Cruz recently called on Filipino workers, whether they are legal or undocumented, to avail of the services of the Philippine Consulate if they have issues or concerns regarding their employment. US to take action against countries who refuse to take back illegal immigrants

WASHINGTON, March 1 (PNA/Sputnik) – Washington will exert pressure on those countries which refuse to take back illegal immigrants from the United States. The United States will use its authority to ensure other nations take back illegal immigrants who have committed crimes in the United States, US Attorney General Jeff Sessions said at the National Association of Attorneys General meeting in Washington, DC on Tuesday. “Some of these countries that are refusing to take them back. We have the ability, and the power, and the legal requirement to confront them and take action against them if they don’t take them back,” Sessions stated. Beware of being a victim of PHISHING in your electronic communication Recently, this author almost fell for the fraudulent scheme of PHISHING. The word “phishing,” according to Wikipedia is “the attempt to obtain sensitive information such as: usernames, passwords and credit card details (or indirectly, money), often for malicious reasons, by disguising as a trustworthy entity in an electronic communication.” The word is a neologism created as a homophone of “fishing,” due to the similarity of using a bait in an attempt to catch a victims. “Phishing,” is typically carried out by “email spoofing or instant messaging, and it often directs users to enter personal information at a fake website, the look and feel of which are almost identical to the legitimate one.” In various cases, “phishing” emails “may contain links to websites that are infected with malware. It is an example of social engineering techniques used to deceive users and explore weaknesses in current web security.” Some recent news items claim that attempts to deal with the growing number of reported “phishing” incidents now include legislation, user training, public awareness and technical security measures. Currently, many websites have now created secondary tools for applications, such as maps for games, but they are now clearly marked as to who wrote them, and users are usually warned not to use the same passwords when they have multiple interne t accounts. When someone becomes a victim of “phishing,” logging on their website does not mean deception is over. Some “phishing’ scams use “JavaScript commands in order to alter the address bar.This is done by placing a picture of a legitimate URL over the address bar, or by closing the original bar and opening a new one with the

BANK LOGO legitimate URL. A hacker can even use flaws in a trusted website’s own script against its victim. These types of hacking or attacks (known as cross-site scripting) are particularly problematic, because they direct the user to sign in or click here (as shown in the photo sample received by the author form the bank), or other financial institution service’s web page, where everything from the web address to the security certificates “appear” credible. In reality, the link to the website is “crafted” in such a way that it then carries out the “attack,” thus making it very difficult to spot without particular knowledge of it. Such a flaw was used in 2006 against PayPal.” Apparently, in 2007, a Universal Man-in-the-middle (MITM) Phishing Kit was discovered. It “provides a simple-to-use interface that allows a phisher to convincingly reproduce websites and capture log-in details entered at the fake site.” Some of these smart phishers have ways already in place, in order to avoid anti-phishing techniques that scan websites for phishing-related text. Some of them have “begun using Flash-based websites (a technique now known as ‘phlashing’). These look much like the real website, but it hides the text in a multimedia object. Most methods of “phishing” use some form of technical deception designed to make a link in an email (and the spoofed website it leads to),

appear to belong to the spoofed organization. Misspelled URL’s or the use of subdomains are the common tricks used by the phishers “ In this author’s case, for example, it appeared that the sender had URL address, http://www.yourbank.com. Inspite of numerous publicity surrounding the flaw, known as ‘IDN spoofing or homograph attack,’ phishers have “taken advantaged of a similar risk, using open URL redirections on the websites of credible organizations to disguise malicious URL’s with a trusted domain.” In 2015, several journalists led by Elliott Higgins, associated with Bellingcat, a group researching the shoot down of Malaysia Airlines Flight 17 which flew over Ukriane, were targeted by numerous spearphishing emails. The message were of fake Gmail security notices with Bit.ly and Tiny

Bellingcat is best known for having accused Russia of being culpable for the shoot down of MH17, and is frequently derided in the Russian media. In 2016, Fancy Bear its been alleged to have carried out spear phishing attacks on email addresses associated with the Democratic National Committee. Also, within hours of the of the 2016 US election results, it was alleged that Russian hackers sent emails containing dirty zip files from spoofed Harvard University email addresses. Allegedly too, Russians used techniques similar to phishing to publish fake news targeted at ordinary American voters. So, for those of you who might end up experiencing such phishing techniques, be fully aware of incoming emails that come your way. As the old saying goes: “better safe than sorry.”

CLARK, Pampanga, March 1 (PNA) – Authorities of the Clark International Airport Corporation (CIAC) have ironed out contingency plans for the possible diversion of flights at the Clark International Airport (CRK) from March 6 to 11 due to the temporary shutdown of the Tagaytay radar for upgrading and maintenance. CIAC president and CEO Alexander Cauguiran said the CRK is prepared in the event that some flights from the Ninoy Aquino International Airport (NAIA) will be diverted to CRK next week. “Clark airport is ready should there be flight diversions and we are more than willing to help ease the discomfort of passengers affected by the diversion,” Cauguiran said, adding that CRK has ample aircraft

parking slots, hotel accommodations, transportation services, and emergency and technical services. Although two radars will remain operational during the maintenance of the Tagaytay radar, the latter’s temporary shutdown will result in a reduction of flights at the Ninoy Aquino International Airport (NAIA). Hilarion Ritche Nacpil, CRK Terminal Operations manager, said the airport can accommodate at least 33 aircrafts during the day and 26 aircrafts at night. The upgrading of the Tagaytay radar will include a new technology called the Communications, Navigation, Surveillance / Air Traffic Management (CNS/ATM), a system that ensures safer and more efficient air traffic flow.

