Looking ahead with 2020 vision IDENT
On the whole, 2019 was a tricky one to navigate. Building work completed during the year to September 2019 was 9.2 per cent down on the previous 12 months, with both sectors down over the previous year. But there were some positives, with alterations and additions and government buildings both showing signs of growth. While only a small proportion of the overall work, these strong numbers helped to offset in part the poor performance of new houses, units and private sector commercial buildings. Looking ahead, 2020 will continue to be challenging but we can expect to see signs of a turnaround as the year ends, as pent-up demand begins to push through to projects on the ground. On the commercial front the news is good where in 2020 we’re forecasting an increase in the level of commercial building – up 7.3 per cent from the 2019 estimate to $7.8 billion, mostly on the back of government expenditure on public buildings. The retail sector will continue to decline 4 | Master Builder
before strengthening in 2021. This will be offset by a surge in education as work on a number of new schools moves ahead. In addition, demand for industrial buildings is expected to be strong while demand for offices will bounce back somewhat in 2020. Beyond 2020, we anticipate modest growth in commercial building work, climbing to $8 billion in 2023. On the flipside, the current pipeline of residential building work is a far cry from previous years. As at December 2019 there were 30,000 dwelling approvals, down more than 25% across the previous year. And despite record low interest rates, loans to owner occupiers to build a new home and first home buyers are both down significantly. On that basis we’re forecasting 31,000 dwelling commencements in 2020, down 6 per cent from the anticipated total of 33,000 dwellings for 2019 and a further blow to an industry which has been struggling with declining numbers for several years. However, we expect that early into 2021 a recovery will be underway, which will strengthen into the foreseeable future. We’re forecasting 35,000 commencements in 2021, increasing to 40,000 by 2022. this time, we expect alterations and additions will continue to support many builders and subcontractors across the state. Unfortunately, the tightening access to finance is going to affect all parts of our industry with restrictions on development finance, builders’ overdrafts and customer mortgages will leave no one unaffected. Our hope for the future is underpinned by the Queensland economy as well as the knowledge that, which according to the Queensland Government’s 2019-20 midyear fiscal and economic review is forecast to grow at a healthy 2.5 per cent. Business investment is improving, although it continues to be held back by weak consumer spending. Jobs growth is underpinning demand, Queensland’s population continues to grow at a modest 1.7 per cent, and population growth is expected to continue. With these trying conditions in play, my advice is not to take unnecessary risks, be extra vigilant with reducing costs, ensure claims are followed up when due and don't throw your margins away. 2020 WILL BRING WITH IT MORE NEW BUILDING REGULATION AND IT’S VITAL YOU STAY INFORMED. You’re hopefully no stranger to the raft of changes introduced in 2019 and this year will be no different. We spent significant time and resources last year lobbying, fighting against and working with government on their set of regulations that would have crippled our industry. We had some key wins, that on the surface may seem minor, but will have massive positive ramifications for building businesses. We lobbied hard to ensure reduced administration and a simpler framework and model for Statutory Trust Accounts. While we still fundamentally disagree with their introduction, these changes were vital to keep those businesses working in this space running efficiently and not completely tying them up with red tape. 6 | Master Builder

This figure is largely made up of SC1 and SC2 and Category 1 to 3 licensees. If you are part of this group, there is no need for panic. The QBCC have agreed to a further 12 months to enable licensees to strengthen the financial health of their businesses in line with the new laws. However, category 4 to 7 licensees who haven’t submitted their financial information won’t be granted the same leeway. If you haven’t submitted, you will be contacted in the next few weeks and if the information isn’t forthcoming, we expect the QBCC to take action and suspend licences. Despite the leeway from the QBCC, we still have major concerns for the smaller 8 | Master Builder

