COVID response continues W

AS WE HEAD INTO THE NEW FINANCIAL YEAR, IT’S CLEAR THAT THE COVID-19 PANDEMIC WILL BE WITH US FOR SOME TIME YET. OUR CAMPAIGNING ON BEHALF OF THE INDUSTRY WILL CONTINUE. So far, we’ve been wildly successful in lobbying to keep our industry open in Queensland throughout the lockdown periods, as well as achieving great results in our calls for stimulus measures to head off thousands of job losses and the inevitable reduction in building activity. Building approvals tell the story of the impact of COVID-19, with the May and June figures demonstrating the nosedive for new home construction, prior to the announcement 6 | Master Builder

of federal and state government stimulus packages.

However, in promising news, early indications and enquiry levels are telling us of an extraordinary response to the $25,000 HomeBuilder grant and the Queensland Government’s $5,000 regional home building boost grant (an initiative we have been lobbying strongly for since 2018).

The commercial sector continues to suffer, with approvals dropping substantially during May and June. As we go to print, commercial builders are still waiting for the Queensland Government to announce the 2020/2021 program of government building work.

Enquiry numbers, display village visitor traffic and an initial lift in land sales and housing contracts signed are all pointing to the positive impact these stimulus measures are having, particularly in the residential market. These early indicators are making us confident that the stimulus measures

A focus on increased government expenditure and understanding the pipeline are going to be vital for this sector of the industry over the next 12 months. Spending more on government buildings and injecting some confidence will support an industry that we know is currently running on empty.

Beyond COVID and into 2021 Y CEO

The majority of Queensland’s housing sector is enjoying boom times; a direct result of the federal government’s $25k HomeBuilder Grant, helped along by the Queensland Government’s $5k regional grant for new builds, and generally increased demand for renovation work. It’s a very different story for the commercial sector, who are hanging on by their fingernails as building activity drops. At best, commercial builders and trade contractors have a pipeline of work that will take them into 2021. However, we are confident the state government’s anticipated $12+ billion capital works program will be a lifeline for 8 | Master Builder

WHAT DOES 2021 LOOK LIKE?

More broadly, the big demand drivers for our industry are population growth and consumer spending. We’re predicting these numbers will remain flat in 2021 as a direct result of COVID-19.

Right now, we’re hearing concerns from financiers and builders about the number of house and land contracts that are likely to fall over because the HomeBuilder Grant won’t be considered as part of a bank’s loan application. It remains to be seen whether this puts a dent in the number of new homes that are built.

For the commercial sector, without some serious spending from state and federal governments, there’s a world of pain looming in 2021. And beyond October 2021 and without further stimulus measures, it’s not looking promising for the housing sector either.

New dwelling commencements are expected to plunge as low as 21,000 by this time next year – a level not seen since 1987 when interest rates were sky high and we were on the verge of a recession.

The construction industry has the most people registered for JobKeeper (350,000) but has fared much better than most other industries in terms of job cuts (down 3.9%) and pay reductions (down 2.1%) since March when COVID-19 first hit.

Non-residential construction is expected to reach its lowest point in 2023–24, bottoming out at $5.6 billion – that’s close to a 40% drop on the 2019 total.

Over 11,000 Queenslanders have registered an interest in the $25,000 HomeBuilder grant. This is more than any other state.

Building approvals show that regional Queensland (CQ up 29% and NQ up 26%) and renovations are two areas where new work is still growing (up 8.9%).

We’re embracing the staycation and are finding new and innovative ways to make use of our space. With all this extra time to consider changes, many have finally made a start on those renovations they’ve been holding off on. As a result, the renovation market has boomed. reno space are reporting that they’re busier than ever. Whether people are staying put, or looking for somewhere new or bigger, there’s definitely an upward trend in people searching for particular features when it comes to the perfect abode. Data from realestate.com.au shows a significant jump in work-from-home-related property features during the pandemic. Families are searching for more space for children’s study desks and for office setups, which could see demand increase for bigger bedrooms. Across Australia, outdoor space was also a top priority.

