MANILA, July 7 (PNA) – Billions of pesos worth of drug-related transactions are being conducted inside the New Bilibid Prison (NBP) in Muntinlupa City and this is partly due to protection given by police authorities identified by President Rodrigo R. In a briefing early Thursday evening, Solicitor General Jose Calida disclosed that there are five-tiers in the illegal drugs trade in the country and the top, the level 5, involves pushers who are able to sell 100 kilograms or more of illegal drugs per transaction. A chart released by the

Palace to the media during the briefing showed that three personalities oversee illegal drug operations in the country. Intelligence report said the triad Luzon group is said to be headed by one Wu Tuan, alias Peter Go, who is now detained at the NBP See DRUG LORDS, page 10 TRIAD CONNECTION. President Rodrigo R. Americans are still filing bankruptcy in record numbers, and with good reason. The economic downturn, including the fall of housing prices and the increase in unemployment has wrecked havoc on our finances. The truth is, that in many cases, bankruptcy is a wise decision for many, since it wipes away debt and interest payments that would take years to pay off, if you are only making minimum payments. Unfortunately, many people do not file bankruptcy because of misinformation. One of the most common questions people ask when contemplating bankruptcy is “will I lose my home? However, in today’s economy, where few people actually have much equity, the answer is NO! The bankruptcy trustee will first determine whether your home has equity, and how much. This involves determining the current market value of the home, and subtracting the pay off amount, cost of sale, and any liens. If the equity is below specific homestead exemptions, you keep your home provided of course, you stay current on your monthly mortgage payments. The general rule of thumb is that if you continue to make your payments on time, the lender prefers that you stay in your house. Mortgage lenders, contrary to popular belief, are not anxious to foreclose on a property. It means a loss to them, as they will have to spend money holding the property and preparing it for resale. Bankruptcy is also helpful if you are seriously behind on mortgage payments. IT will stop a foreclosure in its tracks, and through a Chapter 13 bankruptcy, provide you with a plan to amortize mortgage arrearages over a 5 year period. In bankruptcy, there are exemptions, which render certain property outside the reach of bankruptcy. State law provides that the debtor be allowed to keep personal property up to a certain amount, for instance. If the debtor avails himself or herself of an exemption, that property cannot be used by the bankruptcy court to pay creditors. Specific exemptions are provided through both federal and state law that enable most people to keep their home, since these exemptions usually exceed the home’s equity in today’s real estate market. Chapter 7 & 13 There are several types of bankruptcy, each with different sets of rules and criteria. The most common two types of bankruptcy are Chapter 7 or Chapter 13. Two other types, Chapter 11 and Chapter 12,

are lesser known and not used as often. Chapter 11 is used by business owners, and Chapter 12 is for family farmers. Single or married individuals typically use both Chapter 7 & 13. In a Chapter 7, debts are discharged. In a Chapter 13, the debts are reorganized and paid back to the extent that the party is able. What Should I Do? If you are a home owner, filing for a Chapter 7, the first thing to do is find out whether your home has equity. If there is equity, you and your bankruptcy attorney can determine if you qualify for an exemption. Typically, in California, the homestead exemption for a married couple is $75,000.00, with higher limits for seniors. Keeping your home pursuant to an exemption is conditioned on the understanding that you will continue to make your mortgage payments. However, if you still have significant equity, and the exemption is not enough to protect all of the equity in your home; you could still use a Chapter 13 debt reorganization with some partial payments and still protect your home. Speak with a Lawyer as soon as possible. If you are considering bankruptcy, it is important to speak with a bankruptcy lawyer right away. This is particularly important if you have a large asset, like a home that you would like to keep. Your lawyer will have knowledge of the various exemptions available to you, and offer you sound advice to ensure your bankruptcy goes smoothly. There is a lot at stake, so it is important to give yourself every chance of success. Contact attorney Paul M. Allen at the Law Offices of Paul M. Allen to learn more. Angara pushes for Magna Carta for the PNP MANILA, July 7 (Mabuhay) – Senator Juan Edgardo Angara on Thursday reiterated the need for the passage of Magna Carta for the Philippine National Police (PNP) to rid the police force of scalawags involved in corruption and the illegal drugs trade. The senator has been filing the Magna Carta for PNP since his days in the House of Representatives and during his first term at the Senate but it has yet to be passed. He once again filed a version in the 17th Congress. Angara’s bill seeks to establish a separate salary scale for the PNP, distinct from the other agencies of the government, to attract more qualified and competent law enforcers in the country. This was after President Rodrigo Duterte named retired officers PNP Deputy Director General Marcelo Garbo Jr. and Chief Supt. Vicente Loot; Chief Supt. Bernardo Diaz, Chief Supt Edgardo Tinio, and Director Joel Pagdilao as alleged protectors of drug syndicates. “Talagang nakakadismaya kung mapapatunayan ngang sangkot sa iligal na droga ang ilan sa mga matataas na opisyal ng PNP,” Angara said in a press statement. “We are hoping that through the passage of this measure, our policemen will be more encouraged to stay true to their commitment to preserve peace and order and protect the lives of the Filipino people rather than coddling drug lords and exacerbating the drug situation in the country,” he added.

PNP spokesman: The President has enough information vs. police generals MANILA, July 7 (Mabuhay) – The discretion of President Rodrigo Duterte to name the five former and active police officials with alleged links to illegal drugs is trustworthy considering his background on criminal justice, the spokesman for the National Police said Thursday. “We believe the President has enough information or holdings against these five generals. We respect that. We know the background of our commander. He was a lawyer and prosecutor,” PNP spokesperson Senior Supt. Dionardo Carlos said in a television interview. “We believe that the President has access to information coming from intelligence units from different government agencies. What we have is information from [the] intel of PNP. We don’t have access on reports being submitted to the President,” Carlos added. Of the five officials named by

Duterte, three will be investigated by the National Police Commission (NAPOLCOM) because they are still on active duty – Chief Superintendent Edgardo Tinio, Chief Superintendent Bernardo Diaz, and Director Joel Pagdilao. The three met with PNP chief Director General Ronald dela Rosa on Wednesday and were advised to “face the music” during their “intimate and personal” meeting in Camp Crame. Also on Wednesday, NAPOLCOM Commissioner Rogelio Casurao said the en banc has been given the directive to finish their investigation within seven days. “The President is very clear on this matter. Ayaw niya na that the investigation will drag on. We are never going into that situation,” Casurao said at a press conference after their en banc session. Carlos said the three were assigned to the office of Dela Rosa

for accounting purposes and will be supervised by NAPOLCOM. They are also ordered to stay in Metro Manila to answer to the investigation panel. Meanwhile, former Deputy Director General Marcelo Garbo Jr. and Chief Superintendent Vicente Loot will not be under the jurisdiction of the PNP since they have already retired from the service. Carlos said Garbo is now a private citizen while Loot currently sits as mayor of Daanbantayan, Cebu. “Garbo is now a private citizen while Loot is elected mayor in one of the towns in Cebu. In the case of Loot, the [Department of Interior and Local Government] will take cognisance of the case. [On] General Garbo, we look at the case at the level of the Department of Justice,” Carlos said. All five have since denied the allegation against them. (MNS)

Rep. Raul V. Del Mar (1st District, Cebu City) said the still unnumbered bill seeks to strengthen the right of Filipino citizens to information held by the government by full public disclosure of all government transactions involving public interest. “This same measure was already approved on third and final reading during the 16th Congress. However, due to lack of quorum of the last session day, the subject Conference Committee report was not ratified,” Del Mar said. Under the bill, request of information shall be free of charge and could be requested personally, by electronic means or by mail to the government agency concerned. The FOI Act shall cover the executive, legislative and judicial branches which shall include the national government and all its agencies, departments, bureaus, constitutional commissions and mandated bodies,

Information shall be given upon request to every Filipino citizen and it shall become the government agencies and public officials’ duty to disclose all records pertaining to official acts, transactions or decisions and government research data used as a basis for policy development. “Access to public records means access to evidence vital to proving public officials accountable for wrongdoing. Also, the new bill provides a convenient procedure to facilitate access to information

and remedies are also available for denial of access like administrative, civil and criminal penalties,” Del Mar said. A Freedom of Information Manual shall be prepared for the use of the public and shall also be posted in the agency website. Exceptions shall be granted if the information may compromise national security or interfere with any legitimate military or law enforcement operations. Senator files bill on free irrigation fees for farmers affected by El Niño MANILA, July 6 (Mabuhay) – A measure seeking the full subsidy of irrigation fees for farmers recovering from the recent El Niño has been filed at the Senate as part of legislation for the 17th Congress to work on. Dubbed as the “Free Irrigation Services Act,” the bill filed by Senator Panfilo M. Lacson will not require farmers to pay for irrigation fees which will be shouldered

instead by the government – once passed into law. “Irrigation is a very basic governmental function that can very easily be shouldered by the state. It does not have to be passed on to farmers,” Lacson said on Wednesday. “Considering that it is a key factor in increasing agricultural productivity, having the state subsidize it will go a long way in ensuring adequate food supply and

the early recovery of the principal means of livelihood of people in disaster-hit and poverty-stricken areas,” he said. According to the senator, current laws allow the National Irrigation Administration (NIA) to collect fees from farmers tapped into irrigation systems. The fees are supposed “... to finance the continuous operation of the system.” The damage caused by the El

