The Ministry of Education and Sports has summoned Makerere University Vice Chancellor Prof Barnabas Nawangwe to explain the new policies that have caused unending strikes at the university. Probe I Being Probed
Insight
Bamugemereire probe expenditure can run three public hospitals in a year! The Land Commission headed by Justice Catherine Bamugemereire spent Shs13 billion in one year. They want another Shs7 billion to wind up work! But a public hospital like Masaka spends Shs6 billion a year BY OUR REPORTER
I
t was reported last week that the land probe commission headed by Justice Catherine Bamugemerire had spent a whooping Shs13 billion in carrying out its duties. And while the public was alarmed by the exorbitant expenditure, news emerged that the commission wanted another Shs 7 billion to conclude its work, including carrying out more investigations and writing a report. Ministry of finance however refused to give them the Shs7 billion on grounds that they had not accounted for the Shs13 billion that had been spent in the last 11 months. To break down the figures, it means the commission was spending 1.18billion shillings a month. Considering there are 22 working days in a regular month, it means the commission was spending close to Shs54m every single day!!! Background President Yoweri Museveni appointed the seven-member Commission on December 8, 2016 and they took oath on February 21, 2017, but started work on May
3 due to delay in availability of funds. They were mandated to inquire into the effectiveness of the land law, policies and processes of land acquisition and management in Uganda. The President received the interim report in February this year. Bamugemerire says they have traversed the entire country handling issues of land grabbing and encroachment on wetlands and forests. Fund request blocked The request for an additional Shs7 billion was rejected by Secretary to the Treasury Keith Muhakanizi and local newspaper Daily Monitor reported that he advised the Commission Secretary, Dr Douglas Singiza, to seek accountability documents from Ministry of Lands Accounting Officer, Ms Dorcas Okalany. Lands ministry apparently distanced themselves from anything to do with accounting for the funds and asked the Land probe team to take full responsibility for the accountability and submit the relevant documents to Finance ministry directly if they want more funding.
Bamugemereire
The finance ministry has however rejected the Shs7 billion proposal and said they can give the commission another Shs2 billion, only after they have submitted accountability for the Shs13 billion.
“
Each of the commissioners earned more than Shs100m in sitting allowances
“Costly investigations” Even if the public is baffled by the mind boggling figures, local press quoted Justice Bamugemeire saying the investigations have been costly. “As you are aware the Commission is conducting a public interest duty and in many of the cases undertaken which we have had to deal with, there have been costly investigations.” But many are blaming the expenditures on fat allowances of the commissioners. Apparently commissioners are paid about Shs720,000 per day they sit, with an additional Shs2.5m per day whenever they travel abroad. The commission has had about 140 sittings translating into more than Shs100m as sitting allowances for each of the commissioners. They also spent about 21 days in Ghana, UK and South Africa implying they each pocketed about Shs67m as allowanced for foreign trips. This has created a bad working relationship with lower commission staff whose salaries are even delayed! Mr Elbert Byenkya, the lead counsel and spokesperson for the commission defended what some staff called “unnecessary fat allowances” for the commissioners.
“I think the Commission is doing a very special job. If you want people to do the job properly, dedicate all their time to doing that job and you want them to excise utmost integrity, you can’t have both ways. There is a cost to the time people are spending and I don’t think that the commission wages are inconsistent to the work they are doing,” Byenkya said. With other staff crying foul about delayed salaries Bamugemereire says it has been the same challenge across the board. “We have all been taking home monthly payments in bits and pieces. We asked our staff to endure pain and serve their country. But we have always endeavoured to settle outstanding salary arrears as soon as resources become available,” she said. “We, however, reject any attempt to water down the tremendous work done by the Commission to stave the spate of land grabbing which had gotten out of hand,” she boasted. However Shs13 billion expenditure, with the commission asking for another Shs 7 billion to conclude the job, isn’t Shs20 billion such an enormous cost for the taxpayer to bear? To put it into context, The Shs 20 billion that the commission deems fit to do its work can run Mulago Hospital for close to four months as it was allocated 66.7 billion in the 2017/2018 budget. The commission’s money would run a regional referral hospital like Masaka, Mbarara or Jinja for three years!

