BI orders deportation of Syrian national MANILA, April 11 (PNA) – The Bureau of Immigration (BI) has ordered the deportation of Rahman Zina, one of the suspected members of terrorist group Islamic State Islamic State of Iraq and Syria (ISIS), who was arrested in Taguig City last March 25. In a summary deportation order signed by the threeman board of commissioners headed by BI Commissioner Jaime Morente, it has directed to deport Zina to Syria. “Wherefore, finding the charge to be sufficient and well substantiated, we hereby order the deportation of Rahaf Zina (Rahaf) to Syria, subject to the submission of her National Bureau of Investigation (NBI) clearance,” said the order which was also signed by Deputy Commissioners Estanislao Canta and Jose Carlito Licas, who are also members of the board. The order has also included the Syrian’s name in the bureau’s blacklist as undocumented/undesirable. “Respondent’s presence in the country poses risk to public interest,” the summary deportation order added. CAGAYAN DE ORO CITY, April 12 (PNA) – Several properties were damaged as a Magnitude 6 earthquake jolted parts of Bukidnon and Lanao del Sur provinces early Wednesday morning. Initial reports coming from the local governments of Wao in Lanao del Sur and Kalilangan in Bukidnon said residential structures and public buildings were damaged by the tremor that struck at around 5:21 a.m. on Wednesday. Phivolcs allays fears of ‘Big One’ from Batangas twin quakes By Saul E. Pa-a

CAMP VICENTE LIM, Calamba City, April 11 (PNA) – Philippine Institute of Volcanology and Seismology (Phivolcs) Undersecretary and Executive Director Dr. Renato Solidum has allayed fears of Metro Manilans over widespread texts and social media posts that the Batangas quakes could trigger a very strong earthquake known as the “Big One”. In a press briefing on the earthquake swarm at the Batangas Provincial Capitol auditorium, Phivolcs-DOST Undersecretary Solidum explained that the series of tremors that hit the country like the strong quakes in Batangas, Ilocos, Northern

Samar and Surigao are not connected or have nothing to do with any big quake to hit Metro Manila. The briefing also dispelled wrong information circulated around on the “Big One” scenario and advised the public to source correct and verified information from the Phivolcs. Solidum said that the quakes that hit Batangas and parts of the Calabarzon Region, Metro Manila and Camarines Norte were traced to a local fault line in Mabini that triggered the quakes. Optimism in PHL hits record-high in Q1 2017 improve within the period, as optimism rate climbed to 84 percent from 72 percent. MANILA, April 11 (PNA) – Business optimism in the Philippines has hit a record-high of 98 percent in the first quarter of 2017, according to the Grant Thornton International Business Report (IBR). This rating was the highest since the last quarter of 2010. Figures in Q1 2017 survey improved from 80 percent in fourth quarter last year. Businesses are also confident to get higher revenues, as 76 percent of the respondents said they expect an increase in revenues in the next 12 months. This went up from 58 percent in Q4 2016. Profitability is likewise seen to

MANILA, April 11 (PNA) – When tourists picture Palawan, they imagine white-sand beaches, pristine waters and a diverse marine life. A travel firm however wants to add another feather in the island’s cap by tapping it as a go-to destination for history and heritage. Rajah Travel Corp. on Tuesday expressed interest to aggressively position what has been cited as “The World’s Best Island” as a major historical destination, but it does not stop there — efforts to push for historical tourism will be done nationwide. Aileen Clemente, Rajah Travel Corp. chairperson, said the firm began with Palawan two years ago to see if there would be a positive response among tourists and the public. She said the firm wants to present Palawan as a key location in the defense and eventual liberation of the country during World War II, noting that this facet of Palawan has been “largely overlooked”. “Today, Palawan is not only known for its Underground River and beaches. People are now going to the province for its historical and heritage tours,” Clemente said, adding that such tours will cater to all kinds of tourists -- from baby boomers all the way to millennials. To date, Rajah Travel Corp, the provincial government of Palawan, and the city government of Puerto Princesa have redeveloped Plaza Cuartel, Iwahig Prison and Penal Farm as major historical destinations in the island.

MANILA, April 12 (PNA) – Cooperation among the public and local government units is vital on ensuring preparedness and preventing casualties when earthquakes strike communities. Philippine Institute of Volcanology and Seismology (PHIVOLCS) Director Renato Solidum, concurrently Department of Science and Technology (DOST) Undersecretary for Disaster Risk Reduction and Climate Change Adaptation, stressed the importance of community involvement in implementing disaster preparedness measures in Metro Manila and its nearby provinces. Solidum proposed holding regular earthquake preparedness and evacuation drills in barangays to inculcate awareness on the effects of earthquakes in communities during the meeting of the Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC) held Wednesday at the Metro Manila Crisis Monitoring and Management Center in the central office of the Metropolitan Manila Development Authority (MMDA), Guadalupe, Makati City. Since the Philippines is situated among various fault systems wherein quakes happen at any time due to their movements, it is important that the barangays must establish teams of first responders for earthquakes and other natural calamities. An efficient communication system must also be established for co-

ordination of rescue services and dissemination of vital information while helicopters, ambulances and other emergency vehicles should be swiftly deployed as major earthquakes damage critical infrastructures resulting to the isolation of various communities. “We must establish programs that can help communities increase awareness and encourage them into action towards preparedness for disasters,” Solidum emphasized. “We must prevent leadership vacuum. Local authorities should always be on ready when disaster strikes,” he added. For his part, MMDA Officer in Charge and General Manager Thomas Orbos, concurrently chair of the MMDRRMC, stated that the agency will propose to the Metro Manila Council (MMC) that its third Metro-wide earthquake drill be held at barangays on July 2017. PHIVOLCS has suggested that the provinces of Bulacan, Rizal, Laguna and Cavite be included in the quake drill. The MMC is the policy-making body of the MMDA consisting of 17 Metro Manila mayors. “Preparedness must cascade down to the community level. Barangay officials and LGUs should provide a semblance of governance in cases of emergencies,” according to Orbos. The Metro Manila Shake Drill is a metro-wide earthquake drill which aims to promote a culture of preparedness among Metro Manila residents for a possible 7.2 magnitude movement of the West Valley Fault.

