sobejana identified the rescued victims as Mohammad Jumadil Rahim, Mohammad Ridzuan Bin Ismail and Fandy Bin Bakran. So far, all the Malaysian kidnapped victims have been rescued. The victims are sailors manning the tugboat Serudong that was hijacked on July 19 between the waters of Sabah, Malaysia and the southernmost province of Tawi-Tawi. Two of their companions, Tayudin Anjut and Abdurahim Bin Sumas, were rescued on Thursday, March 23, in between the towns of Kalinggalan Caluang and Pata, Sulu. Sobejana said the information provided by Anjut and Sumas led to the successful rescue of their three companions. “Following the lead and the information gathered from the two Malaysian crew members, Joint Task Force Sulu immediately dispatched all available resources at the lair of the Abu Sayyaf. This pressed the
bandits to leave the Malaysians behind,” he said. The operating troops are from the 63rd Infantry Battalion, Philippine Marines Ready Force and Naval Intelligence Special Group-Western Mindanao. “We are overwhelmed by the support we are receiving from the different organizations and entities that led to these recent successes,” said Sobejana. “We will continue to exert all means to rescue all the kidnap victims that are still being held captive by these bandits,” he added. Maj. Gen. Carlito G Galvez, Jr., Western Mindanao Command (Westmincom) chief, lauded the troops for their efforts. “Our troops are doing extra efforts just to be able to rescue all KVs (kidnap victims). We consider this (rescue) a success on a higher level since we were able to rescue the KVs without firing a single bullet. This indicates that the people are coming together to go against the bandits and no longer wants them in their communities,” Galvez said. “We are again reiterating our call to every peace-loving citizens of Western Mindanao to continue supporting us in this endeavor. If efforts are united, we can surely make things happen and be able to reap the results together by attaining a peaceful community free of fear from terror,” he added. The Malaysian rescued victims were immediately brought to Kuta Heneral Teodolfo Bautista Station Hospital in Barangay Bus-Bus, Jolo, Sulu and were immediately attended to by military doctors and nurses.

CAMP NAVARRO, Zamboanga City, March 27 (PNA) – The three Malaysian sailors who were rescued Sunday midnight said they are eager to return home and meet their families, after spending more than eight months in captivity in the hands of the Abu Sayyaf bandits. Speaking through a translator, newly rescued Mohammad Jumadil Rahim, Mohammad Ridzuan Bin Ismail and Fandy Bin Bakran said they are happy for their freedom and are looking forward to be reunited with their respective families in Malaysia. “Thanks to the almighty, we have been rescued. Also, thank you to the
Armed Forces (of the Philippines), and to the Philippine government. We missed our families very much,” Ridzuan, who spoke in behalf of the other victims, said. They were rescued at around 11:30 p.m. Sunday, March 26, at Poblacion Punas, Panglima Estino, Sulu. The rescue came as the Joint Task Force Sulu launched massive search and rescue operations against the captives of the Abu Sayyaf. Maj. Gen. Carlito Galvez Jr., the commander of the Western Mindanao Command, said they are already preparing the logistics for the victims to be flown to Manila tomorrow, March 28.

Are you stuck in credit card debt? Warning: Excessive credit card debt can lead to financial disaster and can affect your financial well-being. The reason they call it “credit card debt trap” is because once you’re in, it may be difficult or impossible to get out. It is actually the number one reason people end up filing bankruptcy when they have no other options available. If you are used to buying things on credit, perhaps you don’t even realize how much your borrowing is really costing you. Unless you can pay the bill in full when you get it, in most cases you are paying a lot more than the cost of the item you purchased due to the interest that the credit card company is charging you. Of course, this should be obvious but most people don’t realize it. And of course, if you fail to make your payments on time, you will be charged late penalty fees and your interest rate can often be raised. In some cases, it can be worse: You can be sued by the creditor and be forced to pay through a wage garnishment or a bank levy. If you own a home, a lien can be placed on your property. I am sure this is not what you want to see happen. If you absolutely have no way of paying back what you’ve borrowed, what do you do? As a way to get out of credit card debt, some people choose to file bankruptcy after they’ve realized that it is their only realistic option. Often, debts have accumulated over the years and in a lot of cases, they have been turned over to collection agencies. Some people try to ignore them for as long as they can until one day they get sued by a creditor and that’s when they panic. I see a lot of these cases every day. It makes
me wonder why people wait so long before taking any action because in a lot of cases, their problems could have been avoided had they acted sooner. When contemplating bankruptcy as an option to get out of credit card debt, a good question to ask yourself is how long it will take you to pay off your debt on your own at the interest rate that the credit card company is charging you. Credit card companies are now required to give you this information on the monthly billing statement that you receive. But an even more important question to ask is whether or not it is EVEN POSSIBLE to avoid bankruptcy considering that (a) your creditors are now demanding that you pay the full amount because your account is delinquent; and (b) whether creditors have taken legal action against you by filing a lawsuit. If you have been served a lawsuit, your time is limited and if you do nothing, you may regret the legal consequences that will follow. If you are eligible for Chapter 7 relief, you may be able to wipe out your credit card debts completely and not have to pay anything back. If you are in a position to pay some of what you owe, however, you may have no choice but to consolidate your bills through Chapter 13 bankruptcy and reduce the interest rate on your credit cards to 0% while forcing your creditors to accept only what you can