DOF: Duterte’s foreign trips earn PHP1K for every 17 cents MANILA, Feb. 28 (PNA) – Department of Finance (DOF) Secretary Carlos Dominguez III said President Rodrigo Duterte’s trips abroad have raised a total of USD33 billion as compared to the PHP270 million incurred expenses from his foreign travels. “That is equivalent to spending something like 17 centavos per every 1,000 pesos that he has raised in investments and loans,” Dominguez said in a press briefing in Malacañan on Tuesday, February 28. “For me that is a very significant figure. You know, sometimes when we talk of millions and billions, we forget the relationship, right? This is the relationship of the expenses of the President with regards to the benefits that he has been able to bring home or as the journalists like to say, ‘the bacon that he brought home,’” he explained. The Department of Finance is presently negotiating with Chinese officials regarding the USD9 billion in Official Development Assistance (ODA), as well as commercial loans. He said the DOF is likewise discussing with the Japanese government in response to the announcement of Prime Minister Abe during his recent visit to the country that Japan has committed another USD9 billion more or less in ODA and commercial loans. In the same briefing, meanwhile, Dominguez said the DOF is working as co-chair of the Mining Industry Coordinating Committee (MICC), with Department of Environment and Natural Resources (DENR) Secretary-designate Gina Lopez. “She and I have signed the resolution of the MICC agreeing that we are to set up a technical working group (TWG) to review all her issuances to make sure that these are in line with due process,” Dominguez said, adding that the second meeting of the TWG will be on Friday. Contrary to speculations that there is a rift between the two Cabinet Secretaries, Dominguez said that he and Lopez are on the same team and that he is not involved with any mining firm at the moment. “I want to make sure that when she closes the mining, it stays closed. Because if due process is not followed, two possible consequences will hap-

pen: the mine will go to court and the court will give them relief and they will open again. And, they will probably file for damages against the government for closing them illegally,” Dominguez explained. “So I want to avoid those and I want to make sure that Secretary Lopez -- Secretary-designate Lopez is in firm grounds when she does this. You know, that’s my responsibility as co-chair and as a member of the team. We all belong to the same team of President Duterte,” he added. PHL as investment attraction Presidential spokesperson Ernesto Abella, in the same briefing, said the Palace welcomes the European Union (EU) and the International Monetary Fund’s (IMF) findings citing favorable investment conditions in the Philippines. Abella cited the statement of European Union-ASEAN Business Council Executive Director Chris Humphrey that the country is now among the top favorite of European investors in ASEAN. Abella added that the country is seen to have a bright future in enhancing European interest “due to the country’s young population, increasingly liberal trade and investment policies and largely untapped market.” “To deliver its promise to create 1.2M jobs annually, the Duterte administration will attract more foreign investments, increase infrastructure spending, ease the cost of doing business in the Philippines, and continuously develop its human resource,” Abella said. He said these jobs to be created include those in construction, information and technology/business-process management, tourism, manufacturing, transport and logistics, agri-processing industry, and retail trade. On the other hand, Abella cited the findings of the International Monetary Fund mission team regarding the Philippines’ monetary policies which are supportive of domestic expansion. The IMF team cited the comprehensive tax reform program (CTRP) as among those that contributed to the strengthening of the country’s monetary transmission and reduction of concentration risks in the banking sector, among others, Abella added.

Thousands rally to support DENR Sec. Lopez, anti-mining initiatives MANILA, March 1 (PNA) – Brandishing flags and banners to decry mining, over 2,000 people gathered Wednesday morning in front of the Senate in Pasay City to rally in support of Environment Sec. Gina Lopez and her anti-mining initiatives. “Sec. Gina, ikumpirma! Senado, senado, maglingkod sa Pilipino, hindi sa minero! (Confirm Sec. Gina! Senate, senate, serve Filipinos not miners!)” protesters chanted. Among the groups present in the rally was the anit-mining group Alyansa Tigil Mina which held a banner that read: “Protect the environment. Defend people’s rights. Confirm Sec. Gina Lopez.” Lopez’s confirmation was deferred after the Senate underwent a reorganization on Monday with new leadership positions and chairmanships decided.

Several oppositions have also been filed before the Commission on Appointments (CA) panel on Lopez’s confirmation. Around 19,000 people are expected to be “directly affected” by the closing of mines, Lopez said. She, however, assured that displaced miners could be trained to practice ecotourism as it has more long-term benefits as against mining. Police say that protesters were in the Senate as early as 10 a.m. to show support for Lopez, who previously ordered the closure of 23 metallic mines and suspension of five others for serious environmental violations discovered. Lopez, who briefly showed up in the rally, expressed gratitude for their support. “Para sa kalikasan! Para sa bayan! (For the environment! For the nation!)” she said.

PHL to host int’l conference on migratory species MANILA, March 1 (PNA) – The Philippines has been chosen as the venue for this year’s Conference of Parties (COP) to the Convention on Migratory Species (CMS), the only global intergovernmental treaty established exclusively for the conservation and management of terrestrial, marine and avian migratory species throughout their range. This was announced by Biodiversity Management Bureau (BMB) Director Theresa Mundita Lim during the launch of the logo for the 12th COP meeting, also known as COP 12, held at the Philippine Senate on Tuesday (February 28). The event was graced by climate change com-

mittee chair Senator Loren Legarda, environment and natural resources committee chair Senator Cynthia Villar, and CMS Secretariat Deputy Secretary-General Dr. Lambertus Lenten. Lim said the COP meeting will be held at the Philippine International Convention Center in Pasay City on October 22-28, 2017, and will be attended by high-level dignitaries from more than 120 countries. According to the BMB chief, the country’s hosting of the CMS event will serve as an opportunity for the Philippines to showcase its important role as host to a number of migratory species in several of its coastal, marine, wetland and forest ecosystems.

US discusses efforts to stop wildlife trafficking MANILA, March 1 (PNA) – The Information Office of the United States Embassy in Manila will hold a telephonic press briefing on how the Bureau of International Narcotics and Law Enforcement Affairs combats wildlife trafficking through the cooperation of Association of Southeast Asian Nations (ASEAN) countries on Friday. Deputy Assistant Secretary (DAS) Daniel Foote from the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs will be the keynote speaker.

The briefing takes place on World Wildlife Day. Wildlife trafficking is a multi-billion dollar criminal enterprise that poses not only a critical conservation concern, but also represents a serious threat to the security and economic stability of the countries involved. Eligible debtors should seek bankruptcy relief Sometimes debtors cannot decide whether they should seek debt relief through Chapter 7 wipe out of all dischargeable debts or a consolidation and reorganization through a Chapter 13. They usually ask me what they should do in their financial situation. I know after handling thousands of bankruptcy cases in the last 30 years, debtors are often depressed about their lives because of the heavy burden of accumulated debt. The worse case scenario was my client many years ago who killed himself a week before we filed his case. It was unfortunate that he took his own life because he left behind a wife and two minor children and a successful professional career. He was enjoying gross income of $500K annual income from his profession but had borrowed money to set up a business that initially did well. Since the business was doing well, he borrowed more money to expand the business, including putting up his house for collateral for the business loans. When the economy slowed down, his business started losing money. He then resorted to borrowing more money to cover the business loss for 18 months. His business was losing $10K a month. After financing losses for 18 months, he came to see me for bankruptcy relief. He looked pretty calm when I interviewed him. How many times must I say it, “YOU OWE YOUR CREDITORS MONEY, YOU DO NOT OWE THEM YOUR LIFE!� Don’t even dare think of killing yourself to get out of debt. Death does not extinguish debt. When a person dies, there is an estate of the deceased that is created in a probate case. Creditors of the deceased can file in their claims in the probate case. So, if you owe too much debt now, you should look at your financial problems objectively. You should choose the solution that best serves your needs. You should seek to protect your own interest and future. You should not succumb to the pressure of differing opinions from friends or relatives. For instance, I had one client who decided to withdraw her Chapter 7 petition because her sister did not approve of it. Client had a mountain of debt, which she absolutely had no way of paying unless she could work four jobs, and she was three months behind in her mortgage payments. Objectively speaking, the right solution for her was a Chapter 7 to wipe out $80K of credit card debt and use the money saved from not having to pay $80K of credit cards to update

