‘Change must start with us and in us’ – Duterte By Ma. Cristina C. Arayata

MANILA, June 30 (PNA) – His slogan during the last presidential campaign was “Change is coming” and most of the Filipino people are now waiting for it for the good of the country. In his inaugural speech in Malacanang as the 16th President of the Philippines on Thursday, President Rodrigo Roa Duterte noted that “change must start with us and in us.”

He emphasized that the ride will be rough, but he encouraged everyone to join him in the journey towards a brighter future. See DUTERTE, page 10

Duterte, Robredo sworn in as President, Duterte admin looks at cable cars Vice President in separate inaugurations to solve Metro Manila’s gridlock By Benjamin Nathaniel T. Bondoc and Jelly F. Musico

MANILA, June 30 (PNA) – The former mayor of the southern city of Davao, Rodrigo Roa Duterte formally took his oath on Thursday noon as the Philippines’ 16th chief executive. Duterte replaced outgoing Pres. Benigno Aquino III who arrived around 10:25 a.m. in Malacañang. The two met for over 30 minutes at the

President’s Hall Sala before Aquino was given departure honors at the Palace Grounds. After the final military honors highlighted by 21-gun salute was given for Aquino, the incoming and outgoing leaders of the country talked again very briefly before Duterte escorted his predecessor to the vehicle that brought Aquino to his residence at Times Street in Quezon City. Arbitration court to rule on South China Sea case on July 12

BRUSSELS, June 30 (PNA/Kyodo) – The Permanent Court of Arbitration in The Hague said Wednesday it will hand down its ruling on conflicting claims in the South China Sea on July 12. The United Nations-backed tribunal will decide on the case brought in January 2015 by the Philippines, which asserts that China’s claims to most of the South China Sea violate the U.N. Convention on the Law of the Sea. Many experts believe the ruling would be unfavorable for China. China has said it will not accept arbitration on the South China Sea issue and that any disputes should be settled bilaterally by the countries involved. The disputes involve not only China and the Philippines, but also Vietnam, Malaysia, Taiwan and Brunei. Beijing has recently stepped up island construction and militarization of outposts in the disputed waters See ARBITRATION, page 10

Life after bankruptcy According to government statistics, 1.664,000 Americans filed for bankruptcy between September 2010 and September 2011. What does this mean? It means you are not alone! For many, bankruptcy provides a second financial chance. Although a bankruptcy filing will stay on your credit record for up to 10 years, it need not be the dire problem some people seem to think. First, there are laws that forbid discrimination against you if you have filed bankruptcy. Second, providing you show consistent employment history and financial responsibility, you can rebuild your credit. Our office has the expertise to show you how. Filing for bankruptcy is not hard, It’s the time leading up to that decision that is hard. You worry about what people may think. You worry about whether you can ever get credit again. Can you ever buy a car, or a house? Can you refinance your home? How do you begin to rebuild your credit so that you can move forward? You need credit to get credit but who will give you credit and trust you. Don’t worry, it’s not as difficult as you may think. While filing bankruptcy is initially considered a negative on your credit report, since it lowers your fico score, it can also help you secure new credit. How is that, you may ask? That is because a bankruptcy on your credit report also sends another message. It tells future creditors that you do not owe any more unsecured debt. Your risk of collections and lawsuits on these items have been wiped out. It also shows that your debt to income ratio has improved significantly, since you (hopefully) still have employment income, but no debt. Furthermore, if a new creditor gives you credit, it cannot be discharged in a bankruptcy for a minimum of eight years. Bottom line, it’s easy to re-establish credit. Creditors know you cannot discharge debt again, but you can afford to service new debt. Creditors can also charge you more, because of the low fico score. There is a whole industry of banks, credit card programs and retail charge cards that are targeted to consumers discharged in bankruptcy. In fact, it’s an essential criteria for the reasons given above. Never has it been easier to rebuild credit then now. You should be aware, that all three-credit reports will still contain adverse information from the time before you filed. This information may still show some of the charge offs, judgments, collection accounts and the like. However, once your bankruptcy has been successfully discharged, those debts are no longer

collectable, and new credit granters know what to look for. They see past this, focusing instead on the date of the bankruptcy discharge. Creditors will rarely update your credit reports to reflect “Included in Bankruptcy.â€? They will leave the postings as they were; since the debts are discharged, and they have already closed your account in their computer files. Remember, the credit reporting agencies do not post or unpost creditor information. That is posted directly by the creditors, who are direct subscribers to the credit reporting agencies. According to the FCRA (Fair Credit Reporting Act), only accurate debts can be listed. Your credit reports should only show the actual bankruptcy and then the debts as “included in BK.â€? What this does is to give you the opportunity to dispute the accuracy of the information on your report, and clean it up. Below are some helpful pointers so you can achieve the best possible credit reports and tips for rebuilding. • Check your reports for errors • Correct the errors by writing to the credit reporting agency. • Apply for a few secured credit cards • Open a bank account and secure credit with a savings book • Keep employment stable • Pay utilities on time (they may also report when delinquent) How long may bankruptcy information be included in my credit report? Both the Bankruptcy Code and the Fair Credit Reporting Act (which regulates what a consumer reporting agency may include in your credit report) are federal law, so the same rules apply to all states. A consumer credit report may include information on a Chapter 7 and Chapter 13 bankruptcy for 10 years from the commencement of the case. However, those clients who follow our credit building tips, have rebuilt adequate credit to qualify for credit cards and home loans within two years of a bankruptcy discharge. Name your price: Duterte vows to trump drug lords’ bounty MANILA, June 25 (Mabuhay) -- Taunting his opponents, President-elect Rodrigo Duterte said Friday he can match the bounty allegedly put up by drug lords to assassinate him and three other government officials. “No questions asked, pataasan kami ng presyo,” Duterte said in a speech during the turnover ceremony at the Davao City Police Office. “If they put up P100 million, I will give you P150 million, slaughter them. I will be happy. I will give you promotion on the spot, from PO1 [Police Officer 1] to General agad.” Convicted drug lord Peter Co is reportedly one of the drug lords that contributed to the bounty, which reportedly went up to as high as P1 billion. Co is imprisoned at the New Bilibid Prison in Muntinlupa City, but he has reportedly requested to be transferred to the Iwahig Penal Colony in Palawan.

Duterte also reiterated his call for Congress to reimpose the death penalty, preferably by hanging, for heinous crimes is a way of retribution. “Pinaglalaruan ang mga Pilipino that is why I am asking for re-imposition of death penalty so I can hang them,” he said. The incoming president noted that illegal drugs have reduced some people to the level of animals. “Yung 18 years old nire-rape, pinapatay, tapos sabihin nila na ‘wag death penalty because inhuman. Ano pang mas inhuman sa ginawa nun? Drugs have reduced the human being, parang mga animal lang. ‘Yan ang hindi naintindihan ng iba,” Duterte said. Human rights groups and the influential Catholic Bishops’ Conference of the Philippines criticized Duterte’s vow to bring back the death penalty, saying it does not deter crime. The Philippines lifted the death penalty in 2006.(MNS)

Lacson expects criminality, drugs to be minimized in first 100 days of Duterte administration MANILA, June 28 (PNA) – Criminality, particularly drug-related offenses, may be on the way to being greatly minimized in the first 100 days of President-elect Rodrigo Duterte’s administration, Senator-elect Panfilo M. Lacson said. Lacson cited significant strides made by law enforcers particularly against the illegal drug trade, with suspected drug users and pushers turning themselves in to police weeks before Duterte formally assumes his post on June 30. “Even before President-elect Duterte formally assumes

the presidency, we have seen how suspected drug users and pushers turned themselves in to police in past weeks out of fear. Never in the history of criminality in the Philippines have we seen drug users, pushers and the like surrender in this manner,” said Lacson, who served as chief of the Philippine National Police from 1999-2001. “I hope the incoming administration can maintain this momentum and catch more pushers starting July 1. While it is impossible to eradicate crime, it is quite doable to greatly minimize it,” he added.

No chance Duterte will be impeached, Belmonte says MANILA, June 28 (Mabuhay) – Speaker Feliciano Belmonte Jr. on Tuesday shot down talk that President-elect Rodrigo Duterte could be ousted via impeachment under the 17th Congress. Belmonte, a leader of Liberal Party, said he did not see any reason for such an attempt to succeed. He said he was unaware where reports of Duterte’s possible impeachment were coming from. “The chances of that is zero and nobody will even think of it,” he told reporters at the sidelines of the formal turnover of a bronze Jose Rizal sculpture and an original copy of the 1935 Constitution. As a lawmaker who witnessed firsthand the progress of impeachment proceedings against former President Joseph Estrada in 2000,

the late Chief Justice Renato Corona in December 2011 and the attempt against former Ombudsman Merceditas Gutierrez earlier that year, Belmonte said he did not see any reason for Duterte to worry about having a similar fate. “Definitely I don’t see any reason whatsoever for the President to fear this, or to even include it in his thinking,” he said. As to talk that LP could be planning to impeach Duterte so Vice President-elect Leni Robredo could succeed him, Belmonte said: “Malaking kalokohan naman ‘yan. ‘Yan ang number one intriga sa lahat.” In his last speech as Davao City mayor on Monday, Duterte said he was unfazed about the prospect of impeachment over the policies he would implement to ensure he fulfilled his promises to the people.

Duterte to release political prisoners if Congress passes amnesty law

Changing of the guards: Newly-installed President Rodrigo Duterte (left), the first-ever chief executive from Mindanao, is welcomed by his predecessor Benigno Aquino III in Malacañang Palace.

Aquino honors Cabinet members, other officials MANILA, June 24 (Mabuhay) – President Aquino led the conferment Thursday of presidential awards to heads of departments and agencies who served his administration. In his speech during the conferment of presidential awards, the President said people who joined his Cabinet gave up their high-paying jobs and time with their families to serve the government. “Some of you have put your own lives in peril, not once but multiple times, responding to disasters both natural and man-made,” he said. “Each of you has shared in the burden, and each of you has made it a little bit easier to carry the responsibility of bringing hope and a better

life for our people.” The President recognized their contributions, noting those officials energized the bureaucracy and made an impact on the lives of the people, making the impossible possible. “As we leave office, we can do so with our heads held high, because we’ve done right by the Filipino people. Thus, on behalf of our people, and from the bottom of my heart, I must say: Thank you very much,” the President said. As they leave office on June 30, the President said they must continue to do their own, small part in the grand task of building a nation. He said he hopes they may still find themselves working together.