businesses (SC1 and SC2 and Category 1 to 3 builders and subbies). The QBCC has provided assurances that they will work with licensees during 2020. However, the question remains: what happens at the end of this year to those who haven’t met the Minimum Financial Requirements (MFRs)? We’re hearing from members that some of the new requirements are causing grief, particularly the requirement for SC2 licensees to have Net Tangible Assets (NTAs) to the value of $46,000. This causes an issue for the many contractors with a company licence who have their assets protected within a family trust. According to the MFR requirements, the licence holder (ABC Company Pty Ltd as trustee for the ABC Family trust) must meet the NTA test, not the trust. And where there are both an individual and company contractor licences, you must have NTAs for both licences. To make matters worse, SC 1 and 2 licensees are not able to
use deeds of assurance or guarantees to meet their NTA requirements. At the end of December, only 41 per cent of SC1 and 2 licensees had reported, leaving a significant part of the Queensland’s industry (around 35,000 licensees) at risk (this doesn’t include the 4,200 licensees in Categories 1 to 7 who hadn’t reported). Under the current rules, if these businesses don’t meet the MFR requirements (and given the issues we’ve outlined here, it’s likely many won’t) they are likely to have their licences suspended, if not cancelled – which would largely bring Queensland’s building industry to a grinding halt. It begs the question, if so many businesses who are otherwise operating profitable and successful businesses simply can’t meet the requirements on paper, what is the benefit of the MFRs, particularly for the smaller end of the industry?

The survey results confirm that in the 20 years since the rule was introduced, there has been a substantial increase in both the scale and the cost of tasks performed at the preconstruction stage. CURRENT SITUATION Four out of five respondents spent more than 5 per cent of the project cost prior to the deposit being due, with nearly half agreeing that 10 per cent was the expected spend prior to the first payment. 10 | Master Builder

The costs that are payable prior to receiving the initial deposit can be substantial. Members say many supplies need to be ordered once the contract is signed, some specialist trades require 50 per cent upfront on orders. IMPACT The challenges to the cashflow and the resulting financial stress was the most common theme. Cashflow problems can also lead to project delays. And the impacts are felt more keenly by small business. Running a small business is all about cash flow and the 5 per cent has never been enough. One respondent said: “On our last job the 5 per cent deposit was roughly $18,450. Our window company
wanted $32,000 deposit upfront. Our timber company wanted $12,000. These orders need to be placed immediately. We carry these costs until the draw can be made, as the stage payments rarely will cover these amounts before their stage. With windows/ doors being enclosed stage, this was over six months on this job.” The survey confirms what our members have long been advising and supports the case for increasing the 5 per cent deposit allowed on domestic building contracts. The Sunshine Coast is true to its name. It is a fabulous place to live, work and visit. Like much of Queensland, we have a healthy tourism industry which has evolved and grown significantly over the past several years, partly thanks to our expanding regional airport. The Sunshine Coast Airport has been confirmed as the fastest growing airport in the country for the FY18/19, according to results released by Bureau of Infrastructure, Transport and Regional Economics (BITRE) in September 2019. The airport is strategically important — not just for tourism but across all industries — to underpin the diversification of the regional economy.
This region is now the ninth largest local government area in Australia with a population of 330,000 people. Supporting this population is a $24.7 billion pipeline of investment projects, with $17 billion under-construction investment, spread over 15 to 20 years. This investment has benefitted both jobs and population growth. The private sector, especially in recent years, has been the major driver of infrastructure spend, particularly in masterplanned communities. However, there has been significant investment in health — including the $1.8 billion Sunshine Coast University Public Hospital — and education, as well as road infrastructure.