Niño and pest infestation on the agriculture sector has reached more than P8.6 billion, according to the Department of Agriculture. “Water must be provided for free to Filipino farmers, because that is the only way we could produce more food for the Filipinos,” President Rodrigo Duterte said in one of the presidential debates early this year. The Senate adjourned on June 9. It will resume on July 25.(MNS)

Duterte on kill threat: God will decide MANILA, July 8 (Mabuhay) – With drug lords offering “billions for his head, President Rodrigo Duterte said he was leaving his fate to God. Duterte unveiled on national television late Thursday an elaborate matrix of illegal drug operations in the country that allegedly included police generals and crime lords serving time in prison. “I’m confident that God will decide everything. If God does not want me to die, I will not die. But if God wants me out of the scene, I will be gone. So, ba-bye na lang, Duterte said. Duterte acknowledged that crime lords wanted him dead, even “offering billions. “You don’t have to worry, you have your Vice President. Kaya nga tayo may Vice President e. E, ‘di there is always the rule of succession, he said.

Philippine National Police Chief Director General Ronald “Bato dela Rosa, who is leading the government’s anti-drug drive, earlier said a P50-million bounty was put up for himself and the president. Duterte said Thursday he trusted the military and the police enough to secure him. “The Armed Forces will not take it sitting down. The Philippine National Police, even if I’m gone, they will not allow these animals to have their day, he said. “And Leni Robredo, if she becomes the President will also be harsh kasi you are talking about the welfare of the country, he added. Last week, Duterte named five police generals as alleged coddlers of drug lords as he kicked his relentless anti-narcotics campaign into high gear.(MNS)

Drilon files bill raising salaries of gov’t workers By Jelly F. Musico

MANILA, July 6 (PNA) – Senate President Franklin M. Drilon has filed a bill that introduces a 27 percent average increase in the salary of about 1.53 million state workers over a period of three years. petitive with those in the private sector doing comparable work in order to attract, retain and motivate a corps of effective, efficient, professional, committed and competent civil servants, Drilon said. The bill mandates a three-year compensation increase for the national government’s 1.53 million and military and uniformed personnel. The bill aslo provides for a midyear month pay bonus equivalent to a one month’s basic salary and an enhanced performance-based bonus equivalent to one to two months’ basic salary.

Groups file cases vs. Aquino, Abad over questionable DAP MANILA, July 8 (Mabuhay) – Several groups on Friday filed charges against former President Benigno Aquino III and former Budget Secretary Florencio Abad before the Office of the Ombudsman over the implementation of the Disbursement Acceleration Program, some parts of which were declared unconstitutional by the Supreme Court in 2014. Aquino and Abad were charged with technical malversation, usurpation of legislative powers, and graft and corruption by complainants led by Bayan Muna Rep. Carlos Zarate, Bagong Alyansang Makabayan and Volunteers Against Crime and Corruption. “The DAP was nothing but a presidential pork taken from forced savings then realigned for pet projects of the President. It was not a stimulus program as many of the projects approved by Aquino had nothing to do with stimulating the economy, said Zarate. This was the second criminal complaint filed against Aquino since he stepped down from power and lost immunity from suit on June 30. Last week, two relatives of the 44 police commandos killed in the 2015 Mamasapano incident filed multiple homicide charges, citing Aquino’s approval of the operation which the complainants described as “flawed. Aquino dismissed the complaint as mere harassment.

‘Beautiful’ The Carole King Musical is the singer’s nostalgic gift to our generation

A couple of Sundays ago, this author was lucky to have been invited by media colleague Cecile Ochoa to watch “Beautiful,” The Carole King Musical at the world-renowned Pantages Theatre. As soon as Cecile mentioned Carole King, the invite was totally irresistible, though there were previous commitments the same day which needed switching around. “Beautiful, “ The Carole King Musical is King’s inspiring personal story of her struggle and rise to stardom as a teenage songwriter, eventually meeting Gerry Goffin, the man of her dreams when she was seventeen and together, they built a successful songwriting team which later on broke, until she finally found her solo career, which gave her prominence in music history. The story was based on a book by Douglas McGrath and the lead role was performed by Abby Mueller. Delving into the singer’s background, this author found out that “ King was born Carol Joan Klein in February 1942, to a family in Manhattan. Her mother, Eugenia (nee Cammer) was a teacher and her father, Sidney N. Klein was a firefighter for the New York City Fire Department. She grew up in Brooklyn, learned the piano when she was four years old, and appeared on “The Horn and Hardart Children’s Hour,” with a school friend, performing “If I Knew You Were Comin’ I’d Bake a Cake,” when she was eight.” In the 1950’s, while attending James Madison High School, “Carol Klein changed her name to Carole King, subsequently forming a band called Co-Sines, and

together they made a demo with her friend, Paul Simon, for $25.00 per session.” “Carole King’s first official recording was the promotional single called “ The Right Girl,” which was released by ABC -Paramount in 1958 where she wrote and sang the arrangement with Don Costa. Further on, she attended Queen’s College, where she met Gary Goffin, who was “to become her song-writing partner.” They eventually married when she was 17 years old, in a Jewish ceremony in Long Island in 1959 and they named their daughter, Louise. Both Gerry and Carole left college, worked odd jobs, while writing songs in the evenings at the office of Don Kirschner’s Aldon Music on Broadway. In 1959, Neil Sedaka, who had dated King when she was in high school, had a hit single called “”Oh Carol,” which gave Guffin the idea in writing a response song called “Oh! Neil,” which Carole King recorded and released as a single the same year. Subsequently, a black girl group called “The Shirelles,” beame Billboard’s “”Hot 100” with the hit song, “Will You Love Me Tomorrow.” The hit song encouraged Guffin and King to quit their daytime jobs and concentrated on writing and the same song, “Will You Love Me Tomorrow,” became their standard song. Together, the

Carole King

songwriting team of Guffin and King were the duo behind Don Kirschner’s “Dominion Records” label, which produced songs like “The Locomotion,” “It Might As Well Rain in September,” (King’s first hit which she recorded herself in 1962) Through 1967, the songwriting team of Goffin and King wrote more than two-dozen chart-hit songs for numerous artists which included: :”Half Way To Paradise,” (for Tony Orlando); “Take Good Care of My Baby,” for Bobby Vee; “Up On The Roof,” for The Drifters; “I’m Into Something Good,” for Earl Jean, later done by Herman Hermits; “One Fine Day,” for The Cliftons; “Pleasant Valley Sunday,” for The Monkees; and “You Make Me Feel Like A Woman,” for Aretha Franklin. The following year (1968), Goffin and King divorced and King moved to Los Angeles where she formed a Trio composed of::Charles Larkey, her future husband , on the bass, Danny Kortchmar, on guitar and vocals and King on piano and vocals. They produced one album called “Now That Everything’s Been Said,” but was unsuccessful and the group disbanded the fol-

lowing year. Carole King continued writing and performing her solo acts and by 1970, she scored her breakthrough album called “Tapestry,” which topped the Billboard charts for more than six years. IN 2000. Billboard named King the most successful female songwriter of 1955-99, because she wrote and co-wrote 118 pop hits. In 2005, a music historian named Stuart Devoy. named her the most successful female songwriter on the U.K singles chart, 1952-2005. Carole King’s most recent non-compilation album was “Live at the Troubadour,,” in 2010 a collaboration with James Taylor, that reached number 4 on the charts in its first week and has sold over 600,000 copies. Her record sales were estimated at more than 75 million copies worldwide. King has won four Grammys, and was inducted to the Songwriters Hall of Fame as well as The Rock and Roll Hall of Fame. She is also the recipient of the Library of Congress Gershwin Prize for Popular Song, the first woman to be honored and in 2015, she was one of the honorees at the Kennedy Center. “ If you’re like us who love watching Broadway musicals as we’ve experienced since our high school days, don’t miss this nostalgic experience. You still have a lot of chance to go and watch “Beautiful,” The Carole King Musical, at the Pantages until July 17th. ‘Hope you can watch and be mesmerized. Its truly worth spending quality time watching this musical with your loved ones!

