IHS also listed China, India, Sri Lanka, and Bangladesh as top FDI destinations in the region. “A key source of strength for Asia Pacific is the rapidly growing size

Around six HIMARS practice rockets were fired during Thursday’s live-fire exercises which also demonstrated the American’s M-777 towed 155mm howitzers. It is the second time HIMARS was fired in Crow Valley, with the first being on April 4 where six reduced-range practice rockets were fired. “Well you have seen the capability of the HIMARS, we need this kind of capability you know so that we can raise the skills and the respect for your Armed Forces, not only for the Philippines but within our region,” Lopez said. Are you in Chapter 13 repayment plan? Our office get many questions on the consequences of being in a Chapter 13 repayment plan. Here are a few more: Q: Can I sell a car which secures a debt being paid by my Chapter 13 plan? A: The short answer is “yes”, but it may not be practical. If you do sell a vehicle which is being paid by the plan, the debt secured by the vehicle will no longer have to be paid in the plan. However, payments will still go to the secured creditor unless you modify the plan. You may ask that your plan be modified to remove the car payment, which may allow the plan to be reduce in length or the amount of payments. Even if you modify your plan, you will still be required to contribute your disposable income to the plan during the first 36 months. It has been our experience that it is usually not practical to sell a vehicle being paid for by the plan. It is rare that a vehicle is worth more than the balance owed on the loan. In order to sell the vehicle, the full balance owed to the creditor must be paid—not the reduced amount that must be paid to the creditor under the plan. The full balance is greater than a buyer would be willing to pay. If you decide that you no longer want the vehicle, it is generally possible to give it back to the creditor even if you cannot find a buyer. In that case the plan can usually be modified to remove payment of the vehicle from the plan and possibly reduce the length of the plan or the amount of the payments. Q: Can I pay off my Chapter 13 plan early? A: You can pay ahead a few months on your plan without any problems. Whether you can pay the entire balance of you plan off depends on how many months you are into your plan, and how much of the debt your plan actually pays: You can if your plan pays off 100% of all of your bills. If your plan pays all of the creditors 100% of the debt, you can pay off your plan at any time. Most Chapter 13 plans significantly reduce the amount of money you have to pay back to creditors in order to discharge all of your debts. You may not be able to if you have completed less than 36 months of your plan. If you have completed less than 36 months of your plan, the Chapter 13 trustees may object to an early payoff. This is because § 1325(b) of the code allows the Trustee and unsecured creditors to require that debtor pay all of their projected disposable income for three years into the plan. The trustees that object to early payoff believe that they should be able to increase the amount paid into

the plan if the debtor’s disposable income increases during this three year period, and if an early payoff is allowed they will not be able to do this. However, a number of cases supported the granting of a discharge where the plan has payments are made earlier than the 36th month: Matter of Casper, 154 B.R. 243 (N.D.Ill. 1993) [Debtors discharged their obligation under plan by paying to trustee sufficient funds to cover the 10% owed on unsecured creditors’ claims as provided by plan; trustee’s subsequent motion to modify plan was denied.] In re Smith, 237 B.R. 621 (Bkrtcy.E.D.Tex. 1999) [Debtor was entitled a discharge once she used gift from her family to make lump sum payment of all monies due and owing and expected to be paid under her plan even if received several months before minimum 36-month term of plan.] In re Easley, 205 B.R. 334 (Bankr.M.D.Fla. 1996) [Debtor moved to accelerate plan payments, using money loaned by debtor’s parents and the Trustee objected. The court held that debtor was not required to increase plan payments with loaned funds.] Matter of Koerperich, 5 B.R. 752 (Bkrtcy.D.Neb. 1980) [Debtor who files a zero-payment plan has completed the “payments under the plan” and is eligible for a discharge.] Since the bankruptcy reform act of 2005, Courts have been willing to allow debtors to refinance their properties and use the funds to pay off chapter 13 plans early. However, there are many interpretations of the rules involved, and it also varies from Judge to Judge. Ask your attorney to be sure. If you are in the 36th or later month of your plan, the Chapter 13 trustees will usually accept payment of the balance of the plan payments at any time. Napoles, Masbate Gov. Lanete granted bail MANILA, Apr 13 (Mabuhay) – The Fourth Division of the anti-graft court Sandiganbayan has allowed businesswoman Janet Lim-Napoles and Masbate Governor Rizalina Seachon-Lanete to post bail for their plunder case in connection with their alleged involvement in the pork barrel scam. “Wherefore, considering that there is a finding that the evidence of guilt of accused Lanete and accused Napoles is not strong for the reasons cited above, the respective applications for bail of accused Lanete and Napoles are hereby granted,” the dispositive portion of the ruling read. Malacañang happy over WB’s growth projections for PHL By Joann Santiago

MANILA, April 12 (PNA) – Malacañang is elated over the World Bank (WB) forecast saying the Philippine economy is expected to sustain its strength at least until 2018. In an interview over state radio station DZRB Tuesday, Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. cited that the multilateral lender is firm on its projection about the strong expansion of the economy, which is seen to grow by 6.4 percent this year and 6.2 percent in 2017. He said this forecast makes the Philippines one of the fastest growing economy among the members of the Association of Southeast Asian Nations (ASEAN) in the next three years. The WB, in its East Asia and Pacific Economic Update released April 11, 2016, said the domestic economy,

along with Vietnam, remains to have the strongest growth prospects among ASEAN economies. It attributed this projection to several factors like the existing pipeline of public-private partnership (PPP) projects, election-related spending, diversified exports, lower global commodity prices and strong private investment. Coloma said what is notable in the forecast is the fact that domestic growth is seen to be sustained beyond 2016, sans the election spending factor. This, he pointed out, shows that the economy’s foundation is really stronger now and macroeconomic fundamentals are firmer than ever, making the country more attractive to investors. “Kaya’t ito ang nagbabadya sa mas maunlad na kinabukasan para sa ating bansa (And this indicates a more progressive future for the country,” he said.

MANILA, April 13 (PNA) - The Philippines still have buffers to counter the declining remittances in some Asian economies, a Moody’s Investors Service report said. For one, the country has diversified areas where Overseas Filipino Workers (OFWs) work and they also have diversified skills, it said. Even as share of OFW remittances from oil-producing Gulf Cooperation Council (GCC) countries account for 31.7 percent of the total, next to US’ 34 percent, growth of remittance inflows from the US is seen to counter this if the world’s largest economy recovers further. Occupational profile of workers is also a plus for the Philippines, it said, citing that OFWs are engaged in domestic work, hospitality, medical services and engineering. “Workers in such professions are much less likely to see an impact from the slowdown than those in the construction or oil and gas industries,” it said. The report said deceleration of remittance growth and inflows will likely affect two channels namely the countries’ balance of payment (BOP) position and foreign reserves. It said countries like Sri Lanka, Bangladesh and Pakistan will be affected by these but not much India and the Philippines since although these two are among the top five remittance recipients globally in dollar terms, they “are more resilient to the slowdown because of other buffers, both domestic and external.” Bangko Sentral ng Pilipinas (BSP) data show that as of end-March 2016, the country’s gross international reserves (GIR) reached USD 82.6 billion, enough to cover 10.3 months’ worth of imports of goods and payments of services and income. The country’s BOP position, which is the summary of the country’s total transactions with the rest of the world, as of end-February 2016 stood at a deficit of USD 1.13 billion due to the impact of volatilities both in the domestic and global financial markets. The central bank has set its 2016 BOP surplus target at USD 2.2 billion. The country ended 2015 with a BOP surplus of USD 2.6 billion, higher than the USD 2 billion target for the year. And even as slower remittance inflows is seen to impact on domestic consumption, the report said the Philippines business process outsourcing (BPO) sector remains strong and is seen to counter the slack in remittance-fed consumption. Also, it noted that since GCC currencies are pegged against the greenback, some countries like the Philippines will benefit from local currencies’ depreciation since “each dollar sent buys more local currency.” (PNA)

DFA warns PHL diplomats: Don’t campaign on social media MANILA, Apr 14 (Mabuhay) – The Department of Foreign Affairs has reminded Filipino diplomats to maintain its political neutrality and to avoid campaigning for candidates, particularly on social media, warning that such action is an election offense punishable by law. A memorandum dated April 12, 2016 was issued to Philippine Foreign Service posts, officials and personnel in Manila by Foreign Undersecretary and concurrent Chairman of the Overseas Voting Secretariat Rafael Seguis for them to strictly adhere to the joint circular of the Civil Service Commission and the Commission on Elections on March 29, 2016 and a separate Civil Service Commission resolution issued on the same date. “All posts are hereby reminded all DFA officers, personnel and those who are deputized to discharge the duties of various electoral boards for overseas voting to remain apolitical and refrain from electioneering activities,” the memorandum said. The Civil Service Commission’s March 29, 2016 resolution states that “no officer or employee in the civil service shall engage, directly or indirectly, in any electioneering or partisan political activity.” Engaging in partisan political activity as defined by the joint ComelecCSC resolution “refers to an act designed to promote the election or defeat of a particular candidate or candidates to a public office.” In a separate interview, Seguis said he issued the reminder to all Foreign Service Posts and in the Home Office after receiving reports that some diplomats are allegedly engaging in partisan political activities, specifically on social media.

