US readies push to deport the undocumented %\ /DXUHQW %DUWKHOHP\

Washington, United States | AFP | Thursday 12/24/2015 – President Barack Obama’s administration is planning a vast operation to round up and expel from the United States migrant families who à ed drought and violence in Central America, reports said Thursday.

Any such crackdown would be hugely controversial, with immigration one of the hottest topics in the 2016 presidential campaign, and rights groups expressed grave concern at the deportations. The Ă ow of families and unaccompanied children crossing into the United States from Mexico slowed this year, but the numbers surged upwards again in October and November. Several Latin American countries are in the grip of violent lawlessness and the El Nino weather pattern has plunged a number of countries in the region into drought. The Department of Homeland Security did not dispute anonymously sourced reports in The Washington Post and Wall Street Journal that a crackdown is imminent. See UNDOCUMENTED, page 8

Poe’s counsel George Garcia said they were pleasantly surprised the temporary restraining orders (TROs) were released on the same day they sought it. “We were so happy. MANILA, Dec 28 (Mabuhay) – The number of Àrecracker-related incidents continues to increase as the New Year draws near, Àgures from the Philippine National Police (PNP) and the Department of Health (DOH) show. As of 6 a.m. of December 28, the PNP has recorded 61 gun- and Àrecracker-related incidents, including 39 cases of illegal possession/use/ sale of Àrecrackers, 10 cases of Àre/ injuries due to Àrecrackers, six cases of stray bullet, and another six cases of illegal discharge of Àrearms. Saudi executes Filipino, 153rd death sentence in 2015 Riyadh, Saudi Arabia | AFP | Tuesday 12/29/2015 – Saudi Arabia on Tuesday executed a Filipino man convicted of murder, bringing to 153 the number of people put to death this year in the ultra-conservative kingdom. Joselito Lyda San was found guilty of killing Sudanese national Saleh Imam Ibrahim with a hammer following a dispute, the interior ministry said in a statement published by the ofÀcial SPA news agency. He was executed in Riyadh on Tuesday, it said. According to AFP tallies, Saudi has executed 153 locals and foreigners this year, against 87 for all of 2014. Amnesty International says the number of executions in Saudi Arabia this year is the highest for two decades, since 192 people were put to death in 1995. The toll has rarely exceeded 90 annually in recent years, it said. Saudi executions are usually carried out by beheading with a sword. Rights experts have raised concerns about the fairness of trials in the kingdom, where the interior ministry says the death penalty is a deterrent to crime. Amnesty says Saudi Arabia had the world’s third-highest number of executions last year, after China and Iran. Under the kingdom’s strict Islamic legal code, murder, drug trafÀcking, armed robbery, rape and apostasy are all punishable by death.

,V EDQNUXSWF\ WKH ULJKW WKLQJ WR GR" Ask yourself the following: Are you heavily in debt, with little prospect of relief in the near future? Have you had, or are your creditors threatening, a foreclosure on your home, a repossession of your car or other legal action to take your property? Have you experienced a dramatic drop in income? Are you frequently late paying bills? Do you only pay the minimum on your credit cards? Are you unable to make even the minimum payments? Do you have to sacriÀce basic necessities to make ends meet? Are you paying more money than you make on basic living expenses? Are you losing sleep at night wondering how you’re going to make it? Have you bounced more than one check in the last two months? Are your wages currently, or in jeopardy of, being garnished? Have you recently become sick, or partially or totally disabled? Are you going through a divorce resulting in a decrease of income but an increase in expenses? People with high incomes and even higher debts can also qualify for debt relief through bankruptcy. If your answer to one or more of the above questions was a “Yes”, you should call me immediately. I can help you. Bankruptcy chapter 7 or 13 can eliminate your debt and give you a fresh start to rebuild your credit within a relatively short period of time. A clean slate is the ultimate tool of empowerment. It enables you to take back control of your Ànances, and plan for the future. A good night’s sleep may also be one of the beneÀts of “getting your life back together again”, and that is worth a lot. For many people, the decision to pursue bankruptcy protection is not easy to make. Somehow, you want to save face and “do the right thing.” You continue to struggle along while your creditors turn up the heat. Pretty soon, with all the late fees, penalties and mounting interest, it becomes impossible to keep your head above water. You feel you are drowning, and Ànancially, you probably are. Your next step is to talk to a qualiÀed bankruptcy attorney to assess your rights and determine if bankruptcy is right for you. Bankruptcy is not for everyone, but you need to be an informed consumer to make the right decision. Don’t you think it’s time to take a good hard look at your own Ànancial situation? Taking a close look at the bottom line takes courage, but it’s a necessity. Don’t wait until your wages are being garnished or your car is repossessed. You and your family deserve better. Be proactive and resolve the situation now. Even if you are in the early stages of experiencing mounting debt problems, call my ofÀce today. As an experienced bankruptcy attorney, I can help separate panic from reality and assist you in identifying all of

your options. You may even Ànd out that you have more options than you thought! So what happens, when your attorney Àles a Bankruptcy on your behalf? Before Àling your case, the law requires that you receive a brieÀng from a certified credit-counseling agency to explain financial management to you, alternatives to bankruptcy, and how to do a budget analysis. Although there are some hardship exceptions to this rule, most debtors will have to get this brieÀng. Our ofÀce subscribes to an approved online service provider, and we set you up with the necessary login information. This usually takes less than 30 minutes and can be done at home or in our ofÀce. Next, your attorney Àles the petition in local bankruptcy court. When this occurs, the court appoints a bankruptcy trustee to your case and an “Automatic Stay” is entered. This is a court order prohibiting all creditors from taking any further action against you outside of bankruptcy court. This action is designed to: Stop harassing calls and bills from creditors Protect your property from seizure Prohibit or suspend creditor lawsuits against you Prevent foreclosure of your home Stop wage garnishments Block the repossession of your automobile. The automatic stay can be waived if the creditor is a government agency, or has a security interest in real or personal property, such as a mortgage or auto loan. However, they do have to Àle a court motion to lift the stay, which gives you and your attorney time to consider various options, including a possible loan modification, or amortizing delinquent payments through a chapter 13 plan over Àve years, or both. Bankruptcy will eliminate all unsecured debt. This includes credit card debt, medical bills, personal loans, judgments resulting from car accidents, deÀciencies on repossessed vehicles, Payday loans and even some older income taxes, provided it meets very speciÀc criteria. However, you will still be liable for debts on Child support, Taxes, and Student loans. Free Consultation – But ActNow! If you need help in resolving your Ànancial problems, easing that debt load, and want to improve your credit scores, call the bankruptcy lawyer that people trust. Call the Law Offices of Paul M. Allen, at 818-334-5445 and 818-552-4500 and schedule a free consultation with three convenient locations to serve you in Glendale, Cerritos and La Palma.

1HZ ODZV JUHHW &DOLIRUQLDQV DV WKH\ ZDNH XS WR WKH 1HZ <HDU The year 2015 is now behind us with all its complexities and challenges we have been able to surmount. Time flew fast and we are now faced with remnants of the old year and the challenges of the new beginning. It’s inevitable that new challenges will confront us and test our mettle, but we are thankful that the lessons of the previous episodes have made us stronger and possibly more equipped to face the challenges ahead with renewed vigor and resolve. It pays to be armed with the right information to guide us as through the New Year. I’m referring to some of the new laws churned out by the bicameral legislative body composed of 80 legislators for the upper house and 40 senators for the State Senate. There are 26 Democrats and 14 Republicans for the Senate and 52 Democrats and 28 Republicans for the House of Representatives.. The Senate has been in Democratic hands continuously since 1970. Let’s look at some of laws which took effect at the beginning 2016 which affect many facets of our life in California. SB 491 now makes it illegal for people to wear ear-buds or headsets in both ears while driving a vehicle or riding a bicycle. For electric skateboards enthusiasts, they must be must be 16 years or older and must wear helmets and ride on roads with a speed limit of 35 mph or less AB

604 makes it unlawful to ride an electric skateboard while under the influence of drugs or alcohol. Amber Alerts in child-abduction cases which is the State’s emergency alarm system will now be used under AB 8 to broadcast a “Yellow Alert” to find hit-and-run drivers in incidents that result in death or major injuries. SB 61 grants a one-year extension to a pilot project in Los Angeles County aimed at curtailing drunken driving through use of ignition interlock devices that test the sobriety of drivers. Drivers must blow into the devices in order to start their vehicles. Their vehicles would not start if the operators’ blood-alcohol concentration exceeds a certain level. For bicycle riders, AB 208 has been amended that it now includes bicycles in the slow-moving passenger vehicles to pull over safely to let traffic pass. Now all vehicles are included. For beer imbibers who couldn’t wait to sip their favorite brand, SB 550 now allows alcohol to be consumed on board the beer bikes rolling around midtown Sacramento, as long as the city authorizes

it. The multi-person vehicles currently travel between different bars but don’t allow imbibing in between trips. Vaccinations for Children - SB 277 prohibits parents from seeking vaccine exemptions for their children because of religious or personal beliefs. The new law co-sponsored by Representatives Richard Pan (Democrat, Sacramento) and Ben Allen (Democrat, Santa Monica) allows children with serious health problems to opt out of school-mandated vaccinations. School-age children who remain unvaccinated will need to be home-schooled. SB 358 (The Fair Pay Act) allows female employees to allege pay discrimination based on the wages a company pays to other

Balita

employees who do substantially similar work. The law stipulates employers can justify higher wages for men only if the pay is based on seniority, a merit system, quantity or quality of production or any other “bona fide factor other than sex.” AB 775, known as the Reproductive FACT Act sponsored by Attorney General Kamala Harris, requires pregnancy clinics to hand out or plainly post information about where women can obtain low-cost contraceptives, prenatal care and abortions. As touted time and again, “Ignorance of the Law is Not an Excuse” and “To be forewarned is to be forearmed”. More power to all as we face the fresh challenges of the Year 2016.

