Gives statement about zamazamas Alet van der Walt AFTER four years of phoning the police, laying charges, hiring security guards and losing millions of rands, Ron Mizen (57) was hospitalised with a gunshot wound. On Friday, 8 May, Mizen’s statement was taken by police in his hospital bed in the Mediclinic Welkom. He said his troubles all began about four years ago when illegal miners started to look for gold on the old mine property he had bought in 2007. Mizen bought the property, known as the FSG head office and golf course, from a mining company. He had to enlist the help of security guards to prevent illegal miners and scrap metal thieves from literally carrying away everything on the land between Welkom and Odendaalsrus. The zama-zamas are interested in the gold dust which can be found around the old railway line and the area where a gold plant used to be. The thieves stripped old buildings and stole the corrugated roof of an entire building in a single night.

Mizen knew he had to flee the scene. He managed to still walk a distance after phon ing for help. Mizen laid at least two charges per month at the local police station. However, none of the cases were ever solved. At times he had to chase 30 to 40 illegal miners off of his property. The illegal miners, who are Sesotho speaking, are washing gold dust on the small holding and to get water, they damaged the municipal water pipe which supplies water to the property. As a result of this, a water bill of R200 000 was added to Mizen’s woes. He said since December the illegal miners had become more aggressive and shots were even fired at the guards. His workers were also threatened. In April the invaders started to shoot at Mizen – he was fortunate

enough to escape death. He said he had tried to lay charges of attempted murder, but the police said since he had not been hit by a bullet, it was not attempted murder. On Wednesday, 6 May, none of the guards who worked the night shift reported for duty and Mizen decided to patrol the property himself. At 22:00 he was patrolling his land. He suddenly heard a noise in the area where the men usually washed the gold dust. He decided to investigate and walked right into the deadly ambush of the zama-zamas. Suddenly he could see people moving around in the bush and shots were fired at him. A bullet hit him just below his right knee. Mizen knew he had to flee the scene. He managed to still walk a distance after phoning for help. His security company rushed to the scene, while also calling an ambulance. A charge of attempted murder was laid, and the police are investigating the matter. Mizen was discharged from hospital on Tuesday (12/05).

CFO of Matjhabeng in court on fraud charges Marti Will THE chief financial officer (CFO) of the Matjhabeng Municipality was arrested by the South African Police Service’s (SAPS) Commercial Crimes Unit and appeared in court on charges of fraud recently. The charges levied against Thabiso Tsoaeli implicate him in tender rigging amounting to R6 million. This involved a company called Round Strategies from Randburg, and was committed over a period of five months. Tsoaeli was previously the chief financial officer (CFO) of the West Rand District Municipality.

He then worked in the Dihlabeng Municipality, before coming to Matjhabeng. Vista asked the Matjhabeng Municipality for an official comment on this matter. In the press enquiry Vista stated that although presumed innocent until proven guilty, the CFO is in a position of trust. Vista asked if he should not be removed from his position as CFO until the case had been finalised. Furthermore, Vista understands that the CFO is still staying in a guesthouse at about R20 000 per month. The municipality is paying for this.

The policy of council is that he can only stay in a guesthouse for three months after appointment. He has now been staying there for 12 months. Kgojane Matutle, official spokesperson for the municipality, says: “We can confirm that the chief financial officer, Thabiso Tsoaeli, notified the municipal manager, the executive mayor and the speaker prior to his court appearance. He wrote a letter to inform his principals following a call from the SAPS to appear in court. “He has since made a brief appearance in court and he is still awaiting charges.

“Tsoaeli is presumed innocent until proven guilty by a court of law. “We can also confirm that the CFO is paying for his accommodation and therefore the allegations thereof are untrue,” the municipality stated. ) Last week (07/05) Vista reported that the former mayor of Matjhabeng, Mathabo Leeto (who is now the MEC for Sport, Arts and Culture), and the former municipal manager of Matjhabeng, Dr Benny Molokoane (who is now the MEC for Health), again appeared in the Bloemfontein Supreme Court on charges of fraud and corruption involving R13 million.