Two living areas is another feature in hot demand. The desire for kids’ living areas separate from the parents’ retreat shows a need for independent spaces in family homes. Queenslander buyers and renovators are seeking broadband capability, a garden, an outdoor space, a balcony and a study. All of these may lead our industry to rethink priorities when building. We’ll also see many Queenslanders capitalise on the stimulus money on offer and seize the opportunity to finally make that sea/tree change and get out of the city. We’re already seeing glimpses of this happening, with many regions of the state in hot demand. Only time will tell.

For even more design flexibility, the system offers height adjustment from 17mm to 1070mm, millimetre by millimetre if required. This allows for unsightly services to be concealed under the floor while still offering access for maintenance of the waterproofing membrane and drainage systems.

In commercial urban environments where space is at an ever-higher premium, a building’s roof level is potentially a rich source of usable space. Buzon say their Pedestal System can be used to maximise a roof’s potential, both hiding all manner of services and protecting roof substrates from the elements, maximising integrity and longevity.

The pedestals are extremely strong as they are precision-engineered from high strength, UV resistant, recycled polypropylene and capable of supporting loads of more than 1000kg each. At roof level, this load is evenly spread by the wide base area of each unit, making them ideal for installation on any waterproofing membrane without causing damage, they can even be used directly over insulation material. The Buzon Pedestal System is also simple to install. Desired height is achieved by thread adjustment, which is lockable when reached and a range of interchangeable spacer tabs of 2mm, 3mm, 4.5mm, 6mm, 8mm and 10mm, allow for precise gaps between pavers and provide positive drainage without any concern of ponding or flooding.

Something that allowed you to meander on a swing while you’re on the phone,” Ella said. “At this property, we look out onto a beautiful environmental corridor. We wanted to find a way to look outward and appreciate the green space.” It’s become a bit of a tradition for the Browns to feature a stand out piece in their homes, even if it adds a layer of complexity to the build. “We went through many suppliers before we found anyone who was happy to come on board and make our custom window,” Ella said. “In the end, a blacksmith made it for us. It was so big it didn’t fit into a powder coater, it actually had to be welded together on site.” Ella said having a point of difference meant being unafraid to go outside your comfort zone or to push the boundaries. "It's about doing that bit that people haven't seen before...and differentiates that home from others on the market," she said.

hen it comes to marketing and building a strong business brand, Graya Constructions' digital and social media game is definitely on-point. A strong online presence is key for this high-end construction and development company. Graya has amassed 115K followers on its Instagram account, while the website features the "Graya TV" YouTube channel providing a behind-the-scenes look at their latest projects, glowing testimonials, and a monthly wrap up. An impressive portfolio of recent media coverage includes a story on Australian model Erin McNaught and British rapper husband Example snapping up a $2.8 million Paddington home formerly owned and built by co-founder Rob Gray. Life, it seems, is good - and it will be good to have the chance to pick Rob's brain on what 20 | Master Builder

he views key to success in the marketing space. There’s a dim whirr of tyres on the asphalt, suggesting Rob is likely racing off to another meeting or commuting between sites with zero time to talk, but he’d never let you know. This ‘make the time’ mentality for media opportunities seems to play a part in their success. “Sorry, it’s raining, which isn’t ideal for our job sites,” he explained.

Makes sense, sure, but not every builder is enjoying the same level of social media engagement. Rob said his “original formula” was to collaborate with those performing well in the industry. “The higher-end architects, real estate agents, suppliers and subcontractors,” he said, rattling off a list of the businesses they work with throughout the life of a build.

The quid pro quo mindset seems to be a winner.

“I knew it was a powerful tool for marketing. With building work, you have beautiful photographs. Building is very visual, and very marketable,” he explained.

“We've had suppliers wanting to be ‘the' supplier on the next house we were going to build. They were willing to do really good deals, too."

