Hearing of Kato Lubwama case On Tuesday,the Constitutional Court started hearing a petition by Rubaga South Member of Parliament, Kato Lubwama seeking to block an election petition filed against him by Habib Buwembo. The petition comes after Buwembo was allowed to file a petition even after the mandatory three months had expired by civil court judge, Margret Oumo Oguli. Buwembo in August filed a petition seeking to be allowed to file an election petition against Lubwama’s election as Member of Parliament. He challenged Lubwama’s academic papers.

Death of Dr. Margaret Mungherera
Jinja High Court granted bail to Rwenzururu King Charles Wesley Mumbere after an agreement was reached between the state and the Omusinga. Justice Micheal Elubu ordered the release of Mumbere from Luzira Prison where he has been since November 29, last year. Mumbere’s bail had several conditions including to be guarded by the UPDF, police to secure his palace in Rwenzori region, restricted movements to only three districts of Kampala, Wakiso and Jinja, no access to Rwenzori region among others. The king is now staying in undisclosed area in Kampala.
Renowned medical practitioner and former President of World medical council, Dr. Margaret Mungherera passed on Saturday in India where she had been taken for treatment. The psychiatry expert died of colon cancer at the age of 59-years.Dr. Mungherera’s body was flown in the country by Emirates Airlines on Tuesday and taken to Mulago hospital where her fellow doctors paid the last respect. She will be laid to rest in her ancestral home in Butalejja District in Eastern Uganda on Saturday.

n the 1970s and 1980s, most women worked as secretaries typing away at notes handed to them by their bosses. First forward to 2017, the typewriter is a thing of the past and secretaries as we knew them are extinct as everyone has a computer. Probably the most important job today will be obsolete in future. Federation of Uganda Employers (FUE) in collaboration with the International Labour Organisation on Tuesday held an employers’ dialogue aimed getting employers appreciate changes that will shape the future of work in Uganda. Uganda and the world over is experiencing big changes that are affecting the work environment as a result of technology innovation, population growth, globalisation, climate change, growing economic divide, changing character of production and employment among others. ILO launched the Future of Work Centenary Initiative in 2013 aimed at gaining greater understanding of the changes in the work place and developing policies that can shape the future of work. “Some of the jobs that we have today were not even in existence only 10 years ago, for instance, app developer, social media manager, sustainability manager, drone operator and YouTube content creator. Some of these occupations are in high demand for the work we do at NSSF where we need to have our social media up and running all the time,” National Social Security Managing Director Mr Richard Byarugaba said while delivering a keynote address at the dialogue. “The World Economic Forum in 2016 with a focus on Association of Southeast Asian Nations (ASEAN), projected that 65 per cent of children entering primary school today will ultimately end up working in completely new job types that don’t yet exist,” he stressed. Byarugaba added that employers need to understand the drivers of change impacting business

Why an EALA seat is a very big deal for our politicians In case you have been wondering why the East African Legislative Assembly (EALA) elections has been marred by chaos from both the opposition and the ruling party take a seat and read as we take you deeper into the real cause! It is not about the struggle to represent but rather the battle for the benefits of representation,writes

orget all the flowery speeches that aspirants are giving about competing for the East African parliament in order to make us more brotherly with Kenyans, the real deal is the candidates who successfully negotiate the final round of voting on February 28 stand to earn up to more than Shs1.4m a day, but that’s just a tip of the iceberg! It is therefore little wonder the various political parties had a fair share of chaos and the bigger the cake, the greater the melee. NRM as the party with the most representatives in our parliament is entitled to a lion’s share of the EALA cake, taking six positions while the rest- Opposition and independents, share the remaining three since numerical strength in each country’s parliament dictates the representation at the regional assembly in Arusha, Tanzania. And when you learn that an EALA MP can take home as much as Shs53m a month, you start to appreciate why some resorted to throwing punches to try to secure their slots. EALA is that lucrative. And that pay is tax-free, because the East African parliament is regarded as a diplomatic institution in Tanzania, so its workers are exempted from paying income tax. In July 2014, EALA MPs became the highest paid in the region and second only to Nigeria on the African continent following the approval of a $1,208 (Shs4.2m) increment to their basic salary. Previously they were paid $5,200 (Shs18.6m) but that figure now stands at $6,408 (Shs22.9m) per month—free of taxes and totally safe from the demands of constituents seeking school fees and wedding contributions, given that EALA MPs are not directly elected by the masses. It should not be surprising then that a significant number of politicians that fail at local elections often eye EALA’s dollars

