US ramps up airport security after Brussels attacks New York, United States | AFP | Tuesday 3/22/2016 – The US Department of Homeland Security stepped up security at airports across America, where major cities went on alert Tuesday after deadly bombings tore through Brussels. Secretary Jeh Johnson said additional security was being deployed at “major city airports in the United States, and at various rail and transit stations around the country” as a “precautionary measure.” “At present, we have no specific, credible intelligence

of any plot to conduct similar attacks here in the United States,” he said. Two explosions, both possibly caused by a suicide bomber, hit the check-in hall at Zaventem airport in Belgium. About an hour later, a third explosion rocked a Brussels metro station. Around 35 people were killed and the Islamic State (IS) group claimed responsibility. Manila, Philippines | AFP | Sunday 3/20/2016 – The Philippines on Sunday hailed a new accord giving the US military access to five of its bases, saying this would strengthen its defensive capabilities and maritime security. The agreement between the two close allies comes as the Philippines and other countries are embroiled in a tense dispute with China over conflicting territorial claims in the South China Sea. Under the agreement, US forces would be able to rotate through five Philippine bases including those close to the South China Sea. “The five agreed locations... reaffirms the shared commitment of the Philippines and

US to strengthening their alliance in terms of ensuring both countries’ mutual defense and security,” Foreign Department spokesman Charles Jose said in a statement. Defense Department spokesman Peter Galvez said separately the agreement “would greatly enhance our capabilities” in maritime security and disaster relief. Philippine and US officials meeting in Washington on Friday announced that they had agreed to the rotation of US military personnel under the Enhanced Defense Co-operation Agreement (EDCA), which went into effect in January. Chapter 7 Bankruptcy is a discharge of all unsecured debt. Chapter 13 is for people who may have significant non-exempt assets, and would be required to enter into a whole or partial repayment plan over a five year period. Of course, there are intricate details to this legal process. Who qualifies? Which bankruptcy chapter would apply to you? Is all of your property exempt? There are many questions to resolve before deciding if bankruptcy is for you. Consult a competent bankruptcy attorney to advise you on all the options available in your particular situation. This week’s FAQ’s. Q: Creditors are harassing me – but I lost my job, and cannot pay. How do I stop them calling? A: If you cannot pay your bills, creditors will take steps to collect. That’s natural, but continued harassment can be emotionally depressing. If you have lost your job, or simply cannot cope, because debts have grown to the point where you have to choose who gets paid this month, and who doesn’t, then you need to consider the benefits of filing a bankruptcy. Q: Will a bankruptcy stop collection agencies from calling me? A: Yes, filing a bankruptcy protects you from creditor harassment, and provides peace of mind. Creditors will not contact you if you filed bankruptcy and have an attorney representing you. Otherwise they risk being cited for contempt of federal court, something they will not risk. Another reason to consider a bankruptcy now, even if you do not have assets to protect, is that after a bankruptcy, you can immediately begin the process of repairing your credit. This usually takes between 6 to 12 months, so an early start will get you there faster. Q: I have just received a summons from a creditor. Is it too late to file a bankruptcy? A: No. When you file for bankruptcy, an automatic stay goes into effect immediately stopping any lawsuit filed against you and any action against your property by a creditor, collection agency or government entity. This can be very important, Especially if you are at risk of being evicted or foreclosed on, being found in contempt for failure to pay child support or losing such basic resources as utility services, welfare or unemployment Here is how the bankruptcy filing affects some common emergencies: Utility disconnections. If you’re behind on a utility bill and the company is threatening to disconnect

your water, electric, gas or telephone service, the automatic stay will prevent the disconnection for at least 20 days. Bankruptcy will also discharge the past due debts for utility service. Although the amount of a utility bill itself rarely justifies a bankruptcy filing, preventing electrical service cutoff might be justification enough. Q: Will filing a bankruptcy stop the foreclosure on my home? A:If your home mortgage is being foreclosed on, the automatic stay temporarily stops the proceedings, but the creditor will often be able to proceed with the foreclosure sooner or later. If you are facing foreclosure and wish to save your home, Chapter 13 bankruptcy is the appropriate remedy because it provides for a repayment plan on the arrears. Q: Can a bankruptcy stop an eviction? A: No, under the new rules, a bankruptcy will not stop a court ordered eviction, but it will prevent a landlord from seeking to evict you, at least for a while, perhaps just enough time to find somewhere else to live. However, don’t file for bankruptcy solely because you’re being evicted. You’ll probably be better off looking for a new place to live or fighting the eviction in Municipal court instead. Remember, the main idea behind bankruptcy is to discharge debt. Q: Will bankruptcy protect me; I’m behind in my child support payments? A: If you owe child support or alimony, bankruptcy will not interrupt your obligation to make current payments. And while the automatic stay will temporarily stop proceedings to collect back support you owe, usually the bankruptcy court will permit collection to go forward if the creditor requests it. In any event, these debts will survive bankruptcy intact and will have to be paid once the case is closed. Chapter 13, however, lets you pay the back support as part of the repayment plan. Q: A creditor is garnishing my wages. Will bankruptcy help me? A: Yes. Although no more than 25% of your wages may be taken to satisfy a court judgment (up to 65% for child support and alimony), many people file for bankruptcy to protect their income. For some people, any loss of income is devastating. Your employer may also get angry at the expense and hassle of facilitating a succession of garnishments and take it out on their employees. Although federal law prohibits you from being fired for one garnishment, an employer can fire you for multiple garnishments. Filing for bankruptcy stops garnishments dead in their tracks. Several Americans wounded in Brussels attacks Los Angeles, United States | AFP | Tuesday 3/22/2016 – Several Americans were injured in Tuesday’s attacks in Brussels, officials said, including a Mormon missionary who had a brush with terror in two similar assaults. Mason Wells, 19, was among three US missionaries from Utah who were seriously wounded in the blasts at the Belgian capital’s airport, the Church of Jesus Christ of Latter-day Saints said in a statement. Wells, Richard Norby, 66, and Joseph Empey, 20, were accompanying to the airport a French colleague who was heading to the United States and

was also wounded, the church said. US media reports said that in a dark twist of fate, Wells had a similarly close call three years ago while in Boston accompanying his mother who was running the marathon. The event was the target of a terror attack that killed three and wounded scores more. NBC News, quoting Wells’s family, said he was also in Paris in November when the French capital was rocked by a series of attacks. Utah’s Deseret News daily quoted a friend of the Wells family as saying the teen and Empey had both suffered burns and other injuries.