Lopez, veteran immigration lawyer, dies in car accident LOS ANGELES – Filipino-American immigration lawyer Atty. Luisito L. Lopez, died on Tuesday, April 5, after a car accident while on his way to visit a client in an immigration detention facility in Eloy, Arizona. He was 76. Lopez’s eldest daughter Rose, who was driving the Honda Odyssey van, was seriously injured and is now recuperating at a hospital in Phoenix, Arizona. For more than four decades, Lopez, who was born in Guagua, Pampanga, fought for people of different races in the United States, and won numerous difficult cases in immigration courts in Los Angeles, San Diego and other cities in California, Connecticut, Chicago, and in Phoenix and Eloy in Arizona. Lopez received his law degree from the San Beda College of Law and taught law at the University of the East before immigrating to the US in 1972. He was an active member of the American Immigration Lawyers Association (AILA) and the America Bar Association (ABA). Lopez also championed the cause of Amerasian children, particularly those born in the Philippines and fathered by US servicemen who, he noticed, were specially excluded from the United StatesAmerasians Immigration Act of 1982 that allowed the children born in Vietnam, Loas, Cambodia and Korea to immigrate to the United States simply because “the Philippines was not part of the war zone.” Wasting no time in his crusade to right this grave injustice, he formed

Atty. Luisito L. Lopez

the Filipino American Movement for Amerasian Services (FAMAS) aiming to fight for the amendment to the law to include Philippine-born children. Lopez formed chapters in the Philippines and wrote letters to US lawmakers to amend the current law at his own expense. Because of his display of selflessness, on January 21, 1997, U.S. Senator San Inouye (D-Hawaii) introduced Senate Bill 111. It passed into law, and some 50,000 Filipino children will be able to immigrate to the US. Lopez resided in San Pedro, California and had offices in Carson and San Bernardino, California. His remains will lie in state at the Forest Lawn Glendale, Church of the Recessional, at 1712 S. Glendale Avenue, Glendale, CA 91205. Roxas tells allies, party-mates he will win MANILA, Apr 14 (Mabuhay) – Despite trailing in the pre-election surveys, administration standard bearer Manuel “Mar” Roxas II on Thursday said he will win in the presidential race come May 9. Addressing his Liberal Party party-mates in and allies who gathered at Club Filipino in San Juan, Roxas said: “Magtiwala tayo sa ating mga kababayan dahil pipiliin nila ang tama. Tayo ang mananalo.” “Mananalo tayo dahil hindi tayo corrupt, mananalo tayo dahil hindi tayo astang diktador, at mananalo tayo dahil tayo ay Pilipino. Marangal tayo, disente tayo, tayo ang mananalo,” Roxas added in what could be taken as potshots to his opponents. Roxas is statistically tied with Vice President Jejomar Binay in the latest Pulse Asia survey that showed Davao City Mayor Rodrigo Duterte pulling away from Senator Grace Poe to gain the top spot. Roxas also reiterated his campaign promises from modern infrastructure to improved social services, including the addition of two million poor households as beneficiaries of the Pantawid Pamilyang Pilipino Program. All the senatorial candidates of the Daang Matuwid coalition were present except for Senator Panfilo Lacson. Most of the governors who are allied with the administration flew in to Manila to attend the said gathering to personally pledge their support for the tandem of Roxas and Rep. Leni Robredo. “’Wag kayo maniwalang mababa tayo sa survey. After eleksyon, maki-

kita niyo panalo tayo,” Oriental Mindoro Governor Reynaldo Umali said. Former Albay congressman Edcel Lagman, who used to be a close political ally of former President and Pampanga Rep. Gloria Macapagal-Arroyo, pointed out that the respondents in surveys represent only one-half of one percent of the total population. “Ang tunay na survey ay mangyayari sa May 9,” Lagman said as Roxas continues to trail behind three of his opponents, Davao City Mayor Rodrigo Duterte, Senator Grace Poe and Vice President Jejomar Binay. Southern Leyte Governor Roger Mercado, for his part, cited the projects given by the Aquino administration to provinces.

“It’s about time na ‘yung mga natanggap nating 4Ps (Pantawid Pamilyang Pilipino Program), PhilHealth, maraming imprastruktura, scholars, ngayon na tayo magbayad sa mga taong nagbigay sa ‘tin ng proyekto. Let’s vote for Mar and Leni,” Mercado said. Geraldine Roman, a transgender and LP candidate for the congressional district of Bataan, meanwhile took an apparent swipe against Duterte during the gathering. “When you are running for the presidency, you have to serve all of us. Hindi lamang ‘yung so-called macho at babaero. You have to serve all of us including the LGBTs,” she said. Vice President Binay was also not spared in the gathering after Social

Welfare Secretay Corazon Soliman criticized his plan to expand the 4Ps. “Bakit tayo makikinig sa mga nangangako na walang ginawa kung hindi batikusin ang programa tapos ngayon ipagpapatuloy pala?” Soliman, whose agency supervises over the implementation of the 4Ps program, said.(MNS)

Having paid $120K of minimum payments for 10 years, it’s really sad to say that she still owes the very same $30K! She did not think about this situation when she was still working and when her husband was still around. But with her husband gone and with her now retired and receiving just social security, she had to decide if she wanted to keep her house or keep her credit cards. Let’s see. You can live in your house; it provides you shelter from the elements and a nice place to sleep in. You can’t live in your credit cards, can you? Needless to say, client decided quickly to file for Chapter 7 to discharge $30K of credit card debt so that she could keep paying her house. She chose to keep her house over her credit cards. It’s a matter of choice, is it not? But the choice you make should be the correct one. Otherwise, you will suffer the consequences. On my way to court his morning, a homeless man was all wrapped up in rags in really filthy blankets, sleeping right there on the sidewalk. I felt bad for him. But that’s his choice. Our God gave him the free will to make that choice. I hope you make the right choice in your situation. If client had discharged her cards ten years ago, she would $120K save up right now, instead of $30K of cards that need to get discharged.Guide me in your truth and teach me, for you are God my savior, and my hope is in you all day long. Psalm 25:5 Lawrence Bautista Yang is a graduate of Georgetown University Law Center and has been in law practice for thirty years. care of his brothers and sisters as well as his nieces and nephews, here and abroad. One niece is now a registered nurse because of him. He paid for his nursing degree. Another nephew is an accountant. He paid for his business degree. Without client’s help, his brothers and sisters, nieces and nephews would not be able to provide a roof over the heads much less pay for their children’s college expenses. In short, without the help given by client, his loved ones, his dependents here and abroad will not be able to get out of poverty. Client is actually the main breadwinner for his extended family. So this is why he never married. His priority was to help his family. If he had his own family, then obviously, he would have to give his wife and children first priority, leaving a small amount as help for his extended family. Client actually spends $2K a month for his extended family. Even with his $80K gross income a year, he still has to budget carefully. He rents a house, not an apartment, because two nieces and brother live with him. He takes care of them, and he is really happy to be able to provide that help. And he still sends his sister and her children who live abroad, a significant sum every month. The problem is that client also has $40K of credit card debt. He allocates $1,500 a month to keep those cards current. But with his age now, he would rather use the $1,500 to save up to buy a house for his extended family, and to be able to continue providing for his extended family. The choice he is faced with is to keep on paying $1,500 a month for $40K of credit card debt for the next 20 years, or get ride of those credit cards now with a Chapter 7 discharge and use the savings of $20K a year to buy a house and to continue providing help to his extended family. If you were him what would your choice be? It makes client happy to help his extended family and to save up for a house for them. His choice is to get rid of his $40K cards now with a Chapter 7 discharge. Smart choice. Client no. 2 is 70. She owns and lives in a condo. She still owes a hefty sum on the condo. Her equity in the condo is about $100K. She stopped working last year and now gets social