This is plain and basic faithfulness to the concept of stewardship which had gone berserk with irrational abuses that man has subjected the environment and now are reaping the expected results of their blatant disregard for their discordant behavior. The world, fortunately is heeding the wake up call that if man doesn’t do his share in conserving and protecting, or being good stewards of the natural resources that surround him, he himself will be among the first victims of this utter disregard. Already, in many parts of the world, governments are joining the advocacy to arrest the damage resulting from many years of neglect. In Orange, conservationists and green advocates will bring to focus their shares in stewarding resources to help arrest the harmful effect of years of utter disrespect for nature. The Filipino American Chamber of Commerce of Orange County joins this year’s effort, its eight consecutive years of faithful advocacy, in raising public consciousness on this burning concern and elicit wider support in saving the planet from destruction. FACCOC’s Annual Green, Conserve and Health Expo on August 4th at the Pacific Ballroom of Disney’s Paradise Pier Hotel will bring under one roof hundreds of “green” advocates with their products, services and ideas. The day-long event will highlight the importance of the environment and sustain awareness on the merits of going green. The Atty. Linda Sarno, a strong advocate for the environment in her lifetime and in whose memory this year’s event is dedicated to promises to be a more meaning information effort to reach out to the community. FACCOC has been an active participant in this environment and entrepreneurial advocacies by encouraging and promoting the green movement and providing a venue for exhibitors, participants, cities and government agencies, sponsoring corporations, representatives from the utility companies, sellers of ‘green’ or eco-conservation products, and consumers to meet and

exchange information, experience and know-how about preserving the environment and at the same time provide a marketing outlet for various health and eco-friendly products and service . This year’s event will recognize green advocates who will join the ranks of Emerald Awardees as “Best Green Company, City or Entity”. “Best Green Product or Service”, and The green movement which started in the 70’s is rooted in the American philosophy as innovative, idealist and active. “Best Conservation Program”. “Going green” has blossomed into a huge movement over the years with more and more people becoming aware and interested on what going green really mean and what benefits it has for the society. With the present state of the econ-

omy, everyone wants to save and “going green” is one great ways to do it. People go green in various applications from food, cosmetics for women to furniture and dwellings and in almost everything. “Go Green” advocate FACCOC is a nonprofits organization founded in 1994 “to help small and medium-sized businesses grow through

Business owner chooses Chapter 7 for $250k personal guaranties on business loans Client is 45. He is actually a medical professional in his country of origin. It would have been great for him if he could practice his profession here. Unfortunately, his professional license is not recognized here. He is required to study another two years here in California to complete his professional degree, and thereafter pass the licensing board. Since client already has a family with a wife and two kids aged 6 and 7, he believes his priority is to make money to support his family, and not to study further to get his professional degree and qualify for a license to practice his profession here. His wife is a teacher and makes about $4K a month. Client decided to set up a business. He set up a trucking business

with a business partner. They established a C-corporation with each owning 50%. The corporation purchased three trucks with installment financing provided by a bank, and leased two trucks. Client and partner both drove two trucks, and they hired three drivers for the other three. Each truck was generating about $100K a year of gross receipt. On their first year, gross receipts was about half a million $, less operating expenses of $480K. Considering that each partner got paid a salary of $2K a month which was part of operating expenses, plus the net profit of $20K and the end of the first year of operations, client’s trucking business was ok, but not that great. Business was able to pay all installment and lease payments and all expenses on time. The problem came about when one of the trucks got into a serious rear end accident out of state. Their truck rear-ended a car on the freeway that stopped all of a sudden. It caused a chain collision of six cars with drivers and passengers suffering a lot of physical injuries. Client’s insurance carrier had limited liability, which was insufficient to pay for all damages. So now, the injured parties are suing the business for $$700K for injuries caused not covered by insurance. Their own driver was badly injured, and could no longer

drive. The business started losing money, and could not pay the banks and the leases. Eventually, the truck that caused the accident was returned to the leasing company. Subsequently, the other truck was also returned to the leasing company. Each truck had a lease return deficiency of $40K each. Unfortunately, client personally guaranteed the leases, so the leasing companies have now sent a demand to client for $80K of lease deficiencies. To make matters worse, the banks have also sent a demand letter to client for $140K to call on his personal guaranty on the bank loans for the purchase of three trucks, which are now also seriously delinquent. What did I say many times before? Do not sign personal guaranties for business loans because you will be on the hook if the business cannot pay the loans. If you own a house, why risk your house with a personal guaranty for a business loan? In any event, client is now about to face lawsuits to collect on his personal guaranty for $220K! It doesn’t even end at $220K. The business itself will be facing lawsuits arising from the accident for $700K. Fortunately for client, even though he owns a house, the equity in the house is only $60K, well within the homestead exemption of $100K. So client opts for Chapter 7 to wipe out the $220K, keep his house and all his assets, to start life again without lawsuits. He can be productive again. Maybe he might even be able to go back to school and get his professional degree and license. In two years, with his degree and professional license, client should have no difficulty making $250K gross a year. The other client is 62. He still works a mid level management position and grosses $60K a year. Wife is a licensed vocational nurse and makes $36K a year. They make about $100K a year, which is good. They still have a daughter in college. They send her $1,500 a month out of state. Wife has a

sister abroad with a big family and insufficient income. Wife sends sister $500 a month. Husband has $40K of credit card debt. He pays $1,200 to keep that current. Wife owes $15K of credit cards. She pays $600 of minimum payments to keep them current. So, credit card payments are almost $2K a month, just to keep them current. Client says that they have been paying for these cards for ten years. They have paid $240K in ten years, and still owe the same $40K and $15K. However, client anticipates that he may just continue working for another year or so. What happens then? His income will be gone, and he will rely on social security, which is less than $2K a month. Might as well wipe out all credit cards now and save $24K this year, and another $24K next year, or save $48K in two years. Should have done it, Chapter 7, wiped out all his credit cards ten years ago, and set aside $240K more in his retirement account! And now, he would have $240K cash in is retirement accounts plus, he would have perfect credit today, if he filed for Chapter 7 ten years ago! “Daniel’s faithfulness to God landed him in a lion’s den, where his detractors were sure he would be divoured. but God sent an angel that “shut the lions’ mouths (Daniel 6:22), and Daniel was miraculously spared. Lawrence Bautista Yang is a graduate of Georgetown University Law Center and has been in Law practice for thirty years. Loot confident his name will be cleared

CEBU CITY, July 7 (PNA) – Daanbantayan Mayor Vicente Loot on Thursday said he is confident that he will be able to clear his name and prove that he never protected drug personalities. In a speech last Tuesday, President Rodrigo Duterte named Loot, retired PNP general Marcelo Garbo Jr., Chief Supt. Joel Pagdilao, Chief Supt. Edgardo Tinio, and Chief Supt. Bernardo Diaz as “drug protectors. Loot, who visited the office of Cebu Governor Hilario Davide III at the Cebu Capitol on Thursday, said he had served the Filipinos for 37 years as a military officer and police officer. I felt sad that these false and malicious allegations happened. But I am confident the truth will come out, Loot said. Loot was a chief superintendent of the Philippine National Police (PNP), a rank equivalent to a brigadier general in the Armed Forces, when he retired in July last year. Loot said he has been a victim of political black propaganda since his wife joined politics in the 1990s, and when he ran and won as mayor of his town last May 9.

He said that even the National Bureau of Investigation (NBI), through a certain Attorney Allan Contado, conducted a lifestyle check on him and his family and filed charges for having ill-gotten wealth before the Office of the Ombudsman. However, the case the NBI filed against him was dismissed by Ombudsman Conchita Carpio Morales in a resolution dated Feb. 6, 2015, Loot said, because the NBI failed to substantiate the allegation. Loot said their family assets amount to about Php 100 million, and these were acquired long before he became a general. He said everything has been disclosed in their Statement of Assets, Liabilities and Net Worth (SALN), a copy of which is with the Office of the Ombudsman.

ENTERTAINMENT Why Zsa Zsa won’t delete IG photos with ex-boyfriend

Zsa Zsa Padilla

Zsa Zsa Padilla ended speculations that she and former fiance Conrad Onglao are back together. Some netizens speculated that the couple are back together since the “Divine Diva” has not yet deleted their photos on Instagram. On May 3, Padilla’s daughter Karylle confirmed that the singer-actress called off her engagement with the architect because “it didn’t work out.” The two were supposed to tie the knot sometime this 2016. Padilla confirmed her daugh-

ter’s statement and said she is currently undergoing “healing.” Padilla, meanwhile, admitted that she used to have much anger during the early stages of the breakup. But, “by God’s grace,” she said it eventually mellowed down. “It’s so hard to be angry din e. It’s exhausting! When you breakup kasi, you’re angry. That’s normal,” she said. While there was anger, Padilla said her relationship with Onglao was also rich in good memories, which she said are uploaded on

Instagram. “You’re always naman posting good memories ‘di ba?” she quipped. When asked why she is not deleting their photos together, the 52-year-old singer-actress said it is childish to do so. “I’m not for that because these are things that happened to you. I’m adult enough to tell myself na this happened and it was an experience,” she said. “It’s there, I mean, I don’t wanna touch it anymore,” she added. (mns)

