Our office get many questions on the consequences of being in a Chapter 13 repayment plan. Here are a few more: Q: Can I sell a car which secures a debt being paid by my Chapter 13 plan? A: The short answer is â&#x20AC;&#x153;yesâ&#x20AC;?, but it may not be practical. If you do sell a vehicle which is being paid by the plan, the debt secured by the vehicle will no longer have to be paid in the plan. However, payments will still go to the secured creditor unless you modify the plan. You may ask that your plan be modified to remove the car payment, which may allow the plan to be reduce in length or the amount of payments. Even if you modify your plan, you will still be required to contribute your disposable income to the plan during the first 36 months. It has been our experience that it is usually not practical to sell a vehicle being paid for by the plan. It is rare that a vehicle is worth more than the balance owed on the loan. In order to sell the vehicle, the full balance owed to the creditor must be paidâ&#x20AC;&#x201D;not the reduced amount that must be paid to the creditor under the plan. The full balance is greater than a buyer would be willing to pay. If you decide that you no longer want the vehicle, it is generally possible to give it back to the creditor even if you cannot find a buyer. In that case the plan can usually be modified to remove payment of the vehicle from the plan and possibly reduce the length of the plan or the amount of the payments. Q: Can I pay off my Chapter 13 plan early? A: You can pay ahead a few months on your plan without any problems. Whether you can pay the entire balance of you plan off depends on how many months you are into your plan, and how much of the debt your plan actually pays: You can if your plan pays off 100% of all of your bills. If your plan pays all of the creditors 100% of the debt, you can pay off your plan at any time. Most Chapter 13 plans significantly reduce the amount of money you have to pay back to creditors in order to discharge all of your debts. You may not be able to if you have completed less than 36 months of your plan. If you have completed less than 36 months of your plan, the Chapter 13 trustees may object to an early payoff. This is because § 1325(b) of the code allows the Trustee and unsecured creditors to require that debtor pay all of their projected disposable income for three years into the plan. The trustees that object to early
payoff believe that they should be able to increase the amount paid into the plan if the debtorâ&#x20AC;&#x2122;s disposable income increases during this three year period, and if an early payoff is allowed they will not be able to do this. However, a number of cases supported the granting of a discharge where the plan has payments are made earlier than the 36th month: Matter of Casper, 154 B.R. 243 (N.D.Ill. 1993) [Debtors discharged their obligation under plan by paying to trustee sufficient funds to cover the 10% owed on unsecured creditorsâ&#x20AC;&#x2122; claims as provided by plan; trusteeâ&#x20AC;&#x2122;s subsequent motion to modify plan was denied.] In re Smith, 237 B.R. 621 (Bkrtcy.E.D.Tex. 1999) [Debtor was entitled a discharge once she used gift from her family to make lump sum payment of all monies due and owing and expected to be paid under her plan even if received several months before minimum 36-month term of plan.] In re Easley, 205 B.R. 334 (Bankr.M.D.Fla. 1996) [Debtor moved to accelerate plan payments, using money loaned by debtorâ&#x20AC;&#x2122;s parents and the Trustee objected. The court held that debtor was not required to increase plan payments with loaned funds.] Matter of Koerperich, 5 B.R. 752 (Bkrtcy.D.Neb. 1980) [Debtor who files a zero-payment plan has completed the â&#x20AC;&#x153;payments under the planâ&#x20AC;? and is eligible for a discharge.] Since the bankruptcy reform act of 2005, Courts have been willing to allow debtors to refinance their properties and use the funds to pay off chapter 13 plans early. However, there are many interpretations of the rules involved, and it also varies from Judge to Judge. Ask your attorney to be sure. If you are in the 36th or later month of your plan, the Chapter 13 trustees will usually accept payment of the balance of the plan payments at any time. Reward for Davao bombers’ arrest now P3 million

DAVAO CITY, Sept. 8 (PNA) – The reward for the identification and arrest of perpetrators of last week’s Roxas night market bombing that left 14 people dead and 70 others injured, is now raised to P3 million. Mayor Inday Sara Duterte said Thursday that a Davao-City businessman and a law firm donated P500,000 each, increasing the P2-million bounty initially offered by the City Government to P3 million. “A businessman in Davao CIty donated P500,000 for the additional reward money and a law firm through Finance Secretary Sonny Dominguez also gave another P500,000,“ Duterte
said. She said the reward for any information on the identity and whereabouts of the suspects remains to be at P1 million while P2 million will be given to those who can arrest and bring them alive to authorities. The Mayor added that Davao City residents can immediately call Central 911 for any information about the suspect(s) while, those living outside the city can contact 0917-DUTERTE or 0917-3883783. The Mayor earlier said she wants the arrested suspect(s) alive because she wants to talk to them and find out who their cohorts are, their group, their other terror plans and purpose.
Special task group finalizing report on Davao blast; initially finds two types of IEDs By Lilian C. Mellejor
DAVAO CITY, Sept. 7 (PNA) – The Philippine National Police (PNP) confirmed that two improvised explosive devices were used in last Friday’s explosion at the Roxas night market that left 14 dead and 70 wounded. Police Regional Office (PRO) XI Deputy Director for Operations, Sr. Supt. Valeriano de Leon, who also heads the Special Investigation Task Group (SITG) Night Market, revealed that based on the investigation findings, the IED were a 60mm and 81mm mortar put together. A cellular phone was used as triggering device. Valeriano said that in the course of the investigation, one of the parts – a ring of a 60mm mortar was found in the body of Dr. Usman Junaib, who was one of the survivors
in the incident. “There was no doubt the ring was of a 60mm,” De Leon said during the AFP-PNP press forum at the Royal Mandaya Hotel Wednesday. Some of the parts taken from the crime scene were put together and showed another ring with the size of 81mm mortar. Both the 60mm and 80mm mortar casing were concealed in a textile and placed inside a bag. “They were put together to come up with one device in two containers,” he said. In the reconstructed preblast condition of IED, a nine volts eveready battery was shown used as power source based on fragments recovered. The initiator was a non-electric blasting cap used as initiator, modified or improvised into electric blasting cap.

MANILA, Sept. 7 (PNA) – The Ninoy Aquino International Airport (NAIA) maintains its full alert status, Manila International Airport Authority (MIAA) General Manager Ed Monreal said on Wednesday. NAIA has been placed in full alert status since Sept. 3 due to bombing incident in Davao City a day before. Monreal earlier said the full alert status was MIAA’s proactive measure to ensure safety and security of the public and airport users. MIAA has full coordination with the PNP Aviation Security Group (AVSEGROUP). On Wednesday, MIAA’s SMS hotline (0917-TEXNAIA) got a text message stating, “ISIS next target
Manila”. Airport authorities said they were not taking this “text scare” lightly even if the agency’s hotline was a publicly listed number. MIAA sought the help of other government agencies and the AVSEGROUP to verify the text message and track the sender. Upon receiving the text message, police officers and K-9 units became more visible around the airport in the afternoon. Authorities assured the public that they remained vigilant and alert against any attempt to disrupt airport operations. Meanwhile, Monreal said he planned to strengthen the agency’s current capabilities.

