ASEAN HOSTING TO BOOST TOURISM – DFA

MANILA, April 19 (PNA) – The Philippine chairmanship in the Association of Southeast Asian Nations (ASEAN) Summit this year can boost the country’s tourism as well as raise the profile of hosts cities and provinces. “We hope that we showcase the best in the Philippines. Because of this, positives of our country will be highlighted. Many delegates will come,” said Department of Foreign Affairs (DFA) spokesman Robespierre Bolivar in a press briefing. Bolivar said hosting about 150 international meetings would provide opportunity for the country to showcase its tourist destinations and hospitality of Filipinos. He said it could also generate income for hosts cities and provinces.

Attorney Paul Allen answers questions on creditor harassment and bankruptcy protection. Q: Creditors are harassing me but I lost my job, and cannot pay. How do I stop them calling? A: If you cannot pay your bills, creditors will take steps to collect. That’s natural, but continued harassment can be emotionally depressing. If you have lost your job, or simply cannot cope, because debts have grown to the point where you have to choose who gets paid this month, and who doesn’t, then you need to consider the benefits of filing a bankruptcy. Q: Will a bankruptcy stop collection agencies from calling me? A: Yes, filing a bankruptcy protects you from creditor harassment, and provides peace of mind. Creditors will not contact you if you filed bankruptcy and have an attorney representing you. Otherwise they risk being cited for contempt of federal court, something they will not risk. Another reason to consider a bankruptcy now, even if you do not have assets to protect, is that after a bankruptcy, you can immediately begin the process of repairing your credit. This usually takes between 6 to 12 months, so an early start will get you there faster. Q: I have just received a summons from a creditor. Is it too late to file a bankruptcy? A: No. When you file for bankruptcy, an automatic stay goes into effect immediately stopping any lawsuit filed against you and any action against your property by a creditor, collection agency or government entity. This can be very important, Especially if you are at risk of being evicted or foreclosed on, being found in contempt for failure to pay child support or losing such basic resources as utility services, welfare or unemployment Here is how the bankruptcy filing affects some common emergencies: Utility disconnections. If you’re behind on a utility bill and the company is threatening to disconnect your water, electric, gas or telephone service, the automatic stay will prevent the disconnection for at least 20 days. Bankruptcy will also discharge the past due debts for utility service. Although the amount of a utility bill itself rarely justifies a bankruptcy filing, preventing electrical service cutoff might be justification enough. Q: Will filing a bankruptcy stop the foreclosure on my home? A:If your home mortgage is being foreclosed on, the automatic stay temporarily stops the proceedings, but the creditor will often be able to proceed with the foreclosure sooner or later. If you are facing foreclosure and wish to save your home, Chapter 13 bankruptcy is the appropriate

remedy because it provides for a repayment plan on the arrears. Q: Can a bankruptcy stop an eviction? A: No, under the new rules, a bankruptcy will not stop a court ordered eviction, but it will prevent a landlord from seeking to evict you, at least for a while, perhaps just enough time to find somewhere else to live. However, don’t file for bankruptcy solely because you’re being evicted. You’ll probably be better off looking for a new place to live or fighting the eviction in Municipal court instead. Remember, the main idea behind bankruptcy is to discharge debt. Q: Will bankruptcy protect me; I’m behind in my child support payments? A: If you owe child support or alimony, bankruptcy will not interrupt your obligation to make current payments. And while the automatic stay will temporarily stop proceedings to collect back support you owe, usually the bankruptcy court will permit collection to go forward if the creditor requests it. In any event, these debts will survive bankruptcy intact and will have to be paid once the case is closed. Chapter 13, however, lets you pay the back support as part of the repayment plan. Q: A creditor is garnishing my wages. Will bankruptcy help me? A: Yes. Although no more than 25% of your wages may be taken to satisfy a court judgment (up to 65% for child support and alimony), many people file for bankruptcy to protect their income. For some people, any loss of income is devastating. Your employer may also get angry at the expense and hassle of facilitating a succession of garnishments and take it out on their employees. Although federal law prohibits you from being fired for one garnishment, an employer can fire you for multiple garnishments. Filing for bankruptcy stops garnishments dead in their tracks. Lorenzana’s Pag-Asa-bound aircraft challenged four times by China PAG-ASA, Apr 21 (Mabuhay) – The aircraft carrying Defense Secretary Delfin Lorenzana, military officials, and members of the media was challenged by China four times before reaching this island on Friday. On its way to the disputed Pag-asa Island or Thitu, the aircraft showed up on the radar of the Chinese facilities on Subi Reef, which is just 15 nautical miles from Pag-asa. Lorenzana later confirmed to reporters that the aircraft was challenged four times, but that it was a standard move by China. “Automatic yun, protocol yan. We

Nueva Ecija bus tragedy underscores need for Nat’l Transport Safety Board MANILA, April 18 (PNA) – Road accidents such as the Tuesday’s bus tragedy in Carranglan, Nueva Ecija which killed over 20 people underscore the need for the creation of a National Transportation Safety Board, a senator said Tuesday. Sen. Grace Poe, chair of the Senate Committee on Public Services, extended her sympathies to the families of victims of the bus accident but at the same time stressed the importance of preventing such tragedies. “Nakikiramay tayo sa pamilya ng mga biktima ng trahedyang ito (We sympathize with the families of the victims of this tragedy),” Poe said in a statement. “Muling pinaiigting ng pangyayaring ito ang pangangailangan natin sa isang National Transport Safety Board (This incident intensifies the need to create a National Transport Safety Board),” she added. DOLE recommends regularization of 10,000 PLDT workers MANILA, April 19 (PNA) -- The Department of Labor and Employment (DOLE) on Wednesday recommended the regularization of 10,000 workers of the Philippine Long Distance Telephone Company (PLDT) after conducting special assessment on the telecommunications company in accordance with the implementation of Department Order (DO) 174. In a press briefing, Labor and Employment Secretary Silvestre Bello III said the proposal was the result of the department’s Special Assessment/Visit of Establishments (SAVE), which found that the workers are performing jobs that are directly connected to the company’s business but under contracting and subcontracting arrangements. “I will order the regularization of close to 10,000 workers under contracting and subcontracting arrangements but are performing jobs that are directly related to PLDT’s business,” he explained. Bello noted that the company’s subcontractors were also found to be non-compliant with the new order. “PLDT where found violations, mostly among its sub-contractors and majority of which are not even registered or with expired registrations,” he said. Likewise, the DOLE chief reported that Philippine Airlines (PAL) and PAL Express including their contractors and subcontractors were found violating general labor standards and occupational safety and health standards (OSHS). These violations include underpayment of wages, overtime pay, service incentive leave under general labor and standards and no valid fire safety inspection certificate, no trained safety and health officers on OSHS. Bello added, “Contractors’ workers are also performing jobs directly related to the main business of the companies.”