MANILA, April 14 (PNA) – The Philippine National Police (PNP) assured the public on Thursday that their intensified anti-criminality campaign would not be hampered by the upcoming local and national election. According to PNP spokesman Chief Supt. Wilben Mayor, there are units that are specifically assigned for the May 2016 polls while other units are designated to look into their anti-criminality campaign. He pointed out there is an enough number of personnel to ensure the security of candidates and the public during the summer vacation. Furthermore, PNP Chief Director General Ricardo Marquez said the police will continue its focus on manhunt operations against wanted persons, intelligence driven operations against criminal gangs and suspected threat groups, and serving of warrants on loose firearms as stipulated in the ‘Oplan Lambat Sibat’. Earlier, Marquez has ordered a nationwide security plan to ensure safe and secure travel of motorists

and commuters this summer Vacation. Marquez assures the public that the PNP will ensure this year’s summer vacation to be peaceful and secured as outlined in its anti-criminality campaign dubbed as “Ligtas SUMVAC 2016. During this period, various occasions such as Holy Week, town fiestas, Flores de Mayo and other related activities are commemorated. Such events are expected to generate numerous commuters and tourists who will travel to their respective provinces and tourist destinations and these may cause peace and order concerns including traffic congestions, accidents and other crimes. He said police presence will be intensified through increased foot/mobile patrols, establish Police Assistance Desks/Centers (PADs/Cs) and deploy Road Safety Marshalls in convergence points particularly in bus terminals, airports, seaports, train stations, recreational areas including highways, main thoroughfares and crime prone areas to ensure maximum police presence.

What immigration benefits are available to same sex marriages post DOMA? On June 26, 2013, the US Supreme Court struck down section 3 of the Defense of Marriage Act (DOMA) as unconstitutional in the landmark case US. V. Windsor. The BIA shortly thereafter issued a decision in Matter of Zeleniak holding that DOMA is no longer an impediment in recognizing same-sex couples under the immigration and Nationality Act. Matter of Zeleniak, 26 I&N Dec. 158 (BIA 2013). This means a same-sex marriages are now valid for immigration purposes as long as the marriage is recognized in the “place of celebration. This means a same- sex marriage is valid for immigration purposes even if the couple intends ultimately to reside in one of the 37 states that do not recognize same-sex marriages as long as it was valid in the place of celebration. The same-sex marriage is valid even if the applicant is applying in a country in which same-sex marriage is illegal. In the area of immigrant visas, a same sex US Citizen spouse or legal permanent resident spouse may now

petition for an immigrant visa for their spouse as long as the marriage was valid in the place of celebration. Validity of the marriage is not based on the place of domicile. Stepchildren acquired through the same sex marriage can also qualify under the same requirements as stepchildren acquired through opposite sex marriages. Same sex spouses and qualified children or step children can also qualify as dependents of employment-based categories and family-preference categories as derivatives. Same-sex partners off US citizens may also apply for K-1 fiancĂŠ non-immigrant visa the same way opposite sex partners may petition for a fiancĂŠ visa. The same sex US Citizen spouse may then file an im-

migrant petition and adjustment of status after the fiancĂŠ enters the US and marries the US citizen spouse. Widows and widowers of same-sex spouses can also qualify for immigration benefits under INA 204(l). Generally, this is done by filing a self-petition within two years of the death of the US citizen same sex spouse. In the area of non-immigrant visas, same-sex spouses and their children are now eligible for non-immigrant visa as a derivative. Same sex spouses and their children can qualify as derivatives in non-immigrant visas including H , E , L , O , R visas, etc. For aliens with final removal orders issued prior to the Windsor decision, the recognition of the validity of same sex marriage makes available new relief for their case. It may be possible to file a motion to reopen the deportation/removal case even if the removal order was issues past 90 days. Please note that this article is not legal advice and is not intended as

Crime trend down due to ‘Oplan Lambat-Sibat’: PNP MANILA, April 14 (PNA) – The Philippine National Police on Thursday announced that Metro Manila’s crime volume continuously decreased from the second semester of 2015 until the first week of April 2016 compared to the first Semester of 2015 due to the successful implementation of ‘Oplan Lambat-Sibat’. According to PNP spokesperson Chief Supt. Wilben Mayor, the PNP Directorate for Investigative and Detective Management (DIDM) has recorded a 48-percent decrease in crime trend from 635 weekly average incidents

during the first semester of 2015 down to 331 weekly average incidents from the second semester of 2015 until the first week of April. Mayor also noted that since Chief PNP Director General Ricardo Marquez assumed post in July 2015, the strengthened ‘Oplan Lambat-Sibat’ has led to the decrease in robbery and theft cases from 419 weekly average incidents during the first semester of 2015, going down to 213 weekly average incidents from the second semester of 2015 until the first week of April. The DIDM also recorded a 75-percent decrease in car-

napping incidents from 16 cases down to 4 incidents; and 64-percent drop off in motorcycle-napping from 45 incidents to only 16 incidents of the same period. On the other hand, the program’s success in NCR prompted the PNP leadership to cascade Oplan Lambat-Sibat in Regions 3 and 4A in January 2015. In Police Regional Office 3, the DIDM recorded a decrease of 33 percent from 236 weekly average crime incidents recorded from Jan. 5, 2015 to March 6, 2016 down to 159 incidents from April 4-10, 2016. Meanwhile, in PRO 4A, the DIDM

recorded a decrease of 23 percent from 251 weekly average crime incidents in Jan. 5, 2015 to March 6, 2016 down to 194 weekly average incidents from April 4-10, 2016. It was recalled that Marquez ordered the deployment of more police personnel in the streets to increase police presence nationwide. Thus, it has made a positive difference in police operations keeping criminals at bay especially in crime prone areas and has helped the implementation of the PNP’s anti-crime strategy, ‘Oplan Lambat-Sibat’, achieve impressive results to date.

Poe to appoint Duterte crime czar if elected president By Jelly F. Musico

MANILA, April 14 (PNA) – If elected president, Senator Grace Poe will appoint closest rival Davao City Mayor Rodrigo Duterte as crime czar. This was the reaction of Poe when asked for comment on Duterte’s statement that he will offer the tourism post if he will win in May 9 elections. ”Well, thank you for his offer. In exchange, I want to offer to him the position as crime czar because of what he said that he will finish the problems of criminality in six months,” Poe said in a media interview during a campaign sortie in Baseco compound in Tondo on Thursday. Poe has been mentioning the name of former military Col. Ariel Querubin as her crime czar if she will prevail as the 16th president of the country. ”He (Querubin) said he will give

way. That’s my offer to him (Duterte). He will be my crime czar,” Poe said. Poe denied that an emergency meeting was held after she slid down to second place in survey behind Duterte but clarified that the survey results has been discussed in their regular strategy meetings. ”It’s not only the survey, but we’re also running out of time and that’s why have to visit more places,” she said. She said the visit in Baseco compound was part of the intensified election campaign with only 25 days left before the national and local elections. Tondo has the most number of voters in Manila which currently under Mayor Joseph Ejercito Estrada who recently endorsed Poe’s presidential bid. Poe admitted that she was regularly meeting with former President Ramos who, in their last meeting, gave her a jacket as ‘good luck’ gift as from giving her advices on big issues including the West Philippine Sea. ”I’ve been meeting with him (FVR) since last year. Every time we talked, he has a lot of topics to discuss, about West Philippine Sea, economy, how to increase employment and other issues,” Poe said. Poe said she might appoint former President Ramos as one of her senior advisers. (PNA)

Furthermore, IHS study shows that the Philippines will surpass the gross domestic product (GDP) of its ASEAN neighbors such as Malaysia, Thailand, and Vietnam by 2030, with GDP hitting more than USD1 trillion. “The total size of the Philippines’ economy is projected to grow from USD300 billion in 2016 to USD700 billion by 2025, becoming a trillion dollar economy by 2030,” Biswas noted. “This will make the Philippines one of the leading emerging markets in Asia,” the IHS economist added. Sluggish global economy could have negative impact on US By Matthew Rusling