Obama tells ASEAN So. China Sea ruling eases tension, builds stability VIENTIANE, Sept. 8 (PNA/Kyodo) – US President Barack Obama told his Southeast Asian counterparts on Thursday that last July’s arbitral ruling that invalidated China’s claims to most of the South China Sea has “helped ease tension” and “built stability” in the region. Obama spoke of the ruling, according to Thai government spokesman Werachon Sukhondhapatipak, at a summit with leaders from the 10-member Association of Southeast Asian Nations, at which he also said the maritime disputes should be resolved peacefully through diplomacy. In his opening remarks at the meeting, Obama said he looked forward to discussing with the ASEAN
leaders how they can “constructively move forward together to lower tensions and promote diplomacy and regional stability” following the ruling. According to a joint statement issued at the end of the 11-nation summit, ASEAN and the United States “underlined the importance of maintaining peace, stability, safety, security, freedom of navigation and over-flight above the South China Sea”. They also underscored “the importance of exercising self-restraint in the conduct of the activities, and for the states concerned to resolve disputes through peaceful means in accordance with international law, including the 1982 UN Convention on the Law of the Sea.”

For his people, he has earned a “rock star” status prompting flocks – if not, hordes – of people to gather and crowd his airspace. Filipinos consider him a folk hero, father, savior and much more. President Duterte may be the only Chief Executive who gets cheered and applauded for merely passing through a city street, a basketball arena, or a hotel lobby. For most people, the mere idea that they pass through the street where the President lives or has a meal already sends shivers up their spines. At the Association of Southeast Asian Nations (ASEAN) Summit in Vientiane, Lao PDR, Duterte’s rock star status has virtually rubbed off on our ASEAN neighbors. A few of the

You have a President of the Republic who can stand and deliver.”
Indonesia to adapt PHL-style drug crackdown MANILA, Sept. 8 (PNA) – The war against illegal drugs initiated by President Rodrigo R. Duterte is getting positive feedback from other Asian countries. Indonesia’s anti-narcotics chief Budi Waseso praised the move by the Philippine President and called for a similar crackdown to be implemented in his country. Waseso mentioned in a press conference that the drug problem in Indonesia is no different from the Philippines. “The life of a dealer is
meaningless because (he) carries out mass murder. How can we respect that?” he asked. Indonesia’s anti-narcotics agency BNN said it will upgrade its arsenal of weapons, training of officers, technology and equipment needed in the fight against the illegal drug trade. While President Duterte has earned both praise and criticism for his efforts, both the Philippines and Indonesia apparently share the same philosophy in the war against illegal drugs.

South Cotabato’s lakes Sebu, Holon shortlisted in global ecotourism search GENERAL SANTOS CITY, Sept. 8 (PNA) – South Cotabato province’s famed lakes Sebu and Holon have been shortlisted in the 2016 search for the global “Top 100 Sustainable Destinations.” Nelly Nita Dillera, Department of Tourism (DOT) Region 12 director, said Thursday they received a confirmation that the two lakes, which are currently among the top ecotourism destinations in the region, have been included as among the finalists in the search. Lake Sebu is located in Lake Sebu town while Lake Holon, which is a crater-lake nestled atop Mt. Melebingoy, is in T’boli town. She said the two destinations were earlier nominated to the search by
local tourism stakeholders. “The nominee-sites were judged based on authenticity, biodiversity, cultural values, local community involvement, local food and environment,” Dillera said. The search, which which promotes “responsible and green tourism,” is the follow-up to National Geographic Traveller’s destination stewardship surveys from 2004 to 2010, and the 2014 Sustainable Destinations Global Top 100. It is a joint initiative of the Netherlands-based Green Destinations, Sustainable Travel International, TravelMole, Destination Stewardship Center, Asian Ecotourism Network, and the Global Sustainable Tourism Council.

MANILA, Sept. 7 (PNA) – Agriculture Secretary Emmanuel “Manny” Pinol has approved the creation of the Ifugao Rice Terraces Development Council (IRTDC) and committed an initial funding of Php 1-million for its operations. The centuries-old Banaue Rice Terraces, acclaimed as one of the Seven Wonders of the World, is now the focus of a rehabilitation and development program of the government. Pinol said the organization of the council aims to repair damaged dikes, rehabilitate abandoned paddies, increase productivity of the heirloom rice and promote the organic Tinawon rice
(Heirloom Rice) worldwide. The IRTDMC will be spearheaded by the local government units (LGUs) and supported by the DA, the Departments of Tourism (DOT) and the Environment and Natural Resources (DENR). They will come up with a comprehensive program to develop the rice terraces. “By 2018, I hope to be able to include in the DA’s budget a huge amount to realize the dreams of the Cordillerans for the return of the iconic Rice Terraces to their old grandeur and improve the lives of the farmers who have kept the centuries-old tradition of planting organic rice varieties passed on for generations,” said Pinol in a statement.