Number of quake-affected families in Batangas reaches 22,000 people MANILA, April 11 (PNA) – The number of people affected by the April 8 magnitude 5.7 earthquake that struck Batangas has now climbed close to 22,000, the National Disaster Risk Reduction and Management Council (NDRRMC) announced Tuesday. At least six persons were hurt in the quake. NDRRMC executive director Ricardo Jalad identified the wounded as Leonardo Magnaye, who injured his arm after he was hit by pieces of shattered glass in Mabini, Batangas; Jerry Macuha, Maribel Aguado, Narding Castillo, and Diana Basca, who all sustained abrasions; and Mario Dimaala who suffered a cut on his left arm. The latter five are residents of Tingloy, Batangas. Jalad said some 5,528 families or 21,549 persons have been affected by

the tremor, 2,139 families or 10,917 individuals of whom have been served and have taken temporary shelter in 45 evacuation centers in the province. The affected families are from Batangas City and the towns of Mabini, San Luis, San Pascual, Taal and Tingloy. Jalad said as of Tuesday, a total of 796 damaged houses were reported in Batangas, 97 of which were totally damaged and 699 were partially damaged. The NDRRMC chief said a total of PHP1.59 million worth of assistance has been provided to the affected families. Meanwhile, 50 tents worth PHP644,000 were delivered to the Batangas Medical Center, local government units and other affected areas.

MANILA, April 11 (PNA) – The World Bank has projected the growth in the country’s gross domestic product (GDP) at 6.9 percent for 2017 and 2018. During the launch of the Philippine Economic Update April 2017 on Tuesday, World Bank lead economist Birgit Hansl said the Philippine economy will remain resilient in the medium term, backed by favorable macroeconomic conditions. The World Bank however slightly slashed its growth forecast for next year from 7.0 percent. “It’s really minor (change), it’s statistical. It’s insignificant. There is no specific reason for this,” Hansl said. The economist noted the need to highlight the country’s achievement to continue its strong growth and its economic policies that support this positive trend.

Japanese scientists get ready to reach the earth’s mantle for the first time MOSCOW, April 11 (PNA/Sputnik) – A group of Japanese scientists is planning to drill through the Earth’s crust to reach the mantle for the first time in history. The preliminary study is expected to start in September. Radio Sputnik discussed the importance of the issue with Dr Natsue Abe, researcher with the Japan Agency for Marine-Earth Science and Technology. A group of Japanese scientists, researchers from Japan’s Agency for Marine-Earth Science and Technology (JAMSTEC), want to be the first

to successfully drill into the Earth’s mantle. The Japanese government, which is helping to fund the expedition, hopes the research could help discover ways to better predict earthquakes. Moreover, the project is aimed at exploring the oceanic crust and examining how deep microbial life exists inside the planet. Under the plan, a drill will be dropped four kilometers into the ocean, before drilling through six kilometers of the planet’s crust to reach its destination.

After a debtor receives a discharge in bankruptcy, creditors whose debts are discharged are required to report that the account has a zero balance. The fact of the filing itself can remain on the credit report for 10 years from the date it was filed. A debtor interested in re-establishing credit after bankruptcy should obtain credit reports from the 3 largest credit reporting agencies, (Experian, Equifax, and Trans Union) and ensure that the account balances have all been zeroed out. If not, the debtor should contact the credit reporting agencies and ask that the record be corrected Methods of Re-Establishing Credit A debtor seeking to re-establish credit should consider applying for a secured card, usually a Visa or Master Card. This is a credit card issued by a bank to a customer who is required to establish a savings account at the bank, which is used as security or collateral for the card. Typically, the limit on the card is based on the amount of collateral put up in the form of the savings account. Often, the bank will have an annual fee. The benefit of the secured card is that banks will issue them to persons with poor credit reports in the past, but who have the ability to pay the deposit to secure the account. Major store cards are also a good addition to building credit. Once you have a major credit card, even a secured card, it’s usually all that’s required to open an account at a major store, such as JCP, Kohls, etc. Other methods include buying a car from a local car dealer who advertises that it specializes in making car loans to persons with bad credit or recent bankruptcies. Also, a debtor with a personal relationship with someone at a local bank should not hesitate to seek assistance from that source. There are also financial institutions that target recent bankruptcy people seeking credit. This also includes mortgage companies. Several major companies will consider a mortgage within 1 to 2 years from the bankruptcy discharge. The reason these companies are interested in bankruptcy discharge consumers, is because they cannot file a bankruptcy again for 8 years, do not owe money, have a good debt to income ratio (Income from employment, all debts discharged in bankruptcy), and finally, they get to charge more than regular financial institutions. Bottom line – it’s a business, and a good business at that. Caution in Rebuilding Credit Ultimately, however, debtors emerging from bankruptcy should use their experience to avoid getting into the same financial traps, which snared them before. All too often, this was the easy availability of unsecured credit in the form of unsolicited, pre-approved, credit cards. Debtors should take steps to budget properly, not spend beyond their means, and resist the temptation to incur debt beyond their reasonable ability to repay just for the purpose of re-establishing credit. Debtors should avoid being enticed by so-called “credit repair� agencies. These are often simply unregulated rip-offs, who prey on the financially-distressed, and who do nothing more than what debtors themselves can do by exercising their legal right to have their reports properly list their outstanding obligations. Income Taxes in Bankruptcy As a general proposition, older