MANILA, Dec 25 (Mabuhay) – President Benigno S. Aquino III counts himself among the many politicians “shocked” and saddened by the unexpected passing of veteran journalist and longtime Philippine Daily Inquirer editor-in-chief Letty Jimenez Magsanoc. “My thoughts and prayers are with her family and all her colleagues in the Philippine Daily Inquirer at this time of profound sadness and loss,” President Aquino said in a statement released by the Palace at 12:42 a.m., Friday, December 25. President Aquino acknowledged Magsanoc as “a source of strength,” a thought which he said is shared by “all Filipinos of goodwill who love freedom, democracy, and good governance.” “One always knew that with her, the truth was the benchmark of a journalist’s efforts; and that in all that she did, there was no higher cause than the country’s welfare and that of our people,” President Aquino said. “She always spoke to me frankly, and yet with deep understanding,” he added. President Aquino commiserated

with the family, friends, and colleagues of Magsanoc as they would be letting this year’s Christmas pass in deep sorrow. “To her loved ones and colleagues, you are not alone: we are all called to living up to her courageous example, one that will continue to inspire all of us to Àght for freedom by ensuring we have a discerning and informed public,” President Aquino said. “May she rest in peace and her example lend us strength in continuing to ensure we have a nation that is always free to speak its mind,” he added. Magsanoc reportedly died on Christmas Eve at St. Luke’s Medical Center in Bonifacio Global City in Taguig. No information has been released yet as regards to the cause of her death. In breaking the news to the public through a statement posted on its website, Thursday evening, the Inquirer said: “The country has lost a bedrock of journalism. And we, the Inquirer family and her family in the profession, feel the incalculable loss of a well-loved leader, a mentor, a friend. We pray for strength in this hour of bereavement.” (MNS)

UCLA Anderson Forecast’s fourth quarterly economic report for the U.S. says the Federal Reserve will start to normalize interest rates as its prolonged “zero interest rate” policy reaches its end with the most recent Ànancial crisis long over and the unemployment rate indicating near full employment. In California, the there is no indication of any slowdowns or declines in the continuing growth of both employment and income and, in fact, the state’s employment sector will grow throughout the forecast period. The national forecast In his forecast for the national economy, UCLA Anderson senior economist David Shulman cites a paradox in the current employment picture. While October’s 5.0 percent unemployment rate is essentially the traditional deÀnition of “full employment,” the employment-to-population ratio is 59.3 percent ¾ 4 percentage points below the level recorded prior to the start of the Ànancial crisis in 2006. As such, the recovery might not feel like much of a recovery for many Americans. “Nevertheless,” Shulman writes, “employment remains healthy, with the economy generating jobs at a 200,000-a-month clip that will bring with it further declines in the unemployment rate to 4.6 percent.” The December forecast also says the Federal Reserve “is about to get the inÁation it has been waiting for.” As a result, Shulman writes: “With the Ànancial emergency long over, the unemployment rate indicating near-full employment and the likelihood that inÁation will soon approach its 2 percent target, we expect the Fed to begin normalizing interest rates by increasing the Federal

Funds rate this month. … Thus, we forecast that by the end of 2016 the federal funds rate will be about 1.5 percent and it will approximate 3.25 percent at the end of 2017.” Ongoing job growth and expected wage increases will drive consumption in 2016 leading to the Àrst year of greater than 3.0 percent growth in real GDP since 2005. The higher wages, along with a modest rebound in oil prices and higher housing costs, will push the inÁation rate above 2.0 percent, leading the Fed to begin a gradual tightening cycle beginning this month. Economic strength will be found in housing and commercial construction along with a booming automobile market. The collapse in oil-related capital spending will come to an end next year and defense spending will be increasing after Àve years of decline. The California forecast In his December essay, UCLA Anderson senior economist Jerry Nickelsburg looks at California’s most recent economic data, including trade through California’s ports, international arrivals at Los Angeles International Airport and San Francisco International Airport, state government finances, residential construction and employment. (These data represent the sectors that differentiate the state from the U.S. average forecast.) Nickelsburg cites data that indicate ongoing growth for California, including:

Visit www.Balita.com

Port activity in September was at a historically high level. International passenger arrivals at the Los Angeles and San Francisco airports have reached record numbers over the past year. A (shallow) upward trend in sales taxes, which are still below the pre-recession peak when adjusting for inÁation. Continued growth in residential construction. Impressive gains in California employment. The current forecast is for continued steady gains in employment through 2017. The increase in U.S. growth rates will continue to fuel the local economy, leading to a steady decrease in the unemployment rate in California over the next two years. Anderson economists expect California’s unemployment rate to be insigniÀcantly different from the U.S. rate at 4.9 percent by the end of the forecast period. The forecast calls for a 2015 total employment growth of 2.6 percent, and 2.1 percent for 2016 and 1.4 percent for 2017. Payrolls will grow more at about the same rate. Real personal income growth is estimated to be 4.3

5

percent in 2015 and forecast to be 3.4 percent in 2016 and 3.2 percent in 2017. Alright, a quick analysis of all this is that rates are sure to rise, inÁation will cause depreciating personal income. Although gas prices per barrel will remain below $40.00 oil prices will push up above $3.00 a gallon thru out the year. For those who have been gainfully employed the previous couple of years, expect to bring home less bacon. Job growth will continue but pretty much for medium income wages. Housing will stay strong both residential and commercial. Except for higher taxes, rates and fuel prices, we should mirror 2015. 1RURYLUXV LV RQ WKH ULVH LQ &DOLIRUQLD SACRAMENTO – California Department of Public Health (CDPH) Director and State Public Health OfÀcer Dr. Karen Smith today announced that California is experiencing an increase in norovirus cases, commonly referred to as stomach Áu or winter vomiting disease. CDPH has conÀrmed 32 outbreaks of norovirus in California since Oct. 1, 2015 – likely resulting in hundreds of reported sicknesses in the state. These outbreaks far exceed the number reported at this time in 2014. “One of the most important things you can do to avoid norovirus and other illnesses this holiday season is to wash your hands frequently with soap and running water for at least 20 seconds,”

Dr. Smith said. “This is especially important after using the bathroom, changing diapers, and before preparing or eating food. Hand sanitizers are not effective against norovirus.” Norovirus is a highly contagious virus that causes gastroenteritis, an illness that usually involves vomiting and diarrhea. It is the most common cause of gastroenteritis in the United States, and is responsible for approximately 20 million illnesses each year, with 570-800 deaths reported annually. The virus can spread quickly in closed and crowded environments such as hospitals, nursing homes, daycare centers, schools, cruise ships and food service settings like restaurants.

On Friday, the 25th, the entire Christian world will celebrate the birth of Jesus Christ 2015 years ago. Christmas is the birthday of Jesus who is the manifestation of God’s love and mercy for mankind. He is consubstantial with the Father, God from God, begotten, not made and through Him all things were made, and all things are held together. What holds the whole universe together is Jesus Christ. All these atoms, protons, neutrons, all the laws of physics which men discover, Jesus is the one who holds all of these, everything in the universe, it is He who holds these together, and it is because of Him that the universe and everything in it exists. Therefore, the birth of Jesus Christ is the most signiÀcant and important event in the entire his-

tory of mankind. On that day, God became man and walked among us, to die for our sins, to explain to us that in his inÀnite mercy and love for humankind, He sent His only and beloved son, to redeem us from our fallen nature, the save us from our damnation, the free us from the claws of Lucifer, who spearheads the rebellion against God because of his pride. This is what the Christian world celebrates on Friday, the birth of our Lord and Savior, Jesus Christ.