The employee lawsuits typically allege that they work a lot of overtime, or areasked to work a lot of overtime, which they are not paid for. Since the employees live in the facility, its difficult to determine the actual hours worked, unless employer has a bulletproof work time record system. If you as an employer want to win this kind of lawsuits, you better make sure that your work time recording system is impeccable, 100% accurate and easily understood by the Court when these are presented in evi-
dence. Otherwise, it will be employee testimony, normally several employees who will testify to the same thing, that they practically work 24 hours a day and only got paid for 8 hours, that will do you in. The Department of Labor looks at employees as saints and victims of employers who are greedy demons. Unfortunately, thatâ&#x20AC;&#x2122;s the truth isnâ&#x20AC;&#x2122;t it? Just look at the name of the department. Itâ&#x20AC;&#x2122;s called Department of â&#x20AC;&#x153;Labor.â&#x20AC;? Itâ&#x20AC;&#x2122;s not called Department of â&#x20AC;&#x153;Employers.â&#x20AC;? That department protects the laborers, the employees, not the employers. Thereâ&#x20AC;&#x2122;s a red carpet that employees walk on to get to the complaint department. For employers, you get to walk on a pile of you know what. Employers will say that they practically treated caregiver as their own daughter. Employees will say that they were treated as modern day slaves. Some employers even end up in jail for being slave owners and for false imprisonment of employees. Therefore, just so you have documentary evidence on your side as an employer, you better make sure that your documentary work time record system is airtight and bulletproof. If your record keeping has been short of this standard, you always have the option of bankruptcy to get rid of these lawsuits, for a fresh start, although the type of bankruptcy you qualify for depends on your asset structure.
Client owns three facilities. All three are profitable. Client has gone through several layers of asset protection. The typical asset protection may use an LLC or a corporation to own the businesses while the ownership of the facility is separately held by a different LLC. There could be variations of how the real estate is held and how the shares of the business, that own the facilities are held, but ultimately the purpose is to protect the real estate, which is the facility, from lawsuits that are directed against the business. Although there is some measure of protection provided by asset protection steps, they do not provide absolute protection from lawsuits. The reason is that the LLCâ&#x20AC;&#x2122;s or corporations are all U.S. corporations even though they may be located in different states. Given the fact that U.S. Courts, particularly Federal Courts have nationwide jurisdiction, they have the power to penetrate or set aside the veils of corporate fiction if it is determined that the corporations were set up fraudulently to avoid judgment. A simple test is to find out when the asset protection corporations were set up. If they were set up after the claims, or knowledge of the claims arose, then this is a big red flag that favors setting aside the corporate veil. On the other hand, if the entities were established long before the claims arose (the longer the better), the stronger the protection they provide. Another point to consider is that if the assets being protected have no equity, whatâ&#x20AC;&#x2122;s the big deal anyway, thereâ&#x20AC;&#x2122;s nothing to protect. Client has been hit with a $3 million lawsuit from just several employees that you can count with your
right hand. They all claim the same thing. They worked a lot of overtime and never got paid for working overtime. With penalties and unpaid overtime because their employer was as evil as Donald Trump, they have a total claim of $3.0M against client employer. Even if Clientâ&#x20AC;&#x2122;s businesses are profitable, client does not make millions a year, far from it. Her profit is low six figures just enough to pay herself and her husband a reasonable salary every year. Well, of course, employees have also sued client and husband as individuals even though the businesses are owned by corporations and legally separate from the owners. The first thing that needs to be done is to extricate them from the lawsuit based on the ground that there was no intermingling of funds between them and the businesses. If they can have the Court dismiss them as defendants, then thatâ&#x20AC;&#x2122;s a big victory for them because they wonâ&#x20AC;&#x2122;t have to consider personal bankruptcy. But if they canâ&#x20AC;&#x2122;t, they could lose their residence once the $3.0 M judgment is entered. So, we will have to do this one step at a time. The companies can always do their own bankruptcies; either Chapter 11 of 7 will solve take care of the $3.0 M lawsuits. The next client is a senior who is 66. Her husband died two years ago. She has retirement income of $3K a month, which is good enough. Her adult children live out of state. Her daughter lives in Toronto and she has asked her to move to Toronto. Client doesnâ&#x20AC;&#x2122;t want to live there because itâ&#x20AC;&#x2122;s just too cold in winter. Those of you, like me, who have lived in the East Coast, know how See YANG, page 13

Four Asian countries make it to Top 50 Happiest in survey Happiness could be a relative term that describes range of positive emotions which includes joy, pride, contentment and gratitude. Itâ&#x20AC;&#x2122;s a term used interchangeably with â&#x20AC;&#x153;subjective well-beingâ&#x20AC;? and could be measured using a set of parameters. Every year since the First World Happiness Report was issued on April 2012, the World Happiness Index surveys people from various countries around the world in search of which country has the happiest population. This yearâ&#x20AC;&#x2122;s winners included five Asian countries in the top fifty happiest people in the world with the Philippines occupying just a few notches above at 82nd place of the 157 countries surveyed by the Gallup Poll. The Philippines occupied the 82nd place among the happiest, a few notches above the median. Indonesia topped the list followed by Switzerland, Iceland, Norway, Denmark to occupy the top five finishers. The US ranked 13th in the list. The Asian countries in the top 50 included Singapore (22nd), Thailand (33rd), Taiwan (35th) and Malaysia (47th)
The process of ranking the countries in the annual survey, according to the World Happiness Report Website, are based on answers to evaluation questions using the Cantril ladder where the best possible life for the respondents scored a 10, and the worst possible life, a 0. Respondents are asked to rate their own current lives on a scale of 0 to 10. The researchers asked people to rank their own happiness level. The latest poll involved a sample size of 2,000 to 3,000 according to a report which is â&#x20AC;&#x153;large enough to give a fairly good estimate at the national levelâ&#x20AC;?. These answers are then weighted based on six other factors the include levels of GDP, life expectancy, generosity, social support, freedom, and corruption. Does Consumer Financial Protection Bureau’s (CFPB) ‘BISG’ theory apply to Pinoys? Just recently, this author has learned of the existence of Consumer Financial Protection Bureau’s (CFPB) “Bayesian Improved Surname Geocoding” (BISG) theory “that utilizes data from the Census Bureau, apparently created by Rand statistician Marc Elliott, who devised an “algorithm” or formula which basically estimates the probability that someone is white, black, Asian or Hispanic, based only on their address and last name. In a recent Los Angeles Times article the story ran about the Feds using statistician Marc Elliott’s “algorithms” to spot discrimination in the financial world. The article entitled “Feds use Rand formula to spot discrimination,” written by James Rufus Koren was an eye opener, particularly for Pinoys like us who are currently in search of new automobiles or are considering buying their first home. In 2009, Rand Coporation statistician Mark Elliott’s “algorithm,” or formula described a system which targets someone’s race based on their address and last name. According to the article, “Marc Elliott didn’t know he’d become a player in the financial world until he received an unexpected email from a friend which read simply: ‘did you know you cost Ally Financial $80 million?’ Until that moment three years ago, the Rand Corp. statistician hadn’t known that an “algorithm” he’d devised years earlier for healthcare research had found its way from Rand headquarters in Santa Monica to the halls of a powerful financial regulator in Washington, D.C. Or, that the agency, Consumer Financial Protection Bureau (CFPB), had
used his breakthrough formula to underpin racial discrimination allegations against auto lending companies, starting with former General Motors lending arm, Ally Financial, which paid $80 million to settle in 2013.” Surely, most of us who have “credit cards, car loans or any kind of debt, other than mortgage, there’s a chance your name and address have been run through Elliott’s “algorithm,” a complex formula that crunches data from the Census Bureau.:” Further, the article explains that “Elliott’s algorithm is a tool that estimates the probability that someone is white,, black, Asian or Hispanic, based only on their address and last name. The CFPB has allegedly accused some of the industry’s largest auto lenders, including the financing arms of Toyota and Honda, of discrimination. Car dealerships often add an extra bit of interest, called a markup, on top of the rate charged by a lender, ostensibly to pay the dealership for its work in arranging the loan. The CFPB, using Elliott’s system, looks at tens of thousands of loans, has alleged that dealers charge larger markups to minority borrowers.” Two years ago, on September 7, 2014, the Consumer Financial Protection Bureau (CFPB) came out with a methodology and assessment
report on “using publicly available information to proxy for unidentified race and ethnicity.” The report explained how “using census geography and surname data to construct proxies for race and ethnicity” in various settings. A proxy for race and ethnicity maybe based on the distribution of race and ethnicity within a particular geographic area. Similarly, a proxy for race and ethnicity maybe based on the distribution of race and ethnicity across individuals who share the same last name. Constructing the BISG probability proxy for race and ethnicity for a given set of applicants requires: place of residence, address and name information for those applicants, the census surname list and the census geographic information by census block group, census tract, and 5-digit zip code. According to Melanie Brody, a Washington, D.C. lawyer, the CFPB methodology “assesses the probability that a consumer is of a particular race or ethnicity by analyzing the consumers geographic location and surname is the CFPB’s rationale for using the method. The CFPB’s rationale for using the BISG method, outlines how the CFPB tested the model for accuracy based on financial lending practices in approximating race and ethnicity in traditional models, except in probabilities for Asian Pacific Islanders and other minorities. Further, Ms. Brody explained “the CFPB emphasizes that the BISG methodology is not a requirement for lenders in analyzing their portfolios, but the methods set forth,