income taxes (more than 3 years old) can be wiped out in bankruptcy; newer income taxes (less than 3 years old) cannot. A debtor/employer can wipe out the employer’s portion of older, but not newer, payroll taxes. The discharge ability of state and local, such as sales and use taxes, will depend upon their true nature, i.e., whether they are excise or withholding taxes. The trust fund portion of payroll taxes is generally not dischargeable. Prior to filing bankruptcy, the debtor should have his own particular tax situation assessed. Test for Wiping Out Income Taxes •The Test for wiping out income taxes in bankruptcy include: •The tax return was due more than 3 years prior to the filing •The tax return was filed at least 2 years prior to the filing •The tax has been assessed for at least 240 days prior to the filing •The tax is not based on a fraudulent return •There was no willful tax evasion by the debtor. In Chapter 13, income taxes can be wiped out if the return was due more than 3 years prior to the filing, and was assessed at least 240 days prior to the filing. In some cases, the tax may be dischargeable even if not assessed prior to the filing. Income Tax Liability Under the Internal Revenue Code, as a general rule, forgiveness of indebtedness constitutes income to the debtor. However, there is an exception where the debtor receives a discharge in bankruptcy. Can Utility Debts Be Discharged in bankruptcy? Public utilities, such as the gas and electric company, are not permitted to discontinue service because of a bankruptcy filing. However, if the utility bill is included in the bankruptcy and not paid, then the utility has the right to demand that the debtor pay a deposit within 20 days to ensure the continuation of service. Sometimes, the requested deposit is several times the amount of the bill, so it often makes sense for a cash-strapped debtor to simply pay the bill. Utility bills for service arising after the bankruptcy filing is not included in the bankruptcy, and must be paid. Does the Bankruptcy Code prohibit discrimination based on a bankruptcy filing? The Bankruptcy Code contains an “anti-discriminationâ€? provision, stating that government units and private employers may not discriminate against a person solely because that person has filed bankruptcy or was insolvent. Also, if a debtor has lost his driver’s license solely because of his inability to pay damages resulting from an accident, then a bankruptcy discharge will allow the debtor to get his license back. AFP chief assures identity of slain ASG sub leader ‘Abu Rami’ MANILA, April 12 (PNA) – The military is very positive that Abu Sayyaf Group (ASG) sub-leader Muamar Askali alias “Abu Rami” was among the six bandits killed during clash with government security forces in Inabanga, Bohol Tuesday morning. This was after the picture of the slain bandit matched “99 percent” with existing file photos of the ASG leader, said Armed Forces of the Philippines (AFP) chief-of-staff Gen. Eduardo Año in press conference Wednesday. “First, we have sources inside that initially told us that Abu Rami was among those killed during the encounter. Secondly, we compared the picture of Abu Rami and the picture of the slain Abu Sayyaf there in Inabanga and they resembled almost 99 percent,” he added. The slain bandit’s identity was further confirmed when the ASG members, in government custody, positively identified former as Askali, who is also serving as the group’s spokesperson. “Abu Rami” is believed to one of the planners of the Samal Island raid which resulted in the kidnapping of Canadians John Ridsel, Robert Hall, Norwegian Kjartan Sekkingstand and Filipina Marites Flor last Sept. 21, 2015. Both Canadians were beheaded while Sekkingstand and Flor were later released by their ASG captors. Askali was also behind the kidnapping and beheading of German Jurgen Kantner and murder of his partner Sabine Mertz in November last year.

Año said that in both instances, the ASG leader was present in the beheading. Caregivers: Are you a victim of wage theft? If you are a caregiver, providing care to an individual inside their private home, special laws exist to protect you from wage theft. Wage theft occurs when an employer fails to pay an employee the legally required overtime and minimum wages. In 2013, the California Legislature passed the Domestic Workers’ Bill of Rights (“DWBR”). This law means that in-home caregivers are entitled to receive overtime payments for all hours worked in excess of 9 in a day or 45 in a week. Most 24-hour caregivers must be paid a minimum of $315 per day. The first 9 hours of work can be paid at the minimum wage of $10, for $90. Then, the law requires overtime payments of $15 per hour for the remaining 15 hours, for an addition-

al $225. This equals $315 per day. Most caregivers receive far less than that, often earning as little as $100 to $150 per day. A caregiver who is earning less than $315 per day likely has a very valuable claim, and should consult a lawyer experienced in wage theft actions for caregivers. PET orders Robredo, Marcos to raise P81.46M for poll protest MANILA, Apr 12 (Mabuhay) – The Supreme Court, sitting as the Presidential Electoral Tribunal (PET), is requiring an amount of P81.46 million for the poll protest filed by former senator Ferdinand “Bongbong” Marcos Jr. against Vice President Leni Robredo to move forward. The PET said the amount will be used for the retrieval of contested ballot boxes and election documents from contested precincts nationwide. Marcos is contesting the poll results in 39,221 clustered precincts which the Commission on Elections said are composed of 132,446 precincts while Robredo is questioning the results in 8,042 clustered precincts which are composed of 31,278

precincts. “The protest and counter-protest require the bringing of ballot boxes and other paraphernalia to the Tribunal for all the foregoing precincts,” the PET said in a resolution dated March 21, a copy of which was received by the Marcos camp only on Monday. After deducting the P200,000 initial deposit paid by both parties, the PET said the bill for bringing the poll materials, which is at P500 per precinct, would be P66,023,000 for Marcos and P15,439,000 for Robredo. Both camps are required to pay in two tranches, the first of which should be received by the tribunal by April 14, which falls on a national holiday in observance of Good