MANILA, June 25 (Mabuhay) – President-elect Rodrigo Duterte has clarified that he will not release political prisoners ahead of the passage of amnesty law by Congress, as he hit the media anew for supposedly twisting his statements. Speaking at the change of command ceremony at the Davao City Police Office on Friday, Duterte slammed a newspaper report which quoted incoming Labor Secretary Silvestre Bello III as saying that he will grant freedom to several political prisoners upon his assumption of office on June 30. “Ang sinabi ko noon I will only agree during the preliminary stage of these Oslo talks with the Communist Party of the Philippines. Kung dito sa Pilipinas I will give the leaders, the Tiamzon spouses, a free conduct pass outside to allow them to take part in the talks,” said Duterte, referring to spouses Benito and Wilma Tiamzon, who are considered peace consultants by the communist group. “But there will be no mass release of the NPA (National People’s Army) sa ating custody ngayon. They will only be released if things go good, fine, then baka sakali. If they are ready to surrender the arms and resume their normal role in the society then I might consider with Congress amnesty,” he added. The report said that according to Bello, they will seek the release of those covered by the Joint Agreement on Security and Immunity Guarantees and the elderly and sick. Rights group Karapatan said that there are 543 political detainees. Of the number, 18 are consultants of the National Democratic Front of

the Philippines, 88 are ill, and 48 are already in their senior years. Formal peace negotiations between the incoming Duterte government and communist rebels will begin in the third week of July in Oslo, Norway, where both sides met for a preliminary meeting on the sidelines of a peace forum last week. The formal round of negotiations would focus on five points, including the affirmation of previously signed agreements, amnesty proclamation for the release of all political prisoners subject to the concurrence by Congress, and mode of an interim ceasefire. Meanwhile, Duterte maintained that he will no longer grant media interviews until the end of his term knowing that some members of the press have the “penchant” of slanting their stories. “Sila ‘yan eh, sila ‘yang mga bunganga, kanilang laro ‘yan. They would always place you in a bad light sa trabaho natin,” Duterte said. Media groups earlier criticized Duterte for insinuating that corrupt journalists deserved to be killed. He was also criticized for catcalling GMA News reporter and anchor Mariz Umali during a recent press briefing. (MNS)

PHL closely monitoring activities in West Philippine Sea: Palace

MANILA, June 26 (PNA) – Malacañang assured on Sunday that authorities are keeping a close watch on activities in the West Philippine Sea. Secretary Herminio Coloma Jr. of the Presidential Communications Operations Office said the safety of the public is the government’s main concern as he noted the recent warning issued by the Civil Aviation Authority of the Philippines (CAAP). The CAAP on Saturday alerted aircraft pilots in anticipation of China’s rocket launch on Hainan Island. CAAP’s Notice to Airmen (NOTAM), a warning on the possible dangers on flight routes, was withdrawn after the successful launching of the Long March-7 new generation rocket, which is expected to become the main carrier for China’s future space missions.

The CAAP alert, which covered about 250 kilometers west of Manila Bay to 430 kilometers west of Lingayen Gulf in Pangasinan, was issued from 7 p.m. to 10:30 p.m. last Saturday.

Incoming AFP chief eyes ‘24/7 fight’ vs ASG MANILA, June 28 (PNA) – Upon his assumption as the next Armed Forces of the Philippines (AFP) chiefof-staff this July 1, outgoing Southern Luzon Command head Lt. Gen. Ricardo Visaya pledged to implement a “24/7 fight” in order to neutralize the Abu Sayyaf Group (ASG) threat in Basilan and Sulu. “We are planning to fight the ASG 24/7. We would like to defeat the ASG the fastest way, that can be the best option to (defeat) them,” he added. The terrorist group landed in the limelight again after it kidnapped seven Indonesian sailors in the Sulu Sea last June 22, eight days after it beheaded Canadian hostage Robert Hall in Sulu. Visaya added that the AFP has

more than enough resources for his proposed “24/7 fight” against the bandits as the military has 11 battalions deployed in Sulu alone hunting these terrorists. “There will be some procurements, and there will be realignment of resources also,” he stressed. But he declined to give an exact timetable on how this proposed offensive will defeat the ASG. The incoming AFP chief also stressed that civilian support and cooperation is needed in addressing the ASG threat. “We have than enough forces to match them but they are very hard to locate in the ground, so it essential for civilians to cooperate,” he added. US Marines to deploy amphibious battle group to South China Sea WASHINGTON, June 30 (PNA/ Sputnik) – The US Marine Corps will move one of its amphibious expeditionary groups from the west coast of the United States to the Asia Pacific as early as 2019, according to reports on Wednesday. There will be “additional amphibious capability on multiple 90-day patrols in and around the Asia Pacific,” Marine Corps Forces Command commander Lt. Gen. John Wissler was quoted as saying by DOD—BUZZ. Portions of the South China Sea are contested by China, the Philippines, Japan and Vietnam, each making overlapping claims on island chains and navigation rights. China has been constructing artificial islands on top of the coral reef habitats of the Spratly Islands, a group of more than 750 islands

and reefs, over the past year. Beijing claimed sovereignty over the land and the 12 nautical mile zone surrounding the islands. The United States has repeatedly warned it does not recognize the Chinese claims of sovereignty over the man-made islands, and has engaged of freedom of navigation exercises in the region. The US Navy has positioned two aircraft carrier strike groups — the Stennis and Reagan — in the Pacific in a show of force. The 31st Marine Expeditionary Force stationed in Japan is responsible for conducting 90-day patrols in the Asia Pacific region. The additional amphibious group will provide the US Marines and Navy greater reach. US Marines based in Australia and Okinawa may join the new battle group, according to the report. (PNA/Sputnik)

Seniors file Chapter 13 to rescue house and handle tax liens Client files Chapter 7 for $40k credit cards Clients are seniors. Husband is 72. Wife is 71. Both are retired and receiving combined social security and pension total of $4,015/mo. Husband is still in good spirits although he is not in good health. He has been on dialysis for three years. He had hypertension when he was still working and left that condition untreated for years. He was ignorant of the fact that untreated hypertension destroys the kidneys because too much blood flows through the kidneys for too long. Damage to the kidneys by untreated hypertension is irreversible, unlike damage caused by overdose of medication, which is reversible. By the time that client was educated on the cause and effect of hypertension on the kidneys, it was too late; his kidney function had been reduced to 10%, requiring dialysis, 3 X a week. But what about a kidney transplant? His doctors say that because of

his age, he may not survive a kidney transplant. So he has resigned himself to being tied up to a dialysis machine to live. Wife is healthy, and they both seem happy. Their problem now is twofold: 1) Their loan modification request was rejected two weeks ago, and they are now 8 months in arrears in their mortgage 2) IRS has placed a tax lien on their house for $15K for back taxes from 2005 to last year, 3) Credit cards of $30K. They said that they wanted to keep their house because it had $150K of equity. They bought the house for $40K, forty years ago. Now its fair market

‘Brexit’ no impact on PHL inbound tourism: DOT MANILA, June 28 (PNA) – A tourism official on Tuesday said that the decision of the United Kingdom to leave the European or ‘Brexit’ will have no impact on Philippine inbound tourism. Department of Tourism (DOT) Assistant Secretary Rolando ‘Alan’ CaĂąizal said that while it might not affect inbound tourism, it might make it more difficult for Filipinos to travel to both UK and other European regions. “We do not see any impact on inbound tourism to the Philippines but more for Filipinos going there as visa requirements may become stricter,â€? CaĂąizal said in a text message. The DOT official, however, said that it is too early to tell. “It is too early to assess its (Brexit) impact as the implementation will still need to undergo certain processes within the EU,â€? CaĂąizal noted. Data from the UN World Tourism Organization (UNWTO) showed that in 2015, Europe is the region with the most tourist arrivals at 609-million constituting for 51 percent of total arrivals. Asia and the Pacific acquired 278-million tourist arrivals (23 percent), Americans with 191-million tourist arrivals (16 percent), Africa with 53-million (5 percent) and Middle East with 54-million (5 percent). (PNA)

value is $450K. They refinanced five years ago and owe $300K on the mortgage. Their default on the mortgage is $17K, the IRS is hounding them to pay the tax lien and threatening to sell their house if they don’t pay up, and they can’t pay the $1K monthly to keep the $30K of credit cards current. Can a chapter 7 help clients in their situation? NO. Chapter 7 will not give them the opportunity to cure their default on the house, and Chapter 7 will not resolve the tax lien problem. It will discharge the $30K of credit cards, but the two main problems will remain unsolved. However, Chapter 13 will allow clients to “freeze the default on the mortgage and give them 5 years to pay that off without any interest, and Chapter 13 will “freeze the IRS tax lien and allow clients to pay that off over 5 years without interest. And in Chapter 13, in clients’ case, nothing has to be paid to the $30K credit cards, those will just be discharged in full. How much will they pay on their Chapter 13 plan of reorganization? On the mortgage default of $17K, that will be $283 a month for 60 months. On the tax lien of $15K, that will be $250 a month for 60 months. They don’t have to pay any portion of the $30K credit cards because their home exemption of $175K covers their entire equity in the house of $150K. Together with court administrative expenses, their plan payment will be $586 a month, more or less. Can they afford $586 a month of plan payment to cure their mortgage default and to pay off the tax lien? Their household income of $4,015 monthly is good enough to provide them a disposable income that is more than $586 a month because in Chapter 13, they don’t have to pay $1K a month

to keep their $30K of credit cards current. Under their reorganization plan, the pay credit cards nothing. If they complete plan payments in 60 months, they will be back on current status on the mortgage, will owe IRS nothing and IRS will have to remove the tax lien on their house, and they will owe nothing on credit cards. So, Chapter 13 is perfect for senior clients. It’s too bad there is no Chapter 13 to cure his kidneys. For that, he has to ask our God, Yahweh, or His one and only Son, Jesus Christ, for a cure. Jesus resurrected his friend Lazarus who had been dead for 3 days. Jesus healed the blind and performed numerous miracles of healing the sick and resurrecting the dead, to prove that He is the Son of God. So, healing his kidneys, this is something between client and Jesus but it is certainly possible. He needs to ask and it will be given. Chapter 7 Client is 50 and single. He has a good job that pays him $55K a year. He doesn’t own a house and has just bought a new car. He doesn’t want to continue payments on his old car where he pays $258 a month for a title loan at 22% interest. He wants to give up the old car and he wants to get rid of $40K of credit cards. Chapter 7 is perfect for client. He can keep his new car, surrender his old car and not owe any return deficiency, and discharge $40K of credit cards. With Chapter 7, he can become productive again and start saving money again. Without credit card payments and the old car payment, client is looking forward to beef up his retirement account at least by $800 a month. “ASK & IT WILL BE GIVEN TO YOU; SEEK & YOU WILL FIND; KNOCK AND THE DOOR WILL BE OPENED TO YOU. MATTHEW 7:7

