Be ‘patient’ with Duterte, businessmen urged MANILA, Oct 4 (Mabuhay) – Businessmen should give President Rodrigo Duterte more time to improve the country’s business climate, the Philippine Chamber of Commerce and Industry said Tuesday, as the new government prepared to mark its first 100 days in office.

While reforms have not taken hold in the entire country, the have been “some improvements” in the bureaucracy and President has made headway in his war on drugs, PCCI president George Barcelon told reporters in Malacanang.

Duterte threat to cut US-PHL ties worries Army officers: Trillanes

MANILA, Oct 5 (Mabuhay) – Some military officers have expressed concern over President Rodrigo Duterte’s threats to cut ties with the United States but it was “nowhere near enough to launch a coup,” Senator Antonio Trillanes IV said on Wednesday. While no one has approached him

“physically,” Trillanes said he has been getting word about the “sentiments” of some military officers and men. “But let just say that by and large, the AFP (Armed Forces of the Philippines) is very supportive of the President and they are loyal to the chain of command See US-PHL TIES, page 8

White House calls Trump not role model WASHINGTON, Oct. 5 (PNA/Xinhua) – The White House on Tuesday doubled down its criticism of Republican presidential nominee Donald Trump, calling him not a role model for Americans in any way. When asked whether US President Barack Obama, who had called Trump “unfit” for presidency, believed that the New York billionaire developer was a role model in a broader way, given his success through his career, White House spokesman Josh Earnest answered in the negative. “There are hundreds of millions of Americans that by the way they live their lives every day are role models for our kids,” said Earnest here at the daily briefing. “But based on the president’s deep concern about the rhetoric of the Republican nominee, I feel confident in telling you that he would not be comfortable with describing the nominee in that way,” he said. The question of whether Trump could be a role model was raised after Republican Senator Kelly Ayotte of New Hampshire on Monday reversed herself after calling Trump a role model for kids. Ayotte, who had so far refused to officially endorse Trump, later on Monday said she “misspoke” and believed that neither Trump nor Democratic presidential nominee Hillary Clinton “have set a good example” and she would not hold up either one as role models for kids. Trump first drew widespread criticism last June when he said in the presidential announcement speech that Mexico was sending “rapists” and drug dealers to the United States. Since then, he had repeatedly vowed, if elected president, to deport about 11 million undocumented immigrants in the country.

Despite Duterte tirades, Obama hails Fil-Ams in celebration of the Filipino-American History Month. “And throughout our history, they have served as members of our Armed Forces, helping safeguard our Nation and the values upon which we stand,” he added. Obama, who will be stepping down from office in January, has been on the receiving end of some of Duterte’s tirades, the latest of which was when the Phil-

Members of Gabriela USA and allied organizations of Filipino-Americans pressed on to get NBC Universal to commit itself to the fight against human trafficking despite the TV network’s shelving of the controversial “Mail Order Family” sitcom. In a press conference held at the NBC Universal office at Universal Hollywood Drive in Los Angeles on Wednesday morning, leaders of Filipino-American organizations

took turns in explaining the evils of the mail order bride industry and the toll that it exacts on its women victims who were mostly forced into such situations because of poverty. Do I qualify for bankruptcy? Most people qualify to file bankruptcy under either chapter 7 or 13. If you’re annual gross family income (including your spouse’s income, unless separated) is not more than the median family income for your state and family size, then you probably qualify to file under chapter 7. You will almost always qualify to file under chapter 13, regardless of your income. Can I file jointly with my spouse? Yes, you may file individually or jointly as husband and wife. You may file jointly even if you are currently separated or have filed for divorce, as long as the divorce is not yet final. Since California is a community property state, the bankruptcy court considers joint income, vs. joint living expenses to determine your eligibility for bankruptcy relief. Most debts are usually considered joint debts as well, so filing together with your spouse is the preferred option. Will I have to appear in court? It is very unlikely that you will ever appear in court or in front of a bankruptcy judge on a Chapter 7 bankruptcy. However, about 4 to 6 weeks after filing bankruptcy you will have to meet with a bankruptcy trustee. The trustee is usually a private practicing attorney appointed by the US Trustee’s office. In some instances, the trustee assigned to your case may be a non-attorney, possibly a licensed accounting professional instead. A typical trustee meeting lasts about 1 to 3 minutes and is usually held in a meeting room at the bankruptcy court or federal building in your area. A bankruptcy trustee will usually ask you whether everything in your bankruptcy petition is true and correct, whether you would like to add or change anything in your bankruptcy petition and may ask a fewquestions about your financial situation. This hearing is also referred to as the “Meeting of Creditors. However, creditors rarely attend in a Chapter 7 cases. Approximately 60 days after your meeting with the trustee you should receive your final discharge order in the mail. Your debts will be formally discharged and your bankruptcy proceeding will be closed. In a chapter 13 case, you will also attend a “Meeting of Creditors as described above. Sometimes, you may have to attend a second hearing with the trustee to have your payment plan approved, but usually, your attorney handles this appearance for you. Where will my bankruptcy be filed? A bankruptcy petition must be filed in the federal bankruptcy court district where you have resided for the majority of the past 180 days. Will filing bankruptcy affect my ability to obtain credit? If you already have bad credit, filing bankruptcy will probably not make your credit any worse than it already is. Your FICOŽ credit score may initially decrease after your bankruptcy filing but will gradually start to improve after your bankruptcy discharge. This is because the amount of outstanding debt, including current and delinquent accounts, presently appearing on your credit reports will be eliminated or substantially reduced. Approximately 30% of your FICOŽ credit score is based on the amount you owe on outstanding debt. Debt owed on revolving lines of credit, such as credit cards, negatively impacts your FICOŽ credit score more than other types of debt.

In order to obtain future credit you will likely need to re-establish a good credit history. This can be done by obtaining one or more secured credit cards, using them wisely and establishing an excellent payment history. If you reaffirm any existing debts, such as a mortgage or an automobile loan, making your payments on time will also help to re-establish your credit. In most cases, you can re-establish credit in 1 or 2 years. Your ability to obtain credit also depends on various other factors, such as your income, employment history, etc. Some creditors may actually consider you to be a better credit risk after bankruptcy than before because you will essentially be “debt free and will likely have more disposable income to pay future debts. How long can a bankruptcy filing appear on my credit report? A bankruptcy filing can appear on your credit report for up to 10 years. However, this does not mean that you will have bad credit for 10 years. You can start re-establishing your credit within a few months after receiving your discharge from bankruptcy. Remember, if you have delinquencies, charge-off’s or collection accounts, they will stay on your credit report for 7 years, and prevent you from re-establishing credit for a lot longer than it takes after filing bankruptcy. So bankruptcy can actually be a very helpful tool in starting over, and getting a second chance. Are there any negative consequences to filing bankruptcy? Federal bankruptcy laws were established by United States Congress to provide individuals and organizations with a “fresh start by allowing them to legally eliminate all or a portion of their debts and to start anew. Federal bankruptcy laws were designed to help those in financial distress --- not to further burden or hinder them. Despite the many rumors propagated for years by creditors, debt collectors, debt counseling organizations and the like for their own self-interest, there are virtually no negative consequences to filing bankruptcy. To the contrary, various bankruptcy laws have been enacted to ensure that no person is discriminated against because of a bankruptcy filing. By federal law, no person can be denied employment, a student loan or grant, or a license or permit by reason of a bankruptcy filing. If you have good credit and file bankruptcy your credit will, of course, be negatively impacted. But if your credit is already bad, filing bankruptcy can only improve your life and your ability to re-establish a good credit history. If you are suffering from financial problems and are considering filing bankruptcy, you should also consider the consequences of not filing. That could be a lot worse! Naturalized Filipino businessman amazed by Duterte’s accomplishments in 100 days By Jelly F. Musico

MANILA, Oct. 5 (PNA) – Naturalized Filipino businessman Peter Wallace on Wednesday described as impressive the accomplishments of President Rodrigo Duterte in just 100 days of his administration. ”We’ve had almost 100 days now and we’ve had things done. I’m quiet amazed really how many things have been accomplished,” Wallace, a respected businessman, said in a press briefing in Malacañang. He commended President Duterte for signing an executive order on the implementation of Freedom of Information (FOI) within the executive branch. ”But I think the one that struck us all immediately was, after what Five presidents, 25 years, we didn’t have a Freedom of Information Act. Within six days, we had one. Just like that. He did the sensible thing.

