Water alert Alet van der Walt HOURS after the water to the Mathjabeng municipal area was reduced to a mere trickle, the council continued to insist that the water crisis was due to large-scale maintenance being done. Yet Monday (24/08) at 12:00 Sedibeng Water had already confirmed to Vista that the water flow to the Goldfields was reduced due to non-payment by the city council. However, hours later the Mathjabeng Muncipality still told the Goldfields Chamber of Business that the council was doing maintenance work and there was no payment-related problem. Vista already received confidential information on a possible water cut last week, but couldn’t confirm it. Neither ANC, DA, Cope nor FF+ councillors were aware of the looming crisis and it seems even senior municipal employees were kept in the dark. Monday Sedibeng Water’s marketing manager, Alfred Theys, confirmed that the company had reduced the water flow to the Matjhabeng Municipality. He said it had been done as the company could no longer afford to supply “free

water” to the municipality. It follows after numerous unfulfilled promises were made, he said. He said the flow was restricted and not cut. He did admit, however, that this could result in certain areas and even towns not having any water at all. Monday afternoon people were queuing at water shops across the Goldfields with bottles and other empty containers to buy water for cooking. By late Monday night the water supply to most of the towns was restored and the municipality said the crisis was over. On Tuesday morning (25/08) it came to light that Sedibeng Water had still not received payment or even a payment agreement, and that the company said it would continue to reduce the water flow to only 20%. An urgent council meeting was convened on Tuesday and an assurance was given that Sedibeng Water would not cut or reduce the water flow again before next Monday. The DA in Matjhabeng will apply for an urgent court interdict on Thursday (27/08) to prevent Sedibeng Water from cutting the water.

THE Free State Goldfields (FGF) Chamber of Business has already taken steps to bring an end to the mismanagement and implosion of services which has become the fate of Goldfielders over the past two decades. During an executive council meeting of the FGF Chamber of Business, which was held on 20 August before the water cut, it was decided that municipal mismanagement had already reached levels where it could not be rehabilitated internally. ‘Cut-offs due to debt’

THE citizens of Matjhabeng have let the municipality down once again. So says the acting municipal manager of the Matjhabeng Local Municipality, Thabiso Tsoaeli. “The municipality is finding it difficult to keep up with Sedibeng Water’s account, following non-payment from consumers,” says Tsoaeli. The municipality says it owes Sedibeng Water close to R1 billion due to unpaid debt by consumers. Tsoaeli says Matjhabeng, the biggest local municipality in the province, has a contract with both Sedibeng Water and Eskom to receive and supply commodities on credit to consumers and subsequently repay the bill at an agreed date, once consumers have paid. “However, consumers are not paying, and as a result the debt keeps on accumulating to the highest proportions, leaving the municipality in the red. Consequently, the municipality has defaulted in paying Sedibeng Water. Sedibeng Water is now applying a 20% water reduction to Matjhabeng pending the payment of the current account.” Sebenzile Ngangelizwe, executive mayor, is currently in talks with David Dikoko, Sedibeng Water Board chairperson, not to go ahead with plans to cut off the water supply. Tsoaeli has also been involved in discussions with Tradewin Takalani, chief executive of Sedibeng Water, regarding the interruption of the water supply on Monday (24/08). “I need to inform the consumers that as a result of our financial situation, we are unable to meet some of our commitments. I need to explain this, because when Matjhabeng is taking steps to remedy the situation, there is a perception that we are being personal, vindictive or targeting certain individuals. This is not true. The reality is that we are trying to meet our obligations and to normalise the situation,” says Tsoaeli. He says the municipality is taking measures to ensure that it stays afloat and progresses to financial stability. “There’s a culture of non-payment in Matjhabeng that needs to be stopped, a culture of employees who help consumers to violate the laws and procedures of the municipality and there are people who are

able to meet their financial obligations to the municipality, but choose not to do so.” He says the municipality has no choice but to enforce Operation Patala to retrieve outstanding debts. Residents, businesses, government departments, schools and farms owe the municipality R1,6 million. Despite a reduction of the water supply, residents have not bothered to pay their debts. ) The interruption of the water supply by Sedibeng Water on Monday was illegal and unconstitutional, says an informed source who wishes to remain anonymous. According to documents in Vista’s possession, the municipal manager, Mothusi Lepheana, signed an acknowledgement of debt to Sedibeng Water on 26 May this year. This agreement however is not binding, as the Municipal Finance act clearly states that any payment agreement between a municipality and a creditor must first be approved by a full council. Public participation is also compulsory before such an agreement can be signed. The Matjhabeng Municipality unilaterally signed an acknowledgement of debt to Sedibeng for R1,2 billion without complying to the relevant municipal law. There is also no legal contract between Sedibeng Water and the Matjhabeng Municipality, as the previous contract lapsed in 2013. In the meantime, the Consumer Protection Act came into effect, but no new contract was drafted. According to the Consumer Protection Act and the Constitution, access to water is a basic human right. No water utility company is allowed to completely cut the water supply. The law states water flow may be reduced to 50 kiloliter per month per household, but any complete cut-off is illegal. A source in the municipality told Vista neither Sedibeng Water nor the municipality have installed reduction valves which can restrict water flow to bulk customers or households. Without these, it is basically impossible to reduce water flow legally. Sedibeng Water on Monday said it would reduce the water flow to 20%, but admitted certain areas would have no water supply.