ore than 200,000 Queenslander's use natural gas in their homes or businesses. There’s no denying, gas is an important part of our energy mix. We use gas in our homes and businesses to heat our buildings, our water and to cook.
It’s also used by many large industries, and to generate electricity. But with the Australian Government committed to reducing carbon dioxide emissions to between 26 per cent and 28 per cent below 2005 levels by 2030, what will the future of gas in our homes and buildings look like? When burnt, hydrogen does not release any carbon emissions, only water and heat so it is essentially just another gas we can use in place of, or blended with, natural gas to provide energy and heat. New benchmark for building sustainability T
he future of sustainability in buildings will be driven by new standards, which are now open for your feedback.
It comes as the Green Building Council of Australia (GBCA) reimages the existing rating tool for new building and major refurbishments. The standards have been unveiled for public consultation as part of an evolution of the world-leading Green Star rating system. There are eight categories in Green Star for
New Buildings. Each category aims to expand the scope of the current rating tool and deliver a more sustainable built environment. GBCA Head of Market Transformation, Jorge Chapa, said the changes to the rating tools represented a step-change. “We’ve strengthened existing certification requirements, established new benchmarks for carbon emissions, and created a broader, more ambitious and holistic approach to sustainability in buildings," Chapa said.
“The product of an exhaustive consultation process, the proposed credits reflect industry demand for Green Star to continue to drive innovation and leadership across the supply chain, while also responding to the increasing momentum created by global and market drivers for change." WHAT ARE MY RECORD KEEPING OBLIGATIONS?
WHEN IS A WIND RATED GARAGE DOOR REQUIRED?
If you received an underpayment of wages claim from an employee who worked in your business for any length of time, up to six years ago, would you be able to provide the information you need? Could you prove the hours worked that day, the rate of pay they received, their start and finish times, entitlement to penalties or allowances. Could you prove if you paid these and if the employee was part-time, full-time or casual?
Wind rating requirements for garage doors on residential and commercial buildings can vary depending on the wind region. The building approval should specify building classification and conditions.
If you answered no to any above questions, then your employee records may not be sufficient. In a recent decision handed down in the case Ghimire v Karriview Management Pty Ltd, the Federal Court fined an employer for not keeping sufficient employee records as required by the Fair Work Act 2009.
WHAT IS REQUIRED IN CYCLONIC REGIONS FOR GARAGE DOORS?
So, what’s deemed as sufficient record keeping? Employers are obligated to keep record of employee’s employment that includes:
It spells out the requirement for manufacturing and installing both garage doors and large access doors in wind regions C or D (cyclonic). These doors must be wind rated and comply with AS/NZS 4505-2012 for all building classifications.

General employee details (employees name, start date and engagement) Pay (pay rate or salary, gross and net amount as well as deductions) Hours of work (penalty rates and hours worked) Leave (leave taken, unused leave as well as any cashed-out amount of leave) Superannuation contributions (amount paid, pay period, dates, name of super fund and the reason the money was paid to a specific fund) Individual flexibility agreements (copy of agreement) Ending employment (how the employment ended, the notice provided and the name of person terminated).
The above is not an exhaustive list, contact Master Builders for more. DO I NEED TO BE LABOUR HIRE LICENCED? While most Master Builders members will be aware of their obligations under the Labour Hire Licensing Act 2017 (QLD), it’s worthwhile to remind ourselves of the risks. Why? There are significant fines that may be imposed both on those providing unlicensed labour hire services and those who have engaged unlicensed services. A person is a provider of labour hire services if, in the course of carrying on a business, they supply, to another person, a worker to do work. This may include providing an ABN worker. There are some exemptions to what is considered labour hire. The most usual exemptions in construction are: •

A contractor who enters into a contract to carry out construction work as defined in the Building and Construction Industry Payments Act 2004 (QLD), and engages subcontractors to carry out the work The sole executive officer of a corporation that is providing the work An employee engaged to work within a company who is supplied to another person to do work on a temporary basis.

However, prior to entering into a contract, as a building contractor, you should confirm the wind rating requirements with the building designer and building certifier. To answer this, we look to the 2019 National Construction Code (NCC) which references AS/NZS 4505-2012 Garage doors and other large access doors.
In Queensland, wind region C starts at Bundaberg and extends north to the remainder of the Queensland coastline, as a designated wind region within 50km of the coast. WHAT IS REQUIRED IN NON-CYCLONIC REGIONS FOR GARAGE DOORS? The 2019 NCC Volumes 1 and 2 have different rating requirements for wind regions A and B (non-cyclonic). Volume 1, Class 2 to 9 requires wind actions to be determined only in accordance with AS 1170.2 – 2011 Structural Design Actions Part 2: Wind Actions - for all building classifications. Unless the structure is designed as “closed” to withstand the most adverse winds actions for when a garage door has failed, then the door must be wind rated in accordance with AS 1170.2-2011. Volume 2, Class 1 and 10 details the option to use either AS 1170.2 or AS 4055- 2012 Wind Loads for Housing. AS 4055-2012 does not specifically reference that wind rated doors are required in wind regions A and B. A non-wind rated garage door may be considered acceptable in those locations. HOW DO I IDENTIFY A WIND RATED DOOR? The wind rating and test requirements of AS/NZS 4505-2012 and AS 1170.2-2011 or AS 4055 -2012 for garage doors and large access doors may be satisfied using a test report from the Cyclone Testing Station for the designated wind rating for a region. Each door that’s built in accordance with the test prototype may then be legibly labelled with the required information as detailed in AS 4505 - 2012 Garage Doors and Large Access Doors.