He passed an executive order,” the businessman said. Wallace Business Forum which helps chief executive officers (CEOs) understand the business environment in the Philippines, said he is confident Congress would pass the FOI bill that will cover all branches of government. ”I’ve no doubt, given the majority he has in both Houses, that (the) law will be passed,” he said. He also praised the President for appointing Cabinet secretaries who are economic and business experts. ”His economic cluster is a very well-chosen cluster of people who are former businessmen and academics who know their job and know what has to be done. And he has said on numerous occasions, he will rely on them and their guidance as to where to go,” Wallace said. He said the business communi-

ty has essentially agreed with the 10-point socioeconomic agenda of President Duterte. Wallace, whose Philippine citizenship was approved recently by Congress, called Duterte’s decision to continue the good policies of the previous administration a “remarkable change”. ”Each government has wanted to just to throw out the baby with the bathwater and start all over again. He said, ‘No, continuity is important. We’ll continue with those things that are good and we’ll speed them up,’” he said. He also praised the Duterte government for promising to come up with 17 public-private partnership projects before the end of the year. Wallace said the target to increase the allotted budget for infrastructure spending from 2.5 percent to 5 percent is also commendable, saying the lack of infrastructure “is one of the

greatest weaknesses today”. He expressed hope that Congress would act immediately on the emergency powers that President Duterte has sought to “quickly and drastically” solve the traffic woes, particularly in Metro Manila. The Filipino people should understand and accept President Duterte’s way of implementing the change he promised in the last May 9 elections, he said. “He promised change and we wanted change so the people voted for him and he won overwhelmingly, promising that change. And now people are complaining that he’s changed, that he’s different. And yet that’s what we wanted,” Wallace said. “I’ve been studying this man for quite some. I’ve known him for quite some time. And I know that the way he talks is not the way in which he thinks. This is a man who genuinely cares for this country.”

Transgender politician lauds House Speaker’s move to push for same-sex union bill By Filane Mikee Cervantes

MANILA, Oct. 4 (PNA) – The country’s first transgender lawmaker, Bataan Rep. Geraldine Roman, on Tuesday commended the plan of House of Representatives Speaker Pantaleon Alvarez to file a bill legalizing civil unions for same-sex couples. ”As a member of the LGBT (lesbian, gay, bisexual and transgender) community, I want to congratulate the Speaker because he has been courageous enough to start the ball rolling and to start the discussions to deal with the reality that has existed since time immemorial,” Roman said in a news conference. The lawmaker said that when she met Alvarez on Tuesday afternoon, the Speaker revealed that he

is currently studying the “different formulae” to address the needs and recognize the rights of same-sex relationships. Top-billing his proposed measure are the inheritance of properties, the right to decide the future of the spouse if that person falls ill, and the possibility of adopting children. “The Speaker says he is open to all kinds of opinions so that he can reach a formula that is generally acceptable to all, especially among our colleagues here in Congress,” Roman said. Alvarez also told Roman that the measure only covers civil rights, which should not be subject to religious beliefs. In a press conference on Monday, Alvarez disclosed that his staff has

already begun drafting the proposed same-sex union legislation, noting that he will sponsor the bill himself. ”If you look at the Constitution, there is a provision guaranteeing happiness for the Filipinos. Why would we deprive them of that? If they are happy with that, shouldn’t we support them?” said Alvarez. A provision of the 1987 Constitution stipulates that the “State values the dignity of every human person and guarantees full respect for human rights”. Roman also shared that he has known Alvarez as a defender of equality, especially in protecting the rights of the LGBT community. When asked about her personal stand on same sex unions, the Bataan lawmaker said she is in favor of

the move. “I cannot be a hypocrite and say I recognize equality of all citizens of our country, but at the same time tell two people who love each other that they cannot have their relationship recognized, simply on the basis of their sexual orientation,” said Roman. She also clarified she would not want to look at it as a fight against the Catholic Church but a fight for civil rights. Roman urged critics to have an open mind toward the measure, stressing that they should take a look at it first before passing judgment. “Maintain an open attitude. Pagaralan muna kung ano yung nakahain sa atin (Study first what this bill will present to us). Let us not be too quick to judge,” she said.

‘More Fun in the PHL’ campaign has failed to attract more tourists, says study By Josephine Grace Aguilo

MANILA, Oct. 4 (PNA) – Tourism Secretary Wanda Teo disclosed Tuesday that her department will launch its brand new slogan during the Miss Universe coronation night on Jan. 30, replacing the “It’s More Fun in the Philippines” campaign which she said has failed to attract more tourists to the country. Teo confirmed that the Department of Tourism (DOT) is in talks with an advertising agency on a more effective and impactful tourism campaign. A study conducted by AGB Nielsen from March to April this year among foreign tourists, showed that a majority of the respondents liked the “It’s More Fun in the

Philippines” slogan but only a few were interested to visit the country. The study noted that 65 percent of European respondents liked the campaign but only 26 percent had the intent to visit the Philippines. Likewise, 72 percent of North American respondents liked the slogan but only 45 percent wanted to visit the country. While 67 percent of respondents from Japan, Saudi Arabia, India and Australia thought the campaign was good, only 40 percent intended to see the Philippines. In Southeast Asia, 59 percent of the respondents liked the campaign but only 36 percent wished to come to the country.

As such, Teo said her department saw the need to change the slogan, noting that four years were enough to measure the campaign’s effectiveness. She said the DOT has decided to launch the campaign during the Miss Universe coronation night since half a billion viewers from more than 190 countries around the world will be watching the pageant. Teo also reiterated that it is normal to change the tourism brand when a new administration takes over. The “It’s More Fun in the Philippines” campaign was launched by former tourism secretary Ramon Jimenez in 2012.

Man nabbed at NAIA for deploying Filipina workers disguised as boxers MANILA, Oct 4 (Mabuhay) – The Bureau of Immigration (BI) has arrested a man suspected of working as a courier for a syndicate engaged in trafficking undocumented Filipina workers, disguised as boxers, to the Middle East. Rexsan Naval Godala was intercepted at the Ninoy Aquino International Airport Terminal 1 last October 2 before he and two of his companions were about to board a flight to Bangkok. The BI said Godala, who allegedly introduced himself as a professional boxing trainer, was supposed to escort the women who pretended to be boxers and wore jersey shirts emblazoned with a logo of the Philippine flag. “It turned out that he was not a boxing trainer and that the Games and Amusement Board (GAB) license

and letter of authority purportedly signed by GAB chairman Abraham Mitra which he presented are spurious,” BI Commissioner Jaime Morente said. Citing the two women’s accounts, Morente said that upon arriving in Bangkok they would take a connecting flight to Dubai where they were hired to work as a maid and waitress, respectively. All three passengers were turned over to the Inter-Agency Council Against Trafficking (IACAT) for further investigation and filing of proper charges. According to the BI, it was not the first time that Godala was seen accompanying Filipinas posing as boxers in their trips abroad. Godala reportedly managed to escort out of the country on September 14 two women similarly disguised

and dressed as boxers. The women never returned to the country, the BI said, despite Godala’s claim at the time that the “boxers” would return after only two days. Godala also accompanied on August 28 three other women bound for Thailand, supposedly to participate in a boxing competition there, the agency said.(MNS)

MANILA, Oct. 4 (PNA) – The Metropolitan Manila Development Authority (MMDA) has intensified the enforcement of anti-littering and anti-jaywalking operations with the deployment of more than 100 personnel on the streets of Metro Manila. In a statement on Tuesday, MMDA General Manager Tim Orbos stated that strict implementation of anti-littering and anti-jaywalking measures seek to ensure that both pedestrians and commuters follow the law. “We want to continue to instill discipline among pedestrians and commuters alike. Following rules and regulations on the roads should be second nature to us all,” Orbos said. The operations were launched Monday with each anti-littering team consisting of four spotters and an enforcer while the anti-jaywalking unit is composed of five enforcers, two of whom are armed with citation tickets. The composite teams are augmented by members of the MMDA’s Sidewalk Clearing Operations Group to be designated in Monumento, SM North EDSA, Cubao, Ortigas, EDSA-Taft, Guadalupe and Coastal Road. A total of 440 violators were apprehended Monday, 306 for anti-littering and 134 for anti-jaywalking and were imposed a fine of more than PHP500. With this, the MMDA reminded anew the public of severe consequences of their violations as their names will be forwarded to the National Bureau of Investigation (NBI) for inclusion in its alarm list or red flag unless they pay the penalty for their infractions.