What immigration benefits are available to same sex marriages post DOMA? On June 26, 2013, the US Supreme Court struck down section 3 of the Defense of Marriage Act (DOMA) as unconstitutional in the landmark case US. V. Windsor. The BIA shortly thereafter issued a decision in Matter of Zeleniak holding that DOMA is no longer an impediment in recognizing same-sex couples under the immigration and Nationality Act. Matter of Zeleniak, 26 I&N Dec. 158 (BIA 2013). This means a same-sex marriages are now valid for immigration purposes as long as the marriage is recognized in the “place of celebration. This means a same- sex marriage is valid for immigration purposes as long as it was valid in the place of celebration. The same-sex marriage is valid even if the applicant is applying in a country in which same-sex marriage is illegal. On June 26, 2015, the United States Supreme Court ruled in Obergefell v. Hodges that state-level bans on same-sex marriage are unconstitutional. The court ruled that the denial of marriage licenses to same-sex couples and the refusal to recognize those marriages performed in other jurisdictions violates the Due Process and the Equal Protection clauses of the Fourteenth Amendment of the United States Constitution. In the area of immigrant visas, a same sex US Citizen spouse or legal permanent resident spouse may now petition for an immigrant visa for

their spouse as long as the marriage was valid in the place of celebration. Validity of the marriage is not based on the place of domicile. Stepchildren acquired through the same sex marriage can also qualify under the same requirements as stepchildren acquired through opposite sex marriages. Same sex spouses and qualified children or step children can also qualify as dependents of employment-based categories and family-preference categories as derivatives. Same-sex partners of US citizens may also apply for K-1 fiancĂŠ non-immigrant visa the same way opposite sex partners may petition for a fiancĂŠ visa. The same sex US Citizen spouse may then file an immigrant petition and adjustment of status after the fiancĂŠ enters the US and marries the US citizen spouse. Widows and widowers of same-sex spouses can also qualify for immigration benefits under INA 204(l). Generally, this is done by filing a self-petition within two years of the death of the US citizen same sex spouse. In the area of non-immigrant visas,

Wildfires, heat wave keep SCE crews working 24/7 By Caroline Aoyagi-Stom Southern California Edison

June 27, 2016 – With wildfires continuing to rage in Kern Valley and partial containment of the San Gabriel Complex Fire, Southern California Edison crews have been focused on restoring power in these devastated areas. Now with a heat wave arriving in Southern California over the next few days, extra stress on the electrical grid has crews at the ready for possible additional power outages. “This is what our crews are trained for so they are ready to safely and quickly repair our customers’ power, said Tim Kedis, SCE principal manager in Grid Operations and incident commander. “But we also ask our customers to conserve energy where they can, including setting thermostats no

lower than 78 degrees, so there is less stress on the grid. With the Erskine Fire in Kern Valley now 40 percent contained, first responders allowed SCE crews to enter some areas to restore power over the weekend. So far, 2,300 customers in the South Fork Valley area, mostly in South Lake and Weldon, have had their power restored. About 700 customers are without power in the communities of Mountain Mesa and Squirrel Valley and SCE employees will continue to distribute water and flashlights to these areas. As of today, 116 of more than 200 distribution poles and 11 of 30 transmission poles damaged due to the Erskine Fire have been replaced. Equipment is still being assessed for damage.

same-sex spouses and their children are now eligible for non- immigrant visa as a derivative. Same sex spouses and their children can qualify as derivatives in non-immigrant visas including H , E , L , O , R visas, etc. For aliens with final removal orders issued prior to the Windsor decision, the recognition of the validity of same sex marriage makes available new relief for their case. It may be possible to file a motion to reopen the deportation/removal case even if the removal order was issues past 90 days. ConGen Lim’s LA tour of duty ends on literal high notes plus more A few minutes before Consul General Leo M. Herrera Lim ended his official tour duty in California, Consul General Leo Herrera-Lim was able to capsulate in his remarks the fruitful relationship he had with the Filipino community in his area of assignment for the last two years. By the size and demographics of those who attending a farewell event which organizers dub as “Isang Pasasalamat - A Farewell and Thanksgiving Celebration at the Radisson Hotel Whittier June 6, the parting of ways ended on a literal high note with a bevy of well-wishers and entertainers wanting to dish out more of the repertoire had it not for time constraints. As the saying coined by writer Geoffrey Chaucer in the 13 th century, sadly “All good things must come to an end. It’s a simple phrase yet carries a lot of emotion-laden meaning. The good Congen in a short span of just two left a distinct impression on the many sectors of the Filipino American community – the professional and business sectors, the entertainment sector and the general public who were just so generous in heaping praises to him in forms of citations and commendations which they gladly presented to him. The Farewell celebration organized “through the leadership Carson City Council Member Elito Santarina”, Ms. Elena S. Lapid of Lapid Foods and AZE Media brought together the rich talents of Fil Am artists who dished out their talents in paying tributes to the Consul General. The microcosm of Filipino artists included the multitalented Mon David, Christine Love, Jo Awayan, Ric (King of Kundiman) Manrique Jr., Annie Nepomuceno, Louise Marie Cornillez, Joseph Gelito and Pastor

Julius Obregon whose signature songs added a strong spiritual note and meaning to the whole extravaganza. Anjanette Abayari and Noel Omega were masters of ceremony for the night. The Philippine Consul General in Los Angeles has jurisdictions over Southern California, Southern Nevada, Arizona, New Mexico and Texas. Prior to his posting in Chicago, Consul General Herrera-Lim previous assignment was in Chicago. The Career Diplomas has from 1991 through 1998 represented the Philippines in the United States as Second Secretary and Consul at the Philippine Embassy in Washington, D.C. His predecessor has described Consul General Lim as “a cool, humorous and witty person with strategic vision and leadership of great value and benefiting the Fil-Am community and the overall excellent ties between the U.S. and the Philippines.” This description describes the outgoing Consul General gauging from the goodwill he has generated the Filipino Americans who came in good number to bid him and his wife, Fides, a warm adieu. Consul General Herrera-Lim comes from Manila and studied economics and law at the University of the Philippines. He is a father to Leonardo Ignatius and Frances Leanne.

Happy Send Off: Congen Leo Herrera-Lim (8 th from L on the top row) and his wife, Fides, savor the warm send-off from the representatives of the various sectors in the community where he served for two years as a Consul General. The Consul General and his wife were treated to a musical extravaganza courtesy of various talents in the Los Angeles community.

Bautista says he’s not resigning By Ferdinand G. Patinio

MANILA, June 27 (PNA) – Commission on Elections (Comelec) Chairman Juan Andres Bautista has no intention of quitting his position, shrugging off claims of all six poll commissioners of a “failure of leadership.” He noted that there are no reasons for him to resign. “I am not thinking of leaving my post at this point in time at all because I did not do anything wrong. The past election is a clear proof that the Comelec can hold an orderly, successful, and peaceful election,” Bautista said in an interview. He said he is saddened by the current squabble at the poll body since they have just finished the successful conduct of the May 9 national and local polls. “I am a bit saddened because we have just successfully conducted the elections, where it appears that the public perception towards us went up. Now, with this, it creates some doubts to our people,” Bautista added. Last week, the six commissioners claimed in a memorandum a “failure of leadership” at the Comelec. Commissioners Christian Robert Lim, Arthur Lim, Luie Guia, Rowena Guanzon, Sheriff Abas, and Al Parreno want Bautista to answer at least 15 issues. The poll body chief said he has accepted that being in a public office, he is a target of criticism from people inside the poll body and outside it. “Every public servant cannot be onion-skinned. They should be ready for scrutiny. We should not also have gecko-like grip to our positions,” he said. For her part, Guanzon noted the reason they raised the issues now

because of Bautista’s continued refusal to deal with it prior to the May 9 elections. “I think it’s been a long time. So finally that phrase (failure) was arrived at, you know, by consensus to describe everything. Because it’s been months before the elections, we really think that Chair Bautista could have solved many problems but he did not,” she added. Among the issues were the unusual way of dealing with the en banc meeting agenda, the reshuffle of the field personnel prior to the elections, payment of teachers who served as Board of Elections Inspectors, and the failure to immediately promulgate resolutions and decisions. But, both officials are hoping that the issues will be settled during the en banc meeting on Tuesday, June 28. “What I want is a meeting that is conducted in a professional manner. As I said, we should have respect and courtesy to one another. Even if we don’t agree in certain issues, it should not lead to shouting and scolding. We can disagree without being disagreeable,” Bautista said. Guanzon added, “We want a meeting because if something happens to somebody, we are all in this together. That’s our problem. That’s why we want to solve this problem early on... I don’t understand why he cannot meet with us. He is our chairman. How can he lead these commissioners (if he doesn’t meet us)?” Meanwhile, the lady commissioner revealed that she, together with Commissioners Christian Robert Lim and Luie Guia are no longer participating in the operational preparations for the forthcoming Barangay and Sangguniang Kabataan (SK) polls.