In addition to the Shs22m that is an assured pay package, the MPs are entitled to a sitting allowance of $400 (Shs1.4m) per day, plus medical/travel insurance. Now here is the juicy part: the average sitting days for the MPs during plenary each month is 12 days, their allowances add up to $4,800 (Shs17m) but they actually rake in as much as $8,500 (Shs30.4m) in allowances, given that when not in plenary, they do committee work. That takes an EALA MP’s earnings to about $14,908 (Shs53m) per month, in total. And there is the car that an MP can buy him or herself duty-free. Perhaps you have seen one of those cars with a T CD number plate cruising along our roads… Sole candidates in DP So that starts to explain why aspirants were ready to fight (literally) to join in this feast. Take the case of the Democratic Party (DP). Despite the “democratic” name, Uganda’s oldest party had no elections but selections. DP president Norbert Mao defied his party and selected Mukasa Mbidde to further his tenure to five more years having represented for the last five years. He saw no need of contesting for the slot. Busiro North MP Medard Sseggona and several DP members claimed that Mao acted beyond his powers. He weighed in on Mbidde’s controversial selection stating that such a move was against the rules. He added that while he agreed that Mbidde was a good candidate for the position, party rules dictated that a number of names be submitted for approval by the party organs before a selection is made. He emphasised that ring-fencing positions in the party was highly irregular. Mbidde, the
sole candidate, was however, not ready to pay him or the party’s youth wing any attention. Perhaps not many politicians will pay you much attention when there is more than $10,000 at stake. Unless, of course, you are the man doing the paying…

Fracas in FDC, blows in NRM Not even the Forum for Democratic Change was spared. Less than a day after FDC Chief Mobiliser Ingrid Turinawe had lost to former Kaberamaido Woman MP, Florence Ibi, Ingrid was surprisingly announced as one of party’s candidates for EALA. According to the party spokesperson, Hon. Semujju Nganda, FDC will send both Ibi and Ingrid since NRM has “grabbed” six positions for itself. It had initially been just Ibi that was to compete for the available Opposition slots. But the best part of the show was provided by NRM. Their theatrics included aspirants and their followers taking matters into their hands at State House and the consequent cancellation of the polls as members pulled ropes here and there with the electoral commission. The 300 ruling party MPs who converged in Entebbe earlier in the week to pick six candidates out of the 43 contesting for the regional would have hoped to exchange ideas and win over opponents but all they could exchange in the end were blows. They, however, managed to reassemble and select their six on Wednesday, who are; Rose Akol, Mary Mugyenyi, Dennis Namara, George Odongo, Mathias Kasamba and Paul Musamali. The NRM’s chosen six are already assured of their places among Uganda’s nine representatives to EALA. For each of these, their Shs53m is safe.

