MANILA, Sept. 5 (PNA) – President Rodrigo Duterte has signed a proclamation declaring a ‘State of National Emergency on Account of Lawless Violence,” Palace officials have confirmed Monday. In an interview in Davao City, Executive Secretary Salvador Medialdea said the President signed the one-page proclamation shortly before leaving for the ASEAN Summit in Laos. Medialdea said that the spate of terror attacks like kidnappings, beheadings and finally the Davao night market bombing prodded the President to issue the proclamation.
He also stressed it is not martial law, no curfew is being imposed and there is no timeline for its implementation. “The President will decide until he sees order and safety restored,” Medialdea said. Meanwhile, over in Malacañang, Presidential Communications Assistant Secretary for Policy and Legislative Affairs Christian Ablan said that the Executive Secretary was already on his way to Manila with the signed proclamation. Illegal gambling, PNP’s next target
MANILA, Sept. 6 (PNA) –- The Philippine National Police (PNP) will train its next campaign on illegal gambling, its chief Dir. Gen. Ronald “Bato” dela Rosa said Tuesday. Dela Rosa said that once the PNP is done with the war on drugs, it will target illegal gambling, which he said must be eradicated as well, especially the politicians and policemen behind it.
Illegal gambling is comparable to illegal drugs, he said, adding that if there are “narco-politicians”, there are also “gambling politicians”. He disclosed that he was once offered a big sum of money by some gambling lords, but he refused it because he knew it was in exchange for some illegal activities. Zambales fisherfolk welcome news they can now fish in Panatag Shoal MANILA, Sept 2 (Mabuhay) – Fishermen in Subic, Zambales welcomed the news that China has allowed them to enter Panatag Shoal (Scarborough Shoal or Bajo de Masinloc) in the West Philippine Sea to fish. This is after four years of being chased away by the Chinese Coast Guard. The fishermen said this will be a big boost to their
livelihood. It is in the shoal that they are able to catch big fishes such as lapu-lapu, maya-maya, and talakitok. In April 2012, the Philippine Coast Guard and the Chinese Navy had a standoff in Panatag Shoal after Philippine forces spotted Chinese fishermen gathering marine species in the area. Panatag Shoal is a triangle of small islands in the West Philippine Sea, surrounding a 150-square-kilometer lagoon within the Philippines’ 200-nautical-mile exclusive economic zone, as spelled out by the United Nations Convention of the Law of the Sea (UN-
CLOS). China, however, is claiming ownership of the shoal, saying it first discovered the area in the 13th century during the Yuan Dynasty. DTI: Export industry to suffer if PHL cuts trade with China MANILA, Sept 2 (Mabuhay) – Exporters will suffer the consequences once merchandise trade between the Philippines and China stops, the Department of Trade and Industry (DTI) said. The export industry will take a hit if trade relations with China were cut, considering it is one of the Philippines’ top export markets,
Trade Secretary Ramon Lopez on Friday told a congressional hearing on the DTI’s proposed budget for 2017. Duringthe hearing, Magdalo party-list Rep. Gary Alejano asked Lopez about the implications of severing trade ties with China in light of the ongoing maritime dispute over the West Philippine Sea.
The Cabinet official noted the primary impact would be on the employment of exporters supplying the Chinese market and a huge amount of shipments. “It’s something we can’t immediately replace if we lose that opportunity to export to China.” As of 2015, merchandise trade between the two countries stood at $17 billion.
Philippine exports to China totaled $6.39 billion, while imports reached $10.8 billion. Among biggest shipments to China are integrated circuits, electronics, and nickel ores and concentrates, Lopez said. China mainly ships accessories, parts of electrical apparatus, and other intermediate goods to the Philippines. (MNS)
Lawmaker calls Gina Lopez ‘crazy’ for closing down mining firms MANILA, Sept 2 (Mabuhay) – Surigao Del Sur Rep. Prospero Pichay Jr. called Environment Secretary Gina Lopez “crazy” for cracking down on all mining firms despite the sector’s contribution to the economy. During the appropriations committee hearing over the Department of Trade and Industry’s proposed P4.766 billion budget in 2017, Pichay asked Trade and Industry Secretary Ramon Lopez how much is the contribution of mining to products exported to China, one of the country’s major trading partners. When Lopez said mining products constitute $600
million of the $6 billion export market to China, Pichay then took the opportunity to criticize a Cabinet secretary for wanting to close down all mining firms. “If all mining companies will be closed, especially nickel mining companies, it will have no impact in our country?” Pichay asked Mr. Lopez. “Meron po. Hindi po siguro pwedeng isarado lalo na po kung ‘yung policy ay nasa international standards (There will be. We probably cannot close them down just like that especially if they adhere to international standards),” Mr. Lopez said.
“It seems you are not united in the Cabinet. There’s one crazy secretary who wants all mining closed,” Pichay replied, eliciting laughter from the audience. Pichay was apparently referring to Ms. Lopez, who suspended Claver Mineral Development Corp. in Surigao Del Norte as the department is conducting a major audit on the mining firms, particularly on the effect of mining activities in the community. Ms. Lopez is leading a crackdown on mining firms as she claims there is no such thing as responsible mining.