Abandonment shocks Marti Will AN employee and a volunteer worker of the House of Hope Place of Abandonment in Welkom were shocked and dismayed when they found an 11-month-old baby boy abandoned on the pavement. According to the house mother and day worker, the mother of the baby and a friend came to the House of Hope on 12 August at 17:30 and wanted to know if the baby could be left at the home for a while. The mother said she had to find another place to stay as her friend’s grandmother was complaining about her living there. The staff at House of Hope told the young girl that she had to first go to the Department of Social Services before House of Hope could help her. The friend then confirmed the mother and child could stay with her for the night and that they would go to the department the following day. At 18:30, when the staff was leaving House of Hope, they saw that the baby had been abandoned at the gate of House of Hope. The bag with his clothing and a bucket with vitamin food for babies were found with him. The South African Police Service (SAPS) was informed and the case has been referred to the Child Protection Unit for investigation. The clinic card and discharge documents were handed over to the police. “The baby was physically not neglected

And this is not it. The SAPS drives past, no problem, business as usual, same with traffic officials. Makes me wonder, what will happen if I open up a carpentry business next to the panelbeaters?

ONCE again we suffer because of the maladministration of our municipality. We pay our municipal accounts on time and the money disappears into a bottomless pit instead of being used to pay suppliers. It is time that the municipal managers be charged in their personal capacities for their mismanagement. Matjhabeng owes R945 million to Sedibeng and the ANC has the gall to want to change our street and town names instead of covering their debt.

POLICE in Welkom are looking for two suspects who robbed a man at knife-point near the Liberty Centre in Welkom. According to the police, the two suspects called the man by his name as they approached him. When they reached him one of the suspects drew a knife and pointed it to his waist and demanded that he hand over his belongings. He was robbed of a laptop, a cellphone and an undisclosed amount of cash. No arrests have been made yet and the police are still looking for the suspects. Hawks arrested

THE Hawks arrested three of their own members in Thabong on Tuesday (25/08) after an investigation had brought to light that R250 000 had gone missing during a police investigation. It is alleged the three Hawks members X a 59-yearold captain and two constables aged 37 and 39, all stationed at the Thabong Directorate for Priority Crime Investigation X went back to a house after their colleagues had searched the premises and had found nothing incriminating. They demanded to search a vehicle on the premises without producing a search warrant. It is alleged that they

found money stashed in the door panel. The officers seized the money and wanted to leave without counting it, but the owner refused. They then agreed to count the money, after which they sealed it in a plastic exhibit bag and left the scene. Brig. Hangwani Mulaudzi said the owner of the money had then laid a complaint, after which it was discovered that no police station had any record of R250 000 being booked in by the officers. An investigation was launched and the three officers were arrested for theft and corruption. The three appeared in the Welkom Magistrate’s Court on Wednesday (26/08).

THE South African Social Security Agency (SASSA) card has not changed. Following numerous enquiries from social grant beneficiaries on “a new social grant payment card”, SASSA would like to make all social grant beneficiaries aware that SASSA has not issued a new payment card. “There is only one SASSA payment card that was issued to social grant beneficiaries,” says Sandy Godlwana, senior manager: Communication and Marketing. “Don’t be confused by people offering you a new card in the street because any replacement should be done at a legitimate SASSA office if necessary,” she says. Ek sien dubbeld en elke keer het iemand ’n ander storie,” sê Rampi Masoenyane. “Ek is van my tuinwerkies afhanklik. Dit sit kos op die tafel. As ek nie werk nie, ly ons honger.” Masoenyane (30) is in 2007 in Thabong aangeval en met ’n mes gesteek. Hy is onder meer reg onder sy oog en in sy rug en skouer gesteek. “Daar was baie bloed.” ’n Ambulans is ontbied en hy is na Bongani gebring waar sy wonde geheg is. Hy sê ’n oogspesialis wat by Bongani gewerk het, het sy ooglid geheg. “Toe ek later weer na dié spesialis is, het hy gesê ’n operasie sal my R8 000 kos. Ek het nie sulke geld nie en dit was mos nie my skuld nie.” In 2014 het die spesialis gesê Bongani moet vir die fout pa staan. Hy sê Bongani sê die oogoperasie is gevaarlik en die probleem moet met dokters in Bloemfontein bespreek word. Niks gebeur egter nie. Rampi het een kind, Dineo (6), vir wie hy onderhoud moet betaal. ) Vista het verskeie kere probeer om die woordvoerder van die departement van gesondheid in Bloemfontein in die hande te kry, maar niemand het die foon beantwoord nie. ’n Skriftelike navraag is ook gestuur.