They hate me because I’m a Christian Angella on Pakistan row Angella Katatumba “inherited” her late dad Boney Katatumba’s title as Honorary Consul of Pakistan to Uganda. The Kenyan embassy has disassociated itself from her, saying the consulate was closed but she is adamant BY MOSES ABEKA
S
inger Angella Katatumba has been in the news this entire week. Firstwas news of the singer who was in company of Jamaican singer Kuzi being assaulted by workers at Chicken Tonight in Kabalagala and then a letter, from Pakistani high commission in Kenya indicating that Angella Katatumba is operating illegally as the honorary consul of Pakistan in Uganda. According to the letter which was on March 13, in which Ministry of Foreign Affairs, Uganda and Pakistani Community were notified, the Consulate in Uganda was closed after the demise of iconic diplo-
mat and businessman Boney Katatumba who passed on in February, 2017. Katatumba happened to be Angella’s father and she assumed the office shortly after his demise. “This High Commission requests the esteemed ministry of foreign affairs in Uganda, that all concerned authorities in the Republic of Uganda, including the immigration authorities may please be notified after the closure of the Honorary Consulate of Pakistan in Kampala, no consular documents whatsoever purportedly issued by anyone in the name of Consulate Pakistan may be accepted by the Ugandan authorities,” the letter from the Nairobi embassy read. The news trended on social media with many saying it was wrong for Angella to think the office was hereditary. However, Katatumba says there was already a rift between the Nairobi embassy and the Ugandan consulate that her father headed.

Angella’s late dad Boney introduces her to Kenyan president Uhuru Kenyatta.
They dislike us because we are Christians In an interview with Katatumba, she revealed there has been a longstanding vendetta between the ambassador in Kenya and her late father. Angella stated that when former Pakistani President Gen Pervez Musharraf appointed her father as Honourary Consul in Uganda, the officials in the Kenya High Commission including the then Ambassador were disgruntled because he was a Christian. “The Nairobi office was always fighting my dad. They tried to frustrate him out of office because he was Christian but they failed because he was very smart and hardworking”. Angella revealed that her father was forced to deal directly with Islamabad, Pakistani’s capital for over a decade. However, over the course of his work, there were some ambassadors who did not sideline him because he is Christian. Former President Musharraf chose a Christian intentionally Angella explained that former president Musharraf chose a Christian intentionally because of religious divisionism in Pakistani. According to Angella, her father was

very successful because he did not involve himself in the wrangles. “When my father was appointed, his appointment letter was hidden for two years but he went on serve successfully for 17 years,” she explained. Angella’s claim to the Consulate Angella revealed that her father groomed her and she served as Deputy Consul of Pakistani in Uganda which places her as the Acting-Consul of Pakistani in Uganda. “Dad did not groom me to take over. He groomed me to serve in another position,” she stated. She revealed that when she presented her credentials to Nairobi, she was frankly told that she is not a Muslim. “I like him (Ambassador Raza Bashir) because he is very frank. He told me he didn’t want me in the office as the Consul because I’m not a Muslim. He then recommended a non Ugandan Muslim but it was rejected because a Consul must be a national of the given country,” she explained. Angella reveals that when she approached the Ambassador to hand in her application and apply for visa to travel to Pakistani to lobby for the position, the Ambassador rejected her application and also stated that he will not issue the visa to enable her travel to Pakistani. It is also understood that the Nairobi embassy was not comfortable dealing with Katatumba because her other career as a music, which involves saucy, glossy images and her dress code was not in line with the “dignity” which the Muslim community expects a woman carry herself with.
News Feature Adamant Angella insists she is still a diplomat Angella argued that the Ambassador has no power to close a consulate. She stated it is the president of Pakistani who has the power to appoint and also close down the consulate. “He is just embarrassing himself trying to bully me. He has been trying to write these letters for over two years,” she stated. Angella stated that she is still going with her diplomatic work adding that there are 6,000 registered Pakistanis in Uganda and her office facilitates travel issues and also aids Pakistani’s interests in Uganda especially trade. At the time of this interview, she stated that she had just received from a call from Pakistani national in Uganda at the brink of deportation asking her office to help out.

Political dreams force singer Geoffrey Lutaya back to school
S
Singer Geoffrey Lutaya, boss of the Eagles Production breakaway faction Da New Eagles is back to school with an aim of getting the required qualifications to stand for political office. A very reliable source told us Lutaya recently enrolled for a plumbing course where he will bag a certificate at the end of it all. It is believed that Lutaya plans to later enrol for a degree at one of the private universities near his home in Munyonyo. According to the source, Lutaya, who is also singer Irene Namatovu’s sweetheart, decided to return to school in order to acquire the required qualifications to vie for an MP seat in his home district in Kyotera. Lutaya has been quite close to the bigwigs at the NRM secretariat in the recent past. Our source could not readily establish if Lutaya will stand on the NRM ticket, but many believe his hope for financial support majorly lies with the ruling party.