According to the firm’s website, Pichay is president of the Board of Directors in Claver Mineral Development Corp, a nickel mining firm operating in Barangay Cagdianao at the municipality of Claver. Pichay reportedly acquired 60 percent of the mining firm. MANILA, Sept. 5 (PNA) – The Supreme Court is set to tackle on regular en banc session several pending issues such as the petitions of the developer of the controversial Torre de Manila condominium insisting to proceed with the construction of the building and petitions to stop the Manila Electric Company (Meralco) from implementing a PHP4.15 per kilowatt-hour power rate increase. The DMCI Project Developer Inc. has filed fourth urgent motion last Aug. 25 asked the SC to lift the temporary retraining order (TRO) it issued in June last year stopping the construction of the 49-storey residential building which ruins the iconic sight line of the monument of national hero Jose Rizal in Luneta Park. The developer specifically urged the SC “to allow the construction of the condo-
minium pending judgment on the merits of this case.” It cited as basis the “additional costs suffered by respondent (DMCI) due to stoppage of the project.” Apart from lifting the TRO, DMCI also asked the SC to immediately resolve the case and dismiss the petition filed by Knights of Rizal in September 2014 seeking demolition of the building. The Consunji-owned also submitted to the high court several letters of buyers in the condominium expressing extreme frustration and disappointment on the suspension of the project. In seeking dismissal of the petition, the developer insisted on its argument that government heritage agencies have no jurisdiction over Torre de Manila since it was built on private property outside the Rizal Park or any heritage zone, and that the Rizal Monument was declared a national cultural
treasure one year after the developer obtained all government permits and started building. In its petition, the Knights of Rizal alleged that by defacing the visual corridors of the monument, DMCI violated several laws mandating the protection and preservation of the Rizal Monument. These laws include Republic Act No. 4846 (Cultural Properties Preservation and Protection Act), Republic Act No. 7356 (law creating the National Commission on Culture and the Arts) and Republic Act No. 10066 (National Cultural Heritage Act of 2009 or an Act Providing for the Protection and Conservation of the National Cultural Heritage). Petitioners also argued that the project could be considered as an act of nuisance as defined under the Civil Code of the Philippines. DMCI earlier contested
the TRO on its controversial condominium, saying it amounted to an unjust interference with its right to property. Meanwhile, the SC will also tackle petitions against the Manila Electric Company power rate hike has been pending since 2013. It can be recalled that the High Tribunal issued on Dec. 23, 2013 a 60-day TRO or until Feb. 23, 2014 against Meralco’s power rate hike. In another resolution issued last Feb. 18, 2014, the Court extended the TRO to 60 days or until April 22, 2014. Before its lapsed, the Court extended for the second time the TRO but this time for an indefinite period or until it resolves the main petition. The TRO was issued based on the petition filed by the so-called Makabayan bloc in Congress led by former Bayan Muna Rep. Neri Colmenares.
MANILA, Sept 2 (Mabuhay) – The Philippines is stepping up President Rodrigo Duterte’s battle on drugs with incoming college freshmen set to face tests for illegal drug use from next year, an education official said on Friday. A wave of 2,400 killings unleashed in a war on drugs since Duterte came to power two months ago has gained popular support in the Southeast Asian nation, but has alarmed the United Nations and the United States, Manila’s close ally. The government seeks to make drug testing a requirement for all incoming college students, said Julito Vitriolo, the executive director of the Commission on Higher Education. “This was born out of the President’s call to make campuses drug-free, because we see the pervasive effects of drug use,” Vitriolo said in a television interview. “What’s important is for students not to use drugs. It will be a deterrent if they want to continue their studies,” Vitriolo said, adding
that those testing positive could go through rehabilitation before being admitted to college. Drug testing for university admission is now done on a voluntary basis. “It is something that we should be doing because the drug menace is real,” Monico Jacob, president of STI Education Systems Holdings Inc, said, referring to compulsory tests. STI, which has more than 103,000 students this academic year, has performed mandatory drug testing for the past five years. Duterte won the May election by a landslide on a promise to wipe out drugs and dealers. He has named politicians, police generals and judges linked to the drug trade. Police data show 2,400 deaths in the drug war after Duterte took over, a toll police say is a result of drug dealers resisting arrest or gang feuds. Five-year research agenda seeks boosting PHL resilience By Catherine J. Teves
MANILA, Sept. 5 (PNA) – Research on disaster risk reduction and management will be among the priorities of State think-tank Philippine Institute for Development Studies (PIDS) for the next five years to help generate information for further building up the country’s resilience to natural hazards and other stresses. PIDS President Gilberto Llanto raised urgency for such research, noting studies show the Philippines’ geographic location ranks this country as among the most exposed to and at risk for natural hazards like earthquakes and tropical cyclones (TCs). Various economic, political, social and environmental stresses are plaguing the country as well, he noted. “It’s alarming but we can act on the matter,” he said on Monday on the side of a press conference for the 2016 Development Policy Research Month (DPRM). Aside from being in the direct path of TCs, he said the Philippines is along earthquake-prone Pacific Ring of Fire. Archipelagic Philippines is also at risk for storm surges and tsunamis, he added. Other sources of risk that emerged recently included big Asian economies’ growth slowdown and “sharp” oil price drop that’s directly impacting oil-producing countries hosting thousands of overseas Filipino workers, PIDS noted. “Rising food prices, infrastructure and transportation problems, energy security concerns and increasingly destructive climate-related
events further agitate an already vulnerable economy,” PIDS said. Llanto said PIDS researchers have already identified several risk-related research projects they aim undertaking. Such projects are among PIDS’ 30 to 40 research undertakings annually, he noted. Llanto said all sectors nationwide must build resilience to better protect life, limb and property. Resilience-building must be a way of life since it’ll be impossible to shield the country from economic shocks of disasters arising from hazards’ onslaught, he added. The 2012 data he presented during the press conference show the Philippines’ annual average direct economic loss from natural hazards is almost one percent of the country’s GDP -- the second highest among ASEAN member-States then. He also presented data showing TCs in 2012 alone affected 332,107 hectares and resulted in an agricultural production loss of some 2.3 million MT. “Angkop na Kahandaan: Matatag na Ekonomiya at Lipunan” is the 2016 theme of DPRM. The theme highlights DPRM’s focus on risk reduction andresilience-building this year. PIDS spearheads DPRM annually in accordance with Presidential Proclamation No. 247, series of 2002. DPRM aims raising public awareness and understanding about development issues in the country and policy research’s importance in nation-building.