Anne Curtis to star in action film with Brandon Vera Anne Curtis is set to tick off another item from her bucket list. Curtis revealed that she is currently undergoing a rigorous kali martial arts training in preparation for her movie with Filipino-American MMA star Brandon Vera, which will be directed by Erik Matti. “Excited ako kasi nga hindi ko pa siya ginagawa and it’s actually always been something that I’ve wanted to do. Game kaagad. Ine-enjoy ko siya. I guess it helps that I’m also very active. Doing something na challenging excites me,” she said. Curtis said she is trying to learn as much from her training because she wants to do all her stunts in the movie herself. “No to doubles. That’s why I’m

really putting in so much effort. I told this to direk na kung puwede ako talaga. Seryoso talaga kaya inaaral ko as much as I can kahit pasa pasa na ako, okay lang,” she said. Vera, on the other hand, said he is impressed with Curtis’ improvement despite training for only a few days. “I’m very interested in watching Anne train. Nakita ko ‘yung first day niya. From first day to day six, ibang tao na talaga. Natututo siyang mahusay, maayos. I don’t know how to explain it in Tagalog but she’s a beast. If you’re lucky enough to watch Anne train, you can see how focused she is,” he said. Vera said he has a lot of catching up to do because Curtis has been training for three hours each day

for a week now. “Nakakanerbyos. It’s my first project. I get to co-star in an amazing movie directed by Erik Matti, and come on, the lead is Anne Curtis. I have some big shoes to fill. Mahirap ito but kaya ko. Kayang kaya ko,” he said. The still-untitled action-drama film will reportedly be shown in theaters internationally. Meanwhile, Vera shared that he will now live in the Philippines for good. Vera’s father, Ernesto, grew up in Quezon province. “Nandito na ako sa Pilipinas. I live here now. I just found out I’m a dual citizen at birth. I’ll be at the consulate on Monday to pick up my passport. Super excited to be here. Nandito na ako. Pilipinas, sa inyo na ako,” he said. (MNS)

drug testing for police officers. The police identified as PO3 Michael Lee Manalad of the Malolos police was found dead on Thursday morning in the City of Meycauayan. During the 69th anniversary celebration of the Philippine Air Force (PAF) on Tuesday, President Rodrigo

Duterte publicly tagged five police generals allegedly involved in illegal drugs. These were retired General Marcelo Garbo and retired General Vicente Loot, now mayor of Daanbatayan; and three active police generals namely: Police Regional Office (PRO) 6 Director Chief Supt. Bernardo Diaz, former National Capital Regional Police Office (NCRPO) Chief Police Director Joel Pagdilao, and former Quezon City Police District (QCPD) Director Edgardo Tinio. PNP Chief Director General Ricardo Dela Rosa said the three generals wanted to clear their names and

assured him that they will fully cooperate with any investigation. The PNP chief said he already forwarded the case of the three generals to the National Police Commission (Napolcom) for investigation.

Dela Rosa said despite the alleged involvement of these generals in illegal drugs, the morale of the PNP remain very high adding that they consider the incident as morale booster.

“That will only serve to heighten the tension, and the important thing for us first is to wait for that decision,â€? Yasay said in a press briefing on Friday. Yasay said the Philippines made this commitment during the courtesy call of Chinese Ambassador to the Philippines Zhao Jianhua on President Rodrigo Duterte in MalacaĂąang on Thursday. Yasay was present in the meeting. “I am happy to announce that the Chinese ambassador had made that commitment that certainly they will not do or take any action that will undermine our friendship and undermine the interests of the Philippines as regards the disputed area. That, in sum, was what was discussed,â€? Yasay said. The new secretary of the Department of Foreign Affairs (DFA) also reiterated that Manila will study

first the decision of the Permanent Court of Arbitration before deciding on what to do next. “What the President conveyed to the ambassador officially was that when we receive the decision of the arbitral tribunal, we will look at it, study it before we make any definitive statement or see what particular course of action we will take. But in the meantime, we cannot speculate on what we will do because it will all be dependent upon the decision of the arbitral tribunal, he said. Yasay further described Zhao’s courtesy call on Duterte as “simply formal felicitations conveying the head of state of China to the President on an official basis, adding that they also discussed the strengthening of ties between Manila and Beijing. China has refused to participate in the case and vowed to ignore the ruling of the arbitration court.(MNS)

GENERALS From page 1

On Tuesday, Duterte named PNP Deputy Director General Marcelo Garbo Jr., former National Capital Region Police Office chief Director Joel Pagdilao, Western Visayas regional director Chief Supt. Bernardo Diaz, Quezon City Police District director Chief Supt. Edgardo Tinio and retired police general Vicente “Vic Loot, for allegedly involved in illegal drugs. Mangrobang noted that the BI knows what to do in case these PNP officials try to leave the country. “The Immigration officer would ask for a travel authority, to also refer to the supervisor na this person has appeared. Kasi kung may hininging documents na present automatic na I-refer sa supervisor ‘yun, she said. On the case of the general who is no longer in government service, the BI official said, “The immigration personnel would also be tasked to check his ticket just to ascertain

actual destination and the date of return to the Philippines. For information lang because as of this time we have not received any other orders from any other office to prevent the departure. Meanwhile, Mangrobang said that they were also checking on the records of a certain Peter Lim, who was identified along with two other as “drug lords by Duterte. She noted that they have checked 4,000 names. With this, the BI official said that they would coordinate with the PNP to give them additional information on the suspected drug lord. “Siguro ang initial gagawin namin we are inclined to ask for clarification from PNP, as to the identity baka they have other information with respect to his identity. Kasi nga if they are going to put Peter Lim in the watchlist we have already checked around 4,000 plus with the same name and we would also request for an image, she said.

Building 14 and is known to be the leader of Bilibid 19. The Visayas triad is reportedly headed by a Chinese national known as Peter Lim, alias Jaguar, and who is said to be the one being protected by retired Police Deputy Director General Marcelo Garbo. Garbo was the former Police Regional Office (PRO) Director and Deputy Regional Director for Operations (DRDO) of the National Police (PNP) office in Region 7 and part of the Philippine Military Academy (PMA) Class 1981. Calida clarified that the “Jaguar identified in the chart is a different personality and not the “Jaguar who was killed in a police operation in Las Pinas and was buried in Cebu. Another alleged big time drug lord was identified as Herbert Colangco, alias Ampang, who is now detained at the NBP. He is said to be involved in kidnap-for-ransom activities and bank robberies and is connected with the Parojinog Drug Syndicate and the Kuratong Baleleng group. People included in the level 4 and down involves Chinese nationals and some officials of the PNP, the Bureau of Jail Management and Penology

(BJMP) and local government units (LGUs), the chart showed. These are the levels were the other four police officials whom the President identified earlier belongs, Calida said. These officials are police generals Bernando Diaz, Joel Pagdilao, and Eduardo Tinio and retired general Vicente Loot. Calida said that since Peter Co and Herbert Colangco are now detained in the NBP but are still very active in the illegal drugs trade there is a plan to transfer them to other facilities where communication signals are weak, citing that these personalities transact using high end mobile phones. He said about 75 percent of drug transactions in the country are done inside the NBP, thus, the Duterte administration’s bid to address this. Among the sites being considered for the relocation of big time illegal drug prisoners are the Building 14 of NBP in Muntinlupa, the prison facility in Tanay, Rizal; the facilities of the Intelligence Service of the Armed Forces of the Philippines (ISAFP), and the islands of Caballo in Cavite and another in Palawan.

Do you owe money to the IRS? IRS problems have a way of ruining all aspects of your life. They can take a toll on you financially, emotionally and physically. When you owe the IRS, you’re always wondering if today might be the day when the IRS shows up at work, your home or your business; or if today might be the day the IRS decides to levy your bank account or garnish your paycheck. This is a heavy load to bear every day! So what should you do if you are in this situation? The only way to solve your IRS problems is to face them head-on and to have a plan of action. And that’s exactly what people lack- a plan. Unfortunately, instead of taking action, people bury their heads in the sand, pretending that their IRS problems don’t exist. This is the wrong approach and your tax problems will only continue to get worse! Unfortunately, there are a lot of unscrupulous companies out there

who are more interested in taking your hard-earned dollars instead of offering you the solution that you need. Without knowing anything about your situation, they tell you that you can settle your IRS debt “for pennies on the dollar”. While the IRS has such a program that allows forgiveness of tax debt, it is not for everyone. The IRS uses a specific formula to determine the least amount it will accept based on your income and assets. Remember that the IRS leaves no stone unturned in trying to collect everything that you owe. I always tell my clients that the IRS is one of

the worst creditors that you can have because the government has a lot of weapons in its arsenal to make sure that they get paid. Some people tend to think that if they just ignore the IRS long enough, at some point the IRS will just somehow forget. Trust me, the IRS never forgets. And they will keep adding penalties and interest to what you owe until they find you, your money or your money source. Then it’s payday for the IRS! Believe it or not, even when you retire, the IRS can attack your pension, retirement and social security check! In other words, you can run but you can’t hide as far as the IRS is concerned. The good news is that there is a better way to live your life other than hiding from the IRS if you owe them money. You don’t need to be always looking over your shoulder for the IRS, wondering what the government will do to you next. You don’t need to get up every morning with this