Duterte extends condolences to Turkey following terror attack at airport By Benjamin Nathaniel T. Bondoc

MANILA, June 30 (PNA) – Newly sworn-in President Rodrigo Roa Duterte on Thursday expressed condolences to the government of Turkey following the terror attack in one of its major airports in the city of Istanbul. ”Let me express the nation’s, in behalf of the people, our condolences to the Republic of Turkey to what has happened in the place. We offer our deepest condolences,” Duterte said during his inaugural speech at the Rizal Hall in Malacanang. Over 40 people were killed while over a hundred others were injured when three suicide bombers staged a terror attack at the Istanbul Ataturk International Airport on Tuesday evening. Turkish President Recep Tayyip Erdogan ordered on Wednesday the

observance of a day of national mourning following the deadly terror attack. No group has claimed responsibility for the attack. IATA expresses outrage at Ataturk Airport attack The International Air Transport Association (IATA) has expressed outrage at last night’s attack at Istanbul’s Ataturk Airport, Turkey, which killed at least 41 people. “Once again, innocent travelers have been attacked in a cowardly and murderous act. Our thoughts are with the victims, and their families and friends,” said IATA’s Director-General/Chief Executive Officer Tony Tyler. He said air transport brought people together and facilitated both social and economic development. (PNA/ Bernama)

An evening of summer fun & July 4th fireworks at the San Clemente Pier Fourth of July or Independence Day celebration in the U.S. is a federal holiday, commemorating the “adoption of the Declaration of Independence on July 4, 1776, by the Continental Congress declaring that the thirteenth American colonies regarded themselves as a nation, the United States of America and no longer a part of the British Empire.” “Independence Day is commonly associated with fireworks, parades, barbeques, carnivals, fairs, picnics, concerts, baseball games, family reunions, political speeches and ceremonies, in addition to various other public and private events celebrating the history, government and traditions of the United States.” Fireworks are most often the showcase for numerous cities throughout the US during the Fourth of July celebrations, and they’re most usually accompanied by patriotic songs such as: “The Star-Spangled Banner,” “God Bless America,” “America The Beautiful,” “My Country ‘Tis of Thee,” “This Land Is Your Land,” or “Stars and Stripes Forever.” Some notable fireworks displays this author has witnessed were: Chicago, where their pyrotechnics exploded on Lake Michigan, in Las Vegas by the Lake in Summerlin, while Andrea Boccelli sang, Magic Mountain, where they displayed their fireworks in its “man-made lake,” in La Jolla, overlooking the ocean, in Huntington Beach by the beach, at the Queen Mary in Long Beach, Disne yland, Hollywood Bowl and not to be outdone was the one in San Clemente Pier. A couple of years ago, our media group was privileged to have been invited by this author’s cousin, Odette

Ricasa to their beach house/Art gallery and Antique museum, halfa-block from the San Clemente Pier. We all arrived early in the morning to secure our parking spots, prepare our festive, picnic food and find the perfect place to put up our tent by the shore. Odette, her husband Rick and their kids bought this beautifully-situated vacation home on the bluff back in the mid-80’s which now houses her Art gallery, where she has a collection of her personal paintings (not-forsale) and a museum collection of artifacts she has collected from her worldwide travels (280 countries as of this writing). Among her antique collections was a piano which she graciously played for us. The festive mood in the area was filled with merrymaking sounds and tourists abound from early morning, awaiting for the almost hour-long spectacular fireworks show along with its riveting traditional patriotic music, which started right after sunset. Though our media group had a tent with tables, chairs and picnic food, most of us opted to sit and play in the sand, to feel the real beach atmosphere, which we seldom experience. After the fireworks the crowd gradually dispersed but obviously, all of us were overwhelmed, mesmerized and thrilled by the slightly nippy moonlit July evening under the San

the hybrid train has batteries on board which store the energy it generates when it runs and stops. The MIRDC said that with the hybrid train, they are looking at reducing fuel consumption by up to 50 percent. The hybrid train, which has an operational speed of 60 kilometers per hour, has five coaches that can each accommodate 220 passengers. PNR general manager Joseph Dilay said that they are hopeful the project will ensure a “safer, more comfortable and bearable commuting experience for the public. The MIRDC, however, noted that the train will still have to undergo “rigorous safety testing before it can be used by the public.(MNS)

Duterte vowed to listen to the murmuring of the people, feel their pulse and supply their needs. The new President said his administration will also focus on fighting three major problems in the country—corruption, criminality and rampant sale of illegal drugs. He added, “Erosion of faith and trust in government – that is the real problem. His administration advocates transparency. One of his first orders to Cabinet secretaries and heads of agencies is to refrain from changing and bending the rules of government contracts already approved. Meanwhile, Duterte cited that he will serve everyone and not only one, but also pointed out, “I have no friends to serve, no enemies to harm. “Malasakit, tunay na pagbabago

After the singing of national anthem and a joint prayer, veteran singer Freddie Aguilar sang Duterte’s campaign jingle “Duterte para sa Tunay ng Pagbabagoâ€? to the tune of Aguilar’s famous song “Ipaglaban Mo.â€? Then incumbent Senate President Franklin Drilon read the Joint Resolution No. 1 of the Congress, sitting as Presidential Electoral Tribunal, proclaiming Rodrigo Duterte and Ma. Leonor “Leniâ€? Robredo as winners of the presidential and vice presidential elections last May 9, 2016. In a simple ceremony attended by around 600 guests at the Rizal Hall in MalacaĂąang Palace, Duterte was sworn in by Supreme Court Associate Justice Bienvenido Reyes, with his left hand placed on top of the Bible held by his youngest daughter, Veronica. The oath-taking was witnessed by Duterte’s children, Paolo, Sarah, and Sebastian. Among the guests present during the ceremony were former Presidents Fidel V. Ramos and Joseph Ejercito Estrada. After taking his oath as President, President Duterte administered the mass oath-taking of his Cabinet members. Meanwhile, new Vice President Maria Leonor “Leniâ€? Robredo took her oath as the country’s second-highest elected official at the Quezon City Reception House in New Manila on Thursday. Robredo was sworn in by the chairmen of two barangays (villages) from Camarines Sur and Quezon City, Rolando Coner of Barangay Punta Tarawal and Regina Celeste San Miguel of Barangay Mariana respectively, at the new home of the Office of the Vice President here. In her inaugural speech, Robredo

called for unity and gave primal focus to the poor and marginalized. “Naniniwala ako na sa panahong tila may mga matitinding hidwaan na nangyayari sa mundong kinagagalawan natin, ang hamon sa atin ay magsama-sama. Paigtingin ang ating pagkakaisa at gawing lakas, hindi hadlang ang ating pagkakaiba, (I believe that in times when severe conflicts occur in the world where we live in, the challenge is for us to unite. Let us strengthen our unity and set aside our differences) said Robredo. “Ang ating pagtutulungan ay ang ating pinakamabisang puhunan. Napatunayan natin na hindi sagabal sa anumang kakulangan ang totoo, tapat, at pursigidong paglilingkod, (Our cooperation is our strongest asset. We have proven that a true, honest and steadfast service will fill in any gaps) she added. The Vice President also pledged to combat hunger and food insecurity, provide universal health coverage, and improve education, people empowerment and rural development, among others. Among the guests in her “modest inauguration include members of the Liberal Party (LP), Senate and House of Representatives, as well as people behind Robredo’s campaign for the May election. After the inauguration, Robredo will join her supporters in a gathering at the Quezon City Memorial Circle at 5:30 p.m. Deviating from tradition, this is the first time in recent where the two highest elected officials had opted to be sworn in to office separately. The new President also met with members of the Diplomatic Corps led by new Department of Foreign Affairs Sec. Perfecto Yasay at the President’s Hall.

Tugade noted cable cars are better than constructing more roads that can further worsen traffic jams. “Kaya ko napag-isipan ‘yan, kasi pag nagdagdag tayo ng kalsada at nag-construct tayo eh lalo magkakatraffic. Kung gusto mo ng additional capacity pumunta ka sa itaas, he said.

He added that installing cable cars will not only solve the traffic problem but also involves the concept of for “scenic purposes. For the long-term, Tugade said he will suggest using cable cars from Sta. Rosa, Laguna to Makati City, with stations in between. “Pinag-aaralan po ‘yung detalye maybe, it’s not technically accurate on my part to decide, but, suffice it to say for the moment that it is seriously being looked into, he noted. Once approved, the cable cars will be operational in one year and six months, Tugade said.(MNS)

Sotto wants probe of drugs, carjackers ‘blue book’ MANILA, June 24 (Mabuhay) -– Incoming Senate Majority Floor Leader Vicente Sotto III is bent on reopening the hearings on the alleged “blue book that lists down the names of alleged big time drug pushers and carjackers in the country. “Hindi lang bubuhayin, dapat tumawag tayo ng continuous hearing pagkat di natapos yun. Hindi porke’t natapos yung Congress hindi na pwede yung issue, Sotto said. The blue book was obtained during a raid by the Philippine National Police and the Department of the Interior and Local Government in 2011. Sotto said he did not see the contents of the blue book, which allegedly had a list of names of officials from government who are involved in illegal drugs and carjacking activities in the country.

He said the blue book used to be with DILG Secretary Jesse Robredo, who died in a plane crash in August 2012. “Noong naghe-hearing kami, si Secretary Jess Robredo ang may hawak noon. Pero di ko matandaan kung sumakabilang buhay na siya noon o hindi pa. Pero ayaw nilang ibigay. Medyo nainis nga ako ng konti kaya nag-file ako ng motion for the committee to issue a subpoena duces tecum para makuha namin yun dahil ayaw nilang ibigay, he said. He lamented that until now, no subpoena has been issued. No other hearings were conducted after the Senate became busy investigating a different issue. “Hindi porke’t namatay na yung 16th Congress hindi na pwede yan. Sa 17th Congress, ire-reiterate ko