Common misconceptions about bankruptcy Having literally represented several thousand clients in successful bankruptcy cases in the last 35 years in California, I have distilled the common misconceptions about bankruptcy into the following: 1. Will debtor go to jail for filing bankruptcy? NO. Debtor will not go to jail for filing bankruptcy provided he or she is an honest debtor. An honest debtor is one who truthfully discloses his financial affairs, income and expense, assets and liabilities in his bankruptcy petition. An honest debtor does not hide facts in his petition and testimony that materially alter information regarding his financial situation. Suffice it to say that most debtors are honest in bankruptcy so most debtors do not have to worry about going to jail. Sometimes debtors go to jail because they committed a bankruptcy crime. For example, debtor declared in his bankruptcy petition that he does not own a house. But the truth is that someone is on title to a house with a large equity that actually belongs to debtor. Debtorâ&#x20AC;&#x2122;s name does not appear on title but the one on title is merely holding the house in trust for and for the benefit of the debtor who is the true owner. Letâ&#x20AC;&#x2122;s be more specific. The statement of financial affairs of the petition asks if there is anyone who holds any asset in trust for debtor. Debtor answers that there is no such person. However, upon further investigation, it turns out that debtorâ&#x20AC;&#x2122;s mistress, Ms. Bimbo, lives in a house in BelAir that debtor paid for in cash two years ago. Ms. Bimbo admits that, the house she lives in is owned by debtor because she has no money of her own to buy the house. Ms. Bimbo testifies that debtor askedher to sign a declaration that she is merely holding title to the house for and on behalf of debtor who is the true owner of the house. By hiding this transaction, debtor has committed a bankruptcy crime, therefore he is looking at jail time. Further, the trustee will file an adversary case to get the house into the bankruptcy estate. Honest and truthful debtors get a fresh start in life without debt and become productive citizens again while keeping most if not all of their assets. This is the purpose of bankruptcy law. Honest debtors can look
forward to a new and happy life after filing for bankruptcy. They keep their income, house, cars, retirement accounts and most everything else they own with applicable exemptions. Yet they get rid of all unwanted debt. Many successful people have gone through bankruptcy at one time or another in their lives. Walt Disney filed for Chapter 7 bankruptcy twice before his famous mouse became a successful business venture. Henry Ford filed for Chapter 7 bankruptcy in 1903 but pushed on thereafter to become the biggest car manufacturer in America. Milton Hershey who established the chocolate factory with products that world loves to eat so much filed for Chapter 7 bankruptcy before his chocolate business became successful. And of course, Pres. Trump is no stranger to bankruptcy. His companies have filed for bankruptcy four times during the nineties. His casinos failed and could not pay hundreds of millions of debt. Even Orange County filed for bankruptcy reorganization not too long ago. And several Catholic diocese filed for bankruptcy reorganization to handle the child molestation lawsuits that hit the church with $600M of liabilities. It was Luciferâ&#x20AC;&#x2122;s handiwork no doubt. 2.Will debtor be able to borrow money again after bankruptcy? YES. Most car dealers will finance a car purchase right after debtor obtains his discharge. In fact, debtors do get offers to finance car loans even while the bankruptcy is going on. Clients usually bring me flyers mailed to them saying that their pending bankruptcy is no obstacle to buying a car in the dealership. They ask me if that is true or a scam. I tell them itâ&#x20AC;&#x2122;s true. The interest rate will be higher than someone with good credit. Some clients ask if they can buy a house after bankruptcy. The normal wait is two years. Two years after discharge you can get a mortgage to buy a house. There are lenders who advertise that bankruptcy is no problem to buying a house. Of course, again, the interest rate will be higher than
Raps filed vs. PSC chair Ramirez over security deal MANILA, Mar 27 (Mabuhay) â&#x20AC;&#x201C; The Office of the Ombudsman has formally filed charges against Philippine Sports Commission (PSC) Chairman William Ramirez over an alleged anomalous security deal in 2008. Ramirez was charged with violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act. Also charged was Ma. Flordeliza Angel, president of Excelguard Security and Research Services, Inc. In its charge sheet filed before the Sandiganbayan, the Ombudsman said that on Dec. 4, 2008, Ramirez conspired with Angel in giving â&#x20AC;&#x153;unwarranted benefitâ&#x20AC;? to Excelguard by entering into an Addendum to the Contract of Service with the company. The addendum was for the hiring of 95 security guards in addition to the 108 security guards originally
stated in the Contract of Service dated Dec. 31, 2008 between the two parties. This, however, was made without authority from the PSC board and without public bidding, the Ombudsman alleged. The Ombudsman has recommended a P30,000 bail for each respondent. Last year, the Sandiganbayan acquitted Ramirez of graft in connection with the alleged anomalous procurement of cycling equipment in 2007. Ramirez has a pending graft case before the court for the alleged anomalous release of P37 million worth of funds for the training of swimmers who competed in the 2012 Olympics. Former Philippine Amusement and Gaming Corporation chairman Ephraim Genuino was a co-accused in the case. (MNS)

