APM Terminals has completed the USD 1 billion acquisition of Spanish Grup Maritim TCBs port and rail interests. APM Terminals has yet to receive approval for three of eleven terminals under Grup Maritim TCB, but has decided to move ahead with the acquisition. The acquisition thus adds eight ports with a combined 2 million TEU equity-weighted volume to APM Terminals, expanding the network to 72 operating ports, across 69 countries. This complements APM Terminals current portfolio, adding 7% throughput in key locations including Spanish container terminal concessions in Barcelona, Valencia and Castellon, on the Mediterranean coast, along with the concessions in Gijon, on the Bay of Biscay. APM Terminals will invest an estimated USD 400 million over the next 5 years in upgrades and expansion to these operations.

Deutsche Bahn’s rail freight business has been renamed DB Cargo and will use the DB logo going forward. The name of the corresponding legal entity will change from DB Schenker Rail AG to DB Cargo AG. All the companies in Germany and abroad that currently have ‘DB Schenker Rail’ in their name will be integrated into the new naming structure by the end of 2016.

PD Portcentric Logistics Signs Deal at Felixstowe PD Portcentric Logistics, part of the PD Ports Group has signed a four year deal with Sifcon International plc (SIL), supplier of gifts and interior accessories, at Felixstowe.

The contract will see PD Portcentric Logistics manage all handling, storage and picking as well as distribution for SIL’s UK mainland supply chain. The operation will occupy 161,000 sqft of PD Portcentric Logistics’ warehousing facilities and will include a comprehensive pick and pack service to cater for bespoke orders prior to onward distribution to UK retailers.

UK Shipping Minister Robert Goodwill has welcomed the investment being made by Peel Ports during a visit to the company’s Liverpool2 container terminal. Once open later this year, Liverpool2 will be one of Europe’s most modern and advanced semi-automated terminals, able to accommodate virtually all of the world’s deep sea container vessels. The Liverpool2 development is part of a GBP 650 million investment by Peel Ports in the region and will add to a previous GBP 125 million investment in the National Import Centre at Port Salford, the UK’s first tri-modal inland port facility and national distribution park.

Fleet Undergoes Ecological Modernisation

A modern hopper barge 70.50m long, 10.50m wide, 2.90m draught and with an order volume of EUR 4.9 million, will join the fleet of Bremenports during the second half of the year. The new-build vessel, Greenports I, is presumably the first working vessel at a European seaport to be powered by eco-friendly liquefied natural gas (LNG). Both Bremen’s government and Bremenports are banking on sustainable port operations which pay due attention to environmental protection.

The gas-diesel-electric propulsion system still has to be tested by Sandfirden, the engine supplier, before it is installed, to ensure optimum interaction of the power generators (two gas engines, one diesel engine, one battery unit consisting of ten individual blocks), the drive system and on-board electronic equipment.

Dredge Pump for Hazardous Project Damen Dredging Equipment’s DOP submersible dredge pump, DOP350, was attached to one of Martens & Van Oord’s pontoon-based excavators for an interesting project in Cadzand, the Netherlands. Cadzand’s old marina entrance needed to be updated and the harbour was to be deepened. Not a simple job taking into account that conventional Second World War explosives were hidden in the seabed. The DOP pumped the bottom material – sand and occasionally UXOs – to a reinforced screening installation, where the dredge pump ensured a continuous process (in UXO-areas). From there, another Damen pump was used to bring the screened sand further to replenish the nearby shores.

Global Networking Platform The Hamburg Port Authority (HPA) has implemented numerous innovative pilot projects as part of the SmartPORT concept. Based on these experiences, the thought of the future-oriented, intelligent port is further developed and an international network between ports called ‘ChainPORT’ is initiated. The global platform shall connect important information of the respective partner ports on the one hand and create a basis that allows the joined development of new, futureoriented and innovative solutions on the other. In addition to the Port of Hamburg, the Ports of Busan, Singapore, Shenzhen, Los Angeles, Felixstowe and Antwerp are partners in the futureoriented network. With ChainPORT, the HPA wants to go beyond the traditional bilateral port partnerships.

news in brief Tugboat Petergof Redeployed to Port Bronka Tugboat Petergof was redeployed to its permanent location at Port Bronka, St. Petersburg. In view of growing number of calls to Port Bronka terminal, the management of Port Fleet CJSC has decided to redeploy its tugboat to the new terminal for continuous operation – the company’s tugboats have been assisting vessels to moor at Bronka from February 2016. “With the new tug service, shipping lines are able to make use of the favourable navigational location of Port Bronka,” said Alexey Shukletsov, Executive Director of Port Bronka.

Joint European Harbour Towage Operations Kotug International and Royal Boskalis Westminster have successfully formalised a joint venture for their European harbour towage operations. The joint operations are transferred to a 50/50 joint venture, combining the European harbour towage activities of Kotug and Boskalis’ subsidiary SMIT. In order to retain both strong brand names and to benefit from the already wellestablished brand recognition in Europe, the merged operations will operate under the entity Kotug Smit Towage. The operational integration started in April.