When does filing bankruptcy work to your advantage? In spite of the negative things that you may have heard about it, bankruptcy relief still remains to be the best option to many individuals who need help in recovering financially. There is nothing “illegal or “criminal about filing for bankruptcy. As a matter of fact, obtaining relief from debt under federal law is an important legal right that you have as a consumer provided that you are eligible. Being in serious debt trouble can be very stressful. You may feel alone and helpless. Since most people consider their financial problems to be a “very personal matter, they tend to be very secretive about them. Thus, they try to handle the situation on their own instead of seeking help. In the process, the person may not even be aware of the urgency of their situation. Important legal rights may be lost. A home may be in danger of foreclosure. A car may be repossessed. An ongoing wage garnishment may leave very little money for rent, food and other basic living needs. If you are a parent with dependent children, your family’s welfare may be at stake. How can you take care of your children if you can’t even take care of yourself? If you are in debt and the idea of filing for bankruptcy relief has crossed your mind, your first instinct may have been to immediately dismiss the idea as “the last thing you’ll ever do. After all, you’ve probably heard from friends, family and co-workers that bankruptcy is “bad and that “it is the worst mistake you can ever make. So instead of taking action, you’ve probably found it easier not to do anything instead, wishing that your problems would just somehow magically disappear if you ignore them long enough. Stop kidding yourself: The worst thing that you can ever do when you’re in this situation is to remain in denial. The truth of the matter is that debt problems actually tend to get worse, the longer you put them off. Sooner or later, you will have to face the music- and the consequences of your apathy and inaction. Some people fear that they will somehow be “talked into filing against their will once they see a bankruptcy attorney about their situation. This is ridiculous. No one can ever force you to do anything that you don’t want to

do yourself. Bankruptcy attorneys are there to help you understand and exercise your legal rights to protect yourself. Besides, if you are in doubt about any advice you are given, why not consult with other bankruptcy attorneys to get a second opinion if that makes you feel more comfortable? The reality is that there are a lot of people out there who have already been to several different attorneys and were probably given the same advice by every attorney they saw. So they actually already know what they need to do- They just don’t do it because they are afraid of making needed changes in their life. See, change can sometimes be uncomfortable- but unless you get out of your comfort zone when necessary, you’ll just be running on a treadmill for the rest of your life and never get anywhere. You do want your life to change for the better, don’t you? Don’t misunderstand what I’m saying. Bankruptcy is certainly NOT for everyone. As a matter of fact, I often advise AGAINST bankruptcy unless it is the best solution for the client. But when it is the best option, postponing it can only work to your disadvantage. Why continue to suffer needlessly when the very solution that you need to end your problems once and for all may be right under your nose? We are a nation governed by laws intended to protect our welfare. Why not allow the legal process to work for your benefit? SC junks pleas seeking prosecution of Aquino, other execs for DAP MANILA, June 28 (Mabuhay) – The Supreme Court on Tuesday dismissed for lack of merit a plea from a group led by Greco Belgica and former Tarlac governor Margarita “Tingting Cojuangco seeking the prosecution of all the authors, proponents and implementors of both the pork barrel system and the Disbursement Acceleration Program (DAP). In its petition filed August 2015, the group asked the SC to order the Office of the Ombudsman and the Department of Justice to investigate and prosecute Budget Secretary Florencio “Butch Abad, the Office of the Ombudsman, the Senate and the House of Representatives.

The petitioner said Ombudsman Conchita Carpio Morales should likewise file a verified complaint for impeachment against President Benigno Aquino III over the DAP and PDAF controversies. Tingting Cojuangco is Aquino’s aunt. The group said the Aquino administration should fully abide by the SC rulings striking down both the pork barrel system and acts under the DAP. The petitioners accused the Aquino administration of being “selective in implementing the November 2013 SC ruling on the Priority Development Assistance Fund (PDAF) and the July 2014 SC ruling on DAP. Napolcom approves implementation of national police clearance system MANILA, June 30 (PNA) – The National Police Commission (Napolcom) authorized the Philippine National Police (PNP) to adopt and implement a National Police Clearance System as a tool to support the PNP’s anti-criminality campaign and improve the investigation and detection of crimes. This was announced by Department of the Interior and Local Government (DILG) Secretary and Napolcom Chairman Mel Senen S. Sarmiento after the Commission en banc issued Resolution No. 2016-393 dated June 17, 2016 which approved the implementation of a secure centralized system that provides for a comprehensive and technology-based criminal record check. Napolcom Vice-Chairman and Executive Officer Atty. Rogelio T. Casurao said that in the study conducted by the PNP, the present police clearance being used by the police units is more inclined to generate revenues because the fees collected for such purpose go to the coffers of local government units and service providers. It is not responsive to the need of both the police and the community in terms of safety and security by way of preventing and solving crime. According to Casurao, the clearance system which the PNP shall implement is not intended to preclude individuals with police records or pending criminal cases from employment or put them in a bad light. A police clearance contains the necessary information which may be needed by a person or entity as additional reference in the exercise of prerogative or discretion.

“The shift from locally-based to a national system would significantly improve the process for criminal record checks across jurisdictions wherein an applicant’s criminal history and biometrics are verified from databases. The system would also assist investigators in case buildup and consequently increase crime solution efficiency,” Casurao said. Casurao added that since this robust system is highly computerized, regularly updated, and therefore more credible, agencies/entities from both the government and private sectors will be highly encouraged to require national police clearance for certain transactions, such as employment (OJT, application, promotion, retirement), work placement, civil registry (birth, marriage, adoption, death), immigration (visa application, alien registration, naturalization), financial services (remittance, loan), among others. “The implementation of the national police clearance system affirms the PNP’s responsiveness and timeliness to be abreast with the current socio-economic developments as well as the fast-changing technology that impact the police organization,” Casurao said. Home Refinancing for the able is opening up great opportunities! Refinancing is a booming opportunity for home borrowers to either borrow at these low rates to buy a home, invest in another home or refinance their existing mortgage to lower their payments. These rates have fallen so much that people are calling these “Cheap Money” Remember when getting a loan the term “Points” should not be in any way part of your closing cost. Now a days, you are only charged “Points or Origination” is if you are not really aware of what is going on or you are being talked into it. Points and Origination are fees the lender will charge you to buy down the rate, but with these rates so low and the dollar amount you pay to lower your rate is almost not worth it. For Example: would you pay an extra $3500.00 for your closing cost just to be able to save $25.00/month. The cost of the discount would take you 11.66 years to recover, and if you sell or refinance the house prior to the 11.66 years that means you wasted those fees upfront. Now, rate are floating between 2.75% to about 3.5% on a 15 to 30 years mortgages under $417,000.00 for a conventional financing. But with lesson learned hopefully, let’s start with why you should not refinance your loan before interest rates really start to go higher. Going through the home refinance process may seem like a good idea to save money or to get money for home improvements or other purposes, but there are some instances when you should not refinance your home. By understanding the situations where getting a refinancing loan is not such a good idea, you can better understand when you should look into the home refinance process. What are some of the reasons why you should not refinance your home? Paying off a car is questionable, depending on what interest rates you have for your auto loan and how much longer to pay off. - Make sure you always factor in closing cost and how much time you need to break even, it’s always better to consider the least amount of fees at closing especially for refinancing. Better yet ask about the no closing cost refinancing options. Make sure that you are going to stay in the home long enough to recoup your closing costs and refinancing fees that you have to pay. By considering the lower monthly payment and how long it will take to make up the closing costs that

you are going to pay, you can make sure that you will stay in the home long enough to recoup the costs of refinancing. Evaluate this carefully to ensure that it will be worth the money that you will have to spend to refinance your home. - To pay off credit card debt without addressing the spending problem. Refinancing your home to pay off your credit cards, only to rack up the debt again is not a reason to refinance. If you do not address the spending issues that you and/or your spouse have, you will not do any good in the long run. You are putting your home at risk and are possibly setting yourself up for bankruptcy in the future. You are exchanging your short-term debt for long term debt that you are going to have to pay for up to 30 years. Addressing the spending issues that you have will help your refinancing decision to be a sound one, rather than just a quick fix. Cut up the credit cards or make other changes that will keep you out of this situation in the future. A home refinance loan may sound like a good idea, but it is important to evaluate why you are getting the loan to ensure that it is best for your long term goals. Make sure that it is a sound financial decision that will help you in the future, rather than make your financial situation more tenuous. By considering the reasons why you should not refinance your home, you can better determine if your reasons are financially sound for you and your family. - To cash out to buy another property for investments. This one is definitely case by case because it will depend on what your are buying and where you will leave your financial situation at. I suggest a detailed evaluation in regards to this issue. Now, as a lot of you have remembered, I strongly was against this, two to three years ago. But now with home prices steadily rising and with rates at all time lows, it’s time to consider. FHA Streamline refinances might sound like a good deal but consider the .50% increase in your upfront See KEN GO, page 13

No cash distribution of coco levy funds By Nimfa U. Rueda

IRVINE, CALIF. – There will be no cash distribution of the coconut levy funds to farmers, Agriculture Secretary Manny Pinol clarified in a meeting with Filipino-American businessmen here Wednesday night (Thursday in Manila). Pinol said the release of the multi-billion funds – a campaign promise to coconut farmers – will come in other forms benefitting the farmers, including scholarships and programs to expand the coconut industry. “(President-elect Rodrigo Duterte’s policy) statement was to make sure that the coconut levy funds are given back to the farmers, and you know, somebody came up with the statement, ‘how can you give it, P20,000 per farmer’ but giving is a broad term,” said Pinol. Pinol said “giving back” doesn’t necessarily mean giving in the form

of cash. “That’s how shallow people sometimes understand the statement of (Duterte).” Pinol was referring to Sen. Francis “Kiko” Pangilinan’s response to Duterte’s directive to release the coco levy funds to the farmers. “If the P72 Billion fund is distributed directly to coconut farmers that would mean each farmer would receive some P20,000,” said Pangilinan, former presidential assistant for food security and agricultural modernization secretary. Pangilinan cautioned that the amount distributed will have no real impact on addressing poverty. Pinol made the clarification as an example of how “some people do not understand the context of (Duterte’s) statements.” When asked if there was a timeline for the planned release of the coco levy funds, Pinol said, “I wouldn’t know the timeline. I wouldn’t know

MIP (Mortgage Insurance Premium) and see if it’s even worth it now. That extra premium of thousands of dollars will carry an interest payment and PMI (private mortgage insurance) payment. If you have an FHA loan most likely you have only a little equity from a year or two ago, if any. So, if you have to increase your balance will this benefit you long term. My recommendation now is to try to build your equity and make sure you don’t keep adding to your loan balance. Some lenders will paint a big picture on lowering monthly payments but will not comments on

the loan balance increase. Look at everything now a days, asking many questions even dumb questions a must. Now, if you have an interest rate of over 4.00% or higher it is important for you to call to find out if you can lower your interest rate to cut down your payments. Even if you have no equity, Freddie Mac and Fannie Mae have options for refinancing without cash out thru Making Home Affordable Programs. Call for details. the procedure and the process. But the directive was very clear – return the coconut levy (funds) to the farmers.” Duterte promised to release the coco levy fund to farmers within the first month of his term. Pinol said he is confident that the plan will have the support of the public and the lawmakers. “Everybody wants to be identified with Duterte right now. Rody is soaring high. Even members of Congress have suddenly turned (into) Duterte fans,” he said. In 2012 the Supreme Court ruled that coco levy assets should benefit

coconut farmers. In March 2015 Pres. Benigno Aquino III issued executive orders 179 and 180 aimed to privatize the coco levy funds, but these were suspended by the high tribunal. The coconut farmers funds were allegedly used by Marcos crony Eduardo Cojuangco to acquire the United Coconut Planters Bank, San Miguel Corporation and other businesses. Pinol’s meeting with more than 100 Fil-Am businessmen, held at The Vine Orange County in Irvine, was organized by Fil-Am author and businesswoman Emma Tiebens and the Filipino American Chamber of Commerce of Orange County (FACCOC).

