Welcome The first half of 2023 defied expectations for major shipbuilders. New build orders for containerships and LNG carriers continued to stack up, with Q1 2023 recording the most contracts seen in the single quarter since Q2 2022. The outlook for the second half remained positive, with forecasts predicting significant volumes containerships in the order books (most of which were estimated to be dual fuel) and a rise in offshore vessels being ordered after a prolonged drought. Now, as we enter Q4 amid rising energy and procurement prices, European sanctions against Russia, project delays due to supply problems and a shortage of available labour, the conclusion is that investment in technological innovations and sustainable solutions has strengthened the sector and enabled it to cope with changing market conditions. And this is especially true for The Netherlands. The NMT’s report (page 12), which forms part of our Focus on The Netherlands, underlines plentiful opportunities for the Dutch maritime manufacturing industry to grow, both nationally and internationally. It’s a point that is epitomised on page 42 where we report on Holland Shipyards Group’s successful delivery of the H2 Barge 1 – the first hydrogen-powered inland vessel in the world – and on page 38, which shines a spotlight on Concordia Damen’s successful delivery of its unique Nigerian dredger conversion project, Sayonara. While on page 8, we highlight the impending Europort show in Rotterdam, the world’s largest maritime meeting which celebrates 80 years in 2023.

NEWS IN BRIEF Fincantieri delivers third Multipurpose Offshore Patrol ship Italian shipbuilder Fincantieri has successfully delivered Raimondo Montecuccoli to the Italian Navy, the third Multipurpose Offshore Patrol ship to come out of its shipyard in Muggiano. The 133m multipurpose offshore patrol vessel carries 171 crew. Equipped with a combined diesel, a gas turbine plant (CODAG) and an electric propulsion system, and with the capacity to supply drinking water to land it is a highly flexible ship that can serve multiple functions, ranging from patrol with sea rescues to Civil Protection operations and, in its most highly equipped version, first line fighting vessel. i. fincantieri.com
Value Maritime completes first Filtree System Installation in China for Ardmore Shipping Value Maritime has completed the first in a series of nine installations of its emissions reducing Filtree systems for leading product and chemical tanker company Ardmore Shipping Corporation. Taking place in China, it is the first time Value Maritime has installed its system outside of Europe. The Ardmore Seaventure is also the first Ardmore vessel now fully equipped with Value Maritime’s Filtree system. Dongara Marine has been awarded a multi-million dollar contract to build the Department of Primary Industries and Regional Development’s new Large Patrol Vessel. Award of the contract was officially announced by the Western Australian Minister for Fisheries, the Hon. Don Punch MLA, while visiting the Dongara Marine shipyard in Geraldton in September. “The award of this project is great recognition for the work our staff, subcontractors and suppliers have been doing building many different types of new vessels for government agencies, commercial operators and private buyers,” said Dongara Marine’s Managing Director, Rohan Warr. “We look forward to working with DPIRD to deliver a similarly successful shipbuilding project.” i. dongaramarine.com

Hydrex hits 40 years of underwater maintenance and repair operations in Singapore Hydrex, provider of worldwide underwater maintenance and repair services to the shipping and the offshore industry, has been successfully operating in Singapore for 40 years. Projects include the emergency operation on a 154m drilling vessel in 2010 that was experiencing problems with one of its three bow thrusters following drydock repairs, and a crack repair on a 360m bulker in June 2021 that saw a team of diver/welders mobilised to Singapore. As Singapore is the world’s second biggest port, both in size and total shipping tonnage, most ships passing between the Indian Ocean and the Pacific Ocean go through the Singapore Strait making it the ideal location to carry out underwater repair or maintenance work.

MerlinGroup retrofits dry cargo vessel Sayonara with Stage V engines In a bid to make its shipping fleet more environmentally friendly, Arkel-based inland shipping company MerlinGroup has commenced a conversion project for the Sayonara. The vessel, one of nine in its fleet, will be fitted with Stage V engines to make it future-ready and able to sail and transport anywhere with minimal emissions of harmful substances. “As far as I’m concerned, reducing emissions is simply part of your business model nowadays. WinGD wins first approval in principle for ammonia two-stroke engine Swiss marine power company WinGD has secured the first ever approval in principle (AiP) for twostroke engines fuelled with ammonia. Lloyd’s Register awarded the AiP to WinGD’s X-DF-A dualfuel range, giving shipowners the assurances they need to realise vessel designs using ammoniafuelled main engines for the first time. The first engine to be developed, the 52-bore X52DF-A, will be available for delivery from Q4 2024 and is applicable to a range of vessels including gas and bulk carriers.