The former senator had alleged that there was massive vote-buying, pre-shading of ballots, pre-loaded secure digital cards, misreading of ballots, malfunctioning vote counting machines, a script change in the transparency server that allegedly altered the results in the vice presidential race, and an “abnormally high” unaccounted votes/undervotes for the position of vice president. Will I be deported if I lose my asylum case? Question: I will be applying for asylum. I’m not exactly sure of the process, but if I lose, will I be deported? Answer: Clients who have arrived in the United States and who have not been issued a Notice to Appear (NTA) will apply for asylum “affirmatively,” meaning that they will be interviewed at an asylum office, and an asylum officer (AO) will decide their case. Such clients are sometimes called “applicants.” The application is made by mail to a U.S. Citizenship and Immigration Services (USCIS) Service Center, and includes Form I-589, Application for Asylum and for Withholding of Removal. The place where the client lives determines which service center should receive the package. The client can bring a friend or family member to the interview to act as an interpreter, if needed, as well as an attorney. If interpretation is

used, the AO will use a phone monitor to ensure that the interpreter is providing accurate service. All family members who are included in the application should appear at the interview. However, the AO typically does not need to speak to anyone other than the principal applicant. An asylum interview is non-adversarial, meaning that no government attorney is there to oppose the case. The AO is neutral. In practice, the purpose of an asylum interview is for the AO to assess the client’s credibility. At the conclusion of the interview, the client’s attorney may summarize key facts and legal issues

Immigration agents nab two ISIS members in PHL MANILA, April 6 (PNA) – Justice Secretary Vitaliano Aguirre II on Thursday announced the arrest of two suspected members of terrorist group Islamic State of Iraq and Syria (ISIS) in Taguig City. Aguirre identified the suspects as Husayn Al-Dhafiri, Kuwait citizen and Rahaf Zina, a Syrian national, who were both active ISIS members. Note that it will take in some places 2 to 4 years to actually receive the interview. The AO can make one of three decisions about an asylum claim. First, the AO may grant the case. The client will be mailed a letter outlining his or her rights and benefits as an asylee, a stamped I-94 card showing asylee status, and an Employment Authorization Document (EAD). Second, the AO may deny the case. This can only happen if the client is in lawful status, such as F-1 student. An AO can only deny the case if the client has a legal status to fall back on. Before denying the case, the AO will usually send a Notice of Intent to Deny (NOID) that outlines his or her concerns, such as inconsistencies in the client’s testimony. The client will have an opportunity to respond and provide additional evidence. If the AO is still unconvinced that the case has merit, he or she will deny it. As with approvals, the client will get written notice of the denial. Question: If it is denied, what happens? Answer: Clients who have been issued a NTA are in removal proceedings. Clients may receive an NTA because they filed affirmatively but were referred to court by an AO. Also, clients who have passed a Credible Fear Interview similarly go before an Immigration Judge. This process will take 1 to 2 years depending on the backlog of the Court. Question: What if I lose at the Immigration Court? Answer: You will then have 30

days in which to appeal to the Board of Immigration Appeals. This is still an administrative body. It will take about 1-2 years to receive a decision by the BIA. Question: What happens if I lose at the BIA? Answer: This will be your first opportunity to appeal via what is known as a Petition for Review. This is when it will actually go to the Circuit Courts of Appeal and be heard by three Justices. This usually takes another year. Question: What if I will lose at the Circuit Court of Appeal? Answer: This means that you can do a Petition for Rehearing En Banc. This is when it still stays at the Circuit Court of Appeal, but is transferred to the entire panel of Justices, not just 3. This takes about another 6 months. Question: What if I lose the Petition for Rehearing? Answer: You would then do a Writ of Certiorari to the U.S. Supreme Court. Dealing with assets omitted from a divorce case You and your spouse may have gone through a lengthy and contentious divorce proceeding. This is usually the most difficult period of a person’s life. Finally, time heals all pain. You and your spouse get tired of bickering and being mean to one another that you both decide to compromise each other positions and resolve all issues in your divorce case through settlement. Shortly thereafter, the divorce judgment is finally entered by the Court and you get a sigh of relief. Later you discovery that “Oops!,â€? your ex-spouse had community asset and/or debt that was left out of the divorce judgment. This may be a pension, retirement account, a hidden bank account, or a piece of real estate property which was not divided in the judgment. What is one to do in this situation? The answer can be found in California Family Code §2556. California Family Code §2556 provides “In a proceeding for dissolution of marriage, for nullity of marriage, or for legal separation of the parties, the court has continuing jurisdiction to award community estate assets or

community estate liabilities to the parties that have not been previously adjudicated by a judgment in the proceeding.â€? California Family Code §2556. Even if the parties did not expressly reserve jurisdiction on that piece of asset, the Court retains the power to divide a specific property if there is a community interest in it. The Court’s “continuing jurisdictionâ€? over omitted community estate assets or debts is invoked by filing a post judgment Motion, or Request for Order in the divorce case. Family Code §2556 provides “A party may file a postjudgment motion or request for order in the proceeding in order to obtain adjudication of any community estate asset or liability omitted or not adjudicated by the judgment.â€? The postjudgment partition of the unadjudicated community

estate claims is properly entertained by the court even absent an express reservation of jurisdiction in its prior judgment. Marriage of Moore & Ferrie (1993) 14 CA4th 1472, 1483, 18 CR2d 543, 549, fn. 9. The postjudgment motion is available to any omitted asset or debt not adjudicated by the divorce judgment. However, Family Code §2556 does not extend to division and adjudication of any separate property. Marriage of Klug (2005) 130 CA4th 1389, 1396, 31 CR3d 327, 331–332. If an asset was partially omitted, the Court can still divide and adjudicate the portion that has been omitted postjudgment under family code §2566. Community Property adjudicated under § 2556 shall be divided equally “unless the court finds upon good cause shown that the interests of justice require an unequal division of the asset or liability.â€? DOT assures foreign, local tourists Central Visayas safe haven to visit MANILA, Apr 13 (Mabuhay) – Amid travel warnings by foreign countries urging their citizens to avoid trips to Central Visayas due to possible threats by extremist groups, the Department of Tourism assured foreign visitors and local tourists that Philippine security forces are capable of providing security for them. In a statement, DOT media director Czarina Zara-Loyola said that the military and the police are on top of the situation in Central Visayas. According to Loyola, the DOT is