Port Authorities Against European Commission Decision The Port of Rotterdam Authority, the Amsterdam Port Authority, Groningen Seaports, the Moerdijk Port Authority, the Port of Den Helder and Zeeland Seaports are going to appeal against the decision of the European Commission which states that Dutch sea ports must pay corporation tax from 1 January 2017. Last year, the Dutch legislature had made an exception in the law for port authorities: they did not have to pay corporation tax because they were not competing with private parties, but with foreign ports and with each other. In January, the European Commission decided to overrule the special position of the sea ports in Dutch legislation. Paul Smits, Financial Director of the Port of Rotterdam Authority, “We are not against paying corporation tax, but then it should apply to all European sea ports.

This is a matter of principle for us. The foreign ports with which we have to compete do not pay corporation tax and, in addition, are even supported in various ways by their governments.”

hat makes the port of hamburg strong is its character as a universal port,” mr horch continued. “the port of hamburg is actually one of the largest and most varied industrial zones in germany. cargo handling, logistics and industry are closely interconnected and mutually crossfertilising. the port consists of the sum of these numerous and multi-facetted activities, something that cannot be described by throughput figures alone. i most urgently warn you against conjuring up crises. that harms our port and plays into the hands of our competitors. for us, economic fluctuations are nothing new they are part of our business. nobody disputes that we are confronted by great challenges. but, together, we shall master them!”

the port of hamburg reports around 30% local container cargo as well as growing seaport-hinterland container transport by rail, up by 2.8% from 2015, and by inland waterway vessels, up by 27.5%. as an industrial universal port, it performs an outstanding and indispensable function in supplying the local and regional economy, along with core markets inland. downturn in seaborne container throughput is primarily attributable to lower volumes handled with china, russia and poland. in 2015 something over 800,000 fewer containers were handled in the port of hamburg from these especially important trading partners.

”among the ports of northern europe, the port of hamburg has maintained its strong position on container traffic with the baltic region. compared to ports such as antwerp and rotterdam, hamburg reports about a 7 percentage point higher proportion of transhipment cargo,” explained axel mattern, member of the port of hamburg marketing executive board. “this is one of

the reasons that hamburg is more seriously effected than antwerp or rotterdam by weakness in china’s foreign trade and russia’s economic problems.” a large share of the cargo handled in hamburg for china and russia is transhipped via hamburg, and loaded from oceangoing containerships on to feeder ships. “container traffic with china is down by 14.4% and with russia by 34.4%.

this could not be offset in volume by growth in container traffic with other countries such as malaysia, india, the United arab emirates or mexico. since the statistics for worldwide transhipment traffic feature the waterside transfer from the large container ship to the feeder or vice versa each time this occurs, any transhipment downturn doubly effects port results,” explained mr mattern. the fall in seaborne container traffic with polish ports has also been caused by direct calls by liner container services calling on gdansk directly without transhipment at one of the north range ports.

Record Volumes

Jens meier, chairman of hpa’s executive board, emphasised the excellent progress of the port’s hinterland services in 2015. he said that it is particularly gratifying that landside services as a whole had generated growth, and that with volume up by 3.1% at 45.8 million tonnes, rail in particular had achieved its best-ever result. “good work pays off. with the optimisation of our processes we have succeeded in positioning rail as the most important mode of transport, ahead of trucking. that is an outstanding performance in the european

context. the figures show just how much potential resides in the intelligent expansion of infrastructure. we shall be further enhancing this potential,” stressed mr meier. “with a 45.3% share of the port of hamburg’s modal split, rail displaced trucking, the previous leader, which with 42.7 million tonnes captured a 42.4% share. that is unique in europe and shows that environmentally friendly rail plays a leading role in seaport traffic,” said ingo egloff, port of hamburg marketing executive board member. in 2015 container traffic by rail also set a new record, increasing by 2.8% to 2.3 million teU. more than 200 freight trains reach or leave the port of hamburg every day. with 1,100 container trains per week, hamburg leads ports such as rotterdam or antwerp by a wide margin. “hamburg is the european leader for containers transported by rail, and is the top rail port. among ports in northern europe, hamburg’s share of containers transported by rail is around 50%, while rotterdam’s is about 19% and antwerp’s roughly 8%,” explained mr egloff. he also highlighted the fact that initial transport data indicated that in 2015 inland waterway craft achieved a 27.5% advance,

FOCUS ON GERMAN PORTS transporting 130,000 teU. in total, in 2015 total cargo volume transported by inland water ships was 13.6% ahead at 12.4 million tonnes. “so hamburg has displaced cologne as germany’s second largest inland waterway port. on inbound and outbound transport of non-time-critical shipments, and of especially heavy and/or high-volume cargo, the inland waterway vessel occupies an extremely important position in the carrier mix of our universal port, even relieving other carriers, and this needs to be further boosted,” said mr egloff.