Rob was frank about the generous marketing budget required to promote and sell homes in a high-end and competitive market. “We are able to put a lot more budget into marketing than a builder who is building for clients,” he said. But he was quick to loop back to collaboration, reaffirming it as the golden ticket to growth. “What goes around comes around. For us, it’s about having a collaboration mindset and not being selfish or thinking you can’t share the work of others." Rob also stressed the importance of working hard to establish - and maintain - an online presence when putting together a business marketing strategy. “We post twice a day,” he said.

“What I’d say is, don’t put social media at the bottom of your priority list. So many people fall into that trap. Don’t think it’s airy fairy, you’ve got to treat it as a priority. Don’t underestimate that power.”

When you do that, you don’t engage your audience as much

New fire ant biosecurity zones and requirements now in place

T

he fight against fire ants is now simpler to follow for the building industry in South East Queensland. On 27 May 2020, the National Red Imported Fire Ant Eradication Program implemented changes to the Biosecurity Regulation 2016 to provide extra protection against humanassisted movement of the super pest. The program’s General Manager Graeme Dudgeon said the changes were necessary to protect the Australian way of life and make it easier for industry to do the right thing in the fight against fire ants. “The building, development and landscaping industries move large quantities of materials that may carry fire ants, including soil, quarry products, turf, mulch and potted plants — and if movement controls are not followed every load has the potential to spread this pest,” said Mr Dudgeon. “The changes will add another layer of protection to areas that have been the subject of recent eradication activities and will better realign the fire ant biosecurity zone boundaries

with the program’s current operational boundary. “New suburbs will be covered by the biosecurity zones for the first time and it’s important that businesses and individuals familiarise themselves with the updated boundaries and the movement controls associated with them. “We know this will be a period of transition for those working in affected industries, as they reframe their business practices and educate their teams on the zones and requirements. “We’re here to help wherever we can,” he said. Fire ant biosecurity zone 1 now covers the area where the program has been concentrating its efforts to eradicate fire ants, in the Lockyer Valley and parts of Ipswich and the Scenic Rim. Fire ant biosecurity zone 2 covers the remainder of the infestation, where the program is working to contain and suppress the invasive pest before eradication activities can begin. Mr Dudgeon said more stringent requirements will apply to the disposal of some construction and landscaping materials in waste facilities in fire ant biosecurity zone 1. “In this zone, local residents have been telling us that ‘there used to be fire

ants, now there are none’. We don’t want to risk undoing all the good work we’ve done so far in eradicating fire ants in that area.” Mr Dudgeon said the program has also reduced the red tape involved in transporting material that may contain fire ants. “Up until now only companies that held a biosecurity instrument permit (BIP) could use ‘disturbance’ as a risk mitigation strategy for fire ants — this is now available to everyone,” he said. Disturbance involves turning, screening or crushing stockpiled material like soil every 21 days and 24 hours prior to moving the material. As soil is recognised as a high-risk fire ant carrier, Mr Dudgeon said the program has also developed a guideline on risk mitigation techniques for those working with the material. “Human-assisted movement is an area where industry can really make a difference, so we — and the rest of Australia — are counting on industry to do the right thing,” he said. “At the end of the day, the lifestyle of all Australians depends on it.” To find out more and to view maps, please visit www.daf.qld.gov.au/ fireantzones

I HEARD CASUAL EMPLOYEES GET ANNUAL LEAVE NOW, IS THIS TRUE?

IS THE INSURANCE PREMIUM PAID UNDER THE QUEENSLAND HOME WARRANTY SCHEME BASED SOLELY ON THE CONTRACT PRICE?

The case of WorkPac v Rossato has recently been decided and received a lot of attention in the media.

All contractors carrying out residential insurable building work for consumers (excluding working for a person who holds an Owner Builder Permit) with a value exceeding $3,300 must pay a premium to the Queensland Building and Construction Commission (QBCC). The premium is based on two values.