Gov’t, media need not be Hopes are high for a corrupt-free PHL under Digong Former Davao City the worsening traffic sitadversaries, says Palace official Mayor Rodrigo Duterte uation in Metro Manila.

MANILA, June 28 (PNA) – In his message during his final press briefing in Malacañang on Tuesday, outgoing Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma, Jr. underscored the importance of the media in a democratic country. Coloma, who will be replaced by former TV news anchor and radio commentator Martin Andanar on Thursday (June 30), said the government and the media should have a good relationship. “Hindi kailangang maging magka-away ang pamahalaan at media. Puwede namang magtulungan para sa kapakanan ng bansa; mahalaga lang unawain ang konteksto at perspektibo sa pag-uulat ng balita at paghahatid ng impormasyon,” said the Palace official. “Aside from context and perspective, it is vitally important that we remain committed to the truth. This means accuracy in news reporting and getting our facts right all the time. For if we report what is not true, or if we report without diligently checking our facts, don’t we run the risk of losing credibility?” “I encourage you to continue working with your counterparts in government to ensure that in this age of digital technology, we are able to check all the facts that get into the news stories that we broadcast and disseminate,” he added. Coloma also reflected on freedom and democracy in his farewell message. “In my younger days, I experienced first-hand the loss of my personal freedom as a political detainee under martial law. As a campus journalist, I witnessed a dark period in our history when citizens were deprived of freedom of expression and of the press. We must not drop our guard nor waver in our vigilance. Never again should there be prior restraint on the exercise of freedom of expression or of the press,” said the communication chief. Under Coloma’s leadership, major reforms were implemented at the PCOO, such as the upgrade of facilities and transportation in PTV-4 and the construction of printing plants at the National Printing Office and APO Production Unit, Inc. He also cited Republic Act 10390, signed by the President in 2013, which revitalized PTV-4 with a Php 5 billion capitalization and allowed the TV station to generate funds from advertising. “Nakapagtatag ang APO ng isang high security printing plant sa Lima Technology Park sa Malvar, Batangas — at dito ngayon nililimbag ang mga BIR (Bureau of Internal Revenue) revenue stamps alinsunod sa Sin Tax Reform law at mga electronic passports para sa DFA (Department of Foreign Affairs),” said Coloma. “Sa pamamagitan ng mabuting pamamahala, puwedeng maghatid ng mahusay, mataas, at maipagmamalaking kalidad ng serbisyo publiko,” he added. has recently been sworn in as the 16th President of the Republic of the Philippines. A Duterte presidency could very well bring hope to the millions of marginalized Filipinos hoping for a better life. Hopefully, we will see a change in governance for the better and corruption in government offices to be minimal, if not total eradicated. Duterte won the presidency by a landslide. Thanks to millions of Filipinos who have long been disappointed and dissatisfied with most of their elected officials who they view as either weak, corrupt or inefficient. Most Filipinos, if not all of them, believe that President Duterte is the only elected public official right now who could clean up the corrupted system in government. Filipinos all over the country are optimistic that Digong will be able to correct whatever mistakes the Aquino administration may have committed in the past six years for him to lift the lives of millions of Filipinos out of poverty. This is a big and difficult task for President Duterte to tackle. He needs the full support of Congress to implement his economic policies and programs to help turn around the Philippine economy. Some are saying that President Duterte will be spending more of his time in Southern part of the country for him to be able to improve and empower other provinces who have been left behind or neglected by the government in terms of public funding for their development. If Duterte transfers the seat of power from Manila to Southern Philippines, most probably in Davao city, traffic in Metro Manila will improve. I hope some government offices like the Department of Agriculture, DENR, Agrarian Reforms and some other attached agencies be moved in the Mindanao area to decongest Metro Manila. The traffic situation in Metro Manila has become unmanageable. In Malayasia, government offices are not in Kuala Lumpur, they are in the beautiful city of Putrjaya. It has become a major problem for the government, just like flooding. Narrow streets and the inability of the government to address the illegal squatters in the metropolis have contributed to

Hopefully, the next MMDA chairman to be appointed by President Duterte will have the balls and political will to demolish illegal dwellers in Metro Manila to help improve the flow of traffic.. I was in Metro Manila in April of this year. It took me almost three hours to commute by car from Antipolo City to Karuhatan in Valenzuela for me to see my dentist. • I expect more drug addicts and small time drug pushers to be “salvaged” by policemen and drug enforcement agents. These cops and narcs are doing this for them not to be fingered by their “assets” or informants of coddling drug addicts and pushers for a “fee.” The PEDEA, NBI and the police should not look to far if they seriously want to clean up Metro Manila of drug addicts and pushers and big time drug lords. They should go to Taguig city where most drug addicts get their regular supply of illegal drugs such as “shabu” and cocaine and other illegal drugs. Taguig city has been known for years as the “tiange” of drugs by drug addicts. I wonder why Senator Alan Peter Cayetano and his mayor wife Lani, and his brother Congressman, never raised a howl about rampant drug activities in their turf for so many years? It is well known that most corrupt politicians would prefer to dip their dirty fingers in the illegal drug business than “jueteng, “ because of the huge amount of money they receive from drug lords in exchange for protection. The flourishing illegal drug business in the country is expected to end as soon as Duterte startsd to flex his “muscle” to rid the country of drug lords and addicts. Since Duterte won the presidential election, hundreds of addicts are now voluntarily giving themselves up for fear that they might either be killed by the vigilante group from Davao City or by their former police protectors. President Duterte, in his campaign speeches, promised to eradicate criminality in six months. This is one hell of a tough job to accomplish. But I hope he will be able to do it. How he is going to do it, I do not know. But I am pretty sure that the people will back him up and support his administration in his effort to improve the peace and order in the country. Good luck President Duterte.

Don’t be greedy, Piñol tells agri traders By Lilybeth G. Ison

MANILA, June 26 (PNA) – In line with President-elect Rodrigo Duterte’s promise of affordable and available food for the Filipino people, incoming Agriculture Secretary Emmanuel “Manny” Piñol warned unscrupulous traders to play fair and not be too greedy. “In the ideal world, farmers are supposed to make money producing food, the traders bring it to the market, making a little profit for the effort, and the consumers enjoy affordable food. All three of them end up smiling and happy. Twhat is not the case in the real world, however,” said Piñol in a statement. “I understand your business but do not be too greedy. Stop squeezing the farmers and fisherfolk dry and making life hard for the consumers,” he warned traders. Piñol lamented that the food supply chain in the country today is “controlled and even to some extent manipulated by the merchants and the traders.” “It is the trader who determines how much the price of farmers produce is and it is still the trader who dictates the cost of the food in the market,” he said. “In the real world, farmers are poor and the consumers are sad as they stretch their

budget for food but the traders rake in the money, ride in luxury vehicles and lead lavish lifestyle,” he noted. Piñol cited some of the supposed blatant anomalies in agricultural pricing and selling: Raw rubber prices have plunged from over Php90 per kilo a few years ago to only Php20 per kilo today. Yet, the price of a pick-up rubber tire has gone high to almost Php10,000 per piece; Palay buying price is at Php17.50 per kilo but good quality rice is sold at almost Php40 per kilo; Oil palm fresh fruit bunch (FFB) is bought at Php3.60 per kilo in the Philippines but the price in Malaysia is Php5.60. In spite of this, palm oil is still being smuggled to the Philippines; Hogs are bought at Php90 per kilo live but pork sells as much as Php150 per kilo in the market; Traders buy agar-agar from seaweeds farmers for only Php2 per kilo but the Cebu-based processors buy the dried carageenan for over Php30 per kilo. “I could go on and on to emphasize the great increment between the money the farmers earn for their hard labor and the cost of food the consumers pay,” he said.

California surpasses national goal to ensure Californians living with HIV have been diagnosed SACRAMENTO – California Department of Public (CDPH) Director and State Public Health Officer Dr. Karen Smith announced today that California has surpassed a key goal of the National HIV/AIDS Strategy. CDPH data released today indicate that 91 percent of Californians living with HIV in 2014 had been diagnosed. California reaches this benchmark six years ahead of the timeframe set by the National HIV/ AIDS Strategy, which is to ensure that 90 percent of people living with HIV are diagnosed by 2020. The Strategy was developed by the White House to guide a collective national response to the HIV epidemic. “We’ve come a long way in our ability to prevent and treat HIV in the 35 years since the epidemic

began,” said Dr. Smith. “I’m proud of the work we’ve done across the Golden State to meet and surpass this key indicator, which will help us improve viral suppression rates and reduce new HIV infections.” Although approximately 14 people in California become infected with HIV every day, significant progress has been made in diagnosing people living with HIV. Once diagnosed, people with the disease can receive effective treatment that significantly reduces the virus in their blood to an undetectable level (viral suppression). Viral suppression reduces a person’s likelihood of HIV transmission to partners by 96 percent and also turns HIV from a fatal disease into a chronic, lifelong manageable condition.