her house payments. Without credit card payments, she would save $2400 a month. She would have paid off her mortgage arrears in 3 months. She would have obtained a fresh start without the burden of accumulated debt. Instead, she wanted to make her sister happy and chose not to protect her own interest, her own future. She was not thinking clearly. After 6 months she returned to me saying that she wanted to go through with her Chapter 7 case because her house was already foreclosed and she still owed the 2nd trust deed holder was still calling her to collect $50K of the 2nd mortgage even though she no longer owned the house, and the $80K of credit cards are calling her night and day. Eligible debtors should consider the following objective reason to seek bankruptcy relief: 1. Based on debtor’s net income and expense analysis, debtor has no ability to pay off his or her unsecured debts. In other words, even if debtor’s intention is to pay off debt, realistically speaking, debtor cannot pay of debts over a reasonable period of time. This means that debtor will be locked in permanent indebtedness, a slave of debt! Therefore, correctly, debtor should find a legal way of getting out of debt as soon as possible. Here in America, bankruptcy is the legal way of getting out of debt and becoming productive again while you keep most if not all of your assets including your house, cars, retirement accounts etc. The right to bankruptcy is guaranteed by the constitution and even Walt Disney filed for Chapter 7 twice before Mickey Mouse and Disneyland became successful. If Mr. Disney did not obtain a fresh start twice before, we would have no Disneyland to enjoy today. 2. Too much debt destroys the household’s ability to save and invest money to secure the family’s future. If debtor makes $5,000 a month but has to pay out all of the $5,000 for monthly overhead and to make minimum payments on credit card debt of say, $30K, debtor is living a hand to mouth existence. Debtor saves nothing and invests nothing year in and year out. With accumulated debt you condemn yourself to Sisyphean

existence. I don’t mean you become a sissy. You become like SISYPHUS. In Greek mythology, Sisyphus was the king of Corinth who was punished for his deceitfulness by the Greek gods (who are of course false gods), to roll an immense boulder up a hill, only to watch it come back to hit him, repeating this action for eternity. So your “Sisyphean existence� means a laborious and futile existence. By the time that debtor realizes that he has worked for 20 years without nothing saved and invested, it will be too late because by that time, debtor will be pushing sixty. Most people save and invest money whilst I their twenties to fifties. Debtors who have too much debt unfortunately are robbed of the ability to save and invest for decades. Thus, a smart person who has too much debt but wants to save and invest must immediately correct the debt situation or else he or she will get old poor. The last thing a senior wants to have at retirement is debt. If you service $30K of credit card debt for 20 years, you would have paid your credit card masters $240K and still owe the same $30K when you retire at 66. If you got rid of these cards with Chapter 7 at the age of 46, you would have invested $240K starting at $12K a year and growing at $12K a year. Properly invested, you could have $400K saved when you retire at 66 and zero debt. Even if you made the mistake of carrying these cards into retirement, you must get rid of them now because now you depend on social security, which is just enough to cover basic monthly necessities. Whether you are 40 or 60 or 70, you must get rid of credit cards now and

become productive again! 3. Re-establishment of credit can start immediately. Debtors are able to begin reestablishing credit by paying their car and housing loans timely. Debtors will be able to get new credit cards soon after they obtain discharge. There are banks that give new credit cards to debtors who have completely their bankruptcy because these debtors are actually very good credit risks. They still have good income, have no more debt, and are now more careful in their financial affairs. BK filers qualify to buy houses again on the second or third year after BK filing if they have been paying their new loans on time. Buying a new car is no problem. On the day of the discharge, you can bring your discharge order to the car dealer. Duterte ‘fired’ LaviĂąa as NIA chief – labor leader

MANILA, Mar 1 (Mabuhay) – National Irrigation Administration head Peter LaviĂąa was fired by President Rodrigo Duterte, a labor leader said Wednesday. Federation of Free Workers (FFW) president Sonny Matula said that Duterte told labor leaders during their dialogue last Monday in MalacaĂąang that he removed LaviĂąa to demonstrate that he means business against corruption. “In our meeting last Monday, he said to the workers group that he takes seriously his campaign commitment. Can I be expeditely removed? Question: I have heard that with Trump’s executive order and the DHS memo and with further items to be processed, that people are being thrown out of the country left and right. I am very afraid. What can I do? Answer: First of all, it is true that Trump is creating fear among immigrants and non-immigrants and people here illegally. He has created an atmosphere of absolute fear that every corner they walk around and everytime they leave their house that they will be deported. However, this is not the case. As much as Trump wants to instill the fear and to make people believe that in his words (‘bad dudes’) will just be deported, this cannot simply happen. He cannot override the Immigration and Nationality Act. Presently, there are basically only one section of law that permits ‘expedited removal’. This would be for the following situation: – Somebody comes into the U.S.

and claims to be U.S. Citizen and/or does not have proper papers to actually be admitted to the U.S. – Somebody who has not been physically present in the U.S. for at least 2 years; and – Somebody who is more than 100 miles from the border. Question: Do I get any due process rights with expedited removal? Answer: Unfortunately, you do not get very many rights. Expedited removal is just what it says. The immigration officer will act as judge and jury and prosecutor all in one. He or she will make the conclusion you are subject to expedited removal and then deported out of the U.S. Question: Is there anything I can

do in order to better protect myself? Answer: It does seem that Trump and the people under Trump are trying to do this in a manner which might not be appropriate or valid. Thus, the first thing you should do is to have an immigration attorney give you a legal letter explaining why you are NOT subject to INA section 235 and that expedited removal is not appropriate for you. This letter should have an attachment showing that you have more than two years of physical presence inside the U.S. Once the officer reads this letter, the hope is that he or she will stop trying to ‘expeditedly remove you’ and to put you in regular INA Section 240 removal proceedings where you can fight your case. Question: What if the officer ignores the letter and evidence and still issues an order of expedited removal contrary to the law? Answer: If that is the case, call the immigration attorney immediately. It is possible for us to file a Habeas