Lacson: Time to include drug cases in anti-wiretapping law exemptions MANILA, Sept 2 (Mabuhay) -- Sen. Panfilo Lacson on Friday said the Anti-Wiretapping Law (R.A. 4200) must be amended to allow law enforcement units to secure court orders for to allow recording private communications that may be related to illegal drug cases. Lacson said law enforcers cannot use wiretapped conversations in court because of this limitation. “Sa R.A. 4200, hindi kasama ‘yun. Kung mag-wiretap man ang law enforcement agency natin, hindi nagagamit na ebidensya kasi illegal ang pagkaka-acquire ng evidence. Mainam na lawakan ang coverage, kasi matagal na ang R.A. 4200 at wala namang nangyaring amendment. It’s about time na isama ang illegal drugs,” he said. The law does not prohibit law enforcers to record private conversations provided that they secure a court order. They are also limited to do this only for crimes against national security under the Revised Penal Code, including treason, espionage, rebellion, and sedition, as
well as kidnapping. In cases of rebellion, sedition, conspiracy and inciting sedition, and kidnapping, there must be “prior proof that a rebellion or acts of sedtion ... have actually been or are being committed.” Lacson said he has crafted a bill to amend the said law to include plunder and other modern cases that falls under the human security act and money laundering. He also noted that the law, approved in June 1965, is already outdated and needs to adapt to current modes of communication, notably other messaging apps on smartphones that allow calls. “’Pag sinama natin lahat ng uri ng communication, sasama natin ang electronic data. ‘Yun ang nature ng electronic data natin—cellphone, voice. DAVAO CITY, Sept 5 (Mabuhay) – Mayor Sara Duterte-Carpio on Monday morning announced the relief of the newly installed city police chief and the head of the Task Force Davao. “It’s not about their qualifications, it’s about me,” Duterte said. “I took what happened personally, there will be strained relationship between us if they continue to stay in their posts,” Duterte
said at City Hall, where she attended her first flag-raising ceremony since she assumed office in June. She wanted to replace Task Force Davao commander Col. Henry Robinson Jr. Robinson, who assumed the post only in May this year; and City Police Office director Sr. Supt. Michael John Dubria, who only assumed the post in June this year. The mayor has not named any replacement. She apologized for
whatever lapses the city may have that allowed suspects to sneak a bomb in a crowded night market. “As city mayor of Davao, I have apologized for whatever,” she said. Police said it has three persons of interest who could have planted the bomb in the massage section area, one of them was believed to have availed of the massage services and suspiciously left before his massage was finished. Angara wants hazard pay hike for military MANILA, Sept 2 (Mabuhay) – Senator Sonny Angara on Friday pressed for the passage of a measure that would further raise the hazard pay of all personnel of the Armed Forces of the Philippines (AFP) assigned in conflict areas. Angara reiterated his call for the immediate passage of Senate Bill 955 which he filed amid President Rodrigo Duterte’s order to go full force against the Abu Sayyaf Group. “Matagal na po nating ipinapanawagan na taasan na sana ang hazard pay ng ating mga sundalo dahil talagang napakaliit ng halagang P390 kada buwan kung araw-araw ay nahaharap ang ating libu-libong militar sa matinding panganib,” he said in a statement. (We have long been lobbying to raise the hazard pay for our soldiers because the amount of P390 a month is truly meager if every day our thousands of military men face grave danger.) Angara said his bill would increase the AFP’s hazard
pay to 25 percent of their base pay. If passed into law, he said, the hazard pay of a Private First Class, whose monthly base pay is P15,592, would be raised from P390 to P3,898. He said the last hazard pay hike of all military and uniformed personnel was implemented in February this year under Executive Order 201 — from P240 to P390 in 2016, P540 by 2017, P690 by 2018, and P840 by 2019. However, Angara believes that the hazard pay hikes were still not enough. “Kahit katataas lamang po nito, hindi pa rin ito sapat upang mapunan ang kanilang mga pangangailangan at matumbasan ang kanilang mga sakripisyo at pagbubuwis-buhay,” he said. (Even if the hazard pay has been recently raised, this is still not enough to address their needs and to make up for their sacrifices and for risking their lives.) Aside from increasing the military’s hazard pay, the
senator has also filed another bill that would create a Military Dependents Welfare Office and institutionalize and increase education, health and housing benefits for military dependents. “The government should also prioritize providing more benefits for the families and loved ones of our gallant soldiers given their vital role in the protection of our country’s integrity,” Angara said.(MNS)

Sara Duterte offers P2-M reward for Davao blast culprits MANILA, Sept 5 (Mabuhay) – Davao City Mayor Sara Duterte-Carpio on Monday offered a P2-million reward for the immediate arrest of the culprits behind the deadly Friday night bombing in her city. Duterte-Carpio said she has set aside P1 million for information about the suspects and another P1 million for anyone who could “deliver” them to the city government. “Kumuha ako galing sa city government—P1 million sa makakabigay sa pangalan at kung nasaan iyung tao ngayon and then another P1 million po sa makakapag-deliver sa amin nung taong iyun,” she said. Police said Sunday that they were searching for
three people wanted for questioning over the bombing of a night market in the hometown of President Rodrigo Duterte, the father of Mayor Duterte-Carpio The blast, which tore through a bustling market in the heart of Davao city on Friday, killed at least 14 people and led the President to impose a “state of lawlessness” in the country. The head of Davao police on Sunday described how a man was seen leaving a bag with an improvised bomb at the market while being followed by two women. Police are searching for the three—and possibly a fourth person—over the bombing, which has been widely blamed on the Muslim extremist Abu Sayyaf group. Senior Superintendent Michael John Dubria told reporters the man went for a massage in the market and left the bag in that area. “We believe the impro-
vised explosive device exploded when the person left,” he said, adding that the two women had been following the man. Another person may have detonated the device with a cellphone, he suggested. He would not say who was behind the blast but said the bomb, using a mortar shell, was similar to those used by “threat groups” in central Mindanao. There are several Muslim outlaw groups in that area, including separatist guerrillas but the Abu Sayyaf militants are based elsewhere, mainly in the provinces of Sulu and Basilan. Davao is the hometown of President Duterte, who had just ordered an offensive against the Abu Sayyaf prior to the bombing. Duterte said the explosion was in retaliation for the military operation against the group in their strongholds in Jolo, Sulu.