Warm patients THE Cansa Welkom Care Centre recently visited the weekly oncology clinics at the Bongani Hospital, St Helena Private Hospital and the Mediclinic Welkom to hand out bedsocks, beanies, scarves and knee blankets to patients receiving their weekly cancer treatments. Much to the delight of the patients, delicious cupcakes X baked by local Cansa volunteers X were also handed out. The knitwear was donated by Free State Core in Action (FSCA) knitting club in Wesselsbron. They receive wool donations from within their community and the FSCA also subsidises the financing of this project. This year they donated a total of 321 items to Cansa Welkom. The Dutch Reformed church Welkom North also donated a large number of blankets towards this day to help Cansa warm the hearts of cancer patients.

Giving back to community THE Rotary Club of Goldfields Sunset held a beneficiary evening through which various organisations received assistance in one way or another. During a presidential year, funds are raised through projects the community contribute to – these funds ultimately go back into the community through the assistance of non-profitable organisations. The outgoing president, in consultation with fellow Rotarians, chooses these organisations. This is excluding what was done during the year. Steve Hageman, Round Table president from July 2014 to June 2015, chose and assisted with the following: The Welkom SPCA and Claws each received 500 kg of pet food, the Amari School received garden furniture for the children worth R5 000, the Marafong Youth Centre received a fridge and a microwave, the Grace and Mercy Orphanage received R4 000 towards clothing made and printed by Morning Star, the Charlotte Moll Haven received goods to the value of R5 000, Meals on Wheels received one ton of maize and the St Luke’s Clinic received R5 000 for medication. This came to a total of R27 138, excluding the maize that Hageman handed out. Het jy geweet … Indien jy of 'n geliefde beseer is in 'n motorongeluk (behalwe wanneer die bestuurder die oorsaak van die ongeluk was), of indien jy 'n afhanklike is van 'n oorlede padongelukslaggoffer, kan jy moontlik 'n eis teen die Padongelukkefonds indien. Die Padongelukkefonds is 'n openbare entiteit wat befonds word deur 'n brandstofheffing wat by die prys van petrol en diesel ingesluit is. Die doel van die Padongelukkefonds is om te vergoed vir verlies of skade as gevolg van ligaamlike beserings weens die nalatige bestuur van 'n voertuig op Suid-Afrikaanse paaie.

Ná hoe lank moet ek 'n eis indien? Indien die identiteit van die oortrede bestuurder of eienaar van die voertuig bekend is, moet die eis binne drie jaar vavaf die datum van die ongeluk ingedien word. Dít is nie van toepassing by die eis van 'n minderjarige nie. Indien die identiteit van die persoon onbekend is, moet die eis binne twee jaar ingedien word.

The Welkom High School received R1 000 cash from Rina de Jonge (Ooba) for the most pre-entries in the 5 km race. The Kutwalanong High School won a tablet from Melanie Eimer for the most entries. To compete in final THE Matjhabeng Publicity Association's Clash of the Choirs will be hosting its final in the Ernest Oppenheimer Theatre on 29 August at the 18:00. Five schools from the Matjhabeng area will be performing for this special title. Tickets are available at the door for only R50. The schools taking part in the finals are the J.C. Motumi Secondary and Itumeleng Mabelle Primary Schools in Odendaalsrus, Boitekong Primary in Virginia, Mokgwabong Primary and Sweet Inspirations in Welkom. Auditions to be held soon THE amateur dramatic society AMDRAM that was responsible for the successful stage production of Billy Big-Ears in the Ernest Oppenheimer Theatre in July, will be holding auditions on Tuesday, 1 September, for their new production, Hell and High Water. The auditions will be held at 18:00 at 26 Fushcia Crescent, Jim Fouché Park, at 18:00. This will be AMDRAM’s last production for the year.