Corpus and/or do other Federal Court interventions to stop the expedited removal showing it is not permitted under the law and is illegal. Additionally, do not sign anything. The only realistic document that the officer would want you to sign is one stating you want to be voluntarily deported. Brian D. MANILA, March 1 (PNA) – President Rodrigo Duterte has signed the document signifying the Philippines’ accession to the Paris climate change agreement and MalacaĂąang is transmitting it Wednesday afternoon to the Senate for concurrence. The Instrument of Accession document was signed by the President Tuesday. In his letter addressed to the Senate President and members of the Senate, Duterte said that “after examining the text thereto, I find it advisable to accede to the Paris Agreement and seek the Senate’s

It seems there is no stopping Solenn Heussaff, one of the busiest stars of GMA-7, on possible things to do in front of the camera. The 31-year-old actress recently finished comedy show “A1 Ko Sa ‘Yo” and still appearing in “Encantadia” and hosting “Taste Buddies”. The French-Filipino actress also did “It Girls” on E! Channel, appeared in numerous television commercials and ventured into food business on the sides. “I must be doing something right,” said Heussaff after admitting that she’s still not 100 percent fluent in the Filipino language. The Kapuso star added that there’s really no secret to success but hard work, patience, and relationship with colleagues in the business. “Just keep your mind open and always be easy to work with tapos magkakaroon ka ng trabaho,” she said. Can I obtain a divorce if my spouse refuse to sign?

There seems to be a misconception in the general public that you can only obtain a divorce in California if your spouse will sign the divorce papers. I get this question a lot from our family law clients. The fact is that California is a no fault state and you do not need your spouse’s signature in order to get a divorce. What is more important is being able to properly serve your spouse with the divorce petition and satisfy the jurisdictional requirement of the Court by showing that either you or your spouse resided in the State for at least 6 months prior to filing the petition and in the County for 3 months prior to filing the petition. When you file a divorce petition, you have to serve your spouse with the summons and petition. Your spouse then has 30 days to file a response after being served with a divorce petition. If your spouse fails to file and serve you with a response, you can file a request for default against your spouse after 30 days. You can also file a proposed judgment for the court to approve. The default procedure can be done even if there are issues of property division, custody, visitation, and support. However, the Court will still review your proposed judgment and property division to make sure it conforms to the policy towards equal division of community property. Meaning, you have to propose a division of community property that is pretty much equal between the spouses. If your proposed property division is one sided such as distributing all community property to you and giving all the community debts to your spouse, the Court would probably not grant your judgment. The Court would probably set a hearing for you

to explain why this is an equal division of community property. The only time you may need your spouse’s signature is if your spouse files a response to your divorce petition. This is called “contesting� the divorce. If your divorce is contested by your spouse, you can resolve the case either by “settlement� or by “trial.� However, you do not have to settle all the issues in the case at once. Under the concept of divisible divorce, you can settle some of the issues and set the other issues which you and your spouse cannot agree on for trial. Our office try to resolve cases through settlement because it is more cost effective and the parties are usually happier with the outcome. In that situation, the parties may avoid the cost and uncertainty of going to trial by executing what is called a stipulated judgment which is in essence an agreement as to all the issues in the divorce case. For issues which you and your spouse cannot agree on, you will have to go through the litigation process which involves obtaining discovery, exchanging declarations of disclosures, and preparing the case for trial. Ultimately, you will obtain your divorce at trial in addition to adjudication of the distribution of community assets and debts amongst other issues. It is in the best interest of the party to retain the representation of competent counsel who will assert his or her

Duterte signs Paris Agreement By Cielito M. Reganit

MANILA, March 1 (PNA) – President Rodrigo Duterte has signed the document signifying the Philippines’ accession to the Paris climate change agreement and MalacaĂąang is transmitting it Wednesday afternoon to the Senate for concurrence. The Instrument of Accession document was signed by the President Tuesday. In his letter addressed to the Senate President and members of the Senate, Duterte said that “after examining the text thereto, I find it advisable to accede to the Paris Agreement and seek the Senate’s concurrence.â€? The President previously said that he would not sign the Paris Agreement over concerns on how small countries could access the common fund. Duterte later agreed to it after his Cabinet members unanimously voted for its ratification. The Paris Agreement, which was

signed on April 22, 2016 in New York, seeks to address climate change and cap greenhouse gas emissions. The Agreement aims to hold the increase in the global average temperature to well below 2 C above pre-industrial levels and pursue efforts to limit the temperature increase to 1.5 C above pre-industrial levels. It also provides that developed countries continue their obligations under the United Nations Framework Convention on Climate Change (UNFCCC) to provide financial assistance to developing countries with respect to both climate change mitigation and adaptation. Duterte said that under the Agreement, emissions reduction or programs for adaptation are nationally-determined and voluntary. “Nationally-determined contributions are not mitigation-centric but also covers adaptation and requirements for finance, technology and capacity building.�

Bankruptcy and debt relief The economy may have improved slightly, but for the jobless, things have not changed very much at all. We are still experiencing continued corporate and government downsizing, which means there are still many more people suddenly losing their jobs, and can no longer meet the financial obligations incurred during more prosperous times. The first way to deal with debts is to communicate simply and honestly with creditors. Everyone knows the economic situation. Suing for money owed is as annoying and costly for the creditor as it is for the debtor. The key here is: Don’t make any promises you can’t keep and keep all promises that you make. We’ve seen some people write checks that they know will bounce, in their desperation to get an annoying bill-collector off their backs. A bounced check is a broken promise. It can subject you to criminal prosecution and will almost always make that creditor harder to deal with in future. Constant harassment by collection agencies is another problem faced by those in financial trouble. State and federal laws regulate the practices of debt collectors, and certain tactics are prohibited. When unfair tactics do take place, a letter from a lawyer is often enough to provide relief. If not, various legal remedies are available. When things have gone too far to work out with creditors, the Federal courts can offer protection under bankruptcy laws, designed to protect you, and give you a fresh start. There are several types of bankruptcy, each named after a chapter of the United States Bankruptcy Code. Of these, Chapters 7 and 13 are the two that most concern the consumer. Chapter 7 Chapter 7 is what most of us think of when we think of bankruptcy. In a Chapter 7 proceeding, all of your property which is not exempt by law is sold, and the proceeds are distributed to your creditors. At least that’s the theory. In practice, with the exemptions provided by law, and careful planning, an average middle class family would not give up anything at all. Their assets would be deemed exempt, and the creditors get nothing. The final result is that your debts are discharged, and you are permanently free of those obligations. However, there are some debts that cannot be discharged in a Chapter 7 proceeding. For example, education loans cannot be discharged unless one can show extreme hardship. Other non-dischargeable debts include damages from a willful tort claim, certain taxes, loans obtained through false financial statements, debts incurred through fraud, deception, or embezzlement, consumer debts of $1000.00or more, for luxury goods or services owed to a single creditor and incurred within 180 days before you filed your bankruptcy petition, cash advances of more than $1000 obtained within 180 days before you filed your petition, court-ordered fines and restitution, and personal injury debts caused by driving while intoxicated or taking drugs. In some cases, a creditor must file a special proceeding in the Bankruptcy Court to determine whether the debt is non-dischargeable. A creditor can also sue you to prevent the discharge of a debt if you transferred or concealed assets or refused to explain the loss of assets. Chapter 13 Chapter 13 is available for any individual with a steady income and debts which do not exceed $360,000 in unsecured debt and $1,081,000.00 in secured debt (“Secured debt� is when the creditor holds a mortgage or some other sort of lien on the property.). It allows you to submit a plan to pay off your debts, in whole or in part, over a period of three or five years. You don’t need a regular paycheck to qualify, but you must have income stable and regular enough to make payments under a plan. One advantage of Chapter 13 is that it allows you to keep your assets even if they are not exempt. This can be important if you own a lot of equity in a home. Another advantage is that, if you owe a debt jointly with someone else, such as a relative who co-signed a note for you, Chapter 13

will provide some protection for the other person, while Chapter 7 will not. Some debts which could not be discharged under a Chapter 7 proceeding can be discharged after partial payments under a Chapter 13 plan. These include some types of educational loans, damages for willful torts, and some taxes. You may, at any time, voluntarily dismiss a Chapter 13 proceeding or convert it into a Chapter 7 proceeding. But if you dismiss it, your debts will not be discharged, and you will still owe the unpaid amounts. Chapters 11 and 12 Chapter 11 allows businesses and individuals to restructure large debts. It generally is used for people who want to restructure their debts but have more assets or debts than the limits for a Chapter 13 case. Creditors vote on whether to accept or reject a plan, which must also be approved by the court. Its provisions are quite complicated and generally require the assistance of an attorney familiar with Chapter 11 proceedings. Chapter 12, enacted during the 1980s, is a special form of debt work- out for family farmers. In many ways, it is similar to Chapter 13, but eligibility is limited to people whose income derives primarily from a family- owned farm. Automatic Stay When you file a bankruptcy case, an Automatic Stay takes effect immediately on all collection efforts by all creditors. Evictions, foreclosures, repossessions, lawsuits, annoying telephone calls all must stop, and any creditor who refuses to comply can be held in contempt of the Bankruptcy Court. If you hear from any creditors, we can generally get them to back off by writing them a letter informing them of your bankruptcy filing. Secured creditors can ask the Bankruptcy Court for permission to continue collection actions against you. A motion for relief from the Automatic Stay is heard and decided by the Bankruptcy Judge. Chapter 13 not only provides an automatic stay for you, but if you owe a debt jointly with someone else (such as a relative who co-signed a note), it provides a stay for the co-debtor as well. Bankruptcy Petition For any bankruptcy case, you must file a complete schedule of your assets, liabilities, income, and expenditures and answer a questionnaire about your financial affairs. The most daunting aspect of filing a bankruptcy case is the need to compile a thorough and accurate list of this information. The success of a bankruptcy proceeding depends on the accuracy and completeness of the petition. We have a set of forms which we have designed to help you compile all of this information, and are easier to deal with, than the official bankruptcy forms. Once we have all of your information, we convert it to the format required by the bankruptcy court. You will also find, that many questions on the form don’t apply to you, and can be answered with a simple “NA� or “None.� If you are filing a Chapter 13 case, we must also propose a plan for a partial or full repayment of your debts. Any Secured and Priority debts must be repaid in full. Unsecured debts can be paid partially. The Plan must also provide for a required fee to the Chapter 13 Trustee. When you file a Chapter 13 Plan, you must begin making regular payments to the plan. Most plans are amortized over 60 months. EDSA revolution examined, remembered in Los Angeles By Abner Galino

“There is hope. There is strength in numbers.” Los Angeles Councilmember Mitch O’Farrel said these parting words to Filipino-American social justice advocates after he gave a brief speech in a symposium dubbed: People and the power of resistance – An occasion held to commemorate the 31st anniversary of the Philippine’s People Power revolution, also known as EDSA Revolution. O’Farrel actually echoed a comment from the crowd that was conversing with him while all of them were drawing parallels between the histories of civil rights movements in the US and the Philippines, then and now. Earlier, five women who made up the panel during the forum brought back fragments of history from the Philippines’ people’s struggle against the corrupt and brutal regime of President Ferdinand Marcos. As articulated by each of the five women during the forum, the quality and resilience of the people leading the struggle and the potency of the ideas being fought for are the most significant factors that sustain civil rights movements. The very factors that bring about “strength in numbers.” The Los Angeles councilmember aptly expressed this truth in his speech. “I’ve been around long enough to

know...I’m a child of the civil rights movement of the 60s and the 70s, the equal rights movement, the LGBT rights movement...I’ve been around. I’ve seen the pendulum swing back and forth. But we always, always lurch towards greater civil rights, towards greater freedom,” O’Farrel said. The councilmember, apparently referring to the presidency of Donald Trump, assailed the supposed assimilation of “all the terrible things that we were raised to be against ... like racism, xenophobia, superiority and even the shameful ... what would you call it ... an out of proportion ego that back in the days was looked down upon.” O’Farrel said people “need to go back to the old-fashioned principles of integrity, and selflessness, and kindness, and generosity, and tolerance, and compassion for others.” Before O’Farrel’s speech, five women composed of Jocelyn Geaga, Rose Ibanez, Prosy dela Cruz, LolitLledo and Fe Koons took turns in sharing their personal journeys while engaged in the struggle to fight the dictatorship of President Ferdinand Marcos. The women narrated the hard life that they personally endured as activists during the said era. One of the guest speakers, Myrla Baldonado, disclosed that she had to undergo rehabilitation as a consequence of the mental and physical abuses that she endured while in