Pechanga celebrates midway point of $285 million resort expansion with topping out ceremony A major milestone in the construction of the $285 million Pechanga Resort & Casino expansion was reached today. Dozens of construction members, elected officials, dignitaries, Pechanga Tribal members and Pechanga Team Members gathered to watch the topping out of the Tribe’s massive addition that will make their resort/casino the largest on the West Coast. The mammoth expansion is now more than halfway complete. This topping out included crews 14 stories up pouring the last 710 tons of concrete into the upper framing of the new hotel tower that will house 568 rooms and suites. A giant, concrete-filled bucket the size of a midsize car was hoisted via crane to the top of the south hotel wing and its contents poured into the structure. A small, sacred oak tree also hitched a ride onto the top of building with the bucket, and was placed atop the

tower as a symbol of strength and perseverance. The ceremonial tree will be planted on the resort grounds at the expansion’s completion. “Countless people, as well as more than 2,500 construction trades workers, have labored tirelessly to keep construction on schedule allowing us to celebrate today. This is the very spot new and existing visitors to Temecula and Pechanga will have their first impressions of our new resort come December. On this important day, we can look confidently toward our Tribe’s and the Temecula Valley’s future,” said Edith Atwood, President of the Pechanga Development Corporation. Ferdinand “Bongbong� Marcos Jr. could be considered to have abandoned his electoral protest should he accept an appointment in the Cabinet of President Rodrigo Duterte. Robredo’s lawyer, Romulo Macalintal, said this may be why Marcos was “hesitating� with the possibility, because it would cause “legal complicity� in his case. “Talagang qualified naman siya na tumanggap ng anumang posisyon. But he runs the risk na ma-dismiss ang kaniyang protesta sapagkat may basehan tayo na sabihin na kapag siya ay tumanggap ng ibang position, that constitutes an abandonment—tinatalikuran na niya ‘yung kaniyang protesta. He noted, however, that such offer has not been made nor discussed with the President. Is he happy? That smile on his face will not lie. He is happy. Let’s give him a plus there. Do his wife and children love him? I have spoken to his wife Ka Pitang many times and there is no doubt in my mind that she adores him. And his children respect him. Let’s give him another plus there. Does he have money? He does not need much. Remember the rich Howard Hughes who led a miserable life towards the end? Remember the wealthy Romanovs who were executed by their subjects? Money is fleeting. Besides, his son Larry promised to take care of it. Let’s not give him a minus entirely. Let’s give him at least a question mark. Is he healthy? Look at him. He’s as healthy as healthy can be. Let’s give him another plus there. Does he have friends? You and I gathered here today are living testament to the fact that he has lots of friends. Another plus there. 4 plus and a question mark! Now, tell me. Is he a success or not? What will his legacy be? My generation in Sta. Cruz had to finish college education in Manila if we want to be successful in life. It was critical then that we receive our monthly allowances on time. There were no Western Union or LBC then. Victory Liner, of which Ka Hermie was a loyal employee, played an important role. Ka Hermie went beyond his call of duty because he brought the money not only at the station in Caloocan, but right at the very doorsteps of our apartment buildings and boarding houses. Many of those who saw graduation have not thanked him adequately for that. After retirement, he suffered being away from family to work abroad. He did this to ensure that his children may pursue their dreams, become proficient in their chosen careers, and become positive contributors to their respective communities. In all his life, Ka Hermie’s name was never involved in any scandal, anomaly or controversy. And this is his legacy to his family: a good name. Many of you may take this for granted, but this legacy will make his children stand tall and

proud in the company of their peers and colleagues, knowing fully well that on their veins run the blood of a simple yet honest man, who served his town and loved his family. What is in store for him? I say: Ka Hermie, the future belongs to you! You are here in the United States of America. You are not in Iraq or Afghanistan where there is a war going on. You are not in Yemen or Somalia where they train able bodied men into terrorists. You are not in Iran or North Korea where you can not exercise your freedoms. And here, you can get the best medical care and attention the world has to offer. Clients seek Chapter 7 and Chapter 20 Bankruptcy relief First client is 45 and single. His gross income last year was $98K, which is good. It reached $98K because of bonus. Without bonus, his gross income is $72K. This year started out for him with nothing to expect by way of bonus. So his last four months gross income was $6K a month, net of $4,500. His rent is $1500. He lives by himself but claims his 70-year old dad as his dependent. For a household of 2, his gross income is $10K of $72K is $10K over the median income of $62K for California. This fact complicates the means test analysis because a presumption of abuse may arise if there are insufficient IRS allowable deductions. So, this is what I call a borderline Chapter 7 case. It can be filed as a Chapter 7 case assuming client has enough allowable deductions so that the presumption of abuse does not arise, but if the trustee objects to the reasonableness of deductions taken, then a conversion to Chapter 13 is required. Of course, client prefers a Chapter 7 discharge where he pays nothing to creditors. On the other hand, Chapter 13 would require a partial payment of debt at least. Client has$60K of credit card and payday loans. Of that amount, $50K is credit card debt and $10K is payday loans. These are both high-interest debt but payday loan interests are sky-high. Once you start using payday loans, you know you’re in a deep hole that you cannot get out of. So it’s really time to get rid of these debts. It’s time to get a fresh start in life without accumulated debt. This is a no brainer. Client pays $2000 a month for minimum monthly interest payments on his unsecured debt from his net income of $4,500. That’s almost half his net income every month! No one should be under the

yoke of so much debt. Wise up and get rid of these debts now and be productive again. Even Walt Disney filed for Chapter 7 twice before Mickey and Disneyland became successful. Now his business is multibillion and worldwide. Shanghai Disney just opened and its so successful that they are expanding the park. There’s HongKong Disney and one in Japan too. Before all of this success, Mr. Disney had to file for bankruptcy twice. His second fresh start from Chapter 7 led to business success beyond imagination! Milton Hershey also filed for Chapter 7 once before Hershey chocolate products became successful. Now, his business is probably the biggest chocolate business in the world. I’m sure you must have brought your family to Disneyland and you must have bought Hershey chocolate products for yourself and children at some time in your life. These businesses were borne from successful fresh starts after Chapter 7 bankruptcy! President Trump’s businesses filed for bankruptcy 4 times during the nineties. He nuked his business debts with reorganization under bankruptcy law. Argentina filed for sovereign bankruptcy in 2000. It could not pay back even the interest on its loans and bondholders were left holding the bag. Greece is has been under bankruptcy reorganization for the last 3 years. I was in Athens last year and I could feel the depression of the people there. The city has no vitality