Continuing Growth

in mr egloff’s view, continued growth in the number of calls in hamburg by ultra-large containerships (Ulcs), which increased by 27.6% to 647, underlines the urgency of implementing the still awaited adjustment of the navigation channel of the lower and outer elbe. “we urgently require dredging of the channel so that ultra-large vessels in particular can be more flexibly handled, and transhipment cargo in the port of hamburg ensures employment at the terminals,” said mr egloff. the restrictions currently in force on the elbe limit use of transport capacities of large ships, and are hampering ships meeting and passing, and hence more flexible traffic flow on the elbe. “after dredging of the channel, an ultra-large containership could transport up to 1,800 additional loaded containers (teU). in 2015 there was a further increase in the number of extra-large containerships with slot capacity of between 14,000 and 19,000 teU, calls by these being up by 142% at 150. from the safety aspect too, dredging of the channel should produce advantages for traffic control on the elbe.” the port of hamburg employs more than 156,000 people from the hamburg metropolitan region. with gross value added of eUr 20.5 billion, it is also of immense importance for the entire german economy. to keep the universal port on its growth path, in the view of mr mattern and mr egloff, in addition to dredging of the channel on the lower and outer elbe, access and dispersal corridors for freight transport by rail, truck and inland waterway craft need to be adapted and expanded. given the difficulty of assessing the likely development of foreign trade in the port’s core markets, it is hard to make a forecast for 2016. the port of hamburg’s marketing organisation therefore regards total throughput at the 2015 level as realistic.

ince the summer of 2015, BTZ delivers specialised distribution and bulk cargo processing services from their terminal, where they also provide all room needed for storage, handling, processing and transhipment. AS THE NEW SAFETY OF LIFE AT SEA (SOLAS) CONTAINER-WEIGHING REGULATIONS DEBATE goes on, the weighing of containers before loading a ship will be legally binding worldwide by no later than 1 July 2016.

he International Maritime Organization (IMO) has amended the SOLAS to require, as a condition for loading a packed container onto a ship for export, that the container has a veriďŹ ed weight. The amendments provide that there are two methods shippers may use to determine the container weight once the container packing process has taken place.

Determining the Weight ConDuCTIx-WAMPfLeR HAS InTRoDuCeD A LASSTeC ConTAIneR-WeIgHIng SySTeM, WHICH IS InTegRATeD InTo SPReADeR TWISTLoCkS. THIS SySTeM not only reliably determines the weights of containers, it also provides additional information about the operational safety of the crane and provides an analysis of the service life of spreaders and crane components.

T

he container-weighing system makes it possible to track overloads and detect and remedy any defects at an early stage, improving safety in container handling.

Several ports around the world already use the technology, such as Guayaquil in Ecuador, Manila in the Philippines, the Port of Bronka, Russia, Tarragona in Spain, and in Rotterdam, Dubai and California.

New Business Model

Even though terminal operators are not responsible for the weighing of containers, the industry expects them to provide this service for their clients and introduce a new business model. This is because all containers converge on the port by road, rail and water before being loaded onto container ships. It is the most suitable point in the supply chain for weighing of containers due to the large throughput and frequent lifting of containers. Conventional weighbridges near port entrance gates are theoretically an option, but 20-foot containers that arrive by truck push this system to its limits, and there is absolutely no way of weighing containers that arrive at the port by rail. Although weighbridges give accurate measurements, they require at least one separate operation that is not usually catered for port logistics. Weighing with an STS crane is another option.

Although this would take advantage of the

heaviest throughput at the ship-loading crane, it is at too late a stage in port logistics, after which a loading plan can no longer be changed. The third option is in the stacking yard, because all containers pass through there regardless of the mode of transport by which they arrive. The planners can still adjust the stowage plan of the vessel and sort out incorrectly loaded containers at this stage. This is why stacking cranes are increasingly establishing themselves as suitable weighing devices.

Ideal Load-Sensing System

More and more stacking cranes are fitted with twin-lift spreaders. In order to be able to weigh with greater accuracy at a singleor twin-lift spreader, only the load-bearing points, the twistlocks, are worthy of consideration, either in the centre or around the twistlock. The Conductix-Wampfler Lasstec solution measures weight using a fibre-optic cable in the centre of the twistlock. In addition to its high measurement accuracy, the system is impressive for its ease of installation and flexibility, its great robustness to overload, and its high breaking load and complete temperature compensation. Lasstec requires no infrastructure measures in the terminal and can be incorporated during the production of the spreader. However, because the whole data transfer for this

chosen at will during the manufacture of the sensor and is done by high-energy UV irradiation of endowed fibre with an interference pattern.