OFWs assured that remittances won’t be taxed MANILA, Feb. 28 (PNA) – Remittances of overseas Filipino workers (OFWs) will not be taxed, Sen. Juan Edgardo Angara said Tuesday allaying concerns of value-added tax (VAT) on services fees of money transfer centers in the country. Angara, chair of the Senate Committee on Ways and Means, made this clarification after the Department of Finance (DOF) explained in a Senate hearing that only service fee of domestic remittances and not actual remittance will be taxed with 12 percent VAT under their proposal. “We want to clarify to our kababayans abroad that the remittances they send their families in the Philippines will not be taxed. We will make sure that they will not shoulder additional burdens,” Angara said. DOF Undersecretary Karl Kendrick Chua said that the agency’s jurisdiction is “only domestic transfers”. For instance, if sending PHP5,000 within Metro Manila, the money transfer center charges PHP125 pesos, so the VAT is PHP15 only, he said. He clarified that such reform only targets businesses such as pawnshops, which are initially not registered as remittance centers. Angara, who sponsored the law that raised the tax exemption cap of balikbayan boxes, added that OFW remittances are likewise exempt from paying documentary stamp tax pursuant to Republic Act 10022 or the amended migrant workers law.

MANILA, Feb. 28 (PNA) – After the Senate reorganization on Monday, new Senate President Pro-Tempore Ralph Recto on Tuesday said that there is no feud between him and any of the Senators belonging to the Liberal Party (LP). Recto, formerly Minority Leader, said that he had no problems with his colleagues in the minority or with members of the LP. “Remember I was Minority Leader and they were majority. No hard feelings. Now I’m in the majority in the Senate, I was requested by 17 (senators). They are now in the minority, no hard feelings,” Recto told reporters in an interview. Recto said that he had “nothing to do” with the motion of Sen. Manny Pacquiao to declare vacant a leadership post, Senate President Pro-Tempore and committee chairmanships on the Senate Committees on Health, Agriculture and Education which were chaired by LP senators. Drilon was ousted as Senate President Pro-Tempore while Senators Risa Hontiveros, Francis Pangilinan and Aquino were ousted as chairs of the Health, Agriculture and Education committees. Recto took Drilon’s place as Senate President Pro-Tempore after 17 out of 23 senators present voted for this change. Senators Joseph Vicente Ejercito, Cynthia Villar, and Francis Escudero became the new chairs of the Senate Committees on Health, Agriculture and Education, respectively. The new minority has six members namely Aquino, Drilon, Hontiveros, Pangilinan, Trillanes and Sen. Leila de Lima. De Lima, who is currently detained in Camp Crame, manifested to join the minority bloc through a letter read by Senate Majority Vicente Sotto III. Recto explained that the majority and minority bloc could not interfere in each other’s business. He said that if there was a problem with the members of the majority and he were Senate President, he would have told then Senate President Pro Tempore Drilon to just resign instead of being ousted. “If I had my way, if I were the Senate President at that time, and there was a problem with the members of the majority, I’d have told Sen. Drilon that we cannot work together so just resign. That should have been the case,” Recto said.

MANILA, Feb. 28 (PNA) – The motion of Sen. Manny Pacquiao to oust senators belonging to the Liberal Party (LP) from key positions and chairmanships was to “make a statement”, Sen. Panfilo Lacson said Tuesday. Lacson, in an interview, said that there was no intention to strip LP senators Paolo Benigno Aquino IV, Franklin Drilon, Francis Pangilinan and Risa Hontiveros of their Senate committees because if they did, they would not leave them with any committees left. Upon motion by Pacquiao on Monday, Sen. Franklin Drilon was ousted as Senate President Pro-Tempore while Senators Risa Hontiveros, Francis Pangilinan and Aquino were ousted as chairs of the Health, Agriculture and Education committees, respectively. However, Hontiveros still chairs the Committee on Women, Children, Family Relations and Gender Equality and Aquino still chairs the Committee on Science and Technology. Senators Joseph Vicente Ejercito, Cynthia Villar, and Francis Escudero became the new chairs of the Senate Committees on Health, Agriculture and Education, respectively.

This led to the LP senators cutting ties with the majority bloc and transferring to the minority. The new minority has six members namely Aquino, Hontiveros, Pangilinan and Trillanes. Detained Sen. We were the ones who observed and asked ‘why is our current situation like this?’” He noted that reorganizing the Senate was “always political” but clarified that it did not involve being pressured by Malacañang. ”I for one will not agree to any move ng majority that had pressure from Malacañang. There is absolutely no pressure. We decided this among ourselves,” he added.

LP House contingent cannot take over minority bloc – Suarez MANILA, March 1 (PNA) – The minority bloc at the House of Representatives on Wednesday said the Liberal Party cannot become the new minority just by sheer number alone if it decides to bolt out of the supermajority coalition after the second reading vote on the death penalty. In a press conference on Wednesday, Minority Leader and Quezon Rep. Danilo Suarez said if the LP House contingent wants to become the new minority, they would have to declare the Speaker vacant first, call for an election and field a candidate. The House rules state that those who will not vote for the winning speaker and those who opted to abstain will form part of the minority, who will then elect among themselves their own leader. “If they have enough number, can they be the minority? No, you have to change the Speaker,” Suarez said. The LP has yet to solidify its position on whether to stay or leave the supermajority in the lower chamber, deferring its decision until after the second reading vote is cast on

the bill restoring the death penalty. This after the major reorganization in the Senate, wherein LP senators were ousted from leadership posts and committee chairmanships. There are 32 LP members in the House of Representatives, 27 of them belonging to the supermajority coalition. Meanwhile, the House minority bloc led by Suarez is composed of 18 members. For his part, Deputy Minority Leader and Kabayan Partylist Rep. Harry Roque said that LP members cannot simply declare themselves as part of the minority because it has to be decided upon by the minority bloc first. Without their approval, Roque said the LP members would be considered as an independent bloc. “Even if they declare it vacant, they must have numbers to declare it vacant. They have to be admitted as members of the minority,” Roque said. “If the minority does not accept them, then they will become independent,” he added.