WASHINGTON, April 13 (PNA/ Xinhua) – The external shock by a sluggish global economy could spark ripple effects in the US economy and have a negative impact, US-based experts warned. This comes as the International Monetary Fund (IMF) on Tuesday slashed its global growth forecasts for the fourth time this year – to 3.2 percent from 3.4 percent in January – citing factors such as sluggish advanced economies and low oil prices. The IMF, whose spring meetings are to be held in Washington D.C., capital of the United States, later this week, warned of widespread risks of economic stagnation and vulnerability to shocks such as geopolitical conflicts and currency depreciations. “The US is very much integrated into the global economy both through trade as well as through international financial markets. As such, the global economic and financial market outlook has a large bearing on the US economic outlook, American Enterprise Institute’s resident fellow Desmond Lachman told Xinhua. Everything depends on how severe is the global slowdown and whether or not global financial markets get hit by a shock coming from such as the “Brexit, a British exit from the European Union, Lachman said, referring to a referendum to be held in June in the United Kingdom to determine if it should leave the EU. Indeed, the IMF said Tuesday that a so-called “Brexit would disrupt trade ties and cause “major challenges for the UK and for the EU. If any of those events were to occur, the US economy would certainly feel the impact, Lachman said. When asked about the worst case scenario, Lachman said it would be that the US economy gets hit by an external shock like “Brexit. “The reason that I worry about the rest of the global economy is that at present we have an unusually large confluence of external risks, very high debt levels in a number of key countries, and limited room for policy reaction to an external shock, he said. “For that reason, I believe that the Fed is right not to rush into raising US interest rates, he said, referring to the US Federal Reserve’s reluctance to boost interest rates. Crazy Politicians Could Kill The U.S. Economy Still, other economists have a rosier picture of the US economy, although they warn that the election of the wrong political candidate – and there are many bad choices, they say – could have a disastrous impact on the US economy. Brookings Institution’s senior fellow Barry Bosworth told Xinhua that the biggest risk “may be the crazy policy positions of most of the presidential candidates. The exception is Democratic front-runner Hillary Clinton, he said. “But the election of (Bernie) Sanders, (Donald) Trump or (Ted) Cruz would have very negative implications for the US and global economy. The US is experiencing a major wave of anti-global populism, he said.

Many Live-In Caregivers are Victims of Wage Theft The California legislature recently changed the rules for overtime compensation so now most live-in caregivers must be paid overtime wages. Many caregivers are overworked and underpaid and some even work 24 hours a day. Throughout the years of representing caregivers, I have come to realize that caregivers are often some of the most underpaid and overworked employees in the state. Take for example a caregiver working a 24-hour shift. Under the new law, and with California’s recent minimum wage increase to $10 an hour, the minimum daily wage a caregiver must receive for a 24-hour shift is $315. We have found many caregivers earn substantially less, often struggling to survive and pay bills on what amounts to a poverty wage. Employers often exploit caregivers’ natural concern for their clients and trick them into accepting a very low wage daily wage or monthly salary. Often caregivers will not ask for a fair wage or leave for a better job. Many caregivers are afraid to come forward because they do not want to upset their clients or fear retaliation.

&.1-0:.&/5 -"8 $&/5&3

#Z "UUZ ,FWJO 3FIXBME

In my opinion, these are not good reasons to accept an unfair wage and become the victim of wage theft. We have found that the employers often reap hefty profits by exploiting and underpaying the caregivers they employ. We have found that the family and children of elderly dependents often underpay caregivers to ensure they receive a hefty inheritance. California law allows caregivers to recover unpaid wages even if they do not have proof of their hours, were required to sign phony and inaccurate time records, or forced to sign false agreements claiming they are “independent contractors. California law requires the employer to keep accurate time records and to record all hours worked by employees. An employee can estimate his or her hours when it is clear

that the employer has not kept any time records at all, or when the employer has kept inaccurate or phony time records. Even if a caregiver has signed an “independent contractor agreement, in many circumstances a claim can still be pursued. We have seen this time and time again. The lawyers at Chaleff Rehwald are at the forefront of vindicating the rights of caregivers to receive fair wages. We have fought wage theft cases on behalf of countless caregivers. We know the law. We know how to win. If you are a caregiver and feel you are the victim of wage theft, we want to hear from you. Do you feel paralyzed by your debt problems? Are you feeling stuck and unable to move because of lingering debt problems in your life? Considering bankruptcy but not sure if it’s the right solution for you? For those who are struggling with debt problems, the decision to file for bankruptcy is never an easy one. So they put it off and hope that they never have to do it. Unfortunately, to some people who are at the end of their financial rope, it is simply inevitable. Is filing bankruptcy really that horrible? Isn’t that the worst thing you can do your credit? These are the common questions that people ask. Yes, there’s a certain feeling of shame or stigma associated with bankruptcy. After all, financial problems are a very personal matter and a lot of people won’t discuss their situation even with their closest friends or family members. This often creates isolation and people try to deal with their problems on their own- until one day they realize they cannot do it anymore. Do you know anyone who may be in this situation- perhaps you? Every day I see a lot of people who have suffered needlessly, sometimes for years, and have done nothing about

their situation until one day they get sued by a creditor or their employer tells them that they just received an order to garnish the person’s wages. So they panic and decide to see a bankruptcy lawyer right away. At this point, they are so broke that they can barely put food on the table and keep the lights on. Why wait until you get to this point? In a lot of cases that I see, people could have done something much sooner to spare themselves from unnecessary debt suffering. In other words, if bankruptcy is in fact your only way out of debt, postponing the decision to implement a very much needed solution will only mean prolonging your agony and is not the smartest thing to do. Sooner or later, you will need to face your financial problems. Your problems will not magically disappear and solve themselves unless you do something about them. That’s a fact.

Palace clarifies: Napoles to stay in jail, convicted in earlier case MANILA, Apr 13 (Mabuhay) – MalacaĂąang on Wednesday pointed out that while Fourth Division of the Sandiganbayan granted the bail of Janet Lim-Napoles, the alleged pork barrel scam mastermind cannot be released from detention because of an earlier conviction. “We note the resolution of the Sandiganbayan in granting bail to Ms. Napoles, being a separate branch of government under the Judiciary. However, it should be emphasized that Ms. Napoles was convicted in April 2015 by the Makati RTC for serious illegal detention,â€? Communications Secretary Herminio Coloma Jr. said in a text message to media. “Accordingly, she cannot be released due to such conviction and

the several other cases for plunder pending against her, he added. Napoles’ bail was also earlier denied by the other Sandiganbayan divisions hearing her plunder case. Also granted bail by the Fourth Division was dismissed Masbate governor Rizalina Seachon-Laùete. The court said the prosecution was not able to prove that Laùete received P50 million in kickbacks from Napoles. Plunder requires a threshold amount of P50 million. The prosecution also admitted that the two have never met personally. Napoles has been accused of creating bogus non-government organizations and working with lawmakers to access the now defunct Priority Development Assistance Fund for kickbacks.(MNS)

Despite repeated raids, contraband still seized in 28th Oplan Galugad at Bilibid MANILA, Apr 13 (Mabuhay) – Despite regular raids in the past weeks, weapons and assorted contraband were still confiscated during Wednesday’s sweep of the maximum and minimum security compounds inside the New Bilibid Prison (NBP) in Muntinlupa City. Among those seized by Bureau of Corrections (BuCor) personnel during its 28th Oplan Galugad were airsoft guns and bladed weapons. BuCor personnel seized six cellphones, three sharp objects and illegal appliances in its first operation at the minimum security compound, which houses prisoners with less than two years left in their sentences. Meanwhile, four cellphones, two airsoft guns and 15 illegal weapons were confiscated inside the Building 2-A Quadrant 4 of the maximum security compound. The BuCor also raided the former room of convicted drug convict Tony Co inside Building 14. BuCor personnel found one of the airsoft guns inside the staircase of one of the sheds along with 60 rounds of ammunition for calibre

38, 45, and 9mm pistols. Ten rounds were also found hidden inside foot socks. A vault was found locked in one of the rooms in Building 2-A. When opened, authorities found a sex toy in it. Security was tight inside the maximum security compound even to members of the media during the raid. NBP Superintendent Richard Schwarzkopf said owners of the seized contraband would face additional criminal charges. Owners of cellphones and appliances, meanwhile, would be asked to perform community service. Schwarzkopf said the BuCor will not stop with its Oplan Galugad until all contraband have been confiscated even if it means inspecting each of the shed in the compound. He, however, did not say if administrative charges would be filed against prison guards. All contraband remain in storage at the NBP Multi-purpose Gym while confiscated illegal drugs were turned over to the Philippine National Police Crime Laboratory. (MNS)