Mr Rossato, a casual employee, was paid for annual leave accruals after the termination of his employment. Some headlines have suggested that this case means that casual employees now get annual leave, but is this really the case? The most important part of this decision is that the court found Mr Rossato was not a casual employee, despite this being on his employment contract. This was because his pattern of work indicated a firm advance commitment on the days/hours the employee will work. His roster was drawn up to seven months in advance. The court said that this type of commitment doesn’t have the characteristics of casualness and the definition in the contract and the payment of a loading didn’t change the actual nature of the engagement in law. Having found not to be a casual employee, Mr Rossato had an entitlement to annual leave accruals and public holiday payments.

The first is the contract price, that is, the amount the consumer will pay the contractor for completing the works. The second is the value of any materials supplied by the consumer. For example, the consumer may be supplying floor and wall tiles or kitchen cabinets with the installation to be carried out by the contractor. In these situations, the contractor would need to know the value of the materials being supplied by the owner so these amounts can be added to the contract price. The insurable value of the work, which includes the value of the consumer-supplied materials, will be the amount the premium is calculated on. The premium must be paid 10 business days after the contract date, or at commencement of the work, whichever comes first. If the value of a variation to the works increases by $5,000 or more an additional premium must be paid prior to commencing the varied works.

WHAT WENT WRONG IN THE WORKPAC VS ROSSATO CASE?

HOW MUCH DETAIL SHOULD THE SCOPE OF WORKS CONTAIN?

Of obvious concern in this case is that WorkPac paid Mr Rossato a rate they identified as being in lieu of benefits associated with permanent employment.

Put simply, the scope of works is the work the contractor will undertake for the owner or work a subcontractor will perform for the builder. It will form part of the building contract, so it should have sufficient detail to allow a builder or subcontractor to price their works.

This included annual leave and public holiday payments, and yet was required to make payment for these again. This decision makes it difficult for employers to “set off” the amounts paid to an employee in respect of a casual loading. Further regulations put in place as a result to avoid these “double dip” situations appear now to have limited utility. We can still rely on contractual clauses to help make offsets possible where a casual employee claims leave entitlements. An employment contract that identifies a specific casual component and specifies the benefits that it may offset is critical. Master Builders’ Workplace Relations team will be happy to help out with this. WHAT’S THE LESSON LEARNT FROM THE WORKPAC VS ROSSATO CASE? The risks of claims for employment-related benefits, particularly when contracting, remain unchanged. We would encourage members to talk to the Workplace Relations team before making any decisions to delay a swap to casual employment or to request casual employees enter subcontract arrangements.

The subcontractor’s scope of work would ordinarily reflect that portion of work contained in the contract between the owner and the builder. However, if it's unclear on what the builder’s liability is to the owner, this ambiguity could flow down the contract chain to subcontractors, causing arguments over scope creep and the need for variations. WHAT IS THE DIFFERENCE BETWEEN A FORM 15 AND A FORM 16? A Form 15 relates to the building design or specification. A Form 16 is for the certification of the installation of an aspect or stage of the building work. For example, the engineer issues a Form 15 for the design of the roof trusses. It would contain information confirming the trusses are manufactured in accordance with the NCC requirements and nominates the relevant reference documents & standards applicable to the design. A Form 16 can be issued for a stage inspection (wall and roof frame) or an aspect inspection (e.g. waterproofing). Amongst other things, the Form 16 states how the building work complies with the building approval and the relevant building laws. Both forms must be issued by a competent person acceptable to the building certifier.

DO I NEED AN INDIVIDUAL LICENCE, A COMPANY LICENCE, OR BOTH?

WHAT IS A MONIES OWED COMPLAINT?

One benefit of the Queensland Building and Construction Commission’s (QBCC) Annual Reporting Process has been the realisation for many licence holders that they were perhaps not operating their business with the appropriate licence.