Prospects for human Zika vaccine bolstered by successful test in mice WASHINGTON, June 29 (PNA/ Sputnik) – A group of scientists reported that the successful test of a Zika virus vaccine in mice demonstrates that the development of a single-dose human inoculation for brain-damaging virus is not only possible, but likely. The successful test of a Zika virus vaccine in mice demonstrates that the development of a single-dose human inoculation for brain-damaging virus is not only possible, but likely, a group of scientists reported in the journal Nature. “Our findings suggest that the development of a ZIKV [Zika virus] vaccine for humans will likely be readily achievable,” the scientists said on Tuesday. Mice and humans are similar in their respective responses to Zika. In both species, the virus crosses the placenta barrier in pregnant females,

severely limiting brain development in babies. “Here we show that a single immunization of a plasmid DNA vaccine or a purified inactivated virus vaccine provides complete protection in susceptible mice against challenge with a ZIKV outbreak strain from northeast Brazil,” the scientists explained. The test vaccine afforded complete protection against Zika in mice, demonstrated by the absence of detectable virus in the vermin, the article noted. A second article, also published in Nature on Tuesday, explained that scientists are attempting to avoid a repeat of their experience with the Ebola epidemic, in which human trials of a vaccine began just as the rate of the infection tapered off. As a result, scientists missed out on a chance to prove the vaccine effective. (PNA/Sputnik)

Stress leads to rapid spread of cancer: Aussie researchers MELBOURNE, June 28 (PNA/ Xinhua) – A team of Melbourne researchers have discovered that stress leads to cancer spreading more rapidly throughout the body. A Monash University research team, led by cancer biologist Dr. Erica Sloan, conducted a study on mice with breast cancer and found that increased stress levels drove metastasis, the spread of cancer cells to new areas of the body. There has long been a medical debate around the role of stress in a patient’s cancer diagnosis. While stress has never been proven to cause the cancer, these Australian researchers believe it might have played a significant role in exacerbating the cancer. Sloan said her team discovered how increased stress transformed the body’s lymphatic system into a ‘super highway’ for breast cancer cells to spread at much faster speeds. “Stress sends a signal into the cancer that allows tumour cells to escape from the cancer and spread through the body,” Sloan told the Australian Broadcasting Corporation (ABC) on Tuesday. “The stress is sort of acting like a fertilizer and helping

the tumour cell take hold and colonies those other organs.” The study used mice with cancer and gave them limited movement in order to mirror the physiological and emotional effects of stressed humans. Dr Caroline Le, another of the researchers of the study, said they tracked the effect that stress had on the cancer-affected mice. “You see six times more spread of cancer in stressed mice compared to control mice,” Le said. The Melbourne researchers found an old class of medication which could prevent the effect of stress in cancer, at least in mice. The medication is currently used for people with high blood pressure and cardiac arrhythmia, a condition where the heartbeat is irregular. The medication contains beta blockers, which help to reduce a patient’s blood pressure and adrenaline, therefore limiting the heart rate and preventing the response from stress. When the mice with cancer were given the beta blockers, the stress was neutralized. The stress didn’t affect the lymphatic system, which initially led to the rapid cancer spread.

Even though the state has successfully diagnosed more than 90 percent of the estimated 140,000 Californians living with HIV, many people do not know they are infected and are not in treatment. “HIV testing is the first step to helping people know their status so they can obtain medical care and treatment to improve their own health and prevent spread of the disease to their partners,” said Dr. Karen Mark, chief of the CDPH Office of AIDS. “Especially as we mark National HIV Testing Day today, it is vital to acknowledge the importance of HIV testing and knowing your status.” CDPH recommends that every person between the ages of 13 to 64 get an HIV test at least once as part

of routine medical care. Sexually active gay and bisexual men, transgender individuals, and people who inject drugs should be tested at least annually. More information about HIV testing is available at gettested. cdc.gov. In addition to HIV testing, CDPH supports other methods of HIV prevention, including the use of condoms and HIV pre-exposure prophylaxis (PrEP), a highly effective HIV-prevention tool for people at high risk of infection. When taken as prescribed, PrEP can reduce the risk of HIV infection by more than 90 percent. PrEP should be used in combination with other prevention methods, including condoms, for optimal protection against HIV and other sexually-transmitted diseases.

DOH trains family caregivers on basic physical therapy skills MANILA, June 29 (PNA) – Department of Health (DOH)– MIMAROPA Region conducted a one-day training on basic physical therapy exercises for family caregivers of patients of the Damian Reyes Provincial Hospital in Boac, Marinduque. MIMAROPA or Region IV-B consists of the island provinces of Oriental/ Occidental Mindoro, Marinduque, Romblon and Palawan. The training was made under the telemedicine program of the DOH-MIMAROPA in the province of Marinduque. “The importance of this training is to impart the essential therapy exercises to family caregivers so that they may continue the various exercises being given to the patients at the hospital and resume it at home after they are discharged,” said MIMAROPA Regional Director Eduardo C. Janairo. Director Janairo added that therapy exercises are essential for the recovery of the patient, that is why immediate members of the patient’s family were also included in the training. There were nine participants for the first batch of the “Transfer of Physical Therapy Skills to Caregivers of Telemedicine Patients Training.” The training was led by OIC-Chief of Hospital, Dr. Ruby Ephraim M. Rubiano who also heads the Health Facilities Operations and Development Unit of the DOH-MIMAROPA. A set of exercises known as “Range of Motion” were instructed with the objective of decreasing pain, swelling and stiffness in the joints of the body. It also helps in the circulation of blood and physical movement of the body. The “Range of Motion” is the amount of movement in each joint. It is related to flexibility and is an important part of an training exercise program. Dr. Janairo said that most patients have families that are providing some level of care and support from bathing, dressing, and taking medications to tube feeding and ventilator care. “It is important that these individuals be given the proper information to be able to provide proper care and receive guidance from the formal health care providers,” he said.

Meanwhile, if you want to belong to the select group of Honda owners, all you have to do is visit the Diamond Honda of Glendale and get in touch with our kababayan Orly Roque, who are more than ready to serve you and find you your new Honda Hybrids or any other Honda vehicle and be assured of top fuel efficiency as well as safety and maintenance. ented sales experience in a world class facility environment.” At a very young of only 23, Mr. Nissani purchased a G e n e r a l Hooman Nissani Motors dealership. However, Mr. Nissani said it was “severely deficient” in every department and criteria including sales, fixed operations, and facility. “Within a short period of time, my team and I turned the dealership and far exceeded General Motors’ expectations for Culver City. In the first two years I increased sales and gross profit in all departments by over 800%.” During the period from 2004 to 2008, the family’s business acquired and developed real estate properties. Among the properties they acquired including Arco and Union 76 locations, various dining establishments and various fast food locations, and entertainment venues including various night clubs. In 2008 I expanded my interests in the automotive field when I purchased a Toyota Dealership in Long Beach, California which was operating well below the standards expected of a facility of its size and market. As with my GM dealership, in less than two years it has become one of the fastest growing Toyota Scion dealerships in the country. It has experienced triple digit increases in sales and service despite the adverse market conditions. Mr. Nissani was then responsible for the purchase of at least two car dealerships, including turning a lackluster Nissan dealership to an award-winning car business. In late 2013, he purchased two more dealerships: Hooman Hyundai of Los Angeles and Hooman Chrysler Dodge Jeep Ram of Los Angeles. In Early 2014, he created PayLess Cars which is a chain of small dealerships which offer affordable cars and financing to customers. This was the beginning of Mr. Nissani’s car dealership empire and the Hooman name has become a household word. Later in 2014, he added a large carwash and gas station complex and in October, 2015 the Hooman Acura of Santa Monica was added to his business fleet. Mr. Nissani has also planned to acquire more car dealerships in Southern California.

ENTERTAINMENT Jerome Ponce admits crush on Loisa Andalio Young actor Jerome Ponce admitted that he has a crush on his new love team partner Loisa Andalio since her days as a teen housemate on “Pinoy Big Brother.” Ponce made the revelation in an interview at the press conference for “Wansapanataym Presents: Candy’s Crush,” which marks their first project as a love team. “May paghanga lang. ‘Yung sinabi sa iyo ni Janella (Salvador) ‘yon ‘yun,” Ponce told Andalio. But because she was being linked to fellow teen housemate Joshua Garcia during and after the reality show, Ponce said he settled for being friends. The three even worked together in defunct afternoon soap “Nasaan Ka Nang Kailangan Kita.” “Hindi naman po kasi ako na parang nandoon ‘yung utak ko sa crush ko na ipupursige ko. Nandoon ako sa ini-enjoy ko lang ‘yung araw-araw ko na trabaho. Eto, katrabaho ko [siya] eh di ini-enjoyin ko lalo,” he added. Asked to react to Ponce’s revelation, Andalio replied: “Nabigla ako doon.” “Kasi si Jerome palagi niya

akong inaasar na parang nang ti-trip lang kaya di ko ini-expect na may crush siya sa akin,” she added. Ponce said he is enjoying working with Andalio. “Enjoy lang talaga ako dahil open eh, wala akong inisip na malisya. Wala akong inisip na parang ginagamit ko ‘yung work para kausapin siya. It’s just eto siguro ‘yung ibinibigay sa aming chance (to work),” Ponce said. Ponce and Andalio said that they are both single. “Wansapanataym Presents: Candy’s Crush” started airing last June 26.(MNS)

Jasmine excited to play Vilma’s daughter in next movie Jasmine Curtis-Smith was at a loss for words when she was informed that she will be working with multi-awarded actress Vilma Santos in her next movie. Curtis-Smith said she loves working with experienced actors in the entertainment industry because she can learn from them. “Actually when we had a meeting, nagulat ako na siya ‘yung binanggit na actress. Sabi ko, ‘Are you sure about this?’ My gosh naka-work ko na si Superstar, tapos ngayon kawork ko naman si Ate Vi na favorite ni mommy. I was beyond happy not only for myself but naisip ko, my gosh, my mom will definitely come home for this. Ako, swerte ko lang. I’m very thankful,” she said. Curtis-Smith appeared in the 2014 indie film “Dementia” with Nora Aunor. She said she might play the role of Santos’ daughter in the still-untitled project, which will be directed by Quark Henares.

With her steady stream of TV and movie projects, the 22-year-old said she is just grateful that her managers continue to believe in her. “I’m happy kasi that’s always been my goal. I want to be known as an actress, not just for my name or the sister or just another talent,” she said. Curtis-Smith first became popular as the younger sister of Kapamilya star Anne Curtis. (MNS)

Kris to attend Leni inauguration on behalf of Aquino, sisters Presidential sister Kris Aquino will represent outgoing President Benigno Aquino III and their family in the inauguration of Vice President-elect Leni Robredo on June 30, Robredo’s camp said Tuesday. “[The] Aquino sisters were invited and Kris Aquino [will attend] to represent the family. They gave up their slots for other guests but have confirmed to attend the thanksgiving party,” Robredo’s spokesperson, Georgina Hernandez, said in a statement. It was earlier reported that all four sisters of President Aquino — Ballsy, Pinky, Viel and Kris — will skip the inauguration rites of Robredo to be held at the Quezon City Reception House at 9 a.m. on Thursday. Kris actively campaigned for Robredo in the vice-presidential elections and was the top contributor to the campaign with donations amounting to P30.8 million. Meanwhile, outgoing Communications Secretary Herminio Coloma, Jr. said he has no information as to whether President Aquino will be attending the thanksgiving party at the Quezon City Memorial Circle organized by Robredo’s supporters. The party will be held at 5 p.m.

No more church wedding for Ali and Cristine?