A long time ago, our own U.S. Congress decided that there has to be a way to help people in debt when they can no longer help themselves. So they passed bankruptcy laws to give people a chance for a fresh financial start. So the honest debtor, freed from the burden of heavy indebtedness, can now start a new life and become productive again. Thank God we have bankruptcy laws in this country that allow people to do that! Where would most people be today without having been given a second chance at one point in their lives? The simple point I am making in this article is that you are never beyond help no matter how difficult your financial situation may seem to be at the moment. Don’t let your fears paralyze you. If you don’t take action now to find out what your legal options are, your life will never change and someday, you

will have no one but yourself to blame. Find an experienced and knowledgeable bankruptcy attorney who will take the time to listen and understand your situation. Once you get over your fears and begin to understand that the law is on your side (not against you), this could be a big turning point in your life. Manny D. Pacquiao Moves On To Another Loftier Goal Manny Pacquiao triumphed convincingly with his trilogy with Timothy Bradley in their encounter at the MGM Grand Arena on the night of April 9th with thousands in the historic arena and millions around the world witnessing how the poor boy from the isolated town of Kibawe in Bukidnon, Philippines could become from nobody to somebody if he had the guts and the will to chase his dream. The eight-time world champion in different weight categories and the future Hall of Fame addition, to the disappointment of his legions of fans throughout the world had opted to retire from the sports that he loved so much in order to pursue a calling that he thinks would be a valuable venue in channeling his burning altruistic spirit in serving his fellowmen. Since his boxing debut in 1995 with gutsy adherence to a system which he considered according to some sources as the secret to his success, he made his way to the bloody top to the adoration of millions seeing in him as an inspiration on the manner he handled both victories and defeats with magnanimity. His system of success was so simple coming from an individual whose poverty did not allow him to pursue higher education. His “Power of Three” involves three simple elements – having goals, a system to reach those goals and a strong sense of discipline. In recent years, a fourth element had been added - a strong system of belief that relied on the power of Lord who has control over all things. This transformation had been very visible in every facet of his life which his fans draw inspiration from. He was most vocal about his conversion, and like

the Apostle Paul of the Bible, had that boldness in proclaiming and sharing his faith on every occasion. While Paul had the vastness of the dessert to cover in his missionary journey, Manny had the small boxing ring to send his message but had the luxury of modern communication to spread the Message that he knew best to millions of people around the world. He is one of the greatest “ambassadors” that showed how one could be used if he makes himself available in spreading the “good news of salvation” in total obedience. Manny’s life had been an open book to the public the moment he cast his lot in the world of boxing many years ago. The Philippine’s boxing hero has been “telling the world about his life’s true champion in the person of Jesus Christ” as told in a reading material distributed in the regular Bible Study sessions that had been part of the activities of his entourage in Las Vegas for his fight with Timothy Bradley. Forced by poverty to leave home and find a job in Manila, Manny lived on the streets, sold flowers and worked on construction sites to make ends meet and survive. His decision to join the Philippine amateur team at age 16 was the turning point in his life and became his key to open opportunities for him given his natural

pugilistic skills. His soaring boxing career afforded him the means to “give in to temptations like many men are prone to’. A single defeat where ended up in a hospital was an eye-opener for him. He began reading the Bible and his eyes were open on futility of his sinful life and asked to be forgiven which he considers “the greatest history of his life” His was never the same again. Manny’s millions of fans lament his decision to hang up his gloves for another calling. Like Paul, he is on a missionary journey for his spiritual advocacy and like an obedient soldier who had been given the marching order, And he’s just too happy to oblige “for now” as many in various circles hope.

He has taken bold steps to bring his battles from the square piece of real estate of the boxing arena to halls of legislative chamber (when he gets elected as a senator) and we his fans could just wish him well and wait. Wherever he chooses to serve, we know that he will be used mightily.

Should I cash out from my home to buy stocks or precious metals? Caller: I am going to retire and would like to have some more equity and cash flow to retire comfortably. I was introduce to buy some stocks and precious metal to start a portfolio for retirement? How much do you think I can cash out and do you think this is a smart move as a person that will be retiring soon. Ken Go: You currently are living very comfortably with a supplemental retirement income and a job that you have held for many years, therefore once you retire you will also receive a descent pension to help with maintaining the same lifestyle you have. This stock and precious metal portfolio that was introduce to you will require you to take our about 35% of your equity from your house. That will in return increase you monthly mortgage and bring you back to a 30 year mortgage loan. When I ask you about your knowledge of stock, bonds, gold, silver etc. you cannot convince me that you know enough to stake your retirement savings into it! If you have not been involved in it prior and if you don’t understand PE ratios, you don’t understands what drives the metal prices up or down? How can you trust some guy that is going to take 35% of your equity to invest and play with as if it was their own money. I would strongly suggest you

think twice and hard about this and make sure you take a very serious crash course in this subject. Last thing is to trust a unknown person with your hard earned money. What I can see now and your future is that if everything remains the same, you should be plenty comfortable with your low mortgage balance and low mortgage payments. Don’t risk the many years you have tried to keep the your loan balance down just to be persuaded by something you know nothing about. That is my opinion, good luck with your decision. Caller: Mr. Go, I would like to ask if I am able to buy a house with minimal to no money down, I am currently retired and my wife is a caregiver earning about $3,000.00 a month we both make close to 4K a month. I am fed up with my landlord and would like the option to buy a home and move into it. But I do have obligations and have very minimal cash for down payment. What is your best suggestion? Ken Go: Your rent payment is

House panels approve bill creating Quezon-Bicol Expressway MANILA, April 13 (PNA) – The development and progress among regions in Southern Luzon is expected to be enhanced by a bill seeking to establish the Quezon-Bicol Expressway, which has already been endorsed for plenary approval. The House Committees on Southern Tagalog Development chaired by Rep. Isidro S. Rodriguez Jr. (2nd District, Rizal) and on Appropriations chaired by Rep. Isidro T. Ungab (3rd District, Davao City) have both approved House Bill No. 6475 or the proposed “Quezon-Bicol Expressway Act and have endorsed it for plenary passage. The bill substituted HB 5623 authored by Rep. Scott Davies S. Lanete (3rd District, Masbate) and HB 3741 by Rep. Aleta C. Suarez (3rd District, Quezon). It provides for the creation of the Quezon-Bicol Expressway (QuBEx) which shall be financed, constructed, operated and maintained by a grantee, offeror, consortium or proponent, under and by virtue of Republic Act No. 6957, as amended by R.A. 7718, otherwise known as the Build-Operate-Transfer (BOT) Law. The QuBEx shall link the province of Quezon with the Bicol Region starting from Malicboy, Quezon and terminating in Sorsogon. The Department of Public Works and Highways (DPWH) Engineering District concerned shall construct the connect road for the purpose of linking the terminus of the SLEX Toll Road 4 (TR4) in Lucena City and the entrance of the QuBEx in Malicboy. The DPWH shall be the lead implementing agency of the Act. The amount necessary to defray the cost of undertaking and completing the feasibility study of the project and other activities relative thereto shall be included in the General Appropriations Act (GAA). Lanete said the State has continuously failed to promote simultaneous

development among the country’s regions as shown for example by the construction of expressways leading to Northern and Southern Luzon. Lanete said there are only two expressways leading to Southern Luzon, namely the South Luzon Expressway (SLEX) and the Star Tollway, and with these two combined lead up to Batangas only. Whereas, Lanete said the Tarlac-Pangasinan-La Union Expressway (TPLEX), which opened in 2014, is the third expressway built connecting the country’s capital of Manila to the northern areas of Luzon. Lanete, a vice chairman of the House Committees on Appropriations, on Poverty Alleviation, and on Public Order and Safety, said the TPLEX construction has brought immediate impact in the development of trade and tourism in Northern Luzon. “It made Baguio City, a popular tourist destination, more accessible. In fact, travel time from Manila to Baguio City had been cut short from seven hours to less than five hours. Thus, Baguio City has experienced an exponential rise in the number of visiting tourists and consequently its revenues also increased significantly, said Lanete. Thus, compared to the expressways of Northern Luzon, which cover at least five provinces, it can be inferred that Southern Luzon has been spared from development according to Lanete. “The promising tourist destinations located in the southern areas of Luzon have remained stagnant, untapped and under-appreciated due to difficulty in access. Along with the underdevelopment of these areas is the slow growth in terms of commerce, he said. To pursue optimum opportunity for development among the regions, the lawmaker said there is a need to give attention to Southern Luzon.