1% Accuracy

The resolution of the measuring points in the fbg sensors corresponds to a resolution of 40 kg increments. Since the twistlocks are swing mounted in the spreader, it cannot always be assumed that the pulling force will be absolutely vertical, and this can easily distort the measured result. Thus the system is specified to have a measurement accuracy of ± 400 kg over a complete measurement range of 0-40 tonnes, corresponding to an accuracy of 1.0% of full scale. The system is also tared after each load change. everytime the twistlocks are locked, the zero point of the measurement is redefined. This eliminates the need to calibrate the system after a certain period of operation.

Data Evaluation

Wavelength Changes

The interrogator with connections for eight twistlocks acts as an evaluation device and sends laser signals directly to the twistlocks.

The linear extension of a twistlock can be determined using various techniques.

However, measurement using an optical fibre with a fiber bragg grating (fbg) has several advantages compared to conventional systems. In addition to high measurement accuracy, an fbg sensor can also provide ideal compensation for temperature variations. furthermore, the sensor is insensitive to shock loads and electromagnetic interference. Measurement is based on the evaluation of the wavelength variation of a reflected light pulse. The positions where strain-measuring points are introduced into the fibre can be

The evaluating unit, the so-called ‘interrogator’, sends out 50 laser signals per second to the four or eight sensors in each of the twistlocks and converts the signals returned into electrical signals. In retrofits, the interrogator is installed directly on the spreader and connected to the relevant signals of the spreader controller. for new installations, the evaluation electronics are generally installed directly in the spreader control cabinet. ST connectors link the individual sensors to the evaluation unit.

The twistlocks are fitted into the standard mountings as usual. The signals are converted to CAn-bus DS444 format in the evaluation unit and forwarded to the crane controller through three free conductors in the spreader cable. There, the information is displayed either on its own control panel with memory device or directly on the monitor of the crane PLC.

Weight Measurements

for each load change, three different types of weight information are determined, and these are all forwarded to the crane: – Continuous and instantaneous weight measurements, – Stabilised container weight (mean value), – Maximum load per twistlock.

The continuously measured weight is informative for the crane operator to be able to detect any problems during a lifting cycle.

Twistlocks can provide all key metrics. The optimum position for attaching the measuring sensor is located on the central axis.

The stabilised or effective container weight is the weight that is transmitted from the crane controller to the terminal operations system and used for the loading plan. The effective container weight can be determined only when there is no upward or downward acceleration. Any dynamic load changes due to movements of the trolley or crane can be neglected, however there is no need to interrupt the load change to determine the load.

Metrics Provide Information

The maximum loads per twistlock are measured, and these can be used to calculate service life and analyse the status of the twistlocks and the entire spreader. In practice, a few critical situations were detected and corrected at an early stage. In the case of one spreader, for example, it was noticed that a single twistlock was regularly being overloaded. Upon investigation, it was found that the spreader frame was broken and needed repairs.

Twistlocks are normally replaced after a certain number of locking cycles as a preventive measure but exact measurements make it possible to analyse the twistlocks and thus possibly improve the planning of their replacement.

The evaluation unit can also forward various safety signals to the crane controller to give notice of hazards such as: – One or more twistlocks are under no load when a container is being lifted. This can happen if a twistlock is not correctly locked to the container.

– A container is heavier than the maximum allowed.

– A container is loaded beyond the permissible eccentricity. This can happen as a result of the load shifting in transit.

– Snag loading. When lifting the container, there is a so-called ‘snag’ in a twistlock.

This kind of snag can happen if one corner of a container is still locked to the container beneath or if the container jams in the ship cell.

– Container dragging. This happens when a corner of the container gets caught after unlocking the twistlock and the crane drags the container with a twistlock. This can happen especially with automatic stocking yard cranes.

– One sensor is not sending a signal to the evaluation unit. This can occur if a sensor, the wiring or the twistlock itself is defective.

The evaluation unit also logs all load changes and overloads with a timestamp.

In addition to the weighing data, Lasstec makes it possible to assess the four twistlocks. In the measurement shown here, the following details are of note. First, empty containers are held by mostly two twistlocks (TL2 and TL4), and second, twistlock 3 (TL3) is particularly frequently overloaded. A closer examination of the spreader revealed that the frame was broken, so the weight was concentrated on one twistlock when heavily loaded.

here are two methods that may be used for determining container weights according to the new soLas regulations.

Method one means the full container is weighed after it has been packed. this has the disadvantage that weight becomes available at a (too) late stage. method two is where individual items are weighed earlier in the supply chain and weights are available to the complete chain for calculating container weights – the total weight of all pallets in the container added to the container’s tare weight, as indicated on the container’s doors, constitutes the gross container weight. dB schenker has opted for weighing the individual items, using iforks to weigh incoming shipments on their forklifts.