There are 4 401 streets in the municipal area of Matjhabeng and, according to DA councillor Johan Fourie, only 2 254 have been named. In this light, the public outcry against the fruitless and wasteful expenditure over the renaming of existing and important streets in Matjhabeng continues. Irate citizens are complaining about real issues which include incessant water leaks, potholes causing serious damage to vehicles and sewage flooding their homes. Readers tell Vista that they phone the municipality daily to complain about the problems, but their voices fall on deaf ears. Readers of all backgrounds in Matjhabeng shout that this is an election ploy of the ANC. Adv. Mothusi Lepheana said in last week’s Vista (07/05): “I want to categorically state in clear terms that the current processes (renaming of the streets) as seen in various newspapers have got nothing to do with the Matjhabeng Local Municipality. The Department of Sport, Arts and Culture will incur all the costs and have committed a budget for this particular programme.” Yet a local newspaper on Sunday (10/05) published a full page advert about the proposed street name changes. Cllr. Bheke Stofile of Matjhabeng appeared at the top of the advert alongside Mathabo Leeto, MEC for Sport, Arts and Culture. Readers say the bottom line is that taxpayers will foot the bill, whether it comes out of provincial or local government. “The money will ultimately come out of our pockets. It is our money they are wasting.” There will also be a large personal cost implication for local businesses. Letterheads, websites, postal addresses, calling cards, stationery, business posters, sign posts and so on will have to be changed. This includes

Inwoners moet asseblief gaan kyk wat hul waardasie is en, indien hulle nie tevrede is nie, moet hulle daarteen beswaar maak.

First the proposed name changes are published in a newspaper few people know of and even fewer read. Then the time of the meeting in the Welkom Town Hall to discuss this is held at a time (16:00) on a Friday when most people who would like to attend the meeting is still at work.

Arrested SELLO LETHIBANE, a community member of Saaiplaas, on Sunday saw how a supermarket in Qolora Street was robbed. Lethibane chased the robbers who fled in a Toyota Tazz until the driver lost control and collided with a TLB machine. The five suspects fled from the car, but Lethi-bane chased them and ma-naged to arrest one of the men. He phoned the police and five other suspects were arrested during the investigation. The car was reported stolen a day earlier. The men were all charged with business robbery and vehicle theft. Here is Sgt. Ntaoleng Ramokopu with the car used in the robbery.

A RADIO is the voice of the people, and the birth of Gold FM, the rhythm of life of the Goldfields, will be the foundation for future generations. Gold FM, a radio station for this region, from this region and by this region, was born at the official Independent Communications Authority of South Africa (ICASA) launch last week. ICASA is the regulator for the South African communications, broadcasting and postal services sector in South Africa. Major role players in the community, as well as prominent captains of industry, attended the briefing held on Thursday (07/05) evening. Frank Jonker, Gold FM chairman, said that this radio station would be the beating heart within the community. Veteran broadcaster Brian

Emmenis, who was also the founder and driving force behind the then Radio Goldfields, told the audience that Radio Goldfields was in fact the guinea pig for the establishment of community radio in South Africa. Emmenis said it was from the humble Radio Goldfields that the essence of community radio stations in South Africa was developed. “I assure you Gold FM is going to be very important for our community. Among the board members, we collectively have almost 50 years of experience in radio.” The interim board members of Gold FM are: Frank Jonker (chairman), Brian Emmenis, Kevin Charlwood, Dean Ririe, Tilla Neethling, Raffaela Moretti, Sydney Wigget, Christo Zietsman, Lizanne Breedt and Ina Mfila. The interim board as it stands was compiled for the purposes of the ICASA licence application.

MATJHABENG

Each person was chosen based on his or her personal experiences and qualifications in the world of broadcasting. On Thursday evening, the official Gold FM Listeners Club was also established. This is in accordance with ICASA rules and regulations. Veronica Barnard from ICASA was present at the meeting, and told those present that ICASA was very excited to back Gold FM. Gold FM will broadcast to Welkom, Thabong, Bronville, Allanridge, Bothaville, Bultfontein, Odendaalsrus, Theunissen, Riebeeckstad, Virginia, Hennenman, Ventersburg, Winburg, Meloding, Kutlwanong and Kroonstad. The Gold FM programming format will comprise 65% music and 35% talk. The bulk of the language content will be Afrikaans. Gold FM is non-profit and is a registered NPO/NGO or Section 21 of the Companies Act.