fairly descent for the area that you live in, and you would not probably want to move to another county 150 miles away just to be able to afford a home that will be compared to your current rent payment. I believe that if you buy a home you will deplete all your savings, you will struggle to make ends meet due to your obligation and at both your age level it is not feasible for your wife to get another job nor for you to actually start working again. You might actually be better off looking for another place to rent if you are not happy with your landlord but buying I believe is not your option. Sorry, but your debt to income ratios will not qualify for you to afford a home at this point. Caller: I would like to check your refinancing prices to see if you are competitive with some companies I check online. Please advise and send me a copy of the Estimated Closing Statements, GFE and APR rates? Ken Go: I am impress with your mortgage lingo but after conversing with this person. I realize that this person is dealing with an out of state company that operates differently with California licensing guidelines. First, it’s good to ask for a Estimated Closing Statements that is usually provided once you have open and escrow for refinancing a property. A GFE ( Good Faith Estimate) is no longer being used after Oct of last year due to government changes in disclosure, now we only use LE ( loan Estimate) which is much easier to understand and compare. APR ( Annual Percentage Rate) is the rate

for the first years payment calculated with your initial cost of the finance not including reoccurring cost for taxes, interest and insurance. Now, how I always like to quote my clients is to disclose all fee breakdown and disclose the actual rate of interest for the term of the loan. Ever since I started this business I always thought that APR disclosures are confusing to a lay person and is a way for crooked loan brokers to manipulate upfront rate disclosures to clients. I always guarantee my fees ( if there is any, usually for refinancing its zero) and actual rates in writing or in a form of an email. I will also confirm once a loan is formally locked in to assure the clients that they won’t be subject to rate change if the market goes up. I have been so far very happy with my system and have gotten numerous referrals due to my good practice. Be very careful with loan officer/lenders always check their BRE # and NMLS # for penalties or previous convictions. I have recently ran into some supposedly Loan Officers that are not licensed correctly but originating loans. There are websites for you to report fraud, deception or illegal activities pertaining to mortgage loans, feel free to call or write to me for more information. Please call for special program that does not require Tax Returns and paystubs for purchase and refinancing. Thanks for your inquiries and comments, call Ken Go of 1st Innovative Finance for all your mortgage and real estate needs. Call Ken at 562-508-7048, BRE 01021223 NMLS 238636.

Investing in the future with vaccine Duterte, Bongbong top surveys By Leilani S. Junio

MANILA, April 13 (PNA) -- The government cannot turn its back and close its eyes to vulnerable families needing protection against dengue and this is the reason why the Department of Health (DOH) is investing in vaccines and vaccination programs to curb the incidence of vaccine- preventable diseases. This is the gist of the statement of Health Secretary Janette L. Garin when she launched this month the first-ever free public immunization program for dengue fever in the country at a public elementary school in Marikina City. The free Dengvaxia immunization program seeks to administer to a million schoolchildren the world’s first licensed vaccine against a mosquito-borne disease that the World Health Organization (WHO) estimates affects 390 million people a year globally. “Masakit mang aminin, meron at meron pa ring namamatay dahil sa dengue at di pwedeng pumikit ang gobyerno at di pwedeng talikuran ng departamento (DOH) ang panahon at sitwasyon kung saan kayo (mahihirap na pamilya) ay nangangailangan,” Secretary Garin said. According to the DOH chief, “delaying the act of giving the free vaccine” is something that they cannot afford to do because they believe that such programs have great impacts on the lives of the Filipino children who deserve to be protected and cared for. It can be recalled that under the Health Agenda of the administration of President Benigno S. Aquino III, the government is investing on various vaccination programs through the school-based immunization, aside from the regular immunization programs being done to those not in school-age population through government health centers/clinics. The immunization programs being given in the health centers not only to children but also to pregnant women and senior citizens are part of the goal of enhancing prevention of diseases to minimize the cost of health care and treatment in order to fit also with its promise of not leaving behind, especially the poor or marginalized sectors, in reaping the fruits of economic development. “Hindi po tayo magpapahuli dahil ang buhay ng ating kabataan ang nakataya dito,” Secretary Garin said in her speech delivered at Parang Elementary School in Marikina City last April 4. In the same occasion, she also gave various presentations on why there is a need for dengue vaccination and some clarifications to those who are criticizing the said program which targets nine-year-old grade 4 pupils in the National Capital Region, Calabarzon and Central Luzon. Children studying in public schools in the mentioned regions become the target for the program because said areas recorded high incidence of dengue cases in the past years. Prior to the availability of the Dengvaxia vaccine, there is no prophylactic medicine against dengue disease. Parents or relatives of children who got sick of dengue before had even gone to a sort of “painful nightmare” that they dubbed themselves with “dengue phobia” (fear of dengue) because of the emotional and financial burden that it could cause to a family, especially those whose income is not even enough to sustain the cost of hospitalization, medicines and carry some consequences such as loss of productivity because they need to get absent from work.

The outpouring support for presidential aspirant Davao City Mayor Rodrigo Duterte has been getting from people all over the country is an indication that voters have gotten tired of corrupt and incompetent politicians that dominated Philippine politics for years. Come election day, these corrupt and incompetent politicians will be rejected by Filipinos who are hoping for a radical change on the system on how the Philippine government should be managed. Filipinos must have come to realize that after so many years since the downfall of President Ferdinand Marcos in 1986, the government has failed to improve their livelihoods. I still remember the time when thousands of people were jumping for joy after the Marcos family left Malacañang. Those people were hoping for reforms as well as the prospect of having a rosy economic future for the country. Too bad, it never happened up to this day. Some are even saying that corruption in the government is more pervasive compared to the Marcos era. From the six-year term of Cory Aquino, Fidel Ramos, Joseph Estrada, Gloria Arroyo and now President Benigno Aquino, there seem to be no real meaningful change done in the government on how it would function effectively to better serve the needs of the people. Filipino voters seemed to have gotten tired of the “broken promises” made by politicians every election year, particularly the overused “Daang Matuwid” slogan of President Aquino and his political allies from the Liberal Party. *** With less than a month to go before election day, Mayor Duterte and VP bet Senator Bongbong Marcos bolted to the number one spot in the latest SWS 2016 presidential and vice presidential election surveys. The surveys conducted by SWS from March to April 2 showed that 27 per cent of respondents preferred Duterte to be their next president. Senator Grace Poe Llamanzares, the President’s “secret” presidential bet, is in second place with 23 percent, followed by VP Jejomar Binay with 20 per cent and LP bet Mar Roxas with only 18 per cent.

For the vice president, 26 per cent of the respondents preferred Senator Marcos as their vice president. Coming in second is Senator Chiz Escudero with 21 per cent. LP bet Leni Robredo had 19 percent while Senator Cayetano had 13 percent. The survey was conducted nationwide in an interview with 1,500 adults, 92 per cent of them registered voters. *** The Liberal Party is now in panic mode. The administration party will hold an emergency meeting with President Noynoy to map out plans to prop up the presidential bid of Roxas. Despite being the administration candidate with the biggest financial campaign kitty in his disposal, Roxas has been unable to surge to the top list of presidential aspirants. Due to his dismal showings in every survey conducted since the start of the campaign, some LP big wigs are reportedly on the verge of forming an alliance with either Duterte or Binay to help them get re-elected in their own localities or districts. Roxas’ presidential campaign might even encounter further rough sailing if reports are true that majority, if not all LP mayoralty candidates in the Visayas and Mindanao areas, have rejected or even refused the financial assistance being extended to them by their party. If these reports were true, it could mean that these LP local executives in the south will support other presidential bets, except Roxas. I think Congresswoman Leni Robredo would have a better chance of being elected president than Roxas. Unlike Roxas, Robredo’s reputation as a politician is immaculate. It is sad that Roxas’ poor ratings in surveys have really hurt Robredo’s chances of winning the VP race.

PHL have buffers vs. slowing remittance inflows: Moody’s report By Joann Santiago

“Workers in such professions are much less likely to see an impact from the

slowdown than those in the construction or oil and gas industries,” it said. The country’s BOP position, which is the summary

of the country’s total transactions with the rest of the world, as of end-February 2016 stood at a deficit of USD 1.13 billion due to the impact of volatilities both in the domestic and global financial markets.

Ina Raymundo, lone survivor of ’90s-era sexy actresses?

Ina Raymundo may be the only actively working actress among the batch of so-called “sexy actresses” from the 90’s. And there’s no secret to her longevity – she just wants to be in showbiz. Even if she’s married and a handson mother to five children, Ina never lost her passion for acting. During the press conference for “The Millionaire’s Wife,” her new soap opera under GMA-7, the 40-year old explained why. “Ako ginusto ko ito. This was my

choice. I want to work, I want being an actress and I want to act,” said Ina. If other sexy actresses of her generation are not visible anymore in showbiz, she opined it was probably by choice. “You can’t just say na laos na sila or whatever kasi it could be their choice. They probably just wanted out of the limelight,” she added. Another reason she’s working hard is that she wants her children to be proud of her.She wants them to see her working. In “The Millionaire’s Wife,” Ina described her character Allison Montecillo, the only granddaughter of multi-millionaire Alfredo ‘Fred’ Vergara played by veteran actor Robert Arevalo, as “very challenging.”