Rising tides Dutch maritime manufacturing industry reports a robust global orders book.
T
he Netherlands Maritime Technology’s (NMT) annual report published in June this year highlighted an ebb and flow of sales in 2023, with various developments and challenges for shipyards, repair yards and suppliers on a European and global scale. But while some sectors, including inland shipping and fishing, have faced tough times, the order books for Dutch
superyacht builders maintain their top position in the global market. In 2022, 25 new orders were placed, bringing the total order book to 69 yachts with a total value of EUR 6.6 billion, fuelled by the craftsmanship, innovation and high product quality provided by shipyards in the Netherlands.

It hasn’t been quite as rosy for the marine newbuilding sector, which reported a lower value of completed ships. In 2022, order intake increased by almost 50%, yet only 31 ocean-going vessels were delivered (with a value of EUR 300 million), which is a significant drop on the previous year. Coastal shipping continues to perform well, building a case for the growing need for efficient and sustainable shortsea transport within Europe. And while inland shipping experienced a drop in deliveries (70 ships in 2021, compared to 40 in 2022), the order book for cargocarrying ships has increased from 70 in 2022 to 84 in 2023. Again, this points to a growing demand for sustainable transport and propulsion developments, such as hydrogen, methanol and electricity.

The fishing industry and commercial vessel sector (work boats, tugs and pushers, patrol boats and small dredging equipment) have felt the effect of high gas oil prices, offshore wind farms where sailing is no longer allowed and a drop in sales respectively.
Looking to the future The NMT’s report underlines plentiful opportunities for the Dutch maritime manufacturing industry to grow, both nationally and internationally, citing that The Netherlands has become increasingly dependent on China as a workshop and sales market. It also underlines opportunities for the sector in helping to solve societal challenges,
including sustainable transport, rising sea levels, tapping into clean energy sources, producing (vegetable) food from the sea and safety.

The focus on establishing strong safety cultures for maritime is needed to navigate the big transformations underway successfully and securely.

Safety requires good leadership

Setting safety goals that can act as precautionary barriers helps to balance out the commercial pressure employees often feel. “Safety only works if people are encouraged to be part of building the safety culture,” says Georg Giskegjerde, Senior Consultant in Human Factors at DNV Maritime. “Seafarers in the HOT approach will shift our industry from

The report calls for the inclusion of all stakeholders – from CEOs and boards to vessel masters and seafarers – in holistic initiatives focused on seafarer health in body, mind, nutrition and restfulness in a proactive attitude to safety culture. Good and effective leadership is committed in all eight dimensions of the safety culture framework, therefore improving the safety culture of an organisation or on a ship. “Effective leadership fosters a just culture rather than a blame culture and an environment where individuals do not fear making mistakes and do not conceal them,” Giskegjerde explains. “Instead, it promotes an atmosphere that embraces the opportunity to learn.” Safety experts have established a series of leadership principles that are designed to be dynamic and to evolve as safety expertise grows. They include good communication, leadership by example, reinforcing positive actions and making safety a corporate value.
“Leaders that want to drive safety need to ensure incidents are thoroughly reviewed and steps are taken to prevent avoidable recurrences. They need to create an environment that allows people to freely voice their concerns and ensure that employees at sea and onshore have a duty to care for each other,” Strømsnes emphasises. “This goes far beyond the minimum requirements of the International Safety Management Code.”
Achieving maritime safety competence Competence – the abilities, knowledge, qualities and skills allowing people to perform tasks successfully – is essential to safety culture. Organisations need to exhibit safety and risk competence – the proficiency to understand and assess risk and to manage that risk – at all levels. “Our report makes it plain that competence is about more than skills and abilities within the traditional maritime disciplines on board,” Strømsnes explains. “It should also encompass elements assessed in a safety-culture evaluation. These include the skills to manage safety risks in operations and to ensure employees are trained properly in proactive safety risk management. Humans, organisation and