The one-act comedy Hell and High Water will be presented in the Ernest Oppenheimer Theatre from 2 to 7 November. Anybody from the age of 16 to 60 is invited to come and audition for a role in the production. Rehearsals will be held on Mondays and Wednesdays from 18:00 to 21:00. Massakoor vermaak

SKOLE van oor die Noord- en Oos-Vrystaat heen het gesamentlik deelgeneem aan ’n massakooroptrede in die Ernest Oppenheimerskouburg in Welkom. Die massakoor waarmee die koorfees van die Welkom-Gimnasium afgesluit is, was ’n asemrowende belewenis. Die drie tenore van die aand wat saam met die koor opgetree het, was Pieter van Rooyen, Du Preez Stoltz en Paul de Wet. Pieter is die afrigter van Welkom-Gimnasium se koor. Du Preez was in 1996 die hoofseun van die Welkom-Gimnasium en het bekendheid verwerf as lid van die Drie Tenore. Hy is vandag veral gewild vir sy fenomenale stem in gospel-genres. Paul de Wet is ’n leerling aan die Welkom-Gimnasium en is in gr.12. Die drie het met die sangnommer Ti Amo die teater oorweldig. Nog twee Gimmies, Alizma Prinsloo

met die sangnommer Alles Weer en Tumi Kholumo met O Mio Babbino Caro, het groot applous uitgelok. Die hoogtepunt van die aand was die massakoor van 400 lede se afsluiting met die lied Gloryland saam met Pieter van Rooyen en die heel laaste lied, Dankie Dankie saam met Du Preez Stoltz. Die kore wat deel was van die massakoor was die Welkom-Volkskool, Laerskool Naudeville, Laerskool St. Helena, Hoërskool Witteberg, Hoër Tegniese Skool Welkom, Hoërskool Kroonstad en Welkom-Gimnasium (onder leiding van Pieter van Rooyen). Elsie Botha van Welkom-Gimnasium het ook ’n groot aandeel in die aand se sukses gehad. Pieter van Rooyen bestuur die sangakademie by die Welkom-Gimnasium en belangstellendes kan hom bel by 072-6986352.

Wen kampioenskap DIÉ rolbalspelers van Rovers se rolbalklub in Welkom het ’n uitsonderlike prestasie behaal deur die Spar Classicopekampioenskap 2015 in Bloemfontein te wen. Van links is Liz Wise, Rina van Graan, René Ge zorke en Magda Olivier.

SUPERSPORT se Let’s Play vier vanjaar sy tiende verjaardag en motiveer steeds kinders om aan sport deel te neem. Julie se wenner van SuperSport se Let’s Play-sportster van die maand vir Vista is Miné de Klerk (12), ’n leerling aan die Welkom-Volkskool. Sy presteer in atletiek, landloop, tennis, netbal en hokkie. Sy speel tans vir die WelkomVolkskool se o.13-hokkie- en o.13-tennisspan. Sy speel ook vir die o.12A-netbalspan. Buiten vir die skoolspanne speel Miné ook vir die Lejweleputswa-o.12-netbalspan, asook vir die Goudveld-suid en -Noord-Vrystaatse o.12A-tennisspanne. Sy is die nommereen-speler in die Goudveld-suid-o.12-tennisspan en nommervierspeler in die Noord-Vrystaatse A-span. Haar atletiekprestasies is soos volg. Op die Noord-Vrystaatse atletiekbyeenkoms in Sasolburg was sy eerste in gewigstoot en spiesgooi vir meisies o.12, asook tweede in diskusgooi vir meisies o.12. Daarna was sy ook

tweede in spiesgooi en diskusgooi, asook eerste in gewigstoot, tydens die Vrystaatse atletiek-byeenkoms. Sy het drie medaljes op die Suid-Afrikaanse atletiekkampioenskappe in Germiston verower: een goue medalje vir gewigstoot, twee silwermedaljes vir spiesgooi en diskusgooi. Miné het ook die Welkom-Volkskool se victrix ludorum vir seniormeisies-atletiek ontvang. Sy het ook vanjaar aan twee Goudveldse landloop-skoleligas deelgeneem. DIE eerste span van die Welkom-Gimnasium het die eerste keer in sy geskiedenis daarin geslaag om deur te dring tot die eindronde van die Kovsiestreek-rugbykompetisie. Nóg ’n eerste is dat die wedstryd in die halfeindronde teen die span van die Hoërskool Jim Fouché van Bloemfontein in Welkom sowat ’n kwartier voor die einde gestaak is toe die telling 66-19 in Gimmies se guns was. Dié sege is die grootste oorwinning nóg in die Shimla-liga (vir mediumskole). Die vorige rekord is in die einste stadion in 2008 deur die Harmony-Sportakademie opgestel toe hy die Hoërskool Noord-Kaap met 66-22 gekarnuffel het. Gimmies se flank Jerome Lottering het ’n driekuns aan drieë behaal. Die Cravenweek-agtsteman, SJ Malherbe, het die bal goed gedra en meters ver veld vir sy span gewen. Die heelagter, Ezrick Alexander, het hom ook uitstekend van sy taak gekwyt. Die binnesenter, Richman Gora, was ook op sy stukke. Hy het JF se verdedigers besig gehou. Die Gimmies kom Saterdag (28/08) in de eindstryd teen Diamantveld op Shimlapark in Bloemfontein te staan. Diamantveld het Sentraal in die halfeindstryd met 45-18 geklop.