Allison is a “bida” in the sense that she protects the interests of her grandfather’s company. As “kontrabida,” she will make life hard for her grandfather’s fiancée Louisa Ignacio played by Andrea Torres, whom she thinks is a gold digger. Also in the cast is Mike Tan as Ivan Meneses, the estranged father of Louisa’s son; Sid Lucero as Jared Montecillo, Allison’s brother; and Rich Asuncion as Rio Samson, Louisa’s best friend. Directed by Albert Langitan, “The Millionaire’s Wife” started airing on March 14 on GMA Afternoon Prime. As to whether she was tempted to do other stuff aside from acting before, Ina shared, “Siguro business pero hindi talaga ako business-minded. I’m an artist at heart.” (MNS)

DAVAO CITY, April 11 (PNA) – Boxing managers, promoters, trainers and fellow Filipino boxers think that 8-division world champion Manny Pacquiao can still fight and should postpone his retirement after scoring a convincing unanimous decision against Timothy Bradley last Sunday. “Ok pa si Manny, puwede pa I match kahit sinong boxer pa diyan kahit si (Floyd) Mayweather pa (Manny is still ok. He can still be matched with any of the boxers even Mayweather),” said Raides “Nonoy” Neri, one of Pacquiao’s assistant trainers in a text message. Sanman Promotions chief executive officer Jim Claude Manangquil, on the other hand, said that he had changed his opinion on Pacquiao’s retirement. “I’ve changed my opinion about Manny retiring after this. I think he

can still go for one more big fight with that kind of performance. Pacquiao showed his old form and a very good performance,” said the 23-year-old boxing promoter-manager from General Santos City. WBC 2015 Asia Pacific Promoter of the Year Brico Santig of Highlands Promotion said that Pacquiao showed that he can still catch up with his opponents and also has that knockout power. “However, he might have no more time to fight if he gets elected as Senator. He will be very busy already,” said Santig, who just arrived from Bangkok, Thailand. Santig’s prized fighter Rey “Singwancha” Loreto, the reigning IBO world light flyweight champion and two-time Gabriel Elorde Boxer of the Year awardee, said that Pacquiao should not yet retire after scoring a convincing win.

WBC 2015 Asia Pacific Promoter of the Year Brico Santig of Highlands Promotion said Manny Pacquiao (above photo) has just showed that he can still catch up with his opponents and also has that knockout power. “However, he might have no more time to fight if he gets elected as Senator. Jerwin “Pretty Boy” Ancajas, who slated to challenge International Boxing Federation (IBF) world super flyweight champion McJoe Arroyo of Puerto Rico on April 16 at the Strike Coliseum in Bacoor, Cavite also thinks Pacquiao should still fight. “He can really still fight. It was a great fight although sometimes Bradley was already hesitating to attack probably he’s scared to get hit again,” said Ancajas. However, WBF International featherweight champion John Rey “Mulawin” Moralde of Davao City thinks Pacquiao should already retire. “Condition masyado si Pacman. Maingat din siya sa kanyang mga kilos. Pero dapat na din siguro siyang mag retire kasi may edad na rin siya. Mahirap na baka my mangyaring masama pa sa kanya (Pacman was very conditioned. He was also very careful in his moves. But he should really now retire because he has aged also. It will be unfortunate if something happens to him),” said the 21-year-old Moralde. But Moralde of the Sanman Stable said that all the boxers and even those who are not are all happy for his victory. Former world-rated boxer Edito Villamor, chief trainer of ALA Stable, said that he thinks Pacquiao will not yet retire after giving an exciting

fight. Villamor thinks that the third fight was more exciting and better than the first two bouts. “Pacman was careful this time and was not in a hurry for a knockout even though he scored two knockdowns,” said Villamor. “I think he will just take a rest and will be back. He still has good movements. We are proud of Manny and thank him for giving another honor for our country,” he added. Canadian trainer-manager David John Treharne, who is based in Thailand, said “Pacquiao looked good.” “(He still has) lots of feints and good head movement. Bradley was very quick! So Manny’s timing is still good,” Treharned said. “(It was) hard to catch each other clean but Manny was very patient. His footwork in and out was a little bit slower but still good,” he added. Pacquiao’s chief trainer Freddie Roach was quoted during a post-fight interview: “I know he’s in physical shape to keep fighting - his speed is good, his legs are good, his work ethic is great.” “He (Pacquiao) could continue to fight on, but if he retires and spends more time with his family and he enjoys life, and has something to fall back on, then I’ll be 100 per cent behind him,” Roach said. Life insurance policy review – A must for every policyholder Not so long ago, owning a cell phone was very expensive. And not so handy. It was a time when cell phones were used solely to communicate with another person. But, things have considerably improved. Today, a cell phone is so thin, very much affordable and can do much much more. It can take photos (as in camera), show directions (GPS), provide news updates, and can even transfer funds from one bank account to another. The same is true with a life insurance policy. Time was when a life insurance policy was purchased mainly to provide protection to those who will be left behind when a breadwinner untimely is taken out of the picture. Today, a life policy can do much much more. Do you know that there are “permanent insurance policies that saves part of the premium you pay and goes into your account called cash value where you can draw from later to pay for your child’s college education, down payment to a new car, dream vacation, medical or credit card bills, or whatever expenditure you may fancy in the future? Do you know that today, there are policies, term or permanent, that offer “living benefits – benefits you don’t have to die to enjoy? (In cases where a policyholder develops a “terminal, “critical, or “chronic illness, he/she can access the death benefit

stated in the policy). Did you have a change of name? Did you get married, divorced, or given birth or adopted a child? Do you want to change a beneficiary? These events led to a change in your personal circumstances that should compel you to review what you have. Even if you just recently purchased your insurance policy, a policy review will give you the advantage that is derived from second opinions. The saying “2 heads are better than 1 is nowhere truer than in a very important, very valuable resource such as your life insurance. MANILA, April 13 (PNA) – The Department of Health (DOH) said Wednesday that it had vaccinated more 81,665 school children ages nine years old against dengue under its first-ever free dengue immunization program to public schools of three selected regions in the country. As of April 11, a total of 81,665 pupils had been initially immunized with its on-going dengue vaccination program nationwide from the total target of 1 million grade 4 school children in Regions of National Capital Region, CALABARZON, and Central Luzon. The on-going free-dengue vaccination being implemented under DOH school-based immunization program is being conducted through school-based immunization program through the cooperation with Department of Education (DepEd) and Department of Interior and Local Government (DILG) and supervised by partners from different medical groups and other international and local partners Children who were immunized started receiving the initial or first dose last April 4 when it was launched first in Parang Marikina Public School in Marikina City which was led by Health Secretary Janette L. Garin. The same launching was made in Iba, Zambales on April 5 with President Benigno S. Aquino III joined Secretary Garin in the immunization. The anti-dengue vaccine (Dengvaxia) comprised of three doses which were all scheduled to be injected in six-monthly intervals. This means that the next two doses will be given to the same students who received the first dose after six months while the third dose will be administered after six months from the second dose. The vaccine was made available to the “poor children as one of President Aquino’s goal of reducing the “gaps between the rich and the poor in terms of accessing “hard to afford cost of vaccines that can help reduce vulnerability to vaccine-preventable illnesses. The vaccine was procured at a discounted price by the DOH through the initiative of the government when it talked with officials of Sanofi Pasteur (manufacturer of the vaccine) and the latter agreed that it become a sort or part of “corporate social responsibility to make the said vaccine affordable only by the rich, be access also by the poor who cannot afford to set aside portion of their income or hard-earned money for it. The anti-dengue vaccine was procured at PHP3.5 billion for the one million targeted grade four school-children from public schools. The anti-dengue vaccine, being the first-ever dengue vaccine in the world price in private hospitals and clinics was so high in private clinics and hospitals (estimated price but not confirmed—PHP15,000 or higher for the three doses).