incredible large problem on your shoulders. The laws have changed over the years and there are laws to protect taxpayers. If you have not filed tax returns in years, remember that the IRS will not even talk to you unless you file those returns first in order to show good faith. So if that’s your case, this is a good first step in resolving your IRS tax liabilities. If you need help with your IRS problems, I can help. Call my office at 866-477-7772 to schedule a free consultation and I will review your case and help you come up with a realistic plan to get the IRS out of your life once and for all. Lacson bill excludes gov’t officials, employees from safety of bank secrecy MANILA, July 6 (Mabuhay) – To make it easy for the law to investigate and prosecute erring government officials and employees, Senator Panfilo M. Lacson filed a measure seeking to exclude them from the Bank Secrecy Law or Republic Act 1405, ahead of the 17th Congress which opens on July 25. Senate Bill 47 removes from all public servants the protection under RA 1405, which prohibits the disclosure or inquiry into bank deposits, Lacson said Wednesday. “Uncovering ill-gotten wealth of government officials may soon get easier. Law enforcement au-

thorities will be equipped with the tools needed to go after crooks in government,” Lacson said. “The avowed purpose of the law is meritorious in preserving the confidentiality of bank transactions,” the senator noted. “Unfortunately, this provision of the law prohibiting the disclosure of or inquiry into bank deposits had been exploited time and again to hamper and stall investigations of government officials and employees suspected of enriching themselves while in public office,” he emphasized. Lacson noted his bill will amend Section 2 of RA 1405, to exclude

from the protection of the Bank Secrecy Law all depositors who are elected or appointed officials or employees of the government, from the President to the lowest-ranking employee. The bill covers members of the uniformed services as well as government-owned and controlled corporations. RA 1405 or “An Act Prohibiting Disclosure of or Inquiry Into, Deposits With Any Banking Institution and Providing Penalty Therefore,” which was passed on September 9, 1955, covers: “All deposits of whatever nature with banks or banking institutions

in the Philippines including investments in bonds issued by the government, its political subdivisions and its instrumentalities, are hereby considered as of an absolutely confidential nature and may not be examined, inquired or looked into by any person, government official, bureau or office.” Exemptions to the provision include a written permission of the depositor, cases of impeachment, or upon order of a competent court in cases of bribery or dereliction of duty of public officials, or in cases where the money deposited or invested is the subject matter of a litigation. Medicare basics In 1965, President Lyndon B. Johnson signed into law Medicare. At that time, there were only Parts A and B. Part A takes care of hospitalization, skilled nursing facility, home health care, and hospice. Part B takes care of doctor visits, laboratories, durable medical equipments and drugs (that you don’t administer yourself). In 1998, US Congress enacted into law Part C, in answer to the clamor of seniors for more choices. This is more popularly known today as the Medicare Advantage Plan. In 2003, President George W. Bush signed into law Part D. Part D takes care of prescription medications. Who may join Medicare? US citizens and legal residents who are 65 or older; not yet 65 but have been receiving disability benefits for 24 months; and, those with End Stage Renal Disease and ALS or Lou Gehrig’s disease. Medicare members are provided with 2 options: 1) Stay on Original Medicare, i.e. Parts A & B. Most members who pick this option enroll on Part D. They may see any doctor that accepts Medicare, but they have to pay a share of cost (estimated to be at 20%). If the total bill is $100,000, the member pays approximately $20,000 as his or her share. To protect against this (share of) cost, the member may enroll on a Medicare Supplement Plan. The second option is: 2) Enroll on a Medicare Advantage Plan. Provided by private health insurance companies, Medicare Advantage Plans are mandated by law to provide undiminished benefits on

Parts A & B. Most plans combine the benefits of Parts A, B and D and embed dental, vision and hearing benefits not covered by Medicare. MANILA, July 4 (PNA) -- New Department of Health (DOH) Secretary Paulyn Jean Rosell-Ubial said on Monday that aside from fighting drug addiction problem and preventing any form of corruption in the department, they will also be focusing on other health priorities at the same time. In her first official press briefing as new Health Chief at the DOH Media Relations Unit in Tayuman, Sta. Cruz, Manila, Secretary Ubial assured that she will implement President Rodrigo R. Duterte’s marching orders versus drug addiction and corruption. She said that they are starting to create a framework on how to make an entire government approach in terms of addressing the drug problem in the country. She admitted that while there are no specific details of that framework right now, she is considering the upgrading and expansion of the facilities of the treatment and rehabilitation centers under the DOH, wherein they can begin to do the planning and strategies. “I think we can start with that‌ Upgrading and expanding the services of our treatment and rehab centers. But I know the Duterte administration is formulating a really comprehensive government-wide strategy to address drug problem in this country,â€? she said. She added that they are planning to design a community-based program wherein the patients can go instead of proceeding directly to a rehabilitation center itself. She also said that President

Duterte’s marching orders to be responsive to the needs of the people and being simple and frugal in spending of government resources should be followed in the entire department. According to her, being frugal can be exemplified through choice of economy plane tickets in travelling and using the simplest forms of transportation of DOH health unit staffs in their delivery of services. She also said she has started reminding the Food and Drug Administration (FDA) and licensing bureaus to speed up the licensing process and avoid long waiting of those securing licenses. She admitted that while reduction of long queues in government offices will be a challenge in hospitals, especially in the section of OPD (out-patient department), still, a lot of innovations can be introduced as a remedy. She said that such can be done through software application by texting patients for doctor’s appointment so they don’t have to wait long for their turn. She reminded that all clients in every unit of the agency should be given the utmost courtesy, special attention that they themselves would like to be given when coming to other government offices. She called on the health workers to ensure that they give the best services that they can offer to the people to move the health sector agenda forward. “I assure you, regional directors and hospital chiefs, that you have the full support of the DOH Central Office to ensure that you give the best services to the Filipino people.

Caregivers: are you receiving overtime pay? Under California law most caregivers must be paid overtime compensation when working 24hour shifts. With the increase in California’s minimum wage to $10 an hour on January 1, 2016, that means a 24hour caregiver must be paid $315 a day to comply with the current law. Many caregivers are working under a day rate or monthly salary. A day rate or monthly salary does not compensate for the overtime hours worked and results in a substantial unpaid overtime claim for the caregiver. Oftentimes, employers attempt to avoid liability by claiming the caregiver is an “independent contractor. In most circumstances, this argument will fail as typically employers maintain significant control over the caregiver such that that California law will find the caregiver to be an employee. This change in the overtime rules for caregivers became effective on January 1, 2014, when the Domestic Worker Bill of Rights (DWBR) became law. Previously, employees who qualified as “personal attendants, including caregivers, nannies and babysitters who worked in private households, were The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants, “shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives one and one-

half times the employee’s regular rate of pay for all hours worked over nine hours in any workday and for all hours worked more than 45 hours in the workweek.â€? So now caregivers, nannies and babysitters (with limited exceptions) must be paid overtime compensation. Under Labor Code § 1194, domestic workers are not only able to recover their unpaid overtime in a civil action, but they also may recover reasonable attorney’s fees and costs. California law also provides interest and penalties for workers who are not properly paid overtime compensation. If you are working as a caregiver who is not paid overtime when working more than nine hours a day or 45 hours a week, you should consult with an attorney to discuss your rights under this law. With all the penalties, interest and attorneys fees allowed, claims often exceed $100,000 for 24-hour employees working just over 1 year. DOT Chief vows to continue annual staging of Madrid Fusion Manila MANILA, July 6 (PNA) – Tourism Secretary Wanda Corazon Teo has said she will continue the annual staging of Madrid Fusion Manila (MFM) which first materialized under the helm of former Tourism Chief Ramon Jimenez Jr. The MFM is the first and only Asian edition of Madrid Fusion –- Spain’s famous culinary event and one of the leading gastronomy gatherings in the world. It was first held in Manila in April 2015 and a second time this year. “Yes, we will continue Madrid Fusion Manila. We will try to invite Anthony Bourdain, Teo told reporters in an interview, referring to the award-winning chef and TV host. To recall, Bourdain was in the Philippines last December 2015 to shoot a special segment for

his three-time Emmy Award-winning show “Parts Unknown which aired in April 2016. Teo revealed that during her meeting with Jimenez before she officially became his successor, one of his requests was for her to continue the projects already started, to which she said she would. At present, Teo is meeting with different travel and tour organizations, associations, local government units, hotels, resorts, transportation sector to “know what needs to be done in their sectors. She said that she would make it a point to replicate if not exceed the tourism accomplishments during the Aquino administration, which include acquiring 10 to 12 million tourists before the end of her term in 2022.