WHAT ARE THE KEY HAZARDS TO CONSIDER WHEN OPERATING FORKLIFTS?
IS ONE BIGGER CONTACT BETTER THAN SEVERAL SMALLER ONES?
There are numerous things to consider, including the below: • • • • • • • •
Uneven or wet and slippery surfaces Travelling on inclines Unsecured loads Inoperable safety features such as reversing beepers Other plant and pedestrians Proximity to overhead structures including powerlines Poor maintenance Operator fatigue
WHAT DOCUMENTS DO I NEED IF I HAVE WORKERS OPERATING FORKLIFTS? There are specific documents required depending on the work environment and task you're completing. Some of the documents you should consider include: •

• •
Records of training - operation of a forklift requires a HighRisk Work Licence (LF). A risk assessment, or if operating in construction workplaces, a Safe Work Method Statement (SWMS). The operation of forklifts are categorised as a high-risk activity, “Work in an area at a workplace in which there is any movement of powered mobile plant” A Traffic Management Plan (TMP) to ensure the combination of rules and physical barriers that keep operators, pedestrians separated by identifying specific loading and unloading areas and safe routes of travel Safety Data Sheets (SDS) and a hazardous chemical register for fuels and lubricants Maintenance records of every inspection, service, maintenance, repair and modification carried out on a forklift truck. Be sure to record dates, the names of authorised people involved and meter readings.
WHAT ARE THE KEY THINGS I SHOULD CHECK BEFORE USING FORKLIFTS IN MY WORKPLACE? Some of the important things to check include: • • • • • • •
Assessing the terrain - is it flat, undulating or sloping? Understand the TMP, especially the no-go zones and who should give way Keep your forklift physically separated from pedestrians and other plant and equipment Wear Personal Protective Equipment (PPE) including highvisibility clothing Follow speed limits and slow down Be aware of the forklift’s stopping distance Follow traffic directions, such as stop, slow and one-way signs Contact the Workplace Health & Safety team on (07) 3225 6410 or whs@mbqld.com.au
A $1.2 million contract does not necessarily make the same profit as three $400,000 contracts. Take the time to sit down and work out what contract value is the most profitable for you. Remember, the larger the contract the higher your risk, the more you must outlay, the bigger your overdraft, and the more time you are locked into one job. HOW CAN I STREAMLINE LIAISON WITH THE QBCC AND OTHER PARTIES? While booking accommodation at the last minute might secure you a great hotel deal, responding to a notice issued under the contract, or a notice issued by the QBCC on the very last day, will generally not get you the best results. Start this New Year off by dealing with matters as, and when they occur. If you need legal advice contact Members Legal the day you receive the Notice, this will give you more time to obtain any necessary evidence, as well as issuing a response. The more time you have to deal with an issue, the more options will be available to you, and the stronger your negotiating position will be. CAN I BE FRIENDS WITH MY CLIENTS? You are not in the business of making friends, you are in the business of running an efficient and profitable business. It is important that the relationship between you and your client is based on your ability as a builder and not what a nice person you are. Your clients need to understand that you have control and responsibility of the site. This may mean setting down some ground rules before entering into a contract and making clear what is and is not acceptable once you commence works on the site. Take some time to think about past client behaviors that have caused you problems on site. Maybe it’s been pets running around loose, or the client flying a drone overhead to record your every move, or making numerous variation requests to whoever happens to be on site. Whatever it is, if it is likely to happen again this year and it has caused your problems before, consider adding special conditions to the contract so it’s clear to the client what is and is not acceptable to you. For example: • •

All animals are the responsibility of the owner and are to be properly secured at all times The owner must not video, photograph or record the contractor, or its subcontractors carrying out works on site without the prior written consent of the contractor All requests for variations by the owner must be made in writing to the contractor via email at a specified email address.