Many NPA bands push for localized peace talks – AFP MANILA, March 1 (PNA) – Not all New People’s Army (NPA) ranks are supportive of their top leadership’s decision to cancel their existing ceasefire with government forces This was proven as various NPA groups in the group are pushing for a localized peace talks in their respective regions, Armed Forces of the Philippines (AFP) public affairs office chief Col. Edgard Arevalo said Wednesday. “We have heard the report from Davao City Mayor Sarah Duterte who welcomes the expression of the NPA to have a localized peace talk in their area,” he added. “In Compostela Valley, we have received the report from Major General Rafael Valencia who said that members of the NPA are also opting for a localized peace talks. The members of the local government are the ones brokering these loalized peace talks,” the AFP official disclosed, Arevalo said the same is true in the Visayas as 8th Infantry Division commander Major Gen. Raul Farnacio said that rebels

in his area-of-operation also signify their intention to go to a localized peace talks. “This is now being arranged by the local government,” he added In Bondoc Peninsula, Arevalo the provincial board members are catering to this particular desire of the NPA to go to localized peace talks if they cannot attain success in the national level. The government was forced to cancel its ceasefire and peace talks with the NPA last Feb. 4 after the insurgent earlier announced that they are lifting their unilateral ceasefire effective 11:59 p.m. of Feb. 10. In wake of that announcement, the rebels also conducted a series of unprovoked attacks against government and civilian targets, killing six unarmed soldiers and abducting three others in the process.

This guy means business President Duterte is truly resolute in his crusade against graft and corruption in the government. To show to the people how serious he is in his effort to reform the government under his administration, President Duterte fired his long time friend from Davao city and former campaign spokesman Peter Tiu Laviña as Administrator of the National Irrigation Authority (NIA). It was reported to the President that Laviña was asking for a 40 per cent “cut” from private contractors doing business with NIA. Although Laviña denied the accusation, he was reportedly asked by Duterte to tender his resignation. The firing of Lavina should serve as a warning to all government appointees that President Duterte will not tolerate even a slight trace of corruption in his administration. President Duterte should be commended that he set aside his personal friendship with Laviña if only to send a clear message to all his appointees that any form of corruption in his administration will be dealt with swiftly and very harshly. Incidentally, Lavina’s wife is the current Undersecretary at the Department of Agriculture. During the presidential campaign, Duterte promised Filipino voters that corruption will have no place in his government. So far, I think Duterte has been successful in keeping this promise to the people. Only a month ago, Duterte fired two Deputy Commissioners of the Bureau of Immigration for allegedly extorting P50 million from Chinese gambling lord Jack Lam. The two, Al Argosino and Michael Robles, were both Duterte’s fraternity brothers at the San Beda College. They also served as the election lawyers of Duterte during the recent national elections. As of now, we still do not know if there will be any criminal charges

to be filed against both Robles and Argosino. If I were Duterte, I will ask government lawyers to file criminal charges against the two dismissed BI commissioners. Disbarment proceedings should also be filed against them to dissuade government officials and workers not to “make money on the side.” *** Members of the Liberal Party (LP) are getting desperate to save embattled Senator Leila De Lima from being prosecuted for her role in protecting high profile drug lords when she was the Justice Secretary in order to raise millions of pesos for her senatorial bid in the May 9 elections last year. Most probably, they are scared that De Lima might be compelled to reveal names of other government officials who took part or benefitted from the huge sale of illegal drugs during the administration of former President Noynoy Aquino. I am sure the extent of those implicated in the drug trade could go far way beyond Senator De Lima. The government has uncovered an attempt by the LP, through former Senator Jamby Madgrigal and Laguna Representative Marlyn Alonte Naguiat, and lawyer Alvin Herrera, to bribe high profile drug inmates in the amount of P100 million to retract their testimonies against De Lima. This is a serious offense committed by Madrigal, Naguiat and Herrera. They all could be charged with obstruction of justice if the inmates will testify against them regarding the bribe offer. Both Madrigal and Naguiat denied making the bribe of-

fer, claiming that they are not even close with Senator De Lima. Justice Secretary Vitaliano Aguirre, on the other hand, said that he has proof to back up his accusations against Madrigal and Naguiat based on a testimony executed by Lalaine Madrigal Martinez, the wife of one of the high profile inmates who testified against De Lima. Martinez pointed to Madrigal as the one who offered the P100 bribe to the inmates via telephone call which the inmates not only refused but recorded the conversation as well.

Caregiver Rights Update

2016 was a sensational year for caregiver rights. In January 2016, when California raised the minimum wage to $10 an hour, the minimum daily rate of pay for many 24hour caregivers was raised to $315. The calculation of the daily rate is as follows: Under the Domestic Worker Bill of Rights (DWBR) law, the first 9 hours of work must be paid at minimum wage (9 hours x $10 an hour = $90), and the next 15 hours of work must be paid at the overtime rate (15 hours x $15 an hour = $225) making the total daily rate due caregivers for 24-hours of work $315 in 2016. This wage increase, along with other changes to California’s labor laws that went into effect at the start of the year, truly set the stage for an eventful year in the world of caregiver law. To raise awareness of the plight of caregivers, who are all too often ignored, Kevin Rehwald, a partner at Chaleff Rehwald, wrote a 5000word article examining caregiver rights. The editors of the magazine were so impressed with Kevin’s work that he was asked to appear on the cover of the November issue of Los Angeles Lawyer, the magazine of the Los Angeles Bar Association. LA mortgage scammers land in prison LOS ANGELES – Two defendants linked to a mortgage fraud scheme that cost at least $2.4 million when fraudulently purchased homes went into foreclosure have been sentenced to federal prison. The case involves a scheme to fraudulently obtain mortgages for residential properties through the use of “straw buyers” – individuals who pretend to purchase the properties and have no intention of living in the homes. In this case, the straw buyers’ personal information was used to obtain mortgages without their knowledge. The scheme was run out of JTR Real Estate, Inc., a Norwalk-based real estate brokerage company which bought, renovated and sold residential properties. The two defendants sentenced on Monday by United States District Judge Dale S. Fischer were: · John Martynec, 41, of Long Beach, a licensed real estate broker and co-owner of JTR, who previously pleaded guilty to one count of conspiracy and was sentenced to two years in prison; and · Elek Andrade 32, of Downey, who also previously pleaded guilty to one count of conspiracy and was sentenced to one year and one day in federal prison. In addition to the prison terms, Judge Fisher ordered both men to pay $2,573,092 in restitution. Martynec was responsible at JTR for identifying distressed residential properties which could be purchased, renovated, and then sold for a profit. Andrade worked for Martynec as a real estate agent and assisted in selling the properties. When the market for renovated properties slowed in 2007, Martynec and Andrade engaged in a scheme to use straw buyers to purchase the renovated homes. The loan applications were submitted without the knowledge of the straw buyers and included fraudulent supporting documents, such as verifications of employment. As a result of the scheme, lending institutions approved and funded more than $5.2 million in loans for at least 11 properties. A third defendant who fabricated documents that were submitted with the fraudulent loan applications – Mireya Espinoza, 36, of Carson – was sentenced on February 6 to one year and one day in prison and was ordered to pay $1,476,966 in restitution. “Schemes like this can destabilize the financial industry and the real estate market,” said United States Attorney Eileen M. Decker. “The last economic crisis demonstrates the dangers of such destabilization and the importance of prosecuting crimes like those committed by these defendants.”