New airline to launch direct Cebu-Bangkok flights starting October this year CEBU CITY, July 6 (PNA) – Thai Smile Airways has announced it will offer Bangkok-Cebu-Bangkok direct air services starting in October this year. Thai Smile, in a press statement by the Department of Tourism (DOT), said it will fly to Cebu daily, three times weekly in the morning and four times weekly in the afternoon. The airline will be using an Airbus A320 with 162 dual class seats, with 12 business class and 150 economy class seats. Cebu Association of Tour Operators president Edilberto Mendoza Jr. welcomed the entry of a new airline with a direct flight to another country. “It is really good news for all of us who loves to go to Bangkok. Cebu is really opening its doors to the rest of the world. Thanks to our new airport expansion that is opening very soon, Mendoza said. Stephanie Villahermosa, managing director of Divaishnavi International Inc., a travel and tour agency, said Thai Smile’s entry to Cebu will definitely add “more fun, endless possibilities and wonders. Thai Smile Airways is the regional airline and wholly-owned subsidiary of Thai Airways. Based in Thailand, it began operation in July 2012. The daily Bangkok-Cebu-Bangkok route is in addition to Thai

Smile’s five international routes and 12 domestic routes in Thailand. Thai Smile executive Wutcharin Thatan said the airline expects a good amount of traffic from both ends, considering Bangkok is one of the popular destinations among Filipino business and leisure travelers. Thailand is also located strategically between the Philippines and Europe, the Middle East, and India, where visitor traffic to the country registers double-digit growth annually. Arrivals from Thailand to Central Visayas during the first quarter of 2016 stood at 1,757, up by 29.70 percent compared to the 1,361 arrivals recorded in 2015. Cebu, specifically, welcomed 1,280 guests from Thailand, up by 15.52 percent. Of the ten Association of Southeast Asian Nations (ASEAN) member countries, Thailand is one of the biggest tourism source market for the region next to Singapore and Malaysia. Central Visayas closed 2015 with 6,076 total arrivals from Thailand, a growth of 5.63 percent. Cebu welcomed 5,028 Thai visitors. Thatan said the direct Cebu-Bangkok flights will be faster and more convenient for travelers from the central and southern Philippines than the current option of flying from Cebu to Manila onwards to Bangkok, saving both in flying time and local fares.

Bullet-planting scheme now a ‘thing of the past’: airport police MANILA, July 7 (PNA) – A new policy being implemented in luggage screening is seen to rid once and for all the so-called “tanim-bala (bullet-planting scheme) in Philippine airports. Newly installed Philippine National Police-Aviation Security Group (PNP-Avsegroup) Director General Senior Supt. Mao Aplasca made this assurance to passengers traveling by air that they will no longer be extorted. “The new policy is to look at the background of people (caught carrying bullets) before they are prosecuted. For example, the elderly are very unlikely to have criminal or terroristic intentions, Aplasca told reporters in an interview on Thursday. Aplasca said President Rodrigo Duterte and Transportation Sec. Arthur Tugade ordered to end immediately these extortion attempts at the country’s premier airport. “If we do not find a hint that they are part of criminal or terrorist elements, we will release them. Anyway, they can be traceable based on documents they have, Aplasca said. They will profile all incidents and choose those that will be filed in courts, he said. “Our primary job here is to provide assistance and protect the public. We are not here to find fault or prosecute... We equally assure that the public is protected of criminal elements and terrorist intentions, Aplasca said.

PNP Chief Bato: No to vigilantes

MANILA, July 7 (Mabuhay) -- The head of the Philippine National Police (PNP) said Thursday he was against vigilantes as he reminded his men at the forefront of President Rodrigo Duterte’s relentless anti-narcotics campaign to mount only “legitimate” operations. Since Duterte’s election victory on May 9, roughly 120 drug suspects, including alleged Cebu kingpin Jeffrey “Jaguar” Diaz, have been killed by police and there will be “more to come,” Director General Ronald “Bato” dela Rosa said. Dela Rosa sought to allay rights groups’ fears that the wave of killings would inspire vigilantes. “Ayaw ko vigilante. Gusto ko legitimate police operation lang ang mangyayari.” “Pag ganun papasok mga vigilante, ano mangyayari? Anybody can be killed anytime without due process,” he said. Police have said that the drug suspects who were killed were shot by police because they resisted arrest and fought back. “Magiging normal ‘yan pag normal din na lumalaban ang mga suspect. Ang importante diyan, buhay ang ating pulis pag sila nagcoconduct ng operations,” he said. But Dela Rosa also cautioned his men against abusing their authority. “Ayusin nila trabaho nila. Dapat malinis trabaho nila na hindi sila gagawa ng kalokohan,” he said.

Bill proposes ‘no work, no pay’ for lawmakers MANILA, July 6 (Mabuhay) – Lawmakers who skip work and don’t attend sessions at Batasang Pambansa could soon see a deduction in their salaries just like regular employees if a bill filed by Navotas City Rep. Toby Tiangco becomes a law. House Bill 412 proposes a “no work, no pay” policy for members of Congress. Under the measure, appropriate deductions will be made to the the salaries of lawmakers who fail to attend the regular and special sessions for unjustifiable cause. The salary per session day is computed by dividing the monthly salary by the number of session days. The total deductions, meanwhile, is computed by multiplying the salary per session day by the number of absences. Using the formula provided for in the bill, a lawmaker’s net monthly pay will be equivalent to his monthly salary minus total deductions. The Civil Service Commission, the Commission on Audit and the Department of Budget and Management, in coordination with Congress’ accounting department, shall issue the rules and regulations necessary to implement the proposal should it be passed into law. In seeking the bill’s passage, Tiangco said some lawmakers have been remiss in their duty to attend sessions religiously despite laws requiring them to do their job as government officials “with utmost devotion and dedication to duty.” He noted that the lawmakers’ attendance continue to be a problem even when House of Representatives leaders in previous Congresses shortened the number of session days per week from four to three, with Thursday remaining a free day for legislators to visit their districts. Tiangco said the bill’s passage will “promote professionalism, dedication to duty and efficiency in the performance of duty” since the lawmakers’ presence is required to represent the people and give their constituents a vote in Congress.

Honasan decries ‘trial by publicity’ on accused generals MANILA, July 6 (Mabuhay) – Senator Gregorio “Gringo” Honasan II lamented on Wednesday the “trial by publicity” on the five former and active police generals earlier named by President Rodrigo Duterte as coddlers of drug lords. In a statement, Honasan emphasized that due process and the rule of law should prevail. “The names are immaterial as long as due process and the rule of law are applied; and until the final verdict on their guilt or innocence, they should not be subjected to trial by publicity dahil kawawa naman ang mga pamilya at anak na walang kinalaman dito,” he said. Honasan issued the statement even as fellow Senator Panfilo Lacson said that he had no reason to doubt the validity of the information of the President in naming the top cops allegedly involved in illegal drugs trade. Lacson said that Duterte must have had “good basis” in divulging the names of the generals. “All I’m saying is, since the President

himself mentioned those two names among the five, he must have good basis in what he divulged, especially if he had a different source of that information,” Lacson said on Wednesday. Lacson said that he received information on two of the five generals during the campaign period. In his speech during the 69th anniversary of the Air Force, Duterte named retired Deputy Director General Marcelo Garbo; retired Chief Supt. and now Daanbantayan town mayor Vicente Loot; Chief Supt. Joel Pagdilao; Chief Supt. Edgardo Tinio; and Chief Supt. Bernardo Diaz as drug lord coddlers. “I am compelled by my sense of duty to tell you everything, especially the policemen who are involved in drugs. One way or another [they are] contributing to the deterioration of the law and order of the country,” Duterte said. All five generals denied the President’s claim. They told separate interviews that they were willing to face any investigation to clear their names.(MNS)

Tinio says he was publicly humiliated by Duterte’s claims MANILA, July 6 (Mabuhay) – Philippine National Police (PNP) Chief Superintendent Edgardo Tinio on Wednesday said he was publicly humiliated when President Rodrigo Duterte dropped his name as one of the police officials allegedly involved in the illegal drug trade. Tinio said Duterte’s claims have put him in public humiliation. “Alam ninyo naman po, nakakahiya ‘yang nangyari na ‘yan. Ang nangyari po ay public humiliation at trial by publicity,” Tinio said. Tinio stressed that the information Duterte might have gotten from his sources and other police officials should have been verified first before calling out their names in public. “Sana bago po niya tinuran ‘yung mga salita na yun, bago po kami binilad sa kahihiyan, dapat po sana vinalidate maigi ‘yung kaniyang impormasyon. Kaya willing po ako humarap sa kahit sino mang impormante ng Presidente, kung sino mang opisyal ang nagsabing ako ay involved sa illegal drugs,” he said. During his speech at the 69th anniversary of the Philippine Air Force on Tuesday, Duterte drop the names of 5 police generals

allegedly invovled in illegal drug operations including Tinio, Vicente Loot, Bernardo Diaz, Marcelo Garbo Jr., and Joel Pagdilao. Tinio challenged PNP chief Director General Ronald “Bato” Dela Rosa to investigate the matter immediately, as he expressed willingness to cooperate with the proceedings to clear his name. “Ako po kaya kong humarap mata-mata, tumingin kahit kanino na malinis ang konsensya. I have never been involved in illegal drugs, in any shenanigans,” he said. “Imestigahan po ang dapat imbestigahan. Malaman po sana, and we get to the bottom of these cases. And linisin po ang pangalan ng mga hindi talaga sangkot sa illegal drugs,” he added. At the same time, Tinio stressed that he was never involved in any illegal drug operations even when he was only a low-ranked police officer. “Yung aking maybahay, alam niya ang pagkatao ko. Hindi ko sila pinakain ng galing sa illegal drugs. I never dipped my fingers sa illegal drugs. Mula noong ako po ay 2nd lieutenant pinangalagaan ko po ang pangalan ko,” he said. (MNS)