Christmas is not about gift giving. It is about God becoming man. It is the expression of God’s love for his creation, on the pinnacle of which is man and woman. Our ancestors, Adam and Eve, broke their relationship with God when they ate of the forbidden fruit at the instigation of Lucifer. Before the fall, Adam and Eve never felt hunger; want, deprivation, illness, fear and they never aged. Their bodies were made to last for eternity. This is really what our bodies were meant to be. We were not meant to get old, get sick and die. We were supposed to have bodies that never got old, never got sick, and never died. We were meant to have perpetual youth for eternity with our Father in heaven. But once Adam & Eve ate of the forbidden fruit in the tree of life, they lost their innocence before God, they chose to follow Lucifer and lost their trust in God, they chose the way of the à esh, so as a consequence, their bodies became inferior and became subject to decay. This was not God’s original plan for humankind. How can the broken relationship between God and humankind be rectiÀed, how can it be restored to where it was before? No man or woman has the intrinsic self worth to do this. No amount of money or sacriÀce or good works can heal this broken relationship. Even if you combine all the wealth of all the billionaires and millionaires in the world and give them all to charity in the name of man or woman, this broken relationship will not heal. Man or woman has no power to heal this relationship. So our God, in his inÀnite love and mercy for us, decided to send in only and begotten son Jesus Christ to become man, to die for our sins, to restore the broken relationship to where it was before, before Adam and Eve broke it, before sin entered the world. Therefore, the birth of Jesus Christ is the expression of God’s mercy and love for us who are by our very nature worthless no matter how much material wealth or power we have. You cannot buy your way to heaven with money or good works of charity. You cannot buy your way to heaven by ritualistic religiosity. The only way you can get to heaven is if you let Jesus Christ into your

heart because the only way you can get to the Father is through Jesus Christ. “No one gets to the Father, except through Me And I am the way, the truth and the life,â€? said Jesus. That is a plain and simple statement. And God does not lie. There are no ifs and buts about it. All these things that people do, craving for power, wealth, wars, drugs, pleasure etc., these are just chasing the wind, they are all for nothing. At the end of our life, we all die. Death is the great equalizer, is it not? Isn’t it safer for you to believe now that Jesus is the way to enter heaven? You are gambling with your soul. I don’t think you will enjoy being in hell for the rest of eternity. There is only one true God. That is why God has said that He is the one true God, and there are no other Gods except Him. By God, we refer to the God of Moses and Israel, whose only Son, Jesus Christ, became man and died for our sins, to redeem us, to give us a chance to enter heaven and be with them for eternity with bodies that last forever. This means the one true God is Adonai, El Shaddai, El Elohim, Yahweh, Jehovah. Those are His names. So, on Christmas day, we celebrate the birth of Jesus Christ, God who became man. Give your gifts if you must, but don’t ever forget what Christmas is really about. “HARK THE HERALD ANGELS SING, GLORY TO THE NEW BORN KING. The incidents came just before a Christmas truce called by the rebels took effect on Wednesday. In the latest incident on Tuesday, guerrillas of the communist New People’s Army (NPA) ambushed an army truck on a relief mission in the storm-hit eastern island of Samar, national police said in a statement. One soldier was killed and two wounded in the attack. The police condemned the attack, saying the rebel movement “has evolved from an ideological revolutionary group to one conducting acts of banditry out of desperation. The attack followed an earlier

NPA ambush of a military truck carrying relief goods for storm victims in Samar last week, which wounded two soldiers. The impoverished island of Samar, located almost 530 kilometers (325 miles) southeast of Manila, was one of the areas hardest hit by Typhoon Melor when it struck the country last week, killing at least 45 people. The island is also a stronghold of the NPA who have been waging a 46-year-old rebellion that has claimed about 30,000 lives by ofÀcial estimates. The insurgents are now estimated to number fewer than 4,000. The military said the group sustains itself by extorting from businesses. Repeated efforts by successive governments to arrange peace talks have failed to end the rebellion. Recently, the communists declared a unilateral ceaseÀre for Christmas, from December 23 to January 3.

Norway newspaper sorry for Santa obituary Oslo, Norway | AFP | Friday 12/4/2015 – Children can rest assured that Santa Claus is alive and well, after Norway’s largest newspaper apologised Friday for announcing that he had died at the age of 227. An obituary had appeared on Aftenposten’s website Thursday announcing that Santa had passed away after a very long and active life. The notice added that a funeral for Santa, born on December 12, 1788, would be held on December 28 at the “Chapel of the North

Pole. It was unclear how the mischievous announcement managed to make it onto Aftenposten’s site, but the newspaper has promised to “review its internal processes to establish what went wrong. “Aftenposten has strict guidelines for both the content and use of symbols in our obituaries. This ad is a violation of these and should never have been published, said the newspaper’s editor Hakon Borud. The obituary, which did not appear in the paper’s print edition, has been removed from the website.

San Francisco, United States | AFP | Friday 12/25/2015 – Bridgestone raised its bid Thursday for US auto service chain Pep Boys, a merger that would catapult it to the ranks of top players in the US car maintenance business. Bridgestone, already the world’s largest tire maker, increased its offer for the US company to $17.00 per share, from its last offer of $15.00. The boosted bid brings the total value of the deal to about $947 million, according to a press release from the two companies. Through the merger, Bridgestone would add Pep Boys’ 800 US locations, and car maintenance services, to its own 2,200 US outlets.

“In addition to our long and successful histories in this industry, Pep Boys and Bridgestone share a common vision for the future – to continue to build upon this 100-year foundation to form an even stronger company, one that is renowned for its commitment to being the most trusted provider of automotive service in every neighborhood it serves, said Stu Crum, president of Bridgestone Retail Operations. Bridgestone’s sweetened bid leaves open the possibility of a counter offer from activist investor Carl Icahn, who reportedly wants to combine the retail sales side of Pep Boys with his Auto Plus car parts network of 2,300 outlets.

According to the reports, hundreds of families living in the United States whose asylum requests have been denied will be rounded up and sent home. DHS Immigration and Customs Enforcement spokeswoman Gillian Christensen told AFP that Homeland Security Secretary Jeh Johnson “has consistently said our border is not open to illegal immigration. “If individuals come here illegally, do not qualify for asylum or other relief, and have Ă€nal orders of removal, they will be sent back consistent with our laws and our values.â€? Refugee rights activists argue the families are Ă eeing corruption, gang violence and drought in their homelands and should be treated as refugees. Republican presidential hopefuls including frontrunner Donald Trump—who took to Twitter to claim credit for the deportations— are vying for who can promise the toughest stance on immigration. Trump tweeted: “Wow, because of the pressure put on by me, ICE TO LAUNCH LARGE SCALE DEPORTATION RAIDS. It’s about time!â€? In contrast, Hillary Clinton’s campaign said the Democratic frontrunner has “real concerns.â€? Clinton “believes it is critical that everyone has a full and fair hearing, and that our country provides refuge to those that need it,â€? read a statement reported in US media. “We should be guided by a spirit of humanity and generosity as we approach these issues.â€? ‘Regrettable decision’ -

In the 2015 Ă€scal year arrests of non-documented migrants crossing the US southern border dropped by a third to the second lowest level since 1972. The number of children crossing without their relatives—which surged in 2014 -- was also well down over the period. But the number of minors and families crossing began to increase again sharply toward the end of 2015, alarming the Department of Homeland Security. In El Salvador there was a sobering wave of violence this year. Between January and November there were 6,065 homicides, according to the Forensic Medical Institute. One of El Salvador’s top ofĂ€cials for migration issues called the US decision “regrettable.â€? “We have been informed about the decision of senior US ofĂ€cials to begin deporting family units and non-accompanied minors,â€? said Liduvina Magarin, deputy minister for Salvadorans abroad. “It is a regrettable decision by the US government (that affects) our Salvadoran families.â€? In Honduras, there has been a police crackdown but the homicide rate is still expected to be one of the highest in the world this year at 62 per 100,000 inhabitants. There was a similar spike in killings in Guatemala. In 70 percent of the cases there, Ă€rearms were the cause of death. Compounding matters, many countries around the PaciĂ€c rim are facing extreme weather, including drought. Guatemala, Haiti and Honduras are among the worst victims.

'LVFORVXUH DQG FKDUDFWHUL]DWLRQ RI RYHUVHDV DVVHWV LQ GLYRUFH In a divorce proceeding, people sometimes have a misconception that the only assets or properties that have to disclose assets and properties situated in California. Even worst, sometimes parties even think that since an asset or property is situated in a different country or state, that property is not community property and not subject to division in California family court. One has to understand the general community property presumption in California. Property acquired before marriage is the acquiring spouse’s separate property, as is property obtained during marriage that can be traced to a premarital acquisition. Family.Code. § 770(a). Rents, issues and proĂ€tsâ€? of separate property are separate property. All property acquired during marriage and before separation, other than by gift or inheritance, is presumptively community property. Family Code §§ 760, 771(a), 772; Marriage of Bonds (2000) 24 C4th 1, 12, 99 CR2d 252, 258; Marriage of Lehman (1998) 18 C4th 169, 177, 74 CR2d 825, 828. Pursuant to Family.Code. § 760, community personal or real property is consistently deĂ€ned no matter where situated. Family Code §760 defines “Community propertyâ€? as “Except as otherwise provided by statute, all property, real or personal, wherever situated, acquired by a married person during the marriage while domiciled in this state is community property.â€? As such, out-of-state community property is community property for all purposes, including intraspousal management