Los Angeles, United States | AFP | Tuesday 3/22/2016 – NBA Hall of Fame star Dikembe Mutombo on Tuesday emotionally described the chaos of being caught up in the deadly Belgium bombings which left around 35 people dead. The 49-year-old Congolese legend had been transiting through Zavantem Airport in Brussels when it was rocked by two explosions, possibly caused by suicide bombers, in the check-in hall. Mutombo, who was returning from a visit to the hospital in Kinshasa his foundation opened, told CNN he had been asleep in a passenger lounge when the airport was attacked. “I heard people start screaming and everyone start running,” Mutombo said. “I was napping and I was, like, what’s going on? I thought it was a joke. And a lady said, ‘Everybody out, everybody out. We have to go. We have to go. A lot of people are bleeding downstairs. A lot of people are hurt’.” “There was no hesitation from there. I grabbed my bag and I started running as well,” said Mutombo. Mutombo was hoarse as he described being ushered through the terminal to the airport tarmac, recalling fellow travelers paralyzed by shock as they struggled to come to terms with the horror of the blast. “I just feel bad for the family of the loved ones that lost their lives. They couldn’t run, they couldn’t move,” Mutombo said.

Flight crew with 70 lbs of cocaine in luggage nabbed LOS ANGELES – A JetBlue flight attendant who allegedly attempted to use her credentials to bring nearly 70 pounds of cocaine through a security checkpoint at Los Angeles International Airport on Friday was charged today with a federal narcotics trafficking offense. Marsha Reynolds, 31, of Jamaica, New York, was taken into custody this afternoon after she surrendered herself to the Drug Enforcement Administration at John F. Kennedy International Airport in New York. Reynolds was charged in United States District Court this afternoon with possession with the intent to distribute cocaine after she allegedly abandoned 68.49 pounds of cocaine after being directed to a secondary screening area at LAX on Friday. The affidavit in support of the criminal complaint alleges that Reynolds approached the Known Crew Member security checkpoint in Terminal 4 at LAX Friday evening. After showing her official badge and identification to

the Transport Security Administration officer on duty, Reynolds was randomly selected for additional screening. Reynolds was then escorted to a secondary screening area. Upon arriving at this checkpoint, Reynolds dropped her luggage, removed her shoes, and fled the area, running down an upward-traveling escalator and away from TSA officers. According to the affidavit by an FBI agent, law enforcement officials followed protocol to determine that Reynolds’ luggage did not contain explosives or any dangerous devices. An LAX police then officer conducted an inspection of the bag and discovered a total of 11 individually wrapped packages which were later determined to contain cocaine. “Our nation’s security depends on every individual with security clearances to honor the trust placed in them,” said United States Attorney Eileen M. Decker. “The defendant’s conduct violated that trust and, in the process, exposed the public to a major narcotics transaction and the dangers inherent to such a transaction.

Singapore couple convicted for starving Filipino maid S i n g a p o r e , S i n g a pore | AFP | Wednesday 3/23/2016 – A Singaporean couple were convicted on Wednesday of violating employment laws for starving their Philippine maid until her weight dropped to 29 kilograms (64 pounds). Trader Lim Choon Hong and his wife, Chong Sui Foon, both 47, admitted failing to provide enough food for a foreign domestic worker over a 15-month period. They will be sentenced at a later date. The offence is punishable by up to a year in jail plus a maximum fine of Sg$10,000 ($7,300). A district court heard that Thelma Oyasan Gawidan, 40, lost nearly 20 kg, shed hair and stopped menstruating while working for the couple at their condominium in the posh

Orchard Road area. Gawidan was only allowed two meals a day, usually a few slices of white bread and small portions of instant noodles prepared by Chong. Even when Gawidan went with the family on a Hong Kong holiday, Chong made sure to pack white bread and instant noodles for her maid. Gawidan had no access to her mobile phone and was not allowed to go out on her own to buy food, court papers showed. About a year into her employment, she was made to use a bathroom next to the condominium’s swimming pool whenever she had to relieve herself or take a shower, and had to be accompanied by a family member. She was only allowed to shower twice a week. Gawidan ran away in April 2014

and called a compatriot for help. She was taken to a migrant worker shelter which helped her file a complaint with the manpower ministry. Many Singapore households depend on foreign domestic help. In 2015 there were 231,500 foreign

maids working in the affluent citystate, mostly from Indonesia and the Philippines. Lim and Chong will appear before the court again on April 22 after a psychiatric assessment of them is completed.