VP Ssekandi finally finds wonder skin doctor
A
fter years of public ridicule, over so many factors, including his dormant role, our dear Vice President of the Republic of Uganda finally has something to show off about. We can confidently reveal that after a very long time, VP Ssekandi must have finally found himself a wonder skin doctor. According to our sources at Parliament, the Bukoto Central MP’s skin has undergone a very fundamental change. Ssekandi has for so long been ridiculed for having a rough facial skin, among other things. And, according to our sources, the VP’s skin has been changing since
the year began. Going by a recent up close photo, it is simply fit to appreciate the remarkable transformation Ssekandi’s skin has undergone. Our sources dug deeper and have gathered that after several attempts, the VP landed on a skin doctor in Dubai, and the rest was history. Word has it that Ssekandi has in the recent past, made several trips to Dubai and his trips have yielded great results so far. “Ssekandi’s facial skin looks much clearer and better,” the source revealed. Join us to congratulate our dear VP upon such a tremendous milestone

he battle over who is more liquid between moneybags Sipapa and Bryan White just took a new twist. Bryan recently went shopping for a state of the art Range Rover which as usual, gladly showed off to the world by capturing a short video of him giving a tour of his new toy. Well, Sipapa stormed the bond and paid up for the exact same car. But unlike Bryan who rushed to show off by sharing a video on social media, Sipapa neither recorded a video nor made a public announcement about his latest acquisition. Sipapa is actually said to have abandoned the new toy in the
bond where he purchased it. It’s the bond owner that spread the word about how ‘a one Sipapa walked to his bond, paid $100,000 (about Shs360m) for a car, but had abandoned it for more than a week! Throwback I School times
How school times have changed BY WILLIAM KASOBA
R
eally time flies and moments change. Recently, a video of a fouryear-old pupil of Marto Nursery School in Kamwokya being beaten by a male adult made rounds on social media. Initially it was reported that he was the teacher, but it turned out to be the father of the child. The online ‘judges’ and ‘detectives’ immediately declared the act criminal, hence forcing Police to bend to the uproar by summoning the parent in the video for investigation. However, what transpired in the video was not construed as illegal by some sections of the public as many shared their school time punishments that made what they saw in the video appear like a simple part on the back. The debate the incident created showed that there is big change in the way people who were in primary school 10 years ago or more were treated. Basically they think life got easy for today’s kids. Shuttles are now the in thing Unlike of recent where almost every urban school has at least a shuttle that transports pupils to and from school, during old days this was only afforded by elite schools. For those in mediocre school students, they could only get such privileges when going for rare study trip. A student/ pupil could have to at least foot a distance of not less than a kilometer to reach school. These days however, every school worth its salt picks children from their gate at home and drops them back. No wonder many kids are obese. The downside to this is that shuttles begin picking the kids as early as
Vienna kids have chips, rice, sausages, steamed veggies and an apple for lunch and steamed rice, cauliflower, potato masala, sauté chicken and orange fruit for Friday supper. On Sunday they have oats, yoghurt, sausages and English pancake for breakfast with curried rice, lasgne, potato masala, grilled chicken and pineapple pudding with custard sauce for Sunday lunch. And all we had was posho and beans with poorly cooked rice and hard beef on Sundays.
Pizza-serving canteens Many schools are now past levels of popular crowded wooden canteens that sold mostly ‘dusty’ pancakes and ‘namungodi’ for breakfast. School canteens now have an array of drinks and bites for students to choose from. Some canSchools demand for things like; dozens of toilet papers, bags of cement, milk powders, slashes, fence wires, over four pairs of uniform among others. Co-curricular activities Who remembers the enjoyable Physical Education (PE) moments where boys used to remain only in shorts while girls had to put off their dresses? For today’s child it would look weird as they are provided with sportswear in such sessions. Of late schools have introduced modern lessons like; swimming, music i.e piano, guitar and ballet lessons and many more. And for those who were in boarding schools during their primary school days, slippers were the official footwear after classes but these days they have been relegated to the bathroom and P1 kids these days rock open shoes in the evenings.
5am so the little souls have to wake up in the dead of the night to prepare for school. Steamed rice on the menus Though the renowned posho and beans combination cannot be totally scraped off from schools food menus, these days some schools serve better food than what the kids have at home. Recently, the Vienna College Namugongo food menu went viral and people commented that it rivaled hotels. For example on Thursdays,
teens are like the food section of a big supermarket chain. Of course that means the 10k 90s kids used to get as monthly pocket money is no longer enough. School requirements This is the most changed memo in Ugandan schools, brooms, ream of papers being the main wanted items on the opening day of schools. Now days a parent has to dig deep into his/her pockets to shop requirements especially in private schools.
Prom replaces ‘Sosh’ Those who were in high school 15 years ago, especially the single sex schools always looked forward to “social”. But tell any secondary school student about “social” and they won’t understand what you are talking about. These days it’s called “prom” and unlike those modest socials, these days “proms” are an elaborate affair with students arriving in Limos and the décor my oh my, it rivals any big wedding in town.