The Phivolcs chief clarified that the Mabini fault line is not connected with the West Valley Fault, which is an earthquake generator that causes ground movement that could jolt Metro Manila and other localities situated atop the fault. Phivolcs also identified that Lubang fault off Mindoro island is also an earthquake generator but the Saturday mid-afternoon twin quakes were triggered by the Mabini fault. At the briefing, Batangas Governor Hermilando Mandanas added that rapid disaster assessments have been conducted by the Provincial Disaster Risk Reduction and Management Council in cooperation with the Calabarzon Office of Civil Defense

(OCD) and RDRRMC. Mandanas was also asked on effects of the underground movement at sea particularly on Batangas rich biodiversity at the Verde Island Passage which is acknowledged by international biodiversity experts. Mandanas added that the province will be conducting its disaster assessment especially on the 500 kilometer Malampaya pipeline which spans the Palawan-Mindoro to Batangas underground and seawaters. As of Monday, the Batangas provincial disaster risk reduction and management office (PDRRMO) reported of more than 11,000 displaced residents arising from the twin quakes.

Early in the week, the United States and Australia issued their respective travel warnings to their citizens after they gathered intelligence reports that unidentified armed group are planning to kidnap them. The Canadian government cited the April 9 advisory from the United States Embassy in Manila warning Americans against traveling to Central Visayas, including the tourist-famous Bohol and Cebu provinces, due to “unsubstantiated yet credible information” on kidnap-for-ransom threats from terror groups. On Tuesday, a firefight that lasted up to midnight and left at least nine dead ensued between government forces and suspected Abu Sayyaf terrorists in Barangay Napo in Inabanga, Bohol. In a travel advisory, Global Affairs Canada urged its citizens to avoid all travel to Mindanao including the Sulu archipelago and the southern Sulu Sea and waters off southern Palawan Island, but excluding urban areas of Davao City, due to the “serious threat of terrorist attacks, piracy, and kidnappings” in the area. “There is a serious risk of terrorist attacks and kidnappings in this region. Bombs causing deaths and injuries have exploded in public areas of major centers, including the cities of Cotabato, Davao, General Santos, Isabela, Jolo, Kidapawan and Zamboanga,” the advisory read. “Clashes occur between insurgent groups and between armed groups and security forces. These incidents often result in deaths and property destruction, and innocent bystanders have occasionally been taken

hostage. Several foreigners have been kidnapped in this region. If you are visiting or living in this region despite this advisory, review your security situation regularly and take appropriate precautions, particularly when visiting places frequented by foreigners,” it added. Strong trade keeps economy on-track to sustain growth – NEDA By Leslie D. Venzon

MANILA, April 11 (PNA) – Socioeconomic Planning Secretary Ernesto Pernia on Tuesday said the strong trade growth keeps the Philippine economy on its upward trajectory. Philippine Statistics Authority’s report indicated that total trade grew to USD 11.3 billion in February 2017, backed by imports growing by 20.3 percent and exports growing by 11 percent, recording its second consecutive double-digit growth this year. “The performance of trade in the first two months of the year is a good indication that we are on an upward trajectory. With ASEAN chairmanship and China’s rebalancing to a more consumer-oriented growth, the Philippines is expected to have expansions in terms of products and markets,” Pernia said in a statement. Pernia, also the National Economic and Development Authority (NEDA) Director-General, noted that Philippine exports to ASEAN countries grew by 18.8 percent in the same period, a good sign that the country is forging stronger connections with

its Asian neighbors. He attributed the healthy growth in Philippine exports to higher shipments to East Asian countries, comprising 48.3 percent share in total exports. Receipts from Hong Kong and China surged by 66 percent and 24.7 percent growth, respectively, he said. Exports earnings rose to USD 4.7 billion, mainly driven by growth in volume of manufactured goods (6.2 percent), mineral (99.5 percent) and petroleum products (224.6 percent). Import payments also surged to USD 6.5 billion in the same period, led by volume increase in the purchases of mineral fuels and lubricants (97.3 percent), raw materials and intermediate goods (7.9 percent), capital goods (18 percent) and consumer goods (21.5 percent).

MANILA, Apr 11 (Mabuhay) – The Philippines is undergoing “rebirth and renewal” under the administration of President Rodrigo Duterte, his close ally, Senate President Aquilino “Koko” Pimentel III said Tuesday. “On behalf of the Senate, allow me to join the whole nation as we observe the annual Lenten season and look forward to Easter Sunday that symbolizes rebirth and renewal for the Christian world,” Pimentel said in a statement. “Our nation is now engaged in the same process of rebirth and renewal under the administration of President Rodrigo Duterte,” he added. Global youth org urges Senate to reject death penalty MANILA, Apr 12 (Mabuhay) – An international youth organization on Wednesday urged the Senate to reject the proposed death penalty law, arguing that the bill is “intrinsically flawed and illegal.” In a statement, the International Union of Socialist Youth (IUSY) criticized the House of Representatives as a “rubber stamp” of President Rodrigo Duterte’s “undemocratic” policies. Last month, the House of Representatives approved House Bill No. 4727 seeking to reimpose capital punishment on seven drug-related offenses. The IUSY said the measure was railroaded and “did not undergo due process” as the organization noted how the House leadership stripped some lawmakers of their committee chairmanships over their no vote on the bill. “This is undemocratic. A vibrant, functioning democracy provides a platform for discourse and dissent. As a co-equal branch, it must be ready to act as a check-and-balance to the excesses of the Executive branch,” the group said. “The current Philippine House of Representatives has, sadly, become a rubber stamp to President Rodrigo Duterte’s undemocratic policies,” it added. At the Senate, seven death penalty proposals are still pending before the justice committee chaired by Senator Richard Gordon. Gordon himself is against death penalty.