because it has too much debt; same thing happening to debtors with too much debt. They have no vitality because their income goes mostly to debt service. They are debt slaves who practically work for nothing because they have lost the ability to save money and cannot be productive. If you are a debt slaves, get rid of your debt ball and chain now with a Chapter 7 discharge. Who knows, you might become the next Walt Disney, Milton Hershey or Donald Trump. Pick your choice of who you want to be. You can become the next billionaire or the next president of the USA with your fresh start. Second client is 58. His is going through a divorce. Wife filed for divorce after 10 years of marriage, and now asks for alimony or spousal support. Why 10 years, you might wonder. Well, in California, after 10 years of marriage, if you make less than your spouse, you are legally entitled to ask for spousal support. So, you see a lot of divorces filed by the spouse making the lesser income once the 10-year qualification has been reached. Your spouse is not as dumb as you think. Or, you may not be as smart as you think. In this case, client makes about $100K a year in his profession, while his younger wife makes $20K a year. This means that wife can and surely will ask for $1600 spousal support. Now, where did all the love go to? It all went to alimony. So think twice and thrice before you make the big jump. If you do make the jump, make sure your clock yourself and if you are the higher income spouse, if you think you made a mistake, better end the marriage before you reach your 10 year mark. Otherwise, you will be on the hook for alimony. Client had a previous Chapter 7

discharge in 2012. He now owes $50K of credit card debt. I guess he used these cards to pay for travelling the globe with his younger wife. Wife is 10 years younger. Whatever the reasons are, his situation now is he only has one amount of $1600. He can use this to pay alimony or pay the minimum on $50K of credit cards. Either way, it’s not a pretty sight because instead of saving $1600 a month, he’s paying that out to a person who no longer is his wife. Between paying alimony and credit cards, the choice is clear. He has to pay alimony. Client is however fortunate that the current value of his house does not exceed the balance of his first mortgage. This means that Chapter 13 will allow him to strip the 2nd mortgage of $76K. The $76K was discharge in his 2012 Chapter 7, but the mortgage lien survived. Although creditor cannot legally collect on the note because it is discharged, the fact that the mortgage survived the discharge leaves creditor with the legal remedy of foreclosure, which it will not do because foreclosure will yield zero for payment of the 2nd mortgage. Chapter 13 now plus Chapter 7 in 2012, makes this case a Chapter 20. This works only in Riverside. Fortunately for client, he lives in Riverside. So he loses his wife and has to pay alimony of $1600 but he gets to strip his 2nd mortgage and make a partial payment on his $50K credit cards over 60 months. As the 2nd mortgage is stripped, client doesn’t have to pay the mortgage because the note has been discharged in Chapter 7 previously. MMDA designates tow away zones in Cubao, Quezon City MANILA, April 17 (PNA) – The Metropolitan Manila Development Authority (MMDA) started Monday its clearing operations on four major roads in Cubao to improve traffic flow going to and from Quezon City traversing EDSA. In a statement, the agency said its towing personnel and Sidewalk Operations Group had began clearing road obstructions and illegally parked vehicles on Main Avenue, South Road, 2nd Avenue and 3rd Avenue in Barangay Bagong Lipunan ng Crame, Quezon City and declared these roads as tow away zones. The MMDA is eyeing to open a

bypass connecting Mariposa Street to 3rd Avenue going towards Camp Crame. MMDA General Manager Thomas Orbos explained that motorists going to and from Quezon City can go straight to EDSA if Camp Crame would open its gates to the public. Motorists coming from Makati City can exit EDSA using Col. Boni Serrano Avenue (Santolan) and those coming from Quezon City can exit South Road instead of P. Tuazon Street, according to Orbos. Furthermore, the MMDA has conducted a series of dialogues with barangay officials on the clearing operations of roads in the area.

The recent Facebook killer who videotaped himself by shooting an elderly man, Robert Godwin in Cleveland, Ohio just stunned and puzzled everyone of us here in the US. This author refuses to name the killer, in an effort not to glorify him. This story went viral on social media, which has now become our new normal in today’s electronic communication’s world. In the world of forensic psychiatry, according to Dr. Keith Ablow, a psychiatrist and member of the Fox News Medical Team, “when a person shows no empathy for another human being by extinguishing his life out of the blue, as a metaphor, he is using his own drama, confusion, helplessness and panic, only because he had also lost himself completely. And he used social media to ‘hide’ himself by turning his life story technologically.” Quite frankly, though this author understands that Godwin’s death

was physical in nature, the killer’s self-inflicted death was albeit, psychological. Maybe in his last search to validate himself, he wanted to feel his self-worth by posting his “power” on social media, thinking that each login he receives gives him that “high” feeling of being socially accepted to validate himself as a human being. Sadly, that was not so. Sometimes people who have “low self-esteem, self-confidence and self-worth find themselves desiring to “measure-up” to enable them to be socially accepted. Other individuals however, who are intellectually self-sufficient and

DOLE exec says separate department for OFWs unnecessary MANILA, Apr 18 (Mabuhay) – Labor Undersecretary Dominador Say on Tuesday said that a separate department focused on Overseas Filipino Workers (OFWs) is unnecessary, as opposed to the proposed plan of President Rodrigo Duterte to establish one. “Ang Department of Labor [and Employment] ang aming pananaw ay mas gugustuhin pa namin na nasa Pilipinas ang ating mga manggagawa because the more and longer they are there—nasa labas, outside out of the country—the more they are exposed to abuses, et cetera,” said Say, also the Officer-in-Charge of the Philippine Overseas Employment Administration (POEA). “From that point of view ni Sec. Bello, he is speaking as a Secretary of the Department of Labor. Kasi kung magtatayo nga tayo ng Department of OFW, in one sense we are recognizing that we need to send OFWs,” he added. During his trip to the Middle East last week, Duterte spoke before OFWs and revealed his plan to create a Department of Overseas Filipino Workers in order to cater to the needs and concerns of OFWs. “The creation of a department does