and control Ă€duciary obligations. It does not matter if the property is located in another state or another country. For the same reason, the parties to a divorce case is required to disclose all property, separate and community, including those outside the state. During the marriage, the parties’ Ă€duciary duties require full and accurate disclosure of true and full information affecting community property transactions. FamilyCode. §§ 721(b), 1100(e). In addition, disclosure duties arise upon separation in anticipation of dissolution, nullity or legal separation. The post-separation disclosure duties extend to all assets and liabilities in which either party has or may have an interest or obligation, regardless of community or separate property characterization, and to current earnings, accumulations and expenses. These duties “arise without reference to any wrongdoing.â€? Family. Code. §§ 721(b), 2100(c), 2102(a)(1); Marriage of Feldman (2007) 153 CA4th 1470, 1475–1476, 64 CR3d 29, 33; Marriage of Brewer & Federici (2001) 93 CA4th 1334, 1342–1344, 113 CR2d 849, 854–855. Los Angeles, United States | AFP | Thursday 12/24/2015 – As Europe grapples with its biggest migrant crisis in recent history, Hollywood celebrities are rallying to raise awareness about the issue and lashing out at calls to turn away refugees. Oscar-winning actress Susan Sarandon this month became the latest star to arrive on the Greek island of Lesbos, a frontline for the crisis, where she is spending the Christmas holiday helping new arrivals and writing about her experience for the Huffington Post and RYOT.org, a virtual reality news company. The 69-year-old actress, who is known for her support of humanitarian causes and is a goodwill ambassador for the UN Children’s Fund (UNICEF), said she was trying to raise awareness on the crisis to honor her grandparents, who were Italian immigrants. “I hope that I can make it possible for them (the refugees) to have a voice so we can understand, she wrote in one posting. “Understand that ‘these people’ are just like us, wanting to keep their children safe. Wanting them to have a future. The support by Sarandon and other celebrities comes against a

backdrop of inĂ ammatory remarks in the United States, where leading Republican presidential candidates and politicians have backed calls to prevent Muslims or Syrian refugees from entering the country. Republican presidential frontrunner Donald Trump has also called for registering all Muslims in the US while his rival Ben Carson has said allowing Syrian refugees into the country was tantamount to exposing a neighborhood to a “rabid dog.â€? Actor Mandy Patinkin, who plays CIA operative Saul Berenson on the hit television series “Homelandâ€? and who visited Lesbos earlier this month, said such rhetoric only served to fan the flames of intolerance. “This fear-mongering and hatred that’s going on by people running for the president of United States is so misguided,â€? he said during an appearance on the popular “Late Showâ€? with Stephen Colbert. “It is important that we open up our arms and our hearts to refugees that are Ă eeing a horrifying situation.â€? ‘Need to reach out’ Actor Edward Norton has also spoken out on the migrant crisis and has raised nearly $460,000 on behalf of a Syrian refugee whose story prompted him to act.

Now that Christmas is over and our leftover ham and turkey meals are Ă€nally done, our palates seem to crave for lighter meals, such as craving and dreaming to taste LA Rose Cafe’s newest item on their menu – a Brie appetizer Ă€lled with caviar, pesto, feta cheese and pine nuts. Once you’ve tasted this delectable appetizer, you’ll end up craving for other choice light dishes on their menu, such as the large, fresh ‘Lumpiang Ubod’ with its matching sauce, garnished with peanuts, which is good enough for two people. For the past thirty-three years, Lem Balagot, owner of LA Rose Cafe, has been serving “authentic, gourmet and an eclectic mix of world cuisine.â€? Though a product of the Ateneo de Manila school system, he pursued further studies in Business Management at the Trine University in Indiana and while attending school there, he met the owner of Brunetti’s, a 250-seat Italian restaurant, where he started learning about the restaurant business from the ground up by washing dishes, emptying ash trays, to preparing salads for antipasto, boiler man, sautĂŠ man, sous chef, waiter and bartending. From there, he became the maitre’d at Win Schuller’s in Fort Wayne, Indiana, a restaurant known for their prime rib and serving around 2,000 loyal clientele nightly. It was in this restaurant where Lem honed in his customer service skills and it was where he learned the art of tableside service, carving prime rib, providing tea service as well as offering Ă ambĂŠ desserts. As luck would have it, one day, unbeknownst to Lem, he was serving

the owner of the Sheraton Hotel in Fort Wayne, who ended up recruiting him to become supper club Manager at the age of 22. The following year, he became the Food and Beverage Manager of the Sheraton Hotel in Bossier, Louisiana at a young age of 23. Young as he was at the Sheraton, he learned to supervise a 1,500 banquet facility staff and at the same time supervising a supper club with live entertainment in a Àne dining atmosphere. It was also here where he developed his skills in food and labor costing to banquet preparation, to employee management and supervising a diverse labor force, where half of them were white, and the other half were black. On one of his trips outside Louisiana, he came to visit Los Angeles and he then made this place his home, initially working as Manager of the Magic Pan Creperie in Beverly Hills, where he learned the art of preparing the best crepes in town. The management of Magic Pan was so impressed by Lem’s innovative and creative crepe preparations so they sent him to their test kitchen in San Francisco to work at their Sav-Farm Test Kitchen, where he eventually managed their restaurant in Union Square. An interim entertainment consultancy was offered to Lem in Manila, which subsequently brought him the opportunity of becoming the Enter-

tainment Director of the then famous Manila Hotel and former CEO Roman Cruz also of the Philippine Air Lines, appointed him as Food and Beverage Manager. Though that was the height of Lem’s hotel and entertainment career, he decided to come back to the US to showcase his home-cooked comfort meals by opening his cozy restaurant called LA Rose CafĂŠ in 1982. Nowadays, included in LA Rose Cafe’s lunch menu, for example is this author’s favorite dish called “mechado;â€? a Spanish-influenced meat dish with potatoes and carrots along with its most delectable sauce. Another “favoriteâ€? lunch or dinner dish is their grilled trout, cooked fresh and light on your palate. Located in the heart of Hollywood near the Children’s Hospital, Kaiser Permanente Sunset and the Church of Scientology School, LA Rose Cafe has developed quite a following of people, including Anglos who learned to eat Filipino breakfast meals such as beef tocino with eggs or corned beef with eggs. Due to their Hollywood

Samar ambush won’t disrupt relief work in typhoon-hit areas: Palace MANILA, Dec 23 (Mabuhay) – Malacañang said Wednesday that relief and rehabilitation work in areas devastated by Typhoon Nona (Melor) will not be disrupted following the ambush incident in Northern Samar. In a statement, Communications Secretary Herminio Coloma Jr. said: “[The] government is fully determined to carry out and complete needed relief and rehabilitation work in calamity-affected areas despite recent attacks in Samar that momentarily disrupted our main efforts in rendering humanitarian assistance and disaster relief.” Likewise, Coloma condemned the New People’s Army (NPA),

Coloma said additional personnel have been deployed to enforce protection and road security following the incident. Six soldiers from the 20th Infantry Batallion were bringing repair equipment when their KM450 vehicle was attacked early Tuesday morning, the Armed Forces of the Philippines (AFP) said.

The rest of the presidential aspirants – Elly Pamatong, Rep. Roy SeĂąeres, and Augusto “Boboyâ€? Syjuco Jr. got 0 percent. On Tuesday, Pulse Asia released its survey results on the 2016 presidentiables. It showed Binay regaining the top spot in the presidential race with 33 percent of the 1,800 respondents saying they will vote for him as president if the elections were held during the survey period of December 4 to 11 2015. In second place were Duterte with 23 percent and Poe with 21 percent. They were closely followed by Roxas with 17 percent, and Santiago with 4 percent. Pulse Asia Research Director Ana Maria Tabunda said Poe and Roxas can be considered as in a tie. “Considering the Âą 2 percent error margin at the 95 percent conĂ€dence level, Poe and Roxas can be considered as tie pero hindi pwedeng sabihing tied din si Roxas sa second place kay Duterte dahil malayo na ang numero,â€? MANILA, Dec 26 (Mabuhay) – The camp of Sen. Poe’s lawyer George Garcia said they will Ă€le the petition before the high court on Monday, December 28. $TXLQR WUXPSHWV DFKLHYHPHQWV LQ 1HZ <HDU PHVVDJH MANILA, Dec 29 (Mabuhay) – As President Benigno Aquino III celebrates his last New Year as the Philippines’ top leader, he expressed pride on how far the country has come in the last Àve years of his administration. “As I reÁect on the developments of our country this past year and those that came before it, I am Àlled with pride by how far we have come since we began our journey in 2010,” Aquino said in his New Year’s message. Taking another potshot at the Arroyo administration, Aquino said he inherited a country that was facing a future full of despair and uncertainty amid reports of plunder, mismanagement, and corruption. “Today, progress, opportunity, and growth Àll news about the Philippines both here and abroad,” he said, adding the country’s “soaring economy, robust democracy, and magniÀed presence on the global stage not only promise a great start to the coming year but also highlight the Philippines’ ongoing narrative of resurgence under the Daang Matuwid.” “I join all Filipinos as we bid farewell to a historic 2015 and expectantly look forward to a peaceful, prosperous 2016,” the President said. The President said all the developments were achieved because of collective resolve to follow the straight and righteous path. “A path that transformed damaged public agencies into stronger, more transparent, and responsive institutions; turned a demoralized government workforce into dedicated civil servants; galvanized an apathetic populace into active, empowered nation-builders; and reinvigorated a sluggish business sector into a major driver of economic growth,” he said. “Indeed, the Daang Matuwid is a roadmap that will catapult us into First World Status and make us a $1-trillion economy by the year 2030,” Aquino added. He said the possibility encourages him and the rest of government to faithfully pursue their tasks in the last six months of his administration. “The same thought should guide us as we choose our leaders this coming election: to maintain the upward trajectory of our growth and keep our nation on the Daang Matuwid,” he said. “As long as we bear in our hearts and minds the welfare of our people, we will realize our inherent greatness and usher in a Philippines that we can proudly bequeath to the coming generations. Poe, not a ‘natural-born’ Filipino: Comelec Manila, Philippines | AFP | Wednesday 12/23/2015 – A leading contender for the Philippine presidency, Senator Grace Poe, could be barred from standing next year after the election commission ruled Wednesday she was not a “natural born” Filipino. The neophyte politician, who topped the senatorial election in 2013, was a foundling with unknown parents who was adopted and raised by Philippine movie stars. She went to study in the United States in the late 1980s and lived there until April 2005, although she brieÁy returned to the Philipines to help her father in the 2004 presidential election campaign. “Seven members of the commission believed that Senator Poe is not a natural born citizen,” Commission on Elections chairman Andres Bautista said, adding she has Àve days to get the Supreme Court to stop the commission enforcing Wednesday’s ruling. Under the constitution, a Philippine president must be a “natural born citizen— meaning a Filipino at birth, be able to read and write, be at least 40 years old and a resident of the country for 10 years before the vote. Bautista said the commission also found Poe, 47, failed to comply with the 10year residency requirement. Poe, who for a time became a naturalised US citizen, returned to the Philippines when her movie star father Fernando Poe Jnr died seven months after being defeated in the May 2004 presidential election. She vowed Wednesday to Àght on.