What is the one fashion item you cannot live without? That would be a fedora hat. I always have to find a way to blend one into most of my looks. What is your worst buy ever? It was a pair of green all-star sneakers that I was really excited about. Unfortunately, my sister ended up taking them before I could even slay them! What styling trick works for you all the time? I like outfits that other people would find hard to wear e.g. gothic looks. Many times, I also recycle my outfits depending on which ideas I have in mind. Layering is also one of my favorite styling options.
These shorts are easy to style, and can be worn with anything from a crop top and sneakers, to a matching bra let and kimono for a more covered up look. You can spice things up by pairing yours with a pair of keels and a sheer maxi dress, possibly with some side splits.
Any fashion item we wouldn’t find in your wardrobe? Uncustomised boxers!

Not only is it very revealing, but it also creates a very visible carmel toe. So maybe you could keep these for when you fly out of the country or down in Queen Elizabeth National Park for a getaway.

When I got to the university, I was referred to room 507 for help where I was first chased away by the personnel in the office and he told me to wait until 2:30pm that he could help me out. I went out and waited patiently on the bench but when it clocked 4:40pm, I could not wait anymore and I went back to see if I had succeeded. When I got in the room, the staff told me to wait for five minutes and see if my transcripts had been worked on. Fortunately, my transcripts were certi-
fied and were handed over to me. As I was looking through them, the man who had given me my transcript turned to be so unhuman to me. He grabbed my boobs and started licking them as he lamented how much he loved me. I tried to resist his actions but he was more stronger than I. He also grabbed me and threw me on the file cabinets at the corner where my head was hurt by the files and he started kissing my thighs and he told me that he had to lick my v*gina. While he was in the process, I got my phone and captured some shots because I realized there were no cameras in the room to help me out if I had reported the case. I tried calling Steve in room 515 to help me out but unfortunately the man (room 507) hanged up on me and threw my phone on the chair. what he termed as ‘acute failure’. “As I’ve learned more about what’s happened, it’s just become more obvious to me that there is an acute and systematic failure on almost every level of administration to secure black lives on this campus,” Harvard Crimson quoted Anselm. “When we talk about how the Cambridge Police Department responded to a medical emergency on a campus, that is absurd and it’s indicative of a much larger issue in which people don’t understand the implications of calling the Cambridge Police in a non-threatening situation,” he added. Anselm added he does not think the University does enough in general to protect its black students. “I don’t feel safe on this campus. Ever,” he said. “I don’t feel safe walking alone here.” Anselm is the son to former presidential contender Kiiza Besigye, who himself has been the front of protests for the rights of Ugandans and against poor administration.

HEALTH How you can manage ulcers using your diet BY BRIAN EGWALU
U
lcers are painful sores or internal wounds which are found in the digestive tract, including the lower throat, stomach and intestines. Common causes of ulcers are infections with H.pylori bacteria, stress and long term use of aspirin and other pain killers such as ibuprofen and naproxen sodium. Did you know, however, that diet can help
you fight against ulcers and that it is vital for a successful healing? A diet low in fat and sugar and high in fibre will do just that. The reason for avoiding fatty foods is because they are harder to digest so the body produces more stomach acids which can aggravate the condition and lead to the ulcers worsening.

