Police units alerted to arrest Bakaleke All police stations countrywide have received arrest warrants to apprehend former Kampala South Regional Police Commander Siraje Bakaleke who is wanted for trial on charges of abuse of office and kidnap. “We have sent the warrants of arrest to all police stations and the search is still on,” the Principal State Attorney in the Directorate of Public Prosecutions, Ms Alice Komuhangi, told the Anti-Corruption Court on Monday. However, she added that Bakaleke is still on the run and has not been traced.

Army begins night city patrols

Museveni approves 0.5% mobile money tax

The army has kicked off night patrols in and around Kampala City. Together with the Police, they have made several checkpoints where every vehicle is subjected to searches. They also have foots soldiers on the streets that arrest suspected criminals and idlers. The army spokesperson, Brig Richard Karemire, said the military deployments are in fulfilment of President Museveni’s strategic measures to fight crime in urban areas.

President Museveni has approved the controversial 0.5 per cent tax on mobile money withdrawals. This comes almost after a month when parliament passed amendment of the tax from 1% to 0.5%. This came with huge resistance from Opposition MPs and a section of NRM legislators, who were defeated by government that insisted revenues from the tax were essential to finance the budget. 164 MPs voted in support of the tax, while 124 voted against the controversial tax.

My personal life is not for the public - Sheebah Sheebah Karungi will be holding her second concert dubbed ‘Omwooyo’ at Hotel Africana come November 30. After the concert, she will hold a string of concerts including upcountry shows in Mbale, Mbarara and Luweero. Moses Abeka spoke to her on the sidelines of her the Omwooyo press conference. You had a great 2017, why didn’t you hold a concert? I really don’t believe in having a few hit songs then holding a concert as it has been the case. After Twesana concert in 2016, I wanted to give my fans a great concert with several hit songs and that’s why we are holding the concert this year. Some people say you are dating Jeff Kiwa. Is it true? You see? People will always have something to say. Ever since I joined music industry people have been making up their stories but what I’m selling is music not my personal life. Who is your lover? I’m not a reality star. I have come to sell music. I’m not Kim Kardashian that will want the public to know how old their pregnancy is, who they hang with or who they slept with. I’m a singer and I’m here to sell music.

What did you get to know me for? Do you know what I sell? Music! Let’s stick to that. Do you have children? Will you consider marriage at some point in your life? No. I don’t have children. I want to have two children; either one or two. Honestly speaking, about marriage, I am not ready for marriage and I will not settle down for it. Men might be interested in me but I’m not settling for marriage. Are you a virgin for that matter? How can a 28-year-old woman like me be a virgin? I’m not Mother Mary. For how long have you been in the music industry? I want this to be clear. I dropped out in 2005 when I was in S2. In 2007, I joined Obsessions and then 2010, I went solo. He is the man that saw diamond in the dust, picked it up and sharpened its edges. What are the new songs that the fans should anticipate you to perform? There are many songs. Everyone has a song or songs that they will love to see me perform. Some will want the older yet another will want the new ones. So, we are preparing a set that will cater for all the songs. There are really very many songs. Your first concert in 2018 was a huge success. What should the fans anticipate in ‘Omwooyo’ concert? First of all, we are setting new trends. To begin with, we named the concert after a song that was not yet released ‘Omwooyo’. The trend has been so very many years to hold a concert after a hit song. Secondly, I am working with the same people who organized my fist concert; KT promotions and we are back at Africana where they have been accepting others to hold shows. Working with the same people shows growth and maturity. At my first concert, I was so nervous. Yes, I still get nervous but over time, I have matured as a singer and performer and I know what my fans enjoy and I want them to experience that!

The Omwooyo concert will be a string of several concerts with the VIP one on November 30 at Hotel Africana for Shs30k general audience, Shs 50K VIP and Shs2m for a table. Thereafter, she will perform at Satellite Beach Mukono on December 1, Freedom City December 2, Nimrod Beach Luweero December 7, Mbale Street Jam December 8 and Agip Motel Mbabara 9 with all shows going for Shs10K.