not belong to me. It belongs to Congress. We have proposed a separate body... from the Labor [Department], ise-separate ‘yung OFW. So nakatutok ‘yan,” Duterte said. Kris flies to US to sign Hollywood movie contract When one door closes, another one opens. This saying is especially true for Kris Aquino who scored a huge break after experiencing a year of rejections. In an Instagram post on Sunday, Aquino shared how a part of her spirit broke when she lost two shows “because hiring an Aquino for TV was a political risk not worth taking.” However, things turned around for the better when she got a call from Tony and Grammy award winning Broadway producer Jhett Tolentino, who contacted her last March 23. “He was helping a Filipino-Chinese-American agent friend of his reach me to ask if I’d want to audition for a big Hollywood studio movie about to start filming. The pressure was I had to submit my reel in 72 hours,” Aquino wrote in the caption. Thinking there is nothing to lose, Aquino went for it and quickly mounted an audition shoot in Manila. “We shot, they immediately edited & color graded, both my audition scenes & video BIO. Sunday we sent the high definition material. And we waited. And PRAYED,” she said. Renowned OPM composer Willy Cruz dies Prolific OPM songwriter Willy Cruz died early Easter Monday at the St. Luke’s Hospital following a stroke last week. He was 70. Cruz’s sister, Magdalena “Bong” Africa, said that the composer expired after a week-long comatose condition at the hospital. “Please remember Willy and his love for music and how he glorified God through his songs,” said Africa. Cruz left a rich legacy of songs which enriched OPM history. The list includes “Mahawi Man Ang Ulap,” “Pangarap Na Bituin,” “Kumusta Ka,” “Magandang Willy Cruz Gabi,” “Kapag Puso’y Sinugatan,” “Sa Duyan Ng Pag-ibig,” “Init Sa Magdamag,” “Araw-araw, Gabi-gabi,” “Doon Lang” and “Let The Pain Remain.” A pianist, composer, arranger and musical director, Cruz is the grandson of the famous composer and musical director Francisco Buencamino and is cousin to renowned pianist Cecile Licad. After his stint with the group Ambivalent Crowd where he worked with Celeste Legaspi, Cruz joined Vicor Music Corporation where he worked with Pilita Corrales, Nora Aunor, Cinderella and many other artists. He also founded Jem Recording where he composed and produced songs for Hajji Alejandro (“May Minamahal”), Zsa Zsa Padilla (“Kahit Na”) and Nonoy Zuñiga (“Never Ever Say Goodbye”). ICE coming to courts. What can you do? Question: I have a roommate who left an abusive relationship. She actually filed a Temporary Restraining Order against this person. Court was yesterday. She went to Court to testify in front of the Judge so that he would rule in her favor and her abuser would not come within 100 yards from her and hurt her again. She won the temporary restraining order, but when she was leaving the Courthouse, she was apprehended by ICE. She is now in detention. Can ICE do this? Answer: Yes, if the person they apprehend is inside the U.S. and here illegally, they can be apprehended. It is unfortunate and chilling that ICE has decided to do this for people at Court and coming out of Court. What message will this send? It will send the message that people who are illegal and who are victims of crime, that they should not go and get justice against those persons who committed the crime on them. In this exact case upon which you have asked the question, she probably would have kept taking the abuse from the person committing domestic violence on her and she would have lived in fear every day that he is around the corner and will abuse her more. It also emboldens the accuser and the perpetrator. They will know the fear that the person who is not here legally has and will use that against them. They will commit their crimes on the victims and then tell them if they are reported to the police that ICE will be called and they will be deported. ICE’s decision to do this is deplorable. They have no sense of how this will affect victims. You can already see statistics. People here illegally are reporting much less crimes. This

is not because there are less crimes, but because they are afraid of the police, of ICE and of being deported. In fact, there are probably more crimes actually being committed. Question: My friend said that ICE wanted to force her to sign her deportation papers. She felt compelled to do this. However, she luckily read something that she has a right not to sign. What can be done? Answer: You are correct. She did the right thing by not signing. Now, she will have an opportunity to fight her case in Immigration Court. She might qualify for VAWA, or the U Visa, or the T Visa or possibly the S Visa. There are other avenues as well. Question: Could she have resisted the ICE Official? Answer: Most likely not. However, she had and has a right to not speak to the officer and not to answer questions. She should simply say “I am choosing not to speak to you as that is my legal right and I am going to have my Immigration Attorney help me.” Question: She is in detention now. Can she get out? Answer: Yes, a Motion for a Bond Redetermination can be made. It will show she is not a flight risk and not a danger to the community. If granted, then she will be released during the pendency of the deportation hearings. I certainly understand the reluctance to report crimes. However, the way to help yourself is to see an

Immigration /Deportation Attorney who can see if and what you might qualify for under the U.S. Immigration Laws. ICE only wants to deport you. If you will see an Immigration Attorney in sufficient time, then you might very well be able to be helped and to later obtain legal status. Brian D. BI chief Morente urges Duterte to certify Immigration bill as urgent MANILA, Apr 18 (Mabuhay) – Bureau of Immigration (BI) Commissioner Jaime Morente on Tuesday asked President Rodrigo Duterte to help expedite the passage of a bill aimed at updating the agency’s 77-year-old charter and upgrading the pay scale of its workers. Most of the BI employees fall under salary grades 1 to 11 or those who get a basic pay ranging from P9,981 to P19,620, which Morente described as “too low” that employees “could barely afford to shoulder the cost of their meals and transportation in going to work.” There are eight pending bills in the House and Senate seeking either to create a Commission on Immigration or update the Philippine Immigration Act of 1940. Last week, Justice Secretary Vitaliano Aguirre II disclosed that the Department of Justice and the Department of Budget and Management agreed in a meeting in Malacañang on April 7 that the government will push for a new Immigration law to address the salary woes at the BI. If certified as urgent by the Palace, Aguirre said he hoped the bill will enacted ahead of Duterte’s second State of the Nation Address in July. The issue of low salary came to fore following reports of long lines at immigration counters as some officers skipped work due to unpaid overtime pay, which the bureau had been sourcing from express lane fees at airports. Duterte, however, vetoed a provision in the 2017 national budget which allows the use of express lane funds to augment the income of BI employees, arguing that the 29-year-old setup has no legal basis.

Seven things you should not do when served with Divorce papers by your Spouse For most people, being served with divorce papers by your spouse is probably one of the biggest surprises in your life. The spouse in the receiving end of the divorce sometimes are not offered any explanation for the divorce petition by their spouse. You may start getting upset about how this can happen to you and start doing things that are going to be seriously detrimental to your divorce case later on in the proceeding. Here are seven things you should not do. 1. Do not confront your spouse and commit domestic violence Many spouse feel very angry and upset upon receiving the divorce papers. You may start blaming your spouse and attacking your spouse. You may even yell, threaten, scream, or even physically assault your spouse. This type of confrontation is called “domestic violence.� You may be arrested criminally if your spouse calls law enforcement. Your spouse may also file a domestic violence restraining order against you. Either one would compromise your ability to seek custody of your children, child support, and spousal support. It would also affect your credibility as a witness for future proceedings. In addition if you do this in front of the children, this may be looked at as domestic violence and abuse against the children. The incident may be reported to Child Protective Services for investigation. 2. Do not run to the bank and empty out all your bank accounts or sell assets except for funds necessary retain legal representation in the divorce. If you have assets, do not run and empty out your bank accounts with the goal of securing it from your spouse. The divorce petition and summons includes certain automatic temporary restraining orders (ATROS) which prohibits transferring and encumbering assets. You will be in violation of the ATROS if