One of the greatest attributes of America in being a great world power is its ability to harness the multifarious talents and gifted minds of its mosaic demographics. The country is likened magnets that lure talented people from many nations of the world with its offer of unmatched opportunities abound for those willing to work hard. Creativity puts no limits anyone entering its gates to achieve their dreams. The Asian Business Association of Orange County (ABAOC) whose membership represents a tapestry of many cultures from around the world has constantly been at the forefront of a movement to harness the full potentials of its people who have come the represent California’ varied demographics. Founded in 1992 as a nonprofits organization to meet the needs of the growing Asian businesses in one of the most populous counties in California with its more than 3 million in 34 cities, ABAOC envisions to provide Asian Americans the opportunity to “gain access to economic advancement by way of networking, education and community representation”. For decades, ABAOC has led in successfully organizing major events like networking mixers, outreach programs with the help and support of its sponsors and community affiliates and procurement events, a signature event that has opened business opportunities to its members. This was accomplished at the BMW-Procon Business Matchmaking Procurement Conference at the Disney Paradise Pier Hotel in Anaheim last September 23rd. ABAOC was able to do connect its members with top business players in the community. For many years, this signature event has served as a bridge in fa-

cilitating the interaction of various businesses activities in the county. Filipino owned Figaro coffee company invades Qatar MANILA, Oct. 4 (PNA) – A Filipino coffee company, Figaro, invades Qatar, the Department of Foreign Affairs (DFA) said Tuesday. Philippine Ambassador to Qatar Wilfredo C. Santos visited Figaro Coffee Company’s latest overseas outlet last September 29 as it finally opens in Qatar. Figaro Coffee Company is a Filipino chain of coffee shops and restaurants, which was established in November 1993. It aims, among others, to promote coffee made from freshly-roasted beans sourced from different parts of the Philippines, such as Batangas, Mountain Prov-

ince, Kalinga, Ifugao, Benguet, Cavite, Negros, Davao, Sulu and Basilan. “The establishment of a franchise of Figaro in Qatar strengthens our economic diplomacy initiative of promoting Philippine brands in the country,” the ambassador said. Figaro also promotes a Filipino-style of coffee experience that can rival similar international brands. “I invite our kababayans in Qatar to support and patronize Figaro. Figaro is located at Ghanem Business Center, opposite The Center, Fereej Bin Mahmoud, Doha,” Santos pointed out.

Free irrigation eyed in 2017 By Leslie D. Venzon

MANILA, Oct. 5 (PNA) – The Duterte administration’s plan to provide free irrigation services to increase productivity and lower rice prices may be realized next year, Department of Agriculture (DA) Secretary Manny PiĂąol said on Wednesday. PiĂąol told reporters that Senator Loren Legarda, Chairperson of the Senate Committee on Finance, has assured that an additional PHP4 billion will be included in the General Appropriations Act (GAA) for 2017 to implement free irrigation for Filipino farmers. “The PHP4 billion will cover the expected SIF (irrigation service fees) collection which is being used by NIA (National Irrigation Administration) to pay for the salaries and wages of its employees,â€? he said. NIA is using ISF collections to maintain and operate the different irrigation systems in the country. With free irrigation, PiĂąol expects

the cost of production of rice farmers to lower by PHP3 per kilo, which he believes will “make them at least a little bit competitive.â€? He estimated that rice prices can drop by PHP7 per kilo with DA’s distribution of good seeds and sufficient fertilizers alone. The Agriculture chief considers the free irrigation program “historic,â€? noting it is a realization of the commitment of President Rodrigo R. Duterte. â€œâ€ŚA President who believes that just like the travellers who use the highway for free, the Filipino farmers who produce food for this country should also be allowed to use for free the water services and irrigation services,â€? PiĂąol added. Meanwhile, Legarda, during the hearing on the proposed 2017 budget of the Department of Agriculture on Tuesday, hoped that the free irrigation could be done if the DA could use its remaining unobligated funds under the 2015 budget.

Inter-operability between PHL, US amphibious vessels among primary goals of PHIBLEX MANILA, Oct. 4 (PNA) –The integration of the recently-delivered strategic sealift vessel, BRP Tarlac (LD-601), and landing craft heavies from Australia with similar craft from the United States is one of the primary goals of the ongoing Philippine Amphibious Landing Exercises (PHIBLEX). “Our mission is to integrate the use of strategic sealift vessel, BRP Tarlac, and other non-traditional platforms such as the landing craft (heavies acquired from) Australia and small riverine crafts from the US, Philippine Marine Corps (PMC) head Major Gen. Andre Costales said. The 33rd iteration of PHIBLEX

started Tuesday and will end on October 12. Around 1,400 American military personnel and 500 soldiers will be taking part in the exercise. PHIBLEX will take places in various areas in Luzon and Palawan. “But, our vision does not end here. Our goal further extends its breadth by preparing the grounds for the PMC capability build up with or without external interventions; thereby including the rehearsal for the activation of the marine combat component of the AFP’s Joint Rapid Reaction Force and the utilization of landing and offload sites other than those traditionally used in previous PHIBLEX engagements, he added.

Senate panel to reopen hearing on emergency powers By Azer N. Parrocha

MANILA, Oct. 4 (PNA) – A Senate panel decided Tuesday to reopen the public hearings on the proposed emergency powers to deal with the country’s traffic woes that winded up last Sept. 22, at the request of a senator. Senator Grace Poe, who chairs the committee on public services, said the hearing will resume on Oct. 12 to further clarify the government’s plan to implement critical transportation projects. “In the interest of transparency, and as requested by the Minority Leader (Senator Ralph Recto), we will be conducting a fourth hearing to give the DOTr (Department of Transportation) an opportunity to present in detail how they plan to implement certain projects and an opportunity to explain why some of their projects, which apparently have nothing to do

with traffic decongestion, are included in their proposals, Poe said at the European Union (EU)-Philippines Business Summit transport forum organized by the EU and the European Chamber of Commerce of the Philippines. Poe explained that the panel wants the transportation department to shed light on two proposed bus rapid transit (BRT) system projects, one from Manila City Hall to Quezon City, and another from EDSA to Ayala and Ortigas to NAIA. She said this is expected to cost about PHP44.23 billion and will be implemented in three years with the extra powers. The senator said that the panel will also seek clarification on why the proposed list of port projects submitted by the DOTr to the Senate only included Manila ports but not the Subic and Batangas ports.

so there are no factions within the armed forces,” he said. Asked what those sentiments were, the senator said: “It can’t be generalized. I believe some are concerned about the direction the President is going particularly ending ties with the US armed forces because these ties go way back and it’s not easy to do that.” Asked again if the sentiments were coming from the soldiers, Trillanes said: “No. Some officers randomly expressing concerns, but it’s nowhere near enough to launch a coup. “From what I’m getting is nowhere near that but again by and large, soldiers, the rank and file, enlisted personnel, junior officers are happy with the apparent concern of the President when he visited their camps and he promised them to double their salaries so who would not agree with that? So by and large the morale is very high,” said the senator, who led a failed mutiny against then President Gloria Macapagal-Arroyo.

Trillanes said he saw nothing wrong with the President visiting the soldiers and promising them higher pay if he said the concern was genuine and the intention was to uplift their morale. Looking at the profile and history, however, the senator said there could also be risks once the President gets the loyalty of the armed forces. “Because once he would be able to harness the loyalty and support of the soldiers to a point that it’s a blind following or cult following, then he can easily shift or redirect their fire from supposed fight against criminality and illegal drugs and terrorism. He can easily shift to other targets like the political opposition and the effective and totalitarian control of society,” Trillanes pointed out. “That’s a risk and it’s so easy to do that once you’re there,” he said. Trillanes also denied Cabinet Secretary Leoncio Evasco’s reported claim that unidentified businessmen linked with the Liberal Party have allegedly approached him to plot Duterte’s ouster. at opportunities in a very practical manner,” he said. “We are neither pro-US pro-China but we are pro-Filipinos,” he added. The PCCI has a “very positive” outlook on the economy, he said. “People are concerned with the statements that they hear [from the President] but what’s more important [is] we firmly believe that he will do the right thing. We just need to give him time,” he said. Cecile and Mighty amaze Pinoys with their music and magic duo In mid-September, this author’s grandson, Kayden celebrated his 6th birthday with the whopping attendance of around twenty kids, each of whom were allowed to play nerf targets at a designated part in their backyard, highlighted by the amazing appearance of the music and magic duo of Cecile and Mighty. Cecile Elazegui Bayani, now more popularly known as “Cecile, was born and raised in Calamba, Laguna, who early on, at the young age of six, had already demonstrated her passion for singing and for entertainment as well.: Later on, armed with a degree in Dentistry from Centro Escolar University, she immigrated to the United States and worked in the dental field. Her full-time job in the dental industry, didn’t deter her from working part-time in the entertainment area, starting off as a singer of the Azil Band, where they performed in various Filipino and non-Filipino concerts here in Los Angeles, Las Vegas and internationally. She is a seasoned singer in the pop music genre, who has performed in Europe and the Middle East. Currently, she performs with her husband Mighty in numerous events worldwide. On the other hand, Mighty Gabral Torrente, now also popularly known as “Mighty,” is a third generation magician and sword swallower, whose parents, Carlota Gabral and Danilo Torrente, owned a travelling entertainment carnival business early on in the Philippines. In this travelling carnival business, they had live stage and magic shows, featuring various Filipino performers, including the then comedy king, Dolphy. Subsequently, the family left their travelling carnival business and moved to Metro Manila