China slams Filipino fishermen’s ‘fire bomb’ attack in S. China Sea Beijing, China | AFP | Tuesday 3/22/2016 - Philippine sailors threw “fire bombs” and brandished knives at Chinese government vessels during a dispute over contested fishing grounds in the South China Sea, Beijing said Tuesday. Philippine media this week said local fishermen had been rammed by the Chinese coast guard while fishing off Scarborough Shoal, which China has occupied since a 2012 stand-off but which lies within the Philippines’ claimed exclusive economic zone. The incident is the latest in a series of sometimes violent disputes between China and other claimants to the South China Sea – through which about a third of all the world’s traded oil passes – that have put the region on edge. Speaking at a regular press briefing, Chinese foreign ministry spokeswoman Hua Chunying said that the Philippine fishing vessels had “defied” orders to leave the area. “People on Philippines’ vessels even brandished knives and hurled

firebombs at Chinese ships,” she said, adding that the attacks were intended to “deliberately provoke” Chinese law enforcement vessels “and seriously endanger the order and safety of Huangyan’s territorial waters.” Scarborough Shoal is known as Huangyan in China. Tensions in the South China Sea have mounted in recent months since China transformed contested reefs into artificial islands capable of supporting military facilities. China claims almost all of the sea, including some islands currently controlled by the Philippines. Beijing has never clearly defined its claims to the strategic region. Manila has brought a case before an international tribunal to rule on the disputes over territories, including Scarborough Shoal. The move has infuriated Beijing, which insists the matter is outside the court’s remit. A ruling on the matter is expected before May.

MANILA, Mar 23 (Mabuhay) – An OFW advocate and senatorial aspirant on Wednesday urged the Commission on Elections (Comelec) to conduct another debate that will focus on the concerns of Filipinos abroad before the overseas absentee voting (OAV) starts on April 9. Susan “Toots” Ople of the Blas F. Ople Policy Center and Training Institute made the recommendation during a hearing of the joint congressional oversight committee on the automated election system. “Tapos na ‘yung dalawang PiliPinas presidential debates, walang about OFWs, kahit na April 9 na ‘yung start ng elections nila,” Ople noted. “Meron bang way para—even using radio lang, kasi lahat naman sila may online devices using their phones—baka puwede pa prior to the start of the overseas voting [nagsagawa ng isa pang debate]?” she asked. Ople, who is running under Vice President Jejomar Binay’s United Nationalist Alliance (UNA), pointed out that such debate may encourage more overseas Filipinos to vote. “Maski one hour debate lang,” she said. In response, Commissioner Arthur Lim, head of the committee on OAV, said he will take it up with poll chief Andres Bautista, who is in charge of the debates. Lim also pointed out that they have sent out profiles of candidates for national posts—president, vice president, senator—which are being uploaded on the websites of Philippine embassies and consulates. Ople, however, said this would not suffice, especially since it is difficult to navigate through those

websites. “Kasi po iba ang naka-upload na profiles,” she said. “I strongly recommend that you look at the websites... Ang hirap hanapin po talaga, sir. Sana meron na lang icon na familiar [sa websites] across the board.” She added: “This is part po kasi of information dissemination campaign and we’d like the Comelec and the DFA (Department of Foreign Affairs) to come up with a more organized effort para naman po ma-engganyo sila (OFWs) to get out and vote.” Lim, for his part, said he shared the “desire for a bigger [voter] turnout” overseas, and committed to taking the matter up with Bautista. “Sana rin maisama sa issues sa pinakahuling presidential debate this matter about OFWs. Personally, I consider that to the very important,” he said. The last presidential debate will be held at the University of Pangasinan on Apr. 24. Set in town hall format, topics expected to be discussed include: •traffic and public transportation •foreign policy •national defense •tax reforms •electoral and political reforms. The Comelec said the topics are determined based on the regions hosting the debates. For example, the first one in Cagayan de Oro City supposedly included Mindanao issues, while disaster preparedness and climate change was expected at the second one in Cebu City. RCBC apologizes for staff’s role in $81-M heist Rizal Commercial Banking Corporation (RCBC) has issued an apology to the public after its employees were linked to the $81-million money laundering heist. In an advertisement printed on selected broadsheets on Wednesday, the bank said it will cooperate with the investigations of the Senate and the Anti-Money Laundering Council (AMLC). “RCBC offers its sincerest apologies for the involvement of its personnel in the money laundering scheme now subject of Senate Blue Ribbon and AMLC investigations.

Within legal bounds, RCBC will cooperate with these and any subsequent government proceedings,” the bank said. It added that it is conducting its own inquiry to identify and address any weaknesses in its controls and operations, and it will take appropriate actions against any bank officer or staff found guilty of negligence. “RCBC recognizes the evils wrought by money laundering and will do its utmost in the fight against it,” RCBC said. On Tuesday, the bank said it had fired the manager of its Jupi-

ter branch, Maia Deguito, and her assistant, Angela Torres, over their alleged involvement in the money laundering scam. It added that it will file charges against Deguito and Torres next week. Deguito’s camp earlier accused RCBC of covering up the role of some of its officials in the scandal. Her legal counsel, Atty. Ferdinand Topacio, said RCBC is pinning her client as a “scapegoat” in the transfer of stolen money from a Bangladesh central bank account into four RCBC accounts.(MNS)

Charges sought in $81-M money-laundering scandal M a n i l a , P h i l i p pines | AFP | Tuesday 3/22/2016 – A watchdog body on Tuesday sought criminal charges against two suspects allegedly behind an $81 million money-laundering scandal that has shaken the Philippines. The Anti-Money Laundering Council asked Justice Department prosecutors to file charges against businessman Kim Wong and Chinese casino junket operator Weikang Xu for their alleged role in laundering the sum stolen from Bangladesh’s foreign reserves through the Philippines. The hackers managed to transfer the $81 million from the account of the Bangladesh Bank (central bank) with the Federal Reserve Bank of New York. They moved the sum electronically to RCBC bank in the Philippines and it eventually ended up in casinos in Manila – where most of it has disappeared. The hackers apparently took advantage of Philippine laws granting

strict secrecy to bank depositors as well as exempting casinos from money-laundering oversight. The complaint, citing testimony of a Senate probe of the scandal last week, showed that the accounts of both suspects had received the money. “Wong knew or should have known that the funds that were remitted/ transferred... were part of the stolen funds from Bangladesh Bank, and are therefore proceeds of an unlawful activity,” the complaint read. The justice department has also summoned Maia Deguito, branch manager of the RCBC bank, to answer questions ahead of possible charges against her as well. RCBC bank, one of the country’s largest, said it had sacked Deguito as well as assistant branch manager Angela Torres over the scandal. The two were fired for “violating bank policies and procedures and falsification of commercial documents,” and for facilitating the alleged money-laundering of the $81 million, an