The Minimum Financial Requirements (MFRs) for all licensees includes an obligation to pay a debt on, or before, it’s due and payable. There are a few matters that must be taken into account to determine what’s due and payable. Is the payment in dispute? Does it involve defective or incomplete work? Does it involve a breach of a contractual obligation? Is any money owed by the complainant to the licensee?

For many, post-apprenticeship life started as a sole trader working through an ABN. At some point, you gained your trade contractor licence and time likely flew by doing the work. You may have even gained a builder’s licence while still working as a sole trader. Many will continue to operate under this way for their entire career without any issues. However, for some, once you begin to make a profit, your accountant will start to talk to you about setting up a company. If you decide to take up that advice, what is often missed is a company licence. If you’re trading through a company, it must hold a QBCC licence. Unfortunately, a company operating without a licence is considered as unlicensed contracting, regardless of whether you have an individual licence or not. The penalty starts at over $26,000 for the first offence. The good news is that this situation can be easily resolved by applying for a QBCC company licence. Yes, it will cost you some money, however the fee is significantly less than the penalty the QBCC can impose for non-compliance. Master Builders can help you with this process. WHAT DO I DO WHILST I AM WAITING FOR MY COMPANY LICENCE TO BE APPROVED? You must trade through your personal ABN and individual licence. ONCE MY LICENCE IS APPROVED, CAN I JUST START TO INVOICE UNDER THE COMPANY? No. For any contracts that you have on foot, you must either finish them under your individual licence and personal ABN, or you can novate the contract over to the company. However, your client must agree to this course of action. If they don’t, you must continue as a sole trader. DO I CANCEL MY INDIVIDUAL LICENCE ONCE MY COMPANY LICENCE IS APPROVED? No. You must maintain your personal licence. This is because you are the nominee for your company. CAN I CHANGE MY LICENCE TYPE TO A NOMINEE FROM CONTRACTOR? Yes, there are a number of advantages and disadvantages. You, as the nominee, are not able to enter a contract to undertake the work personally, it must all go through the company. On the positive side, by becoming a nominee, you are removing the financial requirements from you personally. On the flip side, the company is responsible for meeting the QBCC Minimum Financial Requirements. This means, your personal assets are no longer able to be used.

A monies owed complaint is a formal complaint made to the QBCC alleging that a licensee has failed to pay a debt on time. The QBCC will investigate the complaint to determine if there’s a breach of the MFRs. WHEN CAN A MONIES OWED COMPLAINT BE ISSUED? If there's a debt owed by a licensee to a contracted party, or a supplier of goods and services; if an order has been made by an Adjudicator under Chapter 3 of the Building Industry Fairness (Security of Payment) Act 2017, a court, or a tribunal to pay a debt, and the due date for payment has passed; or if any disputes regarding a debt are finalised. HOW CAN I MAKE A MONIES OWED COMPLAINT? By submitting the approved form available on the QBCC website accompanied by evidence of the debt. That evidence can include the invoice, contract or similar agreement, and must include the name of the QBCC licence holder, the amount of the debt, the due date of the debt, and the reason for the debt, as well as any correspondence about the debt, extending payment terms, payment arrangements etc. WHAT SHOULD I DO IF A MONIES OWED COMPLAINT IS MADE AGAINST ME? If you agree that you owe the debt, you should immediately arrange with the complainant to pay the amount of the debt or agree on a payment plan. If you dispute the debt, you should respond to the QBCC within the time frame noted in the notice with full details of the factual and legal reasons why you dispute the alleged debt; evidence supporting your position disputing the alleged debt; any relevant correspondence with the complainant about the amount of the alleged debt; any evidence that the complainant owes you more than the alleged debt, or that the work was defective or incomplete. WHAT HAPPENS IF A MONIES OWED COMPLAINT IS UPHELD? The consequences can be severe, including the QBCC finding that the licensee has breached its minimum financial requirements which can result in disciplinary action; the QBCC undertaking an audit of the licensee’s financial records to determine any further breaches of the minimum financial requirements; the QBCC immediately suspending the licence under section 49A of the QBCC Act, or the QBCC giving notice of its intention to cancel or suspend the licence under Section 49.