SIX DATES AND NO NO (SEX) PROPOSAL? BY PATIENCE PAULA
relate Unlocking the matters of the heart
I
know I am very slim and getting into a relationship with some guys can leave them confused whether it is love or food I need. And yes! I love food. But did this guy come to me with some UN directive to save me from starving first, then unleash love on me? Tony was a cute refined man. Tall, with a dark complexion. The kind of guy that would make every girl take a second look. We talked for a while and one day, he asked me out on a date. Our first date was good. We enjoyed every ice cream flavour there was and nattered the evening away. He was good company. Remember the saying, “it’s only the size of the heart that matters”? Well for me, the size of something else does matter too. This size would determine if a second date would be necessary or if I should run. I trust my hand’s ability to stealthily get to places unexpectedly but also tenaciously grab and feel if the ‘juice is worth the squeeze’. So I sluggishly placed my hand on his lap so I could get to the ‘little man’. He was quicker. He reached for my hand and placed it back up on the table. I let it slide. Epic fail! We said our good nights and parted ways. Second date. My hand slipping mission had to be accomplished somehow this time. As he told me how cute I was and how he loves me blah blah blah my hand was busy doing its underground movements. Finally I was there. Business was good. We definitely were going to have several other meetings like this, or even better, I thought to myself. Sure we had a third, fourth and fifth date, coming back to back as we got more comfortable around each other. He was a generous guy and I had all his attention. He texted and called every now and then, but, BUT!! I felt this was becoming a bit of a routine. I wanted more. When he asked me out again and suggested a movie date, I knew this was his way of asking me out for a toe-curling sleepless
night. I cleaned up well. Got my best lingerie on and off I went. Frankly I don’t even remember what the movie story line was because my mind was into how the night would be. Once we’d got out, to my horror, guy reached out and gave me some money. “Here’s transport money sweets. It was nice hanging out”. My head was spinning like I had rollercoasters going back and forth in there. I stared at the money blankly. With a pretentious goofy grin, I grabbed the money and gave him a hug. Disappointed and angry, I couldn’t help wonder why bad things happen to good people? This was
torture. Was I not attractive enough? I felt this guy’s hard on the other day. He is very OK. He should have at least proposed sex then underperformed to give me a reason to keep away. I felt like a plate of party left over food. I found my way home, but how was I going to tell my mother that the lack of a sex proposal got me this way? I know men who would ask for some after buying a girl a mere soda! I blocked this guy’s contacts. I wasn’t ready for any more torture. If this guy wasn’t grooming me for wealth rituals, what was I for?
SCI-FACT Eating a rainbow of fruits and vegetables such as spinach, carrots, kale, grapes, apricots, cauliflower, blue berries, kiwi fruit and broccoli will provide the antioxidants which are vital in protecting the lining of the stomach and intestine on one hand, and activate the immune system and help fight the infection on the other. Broccoli in particular contains a compound called Sulforaphone, which is known for its antibacterial effects and helps to speed up recovery because it fights the ulcer-causing H.pylori bacteria. In addition, eating smaller meals is more beneficial than eating larger meals as lager meals require the stomach to produce large amounts of stomach acid, which may irritate one’s ulcers. So it is best to eat small meals four to five times a day as opposed to two larges meals, for example. Also, eat lean protein and preferably white meat such as chicken or turkey and fish; reduce salt intake, avoid canned foods because most of them are high in sodium; avoid spices and seasonings and; cut out smoking and alcohol as they interfere with the stomach lining and increase production of stomach acids, worsening ulcers.

Good storytellers considered more attractive by women, study finds Want to be more attractive to women? Learn to tell a good story.
Finally, a good time to be a journalist! A recent study suggests that the ability to tell a good story makes men more attractive to women. In multiple experiments, men perceived as good storytellers were considered to have higher status and were more attractive as long-term partners.
Let’s go to the full story Everyone has a guy in their group of friends with the unique ability to spin yarns that have everyone hanging on their every word and as it turns out, that talent may be good for more than making sure you never have a good time at parties. According to an article published in Personal Relationships, multiple studies have found that women value a man who can tell a compelling story. Working with 388 colleges students (55% women),
a team of researchers conducted multiple experiments that asked people to rate the attractiveness of members of the opposite sex based on written information. In the first, participants received a photo and a short bio of a member of the opposite sex — some included declarations that they were good storytellers, some didn’t (in some cases, their mediocre storytelling ability was even highlighted). The experiment even included a story told by the supposed suitor, some told well and vividly, others less so. The results were pretty clearcut: while men appeared to not ascribe any value to a woman’s storytelling ability, women rated men who were designated as good storytellers as more attractive, higher-status and more
attractive as long-term partners.
But what if… All of my stories are about getting shot down by women?

Her striking beauty got me R attracted to her
omeo Banyenzaki recently wedded the beautiful Donna Namara in what you would call a fairytale wedding ceremony. Perhaps it had something to with the fact one half of the couple is called Romeo? Donna and Romeo met through a cousin and the story goes that Romeo couldn’t resist making known his heart had been overwhelmed by Donna’s striking beauty. The rest, as they say, is history. “I fell in love with Romeo because of his character. He connects with everyone, he cannot fail to fit in anywhere. He connected with my family from day one which was perfect for me,” Donna told us. The couple had their wedding reception at Hilltop Gardens in Naguru. Congratulations to Romeo and Donna.

ireworks are the ultimate way to show-stop at your wedding. They can be as big or small as you wish. It’s a trend that is slowly catching on and has been mostly used for kwanjulas but would work great for outdoor wedding receptions. While fireworks are posh and classy, just don’t try this idea at receptions indoors; you don’t want your wedding to end up lit—literally. Also it’s best to keep the display brief to avoid monotony.