offers lenders the opportunity to mimic the CFPB’s methods to better understand the Bureau’s fair lending oversight strategy outside of the lending institution’s content. The CFPB currently, is open to continuing dialogue regarding this methodology, using different methods to proxy for race and ethnicity, to enable the Bureau to oversee nonbank auto finance companies, for example, in setting fair lending practices. Finally, as Pinoys here in the US, we hope that the Consumer Financial Protection Bureau (CFPB) continues to monitor these unfair lending practices of auto and mortgage finance companies to enable some of us to purchase the cars or homes we have all been searching for.

This is in response to several tabloid reports linking both Reid and Curtis to the use of illegal drugs such as methamphetamine (shabu) and THC (marijuana). According to the Viva Artists Agency (VAA), the reports are nothing but “unfounded rumors.” “These reports were broadcast on AM radio and published in several tabloids with only an unnamed ‘pusher’ as a source and with no further evidence to support the claim,” VAA said. “Ms. Curtis and Mr. Reid are aware of and give importance to the influence of artists in society as role models to the youth.” “Thus, VAA and its artists have taken the initiative to publicize the results to inform the public of the truth and to show support for the government’s campaign against illegal use of

According to Derek, there are still over five million families in the countries living in inadequate conditions. They hope to lessen this number in time. Derek cited how the Plus Can project could be a way for parents to teach their kids about the value of giving. “It is not just about saving for yourself, it’s saving for a good cause,” he pointed out. Getting around the six month residency requirement to file a divorce in California Generally, you must have resided in California for at least six months in order to file a divorce in this case. Under Family Code Section 2320, a judgment of marriage dissolution (divorce) may not be entered unless one of the spouses has been a “resident” of California for six months and of the county where the proceeding is filed for three months immediately preceding the filing of the petition. This poses a problem for divorcing couples that has not resided in California for at least 6 months. Couples that moved to California from other states or other countries are faced with this problem because they cannot get divorced until they satisfy the residency requirements. Even a bigger problem is when they need immediate temporary orders from the California Court regarding child custody, child support, management and control of community businesses and property. The solution for this type of problem is filing nullity or legal separation petition rather than a divorce and amending the petition later on to convert it to a divorce once the residency requirement has been met by one of the parties. Millar v. Millar. Unlike a divorce, there is no residency requirement to filing an Annulment or a legal separation. The advantage of this strategy is you would immediately have access to the courts and can ask the court for immediate temporary orders needed to maintain the status quo or preserve the marital assets. If domestic violence is involved in the case, the domestic violence issue can be heard in the same court room by the same judge that would be hearing the divorce case. In addition, service
on the legal separation petition (to be amended later to a divorce) will also start the clock on the six-month “waiting period” for finality of a judgment terminating marital status, optimizing the time-frame within which the parties will be legally restored to “single” status. As far as the county where to file the legal separation or nullity, venue is proper in the county where either party resided at the time the petition was filed pursuant to CCP 395(a). Once the parties have satisfied the residency requirements, the Petition may be amended from legal separation to Dissolution without permission from the Court as long as notice is provided the opposing party under Marriage of Dick. The Petitioner would also be in a safer position if the intent to amend from legal separation/nullity to a divorce is stated in the initial Petition. DOLE bans contractors and sub-contractors in job fairs By Leilani S. Junio
MANILA, Sept. 7 (PNA) – The Department of Labor and Employment (DOLE) said that labor contractors and subcontractors are now off-limits at DOLE-sponsored job fairs. DOLE Secretary Silvestre H. Bello IIII said that job fairs conducted by the Department will no longer be open to establishments which are practicing contracting and subcontracting employment. “This is part of our efforts to reduce the number of establishments practicing ‘endo’ and labor-only contracting by 2016 and abolishing it by 2017,” said Bello. He added that illegitimate contractualization and ‘endo’ are practices which constitute labor-only contracting or other similar arrangements where the duration of employment is fixed for a short period for purposes of circumventing workers’ rights to security of tenure, self-organization and collective bargaining, labor standards, and other basic workers’ rights. Labor-only contracting exists if the contractor or subcontractor does not have substantial capital or investment in the form of tools, equipment, machineries, work premises, among others, and the workers recruited are performing activities that are directly related to the principal business of the employer. “Labor-only contracting is prohibited. This means that labor-only contracting, or those arrangement where the contractor or subcontractor merely recruits, supplies or places workers
to perform a job, work or service for a principal, is illegal,” said Bello. The DOLE chief also announced there are 13 DOLE-sponsored job fairs which are scheduled for September. MANILA, Sept. 8 (PNA) – Senate President Pro-tempore Franklin Drilon on Thursday said that the plan of fellow Senator Richard “Dick” Gordon to propose a resolution allowing President Rodrigo Duterte to suspend the writ of habeas corpus to enhance the administration’s anti-drug campaign, has no basis. Drilon, like Senator Leila de Lima, told reporters in an interview that the suspension of the writ of Habeas Corpus was declared only in cases of rebellion and invasion. “I don’t think there is any basis for that. Under the Constitution, only in cases of rebellion or invasion and when public safety requires it can, the privilege of writ of habeas corpus, be suspended,” Drilon, Chair of the Senate Committee on Constitutional Amendments and Revision of Code said. “There is no ground to suspend the privilege of the writ habeas corpus. The grounds are very limited under the Constitution,” he further stressed. Echoing De Lima, Drilon said that Gordon’s plan was the same grounds that should be relied upon in case of declaration of Martial Law. “It’s the same. Martial Law or suspension of writ of habeas corpus must be anchored on the same grounds,” the senator said. Asked if Gordon’s resolution would be rejected, Drilon said that it would depend on the crafting of the resolution. Gordon, the same day, allayed fears that the suspension of the writ of habeas corpus was similar to Martial Law and assured that both the upper and lower house would put safeguards in place. He said that the suspension of the writ of habeas corpus would only be used to address illegal drug trade and terrorism.