you do this. Your spouse may also make a claim for breach of fiduciary duty against you. However there are certain exceptions to withdrawing funds such as funds necessary for your living expenses and funds you need to retain an attorney. 3. Do not cut off your spouse from any insurance policies One of the ATROS prohibits you from removing your spouse from health insurance coverage and other insurance policy. It would be a violation of ATROS to do so. You need to maintain your spouse on all existing insurance until the divorce is finalized or the status of marriage is dissolved in a bifurcated trial. 4. Do not take off with your child and move out of state or out of the country If the child has been living in this state, California Court has jurisdiction over your child even if you leave California after being served the divorce. Your spouse can get an order from the California court to return the child to California and get sole physical custody of your child. This can be enforced through law enforcement in other states. In addition, this would also be an ATROS violation. Such a move would seriously undermine your claim for custody of the children. 5. Do not use your child as a messenger to communicate with your spouse Divorce process is a very difficult process for the children. Children often blame themselves for the divorce of their parents. DOLE recommends regularization of 10,000 PLDT workers MANILA, April 19 (PNA) -- The Department of Labor and Employment (DOLE) on Wednesday recommended the regularization of 10,000 workers of the Philippine Long Distance Telephone Company (PLDT) after conducting special assessment on the telecommunications company in accordance with the implementation of Department Order (DO) 174. In a press briefing, Labor and Employment Secretary Silvestre Bello III said the proposal was the result of the department’s Special Assessment/Visit of Establishments (SAVE), which found that the workers are performing jobs that are directly connected to the company’s business but under contracting and subcontracting arrangements. “I will order the regularization of close to 10,000 workers under contracting and subcontracting arrangements but are performing jobs that are directly related to PLDT’s business,� he explained. Bello noted that the company’s subcontractors were also found to be non-compliant with the new order. “PLDT where found violations, mostly among its sub-contractors and majority of which are not even registered or with expired registrations,� he said.

Likewise, the DOLE chief reported that Philippine Airlines (PAL) and PAL Express including their contractors and subcontractors were found violating general labor standards and occupational safety and health standards (OSHS). These violations include underpayment of wages, overtime pay, service incentive leave under general labor and standards and no valid fire safety inspection certificate, no trained safety and health officers on OSHS. Bello added, “Contractors’ workers are also performing jobs directly related to the main business of the companies.� The SAVE is the DOLE’s mechanism to assess, validate and verify compliance with labor laws of companies and their contractors/ subcontractors. On the other hand, the DOLE revealed that a total of 45,605 employees have been regularized in response to the Duterte administration’s campaign to end labor only contracting in the country. MASBATE CITY, April 18 (PNA) – While the unveiling of a new bust or statue of a cowboy on horseback in front of the capitol building here in this city gave a new flavor to this year’s staging of the 34th Rodeo Masbateño Festival, it was the long parade of hundreds of cowboys on horseback, some of them on foot, which stole the attention of the spectators. Particularly awed was guest of honor Tourism Secretary Wanda Teo who said the Department of Tourism will work so the Philippines can showcase the unique Rodeo Festival in the upcoming Association of Southeast Asian Nations (ASEAN) summit in December. Expressing admiration for the action-packed festival showcasing the life of local cowhands, Teo said such an event, which is seen only in the US, is the only one of its kind in Asia. “Rodeo Masbateño is the most unique festival in the country as locals portray a way of life in which men and women dressed up in cowboy outfits compete western style in bull riding and steed wrestling,” she said. Teo added the tourism department will do its best so the rodeo festival could be presented to ASEAN leaders. The Philippines is hosting the 50th anniversary of ASEAN this year wherein all heads of states, foreign ministers, senior officials and other high-level officials from the 10 member-states of ASEAN will be visiting the country.

She said the festival, that showcases Masbate as the top cattle producer in the Philippines, will also promote the country’s livestock and be a top tourist draw in the ASEAN conference. SC junks petitions questioning foreign ownership of PLDT BAGUIO CITY, April 18 (PNA) – The Supreme Court (SC) on Tuesday affirmed its earlier decision which denied the petition of intervention filed by lawyer questioning the implementation by the Securities and Exchange Commission (SEC) of the high court’s ruling in June 2011 imposing the 40-percent limit to foreign ownership of the Philippine Long Distance Telephone Co. (PLDT). SC spokesman Theodore Te announced the directive was issued during the summer session of the magistrates here. “The Court voting 8-5, denied petitioner’s motion for reconsideration of the Court’s November 22, 2016 decision (which denied the petition and the petition in intervention) for not having raised any substantially new grounds to warrant a reconsideration,” Te said in a press conference Te said the Court maintained its 8-5 voting against the petition filed by lawyer Jose Roy III. Roy’s motion for reconsideration, according to the Court, failed to raise new arguments that would warrant the reversal of its decision issued on December 21. In its en banc resolution dated Nov. 22, the SC justices voting 8-5, denied the petition filed by Roy against SEC Chair Teresita Herbosa who, the High Court said, did not commit grave abuse of discretion when she issued Memorandum Circular No. 8 Series of 2013 for “lack of merit both on procedural and substantive grounds.” and the petition in intervention filed by Atty. Wilson Gamboa. The petitioner argued that SEC abused its discretion in issuing MC

No. 8 wherein it omitted the uniform and separate application of the 60:40 rule in favor of Filipinos to each and every class of shares of a corporation. In a decision penned by Associate Justice Alfredo Benjamin Caguioa, the Court en banc upheld the validity of SEC Memorandum Circular No. 8, Series of 2013 or Guidelines on Compliance with the Filipino-Foreign Ownership Requirements Prescribed in the Constitution and/or Existing Laws by Corporations Engaged in Nationalized and Partly Nationalized Activities). The five justices who dissented with the decision are Senior Associate Justice Antonio Carpio, Associate Justices Teresita Leonardo De Castro, Arturo Brion, Jose Mendoza and Marvic Leonen. In the Gamboa decision, the Court held that the “capital” requirement in Article XII, Section 11 of the 1987 Constitution refers only to shares of stock entitled to vote in the election of directors. The Court directed SEC to apply this definition of the term “capital” in determining the extent of allowable foreign ownership in the case of PLDT and if there is a violation of Section 11, Article XII of the Constitution, to impose the appropriate sanctions under the law. Roy questioned the constitutionality of the memorandum for not conforming to the spirit and letter of the Court’s decision in the case of Gamboa v. Teves promulgated on June 28, 2011 and its Resolution on the motions for reconsideration issued on October 9, 2012 on the limit to foreign ownership under Section 11, Article XII of the Constitution.