About EALA EALA is the legislative arm of the East African Community and began doing parliamentary work in 2001. Its roles include passing laws that govern the EAC as well as oversight over the EAC’s work. Members to EALA are allowed a maximum of two five-year terms with each country sending nine representatives. In addition, all ministers responsible for EAC in the member countries automatically become members as well as selected senior staff of the EAC. The current EALA term ends in June this year.

ear Mango People, today I wanted to write about how some party leaders went to the number one public office, Feasted, Farted and Fought, but then I remembered that I had said I would not be involved in anything political. I turned around and found so much hocus pocus about how Mukasa Mbidde inflagrated diction… I don’t know if you understand me, but just bear with me. What was I saying again? Yes, Mbidde inflagrated diction and now every creature on social media is kowtowing... I wanted to write about that given that last week I wrote about the need to communicate effectively, but then I remembered even Mbidde was just politicking after Melaniaring some Nigerian’s work. So I can’t bring myself to lobotomise some obstreperous diction or phrases lest someone accused me of being pulchritudinous. Well, do you understand me? Because I also don’t understand myself. That is why it is better to stick to things we can do best. Like wondering aloud why our good leaders can’t design modern roads that cater for all. Much better a topic, huh?

As it turned out, my vision of this highway was just based on what I have seen in my country of refuge. A year ago, Rwanda was preparing to host the African Union Heads of State summit. The Kigali admin-
istration left no stone unturned in overhauling infrastructure. An entire village was razed to pave way for the construction of a bypass. That bypass came in the shape of a picturesque boulevard, complete with the central island, flower lane on the sides and pedestrian and cyclist lanes too. Yes, both sides the road has flower section, and pedestrian and cyclists lanes. Back to Kampala, boda bodas are infamous for taking life. In fact, deaths from boda boda accidents make one think the motorcyclists are trying to outcompete malaria and HIV/Aids. Sadly, even with this numbing scenario, authorities in Kampala are not bothered enough to scratch their heads and think of solutions. How many accidents would be avoided if cyclist lanes were created on every new road being constructed in the city? This brings us to the new song on the airwaves “Akatijjo” by Babarita, a new songbird featuring Fille. For starters, “Akatijjo” is a Luganda word that loosely translates to “showing off”. The song runs along a familiar storyline most Ugandan chics will relate to. The singers, Fille and Babarita are in a scuffle for the same man! Yes, that is the drama this song serves you. Talk about the battle of the main and chic saga! The song opens with loud pulsations of a drum, which goes on progressively throughout the song. The drumbeat is fast faced and gives the song a high tempo. This is accentuated by clear resonant percussive sounds of the xylophone in the background. The combined effect of different instruments gave the song the much needed solid texture onto which the two ladies lock horns. It is energetic perhaps depicting the mood of the singers. Yes, when two singers fight musically, the beat suffers. These ladies did justice in this music arena. The listener is by welcomed soothing vocals of the two. Fille starts off warming off the side chic to keep off her man. Babarita then responds with similar threat. The beauty of this song is how the ladies keep their lyrics clean and mature despite the maturity and sensitivity of a matter that usually brings out a woman at her worst. Quick fixes for I varicose veins

aricose veins are greenish, enlarged and twisted veins that usually appear on the legs although they can occur anywhere else on the body. This is a condition that occurs when the veins can no longer prevent blood from flowing backwards after the valves are damaged which causes the veins to enlarge. This is most common among the aged and the overweight. Although varicose veins rarely cause alarm, they can be very painful when standing. They can also lead to leg swelling, skin thickening, venous eczema, ulceration and in severe cases can be life threatening. The good news though is that there are a few things you can do all by yourself that should help you get rid of these ugly and painful varicose veins.
Use mudpacks
This is a messy remedy but it works wonders. Mix clay with water to make a fine paste and smear on varicose affected legs before going to bed or anytime your legs are free for a long period of time. As the clay dries, it contracts and tightens and by doing so it constricts the dilated blood vessels and promotes blood flow. This remedy however is not recommended if the veins are complicated by ulcers.