“I am a Filipino and qualiÀed to offer myself as president of our country. The (commission) cannot change that much less deprive our people of their right to choose our next leader,” she said in a statement. She vowed to appeal to the Supreme Court, urging the magistrates to be “objective and fair in their discernment of my case”. “Until the high tribunal’s Ànal ruling is out, I remain a candidate for president of the Filipino people,” said Poe, who has also maintained she has renounced her US citizenship and fulÀlled the residency requirement. Bautista said Poe’s name “is in the ballot as we speak”, but would not say if it would be culled if the Supreme Court fails to issue an immediate injunction. He said the commission has until January 20 to prepare the Ànal list of candidates to be included in the May 9, 2016 ballot. Poe was the clear front-runner when she announced her candidacy in September. However, she lost her outright lead amid legal challenges to her candidacy. A Social Weather Stations poll of 1,200 registered voters nationwide, also released Wednesday, found Poe level-pegging with Vice President Jejomar Binay at 26 percent. President Benigno Aquino’s preferred successor, former interior secretary Manuel Roxas, was in third place at 22 percent, just ahead of Rodrigo Duterte, a southern Philippines mayor with a hardline stance against crime.

MANILA, Dec 28 (Mabuhay) – Sen. Francis “Chiz” Escudero, vice presidential running mate of Sen. Grace Poe, is hopeful that the Supreme Court will reverse the decision of the Commission on Elections (Comelec) to disqualify the latter from the 2016 presidential elections. “I expect the Supreme Court to resolve Sen. Grace Poe’s petitions expeditiously so we can move forward and proceed with our campaign,” Escudero said in a statement on Monday. Earlier in the day, Poe went to the Supreme Court to contest the rulings of the Comelec. It was the Àrst working day after Christmas. Poe’s certiÀcate of candidacy (COC) was canceled by the Comelec’s Àrst division due to questions on her citizenship and residen-

cy. Meanwhile, Comelec’s second division also rejected Poe’s COC for failing to meet the required 10-year residency for presidential candidates. “I trust that our Magistrates’ unquestionable wisdom and integrity will once and for all settle questions surrounding Sen. Poe’s qualiÀcations to seek the highest post in the land,” Escudero said, expressing conÀdence that they will “uphold the truth.” He said he was standing by Poe and maintained that she is qualiÀed to run for president next year. “Let us not allow baseless allegations being Áoated by malicious minds to once again succeed and supersede the very heart of the issue here, which is the right of Sen. Poe, a foundling, to run for ofÀce,” Escudero said. (MNS)

The survey also found that almost eight out of ten Filipinos, or a record-high 77 percent of the respondents, believe it is better to give than to receive. The poll conducted nationwide from December 5 to 8 showed that 72 percent of 1,200 respondents are expecting this Christmas to be happy. Only seven percent expect it to be sad, and 20 percent expect it to be neither happy nor sad. “This is the highest Christmas happiness score in 12 years, since the 75% in 2003,” SWS said in a press statement. The survey also found a record-high 77

percent of the respondents thinking “It is better to give” while only 20 percent believe “It is better to receive.” The 77 percent is higher than the 75 percent in 2006 and 2014 who thought it was better to give than to receive. Twenty-three percent in 2006 and 2014 believed it was better to receive. The poll showed that the there is a higher expectation of a happy Christmas for the givers than the receivers. Among givers, the expectation of a happy Christmas was 75 percent, 10 points higher than the 65 percent expectation of a happy Christmas among the receivers. Meanwhile, the expectation of a sad Christmas was 10 percent among receivers which was twice as high among givers (5 percent).

$ IDOVH VHQVH RI KRSH I don’t know the reason why Supreme Court Chief Justice Lourdes Sereno issued with excessive speed a temporary restraining order (TRO) to prevent the Commission on Election (Comelec) from disqualifying Senator Grace Poe Llamanzares and canceling her certiÀcate of candidacy (COC) for next year’s presidential election. It was reported that the TRO was granted by Sereno just six hours after a petition for certiorari was filed by Senator Poe’s lawyers to stop the Comelec from removing Poe’s name from the official ballot to be printed soon. I suspect Malacañang has directed Chief Justice Sereno to help the beleaguered neophyte senator in her on-going disqualification case before the Supreme Court. The timing was perfect for Malacañang and Chief Justice Sereno to come to the aid of the embattled Senator Poe since the Supreme Court was in recess for the Christmas holidays until January 10. Under its rules, a Chief Justice is allowed to act on urgent petitions in the event that the High Court is in recess. However, the granting of a TRO must be upheld later on by majority of justices. Sereno is an appointee of President Benigno Aquino vice former Chief Justice Renato Corona, who was impeached by Congress on orders of the balding President. Senator Poe, on the other, is the perceived alternate presidential candidate of President Aquino in next year’s national elections. I expect majority of the Supreme Court justices to follow what is stated in the Constitution. If they bow to the wishes of Malacañang, which means allowing Senator Poe to run in 2016, then they are setting a bad precedent. Not only that, the Supreme Court will also be contradicting its previous decision wherein it voided the win of two town mayors based on their continued use of their foreign passports despite renouncing their foreign status before Philippine officials. The town mayors’ case is exactly the same as with the disqualiÀcation case of Senator Poe. The only difference is the fact that the disqualiÀed town mayors do not have the backing of President Noynoy. President Aquino seem to be ignoring the Philippine Constitution. All he cares about is persecuting and prosecuting people and politicians who disagree with him or those who do not “kowtow”” to his foolish or irresponsible ideas. In two weeks, all eyes will be on these

Supreme Court Justices. Everyone are eagerly awaiting for the outcome of the legal problems of Senator Poe concerning her eligibility to run in the 2016 presidential election. I hope these Justices will anchor their decisions based on legal issues under the Philippine Constitution and not be swayed by what some people are saying that it should be the voters who should decide the political fate of Senator Poe Llamanzares. President Aquino and Chief Justice Sereno should not give Senator Poe Llamanzares and her American citizenship husband as well as their political supporters a false sense of hope. The law is clear. The law should be implemented without compromise. No one, not even Supreme Court justices should interpret it to favor someone, especially somebody close to the tenants of Malacañang. *** The suggestions made recently by President Benigno Aquino and former President Fidel Ramos to let the people decide on Senator Poe Llamanzares political fate is foolish and irresponsible. I don’t know if both these men are thinking straight or their brains are dead. I can forgive former President Ramos for saying that. I think he is nearing 90 years old. He must have dementia or Alzheimer’s by now. For smoking too much, President Aquino must have damaged both his lungs and brain that most of the time, he can’t think straight and has difÀculty making the right decision on how to effectively run the government. Just think about the Luneta hostage which resulted in the death of scores of tourists from Hong Kong. The Mamasapano masacre which cost the lives of 44 ofÀcers and men from the Philippine National Police (PNP) and the handling of relief operations in the devastated areas in Leyte and Samar hit hard by super typhoon “Yolanda. President Aquino did not only bungle the relief operations but also lied to foreign journalists interviewing him at that time regarding the actual damaged done by the super typhoon. He claimed to journalist that “massive relief operations are either going on or on their way and that