Within a couple of months after obtaining discharge, these offers of new credit cards will start coming into your mailbox. I always suggest clients take these cards, use them, but pay them in full every month, just so they can start rebuilding their credit scores faster YES. Life after bankruptcy is great! No more monthly minimum credit card payments to suck up your disposable income. You can start saving money again. Keep your disposable income for your family and yourself. No more pressure for credit card payments. Or, become wildly successful as Walt Disney and Milton Hershey! If they can do it after bankruptcy, you can do it too! 3. Will bankruptcy affect debtorâ&#x20AC;&#x2122;s immigration status? NO. Immigration status has nothing to do whatsoever with bankruptcy. It is debtorâ&#x20AC;&#x2122;s income that has something to do it immigration status. If you are in the process of getting a green card, what you need to do is show enough income, or if you are short on income, you have to get a relative who is either a permanent resident or citizen who has enough income to vouch for you with an affidavit of support. If you claim government benefits within a certain period of time after getting your permanent resident status, Uncle Sam will be able to claim these benefits back from your relative who executed the affidavit of support. Of course, if you are asked during the interview if you have filed
bankruptcy and you have, you just have to answer truthfully. Bankruptcy is not and has never been a legal ground to deny an immigrant permanent residency. Deportation Defense Under the Trump era, getting deported by ICE is your problem if you do not yet have legal status. Have a contingency plan. Be ready to post bail. Have the money ready for bail. Get the money from your credit card. Make sure you discuss what needs to be done to defend you from deportation with your lawyer. You might qualify for deportation relief. Palace blasts HRW for falsehoods against Duterte
MANILA, March 27 (PNA) – Malacañang on Monday hit back on international group Human Rights Watch (HRW) for declaring falsehoods against President Rodrigo Duterte and his administration’s war on illegal drugs. In a statement, Presidential Spokesperson Ernesto Abella dismissed recent statements made by HRW Deputy Asia Director Phelim Kine as outright lies that somehow exposes the organization’s deep insensitivity to other cultures. “The war on drugs is not targeted at any particular segment of society. Nothing can be farther from the truth than the HRW accusation that President Duterte has ‘contempt for lives.’ In fact, eight out of ten Filipinos living in Metro Manila now feel safer and more secure under his administration,” Abella said. Malacañang issued the statement after Kine remarked Sunday in his Twitter post that Duterte has “finally acknowledged” that the war on drugs is “a war on the poor” and exposes the chief executive’s “contempt for lives.” Abella pointed out that shabu, the most prevalent drug in the Philippines, is dubbed as poor man’s cocaine because of its low cost as compared to other high end drugs, and its availability in the streets. Because of this, he said shabu, which largely comes from outside the Philippines, is in great demand from both users and distributors, majority of whom came from poor families. “Poverty, however, does not justify the use and selling of shabu. As the President said, he has to clean up the streets of drug users, pushers and dealers, regardless of their socio-economic status in life,” the Palace official said. “HRW and similar other organizations should therefore be more circumspect about meddling in the country’s domestic affairs. MANILA, March 27 (PNA) – An election lawyer said appointing barangay officials is unconstitutional. “Any law or executive order declaring as “vacant” all existing elective barangay positions and to appoint their replacements is unconstitutional,” said lawyer Romulo Macalintal in a forum on Monday. He added, “It will also violate the constitutional right to security of tenure of these barangay officials as that would be tantamount to removal from office without a just or valid cause.” Section 8, Article X of the 1987 Constitution recognizes barangays as “elective local officials” like regional, provincial, city and municipal elected officials. “Clearly, barangay officials shall be elected since, like provincial, city and municipal officials, they are referred to in the constitution as “elective officials” governed by R. A. 7160 or the Local Government Code which, as amended, mandates the election of a Punong Barangay and seven Barangay Councilors or Kagawads,” he explained. “If barangay officials could be appointed and their positions be declared vacant by a mere order of the president, then the same could be applied to governors, mayors and councilors as they belong to the same cate-
gory of being “local elective officials”. What is sauce for the goose is sauce for the gander, so to speak,” Macalintal added. With this, he noted that if President Rodrigo Duterte wants to appoint the barangay official, the Constitution should be amended with regard to the matter of local officials. “If the intention of the President is to identify or monitor the barangay officials allegedly involved in illegal drugs, the remedy is to file appropriate charges against them,” Macalintal said. He added, “He can also ask Congress to abolish the positions of barangay councilors so it would be easy for him to monitor the 42,095 punong barangays instead of the entire 336,810 barangay officials.” On the other hand, a Manila priest opined that the people should be given the chance to elect barangay officials. “Let the people decide whom they want as barangay leaders. Let the law be followed instead of skirting it,” said Fr. Jerome Secillano, Nuestra Señora del Perpetuo Socorro Parish in Sampaloc. “There are legal issues with regards to appointing brgy. officials instead of electing them. Besides, even if the nominees will be named by the religious sector, this practice of appointing them smacks of patronage politics,” he added.