If your child is taking long to adjust, try and find out what the problem is.
o you took your child to school and it was their very first experience. Happy and excited, smiling and admiring their uniform, their new school bag and everything special that comes with being a pupil, you were relieved they finally accepted to go. You are almost confident you’ve been saved the drama that most children do on the first day at school because your child did not cry or sit and roll on the ground. Then, you have mixed feelings because they were excited on the first day, you keep hoping they don’t “change” their mind and start throwing tantrums a few days later when they get bored with the routine. If your child adjusts and soaks themselves into the daily schedule, well and good. If they seem to run after you when you drop them off then you have many tactics to apply if you need them to peacefully stay at school. If your child is taking long to adjust, try and find out what the problem is. It could be anything. It could be issues with food. Hunger irritates them especially if they’ve been eating anything anytime they needed it while they were home. You may need to pack them their favourite snacks. It could also be an unfavourable environment. The teachers may not be friendly, fellow pupils could be rude and rough; they could be fighting your baby. Talk to your child first. Hear their side of the story and then inquire from the teachers. Ask them what the routine is like and how your child behaves when in their care. Make a mature judgment and know how to deal with that bully pupil or the unfriendly teacher. You could ask that your child be changed to a different stream if the one they are in is not favouring them. You could as well ask that your child’s seat be changed in case the other child who sits with them is a bully. If your child is the type who just hates school and clings on you for no major reason, try and stay around the classroom for a few minutes until they settle in. You could promise to carry them their favourite snack on the way to picking them from school and you should keep your promise. Children are transparent human beings. What you see is what you get. They will rarely lie to you so pay attention to their complaints and always find solutions to them.

When the innocence fades away
I
noticed my son’s belly was protruding and his little man was standing. It was bedtime, so I figured he wanted to use the toilet. “Josiah go and pee before you sleep, I suggested.” As I tapped his little man to prove that this is a sign that one’s bladder is full, he pushed himself away from me so fast saying, “Mummy, you’re a woman”. For the first time it hit me that my son was growing so fast and my place in his life was shifting from the mum that changed the diapers to the mum who needed to respect a son’s privacy as well as keep her hands to herself. We just celebrated our 11th birthday and I can already feel the pressure around me of keeping calm and not being a sneaky, nosy and touchy mother.
Gone are the days when we had goodnight kisses and morning hugs. They really do grow fast, and at this stage we are getting into the silent mode zone. This is the stage where children keep a lot to themselves and trust their parents opinion less. Is it a crime for them to be this way? Not at all. The bodies are also changing into adulthood which leaves some children very shy while a great number start to gain their confidence. Girls will get closer to the mothers in search of answers like why their breasts are taking shape, about their menstrual period and attraction to the opposite sex (it comes at an early stage in females).All this will bring about a great deal of tension because it’s not only the children that are going through a transition but also the parents are trying to cope with the fact that their little babies are growing into adults who at a certain point in life will have to make decisions on
their own. After years of monitoring their daily activities like when to feed, shower, eat and so forth, a time comes when you have to let your children fly. Is it easy? Not at all but as a parent you still possess the power to make it worth it. At this point in life, it is more than important for every parent to make friends with your children. It is not even supposed to be a choice but something necessary for all parties involved. This is the moment where every parent should expect anything and everything and gear up for the tough roles they will play as parents. Chances are high you are going to be a teenager’s worst enemy but don’t let that discourage you. That phase is one among the many and it will pass. Just don’t let your child feel they are in charge, otherwise you as a parent will be a victim of blackmail all your life