Atty. George Garcia, Poe’s legal counsel, on Saturday answered in the afÀrmative even if their camp were to fail in securing a temporary restraining order (TRO) from the Supreme Court after the Commission on Elections (Comelec) en banc cancelled her certiÀcate of candidacy (COC). Garcia said the same is true for the senatorial candidates running under the banner of the independent presidential candidate, who is being questioned on issues of her citizenship and residency. “Tuloy-tuloy po and pati po iyung

ating mga napili na senatorial candidates na independent din po, tuloy-tuloy po lahat ang kanilang pagtakbo. Hindi naman po kasi sila isang partido at hindi naman po naka-base sa presensya o kawalan ng isang kandidato for president,” Garcia explained. The Comelec en banc earlier voted 7-0 that Poe is not a natural-born Filipino. The commission also voted 5-2 that Poe does not meet the ten-year residency requirement. The senator will bring the matter all the way to the Supreme Court, which serves as the last resort for her name to still be included in the election balllots. Garcia bemoaned the poll body’s failure to consolidate the cases against Poe

most national roads have been reopened and almost all national airports are back to operating levels.” This is in contrast to what foreign journalists are saying in various television networks which were showing the massive destruction caused by typhoon “Yolanda.” President Aquino is not only inept, unrepentant and lazy. He is also widely perceived as a congenital liar. If I am Senator Poe Llamanzares, I will never thrust President Noynoy. For all she know, President Noynoy is just giving her a false sense of hope for her to remain loyal to Aquino in the event she, by a miracle, will win in her legal battle over her disqualiÀcation case. *** It is about time that Senator Poe Llamanzares give up her presidential ambition and just concentrate on doing a good job in the Senate in prepa-

ration for her presidential run in 2022. She should stop listening to Senator Chiz Escudero, a known political opportunist. Escudero is the one pushing her to continue to argue her case with the Supreme Court even if they know they do not have a legal or constitutional basis to back it up that she is a natural born Filipino and that she stayed in the Philippines for more than 10 years. Escudero knows that if Senator Poe will abandon her presidential candidacy this 2016, it will mean the end of the presidential ambition of the Bicolano senator. Poe has so many legal problems confronting her right now in her quest to become the highest ofÀcial in the Philippines. Another disqualiÀcation case has been recently Àled before the Supreme Court on her eligibility as a Senator based on her questioned natural born Filipino issue.

In House Resolution 2581, Laguna Rep. Dan Fernandez asked the House Committee on Metro Manila Development to conduct a probe in aid of legislation on “Honor Thy Father’sâ€? disqualiĂ€cation as a Best Picture nominee as he slammed the lack of due process behind the MMFF executive committee’s move. Although Fernandez appeared in the Ă€lm, he clariĂ€ed that his move to launch a congressional inquiry into the MMFF controversy was not a retaliatory act but a bid to prevent similar instances from happening in the future. “Hindi natin ito ginawa dahil kasama tayo [sa pelikula]. What happened to ‘Honor Thy Father’

might happen again. It’s high time we do something about this. I’ve heard lots of things already about some injustices that have been committed regarding this matter. That’s what we want to shed light on with this investigation,â€? he said. The MMFF’s decision to exclude “Honor Thy Fatherâ€? from the Best Picture race became controversial because the Ă€lm’s producers were only informed about it in a letter sent less than a day before the awards night on Sunday. Fernandez said the Ă€lm’s producer, Ronald Stephen Monteverde, was deprived of due process when the MMFF sent the letter informing him of “Honor Thy Father’sâ€? disqualiĂ€cation on short notice. “The notice was served upon Mr. Monteverde less than 24 hours prior to the awards night, hence, depriving him [of] the opportunity to Ă€le the appropriate appeal or reconsideration for the disqualiĂ€cation,â€? he said. In the letter, Metropolitan Manila Development Authority Chair-

man Emerson Carlos said the MMFF executive committee ruled to disqualify “Honor Thy Fatherâ€? from the selection of the Ă€lm festival’s Best Picture Category due to its producers’ failure to disclose the movie’s participation in the Cinema One Originals Festival 2015. But in a Facebook post, Monteverde said they duly informed MMFF through telephone calls and e-mails of the Ă€lm’s inclusion in the Cinema One Festival even before the Christmastime Ă€lm event kicked off on Dec. 25. Aside from posting screengrabs of two emails that Cinema One sent to inform the MMFF that the movie is included in its Ă€lm festival, which kicked off in the Ă€rst week of November, Monteverde also shared a November 5 letter from Cinema One informing the MMFF executive committee that its Ă€lm festival was “non-revenue generating.â€? The Ă€lm producer’s post included a screengrab of Section 4 of the MMFF rules, which says that a movie entry may be disqualiĂ€ed if

it has been “shown in any regular, advance or preview screening for valuable consideration...â€? It adds that movies shown in non-revenue advance or preview screening “shall not be disqualiĂ€ed as long as the producer shall submit at the time of applying as an entry for the Ă€lm festival a sworn statement attesting to the non-revenue and promotional nature of the said exhibition.â€? Fernandez described “Honor Thy Father’sâ€? exclusion from the Best Picture Category nomination as an “injusticeâ€? because he believes the producers have been transparent about the Ă€lm’s participation in the Cinema One festival. “The Best Film category is the heart of the festival and then they (MMDA) robbed ‘Honor Thy Father’ of the chance to be nominated. They say it’s a light penalty for the producers’ non-disclosure but what was taken away from us is the chance to be chosen as the Best Picture. That’s injustice,â€? he said. (MNS)

In his message, Matti aired his grievances against the MMFF, which apparently goes beyond the disqualiĂ€cation of his Ă€lm. “Kahit kailan po hindi ako gumagawa ng pelikula para magka-award. He also thanked the MMFF for starting a discussion among Àlmmakers and moviegoers.

“Maraming salamat po sa libreng publicity, at higit sa lahat, sa pagbukas ng pinto para pag-usapan na sa wakas ng Ă€lmmakers pati ng moviegoers ang mga hinahangad nilang pagbabago para sa MMFF. Claudine, Raymart spend Christmas together Former couple Raymart Santiago and Claudine Barretto, whose legal feud hogged headlines in 2014, set their differences aside to celebrate Christmas with their children. On her Instagram account, the 36-year-old Barretto posted a photo of her with Santiago and kids, Santino and Sabina. It had the caption: “Merry Christmas po sa inyong lahat. For his part, Santiago uploaded a short clip of Santino and Sabina opening their Christmas presents on his own Instagram page. He also posted a photo of him with his kids. Last June, Santiago and Barretto also set aside their differences to show support for the 11th birthday celebration of Sabina. First reports of their separation surfaced in July 2013. Barretto earlier accused Santiago of “physical, sexual, psychological and economic abuse, supposedly dating back to 2002. These are detailed in her complaint against the actor for his alleged violation of the Anti-Violence against Women and Their Children Act of 2004. Santiago, meanwhile, alleged that he was a victim of domestic violence. The actor accused his wife of being mentally ill and having a history of drug abuse—claims backed by the actress’ estranged siblings Gretchen, Marjorie, and JJ.

Los Angeles, United States | AFP | Friday 12/25/2015 – A massive natural gas leak has forced the relocation of more than 2,000 families in a California community, with many reportedly falling ill from the noxious fumes spewing into the air since October. Under a court-ordered settlement reached this week between the gas company and Los Angeles city attorneys, Southern California Gas (SoCal Gas) must find temporary housing within 72 hours for any residents of Porter Ranch who ask to be relocated. As of Wednesday, the company said it had relocated 2,147 families in temporary housing, while hundreds more have left the area on their own. The gated community, located some 30 miles (48 kilometers) northwest of downtown Los Angeles, sits near one of the largest natural gas storage Àelds in the United States, where a leak was detected on October 23. SoCal Gas says it would take several more months to repair the leak at its Aliso Canyon site, while insisting that it poses no danger to human health as methane dissipates quickly into the air. But many families report falling ill from the fumes – with symptoms including nose bleeds and nausea – and have Àled a class action suit against the company and pulled their children from area schools. ‘Potential health consequences’ Residents also fear that property values in the area – described by the local council as an idyllic “dream” community – will plummet because of the leak. The Los Angeles city attorney

earlier this month Àled suit against SoCal Gas saying that no community “should have to endure what the residents of Porter Ranch have suffered from the gas company’s continued failure to stop the leak.” “It’s not only the odor, it’s the potential health consequences from the long-term exposure to chemicals like benzene,” attorney Mike Feuer added. According to the California Air Resources Board, the leak is releasing between 44,000 and 58,000 kilograms (97,000 and 127,000 pounds) of methane into the air per hour. The last estimate on December 22 showed 30,300 kilograms of methane released per hour. The board estimates that the leak is so large that it has increased the West Coast state’s greenhouse gas output by 25 percent – this in a state that prides itself on being an environmental leader nationwide. The Federal Aviation Administration has meanwhile banned aircraft Áights over the area as a precaution. A spokesman for SoCal Gas told AFP that the company’s priority was to stop the leak while addressing the needs of the community and the environmental impact. Michael Mizrahi said the relief well being drilled to intercept and plug the damaged well – at more than 8,000 feet underground – could be completed by late February or late March. “The relief well drilling process is expected to operate 24 hours a day, seven days a week,” he said. “A second relief well is being prepared as a backup operation, and drilling is expected to begin in January.” He added the possibility of pumping Áuids directly down the affected

well to stop the Áow of gas was also under consideration. Attorney Matthew McNicholas, who has Àled suit on behalf of several Porter Ranch families, said the gas company had acted recklessly by not informing the community immediately as to the nature and extent of the leak and by not implementing

appropriate safety measures. “SoCal Gas did not maintain their facility properly, leading to issues involving the health and safety of residents and the community at large,” he said in a statement. “They created the conditions allowing the well to fail, causing children and families to suffer.”

