MANILA, July 21 (PNA) – Presumptive Senate President Aquilino ‘Koko’ Pimentel III is expecting President Rodrigo Duterte to push the shift of the form of government to federalism in his first state of the nation address (SONA) on Monday. ”I’m hoping to hear some priority legislative suggestions from president and the shift to federalism,” Pimentel said in a Senate media interview. Pulse Asia: President Duterte is most trusted official; gets 91% rating By Janice M. Cave

MANILA, July 20 (PNA) – President Rodrigo Duterte is the most trusted official in the land with a high 91 percent rating, latest survey results from independent pollster Pulse Asia show. According to the survey on trust rating of top national officials conducted from July 2-8, an overwhelming 91 percent express trust in President Duterte and “practically no one distrusting him.” Among the geographical

areas, the chief executive enjoyed the highest trust rating in Mindanao, where he hails, with 97 percent. He got 89 percent apiece in both Luzon and Visayas, while 92 percent in the National Capital Region. Meanwhile, 62 percent of those surveyed expressed trust on Vice President Leni Robredo. Tax liens can be stripped off in reorganization proceedings (Chapter 13) to the extent that the lien does not attach to equity in property. Tax liens can’t be avoided in Chapter 7 on the grounds that they impair exemptions; if the tax is dischargeable in the Chapter 7, the bankruptcy court can determine the amount of the lien that is secured at the time of the filing. Payment of that sum entitles the debtor to the release of the lien. We have successfully negotiated the release or modification of wage and bank levies by the Internal Revenue Service and State tax agencies like the California Franchise Tax Board (FTB) for some of our clients, but not all will qualify. Likewise, we have also been successful at convincing the Internal Revenue Service and State tax agencies to remove erroneous tax liens filed against some clients which had prevented them from buying or refinancing a residence. However, this can take time, and a lot of patience. Federal and State tax laws generally allow the government to involuntarily collect from you taxes, penalties, and interest they claim you owe without a Court order or judgment. Although the primary method of collection is placing a tax levy on the wages and bank accounts of a taxpayer, occasionally they will also seize an automobile, retirement account or real property. Wage levies, particularly those imposed by the Internal Revenue Service can be financially devastating as they force the employer to turn over most of the wages of the employee to the Internal Revenue Service. In most cases, the issuance of a tax levy can be often avoided if the Internal Revenue Service or State tax agency can be contacted in time. Although the case is generally made more difficult once a levy is in place, it is still possible to negotiate a levy release or modification. Tax liens appear on the credit report of the taxpayer and are generally filed in various counties in order to secure the claim of the government against any property owned by the taxpayer. Tax liens are particularly problematic if you own any real property including your residence or you are trying to obtain any type of loan. While tax collection laws do give the government broad powers, taxpayers have been given a number of rights, including the right to a

Court hearing if it is believed that the collection action being taken by the Internal Revenue Service is illegal or unfair. However, the right to a hearing is subject to very strict time and procedural constraints. If you have received a notice that your wages or bank accounts have or will be subject to levy by the Internal Revenue Service or State tax agency like the California Franchise Tax Board, you should call our office. We may be able to help you negotiate a payment plan and avoid a crippling seizure of your bank held assets. While income taxes generally can be dischargeable in Bankruptcy, they must meet a complicated sets of rules, to determine eligibility. These rules govern if and when an income tax can be discharged. There are also Bankruptcy alternatives like the Offer in Compromise program provided by the Internal Revenue Service, which may be a better option than Bankruptcy. While It’s important to consider all options, it takes an attorney familiar with both tax strategies, as well as bankruptcy and non-bankruptcy alternatives to determine the best course of action available in your specific circumstances. For example, when to file bankruptcy is a major consideration if you owe dischargeable taxes. Filing for Bankruptcy even one day too early could render a tax debt non-dischargeable. Arroyo camp denies Duterte’s involvement in ex-President’s release