PHL remembers, honors Filipino WWII veterans on Day of Valor WASHINGTON, D.C., April 2016 – “Our veterans have rendered a service that has no equal, and one which we can only hope to repay by living up to the promise of a free and peaceful and civilized nation”, Charge d’affaires and Minister Patrick Chuasoto said in his opening remarks during the reception and symposium held in commemoration of the 74th Araw Ng Kagitingan or Day of Valor at the Romulo Hall of the Philippine Embassy on 08 April 2016. The Philippines celebrates Araw ng Kagitingan (Day of Valor) every 9th day of April to commemorate the heroism of Filipino soldiers during the day in the Second World War in 1942 when the Philippines was invaded by the Japanese forces, leading to the eventual fall of Bataan and Death March. Also present during the reception were two (2) of the remaining Filipino WWII veterans, Lt. Celestino Almeda and Private Rodolfo Panaglima. Mr. Panaglima, 86, was among the youngest members of Filipino guerillas who fought the Japanese forces while Mr. Almeda, 98, was a

member of the underground guerilla units during the second world war. “This year’s theme, Isabuhay ang Kagitingan, Kapayapaan ay Pagkaisahan, Kamtin ang Mithiing Kaunlaran, reminds us how peace and progress go hand in hand. The sacrifice of our veterans to forge a lasting peace ensures the path to economic prosperity,” the Minister further stated. The Philippine Government and Filipino community also continue their joint campaign to mobilize Congressional support for the bill seeking to award the Congressional Gold Medal collectively to Filipino WWII veterans. Currently, the bill has 33 co-sponsors in the US Senate and 67 in the House of Representatives. To pass into law, the bill needs 34 more co-sponsors in the Senate and 152 co-sponsors in the House. “I hope that you will continue to join me in getting them the recognition they truly deserve to restore their dignity and honor”, MGen Antonio T. Taguba USA (Ret), Chair of the Filipino Veterans Recognition and Education Project (FILVETREP)

Wreath-laying ceremony during the 74th Bataan Day Commemoration held at the World War II Memorial, National Mall on 08 April 2016

said during the symposium. Earlier before the reception, a wreath-laying ceremony was held at the World War II Memorial, led by Minister Patrick Chuasoto and MGen Delfin Lorenzana, Head of the Office of Veteran Affairs, along with the WWII Veterans, Philippine Embassy personnel, and Fil-Am Community of

Metro DC. A documentary on the Filipino WWII veterans entitled “Duty to Country” was also shown during the symposium, followed by a brief discussion on the Rescission Act of 1946 and its lasting effect on WWII Filipino Veterans by MGen Delfin Lorenzana.###

Hyundai earns two Best Value in America Awards from Vincentric FOUNTAIN VALLEY, Calif., Apr. 5, 2016 – Two Hyundai vehicles, the 2016 Veloster and 2016 Elantra, have been named Best Value in America Award winners from Vincentric, the automotive research firm specializing in automotive cost of ownership. 2016 marks the fourth year in a row that Veloster has received this award, and the second year that the Elantra has been named to the list. “As a four-time winner of the Vincentric award, the Veloster has a strong history of performing well in our awards analysis, delivering a low cost-of-ownership package that helps provide high value to consumers,” said David Wurster, president, Vincentric. “The Elantra similarly delivers class-leading value, is fuel efficient and inexpensive to maintain, offering drivers exceptional value for the money.” The Vincentric Best Value Awards measure ownership costs in eight

different areas: depreciation, fuel, insurance, financing, repairs, fees and taxes, opportunity cost, and maintenance. Using a model level analysis, the company ranks vehicles based on their expected cost of ownership, considering annual driving mileage and driving experience. The Best Value in America awards identify vehicles with lower than expected total cost of ownership versus the competition. “Receiving this award is testament to Elantra and Veloster delivering on Hyundai’s promise of safety, technology, style and value,” said Mike O’Brien, vice president, corporate and product planning, Hyundai Motor America. “With the introduction of our all-new 2017 Elantra, we hope to continue the vehicle’s momentum as one of our best-selling nameplates and confirm Elantra as the leader in the compact car category.” The Veloster lineup offers convenience, safety and performance for

Not everyone enjoys poring over used-car classified ads to find that hidden gem. Even our experts find the hunt through bad cars to be the worst part of the buying experience. An easier solution: Simply determine your budget and choose a vehicle from our lists of the best used cars. We dug through years of test data and hundreds of thousands of survey responses, and cross-referenced those metrics with the availability of electronic stability control, a lifesaving safety feature. The best of the best used car models can be accessed at consumerreports.org.. Each model performed well in our road tests when it was new and had above-average reliability for the model years shown. In addition, each vehicle offered ESC as a standard or optional feature. We also included a list of used cars you should avoid considering because they proved to be particularly troublesome and unreliable. Of course, even for used cars we recommend, there can be stinkers – due to a bad day at the factory or a former owner who didn’t care much for car maintenance. Before you buy, make sure to pay for a thorough inspection by a certified mechanic, so there are no surprises down the road. But there is a much better way of buying a used vehicle. And all you have to do is get down to Cars 911, where all used vehicle have been checked and re-cheked before they even go to the lot. Fil-Am Nash Jimenez: A ‘driving force’ at Mercedes-Benz of West Covina By Angel Tahimik

“Everyone is expecting for a better car but they are not willing to put their reservations aside and consider getting a car that may be pricey, but with exceptional benefits that far outweigh its cost.” This was Nash Jimenez’s first statement. He is the Fleet Sales Manager of Penske Mercedes-Benz in West Covina. “I have been selling cars half my life. I started in 1993 but it still feels like yesterday. Mercedez-Benz

2016 Nissan Sentra achieves Top Safety Pick Plus rating IIHS NASHVILLE, T e n n . – Today the Insurance Institute for Highway Safety (IIHS) upgraded the 2016 N i s s a n Manuel Lava Sentra to its highest rating of “Top Safety Pick Plus” when equipped with optional Forward Emergency Braking technology. The Sentra had previously held the agency’s Top Safety Pick designation prior to IIHS confirmation of the required front crash prevention technology performance. For this year, IIHS has tightened its standards by requiring a “Good” or better rating in all five of the crashworthiness categories to earn a “Top Safety Pick” and making an available front crash prevention system mandatory for all awards. To earn the IIHS “Top Safety Pick Plus” designation, a vehicle must earn a “Good” or better on all five crashworthiness categories and also receive an “Advanced” or “Superior” rating for front crash prevention. “Nissan is proud to have another of our core vehicles recognized by IIHS for vehicle safety,” said Michael Bunce, vice president, Product Strategy and Planning, Nissan North America, Inc. (NNA). “Nissan has the safety and security of Nissan vehicle owners and their passengers as its top priority, so we are glad to see our long-term investment in safety showing results in these latest IIHS tests.” Sentra joins the 2016 Altima, Maxima and Murano in earning the IIHS Top Safety Pick Plus rating. Forward Emergency Braking is available on 2016 Sentra SR and SL models equipped with the optional Technology Package. Nissan Murano named U.S. News & World Report’s ‘2016 Best 2-Row SUV for Families’ If you have been desiring to own a new Nissan vehicle, come down to Nissan Mission Hills and check out our kababayan Manuel Lava of Nissan Mission Hills. So what are you waiting for? Schedule a Test drive on the vehicle of your choice at Nissan of Mission Hills. Call Manuel at 1-888-588-7635 and test drive a Nissan vehicle today! is a different breed altogether since it is a luxury car but that it is worth the price. Unfortunately, everybody has misconceptions about owning a luxury car. And that is where I come in,” says Nash. As a car enthusiast, Nash considers his job at Penske Mercedez-Benz as a challenge. He says dealing with family cars has been a fruitful experience for his clients as his customer service never waned, but his transition to a luxury line (of cars) would be like proving to himself that he can still arrange great deals regardless of the type of car. According to Nash, he wants to offer the same level of expertise and customer service in making great deals for his clients to get them – this time – a luxury car. He said, “It’s like giving back to my customers by changing their impression about luxury cars. You will be paying almost

the same for a top-of-the-line car of another make, but getting the most advanced technology. I want my loyal clients to experience that. They deserve to know the truth about owning a luxury car.” It was an eye-opener for this author as I get a crash course on luxury cars from an empathetic car expert who’s been highly recognized in car sales and dealership. His reputation in arranging the best car deals and converting a “car window-shopper” into a car owner is his legacy. When asked, “what makes him good a salesman”, he said: “Sell-

ing is easy. It is serving your customers that makes a lasting impression. I take it upon me to educate them and make their buying experience a memorable one.” Buying a car is one of the major decisions one will make in his lifetime. If he’s lucky, he will meet someone who is willing to break misconceptions to serve his customers. Someone like Nash Jimenez.