Duterte admin not relying on BPO as growth driver MANILA, July 6 (Mabuhay) – The business process outsourcing (BPO) sector continues to be a major growth driver of Philippine economy, but the economic managers of the Duterte administration are not keen on relying too much on the sector as technological advancements may lead to a decline in its contribution to the gross domestic product (GDP). “Secretary Dominguez is raising concerns on BPO. We should not be too reliant on BPO. It might change in the future,” newly-appointed Budget and Management Secretary Benjamin Diokno told reporters in a briefing in Pasay City. Finance Secretary Carlos “Sonny” Dominguez III said the country has to prepare and make sure that the economy will not be affected in case the demand for manpower will no longer be as robust as it is now. Although this may not be in the immediate future, manpower may be taken over by arti-

ficial intelligence, the Cabinet official noted. “We just want to make sure we are prepared if there are any breakthrough developments in new technology for artificial intelligence,” Dominguez said. Data from the Philippine Statistics Authority (PSA) showed the services sector, which includes BPO, was the main driver for the first quarter gross domestic product (GDP). Services accelerate by 7.9 percent in January to March from 5.5 percent year-onyear. “The strength of both the industry and services sector once again shows the ongoing structural transformation taking place in our economy, which is crucial for sustaining economic growth and generating quality jobs,” then-Socioeconomic Planning Secretary Emmanuel Esguerra said. In 2015, the services sector contributed 4.1 percentage points to the total GDP growth of 5.8 percent.

Digong declares war on illegal drugs President Rodrigo Duterte is hell bent in doing everything within his power to get the job done in eradicating the serious illegal drug problem in the Philippines. Everybody must have been jolted by Duterte’s bold decision to name the five police generals allegedly involved in illegal drug trade in the country. This is a good sign that Duterte is really determined in implementing drastic changes in the country as far as peace and order is concerned. Named as either drug lords or protectors of drug lords in their respective turfs were Police Generals Joel Pagdilao, Edgardo Tinio Bernardo Diaz, Marcelo Garbo and Vicente Loot. As expected, the police generals denied having anything to do with illegal drugs. They also denied coddling suspected drug lords in their respective areas. President Digong should order his investigators to look into the bank accounts of these generals to find out if they were able to accumulate huge amounts of money from the illegal drugs business. Garbo and Loot have retired from the police service. Loot is now a town mayor in Cebu. Generals Tinio and Diaz have been identified as being close to losing presidential candidate Mar Roxas. They were seen by the media having a conference with Roxas shortly before they May 9 elections at the Novitel hotel in Quezon City. Sources were saying that had Roxas won the presidency, Tinio would have been his choice to be his PNP chief. Good thing Roxas lost. President “Digong” must have in his possession a great deal of evidence to sort through, or else he would not have named or shamed in public

the five police generals. He now has gotten the attention of the people regarding his seriousness in eradicating criminality and the proliferation of illegal drugs in the country as he had promised throughout his presidential campaign in May. The public is now eagerly awaiting his announcement in naming three provincial governors and 32 city and town mayors reportedly involved in illegal drugs. These local officials, he was told by his reliable informants, were either drug users or drug lords or were protecting drug syndicates in their respective areas. I expect President Digong to name these erring local officials within the next few weeks as he embark on a more aggressive campaign against drug syndicates operating almost in all parts of the Philippines. President Digong should also look into the possible involvement of two senators rumored to have strong ties with big time drug lords. He should also look into the possible involvement of movie personalities in the illegal drugs business since most of them are drug users. There is no doubt that President Digong knows what he is doing since he is a lawyer and was once a government prosecutor before he became mayor of Davao City. Although I know one of these days that he will start implementing dra-

conian measures against the proliferation of drugs as well as in going after big time drug lords, I hope President Digong’s all out campaign against criminality will be conducted within the bounds of law. However, I still see an uphill battle the Duterte administration will face in its effort to put behind bars all these drug lords and erring government and polio ex officials involved in illegal drugs. It is no secret that the drug business in the country has not only corrupted government officials but the judiciary ax well. President Digong should also start investigating fiscal and judges suspected of coddling drug lords in their areas. As a warning to other police officers, President Digong ordered

PNP Chief De la Rosa to immediately relieve the three active PNP generals and conduct further investigation to strengthen the criminal case against the erring police officials. The DILG as well as the National Police Commission will also conduct separate probe on the five police generals. These erring police generals, once convicted if found guilty, will be forfeiting their retirement benefits and other perks entitled to a police general. This should serve as a warning to other government officials and police officers who have been in cahoots with drug lords for a number of years. Duterte’s campaign against drug syndicates will be a major factor in eradicating, if not minimizing criminality in the country.

Lacson wants PHP10-M fine for visitors who will try to bring firearms inside New Bilibid Prison By Jelly F. Musico

MANILA, July 6 (PNA) – Senator Panfilo Lacson has filed a bill seeking to finally stop the disturbing scenario of inmates at the New Bilibid Prison continuing to enjoy perks ranging from cash to drugs to gadgets and firearms and even fighting cocks and exotic pets. Lacson’s Senate Bill No. 46 proposes stiffer penalties, including imprisonment of 20 to 40 years and a fine of PHP10 million, for visitors who try to bring in firearms or ammunition to an inmate. According to Lacson’s proposal, attempts to bring in other contraband may mean an imprisonment of six to 12 years and a fine of PHPP1 million and those who try to assist in smuggling firearms or ammunition may face imprisonment of 12 to 20 years and a fine of PHP5 million. Lacson lamented that the continued enjoyment by inmates of such perks has given Philippine corrections authorities’ image a black eye. Under his proposed law, the prison guards and officials who would allow such items into the penitentiary would also be facing stiffer penalties. “A stiff penalty is required in this circumstance in order to instill fear and be an effective deterrence to those contemplating of doing this crime in the future. More importantly, the said penalty applies as well to government officials or employees who cooperate or co-opt with the inmate or other private persons involved therein,” he said.

Best FB photos can win free Philippine vacation By Abner Galino and Joy Marino

HERE’S an item for travelers to the Philippines: If you’ve been there any time since December 1, 2015 and up to the time that you are reading this news, or you are on your way there from now until November 30, 2016, sharing your photos taken while in the Philippines could get you a free return trip. The Philippine Department of Tourism-Los Angeles and Majestic Vacations along with Philippine Airlines as major sponsor, just launched an online promotional campaign dubbed as: “Philippine Travel Gems” Facebook Photo Contest. One need not be an expert photographer. In fact, your tried and tested phones, whatever make they are, can actually compete with the rest of photography equipment or gadgets

around. “If your I-phones, or Samsung, or whatever it is, can do (shoot pics) it, then you’re in,” DOTLA Tourism director Richmond Jimenez announced during a press conference at the Leelin Bakery and Cafe in Cerritos on Wednesday. Well, only two things could actually disqualify one from winning the prizes: one, if the photos submitted were not taken during the specified time frame (December 1, 2015 to November 30, 2016). And two, if the photos submitted were digitally altered or enhanced. Also, the photos should bear no watermarks, signatures and other markings. “If we find out that the photo is photoshopped, you would have to pay back your round-trip tickets,” Manny Ilagan of the Majestic Va-

cations jested during the media briefing. PAL-Los Angeles manager Tess Garces said the first prize round-trip ticket to the Philippines also comes with a two (2) nights accommodation in a five-star hotel in the Philippines. They will also be giving away an iPad Air for the runner-up and another a two (2) nights accommodation in a five-star hotel in Manila for the owner of the most liked or shared photo. Jimenez said the contest is about creating an opportunity for Philippine travelers to share their beautiful experiences in the Philippines through photographs, adding that by doing so, travelers help in promoting the country as among the prime tourist destinations in the world. In related development, Menard Leelin, one of the owners of Leelin Bakery and Cafe, told the crowd that their restaurant chain has been actively promoting tourism to the Philippines through culinary arts. He announced the “Leelin VIP Loyalty Rewards Sweepstakes 2016-2017 that will be drawn in January 2017. First prize is two (2) roundtrip tickets to the Philippines plus Kulinarya Tour for two(2), courtesy of PDOT-LA and other major prizes. “Last year, we were able to bring 50 people to the Philippines -- to visit Boracay and Coron in Palawan. And this year, we are going to

bring in another 50 people to visit our homeland. Our hearts remain with our motherland even if we have been here for a long time. We are happy to be part of this promotion,” Leelin said. There is no registration fee to enter the contest. Participants must be able to provide proof that he or she has traveled to the Philippines at anytime from December 1, 2015 to November 30, 2016. Proof of travel could be copies of stamp on the passport upon entry to the Philippines, hotel registration and related receipts. Each entry should have a title and a caption of at least 3 to 5 sentences describing when and where the photo was taken and what makes the place an exceptional tourist destination. Entries must also bear the name of the entrant, address, contact number and email address. A panel selected by the DOT-LA, Majestic Vacations, and Philippine Airlines will select the winner based on the following criteria: a. Substance, impact and creativity: 50% b. Composition, clarity and technical quality: 50% Entries will be accepted beginning July 1, 2016 up to November 30, 2016. Entries should be emailed to: dotmajestic.photocontest@gmail.com. For contest details, visit www.facebook.com/ PhilippineTourismLA.