Weighing Individual Shipments

with iforks, every lifted pallet is weighed immediately, without taking the goods out of the process, for example when they are offloaded from inbound freight trucks.

weighing early provides many advantages: information becomes available faster, allowing senders that may have declared incorrect pallet weights to change freight documents without missing their ship. in the end, weighing individual shipments leads to more accurate container weights and therefore more safety at sea. the iforks weight indicator in the cabin shows the weight of the load on the forks and offers a complete range of weighing functions: gross/net weighing, total weight per shipment, code entry, date/time registration, and piece counting. the user can supervise the power management of the iforks, with the system’s auto-shut-off function, which automatically switches off the electronics after a prolonged period of non-use. Via a power management menu on the indicator the user can adjust the autoshut-off time according to the use and application of the truck.

T

he former PAT Krüger company can look back on 50 years of experience in the port sector, both as OEM and in the retrofit business. Additionally, the transfer of expertise from overload protection in conformity with EN 15011 to weighing freight containers is obvious.

According to Hirschmann, weighing systems at the port ensures competitiveness. In fact, the shippers are responsible for providing the certified weight VGM (verified gross mass). The recommended location for the implementation of the weighing process is any container handling location.

For that reason, some port operators have announced that they will offer weight verification as an additional service at the port.

Measuring Accuracy

for weighing containers on gantry cranes, Hirschmann MCS offers a complete system with TÜV-certified components. The centrepiece of the weighing application is a controller, used as a weighing device certified by OIML (International Organization for Legal Metrology). When integrating the weighing system, Hirschmann MCS pursues a modular approach because every crane type differs according to the year of construction, model and degree of automation.

For the integration of the sensors, they use of a wide range of the fSENS force sensors certified by TÜV. Measuring takes place at the headblock or spreader by means of different sensors, such as fSENS MA load pins, fSENS KMD load cells and fSENS RDKA compression load cells.

Depending on customer requirements, force measurement can be implemented at the guide pulley as connecting element between head block and spreader or at the twistlock. The measuring accuracy of fSENS force sensors is about +/-1%.

The software integration of the weighing system is also modularly expandable.

Cuxport reClaims terminal area

New Multipurpose Berth For years, the Cuxport terminal has been operating at CapaCity limit. Now, the sigNiNg of a coNcessioN coNtract has issued the goahead for the coNstructioN of the loNg-awaited berth 4 (lP4). after a construction period expected to last 21 months and with an investment sum of eur 36 million provided by the state of lower saxony, cuxport will gain a new area measuring 85,000m2 and a 240m long pier for ships of up to 14.50m draught.

iedersachsen Ports will reclaim the terminal area from the bank of the river elbe and create the needed infrastructure via lateral bank reinforcements and the quay wall. subsequently, the terminal operator cuxport will execute the paving of the area, drainage, lighting and also install the needed technical equipment, for which the company plans to invest around eur 10 million. currently, a tender by Niedersachsen Ports is still in progress to assign the construction contract. after the award of the respective contract, construction is scheduled to begin the end of april 2016.

cuxport, which already successfully operates a multifunctional transhipment terminal at berths 1-3, will use the added area to expand their business at the location. “with this urgently needed expansion, we enable further growth for our customers and thus strengthen cuxport’s position as an important hub for maritime supply chains and the offshore wind industry,” confirms hans-Peter Zint, managing director of cuxport gmbh.

Multi-purpose Strategy

“the successful development of cuxport relies on our multi-purpose strategy. with our versatile and qualified staff, we handle a wide variety of cargo including break bulk, new vehicles and other rolling cargo, containers, project cargo and components for wind farms. this principle of flexible usage will also be transferred to the new berth 4,” explains mr Zint. the service concession for berth 4 had already been tendered europe-wide back in may 2015. cuxport had won the tender with its convincing concept for the usage of the new berth. because the investment for the

construction of new berth was subsidised by the state, Niedersachsen notified this state subsidy at the European Commission according to European legal requirements.

The Commission’s decision regarding the successful notification of the measure was received by the state of Lower Saxony in February, which meant that the last hurdle for the signing of the respective contracts between Niedersachsen Ports and Cuxport had fallen.

Eurogate Gains Offshore Project Bremerhaven will also be the base port for the installation of wind turbines at the nordergrĹąnde offshore wind farm being developed by wpd ag. senvion is supplying eight type 6.2m126 offshore wind turbines that are to be installed close to the shore in the estuary of the river weser, east of the island of wangerooge. The turbines will be transported out to the north sea from Bremerhaven. from april 2016, senvion leases handling and quay areas at the southern tip of the Bremerhaven container terminal for offshore transhipment. The berth at cTi was upgraded by Bremenports for transhipment of heavy-duty components in 2011.