Are swimming pools the new deathtrap? BY ALEX TAREMWA

thirteen-year old Primary Seven Candidate who was due to sit his Primary Leaving Exams on Monday drowned in a swimming pool at Mestil Hotel in Nsambya, Kampala – an incident most have concluded was caused by negligence from the hotel management. The deceased is said to have often frequented the hotel for the same services until Sunday, November 4, when he met his death in the pool. The media has been awash with several other stories of adults who too have taken a shortcut to the creator through the swimming pool. Victor Mbuga, for example, was a 22-yearold Uganda Christian University (UCU) student drowned at Big Fun Entertainment in Mbarara on April 8, 2016. Two people were arrested in connection to his murder but later released. In April this year, John Paul Mirimu, 22, a student of Information Systems at Makerere University died upon arrival at Mulago Hospital after drowning in a university hall swimming pool. Other related incidents include one of Kevin Waswa, a 17-year- old pupil of Kiswa Primary School in Bugolobi who

swimming pool accidents in Uganda; the trend at which they are recurring is worrying. According to the Uganda Police Spokesperson, Emilian Kayima, the accidents can be attributed to the rising levels of pool development without the necessary measures in place to tame swimmers – especially children from accessing them. “Ideally, every swimming pool should be well gazetted and manned at all times so that people who are poor or weak at swimming are guided on how to go about it. Water has no master. Even if you are a gold medalist in the Olympics, the pool can kill you,” he said. This is a point of view that Moses Kalanzi, the founder of Swim Safe Uganda shares. Kalanzi even founded a nongovernment organisation to promote water safety through multiple training workshops to ensure professionalism, efficiency and quality services among lifesavers and pool attendants in Uganda. “Uganda has 241, 551 square kilometres of land and 41, 028 is covered by water. It is no wonder Uganda has one of the highest rates of drowning in the world and we don’t even have a coastline. Imagine we had one,” Kalanzi said. “Uganda’s drowning toll is in excess of 8,000 annually, the sixth highest level in the world,” he added. Kalanzi now wants a law in place to force all recreation centres to have 24-hours lifesavers and trained personnel that can also train others on healthy swimming mechanisms. His organisation that started in 2011 has so far trained over 300,000 personnel and over 100,000 people the majority being children, teachers, lifeguards, coxswains and tots.

Tycoon Charles Sseruganda, the Proprietor of Charles Enterprises died in March 2017 after drowning in a swimming pool at Country Inn in Masindi town. It is alleged that he hit his head on the side walls of the pool. Although most swimming pools have full-time assistants and swimming trainers, they have proven to be a deathtrap that continues to haunt the owners, swimmers and their families. Marcus Kwikiriza says NXT Radio is going to change radio for ever Next Media Services launched a futuristic audio-visual station, the first of its kind in Uganda with the plan to give the listener an unforgettable experience – the ‘next big thing’ – they called it. Alex Taremwa chatted up with Marcus Kwikiriza, the radio’s General Manager about what makes NXT radio unique.

hat is next about NXT radio? We are Uganda’s first audio-visual station. We are changing how radio is normally consumed by giving options to the listener because now we can also get the viewer. That is the point of difference between what we are and what everybody else is doing on the market. Many people have said that you’re doing the same old thing. Where is the fresh stuff you promised us? The fact that you can have a live band in studio. It changes everything. If two people are about to fight in studio, old radio would only allow you theatre of the mind. Here, you tune and see for yourself. But isn’t Spark TV doing the same on the morning show on Ddembe FM? Well, what I know for a fact is this is without a doubt, we are the first of our kind. I know we are the second in the region but we are the first in Uganda for sure because this is an inbuilt mechanism. Ours is real time. As soon as the microphones are switched on, so are the cameras. Let’s talk about your content. Aren’t you just riding on NBS TV’s back? Obviously what makes a station or show different is content and because of the fact that we are part of the bigger group of Next Media Services, we have been fortunate enough to have a lot of content because of NBS. But it is one thing to have content and another thing to make it relevant so we have gotten a team of people and trained them to get this content out in a different way. Remember, sometimes it is not about what you say, but how you say it. You have a great team, plenty of content, why then are you still giving consumers the same old stuff we find on normal radio? The truth of the matter is that radio worldwide, topics are the same. Why? Because the challenges are the same. We all fight