here is an abundance of sunshine in Uganda yet most citizens have no access to power but Village Power, a Swiss German company that officially launched in the country last Friday, wants to change that. The firm said it was opening up shop so as to provide affordable and reliable electricity to off-grid areas, and urged Ugandans to embrace the use of solar energy as it opened its head office in Kololo. At the event, Village Power country manager Lilian Babona said opting for solar power would enable Ugandans to stay in control of their energy usage and save money as a result. “We all know there is Umeme but it is not sufficient and it is costly. Once on solar, you start a
journey. You own it, generate it and plan. With planning, you can really effect change because you are in control,” she said. She added that using solar systems in homes greatly improves productivity through savings, as well as longer periods of work. “Instead of spending that money in a bar, it be could be used to help somebody change their lives. Because of solar, people are able to do extra work without worrying because it is naturally abundant”. She cited cases of poultry farmers that had no worries of lighting in the night, farmers spending more time in the garden instead of walking long distances to charge their phones and entrepreneurial youths who had started hair salons running on solar power. At the event, Village Power showcased a range of
solar home systems of different capacities ranging from 10W maximum out power and 38Wh battery, to 300W and 840Wh. Every solar system comes with a panel, battery, light bulbs, phone charging and the power regulator which monitors usage.
What it costs
The smallest system goes for Shs360,000 which can be paid in cash or on hire purchase in installments that range from a minimum daily deposit of Shs1,000 which attracts a discount of Shs53,000 if paid in three months and 35,000 if paid in 4-6 months. A much larger option- the VP-5, goes for Shs2,120,000 and can power 10 light bulbs, mobile phone charging, radio, television and computer. Payments can be made through mobile money or at Village Power centers.

A passion she inherited from her parents, Kezia’s tailoring and modelling talent would earn her medal after medal while still a student at St. Lawrence London College. “I looked so beautiful, was good at modelling and I was a fashion star so I won the beauty contests at my school in 2013. I was also nominated Miss Photogenic, something which won me much fame that I was even hired to do Club adverts and besides that, I won a sewing machine too [for] having been excellent at tailoring,” she said. After her Senior Six in 2015, Kezia wasn’t thinking about university admission forms as most freshers would, instead, she saw this as the best time to start her tailoring workshop, banking on one crucial asset she had acquired from school; the sewing machine. Her mother made things even easier by buying her another machine to make them two. “The business was that easy to start. I did not require much capital,” she recalled. “Clients always came with their
outfits for me to do the designs and having two machines already with me, I only needed Shs900,000 rent for three months to become self-employed,” Kezia added, fulfilling a dream she had had while still in school. At this point, KAY Fashions tailoring workshop in Bwaise opened its doors to the world. Her specialty would be cultural fashion. With the added advantage of the skills she had attained from the Latif Talent Academy- a vocational institute, and money raised from selling off livestock she had in the village, she was able to establish herself as one of the more sought-after designers, attracting a respectable client base, with a good number of them being artistes. Most drive to Kezia’s workshop in Bwaise because they have found her work worth it. The 21-year-old designer told us her outfits cost from Shs50,000 and up but these rates may go even higher based on what kind of dress a client wants her to make. Having opened a boutique along Buganda Road that employs one, Kezia looks well set on achieving her next big goal, which is to become Uganda’s favourite cultural fashion designer.