MANILA, July 20 (Mabuhay) – The camp of former President and incumbent Pampanga Rep. Gloria Macapagal-Arroyo on Wednesday debunked speculations that President Rodrigo Duterte had a hand in the dismissal of the plunder case against her. Macapagal-Arroyo’s lawyer, Lawrence Arroyo, said Duterte was not involved in the Supreme Court’s decision on the matter. “Walang kinalaman at all si Pangulong Duterte sa pagpapabilis ng paglabas ng [desisyon sa] kasong ito,� he said. In a statement after the High Tribunal announced its ruling, the former president thanked Duterte “for allowing due prcess to take its course totally unhampered.� Before he took office, Duterte said the case filed against Arroyo over the alleged misuse of the P366 million intelligence funds of the Philippine Charity Sweepstakes Office (PCSO) does not have a solid foundation, and that she was denied a speedy trial. Duterte revealed that he had offered to pardon Arroyo once he assumed the post, but she declined. Atty. Arroyo said his client turned down Duterte’s offer because she was “not willing� to confess to the crime she was accused of. “Si Pangulong Duterte is a lawyer and he knows his laws. VP Robredo urges probe of extrajudicial killings MANILA, July 20 (Mabuhay) – Vice President Leni Robredo condemned Wednesday the spate of extrajudicial killings in the country recently, saying the Philippines should not foster a culture of fear. In a statement posted on her website, Robredo urged authorities to investigate the killings and bring those responsible to justice. “The rise in extra judicial killings is a call for all of us to uphold every person’s right to due process. The Presidential Communications Office said the President, Kerry and Foreign Affairs Secretary Perfecto Yasay Jr. will meet on July 26 to 27 in Manila. US State Department Deputy Spokesperson Mark Toner said they would discuss the “full range of our cooperation with the new administration.”

MANILA, July 19 (PNA) – A total of 303 Quezon City government personnel were found positive in recent drug testing, QC Anti Drug Abuse Advisory Council (QCADAAC) chairperson and Vice Mayor Joy Belmonte announced on Tuesday Topping the list were 172 barangay public safety officers (BPSO) or “tanods” have tested positive. The number forms part of the more than 300 barangay officials and employees which all tested positive for drug abuse based on the June 22, 2016 result submitted by QCADAAC. “This is very alarming considering that BPSOs are the force multiplier of the police in ensuring peace and order in our communities,” Belmonte said,. Aside from the BPSOs, also tested positive are two kagawads(village councilors), 52 street sweepers or ‘paleros,’ seven barangay health workers, 15 drivers, 15 utility work-

ers, 10 community brigade workers, 11 barangay staff, one member of the task force on youth development, three from the violence against women and children, eight from the lupon ng tagapamayapa (peace council) and seven fire volunteers. As of June 22, of the city’s total 142 barangays , 106 underwent the drug testing. The figure represents a completion rate of 74.64 percent. At the press conference, Belmonte disclosed that a sizeable amount of the supplemental budget of the city government would be set aside for the building of additional infrastructure for drug rehabilitation. According to Belmonte, the request for increased funding was necessary in order for the city government to effectively implement its drug treatment and rehabilitation program, including construction of additional rehabilitation centers for drug dependents in each of the city’s

six districts. She said the city government, through QCADAAC, was spending at least Php400 a day to rehabilitate a drug user. “This is a big investment for Quezon City,” the Vice Mayor said. Earlier, Quezon City Mayor Herbert Bautista unveiled the city government’s plan to build more rehabilitation centers to accommodate suspected drug personalities in the city who had agreed to voluntarily surrender to authorities and pledged to stop any involvement in the illegal drug trade. Belmonte also disclosed that the Department of Health (DOH) has already approved the request for additional beds at the Tahanan, or the QC Drug Treatment and Rehabilitation Center in Barangay Payatas. “Our request for additional 150 beds has already been approved by the DOH,” said Belmonte.

House introduces bill to stop H1-B Visa ‘abuse’ Legislation will stop companies from outsourcing American jobs VISTA, Calif. – Congressman Darrell Issa (R-Calif.) has announced a new, bipartisan legislation to stop the outsourcing of American jobs by companies abusing the H1-B visa program. H.R. 5801, the “Protect and Grow American Jobs Act,” led by Congressman Darrell Issa, is introduced with support from the entire San Diego Congressional Delegation, industry stakeholders, and immigration policy leaders including Congressman Lamar Smith (R-TX). “First and foremost, this bill is about protecting American jobs. The highskilled visa program is critical to ensuring American companies can attract and retain the world’s best talent,” Issa said in introducing the bill. “Unfortunately, in recent years,

this important program has become abused and exploited as a loophole for companies to replace American workers with cheaper labor from overseas. The bill we’ve put forward is simple, bipartisan and will go a long way to fixing one of the many problems with our broken immigration system.” From the other side of the aisle, Rep. Scott Peters (D-Calif.) said “Innovators across San Diego rely on high-skilled visas to maintain a talented workforce. To ensure these visas are available for those who need them, we need strong systems in place to prevent abuse and protect jobs for American workers. This commonsense fix updates our high-skilled visas to reduce abuse of the system and ensures a level playing field for American workers. Texas Rep. Lamar Smith said H.R. 5801 updates the H-1B visa program to protect the wages and opportunities of hardworking Americans.