“As the Senate reviews its version of the bill, we offer our support to the Filipino people fighting the death penalty. The Resistance continues,” the IUSY said. Congress is currently on a break and will resume session on May 2. The IUSY said there is no compelling reason to reinstate capital punishment for drug-related offenses. It said the death penalty bill is “anti-poor” as it “targets small-time drug peddlers” forced into poverty and inequality. “Aside from being intrinsically flawed and illegal, the bill is a setback in the overall fight for freedom, social justice, and human rights and dignity across the world,” it argued. “The reimposition of the death penalty in the Philippines will affect the marginalized members of society the most, not the drug lords who have since fled the country or the corrupt politicians who pocket the money of Filipino taxpayers,” the group added. Akbayan Youth, a member organization of IUSY, said the death penalty will not solve the country’s problems. “Young people all over the world have now joined in the global chorus against President Duterte’s policies that murder the poor. We urge the Senate not to give its legislative imprimatur to these policies. Duterte still soaring high

Despite allegations of extrajudicial killings, police abuses and an impeachment complaint, President Rodrigo Duterte still enjoys excellent level of trust among Filipinos in the latest survey by both Pulse Asia and the Social Weather Station (SWS) to monitor the pulse of the public regarding the performance and trust ratings of Duterte. It should be noted, however, that President Duterte’s approval and trust rating among Filipinos declined in the first quarter of this year from 83 percent in December of last year to 76 percent as of the end of March. But I do not consider the drop alarming. Besides, the drop reflected only from those polled in Metro Manila. Duterte still enjoys more than 90 percent of approval and trust ratings in Mindanao and more than 80 percent in the Visayas region. Even President Duterte’s political allies were quick to point out that the drop was “insignificant and did not reflect the true sentiments of the people.” They were even claiming that because of the President’s tremendous popularity, eight out of 10 Filipinos still trust Duterte. I do not know where they got this data. Maybe it’s true, considering that Duterte remains popular despite getting negative publicity from time to time. I believed that the seven-point percent drop has something to do with the issues confronting President Duterte today. Among them is the impeachment complaint filed against Duterte by Magdalo party list Con-

gressman Gary Alejano, the testimony of alleged Davao Death Squad (DDS) hit an Arthur Lascañas and Vice President Leni Robredo’s video message to the United Nations (UN) regarding the extrajudicial killings of suspected drug addicts and peddlers and other criminals. Why Iza feels original X rating gave her film ‘Bliss’ a boost

Filmmaker Jerold Tarog feels quite relieved that his psychological thriller “Bliss” is now going to be shown in its original form after the Movie and Television Review and Classification Board (MTRCB) has reclassified it as an R-18 film. The movie starring Iza Calzado was originally rated X for scenes featuring prolonged frontal nudity, excessive violence, and masturbation. Tarog admitted he was not expecting an X rating in the first place. “I’m actually not sure what happened in the second panel because I really didn’t get the chance to defend. I did go to MTRCB but they only called me after they made the second rating,” he said. “I’m just relieved because it’s something that we worked hard on. Everybody should have a chance to see Iza’s performance here because she really did her best.” Asked what made him decide to take on taboo themes in this movie, Tarog said his reasons are pretty mundane since he just wanted to make something out of the box. “I just pitched several stories and one of them was about the idea of how to portray cycles of abuse in a film within a film. It’s kind of a complicated creative process I took from a lot of films that influenced me. There are also some scenes that actually came from my own personal films,” he said. “The material isn’t something completely new when you look at it on a global lens. But as far as I know, I haven’t seen something like this locally. That was the whole idea. To make a psychological horror movie,” he added.

For Tarog, the Filipino audience has always been ready for films tackling these kinds of themes. Meanwhile, Calzado thinks the controversy surrounding her movie “might have been more helpful than harmful.” The release of the MTRCB rating also could not have happened at a better time, Calzado said, because it came a few weeks after “Bliss” made its premiere at the 2017 Osaka Asian Film Festival, where she was awarded the prestigious Yakushi Pearl Award for her performance. “Because I won that award, I guess when this whole controversy happened, people were more upset that they can’t watch the film, something that was already recognized abroad. It helped that we won the award just a few weeks before the MTRCB rating. Everything just fell into place,” she said. “Bliss” will be shown in theaters starting May 10. (MNS)

Gov’t vows to support media’s call for free dialysis for the poor By Liza T. Agoot

BAGUIO CITY, April 12 (PNA) -- The Presidential Communications Operations Office (PCOO) has vowed to help the media here in its initiative to push for free dialysis treatment for indigent kidney patients. PCOO Assistant Secretary for Operations and Special Concerns Atty. Marie Rafael-Banaag in an interview with members of the Baguio media said, “we will cooperate with you and readily assist to link your program to the national government.� She said that the PCOO has been assisting and guiding patients, especially those from the underprivileged sector who are seeking financial or medical assistance. Banaag relayed that the department is working with the Department of Health and the Philippine Amusement and Gaming Corporation (PAGCOR) through the gaming corporations’ funds for health. This is apart from the assistance provided by the department to allow those from the far-flung communities to reach medical facilities and back, if they are unable to provide for their transportation needs, just to assure that they get the treatment and medical test needed. “Our President, Rodrigo Roa Duterte is very supportive to the cause of the marginalized. He doesn’t want the poor’s health needs being set aside just because they do not have the money to finance their needs,�

She talked about the assistance they gave to the residents at the Correctional Institute for Women (CIW) where they, together with government agencies, provided for the medical and other needs of the inmates. The official also lauded the Baguio Correspondents and Broadcaster Club (BCBC), the umbrella organization of the Baguio-based media, which is initiating the move to urge the government to make dialysis treatment free for the underprivileged. It was learned that through a past president who is undergoing dialysis treatment, the group asked local governments in the region to approve resolutions asking the national government’s declaration of free dialysis treatment nationwide for the poor. “That is a good move from the media. We appreciate that you are initiating it. We will surely help your group bring it to the national government,� she said. Hence, I try all forms and means to let them know and understand the whats, whys, and wherefores of my subject. Even if I sound repetitive, I believe I achieve my goal.) MADICARE has 4 parts: A (Hospital), B (MD Visit), C (Medicare Advantage Plan), and D (Prescription). As a member, you have 2 options. OPTION 1: STICK TO ORIGINAL MEDICARE. Original Medicare refers to Parts A and B. Under this option, you may go to any doctor that accepts Medicare. But, you pay for your share of cost. Share of cost refers to deductible, copay and coinsurance. This option is a “fee for service� plan. Under this option, you may experience high out-of-pocket costs if you undergo expensive medical and/or surgical procedures. Your doctor gets paid for every procedure prescribed (service) regardless of the health outcome. On this option, most members enroll in a stand-alone Part D for their prescriptions. Others enroll in a Medicare Supplement Plan (MediGap) to take care of their share of cost. Part D and MediGap are both offered by private health insurance companies and charge premiums. OPTION 2. ENROLL IN A MEDICARE ADVANTAGE PLAN (Part C). Offered by private companies approved by Medicare, most plans combine the benefits of Parts A, B and D into one. The following come as extra benefits: “0� premium, No copays, No deductibles, free transportation, dental and vision not provided under Original Medicare, free/ discounted “OTC� items periodically, nurse helpline, free gym membership, “medical emergency coverage� outside of the US and Maximum Out-

of-Pocket expense for an entire year. On this option, most members enroll on a Health Maintenance Organization (HMO). This system requires a Primary Care Physician (PCP) who coordinates a member’s health care. Ensure that your PCP is in the network and that your prescription medications are in the company’s formulary. Many Medicare members who remain employed have health coverage provided through their employer or union. If such coverage is deemed “creditable�, it is prudent to postpone payment of Part B premium until such time you lose employer/ union coverage. If your employer/ union plan premium is “too much�, it may be advisable to consider other options. Many apply for EXTRA HELP. If they qualify, they get help with prescription payment under the Low Income Subsidy (LIS) program. Some Medicare members are MediCal (Medicaid) beneficiaries as well. MANILA, April 7 (PNA) -- The Department of Health (DOH) on Friday warned of six illnesses that could spoil one’s summer vacation. In a press briefing held at the DOH media relations unit in Tayuman, Sta. Cruz, Manila, Health Secretary Dr. Paulyn Ubial identified the six common summer diseases as sore eyes, ‘sipon at ubo’ (colds and cough), ‘sakit sa balat’ (skin diseases), sunburn, ‘sakmal ng aso’ (dog bite), and ‘suka’t tae’ (stomach illnesses). For a stress-free summer break, Ubial shared some tips on how to avoid these ailments. She said sore eyes, which could lead to blindness if not treated properly, is highly communicable but could be prevented by the frequent and correct washing of hands. Colds and cough may result from the erratic weather, the health chief said, noting that sometimes it rains even during summer. She also reminded senior citizens to get their flu shots before the onset of the flu season in June. Ubial meanwhile noted that skin diseases are common in areas where water is scarce. “Prison inmates usually suffer from boils due to heat and overcrowding,� she said, adding

that swimming in dirty bodies of water or poorly maintained public swimming pools can also cause skin diseases. “Do not forget to take a bath before plunging into the pool and avoid urinating in it. Children should be accompanied by adults in pools or beaches to avoid drowning, which is a real danger,� she advised. The health chief further pointed out that dog bites are common during vacation when children stay at home and play with their pets. She warned of rabies that could lead to death. “Pet dogs should be given vaccination against rabies. But if one sustains dog bites, the wound must be immediately cleaned with soap and water,� she said. To avoid sunburns, Ubial suggested that the public limit their outdoor activities from 10 a.m. to 3 p.m. during summer months and instead get some sun early in the morning or late in the afternoon. Diarrhea results from the consumption of contaminated food and drinks, she said, noting that rising temperatures make it conducive for bacteria to grow on food. She also advised the proper washing of hands before and after eating, and after using the toilet.

5th Historic Filipinotown Kalayaan slated for June 3 By Abner Galino

The 5thHistoric Filipinotown Kalayaan Parade has been scheduled on the morning of June 03, 2017, a Saturday. The Historic Filipinotown Kalayaan Organizing Committee (HKOC) recently made the announcement as it enjoined Filipino-American organizations to participate in the annual event. Art Garcia, one of the organizers said assembly area would be parking area of the Silverlake Medical Center at Temple Street at about 8 a.m. The current Kalayaan parade organizing committee is composed members from the Justice For Filipino American Veterans (JFAV), Knights of Rizal-Historic Filipinotows (KOR-HFT) and the Bantay Pilipinas-USA. Garcia said around 50 Filipino American organizations are expected to participate in the parade, among them; the Filipino American Community of Los Angeles (FACLA); Philippine Institute of Language, Arts and Culture (PILAC Inc), TALAKAYAN CLUB and Alliance-Philippines (AJLPP). The Filipino Christian Church (FCC), KOR-California Chapter, the Echo Park Community Coalition (EPCC), the Christian Fellowship Committee, The Rampart Village Neighborhood Council (RVNC) et cetera. The Kalayaan parade started as a collaboration between the Philippine Consulate General of Los Angeles and FACLA with JFAV in June 2013. It has since become an annual parade held since every first week of June. Last year, more than 50 organi-