Style of home Consider the style of exterior features as this may influence the choice of colour for the door. Traditional homes will pull off door painting in deep rich colours such as black, dark red, navy blue or green whereas contemporary homes feature best with doors in bright colours such white, light pink or cream. Consider the neighbourhood Yes you want your house to look unique but the uniqueness must be relative to houses in the neighbourhood. You don’t want your door to make your house look strange or out of place. Choose a colour that doesn’t scream from miles away. Match with other exterior colours Unless you are planning to turn your house into a painting warehouse, coordinate your exterior colours and do not go beyond three or four types of colours. If your house uses one colour for
the sides, a second for the trim, shutters or other details, then door colour should remain neutral or in a colour that is not far different from the other colours. Light and deep colours Light and deep colour doors are more eye-catching than medium shades.These include colours like white, cream, taupe and tan, and these when used for doors are best when applied in contrast with a dark color on the home’s exterior. Light colored doors can look bland and boring if they match with the siding. Don’t go overboard Pick a colour that is popular and unique at the same time. Deeply bold colours can be risky as they tend to go offbeat- colours such as orange, purple or yellow. Keep in mind that you need to keep the door looking fresh and clean. A house with white trim and a lemon yellow door can be welcoming, daring and a little hard to pull off. he list of men who have denied Hector Cuper silverware includes some of the biggest names in world football in the last 20 years. Luis Figo in 1997. Christian Vieri and Pavel Nedved in 1999. Raul, Fernando Morientes and Steve McManaman in 2000. Oliver Khan in 2001. Leto in 2010. And now, the latest to be added to that list are Nicolas Nkoulou and Vincent Aboubakar in 2017. Cuper’s six final defeats feature one in the Copa del Rey, the Cup Winners Cup, two in the Champions League, one in the Greek Cup and now, one in the Africa Nations Cup. It is not a happy record, and the Egypt head coach, understandably, was not happy to talk about it before his team took on Cameroon. ‘You can read my history’ was his response when asked about his previous records in the pre-match press conference. You bet he had an even much lower appetite for that discussion by end of Sunday.
He’s won a cup, though
Cuper has actually lifted a cup in his
career. In 1996, in his native Argentina, he led Lanus to the Copa CONMEBOL, South America’s second-tier continental trophy, the equivalent, at the time, of the UEFA Cup. But that was over two legs. Even his two Supercopa triumphs, with Mallorca and Valencia, were in games that are played on a home-andaway basis. Over 90 minutes, he has never won a major trophy. Sunday was supposed to be his best chance ever to end the run. In charge of Real Mallorca, Valencia and Aris Thessaloniki, he came up against Barcelona, Lazio, Real Madrid, Bayern Munich and Panathinaikos in his five losing attempts. None of those finals were games he could justifiably have expected to win. Against an unfancied Cameroon, Cuper was in a fantastic position to end his drought and reassert the Pharaohs’ dominance of the Africa Cup of Nations by earning a record-extending eighth title. And it all began the best way it possibly could; with Egypt—the bookmaker’s favourites—taking the lead. With a solid defence that had conceded
just once in the tournament, Mohamed Elneny opener was just what the Argentine coach had hoped for. Only that Cameroon’s Indomitable Lions had not read that script. The expectation might have all been on Egypt, but Hugo Broos’ team were not going down without a fight, even if in getting to the final they had already exceeded expectations. A partisan Cameroonian crowd provided the springboard– lots of Cameroonian expatriates already work in Gabon and even more had made the cross-border trip to give their team the edge in the stands. That is not to suggest it’s just the crowd that mattered. Cameroon’s newbies had been growing in belief with every knock-out stage victory, and unfortunately for Egypt, chose the final to play their best game. For the Argentine coach aiming to lift his final curse, Cameroon’s timing couldn’t have been worse—and off went what may well have been the 61-year-old’s best, and last, opportunity to win one. AFCON CLOSING NOTES What makes Cameroon different from the rest Cameroon are African champions again, and in the style only Cameroon know how— never requiring to be spectacular to win. That is a quality many African football fans certainly can’t say their national sides possess. More than half of the Africa Nations Cup titles have been shared by just four teams; Cameroon, Egypt, Ghana and Nigeria, which are the only teams to win three or more titles but in the modern game, only Cameroon appears to be able to win an Afcon title without having to rely on a ‘golden’ generation. When Nigeria won the second of their three titles in 1994, it was with a team featuring names likes Jay Jay Okocha, Finidi George, Sunday Oliseh and Daniel Amokachi. Ivory Coast’s triumphant 2015 side had for long been an underachieving golden generation, while Ghana’s, with the Ayew brothers, Asamoah Gyan, Agyemang Badu and Kwadwo Asamoah might have missed their best chance this year in Gabon. Cameroon on the other hand deployed not just an understrength squad, but one that, talent-wise, is a pale shadow of the outfits that had the likes of Rigobert Song, Geremi Njitap, Lauren Mayer and Samuel Eto’o. Yet for the Indomitable Lions, that was only a small matter. Cameroon do not need to be special to win, but they just know how to—with a team full of players neither you nor I had ever heard of just three weeks ago, Hugo Broos’ charges were able to check the progress of Senegal’s Teranga Lions, then brush the Black Stars aside before overwhelming Egypt’s Pharaohs. Put simply, Cameroon are the Italy of Africa.