to expand their entertainment careers. Mighty was raised in this entertainment-oriented environment, His name “Mighty,” was derived from the Thai word “Mai-tee,” which meant “my friend.” While in Manila, Mighty pursued a degree in Education at the University of the East, where he met Cecile, early on, while his mother worked as a boudaville dancer at the then famous Clover Theatre during the 60’s and his father entertained as a magician and sword swallower. To further their entertainment careers, Mighty’s parents moved to Thailand, where they performed there, along with Mighty, who stayed on and lived there for more than 25 years, travelling and performing with his father. White in Thailand, he was awarded the “MBK Magician of th Year,” by the International Magic Society of Thailand.” Currently, he is the only Filipino sword swallower in he United States. His father on the other hand is now a resident of Hongkong, where he still actively performs his magic and sword-swallowing antics, which he has perfected through time. Though both Cecile and Mighty met during their college days but became separated after school, where they each took their individual career paths, they crossed paths again, 27 years later, where they now combine both music and magic in their performances, and making Los Angeles their home

base, while balancing their career and personal life. Recently, Cecile and Mighty performed at “America’s ‘Got Talent,” television show on NBC Channel 4 last May 31, 2016. Their music and magic entertainment duo is certainly one which can put a spark in any event. Provisional waiver of the 3/10 year bar from inside the US

On January 2, 2013, Secretary of Homeland Security Janet Napolitano announced the posting of a final rule in the Federal Register that reduces the time U.S. citizens are separated from their immediate relatives (spouse, children and parents), who are in the process of obtaining visas to become lawful permanent residents of the United States commonly referred to as provisional waiver. The final rule establishes a process that allows certain individuals to apply for a provisional unlawful presence waiver before they depart the United States to attend immigrant visa interviews in their countries of origin. The process will be effective on March 4, 2013. The regulations will allow certain immediate immigrant visa beneficiaries, that are subject to the 3/10 year bar, to apply for a waiver inside the US rather than outside the US at the consulate overseas. The benefit of this new regulation is 1) it reduces the time for which the Petitioner and beneficiary will be separated while going through the consulate process and 2) Beneficiary can get a provisional approval on the waiver of the 3/10 year bar before beneficiary departs the US therefore reducing the risk of uncertainty and being stuck outside the US for up to 10 years. The rule allows these individuals to file for a provisional unlawful presence waiver while inside the U.S. If approved, they can then depart the US to undergo consulate visa processing knowing that they have a provisionally approved waiver of the 3/10 year bar. You may be eligible for a provisional unlawful presence waiver if: 1. You are physically present in the United States; 2. You are at least 17 years of age at the time of filing; 3. You are the beneficiary of an approved immigrant visa petition. This has recently been expanded to cover all categories. 4. You have an immigrant visa case

pending with the U.S. Department of State (DOS), for which you have already paid the immigrant visa processing fee; and 5. You believe you are, or will be at the time of the immigrant visa interview, inadmissible based on having accrued a certain period of unlawful presence in the United States. 6. You meet all other requirements of the provisional unlawful presence waiver as listed in the regulations including a showing that a lengthy bar from the U.S. would cause their U.S. citizen spouse or parent“extreme hardship.” You are not eligible for a provisional unlawful presence waiver and your application will be rejected or denied if: 1. You do not meet one or more of the requirements listed above; 2. You have a pending Form I-485, Application to Register Permanent Residence or Adjust Status, with USCIS; 3. You are in removal proceedings unless your removal proceedings are administratively closed and have not been re-calendared as of the date of filing of the I-601A; 4. You have been ordered removed, excluded, or deported from the United States unless you have an conditionally approved I-212. 5. You are subject to reinstatement of a prior removal order; 6. DOS acted to schedule your immigrant visa interview prior to January 3, 2013, even if you failed to appear or you or DOS cancelled or rescheduled the interview on or after January 3, 2013. 7. You do not establish that the refus-

al of your admission to the United States would result in extreme hardship to your U.S. citizen spouse or parent, or that your application should be approved as a matter of discretion; The regulations would benefit certain immigrants who are unable to adjust their status to green card holder inside the US such as immigrants that entered the US without inspection (EWI), immigrants that entered the US without a visa, immigrants that entered the US as a crew men or sea men (C-1 or D-1) and jump ship, immigrants that entered on a K-1 fiancé visa but failed to marry their US citizen fiancé. If these immigrants are not grandfathered by INA section 245(i), typically, they cannot get their green card inside the US. These immigrants would have to leave the US and get their immigrant visa from the US consulate in their home country. This situation becomes a Catch-22 situation in that when the immigrants leave the US to get their immigrant visa overseas, then the 3/10 year unlawful presence bar kicks in to bar them from returning to the US assuming they accumulated over 180 days of unlawful presence. Once there is a determination that the unlawful presence bar applies to the immigrant at the Consulate overseas, the immigrant under the old procedure would have to apply for the waiver at the consulate overseas which in turn will forward the waiver to the DHS for approval. The entire process can take months or even years while at the meantime the immigrant is waiting outside the US. Meanwhile, families are separated, and the spouses and children of U.S. citizens and lawful permanent residents are forced to endure potentially dangerous situations in the home country until the waiver is granted and they can return to the U.S. The new provisional waiver procedure will allow certain immediate relatives of U.S. citizens apply for waivers of the unlawful presence bars while remaining in the U.S. If the individual is

Balita

found eligible, USCIS will grant a provisional waiver. He or she will still have to depart the U.S. and visit a U.S. consulate abroad to apply for an immigrant visa. During the immigrant visa interview, the consular officer will make the finding of inadmissibility based on unlawful presence and apply the provisional waiver. If other grounds of inadmissibility are found, the individual would need to submit another waiver application, if eligible, while abroad. The provisional waiver will reduce the wait period abroad and the separation from the applicant’s family by several months or years. In addition, the applicant will know whether the waiver was granted prior to departing the US. Please note that this article is not legal advice and is not intended as legal advice. Seniors ďŹ le Chapter 13 to rescue house and handle tax liens Client files Chapter 7 for $40k credit cards

Clients are seniors. Husband is 72. Wife is 71. Both are retired and receiving combined social security and pension total of $4,015/mo. Husband is still in good spirits although he is not in good health. He has been on dialysis for three years. He had hypertension when he was still working and left that condition untreated for years. He was ignorant of the fact that untreated hypertension destroys the kidneys because too much blood flows through the kidneys for too long. Damage to the kidneys by untreated hypertension is irreversible, unlike damage caused by overdose of medication, which is reversible. By the time that client was educated on the cause and effect of hypertension on the kidneys, it was too late; his kidney function had been reduced to 10%, requiring dialysis, 3 X a week. But what about a kidney transplant? His doctors say that because of his age, he may not survive a kidney transplant. So he has resigned himself to being tied up to a dialysis machine to live. Wife is healthy, and they both seem happy. Their problem now is two-fold: 1) Their loan modification request was rejected two weeks ago, and they are now 8 months in arrears in their mortgage 2) IRS has placed a tax lien on their house for $15K for back taxes from 2005 to last year, 3) Credit cards of $30K. They said that they wanted to keep their house because it had $150K of equity. They bought the house for $40K, forty years ago. Now its fair market value is $450K. They refinanced five years ago and owe $300K on the mortgage. Their default on the mortgage is $17K, the IRS is hounding them to pay the tax lien and threatening to sell their house if they don’t pay up, and they can’t pay the $1K monthly to keep the $30K of credit cards current. Can a chapter 7 help clients in their

situation? NO. Chapter 7 will not give them the opportunity to cure their default on the house, and Chapter 7 will not resolve the tax lien problem. It will discharge the $30K of credit cards, but the two main problems will remain unsolved. However, Chapter 13 will allow clients to “freeze the default on the mortgage and give them 5 years to pay that off without any interest, and Chapter 13 will “freeze the IRS tax lien and allow clients to pay that off over 5 years without interest. And in Chapter 13, in clients’ case, nothing has to be paid to the $30K credit cards, those will just be discharged in full. How much will they pay on their Chapter 13 plan of reorganization? On the mortgage default of $17K, that will be $283 a month for 60 months. On the tax lien of $15K, that will be $250 a month for 60 months. They don’t have to pay any portion of the $30K credit cards because their home exemption of $175K covers their entire equity in the house of $150K. Together with court administrative expenses, their plan payment will be $586 a month, more or less. Can they afford $586 a month of plan payment to cure their mortgage default and to pay off the tax lien? Their household income of $4,015 monthly is good enough to provide them a disposable income that is more than $586 a month because in Chapter 13, they don’t have to pay $1K a month to keep their $30K of credit cards current. Under their reorganization plan, the pay credit cards nothing. If they complete plan payments in 60 months, they will be back on current status on the mortgage, will owe IRS nothing and IRS will have to remove