RCBC statement said. “Appropriate charges in court will be filed by the bank against Deguito and Torres by next week,” RCBC said. Other bank officials will likely face “various sanctions,” in the coming days, it added. Deguito had previously denied any wrongdoing but also said she was living in fear. “I did not do anything wrong. If this is a nightmare, I want to wake up now,” she previously told a Manila TV station. The incident has raised fears that the Philippines will be seen as a haven for money-laundering despite previous efforts to tighten controls. Julia Abad, executive director of the Anti-Money Laundering Council, conceded that money-laundering laws needed improvement. She said that when the $81 million came into the country’s banking system, it failed to raise eyebrows because similar huge amounts were already coming in.

The family of IT expert Tanvir Hassan Zoha reported him missing on Friday after he told a local TV station that “apathy” about computer security at the central bank had contributed to the theft, details of which emerged earlier this month. Hackers stole the money from the Bangladesh Bank’s account with the Federal Reserve Bank of New York on February 5 and managed to transfer it electronically to accounts in the Philippines. Police spokesman Maruf Hossain Sorder said Zoha had been found in the early hours of Wednesday near a railway station in the north of the capital in a disoriented state. Sorder said police took Zoha home, deciding not to question him “considering his mental condition”. The family of the 34-year-old cyber-security specialist had alleged he and a friend were picked up by men in plainclothes while returning home from work on March 16. The friend was later released but Zoha remained missing while his mobile phone was switched off and his Facebook account deactivated. “Once he feels better, we will ask him about his disappearance. Right now his health is our priority,” Zoha’s uncle Mahbubul Alam told reporters.

MANILA, Mar 22 (Mabuhay) – For the first time, Davao City Mayor Rodrigo Duterte joined consistent frontrunner Senator Grace Poe at the top spot of the presidential race. This was the result of the latest ABS-CBN survey conducted by Pulse Asia – which was also the first poll taken after the Supreme Court upheld Poe’s candidacy for president. The poll was conducted two months before the May 9 elections – from March 8 to 13, 2016 nationwide on a sample size of 4,000 – yielding a margin of error of +/- 1.5%. The respondents were asked “If the coming 2016 election were held today, whom would you vote for as President of the Philippines?” and then they were shown a sample ballot and list of candidates as of February 15, 2016. Respondents were adults (18 and above) who were registered voters with biometrics. A total of 26% picked Poe, 25% picked Duterte, 22% picked Vice President Jejomar Binay, 20% picked Mar Roxas, 3% picked Senator Miriam Defensor Santiago, and 0.1% picked the late Congressman Roy Seneres. This poll has a bigger sample compared to the March 1-6 ABS-CBN Pre-Electoral National Survey also by Pulse Asia which had 2,600 respondents. In that survey Poe had a slight lead over Duterte (28%-24%). In the latest poll, Poe, Duterte and Binay statistically led in the National Capital Region (30%, 29% and 23%, respectively). The NCR poll was conducted from March 8-13 on a sample size of 450 and an error margin of +/-4.6%. Poe took Luzon (34%) against Duterte (16%), Binay (26%) and Roxas (15%). The poll in balance Luzon had 1,800 respondents (925 from north/central Luzon from March 8-12, and 875 from southern Luzon from March 8-13). Roxas dominated Visayas (36%) with Binay (21%) Poe (20%) and Duterte (18%) close to each other. The poll in Visayas was from March 8-12 on a sample of 850 (western: 200 from March 8-12; central: 275 from March 8-12; eastern: 200 from March 8-11; and Negros island region: 175 from March 8-12). Duterte was the runaway winner in Mindanao (46%) followed by Roxas (20%), Poe (15%), and Binay (14%). Mindanao had a sample of 900 from March 8-12 (western: 400 from March 8-12; northern: 300 from March 8-12; and southern: 200 from March 8-11) Poe and Duterte statistically led the biggest voting bloc class D (26% and 25%) versus Binay (21%) and Roxas (20%). Duterte took class ABC (35%) versus Poe (22%), Binay (18%), and Roxas (17%). Class E was almost evenly divided between the top four candidates. SECOND CHOICE The same poll also tested who would be voters’ second choices if their first choice candidate for whatever reason does not pursue his or her candidacy. Poe also appeared to be the top second choice among all candidates.