Thabong continues to shine bright THE South African Police Services (SAPS) in Thabong just added another handful of trophies to its cupboard and it seems the station is now the Free State’s brightest star in the fight against crime. The non-profit organisation (NPO) Evolution Pot honoured the Thabong SAPS members, Thabong Cluster Office and Community Policing Forum (CPF) last week. Evolution Pot patron, Mathabo Leeto, MEC for Sport, Arts and Culture, awarded 110 certificates and 20 trophies to members of the Thabong SAPS. This was done in recognition and appreciation of members’ hard work in and dedication to the community. Just a day later the SAPS Free State Provincial Operation Service Performance Awards were held in Vrede. Again the Thabong SAPS scooped several awards. The criteria used to determine the winners of the Operational Service Perfor-mance Awards is the reduction of crime measured against the reported crime in the previous year. At this event, Thabong SAPS received the award in the category Customer Service Centre (CSC) and Complaints Efficiency for Brigadier Stations (first place). The Thabong SAPS outperformed all other brigadier stations in the province. Other accolades won by Thabong are first places in the following categories: Best Accounting Loss Management, Best Accounting SCM and overall winner Physical Resources, which were awarded by deputy provincial commissioner, Maj.Gen. Nomburuza Napo. “Teamwork brings together the efforts of individuals and the results are realised when we achieve the objectives, mission and vision of the SAPS. We have set a high standard for ourselves and we need to maintain it as all eyes, nationally and internationally, will be on us. Let us keep up the good work,” Brig. Cois Muller, station commander of the Thabong SAPS, said. The Thabong SAPS also won the national award for being the best police station in South Africa in 2014 and 2015 consecutively.

A total of 220 students in early childhood development and end-user computing received their qualifications. Past. Jeanette Ikaneng, who is also a station commander in Hoopstad, and Dr. N.S. Moopela, a medical doctor in forensic pathology and a lecturer at the University of the Free State (UFS), addressed the graduates. The principal, Demeshane Langeni, told students it was now time to go out there and apply the information, knowledge and skills they had learnt at Universal College Outcomes.

The Municipality which is owed R1.6 billion by residents, business, government departments, schools and farms began a cut off campaign last week to retrieve outstanding debts from consumers. “It is sad that we find ourselves cornered by Eskom and Sedibeng Water because of non-payment from consumers. Citizens complain about lack of service delivery and yet they don’t want to pay for those services”, said Municipal Manager Adv. Mothusi Lepheana adding that the same people even go protesting and burning tyres in the name of poor service delivery.

The Municipality is also investigating 1 940 indigents after discovering that the household incomes were not the true reflection of the applications submitted. Most indigents have misled the Municipality by producing false information in as far as their household income is concerned. “We are busy with investigations to unravel this systematic corruption by consumers who deliberately withhold payments for municipal services”, he said. Businesses owe the Municipality more than R202 million while Industrial R16 million National and Provincial Government departments have since settled their outstanding debt. Farms are also behind with an outstanding debt of R3.7 million. “We are leaving no stones unturned in getting every cent owed to the

Municipality. We have beefed up our security with SAPS to deal with a situation where our officials are denied entry into homes. We are also considering roping in SPCA to help us deal with dogs that are used in some households to scare off our officials”, said Adv. Lepheana. “The Municipality has submitted a payment plan to Eskom together with an agreement which has been signed by both institutions. I am satisfied with how our deliberations were conducted and I believe this should allay citizen’s fears following Eskom’s June cut off warning”, he said. Of 79 schools cut off water and electricity, 22 paid R1 million and have since been reconnected. Residents owe R90. 6 million and the following suburbs were cut off last week: Thabong (ward 26), 740 houses owed R16 million; Oppenheimer Park (ward 12): 1 640 houses

R25 million; Riebeeckstad 355 houses; Jim Fouche Park 160 houses; St Helena 97 houses; Doorn 177 houses; Dagbreek 389 houses; Bedelia 230 houses. The Operation Patala campaign continues to other units in Matjhabeng and residents are advised not to wait to be cut off but to pay their debts. Nonpayment of services has also affected other essential services rendered by the Municipality including refuse collection, patching of potholes, replacing of high mast lights globes, water and sewer pipes. Meanwhile, Adv. Lepheana is happy to announce that at top management, the Municipality has a full staff compliment following the appointment of Executive Director Infrastructure Ms Betty Hlekani Tlhabani. “I would like to congratulate Ms. Tlhabani about her appointment and I am already impressed with her zeal and commitment. She has started work on May 4 and has hit the ground running, meeting her directorate and driving around the Municipality to identify immediate challenges to attend to within 30 days. That’s really a good sign”, said Adv. Mothusi Lepheana.