MANILA, Sept. 7 (PNA) -- The PHP428.618 million proposed 2017 budget for the Office of the Vice President is 14.28 percent lower than its 2016 budget, Vice President Maria Leonor “Leni” Robredo said Wednesday. Robredo presented the 2017 budget proposal for her office to the Senate Committee on Finance, saying that she is confident that even with a lower budget, the office would still be able to carry out housing projects for informal settlers. During the hearing, Robredo told committee chairperson Senator Loren Legarda that her office has saved PHP200,000 monthly for opting to stay in a cheaper Reception House in Quezon City instead of the Coconut Palace in Pasay City. Robredo, who chairs the Housing Urban Development Coordinating Council (HUDCC), also said that she does not need a higher budget for travel since she usually travels with a lean staff and stays in the same accommodation with them. The Vice President however estimated that the National Housing Authority (NHA) has an estimated backlog of 5.6 million houses and stressed the need to “revolutionize” housing policies. According to Robredo, the current status quo is not working since the previous administration has failed to provide a complete inventory and more market-driven training programs for informal setters. She also noted that her predecessor, former vice president Jejomar Binay, has not released a comprehensive roadmap for the agency’s plans
aside from the roadmap made during the recent National Housing Summit. “We need two things: A list of government properties that are available for housing and an inventory of informal settler families, which is currently not available,” Robredo told reporters in an interview. The former Camarines Sur representative said that although data are available in other agencies and in local government units, there is a need to gather all of them so that the HUDCC could consolidate them. Robredo also said that the most recent data on the number of informal settlers she has acquired from the NHA is 1.4 million while the rest are “all estimates”. She also agreed with Senator Joseph Victor “JV” Ejercito’s recommendation on the creation of a housing department to “move forward” with housing projects. Although she acknowledged her office’s need for a high budget, she said that it is more important to “fix the system”. She explained that the Department of Budget and Management (DBM) has a so-called “absorptive capacity” that mandates an agency’s budget to be reduced if the previous budget has not been utilized. “While we need a high budget, I think at this time it is more important to fix the system because there are also other agencies that don’t maximize their budget,” Robredo said. She said that one of the reasons why the agency’s housing program does not work is an institutional problem, since the agency does not have enough mandate to streamline

DepEd renews call for intensified security in schools nationwide MANILA, Sept. 7 (PNA) – The Department of Education (DepEd) on Wednesday urged anew the police, school officials and the public to ensure increased security in and around schools nationwide following the September 2 deadly bomb incident in Davao City. This was disclosed by PNP Supervisory Office for Security and Investigation Agencies (SOSIA) acting chief, Sr. Supt. Mario Espino, during the SOSIA’s seminar for the private security industry in Camp Crame, Quezon City on Wednesday. Espino said that with bomb threats circulating left and right, whether true or not, security guards are naturally the first responders in these situations. Based on best practices, he said, deterrence is still the most effective way of countering any terrorist threat. Espino explained that terrorists could be discouraged from carrying out their plans if they see that security is too tight for them to risk trying. Duterte’s tirade led the White House to cancel the scheduled meet between the two heads of state. The Vice President noted that although it was saddening that the meeting between Duterte and President Barack Obama was cancelled, she was hopeful that the damage could be repaired. “Nakakahinayang yun pero yung sa atin naman mahahanapan naman yan ng paraan, not a meeting but to repair whatever damage there is. (It is regrettable that it (meeting) did not push through but I believe we can find a way to repair whatever damage there is),” Robredo told reporters in an ambush interview. De Lima may face expulsion if found guilty of grave misconduct, says Lacson By Azer N. Parrocha
MANILA, Sept. 7 (PNA) – If the Senate Committee on Ethics finds Senator Leila De Lima guilty of grave misconduct, she could face possible expulsion, Senator Panfilo “Ping” Lacson said Wednesday. “If it’s grave misconduct, (she might face) expulsion ranging from admonition, reprimand, suspension or dismissal,” Lacson told reporters in an interview. He was referring to the committee’s review on the complaint previously filed by lawyer Abelardo de Jesus against De Lima in relation to her culpability in the reported illegal drug operations inside the New Bilibid Prison. Lacson was sparing on details but said that the committee was set to meet on Sept. 13 to review the complaint against De Lima if it was sufficient in form and substance. “We’re proceeding not with the hearing, but we’re still deliberating if the complaint is sufficient in form and substance,” Lacson said. He said that if the complaint was not sufficient, however, the next move would be to return it to De Jesus and ask him to “cure” the said complaint. The senator also said that the committee would also be appointing a general counsel to complete the organization. The committee will vote on the decision with the legal advice of the general counsel. He pointed out that lawyer Karen Jimeno, spokesperson for the defense team during the impeachment trial of former Chief Justice Renato Corona, has accepted to be the committee’s general counsel.