Binay (27%) and Roxas (25%) would get the bulk of those whose first choice was Poe. Poe (33%) would end up with the biggest chunk of those whose first choice was Duterte, with the next biggest chunk going to Binay (22%). Poe (45%) would also get the lion’s share of those whose first choice is Binay. The senator would also benefit the most from those whose first choice is Roxas and Santiago. In a statement, Poe expressed her gratitude to the Filipino people who continue to support her presidential bid. “We owe it to them for making their voices heard on their choice for the next president. With about a month and a half remaining in the campaign period, there will be no letup in our efforts to get to the people to explain what Gobyernong May Puso can do for them. We will be steadfast in connecting with the people and earning the highest mandate come May 9,” she said. The camp of Binay, likewise, said the Vice President will not stop working harder and will continue to fight poverty. “Natutuwa kami sa talagang mainit na pagtanggap sa ating Vice President kahit saan siya magpunta. Marcos and Escudero were already tied at the top spot in the March 1-6 ABS-CBN Pre-electoral National Survey also by Pulse Asia which had 2,600 respondents. On March 15, 1941, Philippine Airlines (PAL) made history when it took its inaugural flight between Manila to Baguio City with a single Beechcraft Model 18 NPC-51. Seventy-fives years later, on Wednesday, March 15, 2016 the country’s flag carrier made history once again with its inaugural flight between Los Angeles and Cebu. “Today is a special day for Philippine Airlines…today is historic…today marks the 75th anniversary of Philippine Airlines. On this LAX-Cebu inaugural, on its 75th anniversary, Philippine Airlines sets another milestone: the inaugural flight of the first and only non-stop service to Cebu,” Maricel Wall, PAL-Los Angeles’ Senior Account Manager said during the send-off ceremony that launched PAL’s maiden flight to Cebu at the Los Angeles International Airport last March 15, 2016. PAL’s Vice-President for Sales Ryan T. Uy, who led the ceremonial ribbon cutting, in his remarks said: ““Today is special because it coincides with PAL’s 75th anniversary. PAL is not only expanding its international routes from Cebu, but is also adding more inter-domestic flight from its secondary hub. PAL celebrates 75th anniversary launching new flights and brand philosophy

In celebrating the 75th anniversary of Philippine Air Lines (PAL), a press conference was held on March 18th at the Cornelius Room of the posh SLS Hotel in Beverly Hills. The event was packed not only with LA media representatives but also various metro and provincial media back home. The joint Department of Tourism and Philippines Airlines’ panel of speakers were: Nicky Gozon, PAL Senior Vice-President/Airline Operations; Rolando Canizal, DOT Undersecretary; Jaime Bautista, PAL President/COO; Dave Lim, PAL Senior Vice-President/Commercial Group and Ria Domingo, PAL Vice-President, Marketing. During the press conference, moderated by Cielo Villaluna,, External Communications Head, PAL Corporate, the new PAL flight options were emphasized such as the “triangle” tourist strategy which includes: Bulan/Palawan/Boracay; Cebu/Bohol/ Mindanao and Ilocos/Cagayan/Batanes. On an international scope, according to President Jaime Bautista, in addition to London where PAL has been flying, they are considering adding other flight options such as: Rome (Italy), Paris (France), Amsterdam (The Netherlands), and Hamburg (Germany). Non- stop flights to Europe will be available, “when the new, long-range A350’s - 900’s arrive.” PAL is adding six Airbus 350’s 900’s to its fleet to enable them to “strengthen their long-range fleet on their North American destinations such as LA, San Francisco, New York in the US and Toronto and Vancouver in Canada. PAL is scheduled to obtain five A321’s and two Boeing

B777’s this year, bringing its fleet to 75 aircraft.” As part of PAL’s US expansion programs, it will now have three weekly non-stop flights between Los Angeles and Cebu This new service will “boost PAL’s presence in the U.S.” PAL’s US routes include: Manila to LA, San Francisco, New York, Honolulu and Guam. Later this month, PAL will also launch the Manila-Doha route and Manila-Saipan route on June, 2016. Other PAL promotion strategies include partnerships with other airlines such as: WestJet, All Nippon, Malaysian Airlines, Vietnam Air and Turkish Airlines. PAL President/COO Jaime Bautista, hopes that through its pursuit of the new “route network expansion, fleet modernization and service innovative programs, PAL will gain a five-star status within five years. Aiming for a five-star status in five years will not be easy and in order to achieve that, we need to improve service, from passengers’ booking to getting their baggage after their flights. Ultimately, the purpose of this is to exceed passenger expectations.” Finally, Mr. Bautista said that with their expansion program, PAL will fly approximately 14 million passengers this year. Texas Senator Ted Cruz also called for suspending the resettlement of refugees from countries where the Islamic State group or Al-Qaeda control territory, saying the administration’s plans to bring in tens of thousands of Syrians fleeing the civil war there “makes no sense.” “We need a president who unleashes the full force and fury on ISIS and utterly destroys them. That the only way to keep us safe,” he said, referring to IS by an alternate acronym. The apparently coordinated bomb blasts in Brussels – for which the Islamic State group claimed responsibility – ripped through the city’s international airport and a metro train in a station, killing about 35 people. 4 ways filing for divorce can benefit your immigration case Couples get divorced for various reasons. California is a no fault state. The reasons why a couple is getting divorced are often irrelevant to the issues of the family law case. Divorce is often a difficult and negative experience for most families. However, getting divorce may have some unintended benefits in the immigration law arena. Four situations in which filing for divorce can be beneficial to your immigration case are as follows: 1. Married Sons and Daughters of US Citizens If you were petitioned for legal permanent residence by your US Citizen parent as a married son or daughter 21 years old or over, you are classified in immigration law under family sponsored third preference (F3) which usually carries a long wait time. The wait time for Filipinos for example is currently 22 years. The priority date is normally the date the petition was initially filed by your US Citizen parents. If you get divorced, you revert back to single status and your category automatically becomes reclassified to first preference (F1) where the waiting time is substantially shorter. For example, for Filipinos the wait time under F1 category is 10 years shorter than F3 category. This means if your parents filed your immigration petition 12 years ago, then you can adjust to a green card now instead of waiting another 10 years. 2. Married Sons and Daughters of Legal Permanent Residents If your parents are legal permanent residents, getting divorced will convert you back single status making you eligible to be petitioned by your legal permanent resident parents under the family based second preference (F2b) category if you are 21 years old or older or under the family based second preference A (F2a) if you are under 21 years of age. For those who married after they were petitioned by their LPR parents (F2A and F2B), the petition is automatically revoked under operation of law the moment you get married and cannot be reclaimed by a divorce. In theory, it can be argued that filing a subsequent petition after your divorce under the same category inherits the previous petition’s priority date under 9 FAM 42.43 N10 and 8 CFR 204.2(h), Part 205. However, success of such argument is not clear since the old petition was automatically revoked the moment you married. The best thing that can be done in this situation is to have your LPR parent repetition you as an F2A or F2b even if you are unable to reclaim the previous petition’s priority date. 3. Conditional Legal Permanent Residents in failed Marriages For those who obtained their legal permanent residence status through marriage based petition by their US Citizen spouse of less than 2 years marriage, the legal permanent residence status conferred is usually a “conditional legal permanent