The bill is designed to “close a major loophole in our high skilled immigration system,” according to Issa. Included in those changes were requirements for employers that had more than 15 percent of their employers on H1-Bs to file attestations that suitable American employees could not be found. Exemptions were also created for these employers to reduce the burden of the attestations if certain criteria were met. Two of these exemptions have been widely abused: The H-1B employee earns at least $60,000 annually The H-1B employee holds the equivalent of a master’s degree or higher. Because Masters degrees are often easily obtained by foreign workers and the $60,000 salary requirement was never indexed for inflation or updated, these two exemptions have allowed dependent companies to flood the H1-B lottery with applications and take up a disproportion-

ate amount of the visas that would otherwise go to highly skilled individuals that would not be working at dependent companies and would not displace American workers. The bill introduced by Reps. Issa and Peters eliminates the Masters Degree exemption and raises the $60,000 threshold to $100,000, making it much harder for firms to bring in workers at a salary that could undercut American jobs. The H1-B program was created by congress to help grow the economy by granting temporary visas to highly skilled individuals when employers could not find suitable employees in the American work force. Issa said “Over time, it became clear that some employers were abusing the system and disproportionately hiring foreign workers. To fix that, the law was changed in 1998 to put certain requirements on employers wishing to hire H1-Bs.”

Sandiganbayan issues hold departure order vs. ex-VP Binay, son Junjun MANILA, July 19 (Mabuhay) – The Sandiganbayan on Tuesday issued a hold departure order (HDO) against former Vice President Jejomar Binay Sr., his son, dismissed Makati mayor Jejomar Erwin “Junjun” Binay Jr. and 19 others in connection with criminal cases over the allegedly anomalous construction of the P2.28-billion Makati parking building. The Sandiganbayan Third Division’s order bars the two Binays and the other respondents in the cases from leaving the country except when there is prior approval from the anti-graft court.

The court directed the Bureau of Immigration to include the names of the Binays and the other respondents in the bureau’s Hold Departure List. “This Court, in the exercise of its inherent power to use all means necessary to carry its orders into effect, more specifically, to preserve and maintain the effectiveness of its jurisdiction over the case/s… Hereby orders the Commissioner of the Bureau of Immigration to hold departure from the Philippines of the above named accused,” a copy of the HDO read. Separate set of HDOs was issued

for each charge against the respondents in connection with the Makati parking building anomaly. Daniel Subido, lawyer of Binay, said that the HDO has no effect on the cases being heard by the anti-graft court against his client. “A Hold Departure Order is a necessary consequence of the mere filing of an Information in the Sandiganbayan. It is applicable to all,” Subido said. “We are confident that these frivolous cases will be dismissed,” he added. Binay Sr. is facing four counts of graft, nine counts of falsification of

public documents and one count of malversation of public funds in connection with the anomaly. The younger Binay, meanwhile, is facing two counts of graft and one count of malversation as co-accused of his father. These are apart from the graft and falsification of public documents cases that the Office of the Ombudsman had filed against the younger Binay in February of this year as primary accused for alleged anomalies in Phases IV and V of the construction of the Makati City Hall Building II also referred as the Makati Parking Building.

Third Coast Guard cutter delivered to the PHL Navy

ALAMEDA, Calif. – A ceremony today in Coast Guard Base Alameda authorized the transfer of a third decommissioned Coast Guard cutter to the Philippine Navy as part of the Excess Defense Articles program. Rear Adm. Joseph M. Vojvodich, the Coast Guard’s Assistant Commandant for Acquisition and Chief Acquisition Officer, the presiding official, andRear Adm. Bayani Gaerlan, Commander Philippine Fleet, both signed the transfer documents that officially released the Coast Guard cutter to the Philippine government. The former San-Diego based Cutter Boutwell was christened into Philippine frigate BRP Andres Bonifacio prior to the ceremonial crew swap. “The Coast Guard is saddened that this cutter is no longer with our fleet, but we are also proud to send it on a new mission in the service of a great nation, under the capable watch of professional sailors and close friends,” said Vojvodich. “This storied ship will continue to execute vital maritime missions for the Republic of the Philippines; an important ally, as a trading partner, and as a compatriot in the struggle to preserve freedom of the seas to protect life at sea, and to combat

global terror.” Today’s ceremony marked the third delivery of a high-endurance Coast Guard cutter to the Philippine government. The two other decommissioned cutters were the San Diego-based Hamilton and Charleston, South Carolina-based Dallas. Under the EDA program, assets no longer needed and declared excess by the U.S. Armed Forces may be offered at reduced or no cost to eligible foreign recipients on an “as is, where is” basis in support of U.S. national security and foreign policy objectives, under authorities established in the Foreign Assistance Act of 1961 and the Arms Export Control Act. Typically, EDA is transferred to support U. S. allies in their modernization efforts and to assist Latin American and Caribbean nations in their counter-narcotics programs. In Boutwell’s case, the cutter is an $8 million grant, but the Philippine Navy is investing $16 million to modernize and outfit the cutter in the U.S. as part of the transfer program. The U.S. Coast Guard also benefits from the transfer by saving over $12 million in ship disposal costs. Both nations benefit by improving maritime safety and security mission capacity in the international waters surrounding the Republic of the Philippines. Boutwell was decommissioned March 16 at San Diego after 48 years of service to the nation. Boutwell is the third and longest-serving cutter named after the former Secretary of the Treasury, George Sewall Boutwell.