+RZ \RX FDQ SD\ FUHGLWRUV RQO\ ZKDW \RX FDQ Dႇ RUG Chapter 13: Chapter 13 is the section of the US Bankruptcy Code that allows individuals in the United States to reorganize their Ànances. If you are having difÀculty paying your debts (credit cards, medical bills, personal loans, taxes, late mortgage payments and property taxes- all kinds of debts) due to insufÀcient income, don’t despair. Chapter 13 may give you the relief that you need so that you can get back on track as quickly as possible. Let me explain. We all know how difficult it is to catch up once you start falling behind on debt payments. If you’ve experienced a reduction in income (example: reduced income from employment - or business, if you’re self-employed), Chapter 13 allows you to pay back your creditors over a 3-5 year period based only on the amount of your surplus income every month, not based on how much you owe. In Chapter 13, you also don’t need to worry about losing any assets you may have because you will keep everything and lose nothing. And if you are in business, you will be allowed to continue running your business as usual. Any type of bankruptcy filing, including Chapter 13, immediately stops all collection actions against you. That means no more annoying creditor calls, collection letters and no marshals at your door. A lot of people in debt are afraid to even answer their phone or open their mailbox because they don’t know how to respond to bill collectors who are harassing them for payment. If you are about to lose your home in foreclosure, Chapter 13 also allows you to keep your home while including all your back mortgage payments in your debt consolidation. You pay zero percent on credit cards and all unsecured debts and in most cases, the amount you owe on all these debts are signiÀcantly reduced, sometimes to zero, depending on your income. The portion of your unsecured debt (or all of it) that is not paid through your Chapter 13 plan is wiped out at the end of your repayment plan. Once the court approves your proposed Chapter 13 plan, there is nothing more that creditors can demand of you. They are bound by the terms of the approved plan and cannot ask for more money. Your bankruptcy attorney can review your

monthly living expenses with you, analyze your income and help you propose a realistic payment plan that you can afford. In most cases, Chapter 13 is a far better alternative than trying to pay debts on your own or hiring a debt management company. This is because in Chapter 13, you cannot be sued by your creditors as long as you remain under court protection. And if you are being represented by an attorney, all creditor communications go to your attorney so that you do not have to deal with your creditors directly. Warning: You may see a lot of companies promoting “debt settlement or debt management services”. They usually tell you that their services are better than Àling for Chapter 13 because you can avoid bankruptcy and it looks better on your credit. Don’t fall for this lie. A lot (not all) of these companies are scammers who tell you want you want to hear, take your money and then fail to deliver on their promises. They often tell you that they have “lawyers” on staff that can defend you if you are ever sued by creditors. The reality is that they don’t and if you end up hiring one of these companies, you will be in worse Ànancial shape than before. They will take your money most of the time and end up doing nothing. I know, because a lot of people who have come to my ofÀce tell me about their unpleasant experiences with a lot of these companies. I offer a free ofÀce consultation to help you with debt problems if you are struggling Ànancially and don’t know what to do. Call TollFree 1-866-477-7772 to schedule an appointment to see me. WB loans PHL $500-M to fight natural disasters M a n i l a , P h i l i p pines | AFP | Wednesday 12/23/2015 – The World Bank approved a $500 million loan Wednesday to help the Philippines deal with natural disasters. It can access the new credit line following “a state of calamity” declared by the president, the World Bank said in a statement. On average, more than 1,000 lives are lost every year in the Philippines,

with typhoons accounting for the majority of deaths and damage. The country is also highly exposed to earthquakes and volcanic eruptions. “Financial shocks caused by natural disasters undermine economic growth and poverty reduction,” said Philippine Ànance secretary Cesar Purisima. “This is the environmental equivalent of the middle income trap. Governments need to be agile

in mobilising resources if we are to break free from disaster-traps that knock back the poorest and most vulnerable,” he added. Super Typhoon Haiyan struck the Philippines in November 2013, one of the strongest ever storms to hit land, leaving more than 7,350 people dead or missing. Total damage and losses reached 571.1 billion pesos ($12.9 billion), cutting economic growth by about

0.9 percent in 2013, and another 0.3 percent in 2014, pushing about 2.3 million people below the poverty line as a result, the bank said. Typhoons Koppu and Melor, the two latest extreme weather events that hit the Philippines this year, claimed nearly 100 lives combined according to ofÀcial counts. It is the second time the World Bank has given the country money to help deal with such catastrophes.

Record El Niño, climate change drive extreme weather %\ 0DUORZH +RRG

Paris, France | AFP | Monday 12/28/2015 – Deadly extreme weather on at least Àve continents is driven in large part by a record-breaking El Niño, but climate change is a likely booster too, experts said Monday. The 2015-16 El Niño, they added, is the strongest ever measured. “It is probably the most powerful in the last 100 years,” said Jerome Lecou, a climate expert at the French weather service Meteo France, noting that accurate measurements have only existed since the mid-20th century. Flooding and mudslides unleashed by torrential rains have killed at least 10 people and driven more than 150,000 from their homes in Paraguay, Argentina and Uruguay in recent days. In central and southwestern United States – where temperatures in Texas are forecast to drop from a balmy 28 degrees Celsius (82 degrees Fahrenheit) Saturday to zero (32 F) on Monday – clashing weather fronts have given rise to snow-packed blizzards, freezing rain and a spate of tornadoes that have claimed at least 43 lives. Across the Pacific, meanwhile, wildfires in Australia fanned by high temperatures and super-dry conditions have engulfed more than 100 homes outside Melbourne, with hundreds more threatened. Across south and southeast Asia, monsoon rains essential for life-sustaining crops have been limited, while drought in eastern Africa means millions will require food aid, especially in Ethiopia, according to Oxfam. “The role of El Niño on much of what we are seeing around the plan-

et is obvious,” said Herve Le Treut, a climate scientist and director of the Pierre-Simon Laplace Institute, which is a federation of French research centers. El Niños, which emerge every four to seven years on average and run from October through January, are triggered by a shift in trade winds across the PaciÀc around the equator. multiplier effect Warmer surface water that normally accumulates in the eastern PaciÀc moves to the west, leading to heavier rainfall along the west coast of the Americas and drier-than-usual conditions in Australasia and southeast Asia. This year’s El Niño is the most powerful ever measured, surpassing the one in 1997-98, both in terms of ocean surface temperature – up by more than 3C (5.4F) – and the surface area affected, said Lecou. As was true in 1998, this year’s super El Niño will have contributed to making 2015 the warmest on record, worldwide. But the reverse may also be true, with climate change boosting the power of cyclical El Niño events. “If you add the background global warming to natural weather phenomena, there’s a tendency to break records left and right,” Le Treut told AFP. “This naturally occurring El Niño and human-induced climate change may interact and modify each other in ways which we have never before experienced,” Michel Jarraud, head of the World Meteorological Organisation in Geneva, noted last month. But the multiplier effect of climate change on extreme weather events—while predicted by climate

models—is very difÀcult to establish on a case-by-case basis, scientists caution. The tornadoes, for example, that ripped across populated stretches of the Dallas-Fort Worth metropolis in Texas cannot be directly linked to global warming, even if generally warmer conditions may favour their occurence. Likewise the heavy rains and Áooding that have devastated parts of northern England, where the government dispatched hundreds of soldiers for emergency assistance. “Milder winters favour rainfall,

such as what we are seeing in England,” said French researcher Jean Jouzel, former vice chair of the UN’s top panel of climate scientists. But such extremes could still fall within the boundaries of natural cycles, independent of climate change, he added. This year’s El Niño is credited with the largest number – nine, in total – of major PaciÀc hurricanes in a single season, along with the single most powerful hurricane ever recorded. Patricia, packing 320-kilometre (200-mile) per hour winds, was downgraded to a tropical storm by the time it struck Mexico in October.

Ciudad Juarez, Mexico | AFP | Monday 12/28/2015 – Some roads remained closed in northern Mexico on Monday after the biggest snow storm in more than half a century blanketed parts of the region, authorities said. The weekend snowfall covered 32 towns in the state of Chihuahua, which borders the US states of Texas and New Mexico, with some places hit by accumulations of 30 centimeters (12 inches) and temperatures of minus-18 Celsius (zero Fahrenheit). “It’s the most intense snowfall in the last 55 years,” Efren Matamoros, the civil protection director in the border city of Ciudad Juarez, told AFP. Seventeen roads were closed over the weekend, but 11 of them reopened on Monday. The Ciudad Juarez airport resumed operations on Monday after it was shut down over the weekend.