residence” valid only for 2 years. The couple would need to sign and file a joint petition to remove this condition prior to the expiration of the 2 years or the conditional legal permanent resident spouse would fall out of status. The problem arises when the marriage is in trouble. Often it becomes difficult to obtain the cooperation of the US Citizen spouse specially when the couple has separated. US Citizen spouse often refuse to sign the I-751 for or appear at the I-751 interview if one is set by the USCIS. Filing for divorce would terminate the marriage and allow you to file a “waiver” of the joint petition to remove the conditional LPR status based on entering into the marriage in good faith. Terminating the marriage by filing a divorce is a requirement in order to file the “waiver.” It is important to time this correctly as soon as the marriage starts falling apart because by terminating the marriage early on, you might be able to file the waiver before the expiration of your 2 year conditional LPR thus allowing you to extend your LPR status in 1 year increments until a final decision is made in your case. 4. Married Aliens in Non-Immigrant Visas and those without Status For those who enter the US as a non-immigrant and are separated from their spouse but still married, filing a divorce would open up opportunities in case they meet a new significant other who is a US Citizen and who can petition them as an immediate relative. This is usually the fastest of process in obtaining legal permanent residence. In countries such as the Philippines where there is no divorce, many people come to the US to start a new life after they have been separated from their old spouse (often still married to them). Even if the alien over stays their status as a visitor, the alien can still adjust to that of a legal permanent residence if petitioned by a US Citizen spouse. If the alien was never inspected, the alien can still adjust to legal permanent residence if they are grandfathered under INA 245(i) and there are no special restrictions on their status. To be grandfathered under INA 245(i), the alien must have been a beneficiary of a legal permanent residence petition filed no later than April 30, 2001. Finally, a common concern of divorcing immigrants is “What happens if my spouse refuses to sign the divorce papers?” The truth is you do not need your spouse’s signature to obtain a divorce in California. You only need to provide your spouse notice that you filed a divorce by personally serving your spouse

the divorce petition and summons. In countries that are members of the Hague Convention, special procedures need to be followed to effect service. So yes it is possible to divorce your spouse even if your spouse is in a country that does not recognize divorce among its citizens such as the Philippines. Investors agri, manufacturing, S&T examined eyed Washington WASHINGTON, D.C.— Secretary Virgilio De los Reyes of the Philippine Department of Agrarian Reform (DAR) and a panel of senior Philippine officials recently discussed the “opportunities and challenges” in Philippine agriculture, manufacturing, and science and technology, highlighting the country’s economic growth, the inclusiveness of progress, the sustainability of reforms, and the quality of the Filipino workforce. The panel discussion was held at the Philippine Embassy in Washington, D.C. on 17 March 2016. Secretary De los Reyes was joined by Department of Agriculture (DA) Undersecretary Segfredo R. Serrano, Department of Science and Technology (DOST) Undersecretary Amelia P. Guevara, and Department of Trade and Industry (DTI) Undersecretary Ceferino S. Rodolfo, Jr. They also discussed initiatives aimed at building capacities and improving Philippine competitiveness in key sectors. Secretary De los Reyes asserted that agrarian reform has made lives better for Filipinos. Mandated under the Comprehensive Agrarian Reform Act of 1988 (CARP), DAR has assured ownership of land and access to technical support and legal services. The Secretary explained that “based on our statistics, most of the land under the scope of DAR has been distributed to small landowners.” The Secretary stated that DAR is in the process of digitizing a landholding database and developing a technology-enabled framework to expedite resolution of land disputes. The agriculture sector employs over 30 percent of the Philippine workforce yet contributes less than 15 percent to GDP. Citing the report he presented at the Annual World Bank Conference on Land and Poverty, Secretary De los Reyes emphasized the need to improve profits of small farmers. Lack of access to affordable credit has limited farmers’ resources.

The Secretary described the government’s role as an “enabler” who provides assistance to more adaptable and business-minded farmers, and improves collective capacities of farmers’ cooperatives. Undersecretary Serrano said that under the Aquino Administration, seed and farm subsidies were eliminated, with funds diverted to infrastructure - building farm to market roads and irrigation facilities that can withstand extreme climate events. To prepare for projected temperature and sea-level rise, Undersecretary Serrano stressed the need to align development policies and research with scenarios 5-7 years onward. The effects of slow onset of climate change can be devastating to agricultural productivity in the long term. For her part, Undersecretary Guevara reiterated that “Innovation is the engine of any modern economy; and one look around the Philippines tells us that we have the natural inventiveness to be one of the leaders in this regard.” She challenged Filipinos to chart their own course and become self-reliant. The Philippines has come a long way towards becoming “technology self-reliant.” Initially relying on foreign technology adapted to local needs, the country is set to launch the first Filipino-made micro satellite called Diwata-1. She also presented several DOST innovations serving farmers and fishermen. One of these innovations is the Nationwide Operational Assessment of Hazards (NOAH) that was conceptualized in collaboration with weather agencies and the University of the Philippines, as an early warning tool for flooding and typhoon preparedness. The Disaster Risk and Exposure Assessment Mitigation (DREAM) program completed mapping 18 of the country’s major river systems by flying LiDAR scanners mounted on small aircraft over the various bodies of water.