MANILA, Sept. 5 (PNA) – In the wake of the terror bombing in Davao City and the consequent declaration of a national state of lawless violence, Malacañang on Monday called on all Filipinos to unite as a nation so that terrorists who seek to sow fear among the citizenry would not prevail. In an interview aired over radio station DZRH, Communications Secretary Martin Andanar said that President Rodrigo Duterte’s advice to the people was that they “should go on with their daily lives but should also remain wary and vigilant.” “The advice of our President is to all continue our lives, move on, continue with our daily activities, our daily routine. But at the same time we have to be very, very, very alert,” the Palace official said. “Life moves on, the world revolves and it should not stop otherwise. If we stop, it would mean that the terrorists have won in this war,” Andanar said. In the meantime, he said that people should also remain vigilant in the face of terror threats. “We need to be wary and we need to cooperate with the Philippine National Police (PNP) and the Armed Forces of the Philippines, even with barangay tanods (village watchmen). What we can do now is we have to cooperate with our authorities para mas mapadali po ang kanilang trabaho.,” Andanar said. He also called on netizens to stop posting negative commentaries in social media as these only exacerbate the situation. “Maalala po natin noong sumabog po iyong bomba doon sa Pransiya halos lahat po tayo nagbago ho tayo ng profile picture sa Facebook, nilagay ho natin iyong bandila po ng Pransiya. MANILA, Sept. 5 (PNA) -- Senators on Monday allayed public fears over President Rodrigo Duterte’s declaration of a state of lawlessness or a state of lawless violence in the aftermath of the Davao City bomb attack last Friday. Senator Juan Miguel “Migz” Zubiri expressed support for the President’s declaration, even though it has “sparked concerns” that the country is veering towards military rule. “The Chief Executive himself denied that it was Martial Law and assured that it does not involve the suspension of the writ of habeas corpus,” Zubiri said in his privilege speech. “We have nothing to be afraid of, much more doubt the intent of the President,” he said, emphasizing that the declaration does not entail the suspension of any rights under the Constitution or set the stage for Martial law. Zubiri further said that the three branches of government are still functional. “State of lawless violence merely calls out the military or the Armed Forces of the Philippines (AFP) to do law enforcement operations normally done only by the Philippine National Police (PNP),” Zubiri said. “It is precisely for the purpose of suppressing lawless violence. It is to complement and supplement the capability of the PNP,” he added. Been there, done that Zubiri cited how former president Joseph Estrada declared a state of lawlessness when he directed the AFP and PNP chiefs to coordinate in the deployment of Marines for a temporary period in Metro Manila, and the Supreme Court upheld it. The senator also cited former president Gloria Macapagal-Arroyo who declared lawlessness in 2003 after the bombing of the Sasa Wharf and airport in Davao City. “It is my position that now is the best time to support the President to curtail lawlessness and suppress its spread throughout the nation,” Zubiri said. Asked if there should be fears of abuses, Senator Francis “Chiz” Escudero, like Zubiri, said there is “nothing to be worried about”. “Martial Law is toothless under the Constitution. Because of our bad experience of Martial Law in 1970s when we passed the new Constitution, Martial Law has barely any effect,” Escudero said in an ambush interview. “Even if Martial Law is declared, Congress is not abolished, in fact Congress has the power to either affirm or reverse any such declaration,” he added. Escudero said that declaring a state of lawless violence is under the discretion of the President and could cover the entire country or it could be in pockets. However, the Supreme Court has the power to reverse it, he said. “Only the courts can reverse or modify it. Anyone can go to Supreme Court to question the declaration. There is no jurisprudence that says it can be verbal, it needs presidential proclamation or an administrative order to implement it,” Escudero said.

Fil-Am writer: Cussing not directed at Obama DAVAO CITY, Sept. 6 (PNA) – President Rodrigo Duterte’s statements at a press conference during his departure speech on Monday has been totally blown out of proportion by the local and international media. In the United States, an independent group dissected an accurate transcript of President Duterte’s Q&A with Reuters correspondent Jerome Morales and explained what Duterte said point by point. Fil-Am writer Nizza Gueco, admittedly not a Duterte fan, was concerned more about the implications of soured US-Philippine relations. Gueco wrote in a column on the “Liberal America” website, “Lo and behold, my suspicions were true, the line that was cut from the video above wherein the President said “putangina” was not even directed to President Obama, it was directed to the reporter who, according to the President, ‘just threw questions and statements.’” Lifting directly from a transcript and a copy of the video of the press conference, Gueco pointed out that President Duterte said, ““You know, the Philippines is not a vassal state. We have long ceased to be a colony of the United States. Alam mo marami dyan mga
kolumnista (You know there are a lot of columnists) who look up to Obama and the United States as if we are the lapdogs of this country.” Gueco explains, “In this statement, Duterte was clearly addressing his audience, Obama’s name was only mentioned as an example because somebody in the audience mentioned Obama. I am not a Duterte fan, but anybody listening to that line who understands the language will know that he is not degrading Obama, he is merely lifting his people up.” The most misconstrued part of the statement reads as follows: “May mga kolumnista dyan na (There are columnists out there that write headlines such as) ‘Who is he? I am a President of a sovereign state and we have long ceased to be a colony. I do not have any master except the Filipino people. You must be respectful. Do not just throw away questions and statements. Putangina (son of a bitch) I will curse you in that forum.” This clearly indicates that the President addressed the particular reporter who asked an offensive and out-of-line question despite PRRD’s plea that questions be limited to his ASEAN and working trips overseas.