Obama and Duterte were both attending the summit meeting of other world leaders belonging to the Association of Southeast Asian Nations (ASEAN ). Although there were still no reports about what the two presidents talked about, it’s safe to assume now that the strong diplomatic relations between the Philippines and United States will continue. This also means that the Philippines will continue to get military aid from the United States to combat terrorism as well as to end illegal drugs trafficking in the country. President Duterte came under fire from international press, including local newspapers for allegedly cussing Obama and slandering the American president’s mother. Known for his foul mouth and feisty manner of delivering his speeches, Duterte must have been quoted by the media out of context. I’m sure, the media twisted his statement in order for him to look bad in his first foreign trip as President of the Philippines. He is a lawyer and former government prosecutor. I’m sure he knows the repercussions of very word he will say to the media. I’m sure President Duterte only wants to implement his various programs, particularly his war against illegal drugs, without intervention from any foreign countries, like the United States. I hope our local media give Duterte a chance to do good things about the country for the betterment of every people, rich and poor alike. However, it is about time that President Duterte should tone down his language or make his statements less vivid for him to be taken more seriously by the media, particularly the foreign press. *** President Duterte and his law enforcement agencies appears to be winning in their fight against the proliferation of illegal drugs throughout the country. Duterte was quoted in the newspapers recently that it was former President Fidel Ramos who provided him the list of top politicians and
the country. And among the names of politicians included in the list was Senator Leila De Lima. If De Lima’s involvement in illegal drugs trafficking was well documented and known as a drug lord protector, how come she was never investigated by the police? Duterte should dig deeper to find out who was Sen. De Lima’s protector and should also seriously look into the bank accounts of the Senator to find out if she indeed made so much money from her involvement in the illegal drugs trade. I hope President Duterte will not be sidetracked by other events or controversies that will cause him to lose his concentration on his fight against all forms of criminality as well as his desire to stop corruption in the government to improve basic services to the people. And he needs Congress’s support if Duterte wishes to accomplish all the things that he needs to do in his six-year term. *** Compared to former President Benigno Aquino, Duterte has accomplished so much already in less than 90 days in office as far as peace and order in the country is concerned. But in fairness to former President Noynoy Aquino, he was able to send former Prersident Gloria Arroyo and Senators Johnny Enrile, Jinggoy Estrada and Bong Revilla to prison for allegations of corruption. Aquino was also responsible for the impeachment and ouster of former Chief Justice Renato Corona from the Supreme Court. Corona incurred the ire of Aquino after he and other Supreme Court justices ruled that the controversial Hacienda Luisita be awarded to the farmers who tilled the Aquino/Cojuangco farm for so many years. Corona’s impeachment of course was tainted by reports that senators were “influenced” by Malacañang, some even getting “financial rewards.” Arroyo, however was set free recently by the court due to insufficient evidence. Enrile, on the other hand, was allowed to post a bail for his temporary liberty due to humanitarian reasons. China Sea ruling VIENTIANE, Sept. 8 (PNA/Kyodo) – The United States and Japan urged China on Thursday to resolve disputes in the South China Sea with the Philippines and other smaller neighbors in line with an arbitration ruling in July that invalidated Beijing’s claims to almost the whole of the sea. During the East Asia Summit in Vientiane, US President Barack Obama and Japanese Prime Minister Shinzo Abe urged China to comply with the ruling, which they said is “binding” on Beijing and Manila, the latter of which brought the arbitration case to the Permanent Court of Arbitration in The Hague, according to diplomatic sources. Chinese Premier Li Keqiang, whose government has dismissed the July 12 ruling, also participated in the 18-nation meeting. In a separate meeting earlier Thursday with the leaders of the 10-member Association of Southeast Asian Nations, Obama said, “The landmark arbitration ruling in July, which is binding, helped clarify maritime rights in the region,” according to the White House. “I recognize this raises tensions,” Obama was quoted as saying. During the EAS, Obama and Abe coordinated with other leaders on efforts to advance a rules-based order in East Asia in the face of China’s construction and militarization of island outposts in the South China Sea.
Like the United States, Japan is not a claimant in the South China Sea. Still, it does not recognize China’s attempts to alter the status quo through unilateral actions, not least because the two countries are embroiled in a row over a group of Japanese-administered islets in the East China Sea. However, Li is believed to have repeated China’s position that maritime disputes in the South China Sea with other claimants, namely, Taiwan and four ASEAN members -- Brunei, Malaysia, the Philippines and Vietnam -- should be resolved bilaterally, not multilaterally, and without the interference of non-claimant countries such as the United States and Japan. Abe referred to Japan’s position of making and clarifying claims based on international law, not using force or coercion in trying to drive their claims, and seeking to settle disputes by peaceful means -- a set of three principles that Japan, the United States and five other major industrialized nations affirmed during a Group of Seven summit that Abe hosted in May. A draft of a chairman’s statement to be issued after the EAS does not contain any reference to the tribunal ruling, though it says the 18 leaders “stressed the importance for the parties concerned to resolve their disputes by peaceful means, in accordance with universally recognized principles of international law.”

Fil-Ams honor end of Buwan ng Wika, Magsaysay’s birthday By Abner Galino
At the Historic Filipinotown (HFT) in Los Angeles, this year’s Buwan ng Wika did not lapse so silently. Thanks to some kindred souls who, at the close of the month of August, managed to put up a modest presentation that highlighted the significance of the BuwanngWika even among expatriates. At the start of the program, Art Garcia, one of the organizers, notified the audience of another historic event worth celebrating on that day. Garcia said aside from the closing of the Buwan ng Wika, August 31 was also the birthday of President Ramon Magsaysay. Magsaysay is the seventh president of the Republic of the Philippines. He was well-lovedby Filipinos because of the pro-poor policies of his administration. He was the first Philippine president to wear a Barong Tagalog during inauguration. Unfortunately, eight months before the end of his term, Magsaysay died on March 16, 1957 when his plane crashed on Mt. Manunggal in Cebu while on his way to Manila. Going back to Buwan ng Wika celebration in HFT, the event was jointly put up by the Philippine Institute of Language, Arts and Culture (PILAC), the Knights of Rizal and the Filipino American Service Group Inc. (FASGI). It was held at the Silver Lake Medical Center Cafeteria at Temple St. PILAC has been organizing this event for the Filipino-American community for the past four years, holding the last three celebrations at the Los Angeles-Philippine Consulate General. However, due to a recent change of command at the consulate, the group was not able to hold the program there. Consul Rea Oreta and Cultural Officer Wilma Bautista represented the Philippine consulate office. Oreta commended PILAC for painstakingly promoting national language, culture and arts even if they were away from the homeland. She added that aside from the na-
tional language, Filipino-Americans should also continue to use and pass on the other Filipino dialects to the next generation. But perhaps the most meaningful talk was delivered by FASGI Executive Director Yey Coronel Alcid at the closing of the program. Coronel-Alcid pointed out first that the national language is called Filipino not Tagalog. Contrary to popular assumption, Tagalog is not the national language but only the base dialect on which Filipino was formed. But Coronel-Alcid’s more important message was: “Kung tinatangkilik po natin ang ating wika, tangkilikin din po natin ang ating kapwa Pilipino.” PILAC’s CEO Emily Roberts delivered the opening remarks. A traditional dance called “Tiklos” was performed byseniors of the Silver Lake CBAS. It was followedby a performance of the Bicol group led by Bernie and Rey Ganon through their rendition of the traditional Bicol dance “Pantomina.” Poet Tony Bernago of the Knights of Rizal (KOR) recited a poem while UCLA Prof. Tita Domingo sang a capella nationalistic songs. The celebrants share a modest dinner after the program. Before there was Buwan ng Wika, there was only Linggo ng Wika, which was originally celebrated during the months of March and April. In 1955, President Ramon Magsaysay signed Proclamation 186, which set Linggo ng Wika every August 13 up to August 19, which was the birth date of President Manuel Quezon (in 1878). He moved the dates because the original celebration dates did not fall within the school year and schools cannot participate in its celebration. Buwan ng Wikacame to bewhen President Fidel Ramos signed Proclamation 1041 in 1997. Quezon is known as the Amang Wika ng Pambansa, for decreeing the mandatory teaching of the national language in schools.