Pinoy talents win top award in ‘Olympics of performing arts’ Poor boys from Philippine slums save team By Abner Galino

(City of Long Beach) THE Philippine team lived up to its billing as a powerhouse team in the “Olympics of the performing arts,” -- - officially known as the World Championships of the Performing Arts (WCOPA) -- held here in the city of Long Beach in California, USA. The Philippine team won the competition’s senior division highest award dubbed as the “Grand Champion Performers of the World.” A young vocalist from the US, Alexander Pantoja, bagged the WCOPA junior division’s Grand Champion Performer of the World award. A 12-man dance group called Jr. New System (JNS) bagged the top award for the Philippines with its humorous yet spine- chilling hip-hop dance routine.

Gerry Mercado, WCOPA-Philippines national director, expressed his adoration for the dance crew and to the entire pool of Filipino talents. “During the semi-finals, kinakabahan na kami. You know we really wanted to take back our crown. We have not won these top award for the last two years,” Mercado recalled. The key for the JNS’s win, Mercado said, was the difficulty and ingenuity their choreography. “I think they were able to show that they were just more than dancers. Hip-hop group or dance group is common. But 11 boys in high heels, stillettos -- - dancing and doing acrobatics is difficult. I think that’s what make them stand out tonight,” Mercado said. JNS manager and artistic director Marcial T. Visda also praised his wards for not succumbing to the

PHL featured indigenous products at the IFAM in Sta. Fe, New Mexico For the past three years, the Philippines has participated in the annual International Folk Art Market (IFAM) held in Santa Fe, New Mexico. This year, it was held on Jul 8 - 10, 2016. The annual event was the largest celebration of folk art worldwide. Its mission is “to celebrate and preserve living folk art traditions and to create economic opportunities for and with folk artists worldwide.” The annual IFAM in New Mexico featured colorful and beautiful handmade crafts worldwide, that showcased centuries-old traditions and customs of various indigenous cultures and identities. At a recent press conference held at the Philippine Consulate on Tuesday, July 5, 2016, the Philippine delegation to IFAM featured Philippine products such as the bayong sinuluyan baskets of the Mangyan tribe of Mindoro, the tapis of the Kalinga tribe, the hinabol of the Higanon tribe of Bukidnon and the tingkep baskets of the Pala’wan tribe of Palawan. Mangyan basket weaver, Selma Ayim from Oriental Mindoro was the featured artist, who spoke on her life as a basket weaver. She is a single mother who tends to her three children in the morning, sells her wares in the market on mid-day and weaves her baskets when she comes home in the afternoon until late in the evening. Selma’s diligence and strength in entrepreneurship, enables her to now play an active role in co-managing a group called SAKAHAMA (Samahang Kababaihan Hanunuo Mangyan), an organization of Mangyan Hanunuo women. This is a group which provides Mangyan women with higher stature in the community. These women now recognize that their roles are no longer limited as homemakers but they are now slowly taking initiatives to strengthen their organization, while at the same time engaging in enterprise development. In her own brief speech, Selma is grateful with her involvement in Sakahama’s community enterprise program, as she is now able to send her children to school, thus giving her the strength and stability in her personal and social life in the community. The Philippine delegation was sponsored by a non-government organization called Non-Timber Forest Products (NTFP) and its marketing arm, Custom Made Crafts Center, Inc. (CMCC).

What to do with conditional greencard status in troubled marriages Marriage for many persons is the culmination of one’s life. Getting married signifies the beginning of a new phase in life, both socially and economically. For those persons who lack permanent residency in the United States and have married a United States citizen, marriage also presents an opportunity to obtain permanent residency. However, although the opportunity to obtain permanent residency arises in such situations, one must be aware of and comply with procedures in existence to obtain such status. Due to concerns that persons were becoming married to United States citizens merely to obtain permanent residence status, a two-step procedure under the Immigration Marriage Fraud Amendments of 1986 (IMFA) was set up to ensure such status was given to those only in marriages that are bona-fide and not entered into simply for immigration purposes. Under step one of the procedure, if a person is petitioned by his/her U.S. citizen spouse within 24 months after becoming married, that person is given only conditional permanent residence. Such conditional permanent residence status lasts for two years from the date on which it is