China took part in RIMPAC – the largest international naval exercises in the Pacific involving some 20 countries every two years under US leadership – for the first time in 2014. But soon after China’s initial participation, aimed at reducing distrust, renewed incidents caused tensions to flare up anew. China’s land reclamation and military buildup in the South China Sea have drawn international condemnation, including from the United States. The Chinese “have an invitation for RIMPAC and we will continue to review that,” Defense Secretary Ashton Carter told the House Armed Services Committee. “Our strategy in the Asia Pacific is not to exclude anyone, but to keep the security architecture going there, in which everyone participates,” he testified at a hearing. “China is, however, self-isolating...that’s why all these partners are coming to us.” “We are constantly reassessing” the opportunity to have China participate in the exercise, Carter added. US Pacific Command chief Admiral Harry Harris has warned lawmakers that Beijing was “clearly militarizing” the South China Sea.

Supreme Court to disqualify Senator Grace Llamanzares to run in the May 9 presidential elections. For many, like myself, consider the Supreme Court’s decision as a complete disregard of the provisions under the Constitution, when it allowed that Senator Llamanzares is eligible to run president. In a 56-page motion for reconsideration, the Comelec, spearheaded by Commissioner Arthur Lim, urged justices to re-consider its ruling since there was no majority vote finding Senator Llamanzares a natural born citizen. Comelec warned that the controversial decision has “heightened political passions in the country that could possibly ignite civil strife.” The poll body argued that there was no factual or legal basis for the ruling that Llamanzares is a qualified presidential candidate for the May 9 elections. In the same motion, Comelec asked the Supreme Court to re-deliberate and re-vote on the issue of citizenship to “avoid dire repercussions that the majority decision has brought in its wake.” The poll body was right, I think, in asking the Supreme Court to reexamine its constitutional ruling on the Poe Llamanzares case for its legal and constitutional infirmities. It is good to know that there are still some officials from Comelec who are not afraid to speak their legal minds if only to preserve the sanctity of the Philippine Constitution. It is a shame that some justices have decided to set aside what is clearly written in the Constitution to be able to kowtow to an influential billionaire businessman and to the President. Be that as it may, however, the Comelec is facing an uphill battle with the Supreme Court. *** Despite the billions of pesos being funneled to Senator Poe Llamanzares’ campaign chest by an influential billionaire businessman, she and Vice President Jojo Binay, and Davao City Mayor Rody Duterte are locked in a tight presidential race based on the latest survey conducted by ABS-CBN. The survey was done days after the Supreme Court gave the “green light” for Senator Llamanzares to run in the May 9 presidential derby. However, the result of the survey must have dampened the festive mood of Senator Llamanzares’ financial backers and political

supporters. Llamanzares’ supporters and financial backers were expecting that her ratings will skyrocket due to the favorable decision the lady senator got from the Supreme Court. Instead, her ratings even went down several points. Political leaders of Galing at Puso party were also dismayed to find out that Senator Bongbong Marcos has overtaken Senator Chiz Escudero as the top choice of voters to be their next vice president based on the same surveys conducted by the giant broadcast network. The ultra-conservative senator’s rival, Republican frontrunner Donald Trump – who has advocated the use of torture against terrorism suspects – backed Cruz’s proposal, calling it “a good idea.” Meanwhile Democratic presidential frontrunner Hillary Clinton denounced Cruz’s

Watch out for current fair market value of residence and tax refunds in Chapter 7 I have two chapter 7 cases right now where the trustees are aggressively pursuing debtor houses. Trustees are tasked with the responsibility of getting whatever non-exempt asset they can get their hands on and sell them to liquidate them into cash for distribution to creditors. When the values of houses are high, the calculation of how much homestead equity is exempt because the bone of contention between trustee and debtor. The homestead exemptions at this time in California, although there is credible news that the limits are going to be increased next month are as follows: $75K for a single person without any other family living in the house; $100K for a person who has another family member who lives in the house who doesn’t own another house, $175K for seniors who are 65 irrespective of what their gross income is, and $175K for debtors who are 55 with household income that doesn’t exceed $35K annually. To be sure, most debtors still have homestead equities that are within these limits specially those who have HELOCs or 2nd trust deeds, or who recently obtained refinancing increasing their mortgage. But sometimes, we have clients who are borderline cases. In borderline cases, a very aggressive trustee who really wants the house under any circumstances can turn into a nightmare for debtor. In one client’s case, there are two issues that argue in favor of a complete exemption of the $100K homestead claimed by debtor. One is the fact that when he bought his house, there were two partners who put in $50K each, and there was a written express trust agreement among the parties that allowed the debtor to hold legal title only in his name, as well, the mortgage was only in his name because the other two partners were foreigners who had no residency in the United States. But the agreement provides that once the property is sold, the profits will be divided 40% for debtor and the other partners 30% each. Property was bought 2.5 years ago, but the express trust agreement was not recorded. Since it was not recorded, the trustee’s position is that the agreement does not bind him. Debtor’s position is that