BOI investment pledges surge by 200% in September By Kris M. Crismundo

MANILA, Oct. 4 (PNA) – The Board of Investments (BOI) last month approved PHP51 billion worth of investment projects, surging 200 percent from PHP17-billion worth of pledges in the same period in 2015, its managing head Ceferino Rodolfo said Tuesday. From January to September, projects registered under the investment promotion agency amounted to PHP286 billion, 49 percent higher than the figure in the same period last year, Rodolfo said on the sidelines of the European Union-Philippines Business Summit in Makati City. “What we’re seeing in the real

sector that relies on fundamentals of the economy, is that growth is being sustained or even accelerated, said Rodolfo who is also Trade Undersecretary. The official is likewise optimistic that the country will hit its gross domestic product growth target of up to 7.0 percent at end-2016, supported by growing investment approvals. Trade Secretary Ramon M. Lopez said investment approvals of the BOI for the full year of 2016 is projected to grow at 10 percent to 15 percent. Lopez also echoed the country’s strong macroeconomic fundamentals, attracting investors to put up and expand their businesses in the Philippines.

SEC pushes for amendments to corporation code By Joseph A. Gamboa

MANILA, Oct. 4 (PNA) – The Securities and Exchange Commission (SEC) is proposing the overhaul of the 36-year-old Corporation Code of the Philippines and other reforms in the country’s corporate sector. In an economic forum on Tuesday at the Shangri-La Hotel in Bonifacio Global City, SEC Chairperson Teresita Herbosa said one of the proposed amendments is the one-person corporation in place of the existing requirement for at least five incorporators and at least five board directors. “This will encourage more people to go into business and not force them to get four friends or relatives to join the business,” Herbosa said. Celebrating its 80th anniversary this year, the top corporate watchdog also outlined a series of reforms

in implementing the 16-year-old Securities Regulation Code of the Philippines. Among these are tax reforms for the capital markets, alignment of regulations with other Southeast Asian economies, and issuance of dollar-denominated securities. Herbosa said the local SEC is one of only two entities in the world that function as both a regulator and a corporate registrar, the other being the Securities Commission of New Zealand. In the same forum organized by the Asian Securities Industry and Financial Markets Association together with multinational law firm Latham & Watkins, Senator Juan Edgardo Angara delivered the keynote address, highlighting the coming “golden age of Philippine infrastructure”.

it to list are: Julie; Sejour; Wawa; Spouse Switch; They Call Us Maids; Got It Maid and I won’t Miss You. During a press conference in the City of Carson last week, Walter Boholst, a member of the LAPIFF screening committee, said they were surprised to the “high quality of the entries that they screened.” Walter Boholst, a member of LAPIFF’s screening committee, said around 2,000 films were submitted to the body, but the number was cut down to 150 films because many of them did not meet film festival’s basic criteria, among them that entries should be “produced or made and about the Filipino diaspora. The LAPIFF screening committee is chaired by Winston Emano and its members include noted indie filmmaker Janice Villarosa, Marie Jamora, Oliver Carnay, David Maquiling and Anthony Buncio. LAPIFF is happening at the Cin-

BI uncovers new human trafficking ploy By Ferdinand G. Patinio

MANILA, Oct. 4 (PNA) – Syndicates engaged in human trafficking have employed a new scheme to bring their unsuspected victims out of the country by posing as boxers. The illegal ploy was uncovered after Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) intercepted a 30-year old man suspected of working as a courier for a syndicate engaged in trafficking undocumented Filipina workers to the Middle East Commissioner Jaime Morente identified the suspect as Rexsan Naval Godala, who was intercepted at the NAIA 1 terminal last Oct. 2 before he and two of his victims were about to board a Thai Airways flight to Bangkok. The alleged courier, who introduced himself as a professional boxing trainer, was supposed to escort the victims who pretended to be boxers and wore jersey shirts emblazoned with a logo of the Philippine flag. “It turned out that he was not a boxing trainer and that the Games and Amusement Board (GAB) license and letter of authority purportedly signed by GAB chair Abraham Mitra which he presented are spurious,” Morente said.

Since 1995

The two victims, whose names were not divulged, reportedly confessed during interview that upon arriving in Bangkok they would take a connecting flight to Dubai in the United Arab Emirates where they were hired to work as a maid and waitress, respectively. They were turned over to the Inter-Agency Council Against Trafficking (IACAT) for further investigation and filing of proper charges. It was not the first time that Godala, who later admitted he is a boxer but is not connected with GAB, was seen accompanying Filipinas posing as boxers in their trip abroad. According to the BI’s travel control and enforcement unit (TCEU) who intercepted the three passengers, Godala managed to escort out of the country two women similarly disguised and dressed as boxers. But, verification made with the BI’s travel database revealed that the women never returned, contrary to Godala’s assertion that they would return after only two days. The TCEU also reported that he accompanied three other women, also disguised as boxers, in going to Thailand, purportedly to take part in a boxing competition there last Aug. 28.

How to file bankruptcy and keep everything One common misconception people have is that if they file bankruptcy, they will lose everything that they’ve worked hard for. For this reason, a lot of people continue to suffer needlessly in debt when the law provides a solution to their debt problems. Not good. Don’t get me wrong. Bankruptcy is certainly not the answer to all debt problems. But after having represented more than 5,000 bankruptcy clients over the years, I’ve seen the benefits it provides to people who are no longer in a position to help themselves. In bankruptcy, there are exemptions allowed that can help you protect your assets. For example, if you own a home, state homestead exemption laws allow you to protect anywhere from $75,000 to $175,000 of your equity depending on your marital status and your age at the time of filing. If the amount of your home equity falls within the allowable exemption amount, your house is not at risk in any way. Thus, even if you file for bankruptcy, you can keep your home as long as you are making your payments. Most bankruptcy cases are considered “no asset cases”. That means that the debtor literally has nothing of value or the assets are considered protected under the exemption laws. So don’t ever believe it when creditors or other people tell you that filing bankruptcy means that you automatically have to lose your home, vehicles or other assets. Your bankruptcy lawyer should be able to do a thorough review of everything you own and advise you what is exempt and what is not. For example, in almost 100% of the cases my office handles, clients lose nothing and keep everything. But of course, every situation is different and that is why

you need a good and knowledgeable bankruptcy attorney. If you are filing for Chapter 13 to consolidate your debts, none of your assets are at risk of being taken. This is due to the fact that Chapter 13 is simply a repayment plan. In Chapter 13, you are committing your income to pay creditors the best you could over a 3-5 year period. No assets are sold to pay your debts although it may be possible for you to sell assets voluntarily to pay off your plan earlier. I am trying to simplify here but the point is that in Chapter 13, you can keep everything you have and you can pay creditors based only on what you can afford. This allows you to live within your means- by making your debt payments more affordable. If you are in debt and are considering filing bankruptcy but are not sure if this is right for you, I can help you make the right decision by explaining to you how the process works. Just call my office at 866-477-7772 and ask for a free initial consultation. As this year comes to a close, make it a goal to be the last year you will remain in debt. It’s not too late to start over. Rebuild your finances and your life. (None of the information herein is intended to give legal advice for any specific situation. Atty. Caregiver law requires overtime pay Under California law many caregivers must be paid overtime compensation when working more than 9 hours a day or 45 hours a week. In my experience, very few 24-hour caregivers are paid correctly. With California’s increase in the minimum wage to $10 an hour, many 24-hour caregivers must be paid a minimum of $315 a day to comply with the current law. If you are working as a caregiver and paid a day rate less than $315, under California law, you are not being paid any overtime and may have a substantial unpaid overtime claim. Oftentimes, employers attempt to avoid liability by claiming the caregiver is an “independent contractor.” In most circumstances, this argument will fail as typically employers maintain significant control over the caregiver. The change in the overtime rules for caregivers became effective on January 1, 2014, when the Domestic Worker Bill of Rights (DWBR) became law. Previously, employees who qualified as “personal attendants,” including caregivers, nannies and babysitters who worked in private households did not qualify for overtime. The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants “shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives one and one-half times the employee’s regular rate of pay for all hours worked over