Poll shows war on drugs ‘working’

MANILA, April 18 (PNA) – Malacañang on Tuesday said the latest Pulse Asia survey showing President Rodrigo Duterte garnering the highest approval and trust rating among the country’s top officials has validated the people’s deep appreciation towards the President’s policies on drugs, criminality and corruption. In a statement, Presidential Spokesperson Ernesto Abella said that considering that Pulse Asia conducted its survey at a time when the President was facing mounting pressure from his fiercest critics, Duterte has remained the highest approved, and most trusted among top national government official in the Philippines “This tells us that a great majority of Filipinos appreciate the President’s priority of protecting the nation’s patrimony - the next generation - from dangerous drug traffickers and violators; to restore a trustworthy government free from corruption; to keep our streets safe from crime; our society just and fair; and our many peoples get along,” Abella said. The Palace official added that the poll results also confirmed that public sentiment towards the President’s policy on drugs, criminality and corruption cannot be swayed by the ‘vicious noise’ coming from his fiercest critics. “The vicious noise from the President’s fiercest critics failed to dampen public sentiment on the latest presidential rating,” he said. “We thank our people for trusting that the Duterte administration is on the right track to building a nation worthy of all Filipinos,” Abella said. In the latest Pulse Asia survey released Monday, the performance rating of Pres. Duterte dropped five points nationally, from 83 percent in December 2016 to 78 percent in March. The President’s trust rating also dropped seven points, from 83 percent last December to 76 percent in March. On the other hand, Robredo recorded 58 percent performance rating in March, four percent lower than her 62 percent rating in December 2016. Her trust ratings also fell to 56 percent, down two percentage points from the 58 percent rating she got last December. Meanwhile, Senate President Aquilino Pimentel III got an approval and trust rating of 55 percent and 51 percent, respectively. House Speaker Pantaleon Alvarez earned a 40 percent approval rating while his trust rating stands at 37 percent. In the meantime, Chief Justice Maria Lourdes Sereno earned 42 percent and 40 percent approval and trust ratings respectively. The survey was conducted from March 15 to 20, 2017. Among the issues facing President Duterte at the time included the filing of an impeachment complaint against him last March 16; the Senate appearance of a self-confessed but perjured assassin; human rights reports highly critical of the Duterte administration’s campaign against illegal drug traffickers and violators; and the internationally aired video message of Robredo among others.

Pangilinan: Report on ‘state-sponsored’ EJKs backs Lascañas’ death squad claim MANILA, Apr 19 (Mabuhay) – A report on alleged “state-sponsored extrajudicial killings” authored by a retired police intelligence officer supports the claim of self-confessed hitman Arturo Lascañas about the so-called Davao Death Squad (DDS), Senator Francis “Kiko” Pangilinan said Wednesday. “That corroborates the earlier statement made by Lascañas when he said that the DDS received cash payments for each killing made,” Pangilinan, president of the Liberal Party, said in a text message when asked to comment on the report by Reuters news service. Lascañas, a retired cop, earlier claimed that President Rodrigo Duterte, during his term as Davao City mayor, paid up to P100,000 per drug suspect killed by police officers. Testifying in a Senate inquiry last month, Lascañas said he was involved in the killing of at least 200 people, including radio broadcaster Jun Pala, upon the orders of Duterte. He said members of the DDS, in which he was a “major player,” were motivated to kill drug suspects because of the “reward system” instituted by Duterte. According to two senior officers interviewed by Reuters, police officers have received payments for killing drug suspects. A 26-page report supposedly authored by

one of the officers, titled “The State-Sponsored Extrajudicial Killings in the Philippines,” alleged that the “reward” for drug killings range from P20,000 for a “street level pusher and user,” to P50,000 for a member of the barangay council, P1 million for “distributors, retailers and wholesalers” and P5 million for “drug lords.” The document has been shared with leaders of the Catholic Church, and the Commission on Human Rights, Reuters said. “Police officers kill for money, said the commander, but also out of fear: Even the police are afraid of being included on a “watch list” of drug suspects drawn up by police and local officials,” the report noted. Senate President Aquilino “Koko” Pimentel III deferred comment on the issue, saying he first needs to read the report. De Lima to justices: Only Supreme Court can stop abuse of State power MANILA, Apr 18 (Mabuhay) – Senator Leila De Lima has renewed her plea for the Supreme Court (SC) to release her from detention on illegal drug trading charges, saying only the justices can put a stop to the government’s alleged abuse of power aimed at persecuting her. A staunch critic of President Rodrigo Duterte’s war on drugs, De Lima ironically is said to have conspired with high-profile inmates to sell or trade illegal drugs inside the New Bilibid Prison during her term as justice secretary in exchange for millions of pesos supposedly for her senatorial campaign last year. De Lima has repeatedly denied the allegations as she asked the SC to invalidate her arrest on grounds that the Department of Justice and the Office of Solicitor General could not agree on the nature of her offense, the case should have been tried before the Sandiganbayan and not at the Muntinlupa City Regional Trial Court, and the case did not have merit. In a memorandum filed on Monday, De Lima also insisted that she is not seeking special treatment from the SC when she challenged her arrest directly before the

high court. “This case is not special because it involves a Senator of the Republic of the Philippines who has been deprived of her liberty. S he is not asking for any special consideration because of her public position or because she is in jail,” the senator said. “She seeks only the fundamental right of every citizen to invoke the Constitution as shield and sword against government abuse,” she added. What makes the case special, De Lima said, is the government’s “willingness” to use the “strong arm of the law to persecute” her to fulfill Duterte’s promise to make her rot in jail. “To file charges that are manifestly false before a court that is manifestly without jurisdiction, simply to satisfy the lust for vengeance. That is why petitioner (De Lima) has come to this Court with such haste. For it is only this Court that is capable of stopping such abuse of power. If they are capable of doing this to a Senator, they are capable of doing this to anyone—unless the Honorable Court acts, and acts now,” she said.