LICENCE CHANGES A NEW LICENSING REGIME IS NOW IN ACTION FOR THE MECHANICAL SERVICES SECTOR. Kicking off from 1 January 2020, the regime will be fully implemented by 1 January 2022. The regime is a fairly significant change to the sector and will impact both employers and employees. Mechanical services work will effectively become $0 meaning there is no amount of work that can be done without a licence. The definition of mechanical services work
has changed and is now defined as work that involves the construction, installation, replacement, repair, alteration, maintenance, testing or commissioning of a mechanical heating or cooling system in commercial and residential buildings, for example air conditioning, refrigeration and air handling systems. Mechanical services work also includes work on medical gas systems found in hospitals and other health services, such as dental facilities.

WITH THE RECENT TRAGIC BUSHFIRE EVENTS ACROSS AUSTRALIA AND PREDICTIONS OF SIMILAR CONDITIONS INTO THE FUTURE, IT’S NEVER BEEN MORE IMPORTANT TO UNDERSTAND THE REQUIREMENTS OF BUILDING IN BUSHFIRE PRONE AREAS.
The guideline on how we build in bushfire prone areas is outlined within the Australian Standard (AS) 3959 – 2018: Construction of building in bushfire-prone areas. Unlike other states, Queensland has adopted a single Fire Danger Index value for all of Queensland (40).
In Queensland, a significant portion of the state sits within low, medium, high, or very high bushfire zone prone areas. With the increased scrutiny the bushfire disasters are bound to bring, you must be aware of the requirements when building in these areas.
Fire Danger Index value is determined by the chance of a fire starting, its rate of spread, its intensity and the difficulty of its suppression. It also includes air temperature, humidity, wind speed and the effects of longand short-term drought.
Understanding and getting these requirements right upfront, will ensure you aren’t faced with any financial surprises down the track when you reach certification stage. It will also assist you in answering the questions concerned customers are sure to start asking when they start building their new home or renovation. Luckily in Queensland, requirements have been in place for many years and the requirements are robust. Intensive state mapping has been undertaken to determine the bushfire prone areas. Local Governments must reflect the mapping in their local planning schemes. The mapping, known as a bushfire overlay, will trigger a bushfire management plan when applying to develop or build on the land. In addition, buildings and structures must comply with the National Construction Code.
To estimate the fire weather severity for bushfire prone areas in Queensland, it was recognised that weather conditions vary across the state. Three inputs used included: weather variables, Forest Fire Density Index and climate change. The remaining six steps within the standard determine the bushfire attack level (BAL). The construction of the building will then need to comply with relevant BAL corresponding sections under AS 3959 – 2018. MORE INFORMATION Building in bushfire zones is complex. In Queensland’s largest display village, Master Builders display village Springfield Rise at Spring Mountain, it’s a similar story.
Bella Qld Properties Managing Director Kim Chiverton, a builder in Master Builders Brisbane-based Yarrabilba display village said they are off to a great start for the year.
“The first weekend back was exceptional, it’s the best weekend we’ve had in a long time,” he said.
here’s no denying 2019 was a tough year for our industry but if initial reports from our mighty display village builders carry through 2020, we could be turning the ship around.
“We’re getting excellent traffic and we’re making sales, I’m encouraged by that. A few people have jumped in on the First Home Loan Deposit Scheme, a couple of buyers have come as a result of that," she said. “And we’re even getting more second and third home buyers this year. The demographics are certainly changing, with cheap interest rates people are thinking now is the time to get in. “We couldn’t be more pleased.”
Nuvo Homes director Tim Routledge said there was certainly hope to be found in 2020.
“It’s an improvement on last year. "Second and third home buyers are our market, so we’re reliant on clients selling existing homes to boost our market. “People were not really stopping to talk last year, the difference this year to date is people do stop and talk, they’ll sit down, we get more detail and they’re more forthcoming. “Confidence might be slowly starting to return, people want to build eventually, they’re getting sick and tired of the doom and