without spouses, cheat, and love or hate politics, football, money etc. The topics will remain the same but it is how we deliver them that changes. How did you put your team together? From the presenter lineup, you basically called guys out of retirement. You see when you’re building a team, it is important to have a mix of old and new. You can’t have only new because they give you way too much work in training so the old are here to train the young to take over. When a coach is putting together a football team, you will see like three legends. I have a presenter pool of 11 – only four are old. The rest are new.

You told us you retired from radio, what happened? One of the reasons why I came back was to be part of what I consider the station that is going to change radio as we know it but also to be able to do all the things that I had been keeping in mind. With over 20 years of radio experience in three different countries, I have so much I can offer and being at the helm of a radio station allows me to give that. I said if we are to completely change radio, let’s change it. It is visual, creative and as long as we don’t break UCC rules, we shall give people a whole new experience. That made me come out of retirement!

The MTN Marathon season started in Mbale on Sunday with thousands turning up for the 2nd edition of the MTN Mbale road race. Nearly 2,000 people turned up for the MTN Mbale National Championships that were flagged off at the Maluku grounds, Mbale. The majority of the people participated in the 10kms road race, leaving the 21kms half marathon to the elite runners mostly from Sebei region. The marathon was flagged off by Omukuka Mushikori Bob of the Inzu Ya Masaba at 8:00am on Sunday, 4th November 2018.

here have always been silent tensions between Urban TV presenters, Tina Fierce and Mary Luswata. When Tina had just taken over the show, she used to deny ever knowing anything about a one Luswata despite the fact that Scoop on Scoop was initially her show. However, Tina always claimed she did not mind whoever Luswata was. Tina was always seen firing shots at the pregnant Luswata then on the show. When asked about Tina Fierce in a recent interview, Mary Luswata expressed shock and said she did not know who the person in question was. However, this could be a game of “who is fooling who” as we are quite certain that both Television personalities could be playing on each others’ minds if not the public’s.

ay Signature is one of the most underrated artistes of this era. His suave touch to his various works has always been subtle. He operates a little underground but always rises to the occasion. The “Kasenyanku” hit maker takes us down memory lane on his new single, Don’t break my heart. He brings back soothing nostalgia from his melodious times with Big Tym. The song starts off with easy going piano keys whose smooth vibe leads us to consistent adlibs from an anonymous voice over. Like a master of his own craft, Ray opens his first verse in full control of his own space. In a calm suppressed tone, he narrates a story of the “it girl” he met on a bus to Rwanda. He mixes both Luganda and English lingua. His lyrics are deep in poetry and story on this one. He goes on to tell her how he wants her by his side for the rest of their lives thus the chorus, asking her not to break his heart. On this “Love at first sight” song, he stamps foot in the industry with his smooth writing and execution prowess. His versatility in the game has helped him write smash hits and this, could simply be the latest. He is smooth. Impressive effort!

here are several Deejays in this town, each with a niche of their own but there’s one who has taken classics to a whole new level. His name is Andy Skillz. If you have been to Big Mikes on Tuesdays or Racers Lounge in Bukoto, you couldn’t have mistakenly missed the gem mixing the music that used to make school going children jump fences in the early 80s. On Monday November 5, Skillz who calls himself “a corporate DJ” took Mexicans, Latinos and Spaniards on a long night overdrive at Speke Hotel’s Rock Gardens when he unleashed the craziest Salsa, Latino and Tango music in town. “I don’t recycle music and I don’t play ‘kidandali’ music. This is my kind of audience,” he said pointing to the number of foreigners in the room. Skillz brags that he is the Kampala’s corporate DJ of choice having playing at several private parties including at tycoon Sudhir Ruparelia’s personal events.