Logistic Solutions

Bremenports was commissioned with the planning and implementation of the new terminal by the senate department. “our aim was to have the new terminal operated by an experienced logistics company,” said robert howe, managing director of Bremenports. “as a long-serving player in the offshore wind energy and heavy lift logistics market, Blg undeniably has the necessary experience.” a europe-wide tender procedure was conducted to find an operator for the oTB. The contract signed with the federal land of Bremen and Blg will operate the oTB for 30 years at its own expense and risk. in return, the logistics company will pay a user fee to Bremen.

The planned operating concept for the terminal draws on Blg’s experience as a provider of logistics services for the offshore wind industry. since 2012, Blg has offered an interim solution for the storage and transhipment of wind turbines on a section

work on the oTB started at the end of 2015 with the installation of geotextile bags at the foot of the dyke. “work is proceeding according to schedule,” said mr howe. munitions detection and clearance were completed at the end of april. mr howe is convinced that “we shall be able to hand over the new wind energy terminal to Blg at the end of 2018/beginning of 2019.” with costs reaching a total of eur 180 million, the terminal is one of the largest infrastructure projects of the decade for the federal land of Bremen. once in operation, two to three jack-up vessels will be able to operate at the approx. 500m long quay.

The Theemsweg Route.

Port of Rotterdam MoRE ThAn 250 wEEkly InTERModAl RAIl CARgo SERvICES START And End AT ThE PoRT of RoTTERdAM. onE of ThE lInES foR RAIl CARgo TRAnSPoRT iS the Betuwe Route – the 160-km railway that connects the Maasvlakte and the port of Rotterdam directly to the german railway network. The Port of Rotterdam Authority is going to redirect approximately 4km of the port section of the Betuwe Route.

s a result, the railway line will no longer run over the Caland Bridge, so that shipping and rail traffic will cease to get in each other’s way from 2020 onwards. It will also bring an end to the noise nuisance caused by the rail track near the village of Rozenburg. Construction of the new route will cost around EUR 275 million. The Port Authority will construct the new route and then hand the railway line over to ProRail.

Splitting Traffic Flows

The Caland Bridge near Rozenburg is a steel vertical lift bridge that will reach the end of its technical lifespan in 2020. The bridge is an important traffic hub, used by rail and road traffic. By redirecting the railway line over the Rozenburgse Sluis and via Theemsweg, the increasing rail traffic to and from Europoort and the Maasvlakte will no longer be obstructed by shipping.

Theemsweg Route

Ronald Paul, COO of the Port of Rotterdam Authority, about the investment in the Theemsweg Route: “The connections to the hinterland are essential for the port’s competitive position. That’s why we want to see a solution to the capacity problem. But because the Government doesn’t have sufficient funds to do this in the coming years, we suggested to the Ministry of Infrastructure and the Environment that we, as Port Authority, would pay a large portion of the costs for the Theemsweg Route and execute the project ourselves. Upon completion, we will hand the new stretch of track over to ProRail. The ministry responded positively to our proposal. We will produce the final design for the railway line in collaboration with ProRail. The new route will be approximately 4km long and run over a raised railway viaduct. The track will have two arched bridges and link up again with the existing track where it meets the A15.”

No Equal Playing Field

It is very unusual in Europe for a port authority to invest as heavily in public infrastructure as is currently the case in Rotterdam. In Hamburg, Wilhelmshaven, Bremerhaven, Antwerp and Zeebrugge, the authorities not only pay for the public infrastructure such as railways, but also contribute towards investments in the development of ports, or the government settles the losses suffered by the port authorities. This was revealed by the study ‘Level playing field’ (2014), conducted by RHV-Erasmus University and Ecorys, by order of the Ministry of Infrastructure and the Environment. As a result, clients of these ports do not pay a realistic price, there is no equal playing field and the Dutch ports lose out on cargo, work and revenue.

The researchers calculated that Rotterdam lost out on about one million TEU containers a year, as just one example, due to this unfair competition. As the Port of Rotterdam Authority makes a substantial contribution to public infrastructure, the situation here is the precise opposite of that in many other European ports.

In addition, the regular Rotterdam – Dourges rail shuttle was recently inaugurated. The service operates five times a week and carries a very diverse mix of cargo: continental and, most definitely, maritime. The new shuttle service is a cooperative venture between the Rotterdam company, Shuttlewise, and the French company Novatrans. Through the connection to the terminals in the Port of Rotterdam, France will gain access to short sea and deep sea destinations.

Another new connection between the Netherlands and France is the inland shipping container connection between Rotterdam and Lille/Dourges, with several sailings per week.