6 years not enough to decide Marcos electoral protest — Macalintal MANILA, April 18 (PNA) -- Six years is not enough to recount all the election results being questioned by defeated vice presidential candidate Ferdinand “Bongbong” Marcos due to the huge number of clustered precincts he wanted to reopen. In a chance interview, Vice President Leni Robredo’s lead counsel Romulo Macalintal expressed doubt that the Presidential Electoral Tribunal (PET) can finish the recount of all election results being questioned before the sixyear term of Robredo ends in 2022. “Iyong isang munisipyo na lamang halimbawa, inaabot ng isang taon at kalahati hanggang dalawang taon at dito 18 probinsya at limang highly-urbanized cities ang involved, ‘yan ay about 700 municipalities and 11 cities,” Macalintal said. Marcos’ camp had accused the vice president’s camp of deliberately delaying the electoral protest. According to Macalintal, the delay in the electoral protest is caused by the errors committed by the Marcos camp. “Hindi naman mabagal iyan. Ang problema kasi mahina ang kanyang protesta. Maraming pagkakamali ang kanilang ginawa, napakalawak kasi ng kanyang protesta at hindi nagkaroon ng specific na allegations,” he explained. He said that based on rules, an electoral protest should have “detailed specifications of the actual

omissions committed.” He said they are asking specific answers to specific questions like, “Who did it? Where was it done? Where it happened? How it happened?” Earlier, Marcos lead counsel Vic Rodriguez belied Macalintal’s claim. Rodriguez said the main protest document has 1,000 pages and its attachment has at least 2,000 pages. He complained that it has been 10 months since they filed the protest and the PET has yet to start the preliminary conference. He pointed out that in the protest filed by Mar Roxas against then Vice President Jejomar Binay, the PET started the preliminary conference three months after it was filed. Marcos’s camp on Monday paid an initial PHP36 million for its electoral protest, which covers a total of 39,221 clustered precincts. It is expected to pay an additional PHP30 million by July 14. The PET, meanwhile, required Robredo’s camp to pay a total of PHP8 million for the first instalment and another PHP7.4 million for the second instalment by July 14. The required fee from Robredo is based on her counter-protest. Robredo’s camp has filed a manifestation before the PET, seeking clarification on the fees that Marcos must settle. Robredo’s camp denies engaging in delaying tactics MANILA, April 17 (PNA) – The camp of Vice President Leni Robredo on Monday said they are not applying delaying tactics to the electoral protest filed against Robredo by former senator Ferdinand “Bongbong” Marcos. Atty. Romeo Macalintal, Robredo’s chief legal counsel on electoral protest said what they are trying to prove is the cases cited by Marcos’ camp in their protest are obsolete and do not apply to the present election law. “The basis of their arguments cannot apply to automated elections. The cases that Marcos camp cited only pertains to manual elections,” he told reporters. He said this is why they are asking the Supreme Court to give them ample time to explain their side that they are not applying “delaying tactics” as the Marcos camp claims. Meanwhile, Marcos went to the Supreme Court to pay more than PHP30 million for his election protest against Robredo. The SC, which also serves as the Presidential Electoral Tribunal (PET), directed Robredo and Marcos to shell out a total of PHP81.46 million for their separate election protests. Of this amount, PHP66.02 million will be used for the retrieval of poll materials for the protest of Marcos, while PHP15.44 million will be used to retrieve election materials for Robredo’s petition. Marcos’ petition covers 132,446 voting precincts while Robredo’s counter-protest covers 31,278 precincts. A budget of PHP500 is needed to retrieve election documents and ballot boxes from each precinct. Both parties have made initial deposits of PHP200,000 each. This amount was already deducted from the PHP66.02 million and PHP15.44 million required from Marcos and Robredo, respectively. BEIJING, April 18 (PNA) – The Belt and Road Initiative is gaining more support after state and government leaders, including Russian President Vladimir Putin, expressed interest to attend the Belt and Road Forum International Cooperation next month. According to reports posted at the Belt and Road portal, Putin has confirmed his attendance in the Forum slated on May 14-15 in Beijing. Chinese Vice Premier Zhang Gaoli has described Russia as an important partner among the Belt and Road countries. Cine Lokal is a partnership between the FDCP and SM Entertainment, with eight commercial theaters to be dedicated for the exclusive screening of FDCP-curated independent and award-winning films. This reaffirms the government’s support for the development of the Philippine cinema. We are confident that Cine Lokal is just the start of the government and the film industry coming together to further cultivate a culture of film appreciation that goes beyond entertainment value,” Diño said, adding that this is in line with the President’s vision of using culture and arts as key elements in nation-building. Low-lying and sunken areas prone to flooding will be granted a reduction of at most 20 percent of the tax base value per square meter.

Australian scientists use blood bank to develop ‘vaccine’ for diabetes SYDNEY, April 19 (PNA/Xinhua) – Australian scientists are optimistic that a bank of blood donations will help them develop a vaccine for Type 1 diabetes. The team from the St Vincent’s Institute of Medical Research became the first researchers in the world to observe immune cells destroy insulin-producing cells in the pancreas. They discovered that the immune cells targeted the C-peptide molecule and are now developing a blood test to measure the immune response to the molecule, which they believe causes type 1 diabetes. Stuart Mannering, an immunologist at St Vincent’s, said the team was hopeful of developing a therapy that would teach the immune system not to attack the cells. “That’s our long term goal,” Mannering told News Limited on Wednesday. “The next step towards this is to measure that immune response in blood samples so we can try to detect it before people develop symptoms of Type 1 diabetes.” “What we would really like is a blood test that we can do after a much shorter period of time so that we can see if the immune response is going in the direction we want it.”

Western Visayas records 5 cases of human rabies ILOILO CITY, April 18 (PNA) – Western Visayas’ regional health office has confirmed two cases of human rabies in the first four months of the year and is validating three others. The regional health office’s head of the infectious diseases cluster, Dr. Elvie Villalobos, sounded the alarm Tuesday as he cited the increasing number of cases of dog bites in Western Visayas. The two cases confirmed were from Cauayan, Negros Occidental while of the three that are being verified, two are from Capiz and one is from Kabankalan, Negros Occidental.

The Western Visayas regional health office has recorded more than 85,000 animal bites in 2016, compared to 65,000 in 2015. It monitored nine deaths last year -- four from Negros Occidental, two each from Antique and Capiz, and one from Iloilo. Western Visayas ranked ninth nationwide in terms of mortality. “This is alarming because supposedly we are aiming for zero death from rabies,” Villalobos said. He noted that more than half of children below 15 years old are vulnerable to dog bites because they are the ones left at home during vacation.

2 of HIV cases reported in Feb. engaged in paid sex: report MANILA, April 18 (PNA) – Some 92, or 11 percent, of the HIV cases reported last February contracted the disease through transactional or paid sex, the HIV/AIDS Registry of the Philippines (HARP) has said. Transactional sex involves the payment and acceptance of fees in exchange for sexual pleasure. According to the HARP report, 93 percent of the cases were male 1854 years old, while 6 percent were female 19-35 years old. The HARP further noted that a total of 3,693 cases from December

2012 to February 2017 were people who engaged in paid sex, some 1,990 (54 percent) of whom paid for sex, 1,115 (30 percent) accepted payment for sex, and 588 (16 percent) engaged in both. Of the figure, 3,532 (96 percent) were male. Meanwhile, according to the report, 95 deaths were registered last February, 91 of whom were male, while 52 belonged to the 25-34 age bracket, 15 to the 15-24 age group, and 25 to the 35-49 age bracket. All of them were infected through sexual contact.