PLANNING The Principal Contractors (PC) and masonry contractors (PCBU) are jointly responsible for the masonry work on site. As part of the planning process the following information should be provided: 1. Advice about who is responsible for installing, inspecting and removing any temporary supports 2. Designs and materials for temporary supports, considering the particular walls characteristics. You may need

engineering advice to assist with design. 3. Materials to identify no-go zones e.g. hard barricades, signs etc. 4. Instructions to workers, including site induction and supervision The masonry contractor as a PCBU must prepare a Safe Work method Statement (SWMS) in consultation with workers for all high-risk activities and provide a copy of the SWMS to the PC. RISK ASSESSMENT The PC and the PCBU should identify potential risks that may cause a masonry wall to collapse. These risks may include: • • • •

The facts about corrosion C

orrosion protection of joist hangers and other connectors require close attention for building contractors and designers in Queensland. Corrosion can be a tricky topic and there’s a lot you need to know to be compliant. INTERNAL APPLICATIONS First up, you should be aware that the minimum level of corrosion resistance used by manufacturers of metal framing brackets is Z275 gsm, which is only appropriate for internal applications (within the building envelope) that are kept permanently dry. These products are not appropriate for external weather-exposed applications subject to repeated wetting. EXTERNAL APPLICATIONS Weather-exposed balcony and deck constructions commonly use treated timbers which can contribute to the accelerated corrosion of metal framing brackets and related fixings. Where framing brackets are being utilised

for applications other than internal, dryprotected locations or when used in contact with treated timbers, you’ll need to use brackets with a higher level of corrosion protection and durability, such as stainless steel.

Timber Queensland has a process they recommend practitioners follow to select the correct corrosion resistance for any framing connector. They urge you to consider two criteria: corrosion zones and exposure conditions.

There are three kinds of exposure conditions: enclosed (within a fully enclosed building envelope); sheltered (locations not exposed to rainwater but subjected to wind-blown salts) and exposed (locations exposed to weather and rain (decks, pergolas, open subfloors).

Autism Queensland school redevelopment

STAGE TWO OF A MAJOR REDEVELOPMENT AT QUEENSLAND’S FIRST AND OLDEST AUTISM-SPECIFIC SCHOOL, LOCATED AT SUNNYBANK HILLS, IS SCHEDULED TO START IN AUGUST. Autism Queensland has been providing specialist education for children on the autism spectrum for over 50 years, more than 40 of these at the Sunnybank Hills site. In 2018, the organisation applied for, and received $1.28 million from the Independent Schools Queensland Building Grant Authority as 50 per cent funding for a three-stage redevelopment of the campus’ junior school. Stage one, a purpose-built prep facility, has already been completed. Stage Two, due for finish in December, will involve extensive refurbishment of the interior of an existing building, transforming

five small and outdated classrooms into six modern classrooms with breakout spaces, teaching walls, sound proofing and other features designed to maximise teaching and learning outcomes, safety and engagement for attending students. The existing gym will remain but also be refurbished. Tenders for the work closed recently and a Master Builders member will shortly be appointed. Master Builders is supporting this worthy cause via a charitable donation that uses the remaining funds from what was the Master Builders Foundation. The final voluntary contributions from members will be put to good use and importantly, will help support building activity over the coming months. ABOUT THE ARCHITECT Giarola Architects is an award-winning

architectural firm with over 25 years of experience in specialist education design. They have collaborated with Autism Queensland in a research initiative into autism-specific environment needs and teaching pedagogies. Due to limited Australian research in this field, desktop research worldwide and input from Autism Queensland’s educators and stakeholders were used to formulate the optimal physical learning environment. These leading-edge findings were a catalyst to the school’s new vision. A post occupancy evaluation of Stage One directed new findings and improvements for the upcoming refurbishment. Giarola envisage this stage to be another milestone with Autism Queensland and an exemplar in the development of ASD-learning environments and teaching pedagogies within Australia.