Asian Americans, Hawaiians, two fastest growing racial groups LOS ANGELES - New U.S. Census Bureau population estimates released on Thursday, June 23 show that the Asian American population is the fastest growing racial group nationwide. Asian Americans Advancing Justice-Los Angeles’ analysis of the data shows that between 2010 and 2015, the number of Asian Americans grew 19%; during this same time period total overall population growth was only 4%. There are now about 21 million Asian Americans living in the United States. Native Hawaiians and Pacific Islanders (NHPI) are now the second fastest growing racial group, growing 13% to 1.5 million. The new mid-decade Census data show that while certain states like California, Texas, New York, Washington, and New Jersey continue to have large Asian American populations, other states such as North Dakota, South Dakota, Iowa, Montana, and Indiana have some of the fastest growing Asian American populations. Asian American population growth also

continues to outpace growth among other racial groups. For example, Asian American numeric growth exceeded that of Latinos in four states – Minnesota, Michigan, Vermont, and Washington. While the largest NHPI populations continue to grow in Hawai’i and California, the NHPI community in Arkansas remains one of the fastest growing. Over the past five years, the NHPI population in Arkansas has increased 30% to over 11,000. “Asian Americans and NHPI live in every state in the nation,” said Stewart Kwoh, executive director of Asian Americans Advancing Justice-Los Angeles. “It is important that local social service providers build the capacity to serve these emerging communities.” According to the Census Bureau, much of the growth among the Asian American population is due to net migration, while other racial groups are experiencing natural population growth. “Asian Americans are a disproportionately immigrant community, comprised of over 30 distinct ethnic groups.

Refinancing opportunity is back rates down to all time lows Caller: I am behind on my payment for a second mortgage, can I refinance my home, I have a lot of equity and would like to stay in this house. Ken: After reviewing their situation, this caller is actually in a good position. The second lender was not paid due to a BK filling over a year ago. Since they did not collect the caller neglected the payment and finally got notice of intent to foreclose. The lender did their homework and realizes that being in second position of this property will still benefit them if they foreclose due to the ample equity. My recommendation is for the borrowers to sell an existing rental property that they own and pay off/ down the second mortgage on their current residence. Refinancing is not an option due to the BK and the mortgage lates. Caller: I currently have a 30 years loan that I have been paying on for about 9 years at 4.5% interest rate. I have a lot of equity and would like to know if it is worthwhile for me to refinance the loan, I took out some fund for home improvements from my credit card with 0% interest for 10 months. Ken Go: You’re in a sweet situation now having yourself a lot of equity, I am sure a lot of people will love to trade places with you. You’re at an age where you probably want to think about retiring and would be oppose to starting your loan over again for 30 years. So, I will suggest a 20 year loan fixed for you, I am also suggesting for you to payoff the credit card balance of 25,000, I don’t care if that is zero interest. You will still need to pay it off when time comes. Because you will stay in this house

for long term and you want a lower payment, I am suggesting for a no points loan and for you to pick up your own escrow and title cost. You will save about $200.00 and not have to start a 30 year mortgage again. Recommendation: DO IT NOW! Caller: I am a single mom that works as a CNA making about $4,000.00 a month, I am selling a piece of property in the Philippines that will net me close to $150,000.00. I would like to buy a house and pay off some debts. Please advise me on what is the price range I can qualify for and where I should be buying. My two grandchildren will also be immigrating to the US to live with me. Ken: I congratulated her for being able to hold on to a piece and real estate and selling it for a profit. However, due to her income and her debts, I can only qualify this caller to buy a property around $200,000.00 that will leave her with about $50,000.00 of her net proceed from the sale of the land overseas. Due to her age and added responsibility that she will have to care for I am advising her to just rent in a better area with a good to descent school district for her grandchildren. I am afraid that because she cannot find anything descent for $200K to buy that will ensure her grandchildren good education, renting would be a better option for her now. If she buys and almost deplete all her savings just to

own a house, she might be stretching herself too thin. Homeownership comes with a lot of responsibilities towards the property that will cost money. Her income is very limited, especially if she is expecting to support more family member staying with her. Recommendation: RENT first and keep your funds in an interest earning Mutual funds and buy a house later when the market retreats and your new family members are settled in. Caller: I have a 1st mortgage of $350,000.00 at 4.75% 30 years fixed and I have a second loan at 8% for $60,000.00. I would like to see my payments become lower, I have good credit and I have a good job. Ken: Your property value is right around $ 410,000.00. Your paying a combination of $2482.77 for both. Your property value is just about worth exactly how much you owe now

on your mortgage. Unfortunately you are neither a Fannie Mae or Freddie Mac loan therefore will not qualify for the HARP refinancing. Since your second mortgage was included in your previous bankruptcy 7 I would suggest for you to try to negotiate a settlement pay off with them. You have some savings that you can offer the second lender to wipe out this debt, since you are already slightly behind on the payment this would be a good time to ask for a settlement payoff. Recommendation: Call your lender to settle on the second mortgage that is included in your BK 7 previously. Rates are down, I recommend for you to start to inquire about a refinancing without cost. I could be reach at 562-508-7048 anytime or at the office 562-697-7028 or write to me at kennethgo@verizon. net. Don’t delay CALL NOW. BRE 01021223 NMLS 238636

Not everyone enjoys poring over usedcar classified ads to find that hidden gem. Even our experts find the hunt through bad cars to be the worst part of the buying experience. An easier solution: Simply determine your budget and choose a vehicle from our lists of the best used cars. We dug through years of test data and hundreds of thousands of survey responses, and cross-referenced those metrics with the availability of electronic stability control, a lifesaving safety feature. The best of the best used car models can be accessed at consumerreports.org.. Each model performed well in our road tests when it was new and had above-average reliability for the model years shown. In addition, each vehicle offered ESC as a standard or optional feature. We also included a list of used cars you should avoid considering because they proved to be particularly troublesome and unreliable. Of course, even for used cars we recommend, there can be stinkers – due to a bad day at the factory or a former owner who didn’t care much for car maintenance. Before you buy, make sure to pay for a thorough inspection by a certified mechanic, so there are no surprises down the road. But there is a much better way of buying a used vehicle. Nissan Murano named U.S. News & World Report’s ‘2016 Best 2-Row SUV for Families’ NASHVILLE, Tenn. – The 2016 Nissan Murano has just received its second major award from the editors of U.S. News & World Report – “Best 2-Row SUV for Families.” In February, Murano was named one of the magazine’s “Best Cars for the Money.” Manuel Lava The latest honor is part of U.S. News & World Report’s annual Best Cars for Families awards program, which combines professional automotive reviews, safety and reliability ratings, seating and cargo volume and the availability of family-friendly features information to determine winners within each of 21 automotive categories. In selecting Murano as the top choice in the 2-row SUV category, the editors wrote: “Though the 2016 Nissan Murano’s price qualifies it as an affordable midsize SUV, reviewers say its cabin offers a near-luxury level of refinement. With the best combination of positive reviews and long-term ownership costs in its class, the Nissan Murano is our 2016 Best 2-Row SUV for the Money. The Murano, however, isn’t just a great value. It’s also our Best 2-Row SUV for Families because it has the leading combination of interior space,

available family-friendly features, and safety and reliability ratings in its class.” “Nissan is honored by the continuing recognition of our new Murano by the editors of U.S. News & World Report,” said Dan Mohnke, vice president, Nissan Chief Marketing Manager & Marketing Operations. “Consumers seem to be in agreement with the publication’s assessment – sales of Murano are on fire in 2016, increasing more than 85 percent in February and more than 65 percent for year, compared to the same periods in 2015.” About the 2016 Nissan Murano As the halo vehicle for Nissan’s wide range of bold crossovers and SUVs, the 2016 Murano expresses Nissan’s advanced design direction – including its V-motion front end, LED boomerang lights and the unique “floating” roof. The stunning exterior design carries into the interior, which offers an engaging social lounge feel through features such as the refined instrument panel, low center console, advanced Zero Gravity front and outboard rear seating, and the airy atmosphere created by the large windows and oversized Power Panoramic Moonroof.