technology are integrated and must be seen in a holistic perspective rather than part by part.” For a safety culture to be effective, it is also important to have clear incentive mechanisms in place to encourage positive behaviour while discouraging negative behaviour. The report serves as a reminder that a ship is only as strong as its weakest link. While design, construction, technical systems and manoeuvrability might be better than ever, it is a combination of crew and systems that must maintain safety. Among the big risks are reliance on procedures and forgetting to seek out deviations in repeated operations. The dimension of creative worry sharpens the eyes and keeps the mind alert to what might happen. “This way of thinking can be taught in simulators, training for different scenarios, adding deviations into the mix and instructing in ways to look for the unexpected,” Giskegjerde says.
Maritime safety gap analysis Understanding the gap between how crew manage vessel operations now and what will be required of them in the future will become critical to ensuring competence throughout the transformation to advanced technologies. The report identifies two important questions in this regard. First, is the right competence in place to identify the safety risks? Second, will recruitment, selection, training and education result in the right people being on board? “The Management of Change process will need to identify risks and safety issues, then specify safety measures, including competence and training needs, before technological implementation,” Strømsnes says. “This is why, for example, DNV Maritime’s digitalisation section includes safety considerations within the elements of the digital transformation roadmaps on which it is working with an increasing number of customers.” Resilience also plays a key role in these transformation processes, as it is the ability to handle a new situation and to return to normal as soon as possible. As

a higher degree of resilience creates a demand for increasing empowerment at all levels and flexibility, the master will need to be a far better people-manager than in the past. Digitalisation brings undoubted benefits. It provides insights and, by enabling automation, can drive operational efficiencies and support the switch to alternative fuels to reduce emissions to target levels. However, as the report makes plain, human judgement, expertise and decision-making will remain critical for effective but safe vessel operations.
Strong safety cultures “Our report’s findings and analysis leave no doubt that safety should be on a shipowner’s agenda right at the start when planning and designing technological innovations for decarbonising either newbuilds or, through retrofitting, existing vessels,” concludes Strømsnes. “At DNV, we have developed an approach that we can apply to assess all the dimensions of a safety culture of a company and access the level of maturity to help each business to improve and to focus on what matters most for them.”
DNV safety experts also assist in the implementation of a safety culture, from coaching managers to improving management systems and training. This is then reviewed to check the safety system and keep it dynamically updated to meet changing requirements. It is far better and more cost-effective to build in robust safety from the beginning rather than laying the industry open to potentially life- and environmentthreatening incidents in the decades ahead, when putting things right would be costlier, Strømsnes advises. She concludes: “To work proactively towards a mature safety culture within the drives towards digitalisation and decarbonisation is not an option but a prerequisite for success. utch family-owned company Royal Van Oord has more than 150 years’ experience in dredging, marine ingenuity and offshore energy. As of September, its 60-strong fleet of special-purpose vessels and auxiliary equipment is joined by two new vessels – a cable laying vessel named Calypso and a hopper dredger named the Vox Alexia. Both vessels were christened on the same day in Rotterdam in September during a festive ceremony.
Vox Alexia The Vox Alexia is a trailing suction hopper dredger designed to collect sand, clay, sludge and soil from sea or river beds. She is one of three liquefied natural gas (LNG) trailing suction hopper dredgers built at Keppel Offshore & Marine’s shipyard in Singapore. Vox Alexia was christened by Her Royal Highness Princess Alexia of the Netherlands in September at the Wilhelminakade quay in Rotterdam’s city centre, where the vessel docked for two days.

afe Lifting’s technical commercial officer, Giovani Vroegop, is delighted about the move that took place earlier this year. “At our old location on Schiedamsedijk, we were running out of space,” he says. “When it became clear that we could acquire 15,000m2 of terrain at the Edisonstraat, we immediately seized the opportunity.” Both Vroegop and his father knew that this was what the family business needed. Now, the colour green dominates one side of this long street: the colour of Safe Lifting. The large warehouses, the accompanying office building and the open terrain offer so much storage capacity that even renting to third parties is possible. But they can also make good use of the space themselves as Safe Lifting specialises in heavy lift. The materials required for this,
such as grommets, shackles, spreaders, winches, hydraulic equipment and hoists, etc., are large and take up a lot of space.