ith so many projects underway and planned, this article highlights some recent ACRS advice to builders enquiring about attempts to circumvent specification requirements for ACRS certification of steel supply, including incidences of misuse of ACRS certificates. MANAGING YOUR RISKS OF RECEIVING NONCOMPLIANT STEEL. Do you know whether or not the steel supplied is compliant with Standards and your specification requirements? With ACRS 2 Stage certification it’s automatic. ACRS was set up by Austroads and other peak industry bodies in 2000 as a steel certification scheme independent of steel suppliers to manage this problem. The ACRS scheme is JAS-ANZ accredited, including, since January 2018, to AS/NZS 5131 – Structural Steelwork. ACRS certifies over 70% of the steel manufactured in or imported into Australia to AS/ NZS Standards. However recent reports from builders suggest non-equivalent alternative solutions are being accepted, often due a lack of awareness by builders’ staff of ACRS Stage 2 certification, or due to worries regarding: • not enough suppliers of ACRS certified materials “available” at the time of purchase (and the Builder ending up with plenty of suppliers, but no guarantee of quality); • Too short lead times claimed for sourcing and verifying compliant supply (not true as the specification exists before the supply contract is tendered and supplier accepted); • Supply of steel to projects allowing test certificates instead of ACRS, or with alternative product

certification presented to builders as “equivalent” to ACRS - then subsequently found to be nonconforming (often despite clear instruction in the contract or specification as to what is acceptable); Steel suppliers lobbying builders to amend specifications to accept alternative schemes to ACRS with claims these provide “equivalent” technical rigour and scope of assessment to ACRS (fine where this is proved to be the case in advance of acceptance. However, this is leaving the builders facing risk by accepting the use of nonconforming processed and fabricated steels on projects when it turns out the “equivalent” scheme is actually not “ACRS equivalent”. And so far, none are).

ACRS 2020 CERTIFICATES AMENDED FOR ADDITIONAL CLARITY AND AVOIDANCE OF MISUSE ACRS 2020 certificates have some important changes to protect builders, engineers, and steel purchasers Focus continues to intensify on nonconforming building materials, and more examples of nonconforming steel are identified on major projects. ACRS is receiving significantly more enquiries from specifiers and consumers, including builders, asking which certificates can be relied upon, and how do builders’ staff and contractors know what to look for? Regrettably, this is too often after using an alternative to ACRS - only to find later that the alternative has not performed to expectation. In the most common instances reported to ACRS, the alternative rebar processor, or welded section

supplier may have assured the builder that all the steel comes from ACRS certified mills (Stage 1), but upon checking, the builder finds that some or all of the steel was from non-ACRS approved sources. Plus, the subsequent processing or welded fabrication of the steel may also not have met Standards, as the alternative did not verify as ACRS Stage 2 certification does. ACRS not only certifies steel manufacture (Stage 1) and the rebar processing/welded section fabrication of that steel (Stage 2), but also assesses steel traceability between the two certificate holders. To assist builders personnel make informed determinations, from 1 January, 2020 the wording on ACRS certificates was amended to state clearly that “ACRS certified” may only be applied to steel that arrives on the project with both ACRS Stage 1 (mill) certificates and ACRS Stage 2 (rebar processor, or structural welded section) certificate. Ensure your staff are aware of these important changes to ACRS certificates and make sure your specifications call up ACRS certification for both Stage 1 (mill manufacture) and Stage 2 suppliers (processing and welded section fabrication) to manage your risk of inadvertently accepting non-ACRS approved materials. The competition was designed to give our up-and-coming talent a chance to shine and show their skills on the Queensland stage. Tasked with using their creativity and imagination, each brought their very own building project to life and we were delighted with the creative and imagination-filled building projects. But there could only be two winners. Sitting at a long table as the entries flicked up onto the meeting-room screen, our judges thoroughly evaluated each build. With swimming pools, rooftop parties and even a helipad, there were some very elaborate builds. Ausgill Projects winner, Matti noted he was inspired by the Gold Coast canalstyle homes with resort-style swimming pool and pontoon, and canal boat mooring.