Dela Rosa said that one police officer from Metro Manila who was assigned to Maguindanao had been killed recently. “Pinaiimbestigahan pa kung bakit napatay doon sa Maguindanao,” he said. He said police officers involved in illegal drugs should be charged and punished. “Ang sinuman sa kapulisan na mapapatunayang kasangkot sa ilegal na droga ay mabibigyan ng nararapat na parusa, magbago na ang dapat magbago,” he said. “This is your chance to save your career and live better lives. Issue of ‘lawless violence’ may be raised before SC: Escudero MANILA, Sept 5 (Mabuhay) -- The state of lawless violence declared by President Rodrigo Duterte could be raised before the Supreme Court if only to allay the fears of the people, Senator Francis “Chiz” Escudero said on Monday. Escudero explained that unlike martial law, the President can declare a state of lawless violence even without the approval of Congress. “Ang epekto lamang naman nito (state of lawless violence) ay pwede nyang gamitin ang Armed Forces of the Philippines para i-suppress ito. Sa totoo lang ginagamit na naman nya sa Sulu laban sa Abu Sayaff at sa mahabang panahon, ginagamit na yan ng mga nauna na ring presidente. Armed Forces mismo ang nagpapatupad na ng peace and order operations ng ating bansa at hindi ang Philippine National Police. That’s all that it means,” he told reporters. (The effect of state of lawles violence means he could use the Armed Forces of the Philippines to suppress violence. In fact, he has been using it in Sulu to fight the Abu Sayaff and for a long time, previous presidents have been using it. Arroyo earlier filed a motion asking the Sandiganbayan 4th Division to allow
her to travel abroad. The Sandiganbayan has a standing hold departure against Arroyo since 2012 because of her pending graft charges over the allegedly anomalous NBN-ZTE deal. She would need the anti-graft court’s permission before making trips outside the country. Arroyo plans to visit three countries in the coming months, including Germany scheduled on September 20 to 29 to consult medical experts on her condition and health.

MANILA, Sept. 5 (PNA) – Senator Alan Peter Cayetano said Monday he has written an open letter to US President Barack Obama appealing for the US government to help the Philippine government pursue an independent foreign policy. This letter comes ahead of the first meeting between Obama and President Rodrigo Duterte at the ASEAN Summit in Laos on September 6 and 7. Cayetano, who also chairs the Senate Committee on Foreign Relations, explained that an independent foreign policy is necessary to balance the Philippines’ relations with the US and China. In the same letter, he mentioned that President Duterte has been “misjudged” by some sectors based on the way he speaks, aggravated by a misinformation campaign about the human rights situation in the country. “Does he (Duterte) not
deserve to be judged on his record and his actions? On facts and not manipulated statistics? On where he wants to bring the country rather than his sometimes politically incorrect words?” he asked in his letter. Cayetano stressed that the Philippines deserves a chance to assert its national identity and pursue an independent foreign policy. He defined this as “a foreign policy for Filipinos by Filipinos” which shall be marked by “a balanced friendship with our oldest ally and big brother the United States of America on one hand and a friendship of mutual respect with our neighbor China on the other.” The senator meanwhile expressed confidence that a win-win situation could be worked out for the US, the Philippines and China. On the other hand, he also cautioned against efforts by pessimists, critics, and hardliners in the West, the
United Nations, and within the country who want the US and the Philippines to continue to disagree. “Hardliners fear the Philippine government will make peace with the communist rebels. Critics fear that Christians and Muslims can’t build communities and a nation together. Pessimists say that we can’t be a drug-free country,” Cayetano said. “Will we let the pessimists and hardliners win Mr. President? Or will we persevere and try to understand each other, so we can wake up one day to a peaceful, prosperous and progressive Philippines?” he said in his open letter. Cayetano also said that he was hopeful for a successful meeting between the two heads of state.

Duterte wants to make int’l community understand PHL’s need for change: DFA exec MANILA, Sept 2 (Mabuhay) – A Department of Foreign Affairs (DFA) official on Friday said President Rodrigo Duterte is keen on making the international community understand the need for change in the Philippines during his debut at the ASEAN Summit in Laos. “He wants to make the international community aware that he is very sincere to evolve genuine change in the country; and he wants them to understand where he is coming from as far as for instance on his issue on the illegal drugs is concerned,” Assistant Secretary Maria Hellen dela Vega of the DFA Office of ASEAN Affairs said in Malacañang. “You ask me about my personal sense of President Duterte, I think he wants all of us to serve with urgency because he really wants change immediately. So, iyon din ang gusto niyang mai-project sa international community na there are
issues, especially issues affecting marginalized groups, na we have to effect change for socio-economic development,” she added. On top of these, Dela Vega said Duterte is also attending the event on September 6 to 8 to obtain the other ASEAN’s support for the Philippines’ chairmanship in 2017, which will also focus on “change.” The Philippines’ delegation to the ASEAN Summit in Laos will include 30 people including DFA Secretary Perfecto Yasay Jr., Trade and Industry Secretary Ramon Lopez, and Social Welfare and Development Secretary Judy Taguiwalo. Dela Vega said one of the objectives of the ASEAN Summit is to reiterate the support for the implementation of the ASEAN Community Vision 2025. “You’ve heard this many times, the mantra for a rulesbased, people-centered, people-oriented ASEAN and to