CONNECTING THE BANkS

Port of Antwerp ANTWERP IS ONE OF THE BIGGEST EUROPEAN RAIL PORTS; OVER 24 MILLION TONNES OF CARGO ARE TRANSPORTED By RAIL EVERy yEAR. THE PORT OF ANTWERP AIMS TO FURTHER INCREASE THE SHARE OF FREIGHT TRANSPORT By rail. This is why different services and initiatives have been developed to guarantee customers are able to transport their goods efficiently and reliably. In April this year, intermodal rail operator IFB launched a new rail shuttle service linking the port areas on either side of the river Scheldt.

he new service is named LORO (the Dutch acronym for Left Bank/Right Bank) and operates every weekday, running between the IFB terminal on the Zomerweg road and quays 1700 and 1742 in the Deurganck dock twice per day via the Liefkenshoek rail tunnel underneath the river. From the Zomerweg terminal the service connects seamlessly with intermodal hinterland links.

Sustainable Rail Alternative

The anticipated concentration and growth in container volumes in the Deurganck dock area offers numerous opportunities for the port of Antwerp. If the port is to take maximum advantage of the unique benefits afforded by ‘a full Deurganck dock’ then it must offer the best possible access for all transport modes. The introduction of an intra-port rail shuttle is particularly important in this context, as it provides an efficient and sustainable way of carrying containers from one side of the port to the other.

The port of Antwerp also aims to play a further role as an efficient link in the future global supply chain. This means that hinterland transport flows have to be organised in a sustainable way. The new IFB service fits in perfectly with this concept, as it is designed to offer a full alternative to road transport: there is no longer any toll on the Liefkenshoek tunnel, and there are no ADR charges to be paid for dangerous goods. Furthermore higher tonnage can be carried within the port area, and only one

pin code is needed for checking in or picking up consignments. The Zomerweg terminal operates 24/7, and users can have their own dedicated lane.

“With the LORO service IFB offers the Antwerp port community a reliable rail alternative with high frequency for container transport between the port area on the Right bank and the Deurganck dock on the Left,” says Tom Paeshuys, General Manager for maritime freight at IFB. Zeeland Seaports RAIL TRANSPORT AT ZEELAND SEAPORTS’ COMBINED PORTS IS INCREASING WITH MORE THAN 2.2 MILLION TONNES OF CARGO TRAVELLING ANNUALLy FROM THE TWO ADjACENT PORTS OF VLISSINGEN AND TERNEUZEN AND TRAIN traffic of 3,500 to 1,600 individual trains respectively. Both the ports of Terneuzen and Vlissingen from Zeeland Seaports are linked to the European rail network, with a steady flow of rail freight to and from Belgium, France, Germany, Italy and Switzerland. Recently a new rail freight bundling network from Zeeland to Germany was established.

innish stainless steel company Outokumpu, located in the port of Terneuzen, is part of a cross-border rail cooperation for their transports to the Ruhr region in Germany. Twice a week, cargo from their terminal in Westdorpe is combined with wagons originating from the multimodal terminal of DFDS in the port of Ghent. The train then departs for the German Ruhr region. This service not only emphasises the synergy between the two ports but is also a clear response to customer demands of increased competiveness of cross-border rail transport.

Connecting Cargo

Carrier DB Cargo is responsible for connecting the cargo loads at both terminals situated on the eastern side of the Ghent-

Terneuzen Canal. Located only 20km apart, logistics bundling is an obvious and effective solution. However, at present railway infrastructure between the two terminals has limitations. Addressing this topic and the lack of a streamlined rail connection between the two port areas (GhentTerneuzen) will be an incentive for future rail cooperation and cargo bundling.

“More than one million tonnes of steel is processed and distributed through our Terneuzen location,” states Frank de Meijer, Vice President of Operations at Outokumpu.

“As a transport mode we rely 30% on rail which is the most efficient and environmentally friendly solution for us.”

Infrastructure Developments

In recent years there has been considerable investment in the infrastructure of Zeeland

including the Sluiskil tunnel and widening of the Sloeweg (N62). With a proactive approach to infrastructure developments, rail transport is high on the agenda. “There are still bottlenecks that need to be addressed,” confirms Mr De Meijer. “Not only for existing companies, but future businesses also need to see rail transport improvements realised.” Mr De Meijer adds, “Together with Zeeland Seaports and PORTIZ (Port & Industry Zeeland) we are lobbying in the Hague for investments in rail infrastructure in Zeeland.”

“We are extremely pleased to receive this decision, which will strengthen Gothenburg as the logistics capital of the Nordic region. the terminal is an important part of our future expansion and will present us with an opportunity to handle the increase in demand for sea transport via the Port of Gothenburg,” said Magnus Kårestedt, Port of Gothenburg Chief Executive.

Sustainable Thinking

EXPANSION INAUGURATION DATE

Panama Canal Update THE PANAMA CANAL AUTHORITY (ACP) ANNOUNCED THAT THE PANAMA CANAL EXPANSION WILL BE OFFICIALLY INAUGURATED ON 26 JUNE 2016. THE ANNOUNCEMENT WAS MADE DURING THE INAUGURATION ceremony of the Canal’s state-of-the-art Scale Model Manoeuvring Training Facility, which will provide additional hands-on experience to pilots and tugboat captains to operate in the Expanded Panama Canal.