It’s also when women smell their best. “We found that men highly agreed on which odours they found attractive and which ones they liked less,” the study authors wrote. “From an evolutionary point of view female attractiveness is thought to provide cues to various desirable qualities that males may seek in mates. “Even though all the odour samples in the present study came from currently fertile women, raters chose those odours to be most attractive that came from women who were most fertile at that moment.”

ose Basemera is an award-winning sports personality, professional model, basketball player and final year Bachelor’s in Records and Archives student at Makerere University. Being a sports personality right from her O’ Level, Rose, like her name has found only the sweetest smell during her entire educational journey, as she has been the beneficiary of sports bursaries at Trinity College Nabbingo and St. Marys Kitende, where she studied her A’ Level from. Rose went on to join university on a government sponsorship after registering under the sports and disability scheme at Makerere (her sports points and good performance at A’ Level helped her get admitted), and it sure wasn’t just about books and basketball. In the free time she got, she began to craft a modelling career, using attractive outfits that she at times just hired from friends in case she had a show. Her designs, outfits, poses and shoots were well received by her fans, and did a lot in igniting and stirring her passion. “It was the admiration I got from people, appreciating my work from my shoots, events, and always inquiring where I got a certain outfit and where they could get it from. So I got inspired to start my own boutique,” Rose told Matooke Republic. Rose knew she had the passion but not enough capital to open a real boutique. Having realised that her parents were not willing to support her, she instead chose to begin with an online boutique in 2016. That is how ROM3RA came into existence. “To start online selling is cheaper compared to opening a normal shop, and with my small

savings all I needed was social media presence. Basically, I use WTFS-WhatsApp, Twitter, Facebook and Snapchat. “ROM3RA’ provides for all; from women to kids to men. Just trendy fashion style from street, party, fitness, sports to casual Ankara fashion,” she added. In order to widen her market base, Rose mentioned offering the best outfits and in time to her clients as one of the tools she has used to get them hooked. “It is all about convincing people why they should go with yours and not another. Give them a reason to stay and keep coming. “Sometimes someone orders something and you have 24-48 hours to tailor it for them. At times we already have stuff at the workshop in Munyonyo where we tailor from,” Rose explained. Through her venture, Rose said she has been able to meet ‘great’ people in the fashion industry. “I got to work with Makerere University by designing the basketball team warmers. I got to partner up with Nilotica Africa, Pearl of Africa Fashion Awards and very many great people plus everyone needs that extra cash,” she chuckled. The main challenge Rose faces is that many customers find it hard to trust online shops as the customers are asked to pay 60% before orders are confirmed. And yet in some cases, customers order and never come pick up their outfits, causing losses.

henever you see a successful business person whom you might even admire, don’t be intimidated to think you might never get there. They started just where you might be right now. Every lion was once a cub. So practice your roar, and learn the hunting skills...” There is an urban legend I’ve shared with a few of you before which goes like this: One morning a young American tourist was traveling through a typical African township whilst on holiday after graduating from university. As he watched the early morning hustle of people trying to get transport for work, all driving the same direction, he must have heard someone shout:

Next thing a private car stopped and people jumped in. The jam-packed cars, all full, headed to the city. Others were in “little buses” which have different names in every African city, but in many ways are the backbone of transport in urban Africa. “We give each other lifts!” one of the drivers had told this young tourist when he questioned what was going on. “It’s all entrepreneurial and much more efficient that our own (American) transport system,” he observed later with much enthusiasm. If you have ever been to Los Angeles, where he comes from, the scene at the same time would have been very different... cars bumper-to-bumper, barely moving, each with just one or two people inside. For Logan Green, the entrepreneurial tourist, the African transport solution was not as chaotic as some would consider. It was actually more efficient than what he saw back in the more advanced economy. “If we can get people to share their cars,

and get paid for it as they do in Africa, we would have fewer cars on the road, and traffic would move,” so he reasoned. With Africa’s solution in mind, Green returned to America and developed an App to help people find a “lift” from someone driving their way...

The idea of a “ride sharing” app was born!