Instead, starting tomorrow, cheques will clear within two days after a new cheque clearing system introduced by Bank of Uganda comes into effect. “Effective April 20, 2018, Bank of Uganda (BoU) will begin operation of a new Automated Clearing System. The new system will provide a fully Automated Clearing House with a cheque truncation capability,” BoU Governor, Prof. Emmanuel Tumusiime-Mutebile said in a press statement. Cheque truncation involves exchanging electronic cheque images in the clearing process instead of exchanging actual physical cheques. “Under the new Automated Clearing System, cheques presented for payment will be scanned by the collecting banks and the resulting high definition images, together with

relevant electronic data, will be transmitted electronically to the paying banks through the Clearing House,” the Governor explained. The clearing house in this case is a centralised cheque clearing platform which is an improvement on the current decentralized and unaligned platforms, according to BoU. The change is expected to speed up the process of cheque clearance and settlement among banks, meaning quicker payments for customers. Previ-
ously, these clearances required four working days. According to the central bank, however, this time will be reduced by half to two days starting tomorrow before it is eventually reduced even further—to only one day. The statement from BoU noted that the reduced clearance times would mean reduced risks associated with processing cheques as well as reduced costs for individuals and businesses carrying out cheque-based transactions.

ometimes when we wait for someone else to act, including governments, it can become an excuse for doing nothing ourselves. Perhaps it is a fault I have, I don’t know, but whenever I see a problem, the first thing I think of is: “How can I (personally) do something, no matter how small, to help on this issue?” In my own mind, I am really the small boy in the Bible story who offered Jesus Christ his lunch of five loaves and two fishes to feed 5,000 people! To those looking on, it may have seemed hopeless or even silly, but it opened the door to a miracle. What about you? I myself find it very difficult to rail at someone else to do something about a problem that I see, unless I’m ready to offer a solution myself, or be part of the solution I remember arriving at my grandparents’ village after returning from nearly 20 years of exile. The road to their homestead was difficult to navigate. “Why is this little road so bad?” I asked my
Reflection: Don’t look for someone else to act; You yourself can do more than you know, right where you are uncle who drove that way regularly himself. He then railed at the local MP, saying he was lazy and never raised issues in parliament. “But it is less than a kilometer long, and you and I are the only people who drive this way,” I said. The next weekend I returned, hired a few guys and fixed it, maybe because I did not want my car damaged! There are so many problems in Africa that it can be really overwhelming sometimes, but I will never forget the words of my grandmother, also when I returned to my homeland from exile: “Our problems are over, because those whom we sent to school are back!” We are not educated simply to be like football fans in a stadium (or, shall I say, “coaches from the stands”) or as the Americans say “armchair quarterbacks.” Since this is one of my “reflections,” let me
share another of my favorite spiritual dictums: “If you cannot be faithful with solving just a small problem, why should you be given a bigger challenge?” All too often, we dream of being given a bigger challenge when we will not be counted in the crafting of small solutions for problems we face every day. By now you will have noticed that I rarely respond to someone on this platform who identifies a problem, and then suggests that I be the one to solve it. I will only join people who are solving problems themselves. Not long ago, a young Zambian lady wrote here about how she was helping a young disabled boy. She never asked me for help, but I was amazed by her approach. I quietly reached out to her, and formed a small partnership with her. Another person came to me to say there
were no vaccines in a village because they could not store them properly. “What is your solution?” I asked. “Can we put a fridge at a nearby base station, since it has power all the time?” “Great idea!” We’ve now done it for more than 10 years, and that’s not the only place. The miracle comes when we approach problems like the boy with the lunch who thought he could help feed 5,000. There is a reason you keep thinking about that problem that no one else seems to notice, or care about like you do: It is because it is you who is marked to solve it, if only you will believe in yourself, instead of waiting for others. Today is the day to begin to solve some problems. If you can get others to join you, even better, but be prepared to go it alone, because you can.