MANILA, March 23 (PNA) –- Impeachment is not only about the numbers game but the political as well, Supreme Court (SC) spokesperson Atty. Theodore Te said Thursday. The SC official made the statement amid moves in the House of Representatives to impeach both President Rodrigo Duterte and Vice President Leni Robredo. Te, a law professor, explained that impeachment is a “political process to remove a public official unfit for a position.” “It is not a criminal trial, it is not a trial per se as we understand it in the courts. It is not a judicial process. It is basically a political disciplinary process,” Te said in a television interview on Thursday. “The only issue in impeachment is always fitness to continue holding the office - regardless of the grounds like bribery, graft and corruption and other high crimes like betrayal of public trust,” the SC spokesperson noted. Te explained that there are justiciable issues in impeachment proceedings that may be subject to judicial review, citing previous cases that the high court had ruled upon. “There have been instances where the
Supreme Court has been asked to come in, but on very, very limited issues,” he noted. He cited the impeachment cases against retired Chief Justice Hilario Davide Jr., the late former Chief Justice Renato Corona and former Ombudsman Merceditas Gutierrez, which all reached the SC. In the Davide case, Te said that the high court had decided on the issue involving the constitutional rule requiring only one impeachment complaint against an official per year and tackled its jurisdiction over the case. The SC, in its 2003 ruling, disallowed the filing of the second impeachment complaint against Davide after the first one was already dismissed by the House. In the 2010 Gutierrez case, on the other hand, the SC was asked to review the power of the House to conduct hearings on the impeachment case. The high court then upheld the House procedures and the former Ombudsman resigned from her post in April 2011 even before her trial in Senate could start. In both cases, the high tribunal temporarily stopped the House from proceeding with the impeachment process pending resolution of the petitions.

I hope our national leaders set aside their personal political ambitions and greed and instead work for the passage of important legislation that will spur economic growth in the country and uplift the lives of poor Filipinos. Our elected officials should close ranks and work for the common good of the country and set aside, for once, their self-interest and help President Duterte in his quest to stamp out corruption in government and end the proliferation of illegal drugs in the Philippines. The opposition should desist in their efforts to stage any destabilization plots against the government because it is counter-productive to the economic gains the country has attained during the previous administration . Too much politics and corruption in government over the years have transformed the country into one of Asia’s poorest. Surprisingly, Vietnam has overtaken the Philippines in economic growth despite being rocked by military conflict for almost 20 years. About five decades ago, the Philippines was once considered the second richest country in Asia, behind Japan. However, political instability, corruption and poor economic decision by our national leaders contributed to the decline of Philippine economy. For so many years, unemployment remained high in the country, prompting millions of Filipinos to work overseas. Their dollar remittances to their families in the Philippines amounting to hundreds of millions of dollars, helped the country’s economy stay afloat even during the contagion period that hit Asia years ago. *** Vice President Leni Robredo is in a very precarious position right now. Aside from the election protest filed by former Senator and defeated vice presidential candidate Bongbong Marcos, Robredo is facing possible impeachment proceedings in the lower house that could possibly remove her from office. Lower house leaders appear to be dead serious in filing an impeachment complaint against Robredo despite President Duterte’s recent order for them to lay their hands off her. House Speaker Pantaleon Alvarez and his allies are expected to file the complaint against Robredo for culpable violation of the Constitution and betrayal of public trust.