nine hours in any workday and for all hours worked more than 45 hours in the workweek.” Now, caregivers, nannies and babysitters (with limited exceptions) must be paid overtime compensation. Unfortunately, this law does not cover IHSS workers and those caring for close family members. Under Labor Code § 1194, caregivers are not only able to recover their unpaid overtime in a civil action, but they also may recover reasonable attorney’s fees and costs. California law also provides interest and penalties for workers who are not properly paid overtime compensation. If you are working as a caregiver who is not paid overtime when working more than nine hours a day or 45 hours a week, you should consult with an attorney to discuss your rights under this law. With all the penalties, interest and attorneys fees allowed, claims often exceed $100,000 for 24-hour employees working just over 1 year. Senator lauds administration’s efforts to abolish temp jobs By Azer N. Parrocha

MANILA, Oct. 5 (PNA) – Senator Joel Villanueva on Wednesday lauded the efforts of the Duterte administration to stop contractualization or ‘endo’ (end-of-contract) and the efforts of private establishments to regularize their contractual workers. Citing the first 100 days accomplishment report of the administration presented by the Department of Labor and Employment, Villanueva said some 195 establishments have so far voluntarily regularized 10,532 workers. These establishments include SM Malls and 7/11 convenience stores which regularized 4,800 and 800 employees, respectively. He meanwhile urged other pri-

vate companies to follow suit and put safeguards against the blurring of employer-employee relationship and the circumvention of the law on security of tenure. The neophyte senator authored Senate Bill No. 1116 which seeks to ensure security of tenure, protect workers’ welfare by ensuring regularity of salary and benefits, and protect their right to organize. He also stressed that a law is urgently needed to protect and regularize workers and ensure their entitlement to social benefits and protection. Villanueva, who chairs the Senate committee on labor, employment and human resources development, is set to hold the next hearing on ‘endo’ on October 13.

Catholic bishops object same-sex marriage

MANILA, Oct. 4 (PNA) – Catholic prelates have reiterated their stand versus same-sex marriage in the country since it is against the teachings of the Church. Lipa Bishop Ramon Arguelles noted that marriage between same sex is not normal. “It’s against Divine Law, Human and Natural Law. Ang marriage, ang intention niyan ay magkaroon ng family, anak...Hindi normal na ang mag-asawa ay parehong lalaki. Ang mag-asawa sa mata ng Diyos ay lalaki at babae...,” he said. Malolos Bishop Jose Oliveros said that same-sex marriage is against natural law. “The Church will never agree to same-sex marriage because it is against natural law as clearly stated in the Bible. It is not a matter of rights but rather a matter of what is contrary to the nature of marriage,” he added. With this, the Bulacan prelate urged the people “to pray for the lawmakers to be enlightened by the truth which comes from the gift of God.” Cubao Bishop Honesto Ongtioco said he respects the opinion of House Speaker and Davao del Norte First District Rep. Pantaleon Alvarez on same-sex marriage. “He has a right to express his opinion and I respect him but as a teacher of the Church, I uphold her teaching. Marriage as willed by God is between a man and a woman,” he said. On Monday, the Davao del Norte First District representative said he will file a bill supporting “same-sex marriage” or the the civil union of members of the Lesbian, Gay, Bisexual and Transgender (LGBT) community.

Sen. de Lima stands pat on demand for apology By Azer N. Parrocha

MANILA, Oct. 4 (PNA) – After walking out of the 12-hour Senate inquiry into extrajudicial killings Monday night, Senator Leila de Lima on Tuesday stood by her demand for an apology from some senators for accusing her of committing ‘material concealment’. “I‘m waiting for an apology from my colleagues. I don’t understand why they can quickly accuse me of committing some form of material concealment,” de Lima told reporters in an interview. Senator Richard “Dick” Gordon accused de Lima of committing material concealment during the hearing for allegedly withholding information that witness and self-confessed Davao Death Squad (DDS) hitman Edgar Matobato had been charged over a kidnap-for-ransom case in 2000. De Lima explained that she did not remember if Matobato had mentioned the kidnap-for-ransom case during the hearing so she told them that Matobato may or may not have mentioned it. She however said that she had the detail in her notes. She said she was not sure Matobato had mentioned it because at the back of her mind, it was possible he said it or did not. Gordon however took this as material concealment. Senator Antonio “Sonny” Trillanes IV, who had protective custody of Matobato, defended de Lima by reading parts of the transcript that proved that Matobato indeed mentioned it twice in his previous testimony.

Humility as a virtue

The word humility is defined in the Merriam Webster Dictionary as the quality or state of being humble. Humility, most often than not, is mistaken as a sign of weakness and submissiveness or even fear. But to me, real humility is a sign of strength and confidence and courage exhibited by a real man. It is also often said that humility is an act of selflessness. However, when it is done so grudgingly, it is considered an act of selfishness. So many preaches the importance of humility in one’s life, but only a few practice it. The ancient Greeks often wrote in their numerous poems and literature about the importance of humility. In almost all of their writings, the subject of discourse was the shameful often fatal effects of one’s hubris, excessive and arrogant pride. There are two men that I know of, based in history, that possessed extreme pride, arrogance and lofty ambitions that lead to their ultimate downfall – Napoleon Bonaparte and Adolf Hitler. During their reign, both men were despised even by their supporters because of their arrogance and overbearing pride. In the case of President Rodrigo Duterte, many were surprised that they found it hard to believe that the tough-talking former Davao city mayor known for openly advocating murder to bring peace and prosperity, will have the courage to humble himself in public for being wrong. Duterte did not only do it once, but twice. He publicly apologized to former Pangasinan Governor and now Congressman Amado Espino and two other local officials for linking them in the illegal drugs trade. He publicly admitted that he and his officials were wrong and negligent in counter checking on the possible involvement of Congressman Espino and his two local officials. To spare his officials and law enforcement officers from further embarrassment and ridicule, Duterte asserted himself as a true leader by assuming full responsibility in the Espino “brouhaha.” President Duterte made his second public apology when he made a personal appearance at a synagogue in Makati on the occasion of the Jewish New Year’s celebration. Duterte was given a standing ovation by his Jewish audience after expressing his sincere apology for his “Hitler remarks’” and his promise never again to make jokes about Jews. Duterte should be commended for what he did. I do not know of any other government official, in my more than 24 years as a newspaperman in the Philippines , who made an apology to anyone he had wronged or shamed publicly by mistake.

As what most people say, it takes a real man to practice humility or to admit publicly his mistake. Filipinos should be thankful that they now have a President that is not only honest and sincere but humble as well in of spite all the powers he has at his disposal. No wonder, President Duterte continues to get excellent public satisfaction ratings despite his alleged deadly crackdown on suspected drug lords and drug peddlers all over the country. • Senator Richard Gordon, chairman of the Senate committee on Justice, did the right thing in terminating the on-going hearing on the so-called extra judicial killings on suspect drug lords and addicts. The Senate inquiry, despite the grandstanding of Senators Leila Delima and Antonio Trillanes, failed to link President Duterte to the alleged killings in Davao city perpetrated reportedly by the Davao Death Squad (DDS). The Senate investigation instigated by De Lima did not prove anything, except to showcase the potential of De Lima of being a dramatic actress, except her looks and body shape. (LOL!) It was a total waste of time and waste of taxpayers’ money. Both De Lima and Trillanes should apologize to the public for their behavior and for bringing a bogus killer in the person of Edgar Matobato. Both De Lima and Trillanes walked out from the hearing after they were both accused by Gordon of withholding information that Matobato has a pending case of Kidnapping with ransom. It was reported that De Lima walked out from the hearing to avoid further embarrassment from the trashing she was getting from Gordon and Senator Panfilo Lacson. * * * If Justice Secretary Vitaliano Aguirre has all the necessary documents and information needed to indict De Lima, they should do it right away to avoid public perception that she is being persecuted by the administration for being a critic of Duterte. Aguirre should also look into the possibility that the five police generals implicated by Duterte as having been involved in the illegal drugs trade also had “business” dealings with De Lima during her stint as Justice Secretary in the Aquino administration. Ever since their names were mentioned by Duterte, no formal charges have been filed against them as far as I can remember. Most probably, the government is still investigating them and extracting information as to the identities of other government officials involved in the illegal drugs trade, as well as those who they dealt with and who gave them protection to carry out their nefarious activities without being arrested or prosecuted.