The 35.3-acre training facility features two lakes connected by a channel modelled after the Canal’s Culebra Cut. The new facility features docking bays, replicas of the new and existing locks, gates, and chambers, all at a 1:25 scale.

Further on, the facility is equipped with a number of meticulously created scale model vessels: Panama Canal tugboats, as well as ships built in France at Port Revel, bulk carriers modelled after the Nord Delphinus, and a container ship modelled after the Maersk Edinburgh. In addition, a model of a liquid natural gas (LNG) ship will be delivered by September 2016. The facility features wave and wind generators to provide a realistic, hands-on training experience for canal pilots and tugboat captains to prepare them for the opening of the expanded waterway. It complements the training already provided at the Center of Simulation, Research and Maritime Development (SIDMAR)

Final testing of the Expansion Program will be conducted leading up to the official inauguration of the Expanded Canal.

The Panama Canal Expansion is the largest project at the Canal since its original construction. The project will create a new lane of traffic along the Canal through the construction of a new set of locks. The existing locks allow the passage of vessels that can carry up to 5,000 TEUs. After the expansion the Post-Panamax vessels will be able to transit through the Canal, with up to 13,000/14,000 TEUs capacity. Zeeland Seaports appointed Jan Lagasse as the new CEO effective from May 2016. He previously served as Interim Director since April 2014. The port authority recently drafted an ambitious new strategic master plan entitled ‘Winning Combinations’.

Collaboration is a key word within this plan, as it is through collaborative measures that the port will further strengthen its position and the economy in the region.

Danny Levenswaard is the new manager of the Breakbulk department of the Port of Rotterdam Authority. Mr Levenswaard has been employed by the Port Authority since 1992 and can draw on a great deal of relevant experience. He was Business Development Manager for both Shipping and Industry & Bulk and also held the position of Senior Business Manager Shipping (Bulk & Shipping).

Mikko Puolakka has been appointed as Cargotec’s Chief Financial Officer (CFO) effective 1 May 2016. He will be a member of the Executive Board and report to CEO Mika Vehviläinen. Mr Puolakka has previously held the positions of CFO at Outotec Oyj and CFO at Elcoteq SE, as well as several financial management positions in Elcoteq and in the Huhtamaki Group.

Mammoet used 5t capacity automatic hooks from Elebia to keep riggers at a safe distance and speed-up discharge of 1,000 industrial-sized ‘big bags’ from a Panamax ship at a port in Westdorpe, the Netherlands.

Dynamic Mooring System ShoreTension, the system for safer mooring, was successful in mooring the cargo ship Modern Express that came adrift in the Bay of Biscay. SMIT Salvage towed the vessel to the Spanish harbour of Bilbao, where it was heeling heavily – all mooring lines had to have the same, constant tension, to keep the vessel safely alongside the berth. In total, six ShoreTensions held the Modern eExpress in position, using the mooring lines made with Dyneema.

These mooring lines meet the demands given the properties of the fibre used.

The ShoreTensions unhindered the salvage activities and significantly reduced any risks during the operation. Mobile Harbour Crane with New Variant Terex Port Solutions (TPS) has a new variant of its successful dieselelectric Terex Gottwald Model 8 mobile harbour crane, to meet increasing demand from terminal operators for cargo-handling machines for loading and unloading vessels with a loading capacity of more than 8,800 standard containers. The new G HMK 8412 has a higher tower with a correspondingly higher boom pivot point and a tower cab featuring a crane operator eye level of 43m. The maximum outreach of the crane is 61m. The crane has a particularly powerful lifting capacity curve, offering terminal operators 24% greater outreach capacity, which means a lifting capacity of 50t even at maximum radius. The crane, with a lifting capacity of 41t under spreader, is also capable of serving three adjacent container bays without having to be travelled alongside the vessel. i. www.terex.com

New Transhipment Terminal APM Terminals has been named as the operator of a new container transhipment terminal at the Tangier Med 2 port complex. The new terminal will have annual capacity of five million TEUs. Total investment in the new terminal is expected to be EUR 758 million.

Maersk Line will be an important customer of the new terminal. MedPort Tangier will have up to 2,000m of quay length and will feature the technology pioneered at the APM Terminals Maasvlakte II Rotterdam terminal, which opened in 2015. The new terminal is scheduled to open in 2019, under the terms of a 30-year concession agreement with the Tangier Med Special Agency (TMSA), which has responsibility for the development and management of the Tangier Med port complex. New Fire-Extinguishing Pontoon The Port of Amsterdam and the AmsterdamAmstelland Fire Brigade took the new fireextinguishing pontoon ‘Cerberus’ into operation. The Harbour Master’s Division of the Port of Amsterdam can now deliver additional waterborne fire extinguishing capacity in the event of a long-lasting fire.