The complaint against Robredo, I believe, is expected to be filed when Congress resumes session next month Even Justice Secretary Vitaliano Aguirre, who has also joined the calls to impeach Robredo, is claiming that there is legal basis to remove the Vice President from office since her message to the UN was both embarrassing and damaging to the country. Robredo has been in hot water ever since she made a video which she sent to the United Nation Commission on Narcotic Drugs. In the video, Robredo criticized the manner on how President Duterte and the police conduct its war against illegal drugs. She claimed in her video that since the government launched its bloody war against illegal drugs, close to 70,00 people have been killed, including women and children. This figures, however, were debunked by the Philippine National Police (PNP), claiming that there were only about 2,500 killed in the war against illegal drugs. The PNP also disclosed that the number of deaths in the drug war includes police and army troopers killed in action while engaged in a firefight with drug traffickers. • Once a liar, always a liar. This phrase is most suited for jailed Senator Leila De Lima. During oral arguments at the Supreme Court, justices found out that De Lima has falsified her petition seeking the High Court’s intervention to dismiss her arrest for drug traffic charges. It was found out that the jailed Senator’s lawyer, Maria Cabalo, who supposedly notarized De Lima’s petition, admitted in her affidavit submitted to the High Court that the petition has already been signed when they met at Camp Crame. Cabalo also admitted in her affidavit that De Lima never appeared before her to swear and subscribe her affidavit. Cabalo, who is a sorority sister of De Lima, also added that the affidavit executed by the jailed Senator was already signed and notarized by the jailed senator’s staff when it was given to her.

Caregiver rights update 2016 was a sensational year for caregiver rights. In January 2016, when California raised the minimum wage to $10 an hour, the minimum daily rate of pay for many 24-hour caregivers was raised to $315. The calculation of the daily rate is as follows: Under the Domestic Worker Bill of Rights (DWBR) law, the first 9 hours of work must be paid at minimum wage (9 hours x $10 an hour = $90), and the next 15 hours of work must be paid at the overtime rate (15 hours x $15 an hour = $225) making the total daily rate due caregivers for 24-hours of work $315 in 2016. This wage increase, along with other changes to California’s labor laws that went into effect at the start of the year, truly set the stage for an eventful year in the world of caregiver law. To raise awareness of the plight of caregivers, who are all too often ignored, Kevin Rehwald, a partner at Chaleff Rehwald, wrote a 5000-word article examining caregiver rights. The editors of the magazine were so impressed with Kevin’s work that he was asked to appear on the cover of the November issue of Los Angeles Lawyer, the magazine of the Los Angeles Bar Association. PANDI, Bulacan, March 27 (PNA) –As if their prayers were answered, the militant group Kalipunan ng Damayang Mahihirap (Kadamay) who occupied “idle” housing units in five resettlement housing projects of the National Housing Authority (NHA) here since March 8, will no longer be evicted, a partylist solon belonging to the “Makabayan Block” announced on Monday afternoon. Rep. Antonio Tinio of the Alliance of Concerned Teachers said instead of eviction, the NHA has agreed to conduct on-site validation and processing of applicants on Tuesday at the resettlement sites occupied by the Kadamay settlers. Tinio said this was agreed during the dialogue between the Makabayan Block in Congress and officials of the NHA on Monday morning. “There will be a continuous processing and profiling on-site starting on April 3 for the Kadamay members. For the 171 Kadamay members who signed in the housing information form, the processing will start tomorrow, March 28, ” Tinio said. Tinio also said the police and military units in the area will be pulled out to avoid unnecessary tension. He said this is a peaceful way to settle the issue. Earlier, Kadamay fortified barricades along the entry points of at
least five resettlement areas in this town as they braced for the looming implementation of the eviction notice. Norman dela Cruz, one of the Kadamay members manning the barricades at Pandi Heights 2 in Barangay Mapulang Lupa, said they will not vacate the place and that they are ready to meet whatever forces the NHA will send to evict them. He also said the “no ID, no Entry” policy is strictly being enforced to ensure that their ranks will not be infiltrated. He said even the media are not allowed to enter beyond the barricaded portions of the occupied housing projects. Last week, the NHA teams posted the notices on 324 houses at around 4 p.m in Villa Elise in Barangay Masuso. They then proceeded to the Padre Pio housing project in Barangay Cacarong Bata; the housing project for jail and penology employees and firemen in Barangay Cacarong Matanda; the Villa Louise housing site in Barangay Siling Matanda; and the Pandi Heights 2 and 3 housing projects in Barangay Mapulang Lupa. The “invaders,” however tore down the eviction notices, prompting the NHA to erect billboards where they place tarpaulin replicas of the notice of eviction at the entrance of the occupied housing projects.