After their civil wedding in January on Balesin Island, Ali Khatibi said he and Cristine Reyes no longer plan to organize a church wedding as reported earlier. In an interview, Ali shared they have instead mutually decided to hold a simple reception for family and friends. “(The wedding on Balesin Island) was very intimate and for us it was very perfect, very real. So sabi namin, we’re happy with what happened on Balesin na and to do another wedding… parang sayang. Might as well ’wag na lang,” he said. “So, we’re just giving back na lang siguro to our close friends and other family members who weren’t able to be a part of it (Balesin wedding).” The two are parents to year-old baby girl Amarah. Ali maintained he is a hands-on father. He said Amarah is a certified Daddy’s Girl. “I’m super in love with my baby girl, grabe. Si Cristine naiinis pero sobrang daddy’s girl ’yung baby namin. All the time puro ‘daddy’ ang sinasabi niya (Amarah),” he said. Are they now ready for another baby, we asked. “Si Cristine gusto niya nga pero I don’t think now is the perfect time kasi siyempre we just moved. We have bills to pay, Cristine just got back to work… siguro in a year or two, tignan natin,” Ali said. Late last year, Ali formally started his showbiz career by signing with Viva Entertainment. He admitted being reluctant about it at first as he is a shy guy. “But when I signed up with Viva, I’ve been taking more risks,” Ali said. “I’ve been trying to learn more things and basically I’m already here in the industry and people are talking to me about it, so might as well try new things, put yourself out there… Kasi if you never try, you’ll never know, ’di ba. This doesn’t happen to everyone. Opportunity ’to eh so ’wag mong talikuran.” So far so good for the MMA fighter-turned-actor who is now shooting a movie. Though few details have been made about it, Ali revealed it will be sort of an action film co-starring Richard Gutierrez. He said, “We’re talking about it. Nothing sure yet, but if God wills it…” Cristine is all-out with her support, Ali added. “When I did the audition, she advised na kailangan i-feel ko lahat sa heart,” he said. “She’s really guiding and teaching me. Actually, naghahanap pa nga ng tutor ’yan for me.” Asked what kind of image he would like to establish, Ali prefers to be known as an action star.

FAMILY FEATURES

I

f your outdoor grilling menu calls for easy, gluten-free dishes to accompany your favorite flame-kissed foods, sorghum may be your secret to success. Sorghum, an ancient cereal grain, is a highly versatile ingredient that can be used in a wide range of preparations, such as leavened and unleavened breads, fermented and unfermented beverages, and a host of flour-based foods such as pizza dough, pastas and cereals. It can also be consumed in place of whole grain in countless recipes and as a syrup. Because it is naturally gluten free, sorghum is a terrific option for those with celiac disease or gluten intolerance who don’t want to sacrifice the texture and taste of grain-based foods. What’s more, the nutrient-rich grain is a good source of iron, calcium, potassium as well as polycosinol, which research has shown to lower serum cholesterol and may improve heart health. For those who monitor glycemic index, sorghum also offers good news. Research indicates sorghum offers slow digestibility and a lower glycemic index. Foods with a lower glycemic index are believed to increase satiety, which means you feel fuller longer, aiding with weight management. Enjoy grilled fare with a new twist. From sweet, savory marinades to crisp, crunchy salads to refreshingly tangy beverages, sorghum is the ingredient that makes these recipes shine. For more recipes and tips for cooking with sorghum, visit www.HealthySorghum.com.

Cooking with Sorghum A wide variety of recipes use sorghum, which can be found in whole grain, flour or syrup form. Learn which type of sorghum is best for your recipe: Use whole grain sorghum for great tasting and healthful dishes just like you would use rice. Whole grain sorghum can be used as an addition to vegetable salads or in cooked dishes like tabbouleh. It resembles bulgar or wheat berries and is a hearty, chewy solution for meeting the daily goal of two to three servings of whole grain. White sorghum flour is made from white food grade sorghum, which has the hull removed and milled like traditional flours. This flour can be used in a variety of baking applications in conjunction with other flours. Whole grain sorghum flour is milled with the entire grain without the hull removed. Whole grain flours contain all of the nutrition found in the outer casing of the grain. Sorghum syrup is a natural sweetener that comes from juice squeezed from the stalks of sweet sorghum. It has a rich, dark color and consistency similar to molasses but with a milder taste.

Southern Sweet Sorghum Tea Yield: 4 servings Prep time: 10 minutes 6 cups water 4 black tea bags 3/4 cup sorghum syrup 1/4 cup sugar 1/4 cup bourbon (optional) Juice of 1 orange 1 orange, washed and sliced Mint to garnish

Boil water. Remove from heat, add tea bags and steep for 5 minutes. Remove tea bags and stir in sorghum syrup and sugar. Pour into pitcher and refrigerate until cold. Stir in bourbon and orange juice. Add sliced oranges to pitcher. Serve over ice with mint to garnish.

Red, White, Blue – and Green: On July 4th , Hopes for More Parks Access in L.A. County By George White

In Los Angeles County – like much of America -- July 4 th is a day many will celebrate at parks and beaches. Hundreds of thousands of L.A. residents will flock to grassy preserves and ocean fronts to frolic and observe fireworks, demonstrating their love of natural settings as well as country. When the fireworks smoke clears, the LA County Board of Supervisors will take a big step towards protecting local parks and open spaces for generations to come. On July 5, the Board is expected to decide whether to place a parks funding measure on the November ballot. If the board approves a new proposition, advocates for more parks access for people of color (who constitute a majority in the county) are hopeful it will pass. Some of those hopes are based on recent parks improvements in underserved areas. Park lands in the Baldwin Hills region, a predominantly black community, are a favored July 4 th destination. Funds from the Baldwin Hills Conservancy and the office of Los Angeles County Supervisor Mark Ridley-Thomas helped finance a hiking trail in one of the region’s recreational areas. Robert Garcia, a prominent Los Angeles civil rights attorney, is among the hopeful. In an interview, he noted that Santa Monica Beach is a popular Independence Day venue for many because it is accessible via bus and rail lines. Garcia is a promoter of the county’s natural wonders but he has also spent much of his career fighting for the creation of more and better parks amenities for low-income communities. “These communities have been willing to tax themselves, but the moneys from public bonds and tax measures have to be invested equitably,” says Garcia, founding director of City Project, a parks advocacy nonprofit that has won numerous legal battles to create and save park land.

There are signs that a new parks tax could regain robust support from voters of color. In 2014, Proposition P, a countywide parks measure, was narrowly defeated. Responding to criticisms about implementation, the LA County Board of Supervisors embarked on a Needs Assessment in which every city participated, providing input on the unique needs facing their communities. Thousands of residents were consulted and helped to identify priorities based on a more specific needs assessment. Those priorities, in turn, informed the measure that the Board is considering placing on the ballot, helping to ensure that all communities, including communities of color, are represented. Also, a June poll by a public opinion research firm (Fairbank, Maslin, Maullin, Metz & Associates) indicates that a new ballot initiative would receive enough of the traditionally pro-parks Latino, African-American and Asian-American votes to generate the two-thirds majority required to pass a new levy. The respondent tally: 79 percent of Latinos, 75 percent of African Americans, 65 percent of Asian/Pacific Islanders and 64 percent of whites indicated a willingness to vote for a new parks ballot. “The county has a needs assessment that is more promising,” says Garcia. The recent Fairbank public opinion poll reflects “the concern of people of color, residents who have the worst access to parks and the highest obesity rates,” Garcia said. As July 4 th draws near, other leading parks access advocates are weighing in on county voter predispositions, favored July 4 th venues and the prospect of creating more outdoor recreation opportunities for underserved communities. Consider the Baldwin Hills Scenic Overlook, a 500-foot peak in a restored area of an urban park just southwest of downtown Culver City.

Sylvia La Torre, and her granddaughter, Broadway performer and TV-film actress Anna Maria Perez de Tagle

FASO concert taps Sylvia La Torre, Anna Maria Perez de Tagle as special guests The Philippines’ legendary veteran entertainer, Sylvia La Torre, and her granddaughter, Broadway performer and TV-film actress Anna Maria Perez de Tagle, will be the special guests in the August 13concert of the Filipino American Symphony Orchestra (FASO). La Torre and Perez de Tagle will perform a duet and solo numbers with FASO, the only Filipino symphony orchestra outside of the Philippines. The beloved icon and her talented granddaughter singing with a full orchestra will be a landmark Filipino-American musical event. FASO, under the baton of musical director and conductor Robert “Bob” Shroder, will also play “Peter & the Wolf,” Sergei Prokofiev’s well-loved children’s classic (to be narrated by Joan Almedilla), cherished movie and television tunes, including themes from “Stars Wars” and “Harry Potter” films, Broadway favorites and Filipino music gems. Titled “FASO Plays Prokofiev’s ‘Peter & the Wolf,’ ” the exciting concert for children and adults will be staged on Saturday, August 13, at the John Wayne Performing Arts Center at 1440 E. Broadway, Glendale, California 91205. It will be La Torre and Perez de Tagle’s first time to collaborate musically with FASO. La Torre, a national music treasure who joined a singing contest at the age of five in 1938 in Manila, is acknowledged as the first Filipino artist to enjoy a hugely successful career in all major entertainment fields in the Philippines: radio, television, record, stage and film. Now based in California, La Torre, known as the Queen of Kundiman and also for her fondly remembered “Ibyang” character in the pioneering days of Philippine entertainment, continues to be a dynamic performer.

Perez de Tagle debuted on Broadway in the acclaimed 2011 revival of “Godspell” where she earned good reviews. The singer-actress’ credits include the film version of “Fame” and the TV shows, “Hannah Montana,” “Camp Rock” and “Camp Rock 2: The Final Jam.” With several records under her name, Perez de Tagle, whose early singing coach was her famous grandmother, has toured with Demi Lovato and the Jonas Brothers. The FASO Children’s Ensemble will also be spotlighted in the latest concert of FASO, which is noted for its entertaining and quality concerts. The trailblazing orchestra is comprised of volunteer musicians from various sectors of the Fil-Am community. Festivities on August 13 begin at 4:00 p.m.with an “orchestra instrument petting zoo” and face painting in the theater lobby and food trucks in front of the theater on Broadway Street. Bring your “Star Wars” lightsabers and “Harry Potter” wands. The concert starts at 6:00 p.m. For tickets, call Andy Tecson (323) 467-5096; Bob Shroder (818) 3958936; and Arlene Ferrolino (213) 248-9850. Tickets are at $30, $40, $60, $75 and $100.