he holds the property in trust for the other two partners and there is documentary proof of wire transfers from the two partners from abroad directly into escrow at the time of purchase of the property. Since the property is held in trust, irrespective of the unrecorded status of the agreement, 60% of the property is not property of the bankruptcy estate that is subject to administration by the trustee. Debtor’s 40 under this agreement is completely covered by his $100K exemption. And should the trustee be correct in his legal position, debtor has a 2nd argument, stronger than the first and strong enough to defeat the trustee’s claim, and that is the fact that there is a judgment lien for $97K recorded in LA county six months before debtor’s bankruptcy was filed. This argument is very strong because the $97K recorded judgment lien effectively wipes out the $127K free equity that trustee is gunning for. If you add a 6% cost of sale, there is zero free equity. Thus, there is nothing for the trustee to liquidate for creditors. Trustee filed an adversary proceeding even without asking for proof of the recorded judgment lien, and proof of the unrecorded trust agreement, claiming falsely that debtor lied in his petition, to hide non-exempt equity that debtor should be denied a discharge, for misrepresenting himself in the bankruptcy petition, and for the court to order debtor to transfer his house to trustee. I was really surprised by these allegations because these allegations have no credible factual basis. Trustee attached a preliminary report of title showing that there were no judgment liens on the property. Fortunately, debtor had copies of the recorded judgment lien for $97K and

proof of the express trust agreement, and the wire transfers of $100K from his partners. Needless to say, we filed an answer to the complaint attaching all documentary exhibits to prove that debtor was not lying. Of course, this will take at least six months to go to trial, which may even take a year, depending on the court’s schedule. But this is an example of a debtor being demonized just because the trustee thinks there is free equity that he can take, when in fact, there is none. We expect to win this case at trial with our God’s help. We pray to Yahweh who loved us so that He sent his one and only beloved son Jesus Christ, who became man through the Immaculate Conception embodied by the blessed Virgin Mary, now Queen of heaven, and who was tortured & died for us on the cross, to redeem us from the consequences of sin, 2016 years ago today, and the Holy Spirit for total victory. With the other client, we just went to his hearing this morning. His house is owned half by him and half by his son. His half is completely within his homestead exemption of $175K because he is 55 and he and his wife have income that is less than $35K a year. Indeed, debtor and his wife have zero income since he lost his business, which paid his salary in 2014. Since that time, his son, who is a US marine, has been paying the mortgage. The line of questioning by trustee was too aggressive, I thought. I knew what the trustee was trying to do. He wanted to elicit testimony that would show that debtor was actually receiving income, by way of support from his ex-wife, divorced 9 years ago. Trustee even questioned the rank of the US marine son and questioned if the son actually existed. I thought that was way overboard. He asked what was the rank of his son. Debtor answered he doesn’t know but said he has been with the marines for 9 years. Is he an officer? Debtor said yes, he is. What is his name? Debtor must have repeated his son’s name 3 times, but trustee still could not get the name right. So trustee shows a preliminary title report that states the name of the son as for example Sun Ning. Then, trustee shows debtor’s tax returns

for 2014 and says, ‘How can your son be a US marine when you claim his name here on your tax returns (Adam Sun Ning, for example) as a dependent?’ Debtor says because Adam Sun Ning is my second son who was born in the United States and who is in high school, that’s why I called him Adam Sun Ning, while my older son was not born in the United States, that’s why I named him Sun Ning.What a perfect response because it’s the truth! Truth is stranger than fiction. Still, trustee asks for mortgage statements for last two years, tax returns for last two years, bank statements for last two years etc., and continues the hearing to next month. But the truth is, trustee cannot touch debtor’s house because he really does qualify for $175K homestead exemption. Watch out also for tax refunds because it’s tax season now. If you expect a refund, you have to exempt it on schedule C; otherwise, you will be asked to turn over your refund to the trustee. Or get the refund first and use it to pay your rent or mortgage so it’s no longer a receivable that is part of the bankruptcy estate. “THEN PILATE TOOK JESUS AND HAD HIM FLOGGED. Easy Brunch Omelet

Makes: 4 portions Toppings: mushrooms chorizo, bacon or ham cherry tomatoes spring onions herbs Omelet: 8 eggs 8 tablespoons water or milk salt, to taste pepper, to taste 2 tablespoons butter 8 slices Jarlsberg Cheese 8 slices ham Prepare toppings. Fry mushrooms and chorizo, bacon or ham; cut cherry tomatoes and spring onions. To make omelet, crack eggs in bowl and add water, salt and pepper. Whisk eggs until they turn a pale yellow color, about 25­35 whisks. Heat frying pan on medium heat and melt butter. When butter is bubbly, add about one quarter of the egg batter. This will make one of four omelets. When batter starts setting, move hardened parts toward the middle, enabling the rest to get direct heat as well. Use a gentle hand to avoid scrambled eggs. When batter starts to look cooked, add cheese and meat and flip omelet over. The omelet should be slightly golden on fried side and a little runny and soft in the middle. Finally, put omelet on plate and add garnish before serving.

Makes: 4 portions 4 ready-rolled puff pastry sheets 1 cup grated Jarlsberg Cheese 2 sprigs fresh rosemary, chopped pepper Heat oven to 400 F. On lightly floured work surface, roll out pastry sheets into 8­by­4­inch rectangles. Mix grated cheese, rosemary and pepper. Spread mixture over puff pastry. Roll up each pastry rectangle from short end. Press edges firmly together to seal roll. Slice each roll into 2­inch thick slices. Place face down on baking sheet and bake for 15­20 minutes. Tip: To make swirls rise more, don’t roll out pastry with rolling pin.

Prebake in oven 10 minutes, then remove aluminum foil and bake another 10 minutes. Meanwhile, in frying pan on medium heat, saute bacon. Add leek at end of cooking time. In bowl, whisk eggs and cream together and add grated cheese, parsley, bacon and leek. Pour filling into crust and top with grated cheese. Bake for 15 minutes, or until edge is golden brown and center is set. Tip: To save time, use premade pie crust and bake according to package directions.

You don’t push them. You may close a sale by doing that but it’s not a ‘buyer for life,’ (that sale) ends there. I don’t go for one-hit wonders. I go for you, your brother, your sister, your friends. Eventually, I don’t have to call people anymore because people call me – that should be your goal,” he said.