Ken Go: Living in California is expensive, you are paying close to 35% in taxes and into your retirement accounts, with insurance premiums continuing to increase, soon you might be paying up to 38% of your gross income towards taxes and expenses. Your kids are not in private school, you do have two car loans that are not too high but you have under 10K in credit card debts that you are paying about 22% in APR rates. I suggest for you to temporarily reduce your retirement contribution since you both are still very young ( mid to high 30’s), this way you can save up to buy a house and hopefully gain equity to start building your nest egg. Your estimated gross income is about 9K, after your taxes, insurance and retirement allocations, you are only netting $5800.00, minus your rent, car loans and credit card debts, you are left with $2450.00 net income per month. You have two kids in public schools, living expenses, utilities, groceries, gas etc… if you are frugal you might have about $1000-1500.00 in savings every month. Since you are young and live in a good area for kids schools, this is the time to save up to buy a starter home, if you have access to getting a gift from your family or are able to scrounge up 3-5% for a down payment. A starter home or condo should be your next move, regardless of market fluctuation. You need the tax write off to get a tax refund, think about also increasing your tax dependent if you have parents living with you. But buying a house at the right time will help you build equity instead of throwing away money to a landlord. Caller: I bought a house in San
Bernadino county 10-11 years ago and currently still cannot refinance my house and get rid of my high interest rate. We really did not want to ruin our credit that is why we tried to keep the house from going into foreclosure. I read your article about the statistics that there are about 7-8% of California homeowners that might still be underwater, we might be in that category. What is your suggestion for us. We have been putting in a lot of money towards our mortgage payments to keep the house from going under, but still is not eligible for refinancing. Ken Go: San Bernadino and Riverside county homes have a different conventional and FHA loan limit, it was actually higher back in the mid 2000’s and that is why you were able to get a higher mortgage amount. Your are still paying 6% rate on your mortgage and still can’t refinance unless you can bring more money to the table to get a lower loan balance. My honest opinion is that you should look into your 10-20 year goal, can you continue this kind of high paying rate/mortgage payment? You did get a modification (bad one) but you still have a differed balance that you have to consider when you refinance or sell. From what I see, you are just working for a mortgage payment and still owe a substancially high amount. I suggest you consider to sell, if you do you will just have enough to payoff an agent and maybe be left with just a little cash but you will be free of this mortgage payment. Start over and buy something that is more affordable and sustainable for your long term goals of retiring the next ten years.
US stocks extend losses on failed healthcare bill NEW YORK, March 28 (PNA/Xinhua) – U.S. stocks traded lower in the morning session Monday as investor sentiment was dented after the House pulled a key healthcare bill ahead of a vote last Friday. Around midday, the Dow Jones Industrial Average fell 102.87 points, or 0.50 percent, to 20,493.85. The S&P 500 lost 10.51 points, or 0.45 percent, to 2,333.47. The Nasdaq Composite Index decreased 20.75 points, or 0.36 percent, to 5,807.98. House Republicans pulled their healthcare bill on Friday as they failed to get enough support for it, throwing the future of one of their top legislative priorities into serious doubt. The House vote is crucial for U.S. President Donald Trump’s agenda. Trump had said the repeal and replacement of Obamacare must happen before action can be taken on his other plans, including a major tax reduction. Analysts said there appears to be growing concerns that Trump’s tax reform, infrastructure spending and deregulation may take longer to pass than initially thought. “In the wake of Friday’s healthcare debacle, Trump tweeted ironic congratulations to the Freedom Caucus for saving Obamacare and is reaching out to Democrats. Markets are shaken, to say the least, at the possible end of the Trump trade,” said Chris Low, chief economist at FTN Financial, in a note. There is no major economic report due Monday. U.S. stocks declined Friday, with the Dow logging a seven-day losing streak.

Sharon: Angel was the ‘perfect’ Darna but we have to move on
It’s one of the hottest topics in local showbiz at the moment: Who will be the next Darna? But any debate over whether Liza Soberano, Pia Wurtzbach, or Nadine Lustre would be a better fit for the costume should boil down to one factor, according to Sharon Cuneta. “It’s a responsibility,” she said, explaining that the next Darna should be someone who can uphold the values on women empowerment that the superheroine represents. “Panindigan mo si Darna. Mahiya ka naman kay Darna.” Cuneta portrayed Darna back in 1986 for a cameo role in Edu Manzano’s “Captain Barbell” — an experience she described as physically taxing. “Lahat ng body pains naramdaman ko. Sabi ko nga, ‘Pwede bang mag-drama na lang ako? Kahit limang balde iyong iiyak ko,” she shared. Asked if she had an actress in mind to succeed Angel Locsin, who was forced to back out of the role due to health concerns, Cuneta refused to play favorites. She did warn those interested in donning the costume to be prepared for the physical demands of the role. “Someone more physically fit is more bagay to this,” she said. Cuneta went on to belie calls from fans to scrap the planned movie adaptation altogether after Locsin’s departure. While acknowledging that Locsin “perfectly” embodied Darna, she explained that the mantle of the character has always been passed down to a younger generation, and it should remain that way. I now entrust the reins to the next lucky lady who will have the time of her life portraying the role,” she added. The last actress who played Darna was Marian Rivera for a television series in 2009. What Gerald learned from LA Marathon Gerald Anderson is back from the United States where he participated in the Los Angeles Marathon and he’s brought home nothing but good memories from joining the 42-kilometer run. Anderson said he found the marathon very challenging. But he added that being a part of it was one of the proudest moments of his life. “Masaya naman. Sobrang challenging lang sa sarili talaga lalo na nung last 10K, talagang puso at isipan mo na lang talaga. Kailangan mag-focus ka. Kung kaya, huwag talaga pansinin yung sakit dahil napakasakit sa katawan,” he said. Out of the 25,000 who joined, Anderson said only 18,000 runners were able to complete the marathon. He, however, doesn’t look down on those who were not able to cross the finish line. “Yung around 7,000 na hindi nakarating, naiintindihan ko naman sila dahil napakahirap talaga nung challenge,” he said. “Kapag nakarating ka sa dulo at sinabitan ka ng medal, iba talaga yung pakiramdam.” More than the privilege of representing the Philippines in the race, Anderson said it is what he learned from the experience that will stay with him forever.