Pangilinan says Duterte failed in Davao, doubts war vs. drugs will succeed in 12 months MANILA, Oct 4 (Mabuhay) – Senator Francis “Kiko” Pangilinan on Tuesday expressed doubt that President Rodrigo Duterte will meet his deadline to solve the problem of illegal drugs in 12 months. In a post on his social media account, Pangilinan cited a local newspaper report in July, which said that over 4,000 drug addicts and pushers surrendered in Davao City as a result of the government’s anti-drug program dubbed Oplan Tokhang. “If the Davao City anti illegal drugs campaign did not succeed in stamping out and eliminating pushers and addicts in Davao City under President Duterte’s 24 year stint as Mayor, what makes us think that the nationwide campaign against illegal drugs will succeed in 6 months (extended to another 6

months)?” Pangilinan said. “If a mailed fist policy against illegal drugs did not succeed in eliminating the drug menace in a smaller area (one city) over a longer period of time (24 years), why will it succeed in a larger area (the entire country of over 100 cities and over 1000 municipalities) in a shorter period of time (3 to 6 to 12 months)?” the senator added. Last month, Duterte said he needs an extension of another six months on his self-imposed deadline of three to six months to solve the crime and drugs problem in the Philippines. Duterte, former mayor of Davao City, said he did not realize how severe the drug problem is in the country until he was elected President.

California loan limits might be going higher, which is a good thing In California, there are three tiers to determine what kind of interest rates you can get. Usually the best rates are for loan amount under $417,000.00 called conforming loan limit then the loan amount above $417,000 has a limit to go only up to 625,500.00, this is called conforming jumbo loan balance. Both tiers are usually loans bought and sold back to Fannie Mae and Freddie Mac. Regardless of which major banks or mortgage companies are funding these loans, usually the money to fund these loans are bought and borrowed from Fannie Mae and Freddie Mac. Credit Unions and insurance companies might small portfolios for these types of loan, regardless the guidelines for these loans are going to be very similar to Fannie and Freddie guidelines. The next tier up would be the loan amounts above 625,500.00 and these are usually investor loans or bank own portfolio loans, rates would vary depending on how your down payment, credit and income qualifies you. The loan limits also varies depending on which county you are buying or borrowing from. In the second quarter of 2016, the Federal Housing Finance Agency’s house price index was almost identical to the level of the index in the third quarter of 2007, according to the Mortgage Bankers Association. So why is this so important? Once the Housing Price Index reaches pre-crisis levels, Fannie Mae and Freddie Mac can raise the conforming loan limits — the maximum mortgage origination balance the GSEs are permitted to buy. Loans above the limit are known as jumbo loans. What or Who is GSE? Mortgage GSEs, or government-sponsored enterprises, are basically financial services corporations. All were created by Congress with the aim of im-

proving the flow of credit into certain housing markets while reducing the cost of that same credit. The two most widely known examples of mortgage GSEs are Fannie Mae and Freddie Mac. Besides Fannie and Freddie, another popular GSE is Ginnie Mae. A separate group of 12 federal home loan banks also works as a mortgage GSE. The national conforming loan limit for mortgages that finance single-family one-unit properties increased from $33,000 in the early 1970s to $417,000 for 2006 to 2008, with limits 50% higher for four statutorily-designated high cost areas: Alaska, Hawaii, Guam, and the U.S. Virgin Islands, according to the FHFA. The FHFA restricted the GSEs from raising the conforming loan limit until prices exceeded pre-crisis levels of one of the three HPIs, the expanded-data HPI. The FHFA defined pre-crisis levels as the level of the expanded-data HPI in the third quarter of 2007. The MBA’s chart shows three different HPIs produced by the FHFA: How can the increase in Loan Limit help? For me, it will help home borrowers in California get better prices for a higher loan limit, here is California our medium average home prices have gone up like LA county medium prices are in the $405,000440,000 range, Orange County are in the $660,000 and San Francisco county in the $896,000.00 range. So,

if you are buying any of these counties with minimal down payment most likely you will be looking at a higher loan limit ( conforming Jumbo ) which means your rate would be about .25-.375% higher. In Riverside and San Bernadino, the maximum loan amount for a conforming and FHA loan now is only at $417,000.00. New Homes in those areas are topping $500,000.00 and with this new loan limit hopefully buyers with lower down payment can finally get a good loan. Affordability is only projected to get worse, which is currently already California real estate agents’ No. 1 concern for the market. “Next year, California’s housing market will be driven by tight housing supplies and the lowest housing affordability in six years,” said CAR President Pat “Ziggy” Zicarelli. However, he added, “The market will experience regional differences, with more affordable areas, such as the Inland Empire and Central Valley, outperforming the urban coastal centers, where high home prices and a limited availability of homes on the market will hamper sales.” “As a result, the Southern California and Central Valley regions will see moderate sales increases, while the San Francisco Bay Area will experience a decline as homebuyers migrate to peripheral cities with more affordable options,” said Zicarelli. The CAR predicts existing home sales will modestly increase and rise 1.4% next year to reach 413,000 units, up slightly from the projected 2016 sales figure of 407,300 homes sold. Sales in 2016 also will be virtually flat at 407,300 existing, single-family home sales, compared with the 408,800 pace of homes sold in 2015.

20

(213) 249.9883 (888) 90.90.900

Interest rates aren’t estimated to change significantly, with the average 30-year, fixed mortgage interest rates to only rise to 4% in 2017, up from 3.6% in 2016. Meanwhile, California home prices are forecast to slow down in pace, with the median home price to increase 4.3% to $525,600 in 2017, following a projected 6.2% increase in 2016 to $503,900, representing the slowest rate of price appreciation in six years. The state’s overall U.S. Gross Domestic Product is projected to grow 2.2% in 2017, after a projected gain of 1.5% in 2016, while California’s nonfarm job growth will rise 1.6%, down from a projected 2.3% in 2016. “With the California economy continuing to outperform the nation, the demand for housing will remain robust even with supply and affordability constraints still very much in evidence. The net result will be California’s housing market posting a modest increase in 2017,” said CAR Vice President and Chief Economist Leslie Appleton-Young. “The underlying fundamentals continue to support overall home sales growth, but headwinds, such as global economic uncertainty and deteriorating housing affordability, will temper stronger sales activity,” Appleton-Young continued. Thanks for your very interesting inquiries. These numbers should inform sellers that if they are thinking of selling, this might be the right time to do so. For buyers, is there time to wait and see what happens next year? Maybe? Please call Ken Go of 1st Innovative finance Group for any Real Estate or Loan Mortgage questions, call Ken at 562-508-7048 or write to kennethgo@verizon.net BRE 01021223 NMLS 238636.

HEALTH & BEAUTY

District health centers urged to spearhead advocacy awareness on diabetes, hypertension ILOILO CITY, Oct. 4 (PNA) – District health centers in this city are encouraged to lead in the diabetes awareness campaign by encouraging patients with diabetes to join diabetes and hypertension health clubs. In a resolution, councilor Candice Magdalane Tupas said that a guideline has been outlined by the Department of Health (DOH) on the organization of patients with hypertension and diabetes in health facilities. “They can avail of free medicines, counseling and health services relating to hypertension and diabetes control, she said. A doctor by profession, Tupas said that 33 percent of the top four non-communicable killer diseases in the country are cardio-vascular diseases while six percent is diabetes.

She emphasized that healthy lifestyle and early detection and caring, and cost-effective and sustainable health care interventions are already integrated in primary health facilities such as the city’s health centers. However, there is a need for massive advocacy to detect the patients and urged them to join the hypertension and diabetes health club. “Eventually most of us will become members of this because of diet. It is really a lifestyle concern, “she said when she delivered her resolution during Tuesday’s regular session of the Sangguniang Panlungsod (SP). Iloilo City maintains nine health centers situated in its various districts.