zations joined the parade. About 50 motorcyclists from the Philippine Hurley Riders Club took part in the celebration. The Philippine independence from Spain happened on June, 1898 at the ancestral home of General Emilio Aguinaldo in the province of Cavite. The national flag of the Philippines, made by Marcela Agoncillo while she was in Hongkong, was also unfurled during the occasion. The Philippine national anthem composed by Julian Felipe, then titled Marcha Filipina Magdalo, was also performed by a marching band during the occassion. The hymn later became know as Lupang Hinirang. The Philippine independence was short-lived as neither Spain nor the United States recognized the declaration. The country was later ceded by Spain to the US as part of the 1898 Treaty of Paris. Americans took control of the Philippines from then on until the length of World War II in 1939 to 1945. On July 4, 1946, the US government granted independence to the Philippines, which subsequently resulted in the July 4th Philippine independence celebrations. President Diosdado Macapagal issued Presidential Proclamation No. 28 on May 12, 1962 which proclaimed June 12 as a special public holiday throughout the Philippines. The Philippine Congress followed through Macapagal’s initiative and passed Republic Act No. 4166 in 1964 to change the date of Independence Day from July 4 to June 12. The July 4 holiday became Philippine Republic Day for a while and then became Filipino-American Friendship Day.

Advancing Justice demands probe on removal of United passenger LOS ANGELES, CA – Asian Americans Advancing Justice condemns the unconscionable violent removal of a United Airlines passenger and demands a thorough investigation and policy changes. On April 9, 2017, passengers on United Airlines flight 3411 from Chicago, IL to Louisville, KY were asked to volunteer to disembark the plane in order to make room for United employees. When United ordered passenger Dr. David Dao – who was already seated – to give up his seat to be re-accommodated on another flight and he refused, three Chicago Department of Aviation security officers forcibly pulled the 69-year-old Dao out of his seat, banging his head on an armrest, and then dragged him by his arms off of the plane. The altercation was caught on camera and shared online by several passengers who witnessed the event. While United Airline’s CEO Oscar Munoz has now issued a formal apology, he initially defended this conduct and evaded commenting on the violence employed in removing a paying passenger from the aircraft. While it has been reported by the media that United Airlines uses a mix of random computer selection and gate staff discretion to determine who should have to give up a seat on an overbooked flight, there are witness

accounts that Dr. Dao said during the incident that he felt targeted for being Asian. Amid the current political climate in the U.S., where racial profiling by law enforcement persists and immigrants and people of color face increasing bigotry, it is extremely troubling that an elderly Asian American man was the victim of excessive force that left him bloodied and disoriented. Unfortunately, this incident is indicative of the larger issue of law enforcement misconduct against communities of color, particularly African Americans. Moreover, media reports attempting to “blame the victim” by raising irrelevant issues of Dr. Dao’s past is another tactic that has often been used to shift attention away from the mistreatment of people of color. This incident contributes to our community’s increasing fear of bigotry but is also an opportunity for greater solidarity among communities of color. Advancing Justice is demanding a full and transparent investigation of the incident, a full examination of airline policies of allowing the overbooking of flights and expecting passengers to bear the brunt of this corporate practice, and greater accountability from the Chicago Department of Aviation security officers and United Airlines regarding the use of racial profiling and excessive force.

World War II artifacts exhibit opens in LA By Abner Galino

An exhibit of World War II artifacts recently opened at the Philippine Consulate in Los Angeles as part of a month-long endeavor to commemorate the 75th anniversary of the historic Bataan Death March. Consul General Adelio Angelito S. Cruz of the Philippine Consulate in Los Angeles, led the cutting of the ribbon to open the exhibit on Monday night (April 3). The week-long exhibit is curated by the Lt. Alexander Nininger chapter of the Philippine Scouts Heritage Society headed by Gil Mislang. Cruz went on to speak about generating enthusiasms for the efforts to find money for the production and consequent distributions of the Congressional Medal of Honor for each of the surviving WW II veterans and their families. Former US president Barack Obama signed the Filipino Veterans of World War II Congressional Medal Act of 2015. But the veterans need to pay $50 each in order to get individu-

al copper replicas of the said medal. On April 7, 1942 an estimated 80,000 Filipino and American soldiers were captured and were forced to march by the Japanese Imperial Army on a 70-mile route – from the province of Bataan to the province of Tarlac – during World War II. The infamous “Death March,” resulted in the death of some 10,000 prisoners of war. California’s kindergarten vaccination rates hit new high SACRAMENTO – The California Department of Public Health (CDPH) today posted results for the annual immunization assessment of children attending kindergarten in California in the 2016-17 school year. The report found that vaccination rates among kindergartners are at their highest point since 2001. Compared to 2015-16 results, the percentage of students attending kindergarten in 2016-17 who had received all required vaccines rose from 93 percent to 96 percent. “I am encouraged to see that California parents are making sure their children get the vaccinations

they need,” said CDPH Director and State Public Health Officer Dr. Karen Smith. “Many vaccine-preventable diseases, such as measles, can easily spread in school settings. Getting all recommended immunizations on time is one of the most important things parents can do to keep our children healthy and in school.” Some factors contributing to the improvement in kindergarten vaccination rates may include: – Efforts by CDPH, local health departments, schools and community organizations to support implementation of school immunization requirements.