Sarah G takes herself out of the running for Darna role For a Filipina actress, Darna has long been viewed as a goal. But for Sarah Geronimo, she remains dismissive donning the superheroine’s rather revealing costume. The pop star’s name has been repeatedly brought up by fans to take over Angel Locsin as Darna. However, in an interview with reporters on Friday, Geronimo took herself out of the running by saying she doesn’t have the figure to do the costume justice. “Wala akong boobs, anong magagawa natin?” she quipped. Geronimo, who hesitates to flaunt skin, earlier joked Sarah Geronimo to fans who keep insisting that she succeed Locsin to prepare themselves for a version of Darna in a jumpsuit. In explaining her iffiness over the role, Geronimo simply said someone else would be a better fit. “Baka naman na-negative-an sila sa akin nung sinabi ko na, ‘Eh, ‘di wow! The study was aimed at increasing the marketability of honey as a pharmaceutical raw material, she said on Monday. â&#x20AC;&#x153;We are looking at the science; the chemistry and biology to validate the claims that honey is a good agent,â&#x20AC;? she added. After working for three and half-months, they were able to find interesting, promising activities from the Iloilo honey compared with samples taken from other parts of the country. Honey samples were taken from Benguet, Baguio and Laguna in Luzon; Palawan in Visayas and Bukidnon and Davao. A comparison was made to determine which among the honey types was of superior quality. It was also compared with the New Zealand-standard honey called â&#x20AC;&#x153;manuka,â&#x20AC;? which is very expensive at around Php5,000 per 100 grams, she added. â&#x20AC;&#x153;We have found that honey in the Philippines, particularly the one in Iloilo, has a more anti-microbial activity compared to the rest, thatâ&#x20AC;&#x2122;s the biology. With the chemistry we are still looking into it but there are promising compounds present in the samples,â&#x20AC;? Dalisay revealed on Monday. After the validation, the plan is to have the honey commercialized as a new product for wound-healing. Maridan Industries a pharmaceutical firm in based in Iloilo and specializing in galenical products, has been tapped as partner for the study. The grant was obtained under the Science Technology, Research and Innovation for Development (STRIDE) of USAID.

DOH asks Manila city govt to help discourage swimmers in Manila Bay MANILA, March 27 (PNA) â&#x20AC;&#x201C; A health department official on Monday sought the help of Manilaâ&#x20AC;&#x2122;s city government in discouraging people from taking a dip in the murky waters of Manila Bay, especially during summer. Department of Health (DOH) spokesperson Dr. Eric Tayag lamented that despite warnings of the dangers of swimming in Manila Bay, people continue to swim in it. â&#x20AC;&#x153;We cannot prevent them,â&#x20AC;? he said, adding that putting up a â&#x20AC;&#x153;No swimmingâ&#x20AC;? sign would not help. â&#x20AC;&#x153;But they (the city government)
have to reduce the risks of drowning, injuries, (illnesses from) germs. Anything that comes into contact with the eyes, mouth, nose, a cut in the skin, is a potential infection,â&#x20AC;? Tayag said, calling on the city government to help the department, for instance by luring children to swim in public pools. But until people heed their appeal, the health official said all he could do is to advise swimmers to minimize their exposure to the dirty water and wash themselves with clean water immediately after swimming in Manila Bay.