Fees weer aangebied DIE Goudveld-Hoërskool se Taal- en Kunstefees vind weer van volgende week plaas. Die fees word van 18 tot 22 Mei gehou en word vanjaar die agtste keer aangebied. Skole van oor die Vrystaat heen kom na Welkom om aan die Taal- en Kunstefees deel te neem. Van die kategorieë waarin meegeding word, is instrumentaal, vokaal, dans, drama, letterkunde en taal, en kuns. Die fees gaan van krag tot krag en waar daar in die beginjare sowat 450 inskrywings ontvang is, ontvang die skool nou bykans 2 000 inskrywings. Goudveld-Hoërskool, die Noordwes-universiteit en die ATKV is vennote in die fees. Met die PUK en ATKV as vennote word

verseker dat bekwame beoordelaars deel is van die fees. ’n Musiekseminaar, wat op Donderdag 15 Mei in die NG kerk-Suid gehou word, open verrigtinge. Die seminaar is van 12:00 tot 13:00 en lig mense in oor werkgeleenthede vir musikante, asook die voordele van musiek vir leerlinge. ’n Demonstrasie oor blaasinstrumente word gegee en die seminaar sluit af met ’n uitvoering deur Danré Strydom en George Foster. Johan Bester, die vokale en instrumentale beoordelaar van die week, bied op Donderdag 21 Mei ’n werksessie aan. Die sessie duur van 14:00 tot 18:00 en kos R150 per persoon. Koorleiers is welkom om die werksessie te benut.

Help só ’n arm skoolkind DIE gemeenskapsprojek Nuwe Lewe vir Ou Klere in Bronville is nou net meer as ’n jaar en ’n half in dié woonbuurt bedrywig. Valerie Baadjies het in Augustus 2013 besluit om die projek te begin om arm kinders te help. “Ek samel alle ou skoolklere, skoene,

Fanie is ’n oud-Welkomiet wat met Onderwêreld die Sanlam-prys vir Jeuglektuur (silwer) losgeskryf het. Op die interaktiewe werksessie het hy die gr. 12’s onder meer vertel van die skryfproses en veral die navorsing wat hy gedoen het om die boek oor kuberkrakers en hul “onderwêreld” te skryf. Die interessante, en aan baie leerlings bekende, omgewing van Clarens en die Drakensberg dien as milieu waarin die verhaal afspeel. Die notas wat Viljoen gemaak het en die

onderhoude wat hy gevoer het, het vir die leerlinge die wêreld van skryf oopgemaak. Die leerlinge het hul vrae tydens die lees van die boek neergeskryf en kon eerstehandse inligting van Viljoen oor die skryfproses en redigering van die boek kry. Viljoen het die storielyn en veral die motiewe van die ego’s, gesag en mag en die verlies wat in die boek voorkom, aan die leerlinge verduidelik. MARI BENECKE and her husband, Bones. The couple loves to hunt and spend time in nature.

SHE is small, blond and dangerous and she is Welkom’s own super huntress. She was only six years old when she had to shoot little birds for the ageing family cat. Mari Benecke learnt to master a pellet gun and fell in love with hunting. Mari (31) is one of three South African women who are under the 20 semi-finalists in the American Extreme Huntress competition. Six finalists will be chosen from the 20 semi-finalists and these six women will be tested to the extreme. The participants must have the best possible hunting techniques and will compete at the 777 Ranch in Texas in America. The competition, which takes place in different stages over nine months, is broadcast on television across the world. In the end only one extreme huntress will be chosen. Initially female hunters must write a 500-word essay on why they are the best huntress. They have to moti-

vate why they love hunting and the panel of judges are more interested in why they hunt than in how many animals they have shot in the past. The 20 best motivations are chosen as semi-finalists to move to the next stage. Online voting will determine which six contestants will reach the next stage and the public has to vote for their favourite candidates. These six candidates will compete at the ranch in Texas where they will really have to show their mettle. Online votes will count 60% of the total points and the public must help Mari to represent Welkom and South Africa in Texas. Mari was 15 years old when she shot her first buck with a 270 calibre gun. She was also awarded the best shot prize twice at school. Nowadays her favourite weapon is the 7 mm Remington. Hunting is a passion for Mari and to just kill as many animals as possible does not interest her.

MARI BENECKE now needs the support of Goldfielders to reach the final stage of the Extreme Huntress competition. One has to respect nature, she says. She believes it is a privilege to be able to hunt. Mari is a member of the South African Hunter and Game Conservation Association (SAHGCA) and the South African Pistol Shooting Associ-