granted. Step two of the procedure involves the removal of the conditional label to permanent residence status. Removal of the conditional label is initiated by filing an I-751 Joint Petition to Remove Condition to Permanent Residence (“Joint Petition”). The Joint Petition provides an opportunity for the United States Citizenship and Immigration Services (“USCIS”) to inquire as to the legitimacy of the marriage after conditional permanent residence is granted. Accordingly, documentation evidencing that the marriage was entered into for bona-fide reasons should be submitted as part of the Joint Petition. The Joint Petition must be filed with the USCIS service center in the 90 days immediately prior to the second anniversary of the granting of conditional permanent residence. Typically, upon the filing of the Joint Petition, a one-year extension

of the conditional permanent residence is granted. The extension affords the USCIS time to schedule an interview with the person seeking permanent residence, and to make a determination as to whether unconditional permanent residence will be granted for a ten-year period. In cases in which documentation submitted as part of the Joint Petition clearly show that the marriage is bona-fide and not merely for immigration purposes, INS may approve a Joint Petition without an interview. The procedure described hereinabove applies in situations where the marriage has not been terminated. Often, the Joint Petition cannot be filed or approved because the marriage, although bona-fide when entered into, has been terminated by divorce. May aliens become threatened of falling out of status once their marriage is in trouble because the spouse often refuse to cooperate or has filed a divorce petition. In such cases there is still hope and the prospect of obtaining unconditional permanent residence status still remains. A waiver of the joint petition requirement may be sought in such cases. Homeowner files last minute Chapter 13 without credit counseling 13 as load mod is denied

Client is 59 and single. He has a decent job where he makes $4K a month gross. He doesn’t owe any credit card debt. He only owes 3 secured debts. He owes a mortgage on his house for $400K plus he has arrears of $83K on this mortgage. His mortgage payment is $2K a month, which means that he has not paid his mortgage for 41 months or 3 ½ years. He tells me that he has been working with a non-profit consumer advocacy group (whatever that means) to get the bank to give him a loan modification on his mortgage. Apparently, he’s been trying to get the loan modified since 4 years ago and received multiple prior denials. This explains why he hasn’t paid his mortgage for 4 years. Finally, the bank sets the foreclosure sale date for July 6, 2016. Whoever he is talking to at the non-profit consumer advocacy group tells him that he has to file a Chapter 13 to stop the foreclosure on July 6. Unfortunately, he is not told that he has to do credit counseling first before he can file for Chapter 13. On July 1, without a lawyer, he files his incomplete emergency Chapter 13 petition. The clerk looks for the credit counseling certificate and he says he doesn’t have one. Nevertheless, the clerk accepts the incomplete petition, which doesn’t have credit counseling, and has no schedules and gives him a list of deficiencies that have to be filed within 14 days otherwise his case will be dismissed. So today, he ends up in my office and asks me to take over the case as his lawyer. Although I agree to help him out, I had to explain to him that he has to give a satisfactory explanation to the court why he did not do credit counseling before he filed his

case. If the court believes that the facts he alleges amount to exigent circumstances, the court may let him proceed with the case. Otherwise, his case will be dismissed for lack of pre-filing credit counseling. On the other hand, if client had a disability that prevents him from taking credit counseling, he would be exempt from requirement. Although client is legally blind, that may not qualify as a disability to exempt him from the requirement to take the course because this course is also given over the phone. To be sure, many judges do not consider a foreclosure an exigent circumstance because the foreclosure process takes at least four months to complete before the house can be auctioned off in a non-judicial foreclosure proceeding. In any event, aside from explaining why he did not do credit counseling within 14 days from filing date, client still has to do credit counseling within 30 days from filing date assuming the court agrees that he was faced with exigent circumstances that prevented him from doing credit- counseling pre-filing. As you can see, you have to go through a lot of hoops if you don’t do credit counseling pre-filing so why even get into this dire situation in the first place. Therefore, make sure you do credit counseling first before you file for bankruptcy, any kind of bankruptcy so you don’t have this kind of problem to deal with. And avoid filing

The other client is 70. He owes $35K of credit card debt. According to him, he is “sick� of paying for these cards. He has been paying for 20 years. He has been paying $1K a month for 20 years. He has paid only $240K in the last 20 years! But he still owes the same $35K! But he is now 70 and living on social security, which is less than half of what his salary was. Caregivers: are you receiving overtime pay? Under California law most caregivers must be paid overtime compensation when working 24hour shifts. With the increase in California’s minimum wage to $10 an hour on January 1, 2016, that means a 24hour caregiver must be paid $315 a day to comply with the current law. Many caregivers are working under a day rate or monthly salary. A day rate or monthly salary does not compensate for the overtime hours worked and results in a substantial unpaid overtime claim for the caregiver. Oftentimes, employers attempt to avoid liability by claiming the caregiver is an “independent contractor.� In most circumstances, this argument will fail as typically employers maintain significant control over the caregiver such that that California law will find the caregiver to be an employee. This change in the overtime rules for caregivers became effective on January 1, 2014, when the Domestic Worker Bill of Rights (DWBR) became law. Previously, employees who qualified as “personal attendants,� including caregivers, nannies and babysitters who worked in private households, were The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants, “shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives one and one-