The larger storage space offers many advantages. “We can neatly store all materials and pick them up immediately when needed,” says Vroegop. “At the previous location, we had to first move other materials to get to them. As a result, we can work much faster now; our response time has become shorter, which is crucial for the offshore industry where time quickly translates to a lot of money. “In addition, our team enjoys their work much more,” he adds. “Our people no longer have to work outside in the weather like before.”

What hasn’t changed is the strategic location in the port of Rotterdam. Together with increased efficiency, it guarantees even faster delivery. The new location also means more office space in the office building that is currently being renovated. An extra-large mancave with all the bells and whistles is a particularly fancy new addition. Great for the team on Friday afternoon, it’s also enjoyed by loyal customers. And as if that’s not enough, there’s a gym on the premises for the employees. Stringent requirements In the offshore industry, he requirements are strict. All the materials must be certified and come with the corresponding documentation. “Inspection and testing, such as laser measurements, magnetic testing and load testing, precede this certification process, and we take care of that,” says Giovani Vroegop. This is also the reason why large companies choose Safe Lifting. ustralian Marine engineering company, Incat Crowther, is one of the industry’s leading digital shipbuilders. Specialising in crew boats, patrol boats, ferries and catamarans, it is at the forefront of digital shipbuilding techniques. In September, the builder confirmed that, together with Penguin Shipyard International, a wholly owned subsidiary of Singapore-based Penguin International Limited, the Abu Dhabi Ports Group has commissioned two new 56m Ro-Pax catamaran passenger and vehicle ferries. Currently under construction at Penguin International’s Batam shipyard in Indonesia, the new vessels will service

Delma Island, approximately 42km off the coast of Abu Dhabi, from Jebel Dhanna on the UAE mainland. Capable of transporting up to 194 passengers and 25 vehicles, they replace two older vessels in the Abu Dhabi Ports Group fleet, which operates across ten ports and terminals in UAE. “This exciting project will see Incat Crowther’s team of digital shipbuilders and naval architects working closely with Penguin Shipyard International and Abu Dhabi Ports Group to deliver two, state-of-the-art, tailored passenger vehicles ferries,” says Incat Crowther’s Managing Director, Europe, Ed Dudson.
Local delicacy Powered by four MTU Engines and Kamewa 71 S-4 waterjets, the two catamarans are designed specifically for local environmental conditions. Capable of travelling at a service speed of 35 knots, they are designed to deliver a seamless, safe and convenient customer experience. This includes an air-conditioned passenger deck with spacious seating on a single passenger deck, including space for eight wheelchair passengers, and two large viewing areas located at the bow and stern. A VIP room for eight passengers, two cafés, five bathrooms and a kids’ playroom are also located on the passenger deck.

Abu Dhabi Ports Group has commissioned two new 56m Ro-Pax catamaran passenger and vehicle ferries.
The two catamarans are designed specifically for local environmental conditions and are capable of travelling at a service speed of 35 knots.
The catamarans are capable of transporting up to 194 passengers and 25 vehicles.
Ample luggage and cargo spaces have been included throughout the passenger and vehicle decks, with the latter designed for efficiency to allow for quick roll-on and roll-off operations. They feature an elevated wheelhouse for clear lines of sight and crew mess and dayhead for each of the vessel’s ten crew on the bridge deck. “Incat Crowther’s experience in delivering tailored, efficient and customer-focused Ro-Pax ferries to operators around the world meant we have been well placed to deliver on Abu Dhabi Port Group’s brief to deliver two high quality, operationally efficient ferries,” says Dudson. “The two vessels