LEGAZPI CITY, April 18 (PNA) – Regional and provincial health authorities in Bicol have reminded the public to be more careful about their health in the flurry of activities this summer season because of the common diseases that usually arise at this time. Noemi Bron, health education provincial officer of Department of Health (DOH)-Bicol’s non-communicable disease prevention and control program, advised the public to be aware of the six common summer diseases or conditions, referred to as the “6S,” that can adversely affect one’s health. “These are sore eyes, sunburn, suka at tae (diarrhea), sipon at ubo (colds and coughs), sakit sa balat (skin diseases) and sakmal ng aso (animal bites),” she said. Bron said hand washing can limit the spread of harmful bacteria or viruses that cause sore eyes or conjunctivitis. Dr. Nathaniel Rempillo, provincial health officer of Albay, said it is good to drink plenty of water. “This will make one’s body fresh from too much heat and will help in avoiding dehydration,” he said.

Bron said drinking 8-12 glasses of water can help avoid heat stroke due to too much exposure to the sun. Rempillo said families should bring their own food while traveling to prevent food poisoning as food spoils easily because of the heat. “Always have oral rehydration salt solution ready in case one suffers diarrhea,” said Bron. She issued a reminder to the public about the skin diseases that abound when one swims in dirty water or unmaintained public swimming pools. “Remember to take a bath before and after plunging into the pool and to refrain from urinating in the pool,” said Bron. She said colds and cough spread during the summer season because of erratic weather that brings sudden downpour from time to time. “Senior citizens are advised to get vaccinated against influenza before the flu season begins in June,” added Bron. As to animal bites, particularly dog bites, she said there is an animal bite center in the Bicol Regional Teaching and Training Center where rabies vaccination is immediately available.

MANILA, April 19 (PNA) – An increase in the number of Filipino kidney patients undergoing dialysis has prompted Sen. Juan Edgardo Angara to renew his call to provide free dialysis treatments to indigent patients in provinces. Angara on Wednesday pushed anew for the passage of Senate Bill 1329, which seeks free dialysis treatment to indigent patients in all hospitals in the country. He urged his colleagues in the Senate to support his measure. “To further improve the delivery of healthcare services to the Filipino people, I call on my colleagues in the Upper Chamber to help and support me with this important legislation,” Angara said. Angara filed the measure stressing that poor patients suffering from kidney ailment who are living in the provinces could not afford traveling to the cities and seek treatment. Moreover, he said that they could not afford the high cost of the pro-

cedure itself, which is needed on a regular and sustained basis. “The optimum frequency of dialysis is three times a week, but because of its high cost and inaccessibility, some patients settle with less, thus causing their health to deteriorate more progressively,” Angara said. “Worse, some patients have died without being given a chance to undergo dialysis simply because they could not afford it,” he added. Angara said that his measure is meant to make health services available to all Filipinos at affordable cost. Citing data from the Department of Health, Angara said that there are already 3.51 million Filipinos aged 20 to 79 in 2015 who have diabetes. Meanwhile, close to 23,000 patients underwent dialysis treatment due to kidney failure in 2013, a huge jump from 4,000 cases recorded in 2004.

These were some of the words that came out from the mouths of Filipino-American students when asked to sum up in one word why they want Philippine studies in California schools. Standing up on a big human circle that they made inside the conference room of the Philippine Workers Center (PWC) in downtown Los Angeles, the Filipino-American students vowed to carry on and work for the inclusion of Philippine studies in California schools. The students came to celebrate the closing of the 4thPilipinx Visibility Week on Saturday (April 15, 2017), a seven-day fusion of different activities meant to drum up support for the inclusion of Philippine studies in California schools. “It was a collaborative campaign, this year with nine college organizations, be it on the ground or on the social media, to raise awareness on why Philippine studies is important,” explained Eddy M. Gana Jr., of the Pro-People Youth, one of the prime movers of the movement titled: SIKAP or the California Coa-

lition for Philippine Studies (CCPS) Gana said Filipino-American student organizations conducted activities such as open mic, community fora, ethnic dance demonstrations and dialogues with other student organizations. The Pilipinx Visibility Week started in 2013, according to Gana, but it was only during the last three years that they had culmination ceremonies. “That came about (culmination ceremony) after consultations with the students,” Gana said, adding that such gatherings provided opportunities for interactions and camaraderie among the movers of the campaign. The event’s keynote speaker Ivy Quicho, AF3IRM national chairperson, reminded the students to connect their struggle for identity as with other communities of color. Quicho added that “organizing does not have to stop at college campus boundaries, we must fight for liberation of all humanity.” Some schools are already offering Philippine studies as an elective and they are mostly focused on language studies. Trump gutting H-1B visa program WASHINGTON, April 20 – A leading South Asian advocacy group has said US President Donald Trump’s executive order on H-1B visas is a move to gut the program popular among Indian technology professionals. South Asian Americans Leading Together (SAALT) also said in a statement that the Trump administration’s recent court motion to revoke the “hard-fought” employment authorization for some H-4 visa holders was very disturbing. “Both policies run contrary to core American values of respect for work and the right to participate in the workforce,” SAALT said, a day after Trump signed the executive order directing an interagency review of the H-1B visa program. “We reject the premise that USborn and foreign workers should be pitted against each other to ‘ensure the integrity’ of the immigration system and serve the national interest,” SAALT said. The group said Trump’s executive order will continue to increase immigration enforcement presence by encouraging immigration raids at businesses and other places of employment, “further underscoring this administration’s commitment to criminalizing immigrants”. SAALT said it is “disturbed” by efforts of the current administration “to profile, ban, and deport community members by leveraging the full power of every federal agency, including the Department of Justice”. “The executive order dishonors the legacy of immigrant workers in this country, past and present. Chutkan of the US District Court in Washington started to investigate the complaints of Iranian- Americans against Trump’s visa ban order for Muslims. While Maryland and Hawaii federal judges have already blocked President Donald Trump’s revised travel ban targeting six predominantly Muslim countries and the ban is waiting for an appeal court, the new court is giving the chance to the Iranian Americans to submit in-person testimonies against Trump’s ban which is considered anti-Muslim, illogical and counterproductive. Cyrus Mehri, the Iranian-American lawyer and social activist, who represents the plaintiffs, said on Monday, “I really saw it as a flash point for this diaspora, over half a million strong, that has done so much to contribute to this country and is now in such danger of being potential scapegoats.” Trump signed the executive order in January, placing a 90-day travel ban on people from Iran, Libya, Syria, Somalia, Sudan, Iraq, and Yemen and a 120-day ban on any refugees. Insurance Institute for Highway Safety (IIHS) names mitsubishi motors Outlander and Outlander Sport as recommended used vehicles for teens IIHS applies more stringent criteria to its list of recommendations which includes varying model-years of both Outlander and Outlander Sport April 12, 2017 — CYPRESS, Calif.