MANILA, Sept. 7 (PNA) – The United States government turned over Wednesday USD900,000 (PHP41.4 million) worth of modern anti-terrorism equipment to the Philippine National Police (PNP). The Diplomatic Security Service’s Office of Anti-Terrorism Assistance of the US Embassy in Manila turned over the equipment to the PNP. Chief Supt. Nestor Quinsay Jr., PNP acting director for intelligence, said the donation is a clear manifestation of the sincerity of the US government to help an ally such as the Philippines to strengthen law enforcement capability and counter-terrorism functions of the PNP. Healthcare providers urged to adopt new national TB screening SACRAMENTO â&#x20AC;&#x201C; California Department of Public Health (CDPH) Director and State Health Officer Dr. Karen Smith have urged health care providers to adopt new recommendations recently announced by the U.S. Preventive Services Task Force calling for adults 18 years of age or older who are at increased risk of tuberculosis (TB) to be screened for the disease. Those considered to be at increased risk of TB include individuals born in countries with elevated rates of the disease and individuals who live in settings with a large number of people, like group homes or homeless shelters. â&#x20AC;&#x153;I urge health care providers in the state to adopt these new screening recommendations as quickly as possible,â&#x20AC;? said Dr. Smith. â&#x20AC;&#x153;Local health departments should work with providers to ensure that todayâ&#x20AC;&#x2122;s new recommendations are implemented. Todayâ&#x20AC;&#x2122;s recommendations, if universally adopted, can help us eliminate TB in California in the next few decades.â&#x20AC;? Evidence shows that screening of individuals at increased risk for TB is an effective method for preventing the development of TB disease.
TB is a disease caused by bacteria called Mycobacterium tuberculosis. The bacteria usually attack the lungs but can also attack any part of the body such as the kidney, spine and brain. It can be spread through the air from one person to another by coughing, sneezing or speaking. When TB bacteria actively grow in people and cause symptoms, the condition is known as TB disease and can be deadly. People with TB disease can infect others. The bacteria can also be inactive, causing no symptoms and held in check by the immune system. This condition is known as latent TB. Elimination of TB in California is possible by detecting and treating latent TB infection before it progresses to infectious TB disease. In California, an estimated 2.4 million people have latent TB infection. In 2015, 2,137 people were diagnosed with TB disease in the state. Health care providers can consult with their local health departments to develop specific plans for screening their patient populations. The CDPH Tuberculosis Control Branch provides technical assistance to local health departments and health plans to implement tuberculosis prevention efforts.
West Nile Virus also very active in Southland LOS ANGELES, Sept. 6, 2016 â&#x20AC;&#x201C; This past week, the Greater Los Angeles County Vector Control District (GLACVCD) confirmed additional West Nile virus (WNV) positive activity within its jurisdiction. GLACVCD confirmed 24 mosquito samples and five dead birds that tested positive for WNV. As further indication the virus is active, GLACVCD confirmed virus activity in nine sentinel chickens. Vector control detected WNV activity for the first time this year in the following cities or communities: â&#x20AC;&#x201C; Harbor City â&#x20AC;&#x201C; Maywood â&#x20AC;&#x153;Mosquitoes are very active in our communities right now,â&#x20AC;? said Levy Sun, GLACVCDâ&#x20AC;&#x2122;s public information officer. â&#x20AC;&#x153;One way we can all protect ourselves is to take preventative measures against mosquitoes, and that starts in backyards and patios.â&#x20AC;? GLACVCD recommends that residents remove all standing water at least once a week from any container that can hold water. Also, residents should use insect repellent when they are outdoors, and, if possible, wear long sleeves and pants. Hontiveros calls for intensified drive vs Zika virus Akbayan Senator Risa Hontiveros today called for an intensified government prevention and detection drive against the Zika virus after a sixth case was confirmed by the Department of Health (DOH) yesterday. Hontiveros, Chair of the Senate Committee on Health and Demography, said the DOH should equip the barangay health centers, as they are the frontline service providers that can aid the government in the monitoring and providing of immediate care to those infected with Zika virus especially the pregnant women. â&#x20AC;&#x153;I support the on-going preparations and ground work of the Department of Health to strengthen its information, detection and monitoring drive to prevent the further spread of the disease, and to provide immediate care to those infected with the virus.Kailangan nating suportahan ang ginagawang hakbang ng ating DOH at mga lokal na pamahalaan upang mapanatiling ligtas ang ating pamayanan mula sa komplikasyon na dulot ng Zika virus,â&#x20AC;? Hontiveros said. â&#x20AC;&#x153;Anti-Zika Virus packetsâ&#x20AC;? Hontiveros urged the DOH to provide anti-Zika virus packets to barangay health units to protect their constituencies from the virus. She said the Zika virus is spread by mosquito bites during the day and night, and through unprotected sex
from a person who has Zika. 2017 budget The Senator said that she will also consult with the DOH to ensure that funding for these kind of health-related issues are included in the proposed 2017 health budget in order for the government to immediately and properly respond to the needs of the public,â&#x20AC;? she added. Meanwhile, Hontiveros lauded the DOH action in including Zika virus in its Philippine Integrated Disease Surveillance and Response System, which reports within 24 hours all suspected cases of Zika virus to the Epidemiology Bureau of the health department. Hontiveros also advised overseas Filipino workers (OFWs) to immediately contact the Philippine embassy or consulates once the epidemic of Zika spreads in their country of work of if they showed symptoms of the virus. She said that Filipinos should seek medical intervention once they experience fever equal to or higher than 38 degrees centigrade for more than two days, conjunctivitis, skin rash, headache, muscle pain, joint pain, body weakness and pain behind the eyes. The Senator said that per DOH advisory, patients who experienced those symptoms within two weeks after traveling from countries with confirmed reported cases of Zika virus and patients who have a history of Guillain-Barre syndrome should seek immediate medical intervention.