TRECE MARTIRES CITY, Cavite, Oct. 4 (PNA) – The chief of the Provincial Health Office has moved to stop the further spread of Chikungunya virus in this province’s Indang town. Dr. George Repique, provincial health officer, told the Philippines News Agency in an interview Tuesday that he dispatched this morning Dr. Nelson Soriano to assess and monitor Agus-os and Malaki Villages - the most affected areas in the town - and also the Dengue Brigade to conduct fogging operation when there is no rain. Repique said the Provincial Government has donated 20 fogging machines to be used in the affected villages in Indang town. Likewise, the team was instructed to coordinate with the faculty of the Cavite State University and to distribute pamphlets to students on the prevention of Chikungunya fever. Repique said that the town of Indang has the most number of Chikungunya cases with 470 out of 474 reported cases in Cavite. There are two cases each in the nearby cities of Dasmariùas and General Trias. Repique disclosed that of the reported cases, the age ranges from eight months to 87 years and most of the victims are females. Last Friday, the Provincial Health Office declared a Chikungunya outbreak and on Monday a State of Calamity was declared in the town of Indang due to the increasing number of afflictions.

Consul General Adelio Angelito Cruz with the WW II Filipino American Veterans.

Congen meets with Fil-Am WW II veterans

The Migrant Heritage Commission Ensemble performed the Tinikling, a Filipino dance that imitates the movement of the tiklingbirds as they walk between grass stems, run over tree branches, or dodge bamboo traps set by rice farmers.

‘Evening at the Embassy’ showcases PHL culture WASHINGTON, D.C. – Around sixty (60) young professionals of Metro DC gathered at the Romulo Hall of the Philippine Embassy for a fun-filled “Evening at the Embassy of the Philippines”, that featured Filipino music, art, and cuisine on 29 September 2016. “Tonight’s special event is just one of the many ways by which we built on the common ground that exists between our cultures and heritage. Indeed, the relationship between the Philippines and the United States is comprehensive, dynamic, and forward-looking,” said the Philippine Embassy’s Chargé d’Affaires, Minister Patrick A. Chuasoto as he welcomed the guests to the Philippine Embassy. The Migrant Heritage Commission Ensemble led the cultural presentation, performing original Filipino folk dances such as Aray, Banga at Sarip, Sarimanok, Singkil, and Tinikling. Costumes of the Ati-Atihan festival, which is held annually in January in the province of Aklan to honor the Santo Niño (Infant Jesus), were also put on display. Several guests participated in a mini fashion show of the Ati-Atihan costumes and tried dancing the Tinikling, while enjoying traditional Filipino dinner of pancit,

bistek (Filipino version of beef steak), chicken adobo, and fresh fruits. “By hosting these cultural events with embassies, such as the magnificent Embassy of the Philippines, we hope that young professionals, who are at the start of their long and successful careers, can take away something positive from the evening. Unlike many other groups who attend embassy events, this is their opportunity to firsthand experience international culture and come face to face with diplomats and embassy staff from various countries and receive answers to questions they may not otherwise get on CNN, or at a travel agency. Through these interactive events, these young professionals take away their positive memories of the evening, and create a life long bond to these countries that will last them in their personal and professional lives,” said Mr. Greg Bland, CEO of Things to Do DC and Embassy Events for Young Professionals. “Evening at the Embassy of the Philippines” was organized by Things to Do DC, a premiere organization for DC young professionals that makes use of interactive social, educational and cultural events that enrich their social and cultural experiences.

Agri fellows briefed on PHL conditions WASHINGTON, D.C. – The 2016 batch of Cornell University’s LEADNY received a comprehensive briefing on the Philippines on 28 September 2016 at the Philippine Embassy. During the briefing, the twenty-two (22) LEADNY 2016 Fellows were apprised of current conditions and trends in Philippine agriculture, labor market, and trade and commerce. Snapshots of Philippine culture and politics were also presented to provide the group with a holistic picture of the country. “We thank LEADNY for choosing the Philippines as a focus of interest this year. This presents valuable partnership opportunities in the agriculture and agribusiness sectors, which have been designated as high priority areas by the Duterte Administration,” said Dr. Josyline Javelosa, Philippine Agriculture Attaché for the Americas. The 2016 Fellows will travel to the Philippines in February 2017 to learn more about the country’s food and agricultural sectors. The Embassy briefing was a joint presentation of Dr. Javelosa, Commercial Counselor Raymond Batac, Labor Attaché Saul De Vries, Political Officer Gunther Sales, and Public Diplomacy Officer Darell Artates. “Our economic diplomacy has always taken a long and integrated

view. Engaging future leaders and policymakers in strategic sectors is a necessary step to the creation of productive and enduring collaborative relationships,” stated Minister Jose Victor Chan-Gonzaga, the Embassy’s economic officer. LEADNY is a leadership development program for adult professionals in the food, agriculture and natural resource industries of the US Northeast. The program helps participants improve their leadership skills, level of self-awareness, issues analysis, critical thinking and civic engagement.

Los Angeles, 30 September 2016 – Consul General Adelio Angelito Cruz was welcomed by the Filipino-American World War II Veterans at the Bob Hope Patriotic Hall in downtown Los Angeles, 27 September 2016. The meeting was organized by Filipino Veterans Foundation Executive Director Dr. Jenny Batongmalaque. Special guests during the meeting were Department of Veteran Affairs District Manager Alberto Alpasan and Veterans Affairs Mental Health Center Doctor Carole Goguen. The Filipino Veterans Foundation (FVF) is a non-profit organization, founded under the auspices of the ERB Foundation, a registered 501©(3) non-profit organization in Los Angeles, California, USA. The mission of the Filipino Veterans Foundation is to improve the quality of life of the disadvantaged mature individual, promote health and

wellness in his community, and to honor and preserve his legacy and contributions. Since November 1, 2002, the Filipino Veterans Foundation began providing services at the Los Angeles County Bob Hope Patriotic Hall. In his remarks, Consul General Cruz assured the veterans of the Consulate’s continued support for Filipino-American WW II veterans. One of the first improvements implemented at the Consulate is having a dedicated window for WW II veterans, senior citizens and persons with disability availing consular services. The goal is to decrease their queuing and waiting time. Consul General Cruz also assured the veterans that their concerns about their loans and pensions will also be relayed to the appropriate government agencies in the Philippines for their response and attention.

Auto Gallery Mitsubishi Corona is Inland Empire’s best Mitsubishi dealership By Abner Galino THE AUTO Gallery Mitsubishi Corona has not ceased creating ripples, staying at the top of the sales chart for Mitsubishi vehicles in the Inland Empire for the umpteenth time. Filipino Americans comprise a large chunk of the dealership’s satisfied clientele. Colin Hemphill, sales manager, said service is the foremost reason that has been drawing customers to their car dealership. “As soon as they step inside our dealership, they are immediately made to feel at home. We want to earn their trust and confidence so we can briskly tackle any problem or apprehension that they have,” Hemphill added. The dealership has a huge inventory of brand new and used cars. But what was apparently drawing the Filipino American clients there is the large selection of brand new 2015 Lancer Evolution and the 2015 Lancer Evolution Final Edition.

Auto Gallery Mitsubishi Corona’s Sales Manager Colin Hemphill and Filipino Sales Consultant Robbie Osea always ready to help out on any problem that you might have with regards to getting a car, be it a brand new one or a used one.

“For some reasons, Filipinos very much are attracted to these cars. Maybe because it reminds them of the very successful “box-type” Lancer that became so popular in the Philippines many years ago,” said Robbie Osea, a Filipino sales consultant.

The “box-type” Lancer was not the only Mitsubishi vehicle model that became a hit in the Philippines. The SUV Mitsubishi “Pajero,”--- a model that became synonymous with celebrities and bigshots --- and the modest wagon-type Mitsubishi “Adventure” were also popular back home

up to this moment. The popularity of these Mitsubishi models provided the Filipino customers the chance to experience the comfort, durability and protection that come along with the use of Mitsubishi vehicles. “Mitsubishi vehicle designs are outstanding,” Osea stressed, “and you can see that in the way competitors try to create parallel designs to our vehicles.” Elated over the accomplishments of his staff, Hamid Ghadiri, president and owner of Auto Gallery Mitsubishi Corona, also expressed his gratitude for the continuing patronage of the Filipino American community. “Filipinos are welcome here. We will work with them and we will help them thresh out any problem that they have with regards to getting a car, be it a brand new one or a used one,” Ghadiri said. Auto Gallery Mitsubishi Corona is located at 2550 Wardlow Road, Corona, California 92882. They can be reached at 951-372-0008.