Buoyant deliveries Incat Crowther’s announcement came just one month after it confirmed the successful delivery of a new highperformance, state-of-the-art 20m patrol vessel, Customs Boat 523, to Thailand’s Customs Department. Unveiled at a launching ceremony attended by dignitaries and senior leaders from the Customs Department in April 2023, the monohull was delivered in partnership with Thai shipbuilder Seacrest Marine and can operate at speeds of up to 35kts with a cruising range of up to 300nm.
The same month, the digital builder announced the launch of NSW Al Yamama, the first of three new Incat Crowther 33 crew boats designed for Nakilat Svitzer Wijsmuller, in Singapore by shipbuilder Lita Ocean. NSW Al Yamama and her two sister vessels will serve as wellhead maintenance vessels for QatarEnergy in the Middle East. F
innish shipping company Finnlines, which operates in the Baltic Sea, the North Sea, and the Bay of Biscay, accounts for more than 170 weekly freight and 80 passenger departures all over Europe. Its route network already covers all major Finnish ports serviced by a fleet of 23 vessels, yet with the arrival of M/S Finnsirius – the first of its two new hybrid Superstar freight-passenger FinlandSweden route vessels – the Group’s operation just got a whole lot more efficient. Following a major financial investment, Finnlines announced in September that its current Ro-Pax vessels, Finnswan and Europalink, that operate daily services on Finland’s Kapellskär – Långnäs – Naantali route are being replaced with two brand new, newly-built ships. Finnsirius, the first vessel to be introduced, made her maiden call at Port of Kapellskär on 15 September and was welcomed with a celebratory water salute. The second vessel, M/S Finncanopus, is set to arrive in January 2024. “Our two new vessels are an investment in more sustainable shipping and increased volumes,” says Antonio Raimo, Line Manager at Finnlines. “Now with Finnsirius coming into operation on the Port of Kapellskär route we are able to offer new possibilities for our freight customers.”

Five days after making its maiden voyage, Finnsirius was awarded Ro-Pax of the Year 2023 by the Ferry Shipping Summit. “We extend a very warm welcome to Finnsirius,” says Nicklas Ebersson, Marketing Manager Cargo at Ports of Stockholm. “It is incredibly positive that our biggest RoRo customer is continuing to expand and develop at Port of Kapellskär. We have a long-standing, good collaboration with Finnlines, which means that we are developing side-byside.”
Environmental considerations Environmental and sustainability aspects have also been given high priority in the design of the new ships. Both vessels are equipped with a shore connection and can plug into the local power grid for

quiet and emission-free port stays. They are equipped with a hybrid solution that will reduce fuel consumption and allow zero emissions at berth, not to mention a reduction in noise during the stay in port. The size and type of main engines have also been carefully selected to achieve the lowest possible fuel oil consumption. Other key design elements aimed at increasing efficiency include an innovative air lubrication system to create bubble layers to reduce hull resistance, and lithium-ion battery banks to enable clean energy to be used onboard. Automooring at berth will ensure faster mooring and more efficient port operations, while optimised hull lines and the addition of a rudder bulb will keep the ships energy efficient.

A large collection of trusted suppliers were called upon for the unique conversion of the Inland Trailing Suction Hopper Dredger, including system integrator Werkina Werkendam. In addition, all the dredging equipment was supplied by Damen Dredging, using the same installations that are usually fitted in new builds. These include a 500mm trailing suction pipe, gantries, winches,

the dredge pump and valves. The refitted TSHD has a capacity of about 1,400m3. Hopes for hydrogen Holland Shipyards Group delivers first hydrogen-powered inland vessel in the world.

n May 2023, Holland Shipyards Group (HSG) successfully delivered the H2 Barge 1, the first hydrogen-powered inland vessel in the world, to Future Proof Shipping (FPS) after what has been described as a world first retrofit. The nine-month refit saw the conventional
vessel retrofitted to hydrogen in a bid to make inland shipping more sustainable. Following a festive celebration on the Maasboulevard in Rotterdam, the H2 Barge 1 will spend her emissions-free operational life between Rotterdam and Antwerp, chartered by logistical company, Nike.
Following the refit, the H2 Barge 1 is now equipped with an 800kW electric motor, powered by a 750VDC-bus. The DC-bus is fed by three fuel cells, each with a maximum power of 300kW and 1037kWh Lithium-Ion batteries. 900kg of sustainably generated hydrogen is