promote our Philippine key priorities or messages for that Summit which would include: a drug-free ASEAN, respect for the rule of law, our aspiration for a legally-binding code of conduct, emergency response and disaster management, protection of migrant workers, combating trafficking in persons, peace and reconciliation efforts, and combating terrorism,” she said. Patrick Garcia, Luis Manzano test negative on illegal drugs Patrick Garcia is the latest showbiz personality who underwent drug testing as response to the current administration’s campaign again illegal drugs. The 34-year-old posted on his Instagram account the certification he received from the National Bureau of Investigation (NBI) Forensic Chemistry Division. It says: “Negative results for Methamphetamine and Tetrahydrocannabinol.” According to Garcia, he decided to voluntarily take the test for his children and as show of support to President Rodrigo Duterte’s campaign against illegal drugs. “I did this because I want my children to grow up in a drug-free Philippines! Supporting our President and PNP on the War On Drugs!” Aside from Garcia, television host Luis Manzano also underwent drug testing at the Philippine Na-

Cantiveros, on her Instagram account on Wednesday, posted a video of their two-year-old daughter pretending to speak with Francisco over a plastic phone. “Binilhan siya ni papa niya ng phone. Tapos tumawag si papa niya at ganyan sila mag-usap,” the comedienne wrote as the caption, edited. Prior to her latest post, it appeared Cantiveros allowed their daughter to spend time with Francisco as she posted a solo photo of her. She admitted that she missed the two and punctuated her post with hashtags that read: “Me Time” and
“See you soon.” These are the first hints that the couple have started working on their marital problems, born out of Francisco’s insecurities over Cantiveros’ leading man for an afternoon series. He claimed that the former “We Will Survive” actress told him that she would only be paired with another actor for the pilot week. Francisco then fanned more speculations about a possible separation after he took over the Instagram account of their daughter and removed Cantiveros’ name from the profile. He has not posted anything for over a month. Cantiveros, for her part, have since teared up twice on national television over Francisco, saying that she is willing to fix their marriage. US firms in Philippines ‘most optimistic’ in ASEAN: survey By Kris M. Crismundo
MANILA, Sept. 5 (PNA) – The ASEAN Business Outlook Survey (ABOS) 2017 reported that United States companies based in the Philippines are the “most optimistic” in terms of overall investment environment among Southeast Asian nations. About 77 percent of US firms in the Philippines said the investment environment in the country is improving, higher than ASEAN’s figure of 45 percent. The country’s figure exceeded optimism of US businesses in Vietnam with 72 percent recognized improvement in investment climate; Myanmar with 70 percent; Cambodia, 69 percent; Laos, 58 percent; Indonesia, 35 percent; Singapore, 31 percent; Malaysia, 23 percent; Thailand, 22 percent; and Brunei Darussalam, 16 percent. Majority of US companies with presence in the Philippines have forecasted their profit here to increase next year. In the report’s US Investors’ Sentiments and Perceptions in the Philippines, 79 percent of US companies in the country have seen higher profits in 2017 while 11 percent have expected
profits to “stay the same”, 4 percent projected decrements, and 6 percent were “not sure” about their profit outlook next year. The survey also reported that 55 percent of US firms in the Philippines have expected to increase the number of workforce this year. About 19 percent of US businesses here expressed their intention to expand within the country. The latest ABOS also listed business factors in the country which US businesses are highly satisfied for the past ten years. These include: availability of low cost labor (72 percent), sentiment towards the US (77 percent), availability of trained personnel (68 percent), stable government and political system (51 percent), and personal security (45 percent). On the other hand, business factors where satisfaction level is low among US firms are: lack of corruption (11 percent), infrastructure (13 percent), tax structure (13 percent), ease of moving products through Customs (15 percent), free movements of goods within the region (17 percent), and availability of raw materials (19 percent). Moreover, 45 percent US
businesses in the Philippines recognized that the administration of the former President Benigno S. Aquino III is “very effective” in boosting business confidence and promoting investment in the country, while another 38 percent of the respondents said the previous administration was “effective”. Forty-three percent of US businesses here said they are “optimistic” that the administration of President Rodrigo Duterte can sustain reforms instituted by the Aquino administration, 2.0 percent are “very optimistic” while 40 percent are “neutral”. Meanwhile, 59 percent of US businesses in the region considered ASEAN markets “have become more important in terms of their companies’ worldwide revenue over the past two years”. “American businesses continue to see substantial commercial opportunity in ASEAN,” the ABOS stated, noting the region’s economic growth, rising number of middle class, regional integration, improvement in infrastructure, and limited growth opportunities in other regions as main factors of optimism in doing business in ASEAN.