half times the employee’s regular rate of pay for all hours worked over nine hours in any workday and for all hours worked more than 45 hours in the workweek.â€? So now caregivers, nannies and babysitters (with limited exceptions) must be paid overtime compensation. Under Labor Code § 1194, domestic workers are not only able to recover their unpaid overtime in a civil action, but they also may recover reasonable attorney’s fees and costs. California law also provides interest and penalties for workers who are not properly paid overtime compensation. If you are working as a caregiver who is not paid overtime when working more than nine hours a day or 45 hours a week, you should consult with an attorney to discuss your rights under this law. Someone calls you a “thief� in front of your friends. Or someone publishes in a newspaper that you were overcharging for your services to your customers. Or that you have a sexually transmitted disease. Such statements most likely cause you shame, harm and suffering. If such statements were not true, then you might be entitled to recover damages in a civil lawsuit. Defamation of character occurs when someone makes a false statement about you that causes you some type of harm. The statement must be published (meaning some third party must have heard or read it), it must be false, and it must result in harm, usually to the reputation. There are defamatory statements where harm to reputation is pre-

Piñol: PHL must achieve rice sufficiency

KORONADAL CITY, July 20 (PNA) – The Philippines should be rice self-sufficient in the next two years to be ready against the adverse effects of climate change, Agriculture Sec. Emmanuel Piñol said. Piñol said climate change makes everything unpredictable for Philippine agriculture, thus every farmer must be prepared. “We need to attain rice sufficiency in the next two years and achieve buffer stocks for rice six months before the Duterte administration ends,” Piñol told local officials in his speech during South Cotabato’s 50th foundation anniversary. Piñol, Interior and the Local Government Sec. Ismael Sueno and Sec. Delfin Lorenzana, both from South Cotabato, were guest speakers. “We do not know when the next El Niño would hit us. How long it would hit us? How wide the area would be?,” Piñol asked. In a worst case scenario, Piñol asked, if Thailand, Vietnam and Cambodia will experience severe drought, where would the Philippines import rice? The DA chief said rice sufficiency can be achieved with the government providing necessary assistance to farmers. “We will support the farmers by providing free seeds and free fertilizers for the next cropping terms,” he said. Piñol reminded farmers that they should deposit in a bank the equivalent amount of the production inputs given to them by the department so that when the next cropping season begins, money is readily available to buy seeds and fertilizers. He also urged local governments to determine the total rice production in their area for the agency to know the number of bags of production inputs will be given to them in 2017. “If we need to put up a communal irrigation project there, we will do that. If you need water pumps as well as pre-harvest and post-harvest machine, we will give you that,” he said. Piñol said that DA under his management will veer away from building huge irrigation projects worth billions of pesos which he said have been causing detrimental effects to the environment. A multi-billion peso Malitubog-Maridagao irrigation project in North Cotabato has been causing huge amount of budget and yet it was not producing enough irrigation the farmers need. “When President Duterte appointed me as his Agriculture Secretary, he has only two mandates. First, to stop corruption in the agency and ensure that there is affordable and available food for every Filipino,” he said. Piñol was convinced there were corruption cases in the DA. “If there’s no corruption in the DA there will be enough funds for everybody since the agency is one of the departments given with huge budget allocation annually,” he said. On his way to General Santos City on the same day, he found more than PHP100 million worth of equipment stockpiled and rusting in DA-12 compound in Tupi, South Cotabato. He has ordered a probe into the failure to distribute the equipment to farmer beneficiaries.

It is now the drug addicts and peddlers of illegal substances and petty criminals who are afraid to roam the streets of Metro Manila for fear of being liquidated by vigilantes or police officers allegedly given “blanket” authority by President “Digong” to shoot on site criminals and drug lords. Because of the remarkable improvement in the peace and order situation in Metro Manila, the favorable trust ratings of President Duterte keep soaring up. People are excited to hear and listen what President Duterte will say on his first address to the nation next week. For the first time in so many years, the voting public made a good choice of electing the best candidate to be their president for the next six years. I just hope that Duterte, who is 70 years old, will complete his six-year term and won’t suffer from any illness or accident that can that short. It would be a great loss to the Philippines as well as to the millions of Filipinos who elected him if something happens to him while serving as chief executive.