It would look right at home on the Gold Coast canals and evidences the true judges said. “Matti is a true talent and has a bright career ahead, we look forward to following along. Congratulations!" Dean of Nick Giardina Builder Pty Ltd delivered up a complex and detailed design complete with helipad and vehicle storage. “There was clearly extensive building expertise required when Dean translated his design into the building. The fine detail required in each level of construction and the skillion roof shows a highly involved build.” “We see endless potential for the future career of Dean, well done,” the judges said. Both winners received a $50 Kmart voucher, with Dean intending to buy more Lego, while Matti graciously shared his win with his younger brother. Special mention goes to an iconic and distinctive design from young Hannah. While Hannah wasn’t eligible to win a prize, her stunning two storey, curved glass atrium captivated our judges. Located behind sand dunes, the new Centre embodies the famous turtle’s connection with nature – encapsulated within the project brief, ‘connected to nature.’ For Richard Kirk, the Centre’s award winning Architect, the brief is underpinned by focus on sustainability and environment. “Firstly, the location is behind established sand dunes which provide a natural shield between the building and the hatchings to conceal the possible spill of the buildings light,” Mr Kirk said. Embracing sustainability in design, the centre featured a prefabricated Hyne glulam timber structure. Additionally, Austral Plywood supplied Hoop Pine “ariaply”, a premium prefinished panel based on “A” grade Hoop Pine plywood. Locally grown and manufactured, the timber meets the Australian Standard for Sustainable Forest Management, a precondition for Responsible Wood certification. Mr Kirk explains: “The entire glue laminated timber structure is locally grown, certified Spotted Gum, not only meeting exceptional

The Mon Repos structure is a ‘diagrid’ which presents an innovative resistance against cyclonic conditions. It is the largest diagrid in Australia. Natural Hoop ariaply in solid sheets were used as wall linings throughout the Centre. Austral Plywood’s Joint CEO, Stuart Matthews explains: “The ceiling is particularly impressive, consisting of numerous perforated triangles made from ariaply in an Ebony finish. The triangular shapes, representing a turtle’s carapace, were meticulously cut from detailed plans supplied by the architect. The perforations provided both acoustic benefits and an attractive appearance to the Centre,” Mr Matthews said. The use of Spotted Gum goes beyond environmental credentials and supporting the local economy. This timber was specified for its durability, strength, density and appearance to suit the corrosive, coastal environment. Hyne Group Business Development Manager – Glue Laminated Timber, Rob Mansell explains: “Using timber, when detailed well such as in the Mon Repos project, means we can meet the minimum 50 year design life requirement,” Mr Mansell said.

Lawrence Reys looked to renew his licence after a stint of illness took him out of the building game.

“I hadn’t been in a classroom for that long. But doing the course online, it took away that school classroom stigma and it was a thoroughly eye-opening experience."

“To renew my licence, I had to renew my training,” Mr Reys said.

Mr Reys said the trainer was fantastic and gave helpful tips and tricks the entire way.

Signing up for Master Builders’ Business Management For Trade Contractors course, he was advised the training would be delivered online, via video platform Zoom due to government-imposed COVID-19 restrictions.

He said asking a question was not nerveracking or scary and he loved visually connecting with other students from across the state who were in the same training.

Taking learning out of the classroom setting and removing the need to travel almost two hours to the office for the training were two big ticks for Mr Reys. “It was much more comfortable doing my work

“The questions others asked, it was often something that I wanted to know too. Everyone felt comfortable to ask questions and put points up, it was good for all of us.” He said the technical side of it was completely fine. “The younger ones wouldn’t have a problem