Jones Law Centennial Dinner celebrates momentous step towards PHL Independence WASHINGTON, DC – “Yesterday was a milestone in the history of the Philippines as a nation, and of Filipinos as a people. And we are gathered to commemorate a historic and momentous dinner that took place in this city, at a hotel not too far from here, one hundred years ago last night.” Thus were the words of welcome from Minister Patrick A. Chuasoto, Charge d’Affaires ad interim of the Philippine Embassy in Washington, D.C., to nearly 30 guests at the Romulo Hall of the Embassy on 30 August 2016. In cooperation with the US-Philippines Society, the Embassy commemorated the centennial of the Philippine Autonomy Act of 1916, more popularly known as the Jones Law, by hosting the dinner, which replicated a similar one by then Philippine High Commissioner Manuel L. Quezon on 29 August 1916 at the New Willard Hotel in Washington, D.C. The Jones Law, named after its proponent—Congressman William Jones of Virginia—laid down the framework for a more autonomous government, preparatory to the grant of independence to the Philippines by the United States. Through this law, the Philippines saw the creation of a bicameral legislature, the introduction of a representative electoral process, and the recognition of the fundamental civil and political rights of persons living within the bounds of the Philippine Islands. As the guests enjoyed the appetizer course consisted of chilled pickled okra, there was a brief presentation on the historical significance of the Jones Law and the 1916 Banquet at the New Willard Hotel from Erwin Tiongson, a professor at Georgetown University’s School of Foreign Service, and his wife, Titchie Carandang-Tiongson. The husband-and-wife team
also spearheads the ongoing project Philippines on the Potomac, and both researchers have tirelessly committed themselves to helping Filipinos and Filipino-Americans better understand the Philippines-US alliance, partnership and friendship. The guests appreciated the presentation of the Tiongsons, and Minister Chuasoto noted that “it is in looking back, seeing how far the Philippines has come, that insights can be drawn for forging ahead into the future. We will endure, we will not waver, and we will toil as those who came before us did, in fighting for democracy, for freedom, for prosperity, for social justice. As a people with a deep sense of nostalgia, Filipinos will ever be mindful of the hard work of our forefathers that have taken us to where we are today in 2016. And we shall do what we can to protect and safeguard it with honor.” With the period music The Manila Waltz playing softly in the background and the room lent some ambience by candlelight, the guests enjoyed a classic French menu that tried to replicate the 1916 dinner. After the okra, the main course was chicken with perigeux sauce, petit pois and potato lorette. Sliced Virginia country ham was served in platters. A light hearts of romaine salad capped the meal, before petit fours and peach mousse were served with coffee. Representing the US Government at the dinner was Deputy Assistant Secretary of State W. Patrick Murphy who also offered remarks that emphasized the importance of the bilateral relationship between the Philippines and the United States. The evening was even made more memorable by the presence of two great-granddaughters of Congressman Jones, Elizabeth and Anne, and Elizabeth’s own daugh-
ter, Marjorie Boehlert. In her after-dinner remarks, Elizabeth Hart Jones noted that the Congressman’s work on the Philippine Autonomy Act did not only take a great toll on his health, but also required a great deal of moral courage. “At that age of empire building, it was a radical idea to let go of a treasured territory like the Philippine Islands. However, Congressman Jones had a profound belief that the United States had a more important mandate to promote freedom around the world,” said Ms. Jones. Quoting from the speech of a colleague of Congressman Jones describing the latter’s mood after the passage of the law, “he was only gratified to have helped extend the frontiers of human freedom.” Erwin Tiongson, in ending his presentation, echoed the sense of greatness that Ms Jones’ remarks about her great grandfather imbibe. He said that “it is fitting that one of the more lasting memorials to William Jones is a bridge (in Manila). Fitting because what was the Bridge of Spain was renamed in 1916 in honor of the person who best represented the bridge between the US Government and the Filipino People. Fitting because Congressman Jones best represents the bridge between America’s global responsibility and its essential commitment to human liberty and self-determination everywhere. Fitting because Congressman Jones is the bridge that once again brings together Filipinos and Americans at dinner tonight, just as he did a century ago.” Ambassador John Maisto, President of the US-Philippines Society, closed out the evening by recalling the legacy of democracy and representative government that was bequeathed to the Philippines by the efforts of Congressman Jones and others like him.
Marianas employers continue visas of Filipinos, other workers WASHINGTON –In response to statutory requirements, the Department of Homeland Security (DHS) will allow up to 12,998 nonimmigrants in fiscal year (FY) 2017 for the Commonwealth of the Northern Mariana Islands (CNMI)-Only Transitional Worker (CW-1) program. DHS published the notice in today’s Federal Register. Under the CW-1 program, employers in the CNMI can apply for temporary permission to employ foreign nationals who are ineligible for any existing employment-based nonimmigrant category under the Immigration and Nationality Act. The CW program is in effect until Dec. 31, 2019. DHS reduced the FY 2017 CW-1 cap by one to meet the CNMI’s existing labor market needs and provide opportunity for potential growth, while meeting a statutory requirement to reduce the cap each year. Because the cap was reached for FY 2016 on May 5, DHS has decided to preserve the status quo, or current conditions, rather than aggressively reduce CW-1 numbers for FY 2017. We encourage CW-1 employers to file a petition for a CW-1 nonimmigrant worker as early as possible within 6 months of the proposed start date of employment. USCIS will reject a petition if it is filed more than 6 months in advance.
DHS reminds CNMI employers that the CW-1 program requires that the foreign worker be ineligible for any other employment-based nonimmigrant visa classification under U.S. immigration law, such as the H-2B classification for temporary or seasonal workers and the H-1B classification for workers in a specialty occupation. DHS urges CNMI employers to reevaluate whether their employees are eligible for any other existing employment-based nonimmigrant category, and if so, to use other U.S. nonimmigrant classifications when appropriate. For workers employed in the CNMI, there is no cap on H-2B or H-1B visas during the transition period ending Dec. 31, 2019. More information on these programs is available on the H-2B page and the H-1B page. Today’s announcement does not affect the status of current CW-1 workers unless their employer files for an extension of their current authorized period of stay. Approved petitions with an employment start date between Oct. 1, 2016, and Sept. 30, 2017 will generally count towards the 12,998 cap. The cap applies only to CW-1 principals. It does not directly affect anyone currently holding CW-2 status, which is for spouses and minor children