Green started his first ride-sharing company in 2006, and sold it to a big international rental car agency several years later. He then co-founded another company, named after what he heard in Africa. It is called “Lyft” and is now valued at more than $15bn! Lyft will soon list on a major stock exchange. I first came across the idea, not through Logan Green’s Lyft, but when I was visiting one of my daughters at college, in New York several years ago. She told me she traveled on “Uber” and did not need a car! “Uber?” I had no idea what she was talking about. I went out to try it, and loved it. No more

why KCCA-Vipers is Ugandan BY WILLIAM KASOBA

or years, Ugandan football had a variety of potent local club rivalries, all of which rode on the historical VEK (Villa, Express, KCC) oligopoly. For generations, players battled for the pride of their badge in these fixtures; (then) KCC against Express, SC Villa against KCC, and obviously none bigger than Express versus SC Villa. Now, all those games, while still present on the Uganda Premier League (UPL) fixture list, stand almost forgotten. The fixture that matters is the one between KCCA FC and Vipers SC. Last weekend as the two sides went head to head in their first tussle of the StarTimes UPL this season, a capacity crowd was on hand to welcome them at the St Mary’s Stadium in Kitende. Vociferous fans clad in their respective teams’ jerseys started cheering even before kickoff, creating an electric atmosphere and demanding nothing from players but spirited play and bragging rights. There is no question this fixture is becoming the most prestigious and Ugandan football’s new ‘derby’ - and here’s why: Similarity in football ambitions For the past five seasons, the UPL title has been exchanged between two clubs only, with KCCA winning it three time and Vipers twice. Last season the encounters between

the two sides had all characteristic of a grudge match. This saw Vipers overpower KCCA in Kitende to claim the UPL title. KCCA responded by halting Vipers attempt at a double as it defeated them 1-0 in the Uganda Cup before also seeing them off on penalties in the Super Cup at the start of this season. If there is any number of clubs to challenge for domestic trophies at this time, KCCA and Vipers are the first two clubs on that list. Excitement and attendance Judging from last weekend’s attendance at St Mary’s Stadium, the tie seems to be getting bigger and better every season. “I can no longer miss a game between my team Vipers against KCCA. It’s the most exciting in the league,” one fan stated. Former Proline coach and ex-KCCA player Mujib Kasule also told Matooke Republic the rise of the KCCA-Vipers derby had something to do with slumps at both Villa and Express. “We all know the problems SC Villa and Express have been facing. Their administration lost vision. “And about the fans, these clubs have been relying on fans they recruited in the 70s, and now at this time most of them have died, aged or even concentrated on other activities,” Mujib said, adding that the clubs must go back to the drawing board and rebuild their fanbases.

Is it the breed of talents? For KCCA’s publicist Moses Magero, it is about the two sides having the best squads in the league for the past three seasons, as evidenced by the national team call-ups. Both sides regularly contribute three or more players to Cranes squads summoned for major engagements. This, according to Magero, is one of the reasons this fixture always sees the highest caliber of football on display, drawing fans back. Plus, it sets the competitive tone. “KCCA players believe they are the best while Vipers players seem not to buy into that from the structures, systems, financials, coaches, fans name it. This is your typical modern day derby,” he said, adding that since KCCA has gone a notch higher and played on the continent’s biggest stage, the Caf Champions League, it has set a standard that Vipers SC is hoping to match. Decline of KCCA’s old rivals With SC Villa’s dominance in local football having ended in 2004 when they won the league and Express having last won it in 2012, it was inevitable that the death of what was once the country’s biggest derby between these two giants would soon follow. Their dramatic decline created a vacuum which the Vipers and KCCA fixture has come to fill. According to according veteran journalist David Lumansi, it is not that the traditional clubs have declined but rather a change in mindset. “Rivalries [tend to] come naturally without a professional touch, just like these clubs got fans naturally with no professional touch.

“Our football has just joined the professional bandwagon at a time when the current crops of the ‘would be’ fans are grandchildren of those fans who were around when these clubs were strong. Meaning it is not just a change in generations, but also change in the mindset of football fans,” he reasoned.