President Trumpâ&#x20AC;&#x2122;s White House announced that they will move on to tax reforms so it is unlikely that the U.S. Senate will initiate moves towards â&#x20AC;&#x153;repeal and replaceâ&#x20AC;? Obamacare. What impact will this have on the wary public? As we have discussed before, the withdrawn bill would have not touched Medicare. Those on Medicare will continue to enjoy their benefits the way they have been. Furthermore, the â&#x20AC;&#x153;donut holeâ&#x20AC;? under Part D will continue to become smaller and smaller until it is done away with in 2020. (Seniors on Medicare need to be continually assured on their medical coverage because they pay attention to any slight change in benefits. They know that unexpected medical expenses are surprises they can ill-afford in retirement.) Employees on employer-sponsored or union-sponsored plans have nothing to worry about their benefits. Their benefits remain the same whether â&#x20AC;&#x153;stayâ&#x20AC;?, â&#x20AC;&#x153;amendâ&#x20AC;?, or â&#x20AC;&#x153;repeal and replaceâ&#x20AC;? takes place. Those on a High Deductible Health Plan (HDHP) may want to consider enrolling on a Hospital Indemnity plan, an ancillary insurance that takes care of deductibles in cases of hospitalization. Medi-Cal (MediCaid) beneficiaries will continue to receive benefits subject to certain changes that the Centers for Medicare and MediCaid Services (CMS) may impose thru
new administrative rules and regulations. Apparently, the MediCaid expansion provision enshrined in Obamacare will remain to be the law enforced on those states that accepted MediCaid expansion. New initiatives lie in the hands of Ms. Verma Sheema, the new head of CMS. What about premiums and deductibles to those on Individual and Family plans? They remain stable until the end of the year. We will know how they will fare come July when insurance companies submit their rates for 2018. Persons with pre-existing conditions will continue to have access to coverage and youths 26 years old and below can remain covered under their parentâ&#x20AC;&#x2122;s plan. These provisions were also included on the withdrawn bill. The mandates remain. Those with no health coverage will pay a fine. Covered California remains open for enrollment to those with no health coverage for 2017, and have a qualifying event that will make them eligible for a special enrollment. “Such heroism and gallantry must not be forgotten.” Thus, said Consul General Adelio Angelito S. Cruz of the Philippine Consulate in Los Angeles, referring to an estimated 80,000 captured Filipino and American soldiers who were forced to march by the Japanese Imperial Army on a 70-mile route – from the province of Bataan to the province of Tarlac – during World War II. The infamous “death march,” which resulted in the death of some 10,000 prisoners of war, began on April 9, 1942 after a bloody threemonth battle in Bataan. Cruz highlighted the significance of the heartrending event to enjoin Filipino-Americans to participate in the upcoming activities in Los Angeles to commemorate the 75th Bataan Death March anniversary. He made the call during a press briefing at the Bob Hope Patriotic Hall in downtown LA on Tuesday (March 28). The consul general thought that a substantial awareness among Filipino-Americans about the Bataan Death March could generate enthusiasm in solving the funding problem for the distributions of the Congressional Medal of Honor for each of the WW II veterans and their families. “There are four million Filipinos here in the United States. If only they would donate $1 each, it would solve the problem of funding for the Congressional Medal of Honor,” Cruz said. Former US president Barack Obama signed the Filipino Veterans of World War II Congressional Medal Act of 2015. But the veterans need to pay in order to get individual copper replicas of the said award. Dr. Jenny Batongmalaque, executive director of Filipino Veterans Foundation and among the prime movers of the Bataan Death March commemoration, emphasized the urgency of publicizing the said historic episode while some of its survivors are still around, saying that
no one could better retell the horror of those days other than the soldiers who lived through the torment. Around a dozen WW II veterans attended the press briefing and were all seated at the front row of the gallery. The opening ceremony of the commemorative program will start at 9 a.m. on April 3 at the Bob Hope Patriotic Hall at 1816 S Figueroa St., LA 90015. It will be followed by a film showing on Bataan Death March, which will be enriched by testimonials and recollections by war veterans and historians. The same format will be followed on the succeeding week from April 10 to 13.Simultaneously, World War II artifacts and photos will be on public display at the Bob Hope Patriotic Hall. On April 11, the WWII Veterans will recite the Pledge of Allegiance and will be recognized at the start of the Board of Supervisors meeting at the Hall of Administration. Consul General Cruz will deliver the Keynote Address at the august chamber honors the United States Armed Forces in the Far East (USAFFE). There were 110,000 Filipino defenders and 31,000 American soldiers who were duly inducted to the USAFFE. Today, only an estimated 15,000 veterans have survived the passage of time. The week-long exhibit is curated by the Lt. Alexander Nininger chapter of the Philippine Scouts Heritage Society headed by Gil Mislang. The Department of the Military and Veterans Affairs of the County of Los Angeles graciously provided the venue for the week-long World War II exhibit. As this developed, Philippine consulate cultural officer Wilma Bautista extended invitations for the opening of a month-long exhibit of World War II memorabilia at the community hall of the Philippine Consulate on April 3, 2017 at 6 p.m. The exhibit is also curated by Lt. Alexander Nininger chapter of the Philippine Scouts Heritage Society.