The Duterte administration made the right decision to detail some members of the PNPSAF as jail guards at the Muntinglupa National Penitentiary to deter the unabated illegal drug smuggling inside the correction facilities. Despite being incarcerated inside the Muntinglupa Bilibid Prison, high profile drug lords such as Peter Go, Jayvee Sebastian and Herbert Colangco and company were able to do their illegal drugs business despite the huge number of jail guards present in the penitentiary at all times. I’m sure all these jail guards, as well as their wardens, were in the payroll of these drug lords. No wonder, the “staged” raid conducted by then Justice Secretary Leila De Lima before the May 9 elections, yielded huge amounts of money, firearms, ammunitions, sophisticated cell phones and drug paraphernalia from the inmates. With the posting of members of the PNP-SAF as jail guards, the smuggling of illegal drugs will be minimized to a great extent, if not, totally eradicated.

PNP Chief General “Bato” de la Rosa should pursue an aggressive investiga-

tion about a report that a high profile drug lord contributed P50 million to a defeated presidential candidate during the May 9 national elections. There were also reports saying that a high profile drug lord is willing to come out in the open to testify against the five police generals implicated recently by President Duterte in the illegal drugs business.

Vice President Lenny Robredo is now very active in making sure that she will be in the news from time to time. Her PR people are doing a good job of making a “make-over” on her public image. During her years as a Congresswoman representing a district in Camarines Sur, Robredo is one of the few members of the lower house who have been typecast by the media as members of the “silent majority.” They said Robredo, during her stint in the lower house, seldom participated in debates regarding important bills needed to pass to improve the lives of poor Filipinos. It was reported that Robredo seldom spoke inside the session hall. Although she was very active in helping her constituents in her district in the Bicol region, I doubt it if she was able to sponsor even one bill during her tenure in the lower house. She was seen as a very demure and honest-to-goodness politician without any ambition but to serve her constituents in Camarines Sur. She got lots of media mileage by reportedly taking taxicabs whenever she goes to the Batasan Pambansa building. Robredo also got lots of praises when her picture showing her dressed in jeans and waiting for a bus ride going back to Bicol in a dimly-lit gas station in Makati went viral. However, there were reports that the bus which usually picks her up in the gas station is actually owned by her family. This is a good publicity gimmick done by her PR staff. It is hard to believe that a woman, particularly a Congresswoman, will risk her life standing all by herself in a dimly lit gas station waiting for a chance that she might get a ride from a public utility bus late at night. I find this hard to believe. But majority of Filipinos always root for the underdog and those who portray themselves as incorruptible. While known for being soft spoken, simple in her choice of dress to wear during her stint in Congress, Robredo is now the exact opposite of herself of what she used to be. She is now an outspoken person, always ready to comment on anything from alleged police brutality and the rampant killings of suspected drug peddlers and addicts and the possible violations of constitutional rights of these victims in the hands of the police. One of these days, she will cross swords with President Duterte and she will be sorry for questioning the policies of Duterte regarding the proliferation of drugs in the Philippines.

Dureza: Peace roadmap to pave the way for federalism MANILA, July 19 (PNA) – In a meeting in Malacañang on Monday, President Rodrigo R. Duterte approved the new “Roadmap to Peace” that will address issues with various rebel groups, Presidential Adviser on the Peace Process Jesus Dureza announced during a press briefing on Tuesday. Work on a proposed Bangsamoro enabling law will be done simultaneously with the effort to install a federal system of government, Dureza said, adding that the mechanism is aimed at setting up a federal state of the Bangsamoro and will proceed towards a nationwide federal setup. “This will cover our engagements with the Bangsamoro and the CPP-NPA-NDF, and then, of course, our effort to do closure to the

agreements with the other rebel groups like the Cordillera People’s Liberation Army and the RBB,” Dureza said. Under the Duterte administration, the peace process with communist and Muslim rebels will not only be inclusive and committed to all signed peace agreements, but will also be consistent with planned reforms. “We are now in the process of implementing the peace agreements that have been signed, first, in 1996 with the Moro National Liberation Front of Nur Misuari; then, we have the recent CAB or the Comprehensive Agreement for the Bangsamoro with the MILF; and, of course, we have also to deal with the governance unit called the Autonomous Region for Muslim Mindanao covered by Republic Act 9054.