This is how farming became my number one choice when it was time to start a business,” Wamala told us. he would exercise his dream by trying to grow this crop or the other before finding out what is exactly was suitable for him at the cheapest cost. “I began with growing cabbages and tomatoes in my first and second seasons respectively, but the major challenge here was that I would get very low returns yet I was investing a lot of energy. This came as a result of many growers in the field, meaning the supply was
higher than the demand and since I was dealing with perishables, I couldn’t keep them in the interest of waiting for better seasons ahead,” he said. With his hopes fading, Wamala said he even thought of quitting farming, but opportunity came sooner than later when a family friend advised him to grow upland rice since it had a ready market both in the village and in town. “With the few basic lessons I was given about
ON THE JOB
MC Bryton wants to become Africa’s finest female MC Bryton Kobusingye is a public relations officer and hostess at Brisk Lounge.
Not really books but I am a good reader of entertainment articles; it’s the center of my attraction.
Tell us about yourself. When did you join the employed ranks? I joined employment in 2014.
What were you doing and how much were you earning?
I was a hostess at Mythos Greek Taverna & Lounge in Kololo earning Shs500,000.
When did you start rising through the ranks?
In 2014, after finishing my computer course at Aptech Uganda, I began working with the Ministry of Tourism. I later joined WBS TV and all through my confidence was getting better.
How exactly did you come to your current position?
I joined Brisk through a recommendation from my former manager. I’m currently the PR officer and at the same time a hostess. My role is to use all forms of communication to build, manage and maintain our reputation.
What have been the greatest challenges you’ve encountered in your career?
I have faced a number of challenges. Some
guests can be unpleasant. Some insult you; calling you all sorts of names. Some female clients take it to another level thinking that I am being too nice to their hubbies. Others just get jealous of me.
What are your future career plans?
To become the finest female MC not only in Uganda but also internationally. I trust my accent, confidence and very soon I will be hitting your screens most probably on NTV.
Who do you look up to in the career world?
MC Kats. I have always watched him, and with the words of encouragement from my brother David who always tells me I can beat Kats out of the game I get even more wild.
What motivates you in your work?
A number of things; not only money although this is my highest paying job ever. Another thing that motivates me is that I am given time to build my brand name by emceeing.
What books do you read?
I am in my 20s, very single and have no children yet. I happen to be the first born among a family of three (two boys and one girl). I went to Makerere University for a Bachelor’s degree in Social Sciences in 2010.
rice in particular, I realised the process was easy, but because I didn’t have any experience about the crop, I decided to begin with only one acre field,” he recalled. “I went to a farming shop in town and bought two kilograms of upland rice seeds which I first planted in a nursery bed and in a period of three weeks, the seedlings were ready to be transplanted to the main garden. I did the transplanting myself. The next thing was to hire a labourer after a few months whom I paid Shs70,000 to scare away birds during the flowering stage,” Wamala explained. His first harvest season was due in three weeks’ time after flowering. This was in 2016. “The returns I got here yet in my first harvest season motivated me. I harvested 10 sacks of rice from which after a three-week drying period I was left with seven sacks. I took them to the nearby hulling machine for hulling. “I realised profits of about Shs1.1m after selling each kilogram at Shs3000.” The advantage with upland rice as opposed to the rest of the other crops, according to Wamala, is that it has a ready market right from the hulling machines. It is both a cereal and a food crop and unlike the lowland rice, it can thrive on dry soils. Ever since he invested efforts in growing this type of rice, Wamala admits he made the best decision ever, and is no longer worried about what to feed his home. In fact, he even opened a wholesale shop in Mukono selling foods two years into this venture. Even though he encounters challenges of birds eating up the flowers during the flowering stage and the cost of hiring labourers to scare them away being very high, Wamala said he is has big expectations from his rice field which measures three acres and from which he expects to earn about Shs7m.

The moments that defined Manchester With Manchester City confirmed English Premier League champions, William Kasoba looks back at the key moments in their march to success.
O
ver the weekend, Manchester City sealed the Premier League title off the field with five games still to play after Manchester United’s shock 1-0 loss to relegation battlers West Bromwich Albion on Sunday. That City won the title in that manner was a perfect reflection of how their season turned out; a story of their excellence but also a triumph owed to the missteps by their closest rivals. Here are the moments on which City’s season turned.
Sadio Mane’s red card at the Etihad Manchester City did not make the most convincing of starts to the season; leaving it late at Brighton in their opener, before drawing at
home to Everton to immediately fall behind Manchester United on the table. A last-gasp winner was required to overcome Bournemouth away, so with Liverpool visiting town next, City and in particular, Pep Guardiola’s tiki-taka was expected to meet with its stiffest examination from Jurgen Klopp’s gegenpress. It didn’t quite turn out that way though, as a slightly harsh red card for a Sadio Mane challenge on the City goalkeeper Ederson in the 21st
minute ended the game as a contest and City, leading 1-0 at the time, went on to claim a 5-0 win. The football fraternity would be made to wait until the second round to find out the kind of damage Liverpool can inflict on a tiki-taka team that is careless enough to play a high line against an attack featuring Mo Salah, Roberto Firimino and Mane.
Chelsea given a lesson at the Bridge
Three match days after conquering Liverpool, City had their next big test—against champions Chelsea at Stamford Bridge. Keep in mind that Chelsea had done the double over City en route to winning the title in Antonio Conte’s first season in England. What befell Chelsea few of their fans will forget quickly. For the entire 90 minutes, the hosts were taken to footballing school and Kevin De Bruyne’s late winner only served to give the visitor’s the stamp of authority their performance had exuded all evening. It was a 1-0 score line which completely disguised the absolute control City had enjoyed. That performance, though, was the most convincing argument to that point that Pep’s football could win in England.