Grant Williams, building industry stalwart
M
aster Builders and the building industry has lost a friend and industry great following the passing of Grant Williams, former President, Trustee and Life Member. Grant Williams championed the industry that started his career. Since joining the Master Builders movement in 1970, his untiring dedication saw him hold numerous positions and dedicate his time significantly to the industry that helped him build a highly successful business. Brisbane-based GW Homes, built on the foundations of solid building practices and a commitment to quality and service, continues to operate today in the capable hands of his children. Grant held Master Builders positions both in Queensland and nationally, including a two-year stint as President in 1994/95. He also served on many government boards and agencies, including the Builders Registration
Board of Queensland (now the Queensland Building and Construction Commission). Since the inception of the Master Builders Housing & Construction Awards, Grant devoted his time and energy and served as a judge for both Queensland and national
awards programs. In 2001, he was honoured with Life Member status, the ultimate recognition for service to Master Builders, as well as being recognised for his outstanding contribution to the industry in general.

Delivered in combination with Lendlease, the village features 14 homes by 9 leading builders. Yarrabilba is nestled amongst the Plunkett National Park and Mt Tamborine, it's just 50 minutes drive from Brisbane's CBD. hile many of us toss-up which career path we want to follow, for Master Builders long-serving member Gordon Dredge, it was always a well paved, clear road ahead.
His grandfather and father were both builders and his role was already carved out in the family company, Dredge & Sons – building was in his blood. “It was a foregone conclusion,” Gordon Dredge recalls. “My father was a builder and drew plans as well. “I was an apprentice to Master Builders, which they offered at the time.” His father, J.A.J Dredge served as President of Master Builders in 1953. Gordon’s brother was tragically killed in 1957 and his father died three years
later and the company was subsequently renamed Dredge Pty Ltd. Gordon carried on the family business alone and took a building construction course. “I had to keep ahead of things,” he said. Securing a lucrative working relationship with Caltex, Gordon built and demolished service stations and put tankers in the ground for countless petrol stations. “They used to say, 'we save the hard jobs for you because we know you’ll fix them for us',” he said. “Ironically, I worked with them for so long, I ended up demolishing buildings that we’d built.” Retiring from building at 77-years-old, now 85, Gordon and wife Diane look back with fond memories and proudly retain their 40-year long membership with Master Builders.

accrediting body (e.g. JAS-ANZ) is saying all schemes do the same thing, to the same level, and provide similar outcomes (unlike ISO 9001), even if the different product schemes are accredited to certify the same products, to the same standards: Each product scheme operates to its own rules and parameters.

So what’s the catch? The potential catch therefore is that whilst different product schemes and certificates might look very similar, and whilst you can choose to accept any product scheme you wish, you cannot say that every accredited product certification scheme provides the same level of assurance, or acceptability as any other to the certificate user and the public.

Often this is after reliance has been placed on a project only to find later materials have not met expectation. Certification types, Certification differences, and your risks The first thing to consider is that there are different types of certification (such as ISO 9001, testing and product) that may be offered with the material. Then, secondly, in product certification there are the different levels of certification to take into account, unlike with ISO 9001 certification, where all ISO 9001 certifiers and certificates are considered equal. A widely available guidance document, ISO 17067 (note, not a Standard) provides some possible options for product certification bodies of which “Type 5” is often taken as the highest level. However, Type 5 lists four major variables for certification activity and ISO 17067 states “The extent to which the four surveillance activities are conducted may be varied for a given situation as defined in the scheme.” That is, different schemes assessing the same product and process may: • do different things • to different technical levels, • using different levels of expertise • with different levels of rigour. and still legitimately issue certificates that, on the face of it, look the same, risking potential use of nonconforming materials. It is therefore incorrect and potentially dangerous to assume all product certificates are equal. But aren’t product certifiers accredited? Many are, but certainly not all. However, accreditation of product certification schemes and certifiers does not mean the