As fate would have it, destiny closed the door to sports artist Jun Aquino years back when he was being recognized as one of the most talented artists while working at the now defunct Free Press Magazine. The publication closed shop but it was not the end for the talented artist with new and better doors of opportunities opening up for him for his career to blossom anew and be propelled to a greater height. His being recognized as a sports artist has been due somewhat to his star being hitched to a great boxer and now Senator Manny Pacquiao who considers him as “his personal painter”. Aquino will be inducted in the West Coast Hall of Fame in the “Box-
ing Artist Category’” as a non-boxer on September 25 at Garland Event Center in Hollywood. He will join other inductees which include Bobby Chacon, Mike Weaver, Israel Vasquez, Tony “The Tiger” Lopez, Henry Armstrong, Armando Ramos, Jerry Quarry, Fidel LaBarba, Genero Hernandez, Jose Sulaiman and his son, Mauricio and William O’Neill. The West Coast Hall of Fame is dedicated “to upholding the integrity, accuracy and of the great fighters of the past”. Surprised by the forthcoming accolade, Aquino said, “Never in my wildest dream that one day I’ll be receiving an award for my boxing art and join the roster in the Hall of Fame of Boxing in America”. Who really is your home loan lender? Most home loans under $625,500 done today are being bought and sold by Fannie Mae and Freddie Mac. Your monthly payments are paid to servicing companies that collect a small fee for transferring the money to Fannie and Freddie. Even big name banks do the same servicing for Fannie and Freddie. So, who are Fannie Mae and Freddie Mac? For decades they played a significant role in the acquisition of mortgages for the average home buyer, few know exactly what they do. Don’t be fooled by the term “ Direct Lender” unless you are getting a “Portfolio Loan” which are typically higher amount loans that big banks write themselves for their bank customers. Fannie Mae also known as FNMA which stands for Federal National Mortgage Association. Freddie Mac is known as FHLMC which stands for Federal Home Loan Mortgage Corporation. Much of the attention and awareness that they have received by the general public was given to them as they were being taken over by the Federal Government in the wake of the mortgage meltdown of 2007-2008. In this article we will explore exactly what they do, and what role they play in the mortgage process today. What Do They Do? First, to understand what Fannie and Freddie do now, you need to understand the mortgage process, perhaps 50 years ago. At that time, banks lent money against the pool of money that they held in their deposit reserves. They took in deposits and paid interest against those deposits at one rate, then lent money out in the form of mortgages and other loans, at another higher rate. The difference between the two was known as arbitrage and represented their profit. Their capacity to lend money was limited by the amount of money they held on deposit at the bank. If they, using a very simple example had $1 million dollars to lend out as mortgage money, and houses cost $50,000, they could lend money to 20 people to buy houses. So far so good. When that $1 million dollars was lent out to qualified borrowers, they had to wait until they either got more deposits to lend against, or one or more of the mortgages was paid off, through either the sale of the property, or through a refinance. Either way the banks were limited in what they could lend. Loans in those days carried very high rates of interest and a 30 year fixed hadn’t even been invented yet. Most loans were only fixed for 10-15 years. Banks now wont profit with the low rates and longer terms, so mostly everyone borrows and sells the loans back to Fannie and Freddie.

Consider them like an intermediary between investors that want to buy mortgages and lenders that want to always have new money to lend to consumers to purchase and refinance homes. They take money from investors and give it to lenders. Lenders then lend it to you, the mortgage consumer. After lending money to you, the lenders then send the mortgages back to Fannie and Freddie. Fannie and Freddie then bundle them together into what are called mortgage backed securities, then send them to the investors, who reward them with more money to be sent back to the lenders. The actual security that backs your mortgage will be sold numerous times while the servicing entity you make payments to, will rarely change, these sales occur without your knowledge. While FNMA and FHLMC were not responsible for the most egregious lending practices that shattered the mortgage market, they did play their role by buying limited income verification loans. They never did fund true sub-prime mortgages with low credit scores and poor payment history. Lending Today In light of the events that happened to cause the mortgage meltdown, mortgage lending guidelines have been made significantly more conservative and many of the products that contributed to that event have either been eliminated, or modified so that worthy borrowers with a high likelihood of repayment will qualify and those who have historically shown to have poor payment histories are less likely to qualify. However, it is so important that you understand the facts surrounding the mortgage market: Shop for the best rates and minimal fees, don’t be fooled by phone solicitations promising the sky and moon, especially out of state lenders. Some states have different guidelines towards phone solicitations. Always ask for references and go with a seasoned lender, officer or broker that can assure you a smooth closing and save you money. In February of 2012, Manny Pacquiao gifted boxing great Muhammad Ali with Aquino’s water-color painting of the famed boxer at the “”Keep Memory Alive’s 16th Annual Power of Love Gala in honor of Ali’s 70th birthday which was also a fundraiser for the Cleveland Clinic Lou Ruvo Center for Brain Health and the Muhammad Ali Center. Aquino’s paintings was also part of the personal items Pacquiao auctioned off to raise more than $200,000 for Typhoon Yolanda victims in 2014.
President Barrack Obama was also a recipient of a painting done by Aquino which Manny and his wife Jinkee presented at the Annual National Prayer Breakfast in Washington D.C. in February last year. Meanwhile, on September 12, Aquino will auction his personal 4 by 6 feet portraits of celebrities personally signed by them for the Cris Angels Cancer Foundation of Magician Cris Angel whose son is battling cancer. The goal of the benefit show and auction under the auspices of Heal Every Life Possible (HELP) at the Luxor Resort Hotel in Las Vegas is to raise a million dollars to help fund research for cures for pediatric cancer.

Add 1/4 cup of Dole Mandarin Oranges and 1 teaspoon slivered almonds into each wrap. Serve lettuce wraps with light Asian salad dressing for dipping.
Total time: 10 minutes Servings: 1 1 jar (23.5 ounces) Dole Pineapple Chunks 2 tablespoons Greek yogurt 2 vanilla wafers, crushed Measure 1/2 cup drained fruit. Spoon pineapple chunks into dessert glass. Spoon yogurt over pineapple. Sprinkle crushed wafers on top.

In small bowl, combine raisins, rum and 1/4 cup reserved juice. Allow raisins to soak at least 20 minutes until plump. Drain off liquid. Combine fruit and rum raisins; spoon into serving bowls. Top each bowl with 1/2 cup scoop of ice cream and top each with 1 teaspoon toasted coconut. Tip: 1/2 teaspoon rum extract and 1/2 cup reserved juice may be used instead of rum.

LOS ANGELES – Several Filipino-American militant activists held a rally in front of the Philippine Consulate on Sept. 6 to protest the planned burial of former president Ferdinand Marcos at the Libingan ng mga Bayani (Heroes’ Cemetery). Speakers at the rally took turns disputing claims that Marcos was a hero and recounting the human rights abuses under his 21-year rule. Nicole Kubaba, one of the rally leaders, said 70,000 were imprisoned, 3,420 were killed and 34,000 were tortured under the Marcos regime. “Allowing for a hero’s burial does more than disrespect these thousands of victims,” said Joy Prim of the International Coalition for Human Rights in the Philippines. “It deletes their suffering and these injustices from history.” Rudy Liporada, who was arrested and tortured during the Marcos dictatorship, recalled his harrowing experience. “If not for a reporter who splashed my name in the mass media in the Philippines when I was captured, I might have also disappeared,” he said “My parents and my wife would not have known that I was captured.” Fr. Toting Tronco of the National Ecumenical Forum for Filipino Concerns said Church leaders and workers were not spared. “Our church house was burned down by the military…because of our stand for the rights of the poor, the rights of the farmers, the rights of the sugarcane workers,” he recalled. “One year later, a grenade was thrown into a temporary house where