f you are unhappy with your room, there is a good chance one or more of these issues are plaguing your space. Follow these steps, and you will be pleased with the results.
Your rug is too small
Rugs can be very expensive, so it is easy to talk yourself into a smaller size. Here is the problem: when your rug is too small, it breaks up the floor into little pieces, making your room feel even smaller. On the flip side, when you have a generously sized rug in your room, the space feels lush and cozy. Here are two suggestions that remedy most rug situations: Get the biggest size that will fit in your room. Alternatively, layer expensive and inexpensive rugs. If you are coveting a nice, patterned rug but are not keen to spend a fortune on it, try a patterned rug in a smaller size, then layer it over a much larger natural fibre rug—so you will be able to get the proper size while also getting the pattern and colour you are looking for. Your furniture is too far apart Laying out a room is hard, but here is what this really comes down to — your furniture pieces are spread too far apart. You
probably need less space than you think. You really do not need that much space from one chair to the next. A quick guide you can use is to have the distance between coffee table and sofa at 8-18 inches and distance between pairs of chairs at 4-12 inches. No chair or sofa should be more than an arm’s length from either the coffee table or side table.
Not enough lighting
A beautifully lit room feels warm, inviting, and puts everyone at ease. But on the flipside, a room that’s poorly lit feels awkward. The cardinal rule of lighting: never rely solely on overhead lighting. Obviously if you have canned lights or a chandelier, you should turn those on. In addition to overhead lighting, mix it up and have a combination of floor lamps, table lamps, and sconces.
Wimpy curtains
Curtains serve several purposes in a room, more than just providing privacy. They bring softness to your spaces, make your ceilings look taller, add color and pattern, or help fill wall space. But one thing most people get wrong is when they hang curtains too low or their panels are not wide enough for their windows.

Moments that defined Manchester City’s march to the title - P.19
Anyone’s title The Azam UPL title race was blown wide open after Villa suffered a 1-0 loss at home to Vipers and KCCA were pegged back by Onduparaka, writes William Kasoba.
T
he race for the Uganda Premier League title has not been this heart-stopping in a long time. Vipers SC striker Daniel ‘Mzei’ Sserunkuuma’s goal which on Tuesday ended table leaders SC Villa’s unbeaten home record as well as KCCA FC’s 1-1 away to West Nilers Onduparaka on the same day ensured the kind of season finale we could only have dreamed of is actually on the cards. The top three teams; Villa, KCCA and SC Vipers will now head into the final bend all strongly in contention for the 2017/18 Azam Uganda Premier League title—and with no clear favourite. The mid-week results mean only three points separate the top three with six rounds to play, with the exception of Vipers who have seven games to play owing a postponed fixture against Express FC. The Red Eagles may not be challenging for the title but they could determine where it ends up. Threatened by relegation, they must get points off either one or all of Villa, KCCA and Vipers to confirm survival, and the added spice comes from the fact that two of those three games are to be played at their menacing Wankulukuku War Memorial Stadium. Villa lead the table on 49 points, KCCA are second on 48 and Viper are third on 46, albeit with a game in hand. With the trio’s next fixtures dominated by games against relegation strugglers battling for survival, it is only going to get more interesting. Vipers would be forgiven for feeling most confident, as they host five of their remaining seven games at their Kitende home. Villa, on the other hand play four of their last six away from home. KCCA’s games are evenly split; three at home and three away. Let the games begin.
Golfers defy the rain in quest for Singleton quarter-final places BY EDWARD KALEMA
A
rain-drenched course in Entebbe proved no obstacle as more than 150 players stood up to unkind weather all of Saturday April 14 for the chance to book a place in quarter-finals of The Singleton Challenge. Sixteen pairs of golfers were in Entebbe Club for the third round of one of local golf’s most prestigious competitions and the outstanding ladies’ pair of Irene Nakalembe and Eva Magala made light work of not just the rain,
but their opponents as they booked a quarterfinal date with the pair of Eillis Katwebaze and Collins Mwesigwa. The other six pairs to make to the quarterfinals stage included Charles Mubiru/ Joseph Mawejje, who will now play against Vincent Asiimwe/Francis Otim; Robert Busingye/Ronnie Kasirye against Peace Kabasweka/Sheila Kesime and; Paul Kaheru/Joseph Bagabo who will take on Michael Tumusiime/Allan Muhereza. The quarter finals will be held on May 12 at the Entebbe Club. “I am especially happy about this round because the weather conditions were not the
best. Most of the day’s action was slowed down by the rain but it is amazing that we still had 150 players out on the course,” said Ms. Annette Nakiyaga, UBL Head of Luxury. The winning pair of the second season of The Singleton Challenge will earn a trip to Dubai for the DP World Tour Championship in November. Beside the grand prize, this year’s tournament also features the reward of a 2018 Mitsubishi Pajero Sport for any player who manages a hole in one. The vehicle comes fully insured by Afrisafe Risk Partners. The other sponsors include Pinnacle Security, Ekspreso, DStv, Serena Hotels and RwandAir.