of CW-1 nonimmigrants. However, CW-2 nonimmigrants may be indirectly affected because their status depends upon that of the principal CW-1. If You Paid for the Antibiotic Cipro in California You Could Get Money from a Class Action Settlement A partial Settlement has been reached in a class action lawsuit involving the antibiotic drug Cipro. The lawsuit claims that Bayer Corporation, Barr Laboratories, Inc., Hoechst Marion Roussel, Inc., Watson Pharmaceuticals, Inc., and The Rugby Group, Inc. (the “Defendants”) violated antitrust and consumer protection laws by agreeing not to compete with each other and keeping lower cost generic versions of Cipro off the market. The Defendants deny this. No one is claiming that Cipro is unsafe or ineffective. WHAT DOES THE SETTLEMENT PROVIDE? Hoechst Marion Roussel, Inc., Watson Pharmaceuticals, Inc., and The Rugby Group, Inc. have agreed to pay $100 million into a Settlement Fund (the “Fund”). After deducting attorneys’ fees, costs, and other fees and expenses, the Fund will be distributed to Class members who file valid claims. Payments will be based on the number of valid claims filed and how much you paid for Cipro. It is estimated that consumers will receive at least $25 each. WHO praises PHL efforts in controlling Zika virus infections By Leilani S. Junio
MANILA, Sept. 5 (PNA) – The World Health Organization (WHO) praised on Monday the Philippine government efforts in the control and management of detected Zika virus infections following the recording of the sixth Zika case in the country. “The Philippines was seen as one of the countries which had transmission reported in the past … but there is no widespread transmission reported currently,” said Dr. Gundo Weiler, WHO country representative in the Philippines, in a press briefing held at the Department of Health (DOH) in Tayuman, Sta. Cruz, Manila. Dr. Weiler made the comparison among countries wherein there is a widespread transmission of the virus at present. Weiler noted that the DOH has been implementing measures that have been put in place wherein people come forward for voluntary testing. He said that such measures will help them better understand how widespread is the circulation of the virus in the country. “We will observe closely … And that we will be learning more with the symptoms that will be confirmed,” he added. A total of 72 countries
are affected globally by Zika virus infection. Out of the 37 countries in the WHO Western Pacific Region, 19 have been recorded with Zika. Meanwhile, in the same press briefing, DOH Assistant Secretary and Spokesperson Dr. Eric Tayag said they will send a team to Iloilo City on Tuesday morning to monitor further the sixth Zika virus case reported in the country. Dr. Tayag said the DOH has thousands of testing kits readied for that particular situation as part of the measures to control possible wide spread of the virus, just what they had done in the past when confirmed Zika cases were reported in the country. The sixth case involves a 45-year-old married but non-pregnant woman from Iloilo City. Her urine and blood samples revealed in conducted tests that she was positive with Zika virus. The DOH said her case was classified as “local transmission” since she has no record of travel to countries where the virus has been detected. She is currently in her home for recovery. She has also been given advice by the DOH to protect herself from mosquito bites and help in preventing the spread of the virus to others.
In addition, the DOH has also reminded everyone to be good citizens by avoiding mosquito bites to be protected against Zika by following the preventive measures. “Anyone who presents skin rash with any of the following: fever, red eyes, or joint pains is advised to consult any government hospital,” the agency said. The first Zika case in the country was recorded in 2012 and involved a Filipino. It was followed by an American and the third, the fourth, and the fifth cases were Koreans. Except for the first case, all the succeeding cases were reported in 2016. Earlier, Health Secretary Dr. Paulyn Jean Rosell-Ubial has said the Philippines remains Zika-free, adding that there have been no reported locally-transmitted Zika case so far.
Singapore confirms 16 new cases of locally transmitted Zika virus infection SINGAPORE, Sept. 5 (PNA/Xinhua) – Singapore confirmed 16 new cases of locally transmitted Zika virus infection as of Monday, said the Ministry of Health and National Environment Agency in a joint statement. Monday’s update brings the total number of Zika infections in Singapore to 258. The ministry said among these newly reported cases, 11 cases are linked to the Aljunied Crescent/ Sims Drive/ Kallang Way/ Paya Lebar Way cluster. One case is linked to the
Joo Seng Road cluster. The other four cases have no known links to any existing cluster. The statement said vector control operations and outreach efforts are being carried out in affected areas. In a separate statement earlier on Monday, the health ministry said it will no longer require suspected Zika cases to be isolated while waiting for test results from Tuesday. The ministry added that confirmed cases will no longer need to be hospitalized
unless medically indicated, as the cases of Zika in Singapore have been mild so far. Meanwhile, the Chinese Embassy in Singapore on Monday said it has been informed by Singapore’s Ministry of Health that a total of 30 Chinese nationals in Singapore have been tested positive for Zika virus as of noon on Monday. The patients are presented with mild symptoms and have either recovered or recovering, the ministry added in the update to Chinese Embassy in Singapore.

MOTORING Teen driving, not sex, drugs or academic performance, tops parents’ list of concerns 10 Chevys now offer technology to help parents with biggest worry DETROIT – In the month of August this year more than 360,000 teens will become eligible for a restricted driver’s license in most states – and with that, a lot of parents will experience new levels of stress. According to a Harris Poll survey commissioned by Chevrolet, more parents with teens worry about their child driving (55 percent) more than any other area of parental stress, including drugs and alcohol (52 percent), sexual activity (49 percent) and academic performance (53 percent). Chevrolet recognizes this top concern for parents and, as a result, in addition to its suite of available active and passive safety features, offers Teen Driver Technology on 10 of its 2017 cars, trucks and SUVs. Chevrolet’s Teen Driver includes an industry-first in-vehicle report card that shows how the teen drove and provides a way for parents to discuss best practices. “I, like many of our employees, am a parent of teenagers, so we personally understand the anxiety of having a teen driver in the house,” said Steve Majoros, director of marketing, Chevrolet Cars and Crossovers. “And while we can’t control
a teen’s behavior when they are in a car without a parent, Chevrolet’s Teen Driver Technology can remind them to buckle up and avoid speeding, while our other available active safety features can help to alert them in certain situations when they’re making less-thanperfect driving decisions.” Teen Driver supports certain safe driving practices by muting the radio or the audio of any paired device when front seat occupants aren’t wearing their safety belts. It also gives audible and visual warnings when the vehicle is traveling faster than preset speeds, and allows parents to limit the maximum volume of the radio. Additionally, available active safety features are automatically enabled and incapable of being manually disabled when Teen Driver is in use. In small bowl, combine raisins, rum and 1/4 cup reserved juice. Allow raisins to soak at least 20 minutes until plump. Drain off liquid. Combine fruit and rum raisins; spoon into serving bowls. Top each bowl with 1/2 cup scoop of ice cream and top each with 1 teaspoon toasted coconut. Tip: 1/2 teaspoon rum extract and 1/2 cup reserved juice may be used instead of rum.