New anti-HIV vaccine presented at 2016 International AIDS Conference DURBAN, July 20 (PNA/Xinhua) – Current and forthcoming studies of vaccines to prevent HIV infection were presented at the ongoing 21st International AIDS Conference (AIDS 2016) in Durban. These included information on advances in the development of novel vaccines, and in the field of antibody mediated prevention (AMP), it was revealed at the conference on Tuesday. Interim immunology results open the way for the first major HIV vaccine efficacy study in seven years, scientists say. Participants at AIDS 2016 heard results from the HVTN 100 study, conducted by the US-based HIV Vaccine Trails Network (HVTN) in partnership with South African research sites. HVTN 100 tested the immune responses of South African study volunteers to a modified version of the RV144 regimen, the only HIV vaccine regimen to show efficacy to date. The original RV144 vaccine reduced the HIV infection rate among study participants in Thailand by 31 percent over 3.5 years. “HVTN 100 used the same vac-

cines that RV144 tested, but made them specific to the Clade C subtype of HIV, which is widespread in Southern Africa. We also changed the adjuvant used with one of the vaccines, with the goal of eliciting a more powerful immune response, and added a booster injection to prolong the period of protection,� said HVTN 100 Protocol Chair Linda-Gail Bekker, who is also Deputy Director of the Desmond Tutu HIV Centre in Cape Town and International AIDS Society President-Elect. HVTN 100 provides the green light for a Phase III efficacy trial on the modified RV144 regimen. 611 sick in US Salmonella outbreaks linked to live poultry: CDC WASHINGTON, July 20 (PNA/Xinhua) – At least 611 people have been sickened and one died in eight separate multistate outbreaks of human salmonella infections linked to live poultry in backyard flocks this year in the United States, the US Centers for Disease Control and Prevention (CDC) said Tuesday. “The investigations this year involve the largest number of sick people linked to live poultry that we’ve seen, with the second highest being in 2013 at 579 illnesses,� the CDC said in a statement. “These outbreaks serve as a reminder that all live poultry can carry Salmonella bacteria, even if they look healthy and clean.� The eight outbreaks linked to live poultry such as chicks and ducklings were reported in 45 U.S. states and illnesses started on dates ranging from Jan. 4 to June 25. Among the 611 people infected, 138 people were hospitalized, and one death was reported, but salmonella infection was not considered to be a cause of death, according to the CDC. In addition, 195 ill people were children five years of age or younger. The US agency advised that people always wash their hands thoroughly with soap and water right after touching live poultry or anything in the area where the birds live and roam. It also advised people not to let children younger than five handle or touch chicks, ducklings, or other live poultry without adult supervision and also not to let live poultry inside the house. “These outbreaks are expected to continue for the next several months since flock owners might be unaware of the risk of Salmonella infection from live poultry or participate in risky behaviors that can result in infection,� the CDC said. Most people infected with Salmonella develop diarrhea, fever, and abdominal cramps between 12 and 72 hours after infection. The illness usually lasts four to seven days, and most individuals recover without treatment, but in some cases, diarrhea may be so severe that the patient needs to be hospitalized.

Grilled Meatballs and Zoodles Servings: 4 Meatballs 1 pound organic ground turkey or grass-fed ground beef 1 cup organic kale, finely chopped 1/2 cup crushed brown rice crackers 1 egg 1/4 teaspoon red chili pepper flakes 1/4 teaspoon sea salt non-stick cooking spray Salad 4 medium zucchini 2 cups organic cherry tomatoes, chopped 1/4 cup shaved Parmesan cheese 1/4 cup Nakano Rice Vinegar – Natural or Nakano Organic Rice Vinegar – Natural 2 tablespoons extra-virgin olive oil sea salt, to taste black pepper, to taste Heat grill to medium. In large mixing bowl, combine ground meat, kale, crackers, egg, chili pepper flakes and salt. Use hands to form mixture into 12 balls. Refrigerate 30-60 minutes to help meatballs set. Mist meatballs with non-stick cooking spray and place them on grill. Grill each side 3-4 minutes, using tongs to flip to sides that haven’t been browned yet. Meatballs should reach internal temperature of 165 F. Using vegetable spiralizer, create zucchini noodles. Toss zucchini with tomatoes, Parmesan, vinegar, olive oil, salt and pepper. Serve each zoodle plate with three meatballs. Nutritional information per serving: 350 calories; 20 g total fat; 6 g saturated fat; 240 mg sodium; 14 g carbs; 3 g fiber; 6 g sugar; 32 g protein.

The Museum of Natural History

Fernandez, Consul General of the Philippines, District of Columbia represented their agencies at the signing. The agreement renewed a collaborative partnership with the Philippines to provide information, guidance and access to education and training resources for Filipino nationals working in Georgia. The consular section of the Philippine Embassy in the District of Columbia and the department’s district and area offices will work together to develop ways of communicating information to both workers and employers to make them aware of the rights and responsibilities of all parties under the OSH Act, the Fair Labor Standards Act, the Migrant and Seasonal Agricultural Worker Protection Act, H-2A and H-2B programs. According to assistant district director, Sung Kim Chu of the Wage and Hour Division, “the agreement allows for a collaborative effort to deliver education and training on the laws enforced by the Wage and Hour Division.