2016 Honda CR-V achieves highest overall score for collision safety America’s best-selling SUV has achieved both an NCAP 5-Star Overall Vehicle Score and an IIHS TOP SAFETY PICK+ rating Dec 16, 2015 - TORRANCE, Calif. The stylish and versatile 2016 Honda CR-V has received a 5-Star Overall Vehicle Score, the top score available in the National Highway TrafÀc Safety Administration (NHTSA) New Car Assessment Program (NCAP). Earlier, the CR-V earned a TOP SAFETY PICK+ rating from the Insurance Institute for Highway Safety (IIHS), making it a collision safety leader and standout choice in the SUV market. “Consumers have made the CR-V America’s best-selling SUV for good reason, and this top government safety rating just adds one more appealing and class-leading attribute,” said Jeff Conrad, senior vice president and general manager of the Honda Division. “Honda is committed to offering vehicles that deliver advanced safety, fun-to-drive performance and connectivity, with top fuel economy ratings. CR-V is that kind of vehicle.” In receiving the 5-Star Overall Vehicle Score from NHTSA, the 2016 CR-V has also met the requirements of the agency’s three recommended technologies: RVS-Rear Video System (back-up camera), FCW Forward Collision Warning and LDW Lane Departure Warning. The 2016 Honda CR-V utilizes the latest generation of Honda’s Advanced Compatibility Engineering (ACE) body structure, which helps make the CR-V highly effective at absorbing and dispersing the energy of a frontal collision crash. The CR-V was the first Honda vehicle to offer the Honda Sensing™

Tuesday December 22 2015 (Relaxnews) – Ford and Google could announce a self-driving car partnership at CES 2016 in Las Vegas, reports Yahoo! Autos. It’s reported that this new joint venture would begin production of a 100% autonomous car by 2020. This partnership could be announced at CES 2016, which will be held in Las Vegas in the US from January 6 to 9. It’s worth noting that the former Ford CEO Alan Mulally has been a member of Google’s board since 2014. The door is also open to other manufacturers to work together on this ambitious project to which Google will contribute all its leading-edge technology, while Ford has the facilities to mass produce this type of vehicle. While Google has been testing its self-driving cars in California, Florida, Michigan and Nevada for a long time, Ford decided to put its research into practice in the streets of Mcity, a 32-hectare simulated city built on the University of Michigan’s campus, in Ann Arbor. This car operates using numerous sensors which explore its surrounding environment within a range of several tens of meters, and are able to detect the smallest obstacles, including other vehicles, pedestrians, cyclists, animals, etc. The entirely autonomous cars developed by Google have proven to be extremely reliable and safe.

IIHS awards top safety designations to key Nissan models for 2016 2016 Maxima, Murano Awarded IIHS Top Safety Pick Plus; 2016 Rogue, Sentra recognized as IIHS Top Safety Picks when equipped with Forward Emergency Braking NASHVILLE, Tenn. – The Insurance Institute for Highway Safety (IIHS) recognized four Nissan vehicles with Top Safety Pick Plus (TSP+) or Top Safety Pick (TSP) designations for 2016. These latest announcements underscore Nissan’s commitment to continuous improvement to passenger safety across its entire lineup. IIHS awarded the all-new 2016 Nissan Maxima a “Top Safety Pick Plusâ€? (TSP+) safety rating, which is the group’s highest designation. The 2016 Nissan Maxima joins the previously announced 2016 Murano with the TSP+ rating. The Maxima scored “Goodâ€? in all Ă€ve TSP categories and earned TSP+ status with a “Superiorâ€? rating for front crash prevention for those models equipped with Forward Emergency Braking. The 2016 Nissan Sentra joins the 2016 Rogue in earning an IIHS “Top Safety Pickâ€? rating. The 2016 Sentra, which goes on sale in January, will offer Forward Emergency Braking. Once that system is tested by IIHS the Sentra has the potential to be upgraded to a TSP+ rating. Nissan’s top selling 2016 Altima will undergo IIHS testing next month with the possibility of achieving a TSP+ rating as well. “Nissan is proud to again have our core vehicles recognized by IIHS for vehicle safety,â€? said Pierre Loing, vice president, Product Strategy and Planning, Nissan North America, Inc. (NNA). “The new Maxima, like the Murano, is setting high standards in its class for styling, performance

and interior reĂ€nement. The 2016 Nissan Rogue and Sentra demonstrate Nissan’s commitment to high quality and safety standards, and we are gratiĂ€ed that these outstanding vehicles have been recognized for excellent design.â€? For this year, IIHS has tightened its standards by requiring a “Goodâ€? or better rating in all five of the crashworthiness categories to earn a “Top Safety Pickâ€? and making an available front crash prevention system mandatory for all awards. To earn the IIHS “Top Safety Pick Plusâ€? designation, a vehicle must earn a “Goodâ€? or better on all Ă€ve crashworthiness categories and also receive an “Advancedâ€? or “Superiorâ€? rating for front crash prevention. All-New 2016 Nissan Maxima Safety and Security Features Standard safety and security features on all 2016 Maxima trim levels include the Nissan Advanced Air Bag System (AABS) with supplemental front air bags with seat belt and occupant classiĂ€cation sensors; front seat-mounted side impact supplemental air bags; roof-mounted curtain side impact supplemental air bags with rollover sensor for front and rear-seat outboard occupant head protection; front seat belts with pre-tensioners and load limiters and adjustable upper anchors; and LATCH System (Lower Anchors and Tethers for CHildren). Could 2016 be the beginning of the end of the auto show as we know it? Friday December 25 2015 (Relaxnews) – As the US gets ready to host the Ă€rst ofĂ€cial international auto show of the new year in the heart of its Motor City (Detroit), the list of carmakers choosing to pass on the event is almost as long as the list of new cars expecting to make their debut. When the North American International Autoshow opens its doors to the public on January 11, it will do so without Jaguar, Land Rover, Mini or McLaren. That doesn’t mean that the show will be a disappointment – the new Mercedes E Class, one of the marque’s most important cars, will be making its global debut, as will the new Porsche 911 Turbo. However, as the list of attendees at this year’s event has contracted, the number of car companies heading to the International CES – a trade show for consumer electronics – has never been longer. “Ford was the Ă€rst automaker to have a signiĂ€cant presence at CES nine years ago, and we are proud to continue that legacy of innovation in 2016,â€? said Mark Fields, President and CEO of Ford Motor Company. “CES is the perfect venue for sharing news on our efforts to change the way the world moves and provide new solutions in the areas of connectivity, mobility, autonomous vehicles, the customer experience and data and analytics.â€? As well as a headline sponsor in the shape of Ford, Audi will be demonstrating its production-ready semi-autonomous car, Volkswagen will be showing off a plug-in electric reimagining of its iconic Microbus campervan and BMW is expected to raise the roof on a convertible version of its ultra high-tech i8 environmentally-friendly supercar. January’s CES will also be the

venue where Toyota formally outlines its plans for artiÀcial intelligence and gives its Àrst demonstrations of connected vehicle and telematics systems. All of which means that as the convergence between high-tech and cars continues apace, the motor show as we know it could be coming to an end. There has not been an ofÀcial auto show in the UK for a decade due to the high cost of attendance –

£5 million per car company, plus the small European market share the country represents. It’s also likely that other shows that were once an integral part of the calendar could soon go the same way. As well as Detroit, the US hosts the Chicago, New York and LA auto shows every year while in Europe, which is just as large a market, there are only two shows a year: Geneva and, for 2016, Paris.

Over the past 12 months, Volvo has been experimenting with different digital ways of reaching and interacting with customers – from virtual reality headsets to virtual, online showrooms – while at the same time drastically reducing the number of car shows it attends. Ironically, Detroit is one of only three shows that Volvo will attend in 2016. However, expect the company to be at the International CES as well.

What will be the hottest collector cars of 2016?

Saturday December 26 2015 (Relaxnews) – In recent years the classic car market has gone into overdrive to the point where a classic Ferrari built between 1955 and 1965 is literally worth more than its weight in gold. But while vintage cars with a prancing horse on their hoods continue to command the highest premiums at public and private sales, trends and tastes are starting to change. According to US-based classic car valuations and insurance company Hagerty, the market is starting to slow down, but that’s hardly surprising. In the US alone, a new record – $1.45 billion – for classic car spending was set over the course of 2015. And, $28,050,000 of that was spent on just one car, a 1956 Ferrari 290 MM Spider. That made it the most expensive car to fall under the hammer this calendar year, and the entire top 10 for 2015 are also classic Ferraris, accounting for over 10% of all money paid for classics and collectables over the period. The world is running out of Ferraris to sell, and as a new generation of car collector comes of age, a noticeable change is starting to occur. “The market is still growing, but at a slower rate than we have witnessed in the past three years, said McKeel Hagerty, CEO of Hagerty. “The notable exception

is rapid growth among younger buyers who have entered the market and are exercising their buying power by spending on the poster cars of their

youth. As a result, prices paid for mid1970s-era Porsche 911s has jumped 154% over the last year. There has

been a 98% surge in value for that 1980s and early 90s supercar icon, the Ferrari Testarossa made famous by “Miami Viceâ€? even though beyond its extravagant looks, it was considered a terrible car to drive. The TV inĂ uence continues with the 1975-1985 Ferrari 308 GTS, the car made famous by Tom Selleck in his role as “Magnum PI,â€? with prices up 69%. Even the Lamborghini Diablo (built right up until 2001) has seen a price increase of 65%. “A new era of later model performance cars from instantly recognizable brands have irrefutably proven that the term ‘collector car’ is not synonymous with ‘old car’,â€? continues Hagerty. Nowhere is this more evident than with the Ă€rst edition Aston Martin DB9. Despite still being in production as recently as 2009, prices have jumped 141% since the start of 2015, meaning that only the Porsche 911 has surged more in value in recent months. Hagerty’s data, which is based on auctions, private sales as well as its own insurance policies, also shows that there has been a 17% increase in clients adding classics from the 1980s onwards to their existing policies while fewer than 3% have added additional cars built before 1980.