ACRS has issued over 200 certificates to more than 80 suppliers, from 23 countries for supply of materials to a range of AS/NZS Standards and specifications and provides the widest range of verified construction steels available to the Australian and New Zealand construction industries.
OK. So what does ACRS do? ACRS has operated to the UK version of the EU steel certification system since 2001, and is unlike any other system currently in NZ and Australia.

One of the potential drawbacks of reliance on a single-stage scheme (i.e. only the steel mill, or just the end supplier) is that single-stage schemes usually cannot take into account what happens to the steel between leaving the mill and arriving on site. ACRS is designed to do more.

uilding a house on a loose sand dune in a community management scheme can present some challenges, but when the client is your own parents – there’s certainly another layer of complexity. For Brisbane-head quartered development and construction group Mosaic Property, company Founder Brook Monahan, it was a labour of love and passion for his team, despite the lengthy laundry list of challenges to overcome. Together with the ever-growing Mosaic team and in close partnership with Sunshine Coast based Foundation Homes owned by Edward Murphy, and Coolum based Aboda architects, they were able to not only pull off the vision but produce a home that looks like it’s directly out of the pages of a magazine. “The client brief – from my parents – was for a sophisticated open-plan living, integrating kitchen, dining, outdoor and pool on one main level,” Monahan said. “They really wanted to have the pool at the back of the property, directly off the living area and deck. Their vision was to encourage togetherness without obstructing views. 44 | Master Builder
“To achieve this, the project team cleverly connected indoor and outdoor areas via large architectural windows and doors that open to allow in the fresh ocean breezes, light and the spectacular vistas. Or, as is the case with an oceanfront home, to completely close to ‘bunker down’ in rougher weather conditions.” Perched on the dunes of the secluded Castaways Beach on the Sunshine Coast, the relaxed family beach house is an intergenerational home designed to accommodate and entertain extended family and friends. Brook, his wife Kathryn and their four children completed their own substantial renovation on their own beachfront property in Peregian Beach just minutes away, only three years ago. While it’s all fun and games with family at the home now, Monahan said there was no denying it was an exciting project. Whilst the multi-award winning Mosaic Property Group is better known for its many high-end luxury apartment projects across SEQ, this is certainly not the first time Brook and his team have been heavily involved in delivering an individual high-end home . Firstly, there was the ecological challenge of
building on a sand dune. “The sand was predominantly loose, meaning excavation for footings and retaining walls required substantial shoring as with any beachfront property,” Monahan said. “The excavation also had to be conducted cautiously, so as not to disrupt the foundation of the close neighbouring properties.” Then, there was the community management scheme in which the land was set. “It was an absolute necessity that construction complied with body corporate rules and did not disturb neighbouring properties,” he said. “The position of the site, at a sharp fork in the road and on a main roundabout created a very challenging environment for building machinery to access, deliver and unload material with limited disturbance. “The placement of the driveway and garage presented a further test, particularly due to the difficult street access and client brief for main living areas to be centralised on one level.” Adding to the complexity was the site’s steep