Humanitarian and compassionate application best option for many Q. I am already in Canada as Permanent Resident. I did not declare my child upon entering. Am I eligible to bring him to Canada to visit or can I sponsor him? I was told that I cannot ? A. It is not so black and white. While it is true that entering the country and misrepresenting your family status is a serious issue, it does not automatically mean that your son cannot enter the country. The specific law is actually R117(9) (d) which states that if you failed to disclose the child before coming to Canada, then the Immigration Department is not going to consider that person as a family class member after you enter. However, other regulations focus on compassionate factors that may or may not overcome the former rule. In other words, it really depends on the circumstance and each case must be dealt with on its own merits. In should also be noted that an application under humanitarian and compassionate grounds (known as an H&C application) is a good option for those who have no other applicable application to file. In a recent decision, an applicant was not able to complete her months of work to apply under the caregiver program due to a serious accident. After a voluminous amount of supporting documents to convince the officer, the applicant was successful and became a permanent resident. The factors of an H&C can vary and can encompass many aspects which is why it makes it attractive to those who are seeking permanent residence as a last resort. Q. I became a permanent resident in 2007. I stayed a few months and returned to my job in Dubai. My PR

card expired and I am afraid to try to enter Canada again. I now want to return to Canada. How can I do that? A. First and foremost you cannot get on a plane because your card has expired. You will need to apply for a travel document from the local Canadian Embassy in UAE to return. They will assess your case and determine if you are qualified for the issuance of a TD. If you have a US visa and enter the US it may better for you to enter in that manner. Regardless, if you are denied you have a right to appeal the decision to the Immigration Board. Q. I applied to immigrate to Canada as a nurse and my visa was fast tracked. It only took six months to process the application. My questions are: Can I enter Canada and then leave right away? Do I have to work as a nurse? Am I permitted to sponsor my boyfriend after I arrive? A. Yes, you can enter Canada, become an immigrant and leave the next day if you want. However, there is a caveat. If you leave so soon you will not have the actual card in your hand. Therefore, you will not be able to re-enter Canada or get on a plane until you have the PR card. Second, you are not restricted in the occupation regardless of how you entered. Once you enter Canada as an immigrant you are free to work in any occupation in any city – regardless of the occupation in which you applied to become an immigrant. Finally, if you marry your boyfriend

after landing, you would then be able to sponsor him as a spouse. Q. I’m a live in caregiver who is new to this country. The employer who first hired me lost his job and was not able to pay my salary. I then sought the help of an agency who charged me $1500 to look for an employer. The agency told me that it is better to have any new employer than no employer. I paid the fee and upon obtaining my work permit I soon discovered that the new employer didn’t need my help and was only an employer on paper. I was forced to pay my own taxes to make it seem I am working. To make matters worse the employer has made sexual passes at me which made me feel uncomfortable. I told my agency but it seems they do not care. They told me that I need to pay another fee to find another employer. What do I do to get out of this revolving door? A. The best suggestion is to stay far away from your current employer and from that agency. Change your mailing address and your cell phone. Each day you spend with these people is one day less on your four year eligibility work permit. Not surprisingly, I disagree with the agency. It is not better to have any employer than no employer. Your employer does “zero� towards eligibility and you gain no work experience whatsoever. Paying your tax in order to get a fake T4 at

the end of the year is fraudulent. As well, charging you $1500 is also illegal. Agencies cannot charge workers for finding employment. As well, in my experience, if you keep connected to this agency you will never be out of their clutches and quite often they will ask for additional funds for you. For example, what if at the end of the year your “employer� does not wish to issue you a T4? You cannot complain to immigration (since you never worked there) and therefore you leave yourself vulnerable to further extortion by this tag team. Regarding the sexual advances, at a minimum, pack your things and get out of this situation that provides no benefit to you in any way. It only wastes your time. It is also important to note that the Immigration department is very sensitive to caregiver abuse. If you feel that you’ve been a victim of abuse in your workplace, you may be eligible for emergency processing of a new work permit to help you transition to a new employer as quickly as possible. What do Americans want in an Obamacare replacement plan? Politics is at the heart of the discussion on a new health care reform law. Elections are over. The repeal of Obamacare is almost certain. What remains is for Americans to see the face of the new health care law that the Republican Congress may soon rollout, probably by the end of March. What do Americans want in a new health care plan? To answer this question, the new plan must address the ills that afflict Obamacare (thru a Republican’s perspective) and retain the portions that the public enjoys. The new plan must be affordable. Today, the cost of premiums has generally gone up. Along this line, the Republicans are thinking of allowing the sale of plans across state lines. This will open up competition. And, with competition, low prices. Another idea is allowing individuals the freedom to join associations to buy their health insurance. With numbers, the public gains leverage to demand low prices. Still, another idea is to make legal once again the sale of less expensive catastrophic plans just like the pre-Obamacare era. There are proposals, too, that want to expand the use of a Health Savings Account (HSA). This idea will allow as tax deductions any expense on medical, dental or vision bills. The refundable tax credit idea remains controversial because some fear that this will create entitlement just like Medicare and Social Security, which may not be sustainable. MANILA, Feb. 28 (PNA) – Local and international infectious disease specialists on Tuesday called for regional collaborations to address the dengue problem. In a press conference for the 2nd Asia Dengue Summit 2017 held in Hotel Jen in Manila and hosted by the country, chairman of the Global Dengue and Aedes-Transmitted Diseases Consortium, Prof. Duane Gubler, said they believe in the combined use of new mosquito controls and vaccine to eliminate dengue as a public health problem. “If we use these tools properly, we can control dengue. So, we need to use the tools coming in the pipeline,� said Gubler. A regional collaboration could work, he said, citing as an example the effort to control yellow fever in the American region in 1946.

“We know that we can do it if we have the dedication and if we do the right approaches,� he said in a panel discussion. “The fact remains that this vaccine, if we use it properly, will decrease transmission. It will decrease epidemic activity, decrease the frequency of the epidemic. It’s been shown that it nicely decreases severe disease, it decreases hospitalization and, therefore, it will decrease death,� he further said.