diagonal fall from the north-west front corner back to the south-east, and a strict height restriction of eight metres under the Noosa Shire Plan. “This meant that raising the back corner of the property to achieve the desired one-level living/dining/kitchen zone had to be carefully weighed to balance the high ceilings across the sharply falling portion of the site, while still complying with the height limitations,” he said. “The fall to the back also meant that the pool had to be built up out of the ground by a full half level, ensuring perfect alignment with the main living level.” Construction began from the back of the site and the workers built their way forward. “The tight access became more of an issue to overcome, as the construction progressed, the site reduced in size, removing any spare room for delivery of materials and turning of vehicles,” he said. rom cupcakes to concrete blank slates, Ronald Walkley’s career path may be varied but there’s a few elements he’s carried through – perfectionism, patience and an artist’s lens. Starting out in Cupcakes Bakery Burleigh as a Production Manager at the ripe age of 27, Walkley’s friend put a call out for help on a tiling job and he thought he’d give it a go. “I haven’t stopped tiling since,” he said. “I’m very creative, so I love putting a lot of that into tiling. “To me, a tiling job it a giant artwork filled with ideas, trying to solve problems and of 48 | Master Builder
course, patience.” It’s a craft he’s taken the time to learn, upskill and evolve in. “You can’t learn everything at once, it takes time to get very skilled,” he said. “The more and more you do something, the better and better you get. “How far you go is how far you want to go. If you really want to get good, you have to apply yourself. If you don’t apply yourself, the quality of work will never be there.” His biggest job yet, a renovation at Bellara just scored him the National Specialist Contractor of the Year – Residential award
in the Master Builders National Excellence in Building & Construction Awards held in Uluru in November. It may seem impossible to believe, but Walkley laid every stone, tile and paver in the mammoth job himself. “I only work by myself. I haven’t met anyone that I could trust or who had the skills,” he said. “But I enjoy it, I’d rather have it that way. Any problem, I’ll solve it. “I got a labourer in to shift things around, but I personally laid every single piece. Walkley said it was hands down the biggest

You can’t learn everything at once, it takes time to get very skilled, job he’d ever taken on. “Honestly, I didn’t realise it was going to be so big when I started,” he said. “I was there for at least a year, six days a week. “Now that I look back at the job, I see all the effort and the full scale of it, it’s huge. At the time, I was so in my element and in the zone, I couldn’t see that.”
The site location caused many challenges for delivering materials, with the only access for machinery from the river being by barge or carrying materials by hand from the street front. “It was a continual slope all the way up, there was a lot of going up and down,” he said. “All the blockwork was barged in and then once the pool shell was constructed and the

You’ve always got to be on the ball, you can get caught up in a mistake you’ve made before if you’re not wary. “You can get a bit blasé in tiling sometimes. It’s the type of job that even if it’s just another job and you’ve done it all before, you need to cover all your fundamentals and check things before you start.” Master Builder | 49

Revisiting the identification requirement Recent media attention surrounding the Supreme Court of Queensland’s decision in KDV-Sport Pty Ltd v Muggeridge Constructions Pty Ltd [2019] QSC 178 included commentary that the decision has invalidated countless payment claims. However, in reality the decision really did no more than confirm that not only does a payment claim need to identify the construction work or related goods and services to which it relates, the basis of the claim must also be reasonably comprehensible by its recipient (the respondent). As the court stated, the identification task “is not an onerous one that requires particularity or precision, but it does require some description which identifies the work done”.

They’re people who have some leadership experience or potential, who can grow into their organisation.” Ferreira said the feedback from companies both big and small was astounding. “Some big companies have been sending four or five people each program,” he said. “They say to us, Master Builders is actually doing us a favour offering this leadership development program. We just send our highly talented people to you without having to invest into the development of such a program. “There is clear evidence that the success of the program is transferred back to the respective businesses where the individuals

Hutchinson Builders Quality Management Coordinator Monique Hamilton recently graduated from the program with the Student Special Com mendation award. “I became involved in the course when my manager Chris Stevenson put me forward for it and encouraged me to do it,” Hamilton recalled. “To be honest I didn’t really know what to expect walking into my first session of the course. “But I learnt something new every session and thoroughly enjoyed it. I learnt about people, how to manage staff and how to get the best out of people. Hamilton said the people unit was her personal favourite. “I found it very interesting to learn about the different ways to speak to people and the personality types you might come across,” she said. “I strongly encourage anyone wanting to move into a higher position within the work force to partake in this course,” she said. The course runs over a period of 10 months via face-to-face learning and includes six mandatory, live-in, three and two-day workshops and with one workshop per month. Ferreira said it covered the three core competencies managers needs to be across in the industry. “Planning, People and Process (and systems),” he said. Graduates receive a nationally accredited Diploma of Leadership & Management qualification.
